or those who haven’t farmed or grew up on a farm, it’s hard to explain the impact of farm stress on an individual and family.

There are a thousand things to worry about: uncertainty of weather and markets, input costs, yields, livestock, operating loans, etc. Most of those factors are beyond a farmer’s or rancher’s control and are amplified in bad economic times.

Believe it or not, it’s often hard to identify the level of stress that exists in our own family members or neighbors. Please keep reaching out to one another. Talk, listen, and don’t be afraid to seek professional help, if needed (below).

Stress can be very debilitating, both physically and mentally. It’s important that farm families seek and have access to mental health services.

I want you to know that your Farmers Union family is here for you. We’re working on several initiatives to help ease the farm crisis and bring greater profitability to farming and ranching – the

priority being a new farm bill.

We have a legislative fight looming in that regard. The White House recently released a proposed fiscal year budget for 2019 that will severely cut programs rural America relies on, including $48.6 billion from farm programs.

It’s important that we pass a farm bill as soon as possible. Farmers Union members will be working hard to do so and by the time this column goes to print, a group of members will have returned from lobbying in Washington, D.C. Congress needs to pass a farm bill soon, one that supports family farm agriculture.

As many farms get larger and the landscape of rural America changes, isolation has increased among farm families, said National Farmers Union President Roger Johnson.

Johnson, a farmer from Turtle Lake and former North Dakota Agriculture Commissioner, said that’s led to fewer families asking for help, both financially and emotionally.

“Before, they may have gathered at the local coffee shop, and now the coffee shop may be gone,” Johnson said. “There’s a lot of social isolation in agriculture we need to be aware of, and a lot of stigma associated with failure on the farm.”

Johnson was one of two keynote speakers at the two-day Life Beyond Breaking Even: Farm Economic Summit 2018, held at the Energy Center at Bismarck State College. The event was hosted

by North Dakota Farmers Union and North Dakota State University Extension Service.

Sixty percent of rural Americans live in a mental health professional shortage area, Johnson said.

During the economic struggles of the 1980s, mental health received much attention in rural America, he said. However, that hasn’t shown to be the case in these times of low commodity prices.

“It hasn’t shown up yet in the poor farm economy,” Johnson said. “Maybe folks can get help on the internet, but that doesn’t strike me as the best way to have a one-on-one conversation.”

Johnson emphasized the compounded problems that occur when a farm fails.

“Having a job and losing a job, and having a farm and losing a farm are dramatically different,” he said. “When the farm is lost, the home is almost always lost. That difference is very real. It’s important to keep that in context.”

spoke about the importance of reducing barriers to getting help.

“Concerns about the family’s reputation, lack of understanding services and how they work, lack of money or insurance, the notion that one must bear one’s own problems, and the fear of being perceived as mentally ill — educate your family and community that it is OK to seek help,” Peterson said. “It’s not a sign of weakness.”

Peterson also had a message for those hoping to help farm and ranch families with their problems.

“Researchers say ag background or experience is essential to communicate with farm and ranch families,” he said. “You have to let them know you understand a little about their culture and situation.”

The conference also featured four farm panels on the economy, financials, stress and outlook.

Ryan Larson of Utah State Extension cautioned farmers about their cash situations.

“Liquidity is really stressed right now, but at least we have strong equity in the land,” he said.

“Some may sacrifice some of that solvency to boost liquidity. Don’t weaken the balance sheet just to boost liquidity.”

David Ripplinger of NDSU Extension was part of a panel on farm financials and alternatives. He said in times of hardship, farmers need to sit down and pay close attention to their books.

“Farmers love to grow crops and raise livestock, and they don’t love to do financials,” he said.

“They generally let that go, and in good years, they can do that. You’re not able to do that anymore.”

The third panel was on farm stress and featured mental health professionals as well as NDFU District 2 Director Jim Teigen and Ward County Farmers Union President Bob Finken.

Monica McConkey of Prairie St. John’s said farmers and ranchers seem to be great about helping each other out in many other situations, but not mental illness.

“We often see a community coming together to help get the harvest in, but I’m not sure if that’s ever happened for a farmer who had to be away for substance abuse treatment or if he had to be hospitalized for a suicide attempt,” she said.

“People generally stay away and don’t talk about it. And there’s a stigma attached to that family, and it even affects the kids.”

She asked all farmers and ranchers to keep an eye on their neighbors for warning signs.

“It could be a change in baseline behaviors, giving things away, the farm falling in disrepair, making statements of hopelessness — any of those red flags,” McConkey said. “We’re talking about life and death in a lot of these situations. It is scary.”

The final panel discussed a general farm outlook for the coming year. Frayne Olson of NDSU Extension said he believes the new pattern in the markets is to see short spikes in prices, which he calls the “heartbeat model” because of its similarity to a heart monitor in a hospital.

“There will be periods in which markets skyrocket, but inevitably come down to earth,” Olson said. “We don’t know when these happen. If it does happen, be prepared and don’t expect it to last for a long time.” ndfu.org • March 2018

armers Union Mutual Insurance Company of ND (ND) and Farmers Union Mutual Insurance Company of Arkansas (AR) are proud to announce their recent affiliation. The two companies have been in talks for the past several months and have decided to join forces for the betterment of both companies.

FUMIC ND was founded in 1944 for the purpose of providing market-leading insurance products to members of North Dakota Farmers Union, with a specialty niche for farmers and ranchers. FUMIC AR was founded in 1934 to provide affordable fire and extended coverage insurance to members of Arkansas Farmers Union.

The combined entities will report over $70 million in combined premium. We believe that our separate strengths in different markets and geographic locations will help us be more effective.

We believe that together we are better. While both the ND and AR legal entities will remain separate, they will eventually share products, services and people. How exactly does this work? The affiliation will be controlled by three agreements: an Affiliation Agreement, a Cost Sharing and Management Agreement, and a Reinsurance Pooling Agreement.

The affiliation process has already begun and will continue over the foreseeable future.

Transition teams comprised of both ND and AR management will help lead the process by determining strengths and weaknesses of both companies’ processes and determining the best course of action to create and implement the most effective products and deliver exceptional customer service.

MERGER VS. AFFILIATION

Hearing that two companies will soon work together to create an affiliation, management services and reinsurance agreements may leave you assuming they are becoming one company. It is important to understand the differences between a merger and an affiliation in order to fully understand how ND and AR will interact together going forward.

The fundamental difference is the number of 6

legal entities that will exist. A merger turns two companies into one single surviving entity. ND and AR will continue to exist as two separate legal entities during the entirety of their affiliation. Two board of directors will continue to exist. The boards will have the same members in order to create more consistency between the two companies.

• Affiliation Agreement. This agreement sets the legal terms of the affiliation in macro terms.

The companies will continue to have separate boards of directors, but the management team will be comprised of the same set of people, with ND CEO Mark Anderson overseeing both companies.

Current AR president, Mike Bush, will serve as AR chief operating officer.

• Cost Sharing and Management Agreement.

This agreement allows for the combination of certain operations and creates a single management team. We expect a unified management to create a better cohesion between the two companies and cost savings. Over time, ND and AR will be able to utilize each other’s strengths to better suit customer needs.

ARKANSAS

• Reinsurance Pooling Agreement. Prior to the affiliation, ND and AR each had separate reinsurance programs in place. Both programs will be modified and the affiliated entities will execute a single “pooled” reinsurance program. We will continue to rely on “A” rated reinsurers.

APPROVAL PROCESS

The changes occurring in the affiliation required approval from both the Arkansas Insurance Department and the North Dakota Insurance Department. Both departments have provided their approval of the agreements. We worked closely with both departments throughout the process, and deeply appreciate their professionalism and attention. Going forward, the companies will continue to report to and engage with both states’ insurance departments.

The policyholders of FUMIC AR also approved the affiliation in a special meeting held last fall.

A.M. BEST RATING

Prior to the affiliation, ND had been assigned a

financial strength rating of “A (Excellent)” with a stable outlook. AR had no rating. In the months leading up to the affiliation, A.M. Best met to discuss the rating impact to ND and determined that, based on the affiliation scenario described above and provided to them, there is no negative rating impact on ND. Now that the affiliation has closed successfully, A.M. Best will meet again to analyze the potential of a pooled rating to the affiliated companies. ND and AR anticipate a single rating of “A (Excellent)” with a stable outlook to be assigned the affiliated companies.

FUI acquires naming rights to Northwood hockey arena

A vibrant hockey community in Northwood is doing its best to make sure hockey stays affordable for its kids, and Farmers Union Insurance is part of that mission.

FUI recently bought the naming rights to the hockey arena in Northwood. Farmers Union Arena is only four years old, and the president of the booster club for Northwood Ice Storm Hockey, Bryan Brenden, said it was a logical step in keeping it affordable for families.

“We want to keep our costs as low as possible,” Brenden said. “When you charge $50 for a whole season ages 4-6 and also give them all of their equipment, it’s a big deal. That’s why we do sponsorships.”

It’s a no-brainer for FUI, said Kevin Ressler, sales and marketing manager.

“This sponsorship fits perfectly with our ‘Simply Different’ brand,” Ressler said. “It doubles down on our belief of supporting rural communities and the folks who live there. Because this facility is important to the community of 8

Northwood, it’s important to us.”

Brenden said the arena has allowed the hockey club to grow, with kids from surrounding communities also taking part.

“We’ve embraced hockey as a community, but there’s still room to grow,” Brenden said. “The rink is a block away from the school, and it’s open every day after school. They can go and skate every day. Passion and availability of ice — that’s what really solidifies the program.”

Brenden was appreciative of FUI for its commitment to rural communities.

“The Northwood Ice Storm Hockey Board would like to sincerely thank Farmers Union Insurance for partnering with us and helping us keep hockey a low-cost option for kids in Northwood and the surrounding areas,” he said.

“It definitely helps us achieve that.”

Ressler said supporting rural communities is part of FUI’s mission.

“I hope we can continue our commitment in the future,” Ressler said, “because that’s what really separates us from other insurance companies.

Most major brands have left small towns and pulled their agents. We’ve actually increased the number of agencies we have in small towns to serve the population that meets our mission.”

The support for Northwood’s hockey arena is only one of numerous sports-affiliated sponsorships that FUI prides itself on. FUI is also the premier sponsor of the North Dakota High School Activities Association, and the BEK Broadcasting Network which televises high school athletic competitions throughout North Dakota.

FUI also has the naming rights to an expansion rink, the Farmers Union Insurance Center, attached to the Scheels Arena in Fargo, where the Fargo Force of the United States Hockey League plays.

The company sponsors numerous other sports organizations and activities. 2018 Farm Bill

Nutrition The United States farm bill, as one would expect, addresses agricultural issues such as research, conservation, and crop insurance. Some would be surprised, however, to learn that critical nutrition programs are also included in the farm bill. In fact, the 2014 Farm Bill allocated $756 billion in spending over 10 years on nutrition programs, claiming the largest fiscal component of the legislation. The bulk of this money is dedicated to one program: the Supplemental Nutrition Assistance Program (SNAP), once known as food stamps. For more than 50 years, SNAP has served as the nation’s primary nutritional safety net, allowing families to meet one of their most basic needs – access to food.

Facts and Statistics about SNAP ~ The average individual SNAP participant receives $125.99 in benefits monthly, while the average household receives $254.38.

That comes out to about $1.40 per meal. ~ SNAP participation nationally was highest among households in rural counties, where 16 percent of households participate, compared to 13 percent of households in metro counties. ~ The number of people participating in SNAP has declined by more than 4 million people, or 9 percent, since December 2012, reflecting the program’s responsiveness to an improving economy. ~ Seventy-nine percent of adults receiving SNAP are either working, looking for work, or cannot work due to a disability. Many others are full-time caretakers for children or relatives with disabilities. ~ Able-bodied adults without dependents can only receive SNAP for 3 months in 3 years if they do not meet work requirements. ~ Fraud is extremely uncommon - at just 1.3 percent money lost to underground trafficking, SNAP continues to have one of the lowest fraud rates for federal programs.

Nutrition in the Farm Bill We need strong nutrition programs to provide a safety net against hunger. Congress can do this if they:

Maintain a unified farm bill. Food and farm programs go hand-in-hand, and should continue to be included in the same comprehensive legislation.

AIR AMBULANCE PROTECTIONS PUT IN PLACE BY LEGISLATURE

Because of a law passed by the state legislature in 2017, North Dakotans will have some protection against expensive bills from out-of-network air ambulances.

North Dakota Insurance Commissioner Jon Godfread wants consumers to be aware of the new law, which went into effect Jan. 1 and is “designed to protect consumers from massive, unexpected air ambulance bills.”

When out-of-network air ambulances are required, the billing is often split between the patient and provider. Over a four-year span starting in 2013, the North Dakota Insurance Department received 34 complaints totaling $1.86 million in charges for air ambulance services, according to a press release issued by the department. The average cost was $54,705 per ride with billing amounts as high as $66,000.

The law passed by legislators requires every health insurance plan in North Dakota to have protection for North Dakotans. The insurance department is asking that consumers — before paying any bills to an air ambulance company — reach out to their insurance company or to the 14

“Historically, these flights have often been followed by life-altering bills regardless of whether the patient has health insurance,” Godfread said in a press release. “Many consumers we’ve heard from did not have the option or ability to choose their provider because of the circumstances. Instead, a third party chose their air ambulance service and now the consumer, through no fault of their own, is left facing bankruptcy. The department has worked tirelessly during the last two legislative sessions to protect our consumers from this outrageous practice. This hard work has finally come to fruition through our ability to regulate how insurance companies pay claims.”

The department also said air ambulances that transport from hospital to hospital are also common, and state law requires hospitals to notify patients of their contracted air ambulance services in all non-emergency situations. Former board member passes Carl Vernon Bloomquist, 88, died as the result of complications from Parkinson’s disease Jan. 27 at Heartland Care Center in Devils Lake.

He was an active advocate for family farms and often went to Bismarck and Washington, D.C., to advance the interests of family farms.

Carl was active in North Dakota Farmers Union, serving as Ramsey County president and as a district director on the state board for eight years.

He is survived by his wife of 62 years, Alta (Lindaas) Bloomquist as well as his son Rudi and his family.

GRASSROOTS HOW TO FORM A FARMERS UNION LOCAL

North Dakota Farmers Union’s grassroots organizational structure consists of local organizations, county organizations, and the state organization.

Five or more regular members (active or retired farmers or ranchers) may organize a local union.

Once the members elect officers and a board of directors and meet other bylaw requirements, the county organization issues a charter. Once formed, anyone – regular members or non-farm folks called associate members – can join. All locals must hold member activities as well, with specific requirements set by the Board of Governors.

There are two types of locals: a traditional local formed within the boundaries of a county or a community local.

Regular members forming a community local can organize it around a community or a specific area of interest, such as a local co-op, a Farmers Union Insurance agency, or camp alumni.

To form a community local, the founding members must designate a home county to issue the charter. In addition to bylaws and activity requirements, community locals must also meet additional requirements established by the Board of Governors, such as in-person education about NDFU, before the charter is granted. Once chartered, the president of the local will become a member of the Board of Governors with one vote.

Any local union currently in good standing that expresses a desire to their county to reestablish as a community local can do so once requirements have been met.

NFU, states seek to promote farm bill A fter a three-day meeting in San Diego, the NFU Board of Directors passed a resolution outlining its requirements for a farm bill that family farmers and ranchers can support. In particular, the resolution called on Congress to increase funding for farm programs in the farm bill and pass the legislation as soon as possible.

The requirements are broken into 14 recommendations that Congress should follow to provide a sufficient farm safety net, support rural communities, protect natural resources, improve beginning farmers’ and ranchers’ opportunities for success, and ensure the nation’s most vulnerable people have enough to eat.

Additionally, NFU emphasized the need to address the harsh economic conditions in farming communities. It is critical that Congress increases funding in order to provide strong support for family farmers, rural communities, and consumers alike.

In order to raise awareness for the importance of the farm bill and to generate support for its passage in 2018, NFU and state Farmers Union divisions launched a comprehensive farm bill campaign, which includes social media outreach, a Change.Org petition, and new website, 2018FarmBill.org. The website houses a video featuring several Farmers Union members of various operation types and sizes explaining why the farm bill is important to them and their communities, as well as three short animated videos explaining what the farm bill is, Farmers Union’s ideal farm bill, and how to advocate for the farm bill.

BUDGET PROPOSAL GUTS USDA, FARM SAFETY NET PROGRAMS In mid-February, President Donald Trump unveiled his budget proposal for fiscal year (FY) 2019.

Over the next decade, the $4.4 trillion budget would severely cut many programs on which family farmers and ranchers and rural Americans rely, including $48.6 billion from farm bill programs, $3.7 billion from the U.S. Department of Agriculture (USDA), $213 billion from the Supplemental Nutrition Program (SNAP), $554 18

billion from Medicare, and $250 billion from Medicaid.

Though the cuts add up to $3 trillion, they still aren’t enough to offset the already hefty national debt, which currently stands at more than $20 trillion. On top of that, Congress recently tacked on an additional $1.5 trillion in tax cuts and $300 billion in deficit spending to future budgets, and the president’s proposed budget would add $7 trillion to the national debt over the next 10 years.

Though the budget is not expected to be passed

by Congress in anywhere close to its current form, if it were, the implications for family farmers and ranchers, rural communities, and American consumers could be serious. It would entirely eliminate a number of programs important to food producers and rural communities, including the Livestock Forage Program, the Conservation Stewardship Program, the Regional Conservation Partnership Program, the Rural Business Cooperative Program, and Rural Water and Wastewater Grants. It would also lower the average premium subsidy for crop insurance from 62 percent to 48 percent.

The proposal was a particularly bitter pill to swallow as it came just days after the USDA Economic Research Service (ERS) projected net farm income to decrease $4.3 billion in 2018, marking the fifth year in a row of decline.

INFRASTRUCTURE PLAN HAS $50 BILLION FOR RURAL AMERICA

On the same day it released its budget blueprint, the White House also distributed its principles to rebuild America’s long-neglected infrastructure.

The $1.5 trillion plan allocates $200 billion in federal investment to improve American roads, bridges, rails, locks and dams, water and waste systems, and broadband, $50 billion of which is earmarkewd for rural projects. The remaining $1.5 trillion is expected to come from state and local governments and private entities.

National Farmers Union was encouraged that the plan took steps to address rural infrastructure needs ­­– of which there are many – but it’s a drop in the bucket compared to the total costs of necessary repairs, updates and improvements.

By some estimates, national infrastructure needs approach $3.6 trillion, largely due to deferred maintenance.
