NEDA XII orients BARMM on Investment Programming Budgeting and Project Evaluation and Development

Koronadal City, South Cotabato – With its mandate of providing technical assistance/services to line agencies, LGUs, NGOs, PSOs, SUCs and other regional bodies/entities on program/project appraisal and investment promotion, the National Economic and Development Authority (NEDA) Regional Office XII recently conducted an orientation/ training for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) on investment programming, budgeting and project evaluation and development. The said orientation – training was a weeklong activity from June 6-10, 2022 at Avior Hotel, General Santos City funded by the Japan International Cooperation Agency (JICA).
In her welcome remarks, Director Melanie M. Indar of the Planning and Policies Bureau (PPB) of the BPDA, thanked the JICA and the NEDA XII for their support. She said the activity is very important to BARMM Technical Staff as they need to learn, especially as they are tasked to craft the next Bangsamoro Development Plan (BDP), together with the Bangsa Moro Investment Program (BDIP). JICA, through their Advisor Ms. Yukiko Sano also thanked NEDA XII for responding to the request to provide technical assistance.
On the other hand, NEDA XII’s Assistant Regional Director, Carmel P. Matabang reiterated NEDA XII’s commitment to provide technical assistance to BARMM/BPDA as needed. She also expressed optimism that after the training, the participants will be able to shepherd the preparation of the RDIP/AIP, facilitate budget review process, and conduct basic project evaluation and development.
Among the topics discussed during the 5 day-training were on (a) investment programming and linkage of plans and investment program, (b) identification and prioritization of programs/projects, (c) logical framework and (d) preparation of project brief/project proposal. The Project Development, Investment Programming and Budget Division (PDIPBD) of NEDA XII, headed by its Chief Economic Development Specialist, Sandra J. Alido, was tapped to facilitate the training to BPDA and other BARMM Ministries. Other resource persons were Medina G. Herezo, Aurel Raymund P. Betque, Judd Nichol L. Leonar and Charmaine Lou MapaVilches of the PDIPBD.
With the continued success and positive results produced by such partnershipengagements, BPDABARMM manifested their intention to further take part in more partnerships with NEDA XII for more future capacity building activities such as Monitoring and Evaluation and Phase 2 or Advanced Course for Project Development/Investment Appraisal.
This activity is part of a series of technical assistance provided by NEDA XII to BARMM.
