No rambles to Alaska or Iceland this newsletter. No pretty pictures. Just some mental ramblings.

Spring has come early this year and the winter has been unseasonably warm. As I look out my window, I see trees and flowers in bloom and I hope there will be no further frosts here on Long Island that will destroy this new growth. With Spring comes the award of the Northeast Section’s Angelo Tagliacozzo Memorial Geological Scholarship. This year we (Ramblings continued on page 12)

have awarded six scholarships to the 11 candidates that filed and each will receive a $2,000 scholarship. The winners are: Phoebe Azucena of Salem State College, Jennifer Delaney of CUNY - Brooklyn, Diana Flores of Montclair State College, Tyler Hall of Hartwick College, Shiela Niedziela also of Hartwick College, and Lauren Patricia Redmond of University of Southern Maine. Congratulations to the six winners. I would like to thank this year’s scholarship committee led by Dennis McGrath. The committee led by Dennis consisted of Sam Gowan, Dean Herrick, Len Rexrode, Bill Prehoda, Craig Werle, and Tom West. The members spent countless hours going over and rating each of the applicants on five categories: Financial need, academic qualifications, career goals, projects, activities, accomplishments, educational plans, and faculty recommendations. I would also like to thank those members of the faculty for taking the time to write some excellent recommendations. At this time, I would encourage all our readers to contribute to our scholarship fund and give something back to our profession (Ed note—see our contribution form at the end of the newsletter).

Our Spring Meeting this year will be on May 16th and will feature a boat ride on the scenic Hackensack River. We will have two 2 boats of 15 people each to take an “ecotour of the river” If interested, get your reservations in early as space is limited to 30 people. The ride will be followed by a dinner at a nearby restaurant and a guest speaker (or speakers). These dinners are always lively and a good way to keep up with colleagues that we don’t see often.

A disturbing piece of information came to me from Queens College this Winter. It seems that the Chancellor of the City University has come up with new guidelines for a core curriculum for the system’s colleges. In an attempt to create a better core curriculum they have cut the number of required (Ramblings continued on page 15) -12-

science classes from two to one and have eliminated the requirement that one of the science classes be a lab class. The second science requirement can be satisfied by classes that would in no way be considered science in the traditional sense. Not only is this new curriculum a disservice to the students, but also affects the number of science teaching positions as well as the number of necessary graduate assistants. Since graduate assistants usually teach the lab sections in many of the science classes, there would be a drastic cutback in the number of graduate assistantships offered.

This also affects funding to the science programs and the number of scholarships they can offer. The assistantship programs often bring in grant money to the departments thus any geology students would be forced to go elsewhere to obtain there assistantships. As a graduate of the City University (CCNY) I deplore the constant diminishment of geology programs, as well as the other sciences. Science classes offer students a chance to do critical thinking and problem solving not offered by any other subject. If a laboratory is not included with a beginner geology class, it would be necessary to offer a separate class for geology majors and those fulfilling there core science requirement. If someone decided that they liked geology after this first class and wanted to major in it, they would not have the required lab experience. The school would also have to provide multiple offerings at additional expense. Other professional organizations are also supporting this issue such as the American Chemical Society.

Did someone say global warming? Remember the snowstorm of October 31st? We thought we were in for a really bad winter and here on Long Island there was only one other small snowstorm. Even our more northerly Section members didn’t have much snow to write home about. On the other hand, other parts of the country have had very harsh winters with more snow and colder than normal. staying far to the north, warm air has been pushing further north than normal and we are seeing more and more extreme weather in the form of tornado activity. Strong tornados are devastating not only their usual areas on the plains but also all the states from Georgia up to Michigan. Ohio has been hit particularly hard. The frequency and severity of the storms seem to be greater than normal. Will this be the new norm? Much of the public thinks of global warming as just referring to temperature and does not see it as a complete change in the climatic systems. More science education is needed (see paragraph above).

Zechariah, prophet or geologist? I entertained a question recently about earthquakes in Israel. I was familiar with the (Ramblings continued on page 19)

Jordan Valley being a major fault zone, but didn’t know much of the details. While researching the topic, I came across an interesting quote which I will paraphrase. The prophet Zechariah said that “when the messiah comes, he

will stand on the Mount of Olives. The ground will split from east to west and one side will move north and the other will move south.” This happens to be an accurate account of the

Dead Sea transform fault which separates Israel from Jordan.

The Arabian plate to the east is moving north, while the African plate to the west is moving relatively south. The fault runs from the Red Sea on the south to the Anatolian fault on the north. The northward movement of the Arabian plate is pushing Turkey westward into the Mediterranean. What did Zechariah see 2500 years ago that made him see these plate movements? Did his schooling include a core curriculum which included geology (see two paragraphs above)?

What’s happening with New York State Licensure of geologist? The New York State Council of Professional Geologists (NYSCPG) is spearheading the movement to license professional geologists in the state. Twenty-nine states currently have some form of licensing of geologists. Over the years the engineers and surveyors have fought the move as an infringement on their fields, while at the same time, infringing on ours. NYSCPG has retained the services of a lobbying firm to finally push the legislation through the state Assembly and Senate and additional funds are needed to continue this effort in the next session. The Northeast Section has been a contributor to this effort and encourages individuals and companies to add their support. The time has come for the State to recognize geologists for the professionals we are. (Editor’s

With the coming of Spring, design and construction projects seem to be picking up. Hopefully some of our colleagues who have been unemployed or underemployed will see their fortunes improve. Recently, New York State introduced an accelerated bridge program to replace some of the failing infrastructure around the State. We are seeing the first projects of that program reaching our members. There also seems to be an upswing in privately financed projects as the economy picks up some momentum. Lets keep things moving.

I’ve rambled enough and our editor, Bill Prehoda is waiting for this article at the deadline. He needn’t worry, it will beat the deadline by about an hour.

Treasurer’s Report: The Section and ATMGTF (Angelo Tagliacozzo Memorial Geologic Trust Fund) treasurer’s reports were reviewed and discussed. The Ex Com noted that four new donations totaling $300 were received for the ATMGTF scholarship trust fund.

Correspondence : None Old Business: Spring Meeting: The Spring meeting is tentatively scheduled to be held during the week of May 7th and will include an ecocruise of the Berry’s Creek/Meadowlands on one of the Hackensack Riverkeeper’s pontoon boats. A firm date for the Spring meeting has yet to be decided, and although typically held on a Wednesday, other days for the meeting, including Thursday, May 10th are being considered. The tentative agenda would include: Noon – 2pm Executive Committee Board Meeting (Meadowlands Commissioners Office) 2:30 pm – 5pm Boat Tour (limited to the first 30 people registered) 5:30pm - ? Dinner at a restaurant in Secaucus NJ – TBD Mike Greenman agreed to follow-up on a potential dinner/ evening speaker – possibly someone from the Passaic River Institute (associated with Montclair State University).

The cost of the Spring meeting is tentatively $50 per person for both the boat tour and dinner, and $25 per person for the dinner alone.

A notice of the Spring Meeting will be prepared and included in the next Newsletter; publication deadline is January 22nd.

ATMGTF Scholarship: Dennis McGrath provided an update on the 2011-2012 scholarship applications. According to Dennis, 11 scholarship applications were received and distributed to the scholarship review committee on January 1, 2012. The scholarship review committee will be reviewing the applications and is expected to provide their evaluations back to Dennis by February 3, 2012. The results of the scholarship review process along with recommendations for the 20112012 scholarship awards will be provided to the Ex Com during the March meeting.

Short Course: Bob Blauvelt has followed up with Dr. Lee Slater of Rutgers University regarding holding a second short course. According to Bob, the topic of the short course would include a field-oriented down-hole geophysical course possibly scheduled of the late summer. Bob informed the Ex Com that Dr. Slater has prepared syllabus of the proposed course and submitted the material to the LEP/LSP Board for approval. The tentative plan would be to offer the course at the Dakota Steakhouse in Rocky Hill, CT sometime in August 2012 and to limit enrollment or possibly include a second day to accommodate the number of people who might enroll.

Bob Stewart also noted that he will be rerunning the Cape Cod Geology course during a two-day period this May/June and the course is approved for 16 continuing education credits under the LSP/LEP program.

ship awards. Several different options were discussed including a matching contribution from the Section account or reimbursement with proceeds from the planned short course later this year. Dick Young recommended that 1) a new fund drive be instituted and published in the Holiday Newsletter and 2) to consider a matching contribution from the Section account, owing largely to the reduction in newsletter printing costs.

The potential amount of the 2012 awards was also discussed; the discussion including noting the 2011 scholarship award amounts and the current budget for scholarships on the draft Section budget. The Ex Com agreed to table a vote on the scholarship amount until after hearing the Scholarship Committee’s recommendations.

Newsletter advertising: Dick Young provided a brief update on the status of newsletter advertising. According to Dick, notices have usually been sent to the list of advertisers by now, but Dick was slightly behind schedule this year. However, Dick noted that the bulk of the newsletter advertising space is usually sold within the first quarter of each year, and Dick is anticipating a similar response in 2012 with comparable advertiser revenue to previous years.

NE GSA Meeting: Bob Stewart noted that the NE Section of GSA will be holding their annual meeting in Hartford on March 18-20th. Bob will be attending and recommended that the NE Section consider displaying the AIPG booth at the meeting.

News of NEAIPG Members Ray Talkington, CPG-07935, has been nominated for AIPG National President-elect— congratulations Ray, and good luck on the campaign trail!

Dr. Gary Robbins, CPG-06715, Professor of Geology at UConn produced a new online course "Introduction to Ground Water Hydrology". The course is semester level, undergraduate course you go through at your own pace, packed with simulations, animations , video and spreadsheets for analysis. Substantial discounts are offered to full time college students and faculty.

Vince Uhl, CPG-06519, of UHL & Associates, Inc., Lambertville, New Jersey, was reading about local drilling techniques in Bangladesh where wells were hand drilled to many

hundreds of feet, and he found that hard to imagine. This past February, Vince had the opportunity to do some work in the southwest part of the country near the City of Khulna, and while out in the field, he came upon a hand-drilling operation (see photo below).

Dick aided in the continuing safety of the Con Ed Steam System, by documenting the soil and rock conditions and then installing wells to continually monitor ground water levels, all directly adjacent to the highpressure steam mains.

All are implemented to prevent infiltration of sub-surface vapors by application of a barrier, sub-slab venting, or sub-slab depressurization to make a pressure differential between the sub surface and the interior of the building.

The Gas vapor Barrier recommended thickness is 40 mil or greater. The gas vapor barrier is used in conjunction with the SSDS/SSVS. I encourage everyone to review this newly released vapor intrusion guidance document if you have not already.

Two weeks ago I saw a plan and spec released for estimating/bidding that had a vapor barrier less than 40 mil specified on an environmental project. Although that may have been satisfactory in the past, it no longer is.

Controlling Post Remediation Care Cost and Liability Risks By Donald W. Richardson, CPG-10682 and Paul J. Lesti, RSP, CSSC Implementing institutional and engineering controls is a proven means to perform cost effective risk-based cleanups.

By using these environmental site controls the responsible (or remediating) party benefits by reducing the scope (and cost) of site cleanup and safely leaving a legacy of low levels of contamination that is consistent with future site use. The tradeoff, however, is risks that arise for long-term post remediation care obligations after cleanup completion. These obligations may have a significant long-term cost and liability implications. State and federal regulators across the country are developing new policy, generating more ways to collect fees and deploying new technology to monitor post remediation care compliance. While this trend supports the regulators’ goal to enhance protection of human health and the environment associated with these site Donald Richardson controls, the burden and risks to maintain compliance rest with the responsible (or remediating) party. Recent regulatory reform by the New Jersey Department of Environmental Protection (NJDEP) is an example of these trends. EWMA has a solution to meeting these risks by managing both cost and liability risks.

To increase compliance with post remediation care requirements, the NJDEP recently developed a remediation action permit (RAP) program for both soil and groundwater institutional and engineering controls. The new RAP program’s (Care Cost continued on page 57) -56-

One key difference is a new financial assurance requirement for implementing engineering controls. Financial assurance obligations are tied to the cost to monitor, and maintain and inspect the engineering controls. Typical engineering control costs can range from $10s to $100s of thousands over the life of the control (up to 30 years). Remediation trust agreements, bank letters of credit guarantees, and environmental insurance are listed as the only NJDEP acceptable means to post financial assurance for engineering controls. Self guarantees are not allowed as a financial assurance mechanism.

EWMA's new guaranteed cost and liability assumption approach is designed to meet the post remediation care needs of responsible parties, especially under the new permit program in New Jersey, and is applicable nationwide. These needs involve liability, technical and financial assurance obligations. The approach integrates environmental insurance and Environmental Structured Settlements into a guaranteed fixed-price contract. An Environmental Structured Settlement uses a guaranteed annuity funding agreement mechanism to match all the known monitoring and maintenance costs.

Combined with an environmental site liability insurance policy, these are used to cost-effectively manage liabilities and risks.

The Environmental Structured Settlement also provides unique legal and financial assurances through guarantees and the way the funding agreement is owned. The funding agreement is issued by a large U.S. life insurance company and the owner is guaranteed by this same large financial institution. The funding agreement is owned so that the future payments will still be paid even if the property owner, the remediating party, the tenant, the developer, or the cleanup company enters bankruptcy. Stakeholders may also recapture some of the funding agreement’s future payments if the cleanup is performed sooner or at a lower than expected cost.

This program is also designed to help innocent purchasers of contaminated property maintain defense from state and federal liability. States like New Jersey are casting a wide net of liability on all parties associated with a real estate transaction involving long-term site controls. New York State Council of Professional Geologists Update The New York State Council of Professional Geologists (NYSCPG) continues to work on the passage of legislation to create a license and professional standards for geologists in New York. The language of our bill was revised in February 2012 to incorporate non-technical changes to NYS corporate law. The revised bills were reintroduced in both houses of the Legislature in mid-March. We increased the number of co -sponsors on the bill in the Assembly to 21, through recent lobbying efforts. We will meet with the Chair of the Assembly Higher Education Committee in mid-April, once the Legislature returns from recess. We anticipate the bill will pass the Senate in early May, and we will then focus on moving our bill in the Assembly.

The NYSCPG has updated its website (www.nyscpg.org) to a new format. While it is still under construction, we are pleased with the new features. Members now have the ability to sign-up and pay dues on-line. We are working on a student section that will allow students and faculty to submit research papers and/or field trip summaries. We also hope to add a section to promote internships for students in the future.

The Foundation of AIPG

By Ray Talkington, CPG-07935, Chairman Foundation of the American Institute of Professional Geologists Thank you for your continued support of the Foundation of the American Institute of Professional Geologists (Foundation). I last presented an update to the Northeast Section on the Foundation a couple of years ago. Since then, there has been a re-organization of the Foundation. The reorganized Foundation embodies many of the same principals of the original Founders – namely to disseminate information and accurate geologic data; encourage and support research on geologic issues of public concern; and provide or support public information forums, public education meetings, teacher seminars and geological seminars for other professionals such as engineers, architects, planners and others.

There is a fundamental change to the new Foundation – that is, support of AIPG programs. What does this mean? Simply, the Foundation’s goal is to raise funds in support of programs developed and approved by the Executive Committee. The Foundation encourages input on programs from the AIPG Sections, and membership. What are some of these programs? Let’s ask ourselves how AIPG transformed over the past 50 years. One of the catalysts for this transformation, or expansion of geology, was Rachel Carson’s book “Silent Spring” in 1962. Later in 1974, Congress passed the Safe Drinking Water Act (SDWA). This law was passed to protect public health by regulating drinking water. There are other laws (RCRA and Superfund) which continue to fuel this evolution.

So, our geology curriculum and profession have evolved. We find ourselves with AIPG at a cross-road. We should embrace this! The Foundation is working to meet the challenges of today and tomorrow.

How do we do this? We need to reach out and support our evolving profession. The Foundation will do this by working closely with the Executive committee, the AIPG Sections, and the membership. What programs are contemplated? How we communicate is changing rapidly. In addition, the demands on our time are ever increasing. In order for us to keep abreast of topics in the geosciences, the webinar format is gaining momentum. AIPG has begun a webinar program in partnership with AGI. The Foundation views this as an important part of our training and thus a valuable program to support. This is an activity for the membership and for those outside of AIPG. The Foundation will also continue to support students and geological field camps.

The Foundation is available to all in AIPG to support your programs and to ensure that all of the challenges we face are met head on. To meet these challenges, we have set an annual fund raising goal of $100,000. Please join in to help us meet this goal!

Passion – this is a word not often used to describe a foundation or charitable organization. However, this is exactly what we need to ensure that the Foundation remains strong and that the programs we support are successful. Find your passion and support the Foundation and AIPG programs. The business was incorporated by Art Becker as Environmental Drilling Inc. (EDI) and was started to serve the marketplace created by the NJ ECRA regulations of 1984.

Graduated with a degree in Geology from Rutgers University in New Brunswick, NJ in 1972 and 2012 will mark my 40th anniversary in the industry.

We continue to build on our environmental drilling services technical capabilities. We are one of a few environmental drilling companies that offers Dual Rotary drilling capabilities.

How would you describe the current business climate?

Current business climate seems to be a bit uncertain with the introduction of the LSRP program in New Jersey. The economy has also had a negative effect on environmental spending.

What are the primary issues currently affecting your business?

ANGELO TAGLIACOZZO MEMORIAL GEOLOGICAL SCHOLARSHIP 2011 – 2012 ACADEMIC YEAR FINAL STATUS REPORT By: Dennis G. McGrath, CPG Chair, Scholarship Committee This year’s scholarship committee (Sam Gowan, Dean Herrick, Len Rexrode, Bill Prehoda (substituting this year for Arnold Schiffman), Craig Werle, Tom West and me) recently completed a review and evaluation of 11 scholarship applications received in December 2011. Evaluation criteria include financial need, academic qualifications, career goals, achievements (e.g., awards, projects, publications, senior thesis, etc.), and the faculty recommendation letter. Financial need and academic qualifications were weighed more heavily than the other factors in accordance with the weighting scheme that has been used now for three years. convened via teleconference to discuss the overall ratings, recommend an award pool, and select the award recipients.

Overall, we received another outstanding group of student applicants. Just to give you an idea, all 11 applicants maintained greater than a 3.3 (out of 4.0) overall grade point average (gpa); five applicants maintain greater than a 3.8 gpa!

The academic qualifications presented by the applicants were outstanding, and many of the financial needs were compelling. The results of the evaluations among the seven committee members varied a bit more than usual this year, but everyone felt that the composite results accurately represented our evaluation of the applicants. The award amount for this year was chosen after considering performance of the fund over the past year. An award pool of $12,000 was selected as an appropriate award amount. The top six applicants received comparable evaluation scores, so we decided to award the same amount to each recipient. During the Executive Committee meeting on March 6, 2012, the committee presented the Board of Trustees with a recommendation to award a total of $12,000 to six applicants. The Board of Trustees approved the recommendation.

This year two recipients received their check personally from a member of the ExCom. Bob Blauvelt made the presentation to Diana Flores at his office in Montclair, NJ, and Mike Greenman made the presentation to Jennifer Flores at CUNY - Brooklyn. Checks were mailed to each of the other recipients. Each of the six applicants that did not receive an award was sent an acknowledgement letter. Those that will maintain their eligibility for next year were encouraged to apply again. All applicants receive a complimentary one-year student membership in AIPG. I want to close by thanking each member of the scholarship committee for their time and effort evaluating the 11 applications and selecting the six scholarship recipients.

2012 SPRING MEETING ANNOUNCEMENT NORTHEAST SECTION – AIPG Wednesday, May 16, 2012 New Jersey Meadowlands Commission Lyndhurst, NJ 07071 201.460.1700 OPEN TO ALL AIPG MEMBERS AND OTHER INTERESTED SCIENTISTS The Northeast Section of AIPG (NE-AIPG) invites all members and their guests to attend the 2012 Spring Meeting in the New Jersey Meadowlands. The highlight of this meeting is a pontoon boat trip along a portion of the Hackensack River The New Jersey Meadowlands Commission (NJMC) will be our host for this meeting. NJMC is the zoning and regulatory agency for the 30.4-square mile Meadowlands District, composed of parts of 14 municipalities in Bergen and Hudson Counties. The NJMC has helped preserve thousands of acres and helped create eight miles of trails and 21 parks in the District. We will have an opportunity to view close-up, portions of the Hackensack River and its marshes. Our 2.5-hour pontoon boat trip will depart from the Red Roof Inn and Marina located at 15 Meadowlands Parkway, Secaucus, NJ 07094.

Highlights of the boat tour include the Meadowlands estuary including the Snake Hill volcanic plug, numerous wetland restoration projects, and a float-by of several glacial Lake Hackensack features. We have reserved two boats for our tour. The capacity of each boat is limited to 13 passengers, so registration for the boat tour will be conducted on first-come, first-served basis. Those taking the boat tour: be sure to read the 2-page summary of helpful information such as: directions to the marina; where to park; onshore restroom facilities; on what to wear; what to bring; and contact information for the boat captain’s if you are running last.

Following the boat tour, a social hour and dinner will follow at Redd’s Restaurant at 317 Washington Avenue in Carlstadt, NJ – a short distance from the boat dock. Everyone is invited to join us at Redd’s.
