Presidential Ramblings Jeff Frederick, CPG The Holidays are a time for reflection and new beginnings.

Short days, cold weather, the coming turn of the calendar, and a natural black and white landscape (here in the NE, anyway) provide us an opportunity to look within‌ some seek comfort and guidance while others evaluate what they’ve done and where they want to go. In this spirit, I would like to wish everyone a thoughtful and joyous Holiday season.

I was listening to a talk show recently in which the guest and host were discussing the thoughtlessness that we so often encounter in our lives. Not in a particularly malicious form, (Ramblings continued on page 12)

but the neutral thoughtlessness brought about by too many commitments, too many distractions, and the general hurried atmosphere we are all too familiar with. As I listened, I tried to think back to the last time I felt truly unhurried, or truly present “in the moment”. Instead, my mind wandered all the way back to graduate school.

Most of us geologists were trained in the science with a combination of class work and field work, and for many of us, it was a love for the field that fed our passion for the science and drew us deeper into the discipline. I recall a structural geology course I took in graduate school at UVM, called simply “Structural Analysis” with Rolf Stanley. Rolf was an eminent structural geologist and had done a great work unwinding the complex structural relationships in the Taconic, Berkshire, and Green Mountain Massifs. He was intensely serious, in fact he was intimidating. I recall reading the description of the course, which called for one 8 hour field trip/ lecture per week, which was to be followed by a report submittal the following week which detailed the work that had been done. Rinse; repeat. I had no idea what to expect.

I quickly came to realize that Rolf appreciated the critical role of careful observation in science, and that he was going to be sure that we understood this before the semester ended.

Rolf had carefully selected eight outcrops in and around the Green Mountains of Vermont, outcrops that he knew well, (Ramblings continued on page 15)

that had revealed structural secrets to him. At the first meeting, we walked through the woods (sometimes we would simply stumble from the car to the road-cut) to an unassuming outcrop, and Rolf began to lecture in broad brush terms on the lithology and basic structural history of the region. After only 20 minutes, he looked at the rock, and back to us, and said, ”Now, find a comfortable spot, and draw what you see.”

Art class. We sat with our field books and sketched, while Rolf wandered away and left us to our thought. No further direction was given… At what scale; what feature should we focus on; what is he looking for? These were all questions that we mumbled to ourselves, and I am sure there were others, as we tried to do what we had been instructed to do.

After an hour or so, Rolf returned from his stroll, and we all eagerly awaited his approving glance at the masterpieces we had carefully sketched. One by one, he looked at our work, nodded, and said, ”Keep going.”

What do you mean keep going I thought, I’m done here. We were all confused, not yet clear on what it was we were supposed to be doing. He sensed our confusion, or perhaps he had already seen this reaction so many times, he knew what to say next.

“Drawing requires careful observation. To draw the outcrop, you have to carefully observe, to see, each structure. Therefore, in order to understand what you are seeing, you need to slow down, you need to see the rock, and draw it.”

I learned a lot from Rolf that semester, and in the work I did with him throughout my graduate career. But I will never forget those first days with him, learning the art of observation. Careful observation requires patience; it requires that you be present in the moment. Eight hours, sitting in front of an outcrop, sketching details large and small, forces you to focus on the here and now like a form of meditation for geol(Ramblings continued on page 16) -15-

ogists. The work that followed each field day was a grueling week of reading background material, analysis, and writing, but the real foundation of the course was to teach us how to be still, and observe.

Unfortunately, the adult world does not often afford us the required time to truly be still, or to truly observe what is happening around us. Perhaps it is the bit of time off from work around the end of the year affords us the needed time for observation and reflection. May you find peace this Holiday season, and through peace may you find your answers.

Malaspina Jeffrey Frederick—CPG Glaciers get deservedly unique treatment in the study of geologic sciences. Perhaps this is because their rates of motion resemble the gravity driven crustal processes that shape the world. Or perhaps because of their size, they are a modest baby step for geologists toward understanding deep time and tectonic scale. But certainly glaciers have a solid place in the geologic sciences because they create their own set of unique landforms and erosional features, they serve as sensitive indicators of ongoing long-term changes in the climate, and they provide an incredibly detailed record of the climatic and atmospheric conditions. Together, these fields combine to

form the science of Glaciology, a sub-field of geology.

In addition to these, the ice itself presents another medium for observation and discovery. Geophysicists and structural geologists have long studied the behavior of ice in their quest to understand crystal deformation (e.g. dislocation), elastic/ plastic deformation, and even strain hardening. Petrologists look to ice to help understand metamorphic recrystallization processes and liquid-crystal interactions in a hypothetical melt. Finally, hydrologists study glaciers much in the way an economist might view the hedge fund industry. Money (water) goes in, sometimes it comes back out‌ the questions are: how much, where, and why?

(literally) of the largest Piedmont Glacier in the world, the Malaspina Glacier, in southwest Alaska. A piedmont glacier is the product of one or more steep valley glaciers spilling onto a plain, where they combine to resemble a radial fan of glacial ice. The Malaspina is formed by the confluence of the Seward and Agassiz glaciers, which are massive valley glaciers on their own. that covers nearly 1,500 mi2 with ice that is as much as 2,000 ft thick. Think Rhode Island, with 2,000 feet of ice.

Malaspina

One of the most striking initial features you’ll find is that there is a living, thriving forest growing on top of the glacier.

That’s right; the ground beneath acres of relatively mature forest is actually glacial ice. Standing on the ground, you might never suspect it, unless you stumbled upon a glacial “sink-hole” that revealed the icy foundation beneath the forest floor. A significant thickness of till has accumulated on top of the retreating glacier, and this material is fertile ground for the various flora that thrive in coastal Alaska. It is truly a sight to see.

Secretary’s Report: The July and September meeting minutes were reviewed and a motion was made to accept the draft minutes. The motion was seconded and following a brief discussion, the draft July and September meeting minutes were finalized and approved by an Ex Com.



Treasurer’s Report: The current (through September 30th) Treasurer’s reports were reviewed and discussed.

In addition, Bob Blauvelt circulated the tentative draft 2014 Section budget for discussion. The draft proposed 2014 budget included a summary of fifteen different potential expenses, and five income-generating sources.

The proposed budget also included a summary and comparison of 2013 anticipated expenses and income, and compared the projections to actual costs through September 30, 2013. The proposed budget was discussed and several minor revisions made; the budget is still considered draft and a motion was not made to accept the proposed budget.

Correspondence: Dennis McGrath shared a belated thank you note which he recently received from a 2012-2013 Angelo Tagliacozzo Memorial Scholarship recipient, Ms Bryn Keenhold.



Old Business Ex Com Officer Election Ballot: There are three (3) at large positions currently up for renewal in 2014; George Tyers and Bill Prehoda have expressed a desire to step down from the Ex Com board if their positions can be filled with new candidates. During the meeting, Laurie Scheuing agreed to continue for another term on the Ex Com board. Once the slate of at-large members has been created, Dennis McGrath agreed to take the responsibility for getting the ballot finalized and distributed for electronic vote to the NE Section with the assistance of AIPG National. The other issue that remains regarding the 2014 election ballot was the open President Elect vacancy; this position has remained open since the 2012 balloting. The Ex Com acknowledged the need to find several candidates for these open officer positions.



New Business Angelo Scholarship – 2013-2014 Announcement: Dennis McGrath provided an overview and update on the current status of the Angelo Tagliacozzo Geologic Memorial Trust Fund (ATGMTF) scholarship applications. As of mid October, Dennis has (Minutes continued on page 42) -40-

mailed out scholarship applications and announcements forms to approximately 100 northeast colleges and universities. The due date for receipt of the 2014 applications is December 5th, and Dennis is hoping to have the scholarship committee review and provide recommendations for 2014 awards in time for the March Ex Com meeting Publication Schedule: Newsletter and Directory of Members: Dick Young spoke briefly on the current publication schedule for the Newsletter and Directory of Members. Dick indicated that he had hoped that Mike Greenman (interim Newsletter Editor) and Curt Kraemer (Editor for the Directory) were present at (Minutes continued on page 43)

According to Dick, the Newsletter is cuurently behind by one issue (Indian Summer Newsletter hasn’t been published); however, both Dick and Mike Greenman were diligently working to get the overdue Newsletter editions published before the end of the year. According to Dick, Curt Kramer had hoped to have the Directory of Members completed and finalized by late September, but was slightly behind schedule.

duction of short courses. Currently, Bob has been pursuing opportunities to hold short courses with both Rutgers, and more recently with EPOC (Environmental Professionals of Connecticut). Bob noted that due to cost considerations, pursuit of joint short-courses with EPOC was not likely. However, a more formal arrangement is in the works with Rutgers and Bob is working on a draft contract with Rutgers to jointly sponsor short courses, with Rutgers providing the course logistics and the Section providing advertising, enrollment and assistance with course accreditation. Currently there are two tentative short courses scheduled for 2014, including a GIS course in late March/early April, and a field course in the Fall with the USGS at the Naval Warfare Center.  2014 Spring Meeting: Venues for the Spring meeting were preliminary discussed, and because the Section typically tries to rotate the meetings between upstate and down-state, the Spring Meeting will likely be held in the metro-NYC area. Bob Blauvelt has agreed to start the initial planning and agreed to report back to the Ex Com during upcoming meetings. Several possible venues included the NYS Historical Society, 2 nd Avenue Subway tunnel, the Mosholu Water Treatment Plant construction, and/or building foundation tours. In addition, there was some discussion if the meeting was held in NYC, that a possible joint meeting with the Long Island Association of Professional Geologists could bring some enhancement to the meeting attendance.  NYSCPG Continued Support: Because the fall meeting was a joint meeting with HMPGA and NYSCPG, a discussion was held concerning fundraising and continued support for the NYS (Minutes continued on page 49)

HUDSON RIVER DESALINATION

The Hudson River is an important estuary that contributes to New York’s economy, heritage, recreation, environment, and aesthetic beauty. The health of the Hudson River is vital to the livelihood of the many communities on both sides of the river. For many years, CCE and other environmental groups have sought to protect, preserve, and restore the Hudson.

Haverstraw Bay is in the lower region of the Hudson River and is designated a significant coastal fish and wildlife habitat because of its significant value as a nursery for numerous fish and other aquatic species.

United Water, a subsidiary of Suez Environment, is proposing a desalination plant at Haverstraw Bay in Rockland County, NY. The proposal consists of an intake facility, an intake pumping station, a water treatment plant that will use reverse osmosis technology, piping for the water transport, and potential upgrades to the Joint Regional Sewage Treatment Plant (JRSTP) to be built along the Hudson River.

Desalination plants should not be proposed for these ecological significant areas. Maintaining Haverstraw Bay is a crucial part in the overall process of preserving the Hudson River Estuary.

What is Desalination?

Desalination is a process to remove salt and minerals from salt water to produce drinkable water. There are several different methods to desalinate water. Reverse osmosis is the most common process, used in 96% of desalination plants in the United States. During reverse osmosis, salt water is pumped along a porous cylindrical membrane at high pressure, which prevents the passage of small particles, salts, and other chemicals, but allows the desalinated water to pass through for human consumption. It takes two to three gallons of salt water to make one gallon of fresh water, depending on the saline content of the brackish Hudson River water.

A higher salt concentration in the water body makes the desalination process less efficient. Desalinating water produces several types of waste products: The reverse osmosis process creates a solid byproduct, comprised of everything filtered from the clarified water. This can include high concentrations of salts, minerals, chemicals, or any other pollutants including heavy metals and PCBs. The residual solid waste is typically collected and landfilled. The liquid waste containing concentrated salt brine is returned back to the source water.

drought stricken regions, there are numerous environmental and social problems associated with this technology, including: Intensive Energy Consumers Desalination plants are factories that require enormous amounts of energy. Locally, most of this energy would be derived from nuclear, coal, oil, and gas. Desalination plants that were studied in California use approximately 9 times the energy of surface water treatment and 14 times the energy as ground water production. The proposed desalination facility will use between 4,427 and 6,520 kilowatt hours of electricity per million gallons of water produced (kWh/Mgal). The average New York household will use the same amount of energy in 8 to 10 months. Since the desalination plant is expected to produce 7.5 million gallons of water each day, its daily energy use would be between 33,202.5 and 48,900 kWh per day.

fossil fuels, further congests already outdated and constrained energy grids, and emits harmful climate change and smog -producing pollution.

Local Habitat Destruction The water intake stations of desalination facilities, similar to power plants kill larvae, eggs, juveniles, and adult fish in two key ways:  Entrainment – the capture of aquatic organisms with the water through the intake valve; and Impingement – the fatal pinning of organisms too large to fit through the mesh screens.

Fish mortalities, due to entrainment and impingement, vary based on the quantity and speed of the water that passes through the intake valve. The amount of marine life in the area of the intake station also plays an important factor in loss of marine life. Haverstraw Bay is an important nursery area for: Stripped Bass, American Shad, White Perch, Tomcod, and Atlantic Sturgeon, Anchovy, and Blueclaw Crab. A desalination plant could interfere with the protection of these critical fisheries and habitats, particularly for the Atlantic Sturgeon, which was recently added to endangered species list.

for the future. United Water will not be responsible for the long-term maintenance of the sewage plant.

Rate Increases Building, operating and maintaining desalination plants is expensive and will likely cause rate increases. Estimates by United Water anticipate the construction of the Rockland County desalination plant to cost up to $189 million, which would be paid for by increasing rates. Due to the immense amount of required energy, operational costs can potentially skyrocket due to their link to the already unpredictable energy market. Rockland’s rates have recently been raised to $4.28 per thousand gallons of water in the winter and $6.48 per thousand gallons of water for the summer months. Unanticipated problems during construction and maintenance, combined with increasing energy costs could cause Rockland’s water rates to further increase. For example, the initial cost to construct a Desalination facility in Tampa, Florida was projected to be $110 million and rose to $150 million. Currently, Tampa Bay Water has declined to run the plant at full capacity due to concerns about exorbitant rate increases. The example set by Tampa proves that problems can be prevalent and costs can easily increase to much higher than expected numbers.

Environmental Review Process United Water first proposed the idea for a desalination plant in January of 2007 as a result of United Water’s rate case of 2006. As a result of the rate case, a joint proposal was reached between United Water and the New York State Public Service Commission which granted United Water permission to raise Rockland’s water rates. United Water, in turn, would supply more water to the County.

The NYS Department of Environmental Conservation (DEC) was designated lead agency for the review to assess the potential adverse impacts to the people, the Hudson, and the environment from a desalination plant. On May 7, 2009, the (Desalination continued on page 60) -59-

DEC hosted two public hearings to hear from the public on the "scope" of the environmental review of the proposed desalination facility. Comments on developing the scope of the document ended May 22, 2009. On December 30, 2010, the DEC determined that the Draft Environmental Impact Statement (DEIS) submitted by United Water was inadequate for public review because United Water failed to "evaluate the potential significant adverse environmental impacts at a level of detail that reflects the severity of the impacts and likelihood of their occurrence."

In January, 2012, the DEC accepted a revised version of United Water’s DEIS and issued draft permits for the desalination project. The new version of DEIS does not consider a comprehensive sustainability plan as an alternative and fails to adequately address the potential impacts of the desalination plant on local habitat and Hudson River water quality. Additionally, United Water’s DEIS fails to properly address potential public health impacts of using an area of the Hudson so close to Indian Point Nuclear Facility as a drinking source.

'In addition to approval by the DEC, the NYS Department of State (DOS) must determine if the desalination proposal is consistent with Coastal Zone Management (CZM) policies.

CZM policies are used to guide the state's efforts to create and maintain clean, accessible, and prosperous coastal areas and inland waterways for present and future generations.

The policies are used to determine the appropriateness of public agency decisions that affect the use and protection of coastal areas and inland waterways.

The proposed desalination plant would be located in an area that is designated by NYS DOS as a Significant Coastal Fish and Wildlife Habitat. Recreational and commercial fisheries throughout the Hudson and the North Atlantic are dependent upon this important ecosystem. discharge of harmful pollutants associated with desalination.

Destroying or impairing the viability of habitat is inconsistent with CZM policies. A desalination plant in Haverstraw Bay is therefore inconsistent with CZM policies, and should be denied by the NYS DOS. The solution to Rockland County’s water question is not a large scale water industrial plant. The solution that is cheaper, safer, and healthier is employing green infrastructure and a real water conservation policy. Instead of being home to the first desalination facility in New York State, Rockland can set a precedent of conservation and be the first county in New York to say no to a desalination proposal.

25 Years Ago in the Newsletter Holidays 1988 The newsletter was on paper and 36 pages long.

Bob Lamonica was finishing his two year term as President.

Russ Slayback was editor of the newsletter and was looking for a replacement.

The featured article was by George Banino of Dunn Geoscience Corporation and was titled “Status of the Mining Industry in New York State”. The article dealt with the stresses put on the mining industry in the state. Sand and gravel for the New York Metropolitan Area was being imported from out of area or dredged from the Ambrose Channel. Mine permits were not easily renewed with many permit renewals in the courts. Sources of ore dwindled or became unprofitable.

Secondly, NYS passed Mined Land Reclamation (MLRL) which

had the intent of mining in a more environmentally sound manner and to have a unified state law rather than a series of local ordinances. Instead the NYS DEC made the requirements more stringent and often did not supersede local laws.

In addition, mines became almost as repugnant as landfills in residential and commercial areas. He called for the state to design a rational plan for developing our resources.

Dick Young was awarded a Presidential Certificate of Merit by National at its annual meeting.

New members were Roy Budnik, John Gelting and Boyd Allen III New associates were William Gray, and Dennis Sutton The scholarship committee awarded four, $250 scholarships.

A letter from President Bob Lamonica to the New Jersey Department of Environmental Protection, concerning new requirements for underground tanks and storage systems. The new law included provisions for the use of “qualified hydrogeologists”, but the law still required a professional engineer to sign off on the report. He called on the state to define a “qualified hydro geologist” as one who has obtained peer certification such as being a member of AIPG. There was currently a bill before the state legislature to license geologists.

The state responded and indicated that the best solution was to certify geologists, but the law was instituted under current licensure requirements.

The fall meeting was held at Lamont Doherty Observatory in Palisades New York.

FOLLOW UP PHARMACEUTICALS IN OUR WATERS In our Winter 2013 Newsletter there was a lengthy article about the vast quantities of prescription and over the counter drugs reaching our waters, both surface and groundwater. The effects are visible in the aquatic life of our oceans, rivers and lakes. The federal government as well as state and local municipalities have been taking strides to curb this epidemic.

The main source of these contaminants is the amount of unused prescription medicines being flushed down the toilets.

Waste water treatment facilities are not set up to remove the drugs. The first step is citizen awareness followed up by providing safe disposal methods.

Pharmaceutical take back events have been held in New York and Connecticut. Members of the public can safely anonymously dispose of expired and unused medications. In addition the DEA holds biannual take-back events. In addition NYS—DEC holds biannual take back events in the NYC watershed and in Monroe County for the public and health care facilities. Both New York and Connecticut, though, need to Although this is a good start, both New York and Connecticut need to significantly expand safe disposal options.

law and provide additional voluntary options for safe pharmaceutical disposal, including permanent drop boxes at retail pharmacies. These new rules need to be finalized as soon as possible. Convenience is the most obvious solution to safe disposal.

In 2006 a USGS study, found pharmaceutical contaminants in Suffolk County New York’s groundwater. The county became a state-wide leader in addressing the problem. In 2011 the Suffolk County legislature passed a local law requiring all hospitals, nursing homes, hospice facilities, and long term care facilities in Suffolk County to annually submit a plan for the safe disposal of unused and/or expired medications. Data was compiled from the first set of these reports and found that more than half of the facilities were flushing unused medications. Environmental groups are working with these facilities to promote safe disposal

IN THE NEWS FRESHWATER RESERVES BENEATH THE OCEANS Scientists have discovered huge reserves of freshwater beneath the oceans kilometers out to sea, providing new opportunities to stave off a looming global water crisis.

A new study, published December 5 in the international scientific journal Nature, reveals that an estimated half a million cubic kilometers of low-salinity water are buried beneath the seabed on continental shelves around the world.

The water, which could perhaps be used to eke out supplies to the world's burgeoning coastal cities, has been located off Australia, China, North America and South Africa.

"The volume of this water resource is a hundred times greater than the amount we've extracted from the Earth's sub-surface in the past century since 1900," says lead author Dr. Vincent Post (pictured) of the National Centre for Groundwater Research and Training (NCGRT) and the School of the Environment at Flinders University.

"Knowing about these reserves is great news because this volume of water could sustain some regions for decades."

Dr. Post says that groundwater scientists knew of freshwater under the seafloor, but thought it only occurred under rare and special conditions.

"Our research shows that fresh and brackish aquifers below the seabed are actually quite a common phenomenon," he says.

These reserves were formed over the past hundreds of thousands of years when on average the sea level was much lower than it is today, and when the coastline was further out, Dr. Post explains.

"So when it rained, the water would infiltrate into the ground and fill up the water table in areas that are nowadays under the sea.

"It happened all around the world, and when the sea level rose when ice caps started melting some 20,000 years ago, these areas were covered by the ocean.

"Many aquifers were -- and are still -- protected from seawater by layers of clay and sediment that sit on top of them."

The aquifers are similar to the ones below land, which much of the world relies on for drinking water, and their salinity is low enough for them to be turned into potable water, Dr Post says.

"There are two ways to access this water -- build a platform out at sea and drill into the seabed, or drill from the mainland or islands close to the aquifers."

While offshore drilling can be very costly, Dr. Post says this source of freshwater should be assessed and considered in terms of cost, sustainability and environmental impact against other water sources such as desalination, or even building large new dams on land.

"Freshwater under the seabed is much less salty than seawater," Dr. Post says. "This means it can be converted to drinking water with less energy than seawater desalination, and it would also leave us with a lot less hyper-saline water.

"Freshwater on our planet is increasingly under stress and strain so the discovery of significant new stores off the coast is very exciting. It means that more options can be considered to help reduce the impact of droughts and continental water shortages."

But while nations may now have new reserves of freshwater offshore, Dr. Post says they will need to take care in how they manage the seabed: "For example, where low-salinity groundwater below the sea is likely to exist, we should take care to not contaminate it.

"Sometimes boreholes are drilled into the aquifers for oil and gas exploration or production, or aquifers are targeted for carbon dioxide disposal. These activities can threaten the quality of the water."

The National Centre for Groundwater Research and Training is an Australian Government initiative, supported by the Australian Research Council and the National Water Commission.

LETS WALK AND RIDE LOWER HUDSON VALLEY If you're looking to get some fresh air, there are some very good Rail-Trails to explore in Westchester, Putnam and Dutchess Counties in New York.

This issue will feature the Dutchess County Trail. The trail was built over a new water line along an abandoned railroad right-of way. It begins in Hopwell Junction and continues north to Poughkeepsie wher palns are to have it join with the Walkway Over the Hudson State Park.

The trail is wide with more than enough room to accommodate bikers and walkers. Bridges span all the main roads.

There are many access points along the way. Parking is plentiful and many access points have benches and picnic tables. The trail goes through forested areas and behind residential and industrial areas. For most of its length it rides atop an embankment with wood fences to prevent going off the trail. Several large streams are crossed and there are fishing spots available on or near the bridges. Wildlife is plentiful. I have had deer block our way and have spotted a red tailed hawk sitting on a tree branch next to one of the bridges. KNOW YOUR GEOLOGY CATSKILL MOUNTAINS, NEW YORK



The six-county Catskill region is about the size of Connecticut. It encompasses the 700,000-acre Catskill Park – a mix of private land and more than a quarter-million acres of state-owned forever wild land known as the Catskill Forest Preserve.  The highest peak in the Catskills is Slide Mountain in Ulster County, at 4,180 feet.  Much of the region was an inland sea during the Devonian period. The erosion of the massive Acadian Mountains to the east sent sediment sliding westward into that sea to create the Catskill delta. Fossilized sea creatures can be found atop Vroman’s Nose in the Town of Fulton, Schoharie County, 600 feet above the floor of the Schoharie Creek valley.  A meteor is believed to have slammed into the inland sea some 400 million years ago, creating a six-mile wide crater (the “Panther Mountain Crater”) whose circumference can roughly be traced by Woodland Valley and Big Indian-Oliverea Roads in the Town of Shandaken, Ulster County.
