Presidential Ramblings Jeff Frederick, CPG There has been much in the news this summer related to geology and the environmental practice. Earthquakes and volcanoes, drought and energy… not to mention the ongoing environmental issues that keep so many of us busy. It would seem that the demand for actively practicing professional geologists is on the rise!

Drought The ongoing drought in California has been in the news constantly this summer, while the run-up to the current crisis has been slowly building for years. Unfortunately, it often takes a (Ramblings continued on page 12)

full-blown crisis to force action in the face of the inevitable.

In July of this year, California finally got serious and banned the frivolous wasting of water: no more letting your sprinklers “over-water” lawns, which means any run-off onto paved surfaces might get you a ticket; and no more washing cars with a hose that does not have a nozzle. Ha! In the face of historic lows in most of the reservoirs that supply S. California with drinking water, many view these modest restrictions as too little, too late. Some localities, such as Santa Cruz, are taking the crisis more seriously, with outright water rationing, bans on the filling of hot tubs, and hefty fines. State-wide water use has only declined 7.5% since last year, while Santa Cruz reports a 26% decrease (July-July) from 2013 (The Economist). http://www.economist.com/news/unitedstates/21618891-californians-find-novel-ways-cope-droughtpainting-lawn-green This morning, it is reported that the Governor of California has signed three new laws that will allow regulators to monitor and manage the use of groundwater. Here in the Northeast, we have had a relatively dry summer (albeit relatively cool) that has kept local water supply drillers busy deepening residential supply wells. Luckily, we still have the option of going deeper, Californians may not be as fortunate.

Energy

The on-going shale gas boom continues to be a hot topic in both the financial world and the energy/environment sphere.

Aside from the ongoing debate regarding fracking, the actual commercial viability of several shale-gas plays is being questioned at every level. As the talking heads on the news discuss the “US Energy Revolution” and how America will be oil Independent in [pick a number] years, it might be wise to look at the internals of the major US companies. The US Energy Information Administration released the following analysis of the cash flow of 127 major energy companies. The resultant graph shows that the gap between cash outlays and cash from operations has widened from just $18 billion in 2010 to ~$120 billion today. The gap is currently being closed by taking on a larger debt load, and by selling assets (i.e. shale gas leases).

Shell Global CEO Ben van Beurden was quoted recently, “Some of our exploration bets have simply not worked out.”

He goes on: It was bad management policy to commit close to $80 billion in capital on its North American portfolio and still lose money. Now, he said, it’s time to cut the loss and slash exploration and production investments by 20 percent for 2014. Shell’s profitability has been impacted by losses in U.S. shale basins in the Lower 48, and expects to incur substantial losses this year. So, a growing gap between income and outlays is being filled by increased debt and divestiture. If you trust that a company as large a Shell Global, with acres of office space devoted to the best and brightest in their field, knows the difference between a potentially profitable play and a loser then there is a message hidden in their actions.

Closer to home, we can listen to the CEO of Chesapeake Energy Corp, Aubrey McClendon. In a shareholder conference call, McClendon was quoted as saying, "I can assure you that buying leases for x and selling them for 5x or 10x is a lot more profitable than trying to produce gas at $5 or $6 per million cubic feet." According to Arthur Berman, a respected

energy consultant in Texas who has spent years studying the industry, Chesapeake and its lesser competitors resemble a Ponzi scheme, overhyping the promise of shale gas in an effort to recoup their huge investments in leases and drilling. Treasurer’s Report: The April 2014 Treasurer’s report for the Section and the Angelo Tagliacozzo Memorial Geologic Scholarship (ATMGS) fund were discussed. Note, the bankcard fees which were included in the April Treasurer’s report had been discussed during the January 2014 Ex Com meeting; see January 2014 meeting minutes.

Correspondence: The Section received several correspondence related to the ATMGS including three (3) new “thank you” letters from recipients of the 2013-2014 scholarship awards, and a nice response from Mrs. Rhoda Tagliacozzo and her daughter. Dennis McGrath had circulated the letters by email today (5/15/2014).

The response from Mrs. Tagliacozzo was in response to an update that Dick Young had recently provided to Rhoda on how the ATMGS has been doing. Dennis had asked Dick to update the compendium of scholarship history and thought that perhaps a new ATMGS fund drive for additional contributions was appropriate.

Old Business Newsletter Publishing Schedule/Deadlines: Based on the update provided by Dick Young, the advertising revenue for the 2014 newsletter is currently on track and consistent with past annual advertising amounts. Mike Greenman had recently provided Dick with a draft of the Holiday newsletter.

According to Dick, his review of the Holiday newsletter is underway, and that Mike intends to incorporate revisions and issue the Holiday newsletter upon Mike’s return from vacation in late May. Dick indicated that he has been vigilant and had been urging Mike to get the publication schedule which was extremely late back on track. Dick has recommended that Mike needs to be more aggressive and pursuing publishing the two overdue newsletters out to the members as quickly as possible (note: The Holiday 2013 newsletter was finally published on June 1, 2014 and the Spring 2014 newsletter remains outstanding and not yet published). Also, Curt Kramer issued the 2013 Directory of Members (DOM) electronically, and is pursuing the preparation of the 2014 DOM and hopes to have a draft of (Minutes continued on page 26) -25-

the 2014 DOM to Dick Young for review right after Memorial Day, and to publish the 2014 DOM in early June 2014. As Dick noted, the NE-AIPG newsletter has never been this delayed, and Dick has been aggressively trying to get the newsletter back on the publishing deadline schedule. Jeff Fredrick indicated that the NE Section was going to have to try and provide support and identify a new volunteer newsletter editor(s) to take over the responsibility from Mike Greenman. Jeff indicated that preparing the content for the newsletter is one of the largest responsibilities for the newsletter editor. Chris Proce asked about editor responsibilities and W. Thomas West provided him with a summary of the responsibility from past newsletter editor, Bill Prehoda. Chris indicated a willingness to work with Mike to transition the newsletter editor responsibility after the Spring 2014 newsletter had been published and distributed. .

Section Website: The Section website contains archived newsletters and also approved and finalized meeting minutes. Mike Greenman had been responsible for maintain the Section’s webpage; however, similar to the newsletter, Mike has not been managing/updating the website. Jeff Fredrick indicated that getting the website updated and finding a volunteer to manage the site is another priority for the Ex Com.

Vacant Officer Position: Jeff Frederick summarized the need for identifying new volunteers to become active in the NE -AIPG executive committee. Dennis McGrath was beginning preparation of the executive committee ballot and (Minutes continued on page 28)

would need to identify several positions that remained vacant. Jeff and Dennis both noted that they have had some discussions with several new members who have shown interest in serving on the executive committee board. 

New Business Publication Schedule: The backlog in the publication of the newsletter is discussed further, including updating the publication schedule for the 2014 newsletter.

2014 Directory of Members (DOM): Len Rexrode makes a request for at least the Directory of Members to be published in hard copy. Len indicated that he sees value for looking up members in a handy hard-copy version of the DOM, and noted that there was true value for advertisers because the hard copy of the DOM likely remains on an individual’s office desk or shelf. Dick Young noted that the switch from paper to electronic version of the DOM occurred in 2010, and Dick produced a few hard copies of 2011 DOM for a select group of members. Dick noted that the production of the DOM in hard copy is just not cost effective. Lenny requested an executive member vote for subsidizing the publication of a hard copy of the DOM, and if this idea was rejected, Lenny wanted to know if Aquifer Drilling and Testing (ADT) could produce “complimentary copies” of the DOM on behalf of ADT. In response, Dick noted that the publication costs are driven by both color printing costs, bulk mail, and that the Section was able to produce high quality and confirm (Minutes continued on page 33) -28-

distribution of the DOM by electronic distribution. In addition, Dick noted that the advertising rates had not increased in a decade and remained the same rates as what was offered in 2004. Dick agreed to complete further research into the costs for producing/ distribution the DOM in hard copy, and if reasonable, was amenable to a possible limited run of hard copy prints of the DOM for advertisers. Lenny indicated that he just wanted to have his firms’ ad in front of their “potential” clients – aka AIPG members.

Fall Meeting: Jean Neubeck indicated that she was recommending considering the New York State Museum open house for the Fall Meeting. Jean agreed to reach out to NYSCPG and HMPGA to discuss the possibility of another joint meeting.

Section Awards: Len Rexrode reminded that the NE Section has not given out the local Slayback Section award since it was last awarded to Dick Young almost a decade ago. Len indicated that there were several executive section officers and past-officers that have contributed a great deal to the Section and that the executive board should give some thought to possible recipients.  Adjournment: A motion was made, seconded and there was no further discussion; the Spring 2014 meeting adjourned at 1515 hours, followed by the Geologic Field Trip of the David Weld Sanctuary.

Treasurer’s Report: The current (through June 30th) Treasurer’s report was reviewed and discussed and anticipated line items were on or below budget including the Spring meeting. In addition, the funds associated with the Angelo Scholarship were all distributed and portfolio is continuing good performance.

Correspondence: There was a call for support of national meeting and budgeted amount of $1,000 was discussed and approved.

Old Business Vacant Office Positions: Dennis McGrath reported on the upcoming anticipated ExCom elections. There will be an open call until July 31st for nominations for the open positions. The election committee includes M. Greenman, D. McGrath and J. Neubeck.

There is anticipation that there will be three (3) AtLarge positions on the ExCom open in addition to the President and President Elect. The Ex Com acknowledged the need to find candidates to fill these open officer positions.

New Business Fall Meeting: Venues for Fall meeting were discussed and due to the recent NYS licensure bill announcement it was agreed that a meeting in Albany, NY was appropriate. J. Neubeck was following up with other organizations (NYSCPG, HMPGA, etc.) to develop a joint meeting and also evaluate the ability of the NYSCPG lobbyist to provide a summary of the bill. NYS Museum was identified as the venue for the meeting.

Publication Schedule: It was identified that the publication schedule was very far behind, but plans were made to get publication back on track and C. Proce volunteered to act as Newsletter Editor and restore schedule. M. Greenman was scheduled to finish Spring 2014 NL in July followed by Indian Summer, Holiday, and potentially special advertiser NLs for the remainder of 2014.  2014 Directory of Members: Draft DOM was underway

by Curt Kramer and publication was anticipated to occur in July/August. There was an evaluation of generating printed versions of 2014 DOM, but it was shown to be cost prohibited for the Section to fund. J. Frederick to determine if National approval would be needed for advertisers to print their own directory.

ANGELO TAGLIACOZZO MEMORIAL GEOLOGICAL SCHOLARSHIP 2013 – 2014 ACADEMIC YEAR FINAL STATUS REPORT Dennis G. McGrath, CPG Chair, Scholarship Committee This year’s scholarship committee (Sam Gowan, Dean Herrick, Len Rexrode, Craig Werle, Tom West, Bob Blauvelt, and I) completed the review and evaluation of 24 scholarship applications received in December 2013. Evaluation criteria include financial need, academic qualifications, career goals, achievements (e.g., awards, projects, publications, senior thesis, etc.), and the faculty recommendation letter. Financial need and academic qualifications were weighed more heavily than the other factors in accordance with the weighting scheme that has been used now for the past five years. The committee then convened via teleconference to discuss the overall ratings, recommend an award pool, and select the award recipients.

This was a year for setting new records! We had the highest number of applicants (24); made the highest individual award ($5,000); gave the highest number of awards (10); and had the highest award pool ($22,000). The previous highs were 23 applicants; a $4,000 individual award; seven individual awards; and a $17,000 award pool. The academic qualifications presented by the applicants were again outstanding, and many of the financial needs were compelling.

The results of the evaluations among the seven committee members were very consistent this year, and the composite results reflected that consistency. The award amount for this year was chosen after considering quality of the applicants, performance of the trust fund over the past year, and the overall financial health of the NE Section. presented the Board of Trustees with a recommendation to award a total of $22,000 to ten applicants. The Board of Trustees approved the recommendation.

Checks were mailed to each of the recipients. Each of the applicants that did not receive an award was sent an acknowledgement letter. Those that will maintain their eligibility for next year were encouraged to apply again. All applicants receive a one-year student membership in AIPG. Lastly, I want to thank each member of the scholarship committee for their time and effort evaluating the 24 applications and selecting the ten scholarship recipients.

In this issue I want to take a short look at the matter of the proper interfacing between our geological profession and the many other professions which touch or in some cases overlap our own. Examples of such professions include engineering, soil science, chemistry, biology, surveying and in some cases, law. There are some members of these other professions who seem to resent geologists working in areas that overlap their own disciplines. est problem is the failure on both sides to recognize that in some situations certain kinds of work are best carried out by cooperation between or among members of two or more different disciplines.

One complicating factor in this interaction between disciplines is the variation in legal status of various professions, a variation which is not even consistent from one state to another, or in some cases from one town to another. Engineers, architects and surveyors, for example, are almost always registered or licensed in the state in which they practice while geologists, soil scientists and chemists are much less likely to be registered of licensed, and biologists and ecologists are almost never licensed. While I do not want at this point to go into the general pros and cons of state registration, it is, nevertheless, true that in a territorial dispute between disciplines, the registered engineer has an edge over the non-registered geologist.

Not all geologists are created equal, and not all engineers are created equal. When I stated that there are some studies which might be carried out by either a geologist or a member of another profession (such as engineering), I should have mentioned that a lot depends on the background of the individual engineer. Take, for example, the area of hydrology. Groundwater hydrology is carried out primarily by geologists while surface water hydrology is traditionally the domain of the civil engineer, although it may also be practiced by some geologists, especially engineering geologists. A course in hydrology and/or in fluid mechanics is part of the background of practically every civil engineer. Does this mean that any civil engineer is qualified to do flood routing or storm water retention design? Not by a long shot. Take the case of two well qualified civil engineers that I have known for years: the first is one of the best surface water hydrologists (25 Years Ago continued on page 57) -56-

around; the other can’t calculate any water flow unless it goes through a pipe. Yet they are both registered engineers.

I once spent about forty minutes explaining a rather complicated flood routing study to one town engineer who then told me at the end “You know, I never did understand much about hydrology. I’m going to have to send this to Soil Conservation for their review.” The moral is, you can’t tell a book by it’s cover or a person’s qualifications by his or her title (or license).

professionals in three or more disciplines. Some of the most unsatisfying projects have required the same interaction.

The difference between satisfaction and frustration has hinged on the willingness of all parties to cooperate and the recognition by each that professionals of another discipline may have something of value to offer to the problem at hand. It also helps when each participant has at least some knowledge of the other fields involved. There is a saying that a little courtesy won’t kill you. When professionals of two or more different disciplines meet, this could be expanded to say that courtesy and cooperation can make everybody’s job easier.

Also in the newsletter: Editor, Russ Slayback , discussed the fact that the Northeast Section was going to host a National meeting for the first time in 1993, in Central New England. There were several criteria which the host city must meet before the Executive Board could decide on a site. At the time the Northeast Section was the fastest growing in the country and this was an opportunity to show off. Russ volunteered to chair the committee.

Newly appointed Executive Director Bill Knight visited a Northeast Section board meeting in Trenton. He discussed current issues facing geologists, which included state registration and employment in the petroleum geology sector.

Other topics of interest were international reciprocity, a consultant referral service, promotion of geology at the university level, insurance problems, legal defense funds, national exams and continuing education requirements.

The Northeast Spring meeting in 1989 was held on May 24 in Cromwell, Connecticut. At the meeting members met with earth science teachers who were invited to attend. A discussion was held on how to encourage enrollment in earth science class and to generate interest in the subject. Problems included the idea that geology did not pay well and that schools made earth science optional while biology and chemistry were required. The discussion was followed by a visit to Dinosaur State Park. At the dinner which followed, Connecticut State Geologist Hugo Thomas, who gave a presentation on his department’s progress with a Geographic Information System. The fall meeting was scheduled for New York City.

The Newsletter featured an update on New Hampshire registration. The registration was passed into law that April and although it didn’t establish registration it formed a committee to established the mechanism to expand the Board of Natural Scientists which currently included only Soil Scientists.

In NEWS OF MEMBERS George Banino was managing the environmental permitting of a major cement facility Ted Clark of DGC was working on several quarry/mining hydrological projects.

Tom Johnson of DGC was project manager for a central New York Superfund landfill project. He was also involved in groundwater remediation projects in New Jersey.

Residents living in the flow path of Hawaii's Kilauea volcano may soon have to evacuate.

Hawaiian authorities urged residents to prepare for possible evacuations within three to five days.

Lava flow from Hawaii’s Kilauea volcano has picked up speed and is quickly advancing on the remote town of Pahoa in the Puna district of the Big Island. By Saturday morning, the lava flow had crossed Apaa Street and continues to flow northeast at 10 yards per hour. The lava flow is 160-230 feet wide and is six-tenths of a mile from the town's main road, Pahoa Village Road.

It's not clear when it might reach the village road as the flow has been advancing erratically, said Matt Patrick, a geologist with the Hawaiian Volcano Observatory.

Officials were going door-to door to about 50 homes to keep residents informed of the lava's movement, said Darryl Oliveira, the director of civil defense for Hawaii County.

"This is all something we've been preparing for and hoping wouldn't have to happen," Oliveira said.

The county will issue a mandatory evacuation order if the flow begins advancing at such a rate that it would be difficult for people to move out of the way with little notice, Oliveira said.

The presence of hazardous materials - like a pile of tires or a stockpile of chemicals - in the flow's path would also trigger a mandatory evacuation order, he said.

Burning asphalt was generating some smoke, but Oliveira said the wind dispersed the fumes over unpopulated areas and it didn't pose a health risk at the moment.

Kilauea volcano has been erupting continuously since 1983.

Most lava from this eruption has flowed south. But the lava has flowed to the northeast over the past two years.

The current flow that has been threatening Pahoa began in June. It's been moving fitfully toward the town for weeks, speeding up and then slowing down.

Sporadic suspensions in the lava's movement gave emergency crews time to work on building alternate routes to town in the event the flow covers the main road and highway.

In addition to the natural features along the shore, several historic sites can be found including Fort Hancock in Sandy Hook, Fort Wadsworth in Staten Island, Floyd Bennett Field in Brooklyn and Fort Tilden on the Rockaway Peninsula in Queens. A variety of marine habitats are visible including salt marshes and dunes. Marine wildlife is plentiful. The Jamaica Bay Wildlife unit has an especially large variety of birds. Fort Tilden in Rockaway is one of the best areas in the New York area to watch hawks during the fall migration. Several fishing piers are available for the avid angler, as well as horseback riding along the shores of Jamaica Bay. Of course beaches abound in most of the units.

Dear Dennis, Just a quick note to let you know that I’m 100% with you when it comes to achieving the Section’s goal of 100% participation in support of the Scholarship Perpetual Trust Fund during 2014, the 27th Anniversary of the Scholarship! I agree with your encouragement that each and every Section Member make a contribution in accordance with their ability . . . and this is one time when I don’t want to be the odd person out! YOU

Now, I know that it could be more, . . . and you know that it could be less! But we all know that times are great (. . . or times are tough), depending upon whom we believe! That’s the way it always has been, and that’s the way it always will be, so I’m not going to delay any longer: YOU CAN COUNT ON ME IN 2014 Yes, my personal budget is tight, but I figure that, somehow, I can set aside $1 each day/week this year to give back to the profession that has given me so much.
