Message The October 2019 series of earthquakes that jolted the Province of Cotabato and other areas in SOCCSKSARGEN Region verified our preparedness and resiliency. The earthquake is among the natural disasters that could not be predicted. We do not exactly know when it will happen and how strong will it be. Our passionate participation during the quarterly earthquake drills was able to help us in keeping ourselves safe at all times. The National Economic and Development Authority (NEDA) XII as the Vice Chairperson of the Rehabilitation and Recovery Committee would like to extend its gratitude to the member agencies and technical working group who conscientiously crafted this plan in a consultative and participatory planning process. Padayon sa Paglig-on Cotabato: A Rehabilitation and Recovery Plan for the Affected Areas of the October 2019 Series of Earthquakes in the Province of Cotabato Towards Building Forward Better Communities is the official title of this document which reiterates the battle cry of the stakeholders to sustain the resiliency building efforts for the province. Likewise, it also outlines the programs and policies to realize the goal of “leaving no one behind in building forward better communities towards a matatag, maginhawa at panatag na buhay.” This plan shall serve as blueprint for the appropriate actions of the national and local government units, development partners, and other stakeholders in bringing normalcy to the lives of the affected population. Message Our preparedness, agility, and faith were

challenged by the October 2019 series of earthquakes that heavily affected the local government units in the Province of Cotabato. In those times, our daily existence seems to be a nightmare as we donâ€™t know what will happen next due to thousands of aftershocks. Luckily, we triumphed against those peculiar times. We had once again proved that with the guidance and protection of the Almighty we could stand in the midst of chaos and disasters. My gratitude to the members of the Regional Disaster Risk Reduction and Management Council (RDRRMC) XII for being with us throughout the journey. Thank you so much for your commitment to provide assistance in all forms-technical, spiritual, financial, and moral in those vexing times. a natural disaster like an earthquake is described as a Non-Traditional Security (NTS) threat that is considered as a core national security issue because it results in more deaths and has substantially larger impact on people over time ( United Nations Office for the Coordination of Humanitarian Affairs 2016);

WHEREAS,

SOCCSKSARGEN Region is one of the seismically active regions in the country such that on October 16, 29, and 31, 2019, a series of strong earthquakes followed by thousands of aftershocks hit the Province of Cotabato and its neighboring areas wrecking infrastructures, buildings, and displacing people from their communities;

WHEREAS,

the said incident was triggered by the movement of the individual faults in the region such as the South Columbio Fault, North Columbio Fault, M'lang Fault, and MakilalaMalungon Fault;

WHEREAS,

the municipalities of Arakan, Magpet, Makilala, M’lang, and Tulunan as well as the city of Kidapawan in the Province of Cotabato sustained heavy damage and losses amounting to PhP 9.09 billion and PhP 1.61 billion, respectively, with initial recovery needs amounting to PhP 8.01 billion based on the Post Disaster Needs Assessment (PDNA) spearheaded by the Regional Disaster Risk Reduction and Management Council (RDRRMC) XII through the Office of the Civil Defense (OCD) XII;

WHEREAS,

among the six local government units (LGUs) greatly affected by the series of earthquakes, the municipality of Makilala and the city of Kidapawan incurred the biggest amount of damages and losses;

WHEREAS,

pursuant to its mandate as the Vice-Chairperson for the Rehabilitation and Recovery Thematic Area of the Regional Disaster Risk Reduction and Management Council (RDRRMC) XII, the National Economic and Development Authority (NEDA) XII provided technical assistance in the preparation of a rehabilitation and recovery plan (RRP);

WHEREAS,

the goal of the RRP is consistent with the Regional Disaster Risk Reduction Management Plan (RDRRMP), Philippine Development Plan (PDP) 2017-2022 Midterm Update, Sustainable Development Goals (SDGs), Sendai Framework, and various national policies, with the goal of ensuring safer, adaptive, disaster-resilient and building forward better communities;

TITLE

Rational Natural disasters like earthquakes are described as Non-Traditional Security (NTS) threats. NTS are now considered a core national security issue (Walsh, 2011). Moreover, â€œstudies have shown that NTS challenges have resulted in more deaths and have had a substantially larger impact on people over time (OCHA, 2016).

In October 2019, series of strong earthquakes followed by thousands of aftershocks hit the Province of Cotabato and its neighboring areas wrecking infrastructures, buildings, and displacing people from its communities. The Province of Cotabato is one of the provinces of SOCCSKSARGEN Region (Region 12). It is composed of 17 municipalities and one city. It lies in the eastern part of the region and bounded on the North by the Province of Bukidnon, on the northwest by Lanao del Sur, on the East by Davao City, on the Southeast by Davao del Sur, on the West by Maguindanao Province and on the Southwest by Sultan Kudarat Province. Kidapawan City is designated as the provincial capital and the seat of provincial government.

Topography and Land Area The province terrain varies from flat, fertile plains to irregular landscape of wide valleys, scattered hills, and extensive mountain ranges like Kitubod Range; Mt. Apo which forms the natural boundary between the Province of Cotabato, Davao City and Davao del Sur; and the Tuael Range, which join the municipalities of President Roxas, Magpet, and Matalam in the Province of Cotabato. The rich vast land of the province stretches over an area of 656,590 hectares or 6, 565.90 square kilometers. In terms of soil classification, there are about nineteen (19) types of soil found in the province. Mountain soils, classified as undifferentiated, are found at the eastern and western part of the province. The most prevalent soil types are clay-loam found mostly on the plains and are best suited for intensive crops like rice, corn and other permanent crop variety. Land Use Opportunity Cotabato Province is an agro-industrial center in the northern part of the region producing organic rice, exotic fruits, and industrial crops like rubber and sugar. Irrigated rice is cultivated in the municipalities of Pigcawayan, Libungan, Midsayap, Kabacan, Carmen, Mlang, and Makilala.

Demography The population of the province showed an increasing trend as evidenced in the previous census of calendar years as shown in Table 1. 2|

With the present population having a density of 210.14 persons per square kilometer of land and an annual population growth rate (APGR) of 2.49, it is expected that by 2038, the province will double its population. Hazard Assessment SOCCSKSARGEN Region is one of the seismically active regions in the country because of the presence of the Cotabato Fault System (CFS) and the Cotabato Trench. The nearby local faults covered by recent deposits became sources of small to strong magnitude earthquakes. Figure 3, shows the existing fault system in the region. Cotabato Fault System, is a network of mainly northwest-southeast trending sinistral (left-lateral) strike-slip faults that form the boundary between the Cotabato Arc and the Central Mindanao Volcanic Belt. The October 2019 series of earthquakes in the Province of Cotabato was triggered by the movement of the individual faults in the region such as the South Columbio Fault, North Columbio Fault, M’Lang Fault, and Makilala–Malungon Fault M’lang .

October 2019 Series of Earthquakes in the Province of Cotabato On October 16, 29, and 31, 2019, series of strong earthquakes jolted the province affecting six (6) LGUs, namely: the municipalities of Tulunan, Mlang, Magpet, Arakan, and Makilala and the City of Kidapawan. The municipality of Makilala and the City of Kidapawan are the heavily affected areas. The series of tectonic earthquakes that hit the province recorded a magnitude ranging from 6.3 to 6.6 with a depth focus of 007-008 kilometers. Figure 4 below shows the specific reported magnitude. The strong magnitude series of earthquakes resulted to severe damage in infrastructures that triggered the suspension of school classes, brings severe casualties, displacements of residents, and as well as damages to government and private facilities.

Ground Shaking Simulations Prompted by the experienced during the October 2019 series of earthquakes in the Province of Cotabato, PHIVOLCS conducted series of simulations using its Rapid Earthquake Damage Assessment System (REDAS). The table below are the result of the simulation. Earthquake parameters are provided in the respective figures as well as the vulnerability and exposure map of the projected areas to be affected once an earthquake occurs. The Makilala-Malungon Fault is the longest fault line that cut across the provinces of Cotabato, Davao del Sur, and Sarangani and has the potential to generate a 7.2 magnitude earthquake. The maximum calculated intensities for the fault lines under the Cotabato fault system is intensity VII-VIII.

Assessment on the Effects of the October 2019 Series of Earthquake in the Province of Cotabato Casualties from the October 2019 Series of Earthquakes in the Province of Cotabato The October 2019 series of earthquakes in the Province of Cotabato caused injuries to 445 persons, recorded nine (9) persons missing, and 16 deaths. Table 3 below shows the specific identity as well as the causes of death of the victims. About 50% of the victimsâ€™ cause of death is instigated by falling debris from the structures and other material present during the onset of the incident while 25% of the them died due to cardiac arrest. Meanwhile, the identity of the nine (9) missing persons were reflected in the table below. These individuals were reported missing after the October 29 and 31 earthquake incidents. Internally Displaced Families A total of 233,549 individuals from the 209 barangays in the Province of Cotabato were affected by the series of earthquakes details are reflected in the table below. The municipality of Tulunan has the most number of displaced population but they stayed outside evacuation centers, in open field near their houses. Meanwhile, the municipality of Makilala recorded the biggest affectation as the entire municipality (100% of its barangays) was heavily damaged and about 54% of the total affected population staying in the evacuation centers are its residents.

Declared High-Risk Areas About 42 barangays have areas considered or declared as high-risk to earthquakeinduced landslides and liquefaction, as shown in Table 5. Immediate treatment and structural interventions are needed to ensure that these communities would be habitable. Likewise, installation of appropriate early warning devices were also recommended to ensure public safety.

Summary of Damage and Losses Assessment (DaLA) The damage and losses incurred during the October 2019 series of earthquakes in the Province of Cotabato were estimated at Php10.683 billion, in which Php9.090 billion or 85% are the accounted damage and while the accounted losses were valued at Php 1.592 biliion or 15% of the total assessed cost. The social sector suffered the most, having the highest cost of damage valued at PhP 6.080 billion or 67% of the entire cost. This was followed by the productive sector which incurred about PhP 1.790 billion, the total damaged infrastructure was valued at PhP 831 million, while the least damaged sector was the cross-sectoral at PhP 391 million. In terms of losses, the productive sector was the most affected at PhP 862 million (91%). This was followed by the social sector that incurred PhP 436 million, the infrastructure sector incurred about PhP 225 million, and the cross-sectoral had the least losses reported at PhP 67.5 million.

Infrastructure The reported damages on infrastructures were on the roads, bridges, water and power facilities while the reported losses were attributed to the costs of clearing operations of various road networks, creation of temporary roads and bridges, and as well as the overtime salaries for manpower. Damages to various infrastructures such as roads and bridges, public buildings, water supply, and power supply amounted Php 831,347,230.26. Losses incurred from clearing operations of various road networks, overtime payments for workers during restoration, repair, clearing activities, and ongoing projects ruined by earthquake landslides amounted of Php 225,795,988.77. Damaged infrastructures, when left unrestored or unrepaired, will lead to long drawn-out delivery of relief and comfort to citizens. The transportation subsector has the biggest incurred damages and losses at 84% and 73%, respectively due to numerous road cracks, road slips, and landslides. There were no recorded damages and losses in the telecommunications.

Productive The agriculture, industry, trade, and services players were also affected by the October 2019 series of earthquakes in the Province of Cotabato. Among the significant damage and losses were accounted in the marginal farmers, small-scale producers/manufacturers of cacao tablea, chips (banana and taro), preserved fruits, as well as herbal and organic concoctions like turmeric products and coco sugar. Also, the incident has affected the supply of farm/agricultural products due to damaged plantation areas and farmlands. It disrupted the food/agriculture supply chain and interrupted the normal market functioning as the series of earthquakes destructed the agriculture support and post-harvest facilities, agri-infrastructure/ machineries and equipment. Permanent crops such as rubber, banana, coconut, cacao and coffee were destroyed due to the landslides. Fish ponds located in Kidapawan City and Makilala were also affected. Meanwhile, partially damaged crops, dead livestock poultry and fisheries were treated as losses since their market value represented the foregone income of farmers. Likewise, the temporary business closures affected the income generating capacities of both the employees and employers during the series of earthquakes. Business owners had to immediately repair the damaged structures and replace their equipment to resume business operations. Some industry players have availed of short-term loans provided by private financiers in order to fast track the repairs and rehabilitation of their establishments to resume their normal operations. Among the accounted losses were on the permanent displacement from their areas due to the imminent danger of building collapse and cancellation of orders from local MSMEs due to the difficulty in production. A total of 5,338 workers were affected, displaced or transferred to other branches of their companies. Major tourism structures and facilities were also affected resulting in the stoppage of operation and laid-off workers. Among the heavily affected workers were the tourist guides, porters, vendors, site operators, habal-habal drivers, and pasalubong centers. As reflected in table 9 the ITS incurred 96% of the total cost of damages and about 61% of the total losses. The agriculture sector losses is about 25% of the sector cost although it has a minimal amount of damages incurred at 2%.

Social Social Sector covers three (3) sub-sectors namely, housing, education, and health. The total damages and losses for the social sector amounted to Php 6.517 billion. The housing sub-sector incurred the highest damages (67%) and losses (61%) of the total amount assessed. A total of 28,401 houses were damaged wherein 19,615 were partially damaged and 8,786 were classified as totally damaged. About 6,476 housing units are located in high-risk areas/landslide-prone areas as assessed by MGB XII and are subject for relocation. However, the 590 households located at Brgy. Bacong in the municipality of Tulunan waived for the relocation opportunity and opted to remain in the said area due to their source of livelihood and cultural orientation. A number of barangay health stations, public and private hospitals, rural health units, and birthing homes were also damaged. The estimated damages and losses for the health subsector amounted to Php154,210,305.49 and Php99,499,728.00, respectively. The health stations continued to operate notwithstanding the extent of the damages. The regular operations under extraordinary times was undertaken under laminated sacks serving as temporary shelters. Likewise, 142 schools and facilities were damaged during the October 2019 series of earthquakes in the Province of Cotabato. The city of Kidapawan has the most number of affected basic education facilities. About 47,152 students enrolled in the abovementioned facilities were directly/indirectly affected by the disaster. Immediate repair is crucial to enable learners to return to school. For totally- and partiallydamaged basic education schools and facilities, temporary learning shelters (TLS) have been set up using low-cost materials materials. Moreover, class shifting was implemented for the higher education to ensure continuity of education. The damages on classroom and non-infrastructure resources (i.e. instructional materials, equipment, chairs, desk, tables, and other learning materials) amounted to Php 1.854 billion with total losses amounted to Php 64.901 million.

Cross Sectoral The damage and losses for the cross-sectoral covered the governance/disaster risk reduction and management (DRRM) and environment subsectors. Damage cost was due to the destruction of government infrastructure and facilities. Meanwhile, the environment subsector incurred damages on the naturally grown trees located on portion of the Mt. Apo Natural Park. The total damages for the governance sub-sector amounted to Php 380,723,181.92 with the Municipality of Makilala incurred the highest damages (67%) among the LGUs affected. The total losses for this subsector amounted to Php 67,542,236.07 with Kidapawan City recorded the highest losses amounting to Php 26,784,750.00 which includes the increased expenditures of the provincial government. In terms of inventory, there were 88 damaged government-owned facilities in the Municipality of Makilala, 53 in the City of Kidapawan, and 51 in the Municipality of Tulunan. 16 |

Impact of the October 2019 Series of Earthquake The enactment of Republic Act 10121 provided a mechanism for creating disaster risk reduction management bodies and capacitating communities and families to respond to disasters. But the series of earthquakes that jolted the Province of Cotabato left a mark and challenged the coping mechanisms of the affected population. Social Impact The series of earthquake has affected the source of potable water in the area thus shortage on the supply of potable water was experienced. Displaced families were forced to traverse remote areas just to fetch potable and clean water for their domestic needs in the temporary shelters. Evacuation centers are inconvenient and uncomfortable as experienced by the vulnerable groups especially the children, PWD, senior citizens, pregnant women and lactating mothers due to the limited access to specialized facilities. The prolonged stay of the displaced families in the evacuation centers increased their susceptibility to respiratory diseases and other water- and waste-related illnesses. Absence of clean, potable water, proper hygiene, and waste management resulted to the proliferation of common diseases such as coughing and colds among children and some adults. Some ECs were considered unsafe, as these are located within a coconut farm, along the creeks, and other bodies of water. Temporary shelters in the ECs are made of laminated sacks or trapals. These materials are susceptible to fire and exposed the evacuees to different environmental conditions. projects such as the ongoing rehabilitation of General Santos International Airport complemented by the Build Build Build program of the national government. Though the province is predominantly dependent on agriculture sector, the effects of the series of earthquakes severely hit the industry, trade and service sector due to the damage incurred on facilities and infrastructures. A total of PhP2.839 billion was the calculated losses in the industry, trade and services sector. The overall impact on the GRDP will be minimal considering that the other provinces in the region were not severely affected by the series of earthquakes. The estimated reduction in the GVA growth rate in AHFF and industry, trade and services for 2019 is 0.17 and 0.78, respectively. This constitutes to a 0.63 percentage point reduction in the projected pre-disaster regional growth rate of 7.45% for 2019. The occurrence of disaster is expected to trigger an increase in the inflation during the fourth quarter of 2019. This increase, however, will be regulated by the freeze in the prices of certain commodities issued by the Department of Trade and Industries.

Planning Process and Plan Structure To expedite the rehabilitation and recovery for the affected areas of the October 2019 series of earthquakes in the Province of Cotabato, the Regional Disaster Risk Reduction and Management Council (RDRRMC) XII memberagencies had already shadowed the events and activities conducted from the onset of disaster and until the crafting of the Early Recovery Plan. Close coordination was established with the local DRRMCs and local chief executives (LCEs). Below is the flow of the activities undertaken as part of the planning process. The Early Recovery Plan serves as input for the conduct of PDNA and the database build-up for the Rehabilitation and Recovery Plan (RRP). The PDNA report is the basis of the Rehabilitation and Recovery CommitteeTechnical Working Group in crafting the RRP. The detailed assessment of the affected areas as well as the needs for rehabilitation and recovery are stipulated in this report. Likewise, RDRRMC XII conducted several consultation meetings with the local stakeholders especially the LCEs to prioritize the interventions given the limited financial resources allocated. 18 |

Transportation Restored and rehabilitated all affected national roads and bridges to ensure public convenience and safety by undertaking the following strategies: 1. Increase the response capacity of DPWH-district engineering offices by undertaking the following: • Pre-position the heavy equipment assets in identified hazard prone sections of major road arteries. • Capacitate their manpower resources in different DRRM. • Develop early warning system on the entire course of disaster for real time reporting on the status of roads and bridges after the onset of the disaster. 2. Conduct of information, education and communication campaign. The communities and the local government shall be capacitated in handling response/ evacuation process especially when the roads are blocked as a result of the disaster. 3. Engage the communities through participation/consultation/conduct of disaster risk analysis prior to implementation to ensure that the needs and the risks of the community will be addressed by the projects being implemented. 4. Conduct a comprehensive study on alternative infrastructure projects that can minimize the exposure of commuters to high risk road networks. 5. Strictly implement the policies prohibiting structures to be built on old water courses and other identified hazard prone/risk areas. 6. Review the Republic Act 917 or the Philippine Highway Act of 1953. 7. Create a national policy on the following: • Provision of a standard specification for roads and bridges construction. • Encouraging Local Government Units (LGUs) to undertake risk financing programs for roads, bridges, and other infrastructure utilities and facilities. • Creation of database that will automatically provide a standard of computation for damage and losses in accordance to the PDNA guidance notes. • Encouraging LGUs to enter into Memorandum of Agreement (MOA) with private contractors for immediate restoration of critical roads and bridges. • Undertaking of responsible pruning and cutting of trees prior to the occurrence of an impending hazard in order to lessen the number of affected roads and bridges in a community. Power Sustained provision of power supply to the communities and established power line extensions to relocation sites by undertaking the following: 1. COTELCO to establish additional facility to provide power supply augmentation and install disconnection switch in key areas to prevent total area power outages during disasters. 2. Ensure connectivity of power lines by constructing Loop High Voltage Line and Loop Distribution Lines 3. Keep abreast with the Department of Energy’s (DOE) Department Circular, DC2018-01-0001: Adoption of Energy Resiliency in the Planning and Programming of the Energy Sector to Mitigate Potential Impacts of Disaster. 4. Ensure the implementation and enforcement of Republic Act 11039: ”An act known as the Electric Cooperatives Emergency and Resiliency Fund Act.” 5. Strictly implement the Building Code in the provision of electrical installation to avoid possible electrical-related emergencies during and after disasters.

Water Supply

Restored and rehabilitated water supply facilities and sustained provision of water services to the communities. The following strategies shall be undertaken: 1. Forge partnership with the private sector providers for the immediate repair and rehabilitation of damaged water systems to bring back normalcy in the affected communities. 2. LGUs to formulate policies on sufficient management of water resources such as the following: • Include disaster risk prevention and mitigation practices into the design and construction of water supply facilities and supply distribution lines. • Incorporate Disaster Risk Financing to facilitate faster release of funds for repairs. • Coordinate with DOH on the provision of WASH services to all provinces. 3. Ensure the adherence of water service providers to the PD 1067 or the Water Code of the Philippines and enforce RA 9275 or Philippine Clean Water Act of 2004 to ensure the potability of water being serviced to the public.

Agriculture Improved productivity through replacement and rehabilitation of destroyed/ damaged agri-fishery facilities and infrastructure. The following strategies shall be undertaken: 1. Encourage the planting of deep-rooted forest trees such as dipterocarp, etc. and miscellaneous trees along riverbanks for riverbanks protection and stabilization. Capacitate the BLGU officials on disaster management such as proper data banking or profiling of agricultural commodities for future reference. Strictly enforce of the terms and conditions of Certificate of Stewardship Contract (CSC) in Integrated Social Forestry Program in Upland Areas wherein 20% of total area utilized for occupation should be planted with forest trees.

Trade and Industry Increased competitiveness of MSMEs through technology innovation and improved access to production networks, financing mechanisms, and industry value chain. The following strategies shall be undertaken: 1. Increase the mobilization of Negosyo Centers, and other DTI services in affected municipalities. 2. Distribute livelihood seeding projects and negosyo serbisyo sa barangay community projects. 3. Implement the DOLE Integrated Livelihood Program and TUPAD. 4. Provide reductions/deferment of Business Registration Fees to affected MSMEs and allow for Tax Holidays to help them recover. 5. Conduct of non-Seasonal marketing activities (Bazaar, trade fairs, etc.). 6. Support the BLGUs on the creation of a database for the Businesses and Enterprises in their area, including the labor force associations. 7. Create a standardized Post-Disaster report form/template to be used by the Barangay level, containing all data required by PDNA.

Rehabilitated and revitalized eco-tourism sites and capacitated tourism stakeholders in managing disasters. The following strategies shall be undertaken: 1. Establish database and strengthen LGUs’ capability to gather and continuously update baseline data on tourism establishments and tourism sites for easy and faster conduct of PDNA. 2. Encourage tourism establishments to strictly comply with existing laws on National Building Code, Fire and Safety Code, and Local Government Comprehensive Land Use Plan (CLUP). 3. Include and conduct disaster and calamity response drills and simulation exercises in the program of tourism establishments for employee’s readiness to any disaster. 4. Provide capacity building programs to affected individuals as an alternative source of income. 5. Institutionalize crisis and emergency response plan and business continuity plan to tourist attractions and tourism establishments. 6. On tourism sites considered as high risk areas by MGB, for the city to adopt a resolution to use the affected tourism sites for day tour only.

Health Restored health facilities and continued provision of medical and health services in the affected communities. The following strategies shall be undertaken: 1. Strict implementation of the National Building Code based on DOH standard in establishing health facilities. 2. Strengthen the coordination and information sharing between and among the local government units (LGUs) and other members under the Health Subsector/ Cluster, such as, mental health and psychological services, hygiene and productive health. 3. Provide health facilities and counter parting of manpower with the LGUs. 4. Enforce strict compliance and observance of all Health Sectors on the Cluster Approach, RDANA, ICS and other DRRM Tools use by the LDRRM Council for proper coordination and effective response. 5. Enforce strict monitoring on the required updated training for health in every LGUs. 6. Strict implementation of the Emergency fund for private hospitals for their immediate repair and reconstruction of damages. 7. Improve information management (i.e., information generation, storage, and dissemination) and surveillance (i.e., monitoring and reporting of information)

Education Guaranteed education sector normalcy through restoration of education facilities, equipment’s, and services. The following strategies shall be undertaken: 24 |

Conduct capacity building for teachers and administrators regarding Education in Emergency (EiE) in accordance with Republic Act 10821 entitled â€œAN ACT MANDATING THE PROVISION OF EMERGENCY RELIEF AND PROTECTION FOR CHILDREN BEFORE, DURING, AND AFTER DISASTERS AND OTHER EMERGENCY SITUATIONS.â€? 2. Sustain the implementation of the DRRM by forging partnership with LGU, GO, and NGO. Also, include in the curriculum the DRRM as an elective subject in all levels; 3. Schools should not be utilized as evacuation centers to avoid disruption of classes; 4. Integrate PDNA in the data base of DepED; 5. Provide Scholarship Program for IDPs and calamity/emergency fund for Private Higher Education Institutions, SUCs, and LUCSs affected by disasters 6. Fast track the implementation of National I.D. System to track students who are currently enrolled.

Housing Immediately relocate to a safer place the communities in the identified high-risked areas and provide the appropriate housing/dwelling units. The following strategies shall be undertaken: 1. Strict implementation and adherence to the National Building Code of the Philippines including the acquisition of building permits prior to any construction of semi-concrete types of residential units in simplified procedure and the conduct of regular monitoring to all phases of housing construction to ensure proper implementation in accordance to plans and specifications. 2. Strengthen the office of the municipal/city building official. 3. Strict monitoring and quality control on businesses engaged in construction supplies to ensure product quality. 4. Conduct pre-disaster risk assessment, propose necessary mitigating measures and ensure immediate relocation of the families occupying danger zones/high risk areas. 5. Strengthen information education campaign regarding the Geo-hazard map of the municipality to reinforce the zoning ordinance of the municipality/city to prohibit its constituents from inhabiting in any MGB and PHIVOLCS identified as high-risk. 6. Adopt standard format on proper data banking of Community Based Management System (CBMS) of its constituents for future reference. 7. Implement capacity building and skills training program to local community workers (carpenters, mason, welder, and etc.) regarding basic quality control and quality assurance in construction as well as their roles and responsibilities in managing disasters at the community level. Local Governance and Disaster Risk Reduction and Management (DRRM) Sustained LGU capacity in providing continuous essential government services during calamities and strengthened the vertical and horizontal government linkages. The following strategies shall be undertaken: 1. Strengthen the functionality of local DRRM offices by undertaking the following: • Intensify capacity development to DRRM council members and stakeholders • Strictly monitor the utilization of LDRRM fund for prevention and mitigation as well as rehabilitation and recovery programs • Establish applicable SOPs and necessary Contingency Plans according to existing hazards in the LGU supported with regular LGU-wide simulation drills involving the public and private schools, commercial establishments, municipal and barangay halls, and local communities 2. Ensure the application of building forward better principle in all interventions 3. Secure risk transfer schemes and insurance of public infrastructures. LGUs must replicate Tulunan municipality by securing GSIS insurance and other risk transfer scheme of public infrastructures to ensure continuity of service delivery.

Social Impact Reduced vulnerabilities, improved capacity, and resiliency of the population against disaster. The following strategies shall be undertaken: 1. Strictly enforce the CLUP and zoning ordinance of the municipality/city. LGU should enforce updated Risk-Informed Comprehensive Land Use Plan through Zoning Ordinance particularly the “no settlement” in identified high-risk areas/ No Build Zone (RA 7160, Section 20 (c) and HLURB). 2. Formulate Public Service Continuity Plan (PSCP) for the public sector and Business Continuity Plan (BCP) for the private sector should be in-place 3. Strictly enforce the National Building Code both for the public and private infrastructures

Environment Empowered communities for the sustainable management of the natural resources. The following strategies shall be undertaken: 1. Investment Programming This portion of the plan details the fund requirement in the implementation of rehabilitation and recovery framework.

Recovery, Rehabilitation, Risk Reduction Needs and Interventions for the Affected Areas of the October 2019 Series of Earthquake in the Province of Cotabato Transportation A total of Php 907,348,720.81 is recommended for reconstruction and recovery for transportation sub sector especially on the repair of roads and bridges. About 44% of the needed fund will be utilized for the repair and rehabilitation of damaged roads in the Municipality of Magpet, followed by the Municipalities of Makilala and Tulunan with 27% and 16%, respectively.

Water Supply For the recovery and reconstruction needs for water supply sub sector needs a total of Php 399,918,038.77 for the repair, replacement, and rehabilitation of damaged water systems as well as the establishment of water systems in the target relocation sites. Sixty-percent of which is intended for the installation of potable water system in the target resettlement sites. In terms of needs per municipality, the municipality of Tulunan has proposed total needs of PhP 118 million and followed by the City of Kidapawan at PhP 110.7 million. The Metro Kidapawan Water District, a private water concessionaire also needed PhP 56.560 million to rehabilitate all the damages water lines from source up to the distribution points.

Power Sector An estimated amount of PhP 182,847,999.96 is needed in the power supply sub sector for the installation of distribution line extensions for the relocation sites in every affected areas. The actual amount will be determined once the subdivision layout plan of the Housing Sub-Sector is finalized. Forty-four (44) percent of the total value needed is proposed for the relocation sites in the Municipality of Makilala.

Agriculture The sector requires a total of PhP 148,294,409.00 to ensure the recovery and rehabilitation of the agriculture and fishery facilities and equipment’s, in the provision of production and extension support services, financial assistance, as well as irrigation network services in the affected municipalities and city in the Province of Cotabato. About 41% of the needed amount is for the repair and rehabilitation of the agricultural facilities and equipment’s.

Trade and Industry A total of PhP 949,706,360.00 is needed by the trade and industry subsector to ensure that the affected communities move forward towards a “matatag, maginhawa, at panatag na buhay.” A large chunk of this is allocated for the Ponod sa Pagbabago at Pag-asenso Program (P3) and Financing Programs. The DOLE integrated livelihood programs, TUPAD, SPES, and as well as DTI marketing assistance program, the rehabilitation of shared facilities, and other financing programs are already incorporated in the CY 2020 agency regular funds. More than half (53%) of the proposed needs will be allocated in the City of Kidapawan, 21% in the Municipality of Makilala, and 11% for the Municipality of Tulunan.

Tourism and Services This subsector requires a total of PhP 77,000,000.00 to recover and rehabilitate its facilities damaged by the disaster. There is a need to urgently rehabilitate the damages because tourism is among the economic drivers of the Province of Cotabato. Fifty-one (51%) percent of the proposed amount will be allocated in the rehabilitation of the tourism and services sites in the Municipality of Makilala and Kidapawan City (39%). 28 |

Housing The recommended recovery needs for this sub-sector amounted to Php 2,638,986,800.00 covering land acquisition, land development, and construction of permanent housing units in identified relocation sites for families living in HighRisk Areas/Landslide-Prone Areas. Eighty-eight percent of the needed amount is for the establishment of the housing units for the IDPs. The Municipality of Makilala needed about PhP 1,425,674,200 to provide housing units for its IDPs. The Department of Social Welfare and Development (DSWD) will also provide assistance through Cash for Work and Emergency Shelter Assistance (ESA) for houses identified as partially and totally damaged especially those who opted to return to their communities which is not considered as high-risked.

Health This subsector requires a total of PhP 95,600,000.00 for the repair and renovation of birthing homes, construction of barangay health stations and rural health units but only PhP 3,100,000.00 remains unfunded from the DOH 2019 QRF.

Education A total amount of PhP 1,811,486,995.23 is needed for the recovery of the education subsector. Of the total amount, about 97% or PhP 1,415,185,800.00 is intended for the repair and rehabilitation of basic education buildings, facilities and procurement of necessary furniture and fixtures.

Governance and Local DRRM Sub-Sector The sub-sector requires PhP 702, 770,893.75 to restore the damaged facilities and sustain the LGU capacity in providing essential government services during calamities and ensuring resiliency of the population against disaster. Among the priority programs and projects for funding are the following: 1. Reconstruction of Makilala municipal hall and other totally damaged facilities such as gymnasium, day care centers, and multi-purpose buildings. 2. Rehabilitation of Tulunan municipal hall, barangay halls, and other partiallydamaged facilities such as gymnasium, day care centers, and multi-purpose buildings.

Implementation Modalities for the Identified Programs and Projects There are three-(3) implementation mechanism for this plan. The first mechanism is for the identified programs and projects funded under the OCD-CARED. The basic requirement under this is that the programs and projects were considered in the approved PDNA report, has complied all necessary documents, and was revalidated by the Regional Project Validation and Evaluation Team (RPVET). Based on the projected calendar, programs and projects funded by OCD-CARED shall commenced its implementation by the month of June as reflected in the figure below. Meanwhile, the figure below illustrates the implementation mechanisms for identified programs and projects by the Regional Line Agencies which is to be funded by the NDRRM. A minimum of 15 days was calendar for the proposed PPAs included in the PDNA report whereas for proposals which are not considered in the said report it requires a minimum of 30 days before it can be recommended for Presidentâ€™s approval. Furthermore, LGU proposed programs and projects takes a much longer processing days (60 days) regardless if it is considered in the PDNA report or not. The OCD Regional Office will established the eligibility of the proposal and shall activate the RPVT if needed. Appropriate recommendation subject to the conduct of technical evaluation shall be endorsed to the Office of the President for funding. The Council ensured that the rehabilitation and recovery priority programs and projects proposed by the LGUs were considered and re-validated to fast track its implementation. RRP Monitoring Unit and Reporting Arrangement The RPVET and Local Project Monitoring Committee (LPMC) shall conduct the regular quarterly monitoring activities in line with the implementation of the RRP. The monitoring and evaluation tool was designed to ensure the uniformity of data collected within the implementation period.

Communication Plan Upon the approval and adoption of this plan, it will be disseminated to different line agencies and affected LGUs as their guide in the implementation of the Rehabilitation and Recovery Plan (RRP). Given the huge financial requirement to deliver and implement the entire Plan, there is a need for convergence and collaboration between the government and private sector. To maximize its utilization, the Plan will be shared and marketed to interested private and business sectors to champion for further engagement with the LGUs towards building a resilient Province of Cotabato. The Council shall provide orientation to the LCEs of the affected areas on the mechanisms of the plan implementation. To ensure wider dissemination and to inform affected stakeholders on the efforts of the government in building better communities, the RDRRMC XII or the OCD XII shall organize a team of resource persons that could provide appropriate public information using the quad media. Regular information/ updates will be released in line with the implementation of the plan.
