Presidential Ramblings Jeff Frederick, CPG The History of Geology, that is, the evolution of the science itself, is an interesting field of study. We all remember our early lectures on the pioneers: Giovanni Arduino’s attempt to classify all rocks into four basic groups; Johann Lehman later followed along the same lines, recognizing three basic types of mountains… primitive crystalline mountains, layered mountains, and loose, disaggregated mountains or heaps of alluvium. Later, James Hutton conceived the Principle of Uniformitarianism… the foundation for the understanding of geologic (Ramblings continued on page 12)

processes. These early steps were taken in the early to mid18th century, in a world that is difficult for many of us to imagine. Macroscopic observation was the primary tool of the trade. It was another 100 years before the advent of microscopy, which opened the door to a much deeper understanding of mineralogy and petrography. These advances preceded some of the greatest developments in the science, theories about earth processes that we now hold as self-evident truths.

However the great variability of volcanic and plutonic rocks, from dark basalt to light-colored granite, was difficult to explain, as Earth´s interior was assumed to be relatively uniform (based on the idea that earth formed by condensation of primordial matter, it was imagined like a succession of concentric shells).”

Two camps with opposing views of the mechanism at work, much like the classical division amongst paleontologists between the “lumpers” and the “splitters”.

I present this to you because it is always interesting to think about what current state of the art, completely accepted, scientific practice or belief will be viewed with incredulity by our children and grandchildren. I’ll remind you that only 60 years ago, plate tectonics was a hotly contested theory that many of the leading geologist of the time viewed with skepticism, if not outright hostility. The evidence collected to develop and support the theory over the last 60 years is compelling, if not overwhelming. But the evidence was not collected in a month, or a year. It took decades. Today, plate tectonic theory is accepted by all, save a few hold-outs that many view to be similar to marooned Japanese WWII pilots on desolate pacific islands.

community that have serious geopolitical, and quite consequential, real world implications. As practicing geologists, we serve the larger scientific community by bringing to bear our understanding of our specific field of interest, our unique interdisciplinary approach to the sciences, and our specific appreciation for deep time (the geologic time scale). Let us also remember that all science is built upon a foundation of assumptions, and occasionally these underlying assumptions must be called into question, too.

ANGELO TAGLIACOZZO MEMORIAL GEOLOGICAL SCHOLARSHIP 2013 – 2014 ACADEMIC YEAR STATUS REPORT Dennis G. McGrath, CPG Chair, Scholarship Committee The announcement and application form for the 2013 – 2014 academic year scholarships were distributed in August and September. A package consisting of a cover letter, two color announcements suitable for posting on a department bulletin board or circulating to students (8.5 x 11-inch and 11 x 17inch formats), and an updated application form were sent to 82 faculty members that have sponsored one or more students since 2000. We try never to forget a faculty sponsor, so emails with the announcement and application form were sent to 17 faculty members that sponsored a student applicant before 2000. Lastly, emails with the announcement and application form were sent to another 29 faculty members at colleges or universities where we have never received a student application. In total, a paper or electronic copy of the announcement and application form were sent to 128 faculty members at 74 different colleges and universities in the seven states that comprise the Northeast Section (CT, MA, ME, NH, NJ, NY, RI, and VT). The announcement and application form are also posted on and can be downloaded from our new updated web site (www.ne-aipg.org).

The deadline for submitting applications this year is December 5, 2013. The Scholarship Committee will begin their evaluations shortly thereafter. By the time the Winter 2014 Newsletter is published early next year, I should be able to report on the number of applications received.

Our success in growing the Angelo Tagliacozzo Memorial Geological Scholarship Trust Fund is largely attributed to your generosity – the members of the Northeast Section - AIPG. Because of the continuing sluggishness in the economy, financial need is expected to rise, so continued growth of the fund is even more important. We have seen evidence of this the past four years in the number of student applications received. The long-standing goal of the scholarship program has been and still is to get 100% participation from the membership. The size of your contribution is not as important as making a contribution. Call to Order (4:00 PM)

Secretary’s Report: The draft December 2012 and March 2013 meeting minutes were reviewed, and a motion was made, seconded and there was no further discussion, and the December 2012 and March 2013 meeting minutes were approved by NE Section vote. The draft Spring Meeting minutes (prepared by Bill Prehoda) were reviewed, and minor edits were recommended for incorporation. A motion was made to accept the Spring meeting (May 2013) minutes with corrections made, seconded, and approved by NE Section vote; note: one member abstained from voting due to not being present during the Spring meeting.



Treasurer’s Report: The current July Treasurer’s reports for the Section and Angelo Tagliacozzo Memorial Geologic Trust Fund were reviewed and discussed. The accounts balances continue to be solidly funded and cover anticipated 2013 budgeted expenses.



Correspondence AIPG National – request for funding support: The Colorado Section has sent out a letter to the Sections requesting funding for the 50th annual meet (Minutes continued on page26) -25-

ing to be held in Broomfield, Colorado in October (10/23-26, 2013). Sponsorship of the meeting has been a NE Section tradition, and a discussion was held concerning the various levels of sponsorship.

After discussing the options, a motion was made to sponsor the Ice Breaker reception in the amount of $1,000. The motion was seconded, and approved by an Ex Com vote.

Section Membership and Dues: National had circulated a list of delinquent members whose National and Section dues had been in the arrears. Jeff Fredrick agreed to review the list and to discuss further with the Ex Com the possibility of reaching out to NE Section members by email. However, Jeff noted that the renewal request was tardy, given that over half of the year had elapsed.

A Concerned Citizen request had been received by the NE Section concerning a diamond-like rock. Bob Blauvelt agreed to review the request and respond to the citizen in an unofficial position. 

Old Business 2014 Election Ballots: Dennis McGrath reported that three At-Large Members were up for vote for the 2014-2016 period, including Laurie Scheuing, George Tyers, and Bill Prehoda. In addition, the President-Elect position remains unfilled from the 2013 elections. A discussion was held to draft and circulate a Ex Com ballot prior to the next scheduled Ex Com meeting in September 2013. election to confirm their willingness to serve another term, and Jeff Fredrick reiterated the need to improve our efforts to fill the vacant President-Elect position. 

New Business Fall Meeting: Jean Neubeck proposed that we consider a joint meeting with the New York State Council of Professional Geologists (NYSCPG). Jean indicated that there are no current plans by NYSCPG, but that they typically hold their annual meeting in the fall. As a result, the Ex Com recommended that we circulate a tentative “save the date” announcement to the NE Section for Wednesday October 16th, and that as further planning details became available, a meeting announcement would be sent out in the next Section Newsletter. Some potential ideas for the joint Fall Meeting included a boat cruise and/or possible threeway meeting with the Hudson/Mohawk Professional Geologic Association (HMPGA), who also usually meet the third Wednesday in October. Jean agreed to take the lead on the preliminary planning and would provide updates to the Ex Com by email to help firm up the potential Fall meeting plans.

NYSCPG Legislative Update: Jean Neubeck reported that the NY Geologist Licensure bill made it through the committees in both the assembly and senate; however, the NYS Land Surveyors have recently put forward opposition to the bill, which NYSCPG responded. sembly calendar ended, the NYS Professional Engineers, who had been in favor of the licensure bill, reversed their long-held position and indicated that they were also opposed to the bill becoming law.

The bill again passed a vote in the Senate and was on the agenda in the Assembly, but did not reach a vote. There is hope that if the assembly holds a special session, that the bill may pushed back onto the agenda and voted on this session, but if not, it would likely be reintroduced into the Assembly and (Minutes continued on page 33)

Senate (again) in early January. After the update, Jean indicated that the NYSCPG was renewing its fund-raising efforts; the most significant budget item for the NYSCPG is lobbyist expenses. NYSCPG currently has sufficient funds to continue with the lobbyist through December 2013, but unless the bill is approved this year, additional lobbyist expenses for 2014 would result in a budget deficit. A motion was made for the NE Section to contribute $3,000 to the licensure efforts by NYSCPG. The motion was seconded and then discussed. The last Section contribution to NYSCPG was in the Spring of 2013. After further discussion, the motion was voted and approved by an Ex Com vote.

Newsletter Status: Dick Young indicated that Mike Greenman was working to finalize the draft Spring Newsletter and it was still currently under review.

He hoped to have it finalized and distributed shortly. In addition, the next Newsletter (Summer Newsletter) deadline was set for August 2 nd, and currently Jeff Fredrick had already included his Presidential Ramblings for the new Newsletter.

Advertising - Sales & Revenue Update: Dick Young reported that as of early July 2013, approximately 45 advertisers had already renewed and that he had commitments (Minutes continued on page 35)

from about a dozen more firms. Dick had also established 

a “renewal online” feature to facilitate advertiser renewals. According to Dick, at its peak, the Newsletter had approximately 90 advertising sponsors, and the more recently we have seen a slight decline, with about 70 long-term advertisers.

Angelo Fund – Investment Diversification: Discussions were tabled due to time constraints.

Secretary’s Report: The July and September meeting minutes were unavailable and a discussion or motion to accept the minutes was tabled until the Fall (October) meeting. The Secretary is to circulate the draft meeting minutes prior and/or during the Fall meeting for review and acceptance by the Ex Com.



Treasurer’s Report: The current Treasurer’s reports were reviewed and discussed; Bob Blauvelt had also proposed to develop and circulate the tentative draft 2014 Section budget to the Fall meeting for review and discussion.



Correspondence: Jeff Fredrick had circulated by email various correspondence received during the period from exterior parties and National. As a result, additional discussions relating to recent correspondence were not included in the September Ex Com meeting.



Old Business Ex Com Officer Election Ballot: There are three (3) at large positions currently up for renewal in 2014; George Tyers and Bill Prehoda have expressed a desire to step down from the Ex Com board if their positions can be filled with new candidates. Laurie Scheuing was still evaluating whether or not she was able to commit to another term on the Ex Com (Minutes continued on page 39)

board. The other issue that remained regarding the 2014 election ballot was the open President Elect vacancy; this position has remained open since the 2012 balloting. The Ex Com acknowledged the need to find several candidates for these open officer positions. During the meeting, several NE Section members were mentioned, but no one has reached out to determine if these potential candidates would be willing to serve on the Ex Com board. According to our Section’s by-laws – officer election ballots need to be cast and tallied before the Annual meeting; which this year is in October 23-26th. The short list of essentially non AIPG-

members as potential Ex Com officer candidates is unfortunate and telling about the health of the Section. 

New Business Fall Meeting: Final planning and logistics for the Fall meeting to be held in Albany on 16 October are well underway. The current plans include a joint meeting with HMPGA, the NYSCPG, and NEAIPG. The Fall meeting will consist of a joint dinner and presentation at the NYS Museum. The museum staff have agreed to provide either 1) gems and rocks of New York or 2) overview of State Geologist ongoing research. In addition to these formal presentations, there will be a self guided tour of the museum between 1-5pm. At 5pm, the Museum officially closes; however, Fall meeting attendees will be allowed to stay inside the museum to attend the dinner meeting. There will be a social area/ reception set up and available between 5 to 6pm, with free soda and cash bar. The arrangements for the (Minutes continued on page 40) -39-

dinner caterer are still being worked out, and need to be approved for service in the museum (licensed and insured). The tentative menu includes Hors d’oeuvres, buffet with three choices, followed by a dinner talk – NYSCPG legislative update, and also have NEAIPG and HMPGA provide brief overview of who they are and what we do. There is the possibility that the dinner meeting will be held in the Elk Pond exhibit hall – HMPGA has agreed to sign the contract for the room rental (due to their tax exempt status). Total meeting costs are estimated to range from $3,400 to $4,200 depending on how many people attend. The professional associations would be looking for sponsorship to offset some of the meeting costs. HMPGA generally draws 30 folks, with the overall meeting attendance goal of approximately 60 professionals (15 members from NYSCPG/and 15 additional members from AIPG).

Jean Neubeck anticipates the NE Section costs to be approximately $1,500, and is hoping that sponsorship and the other professional organizations to cover the remaining costs. Jean would like to get upwards of 70 folks – but costs based on minimum of 50 people.

Discussions – Jean Neubeck indicated that as of September, all of the meeting plans are still flexible and tentative. The Ex Com meeting would be held in advance, likely 2-4pm, followed by a walking tour of the museum. Dick Young points out an alternative schedule of 1-3pm for the Ex Com meeting, and then 3 to 5 pm for the museum walking tour – to provide additional options and timing flexibility. Jean agreed to try to nail down the logistics of a guided tour of the museum with the museum staff.

A motion was then made to sponsor a portion (up to $1,800) to reimburse HMPGA for the 2013 Fall meeting costs. The motion was seconded, and then discussed.

2014 Scholarships. Most of the mailings have been sent out, but a few email reminder notices still need to be sent out to various faculty members. The deadline for scholarship applications has been set for early December 2013, in order to provide the Scholarship Review Committee with the chance to review the applications and make scholarship recommendations for the March 2014 Ex Com meeting. The goal will be to issue scholarship awards and have them distributed by the end of the March 2014 before the academic year concludes.

Dennis also agreed to provide a written update on the scholarship history and process as an article for inclusion in an upcoming Newsletter.

that he has had some electronic issues which has delayed the publication of the Spring and Summer Newsletters. However, Mike indicated that he currently has a lot of content and is shooting to have the next newsletter (Indian Sumer) out by the end of September.

Mike is then hoping to get caught back up and meet the rest of the Newsletter publication schedule for the remainder of 2013. Curt Kramer has been the editor of the Directory of Members, and was shooting for a deadline of getting it out by mid April; however, according to Dick, he has a lot of personal responsibility that have delayed the publication, but that Curt hopes to have the Directory of Members completed and finalized by late September.

2013 Advertising Revenue Status: Dick Young reports that about $12,500 in advertising revenue has been received by mid June; since then, we have received some late payments and Dick is closing in on the target goal of advertising revenue of approximately $14,000. Dick agreed to provide additional updates on the receipt of advertising revenue at the Fall meeting.

Dick acknowledged that the greatest success in advertising renewals is with the legacy sponsors, who have stuck with the NE Section over the long (and often challenging) publication periods. Looking forward to 2014 publication schedule; Dick indicated that he would be checking with the editors of the Newsletter and Directory of Membership before reaching out to advertisers for renewal notices. According to Dick, once we have commitments from the editors, then he can begin the solicitation process. Dick reminded each of the Ex Com board that we are the source of new potential ad revenue sources – we’re the eyes and ears (and marketers) of our Section and the Newslet(Minutes continued on page 49) -46-

ter. Dick reiterated the known fact that it is always important to be vigil for new potential advertisers simply due to losses of long time sponsors as a result of attrition in our profession.

Annual Meeting: Jeff Fredrick asked the question “Are we sending a representative from the NE Section to the Annual meeting?” Bob Stewart was not on the call, but had indicated he was likely attending the Annual meeting, and would be willing to represent the NE Section. Jeff Frederick will follow-up with Bob Stewart to confirm this understanding. Funding to send a representative is in our budget, but sponsorship from the individual’s employers is also encouraged to help defray the meeting costs. Also, Jeff Fredrick mentioned the recent email reminder from Vicki Hill requesting the Section’s annual Advisory Board report be prepared and submitted to National no later than Sept 23rd. Jeff Fredrick agreed to prepare and circulate a draft of the Advisory Board Report by the end of the week, and that would give him 10 days to finalize and send it in to National. 

LET’S TAKE A WALK HARRIMAN STATE PARK ANTHONY WAYNE RECREATION AREA One of my favorite hikes in Harriman State Park climbs West Mountain, which is to the west of Bear Mountain. West Mountain is almost as high as its neighbor, but the trails are less traveled. The Appalachian Trail which descends Bear Mountain, goes west, where it traverses West Mountain. the northern end of the Palisades Parkway. The trail contains some rock scrambling and good footwear is recommended.

Climb the slight hill from the parking lot to the area of the restrooms. Follow the dirt road north that runs on the east side of the restroom building. After about a quarter mile the white blazed Fawn trail will cross the dirt road. Turn right, following the white blazes. The road and Fawn Trail are a good warm up for the trails ahead. Follow the Fawn Trail to its end, where it intersects with the blue blazed Timp-Torne Trail. Turn right and follow the blue blazes up the hill. This trail has many places that require minor rock scrambling.

Blazes are often seen on the rocks. After about three quarters of a mile, the Timp-Torne intersects the Appalachian Trail coming from Bear Mountain. Continue on the combined trail with blue and white blazes. The trail along this stretch contains many viewpoints of the surrounding area, including views of the Hudson River and Bear Mountain Bridge. combined trail continues for another three quarters of a mile before the Timp-Torne (blue) continues south. At this point follow the Appalachian Trail (white). The trail will follow the ridge for a while, before turning down the hill. Near the base of the hill, the trail intersects a dirt road, which is also

marked as a cross country ski trail. Turn right (north) on to this road. Follow the road until it intersects the white Anthony Wayne Trail and turn left, back the way you started. You can also start at the very northern end of the parking lot and access the Anthony Wayne Trail directly. This method saves some walking. Also at the bottom of the hill, instead of taking the first ski trail, you can follow the Appalachian Trail a short distance further until you encounter a second ski trail.

This trail goes to the southern end of the overflow parking area. Follow the road back to the first parking area.

In all, this trail is a little more rugged. The trail is rocky and worn in places and footing can be a little tricky, especially in the fall with a lot of leaf litter. Bring lunch and eat at one of the rocky overlooks along the ridge line. This trip can be done in 3 hours, going at a leisurely pace, not counting stops.

Don’t forget to look at the rocks along the way.

25 YEARS AGO IN THE NEWSLETTER President Robert Lamonica in his Ramblings discussed the role of the AIPG. After 25 years he suggested that self certification by AIPG should take a back seat to state registration, which would allow AIPG to focus on its primary goal of serving the geologic community through enhancing professionalism, and acting on legislation that affects geologists. It is now 25 years later and the same groups and issues still confront the licensure of geologists. At the time the State of Connecticut which recognized professional engineers, soil scientists and land surveyors, did not even define the terms geology and geologists in state regulations. The issue of who can practice geology was left as a gray area. He called for all those involved to review new regulations, and to find where geologists could participate in the legislations and then attend hearings to have our voice heard, especially in the areas of hazardous waste, groundwater and aquifer protection.

Newsletter Editor Russ Slayback responded to comments made about a recent editorial from a member of the Colorado Section. Some of the issues raised in his response were the move by geologists into the “lucrative� oil and gas business, AIPG vs state licensure, licensure of trades protecting the public health (which should include geologists), role of local chapters in supporting state registration, the role of large gas and oil AIPG stet sections in national to the detriment of Northeast, the narrow political views of some of those same sections, and the possible elimination of associate status. I guess not much has changed.

The Fall meeting was held at Lamont Doherty Geologic Laboratory with a field trip to Bergen County New Jersey focusing on Seismic and Remote Sensing. Klaus Jacob was the after dinner speaker with a program on Earthquakes in the Northeast.

The semi-annual meeting was held jointly with the New York State Council of Professional Geologists (NYSCPG) and the Hudson-Mohawk Professional Geologists Association. Adding to the geologic extravaganza, the NYS Geological Survey (NYSGS) also held its Open House that day. The approximately 90 attendees (the event sold out!) enjoyed the geologic exhibits, the business meeting, the networking reception, a catered dinner, and the evening program of presentations.

VAPOR INTRUSION IN NEW JERSEY

Attracting a vast amount of attention over the past couple years, vapor intrusion has become a critical and hazardous environmental issue throughout the entire country, specifically in New Jersey.

Due to the movement of industrial fumes into suburban regions, vapor intrusion has become not just an environmental crisis, but a serious health matter as well. The NJDEP issued its first Vapor Intrusion Guidance document in October 2005, but it wasn’t until much recently that stricter guidelines were enforced in order to minimize VOC concentration as much as possible. Similar to other environmental management companies, EAI, Inc. exercises a proactive mitigation approach to vapor intrusion by installing a gas vapor barrier and sub-slab depressurization system (SSDS); practically a standard business practice these days.

Defined by the NJDEP, vapor intrusion (VI) is “the migration of volatile chemicals from the subsurface into overlying buildings through subsurface soils or preferential pathways”. Similar to the procedure of radon leaking into residences, Volatile Organic Compounds (VOC’s) can discharge unfavorable vapors that can drift into close by buildings, potentially threaten human health, and possibly injure the structural composition of the building. Having an elevated vapor pressure and minimal water solubility, these VOC’s behave as your every day industrial solvents and petroleum hydrocarbons, such as dry cleaning fluid (Trichloroethylene, TCE), fuel, and common paint thinners. Most of the time, these vapors

are difficult to expose, due to their low chemical concentrations. Despite this discovery, vapor intrusion and foreseeable chronic health effects can and will occur if long-term exposure to (Vapor intrusion continued on page 78) -76-

Before exploring the application of a barrier system to a given construction site, it is imperative to grasp the importance of proper VI investigation and how VIT Guidance plays a crucial role in environmental remediation. The Vapor Intrusion Technical (VIT) Guidance was created for “investigators_ to assess particular VI pathways at VOC polluted sites within the state of New Jersey based on the requirements set by the N.J.A.C. (New Jersey Administrative Code).

This document consists of five major stages that must be completed in order to accurately evaluate the risk of vapor intrusion. It also covers frequently asked questions such as, “When do I have to investigate this pathway?” If there is potential for VI or a chance of contamination at the given location, the investigator can perform vapor testing through various processes involving ground water, indoor air, and soil gas screening levels. It is after repeated sets of tests that one can conclude whether or not the VI pathway prompts investigation or mitigation. As stated previously, New Jersey’s VIT guidance was modified early on in year 2013, and made changes in certain chemical concentrations and background levels of existing household chemicals.

So how do you confront an invisible peril like vapor intrusion?

What most people are unaware of are the simple and basic solutions to fighting back against VI. Vapor intrusion usually occurs because a given building has microscopic fractures in its groundwork or basement. Depending on the locality and severity of the intrusion, mitigation can either be done using ‘passive or ac-

tive’ means; both options can take months or even years.

eliminating the slight chance for a breach of hazardous substances. Passive methods also include installation of vapor barriers and venting underneath a building to either stop vapor completely or expel it into the atmosphere. Gases can also be safely diverted by implementing a more active line of attack, one that EAI uses on a daily basis. If the problem becomes more extensive, a mitigation system, typically comprised of a sub-slab depressurization system and gas vapor barrier, can be taken into consideration. Active methods employ a sub-slab depressurization system that vents vapors using a suction pit and a fan, supporting the efficiency of the vapor barrier.

mitigation system. Today, it is almost a mandatory common practice to install vapor barriers at job sites, due to increasing demand of vapor intrusion prevention. An approved installer of Liquid Boot® vapor barrier, EAI uses a proactive method in using CETCO’s Liquid Boot under slab and on below grade vertical walls as a gas vapor barrier. Being a spray-applied, water-based membrane with no VOCs, Liquid Boot presents the perfect seamless barricade against vapor intrusion. This vapor barrier has been installed at many of EAI’s job sites without complications, ranging from the Red Bull Stadium to various elementary schools in New Jersey and New York. Whichever route you choose, VI mitigation systems must be monitored frequently to make sure indoor air quality is always satisfactory. It’s important to remember that although these gases seem minuscule, the effects of long-term vapor intrusion are detrimental.

Known around the nation as the most densely populated state, New Jersey has more than 6,500 sites with groundwater contamination and vapor intrusion problems. It is no surprise that Garden State houses, schools and businesses have been suffering from contagion and poisonous indoor environments for years. Despite the latest and specific screening level implementations in the VIT Guidance that demand more thorough site cleanups as well as extensive investigations, the risk of hazardous gas seepage will always be a looming threat that the public should be aware of. But luckily, by utilizing companies such as EAI, Inc. to install a gas vapor barrier and sub-slab depressurization system in your house or corporation, you can manage your vapor intrusion troubles actively, upfront, and unafraid.
