FARMERS NEED INCREASED DEMAND

I

am writing this message from Washington, D.C., while on the NFU fly-in. I hope as you read this that we have a farm bill that is passed or nearly passed, as it is essential when we face ridiculously low commodity prices. I also hope that we have solved the trade disputes that are devastating our prices.

This fly-in and trip to D.C. have been very telling. It is the reason that your organization is so important for representing you as we debate the future of agriculture in the United States.

I say the future of agriculture because we, as a nation, continue to misunderstand the value of food and the value of family farm and ranch agriculture. Our current administration and many in Congress continue to work toward goals that suggest we can simply create demand by lowering commodity prices that destroy other farmers in other countries and their ability to produce, and somehow we will eventually win. This methodology has never worked and only continues the decline of our system of agriculture in the U.S. No country wants to rely on another to provide subsistence, such as food, for any period of time.

Following a speech by Gregg Doud, U.S. chief agriculture trade negotiator, we challenged what a win would look like from a farmer perspective in the trade war with China. The response seemed only to be “market access,” not greater demand and higher prices than what we received prior to the talk of this administration’s trade strategy.

While market access and trade are very important, it is essential they are used to raise the price of our commodities. An additional market below our cost of production is not sustainable.

True demand only comes from increased usage of a commodity. Simply displacing markets with

lower-priced commodities only shifts world supplies. The concept of pricing to the lowest common denominator is the reason we continue to see family farm and ranch numbers drop.

Can we truly get this administration and Congress to understand that farmers and ranchers want better prices? They have the tools to make this happen. Increase the usage of renewable fuels, feed the 1 billion chronically hungry people in the world, manage supply to meet demand as nearly every other business does, and disrupt the concentration and monopolistic practices in transportation and farm and ranch inputs.

True demand is the solution. If we could get our government to use these tools, we could lower the cost of the farm bill. We could increase the support levels in the farm bill to reflect cost of production.

We could maintain a surplus of food to meet the needs of both a growing world population and renewable fuels. We could keep our agricultural system of family farms and ranches that provide us with the most inexpensive food in the world.

Do understand this is a choice that is being made, it is not market forces at play. Every day our government chooses to either ignore demand creating opportunities, another series of family farms will leave the land. All citizens should be concerned about this trend and stand up for the family farms and ranches that provide them with food.

THE FIGHT FOR NDFU TAKES NEARLY 100 TO D.C. TO LOBBY CONGRESS ON FARM BILL, TRADE AND THE RENEWABLE FUEL STANDARD

From Sept. 11-14, North Dakota Farmers Union led a group of nearly 100 farmers and ranchers to Washington, D.C., to convince lawmakers to get to work on the farm bill, fix trade issues and protect the Renewable Fuel Standard.

NDFU President Mark Watne called the fly-in a success. It was the largest National Farmers Union fly-in in recent memory, as over 350 from across the nation lobbied legislators.

“NDFU is proud we were able to send 100 individuals to fight for what is right for agriculture in the farm bill and trade,” he said.

“This fly-in is only the start of our efforts to make noise about the seriousness of the crisis facing family farms.”

As a first-time fly-in participant, Lori Blocker of Ashley said the members of

Congress she lobbied were receptive.

“I felt some of them really are worried, and they had concerns about the issues we, as North Dakotans, also have issues with,” Blocker said.

On Sept. 12, NDFU listened to presentations from the USDA including Secretary of Agriculture Sonny Perdue. Chief Agriculture Negotiator Gregg Doud also spoke about trade issues.

Stutsman County Farmers Union President Mike Huebner said he didn’t come away from the meeting at USDA with a good feeling.

“The biggest surprise (on the fly-in) was listening to USDA and their attitude that everything was really good,” he said. “They didn’t seem to have a grasp on how bad it is on the farm.”

After lunch, NDFU members listened to eight members of

Congress including Senators Heidi Heitkamp and John Hoeven of North Dakota, Chuck Grassley of Iowa and Joe Donnelly of Indiana.

Heitkamp said issues with the farm bill and trade need to be solved before it gets any worse.

“There’s a crisis in the making for many North Dakota farmers, and they deserve better than being treated like collateral damage in the administration’s trade war,” she said. “Amid ongoing trade uncertainty, farmers and ranchers need a strong, bipartisan bill that protects crop insurance, gives growers much-needed predictability, and expands — not shrinks — their access to global markets.”

NFU President Roger Johnson – a former agriculture commissioner in North Dakota – echoed Heitkamp’s statements.

FARMERS are in the midst of the worst decline in the farm economy in decades, and they want to see action from their federal representatives,” Johnson said. “It is critical right now for family farm agriculture to have the support of Congress and the administration. And that support can come through immediate passage of the farm bill and movement on a longterm, legislative solution that protects family farmers from the significant damage occurring to our trade markets.”

On Sept. 13, fly-in participants spread out to ensure that all 535 congressional offices were visited.

Huebner, for example, was part of a group of four that had a sit-down visit with legislative liaison Sarah Hanson. She works for Rep. Charlie Christ, a former Florida governor who represents the St. PetersburgClearwater area in the House of Representatives.

“They seemed concerned about our issues,” Huebner said. “I

thought it would be a little more intimidating, but it wasn’t so bad.”

For NDFU, the final day of the fly-in was all about the board of governors. Staff informed the board of governors about the progress of NDFU projects, and the board took a vote on NDFU’s stances on the four initiated measures in the upcoming election.

Trevor Hokana, a young farmer from Ellendale, said he was proud to be part of an historic

fly-in.

“It was great to get out here and see government in action,” he said. “It’s great to see people in North Dakota actively engaged. I’m glad to see we can make a big presence here and people do listen and that government does still work.

“There was quite a presence with 100 people. When you look across the room and see that amount of people, it makes that much more of an impact.”

NDFU PREVAILS IN LAWSUIT

Judge hands down decision, leaving almost all of corporate farming law intact (JAMESTOWN, N.D.) — North Dakota Farmers Union has won a lawsuit to uphold the state’s corporate farming law.

Judge Daniel L. Hovland of the U.S. District Court for North Dakota handed down a decision Friday to preserve the Depression-era law, saying “the purpose of enacting the family farm exception was to help keep family farms viable.” North Dakota Farm Bureau had filed the lawsuit in June of 2016.

The decision allows the North Dakota attorney general to continue to enforce the law as it has been doing – allowing only family farmers, ranchers and corporations or LLCs owned by families to farm in North Dakota. The state of North Dakota defended the law, and NDFU and the Dakota Resource Council were allowed to intervene.

“We are proud to be on the right side of history again,” said NDFU President Mark Watne. “Family farmers and ranchers are both the legacy of our state and the future. We know the great majority of North Dakotans throughout our history and today agree that corporate farming is not right for our communities, our food system, or our state. The court’s ruling today reinforces the purpose of the law: to keep farming and farmland in the hands of family farmers.”

In 2015, North Dakota legislators passed a hog and dairy exemption to the law. NDFU responded by referring the law to a public vote, collecting over 21,000 signatures. In 2016, voters overwhelmingly cast their ballots to reject the changes made by legislators with almost 76 percent of the vote. Farm Bureau filed the lawsuit in federal court in June of 2016, calling the law “unconstitutional.”

A small portion of the law will have to be changed, however.

Hovland found that particular language in the law could be read to allow the state to unconstitutionally discriminate against out-of-state family farm corporations.

But instead of striking the entire law and allowing any corporate farm in, he remedied that issue by ordering the attorney general to permanently enforce the law in the same manner against both in-state and out-of-state farm family corporations, as it is currently doing. By doing so, the law is preserved.

MINOT ­— The world of agronomy is filled with peaks and valleys, and when planting is finished, it slows way down.

But when the growing season is in full swing, farmers need fertilizer. They line up with semis, hoping it’s a quick process.

“It’s fast-paced, and you need to be prepared for change,” said Dan Sem, who is general manager of Dakota Agronomy Partners in Minot. “You need to be prepared for larger farmers coming in.

They need to be reassured that you can take care of their needs from start to finish. It’s not singleaxel trucks anymore — it’s semis.

Dakota Agronomy Partners (DAP) has been just that — a partnership among three co-ops that continues to serve western North Dakota. October is Co-op Month, and CHS SunPrairie, Border Ag and Energy, and Enerbase Cooperative Resources form the trio of co-ops that lead this successful business.

“The velocity you need to have in business today — you need to get it to the farm faster,” Sem said. “With the equipment they have and the speed they can farm now, you have to be able to get it to them.”

ownership percentages. However, they were still using their own agronomy services to serve their regions, while DAP did much of the Minot area.

That changed in September, when DAP announced it would take on all of the agronomy business from its three cooperative owners, effectively doubling the size of DAP. “Megaplants” in Minot, Bowbells and Bottineau will take care of farmers’ fertilizer needs, Sem said.

“Previously, they had their own agronomy divisions outside of DAP,” Sem said. “I think the economic times have said it’s time for this.”

Sem said customers shouldn’t be concerned about DAP getting bigger and losing touch with its roots as it’s still governed by

three successful co-ops. He asks customers to put them to the test.

“If we’re performing and bringing you new things, and we’re bringing it to you faster, that’s what you want,” Sem said. “You can’t do it by just hiring more people. You need the hard assets — plants and more equipment. If farmers say we need to be better, then we need to be a size that’s better for those farmers because they’re getting to be too fast for us. We need more resources to be able to pull from.”

The merger of all agronomy services means they’ll take on those employees and retain the option to move them around if needed.

“They’ll mostly stay in their area, because agronomy is a high user of human resources,” he said. “We do have some

employees we’ll share with energy and grain. Right now, I’m in charge of melding together three different cultures. They’re not vastly different, but they’re different. That takes a lot of time.

(Those employees) can see we’re performing, but they’ve also been performing. We’re not trying to take anything away from them, but we want to find common ground.”

Sem said he’s looking forward to serving members with even more resources at his disposal.

“The bigger you get, people tend to have a negative connotation with that,” he said.

“I still think it’s about how you operate in your individual area.

No matter how big you are, I don’t think you’ll see the co-ops lose sight of the grower being most important.”

U.S. SENATE HEIDI HEITKAMP Dem-NPL (incumbent)

China’s imposed tariffs on the US could prove to be a devastating situation for North Dakota’s $1.4 billion in soybeans that are exported to that country on an annual basis. Please explain your position on our current trade war with China, and any solutions in addition to the trade relief package you may have to lessen the burden of North Dakota family farmers.

HEITKAMP: I have been against this trade war and the use of tariffs from the beginning. This trade war should not be fought on the backs of North Dakota’s agriculture producers. That is why I introduced the Assistance for Farmers Harmed by Tariffs on Exports Act, S. 3258. This bill takes money collected from the tariffs imposed on imported goods and directs the U.S. Secretary of Agriculture to use those funds in trade promotion programs like the Market Access Program and the Foreign Market Development program.

CRAMER: To say China isn’t living up to their trade obligations is a serious understatement. In 2015 alone, China subsidized their corn, wheat and rice farmers to the tune of $100 billion above what they agreed to when entering the World Trade Organization – enough to fund all farm policy in the United States for one and one half farm bills. It is this and other gross violations which has compelled the president to act. Levying tariffs is not my recommended approach to obtain free, fair and reciprocal trade with China, especially if not combined with similar efforts by our allies. The perishable nature of soybeans and all of our commodities and the design of our transportation sector to deliver them to market are just a few factors which exponentially weigh upon our producers’ balance sheets when normal commerce is disrupted – leaving little room for error. I don’t presume this to be common knowledge – with this or any administration. Therefore, when the President’s intentions toward correcting our trade disparities with China began in earnest this spring, I immediately advised him to utilize his powers under the Commodity Credit Corporation to help lessen the vulnerable position we are now in. Of course, our farmers want trade, not aid – their patriotism should not be taken for granted. Now, as always, we need to reauthorize a strong farm bill, something I am hopeful we and my Senate colleagues will be able to deliver. And, if aid above the $1.65/bushel for soybeans continues to be required, all parts of it should be determined in the most transparent process possible, something I know Secretary Perdue has committed to improve upon. With differences and new trade opportunities between the United States and our allies moving towards constructive resolution, it is my hope our combined efforts will soon produce an equitable trading relationship with China. The fact our producers are so able to compete under the present environment only adds to the potential such a future will mean to our present and future farmers and ranchers.

KEVIN CRAMER Republican

North Dakota Farmers Union believes that our national farm policy must ensure that control of agriculture is vested with the family farm and reverse the decline in the number of family farms. What parts of the farm bill do you believe are working and what parts should be improved upon or removed?

HEITKAMP: The Senate version of the farm bill, passed in June, included provisions I wrote that included a fix to the ARC-County program. Additionally, it included funding and reformed programs to help young people begin or maintain their farm or ranch and improved access to farm insurance for certain groups of individuals. Among other things, I will fight to keep these provisions in the farm bill during conference committee.

CRAMER: 2017 was a great legislative year for our producers. The Taxpayers and Jobs Act, along with lowering all rates, provided full and immediate expensing of capital improvements for five years, expanded and made permanent section 179 expensing up to $1 million in assets while concurrently raising the annual phase out limit to $2.5 million, preserved full interest deductibility for producers with gross receipts of $25 million or less, doubled the current estate tax exemption, preserved cash accounting, and eliminated Obamacare’s individual mandate. In addition, tax reform provided a 20 percent deduction on qualified business income for all pass through businesses. Our producers need an equally good farm bill. For starters, crop insurance works. It should not be punished for its success. Regarding the commodity title – farmers in Logan, LaMoure, Steele and other counties in North Dakota are more than aware of the problems associated with determining yield data with the Agricultural Risk Coverage program. Thankfully, the House version of the farm bill includes my bill which prioritizes data from the Risk Management Agency.

With the Senate containing a similar fix, I think there is good hope that this issue will be resolved. Enjoyment of property is as fundamental to American exceptionalism as an independent judicial system. And the United States Department of Agriculture, first and foremost, is only as strong as its partnership with the farmers and ranchers they serve. Unfortunately, since 1985, our producers are subject to the significant yoke that is Swampbuster.

If one thing could be removed from the farm bill, it would be this toxic provision. However, until that time, I appreciate Chairman Conaway including my minimal effects language in the House farm bill – requiring the USDA to adhere to the legislative intent of 1985 by finally publishing rules which exempt minimal wetlands from enforcement, concurrently requiring them to undergo this analysis before levying allegations against our producers.

Hopefully common sense measures like this can start moving the needle back in the direction of the producer.

ARMSTRONG: U.S. farmers and ranchers have been cheated for decades on trade. We are a commodity-based economy, and we need to have free and fair trade for North Dakota to be successful. This is an issue that D.C. has overlooked and ignored for more than 25 years while our farmers and ranchers have expressed serious concerns about bad trade deals. I have, however, made it clear from the start that this cannot be an extended trade war that hurts our farmers and ranchers. The stakes in this are incredibly high for North Dakota, and I will have no issues putting pressure on the White House and making sure the administration understands how high the stakes are. Farmers want trade and not aid. The aid package put together by USDA does not do enough. I will press the administration to ensure that corn and wheat farmers are fairly treated. A one-cent per bushel relief package for corn is not enough. At the end of the day, we don’t have the chance to renegotiate trade deals often, and we need to stand up for our farmers and ranchers who have tolerated decades of bad deals and use this opportunity to ensure free and fair trade now and for future generations. I don’t agree that tariffs are a good strategy, but we’re here and we have to make progress for our farmers.

SCHNEIDER: I have consistently opposed the administration’s trade and tariff policies because I see them for what they are: A threat to family farmers in North Dakota. The best solution is for the administration to re-calibrate its trade policies and instead work with our allies on trade enforcement actions against rule breakers like China. In the near term, family farmers who have been harmed by the trade war should be made eligible for Trade Adjustment Assistance. Moving forward, Congress should re-assert itself on trade and demand an up or down vote before this administration or any future administration puts tariffs in place based on alleged national security grounds.

North Dakota Farmers Union believes that our national farm policy must ensure that control of agriculture is vested with the family farm and reverse the decline in the number of family farms. What parts of the farm bill do you believe are working and what parts should be improved upon or removed?

ARMSTRONG: We have the highest quality, lowest cost food in the world. Much of that comes from North Dakota. But, we can’t control commodity prices and we can’t control the weather. What we can do is ensure the federal government is creating those safety net programs for our farmers and ranchers. We need a five-year farm bill and we need certainty that could be the difference between being able to plant again next year or having to foreclose. It’s unfortunate that a lot of other programs get caught up in the farm bill and some are programs I don’t agree with. Despite this, I would support either the Senate farm bill or the House farm bill because the programs in there are just so important to our family farmers. I understand not everything is perfect but know what needs to pass to secure our livelihood in North Dakota. I support efforts in the recent farm bills to move away from direct payments and allow our producers to insure for potential losses, just like other businesses are able to do.

Crop insurance is working, and I believe we must protect and even improve levels of crop insurance funding.

SCHNEIDER: I believe the commodity programs title (Title I) should be strengthened to guard against sustained low prices, especially considering the effect that the ongoing trade war has had on markets. While the crop insurance title (Title XI) has been beneficial to producers facing weather-related disasters, steps should be taken to make this coverage more comprehensive and more affordable. I strongly believe the nutrition title (Title IV) should continue to be part of the farm bill going forward as this is critical to maintaining the urban-rural coalition that is so important to farm bill passage in a body dominated by urban lawmakers.

In recent years, the idea of allowing corporations to farm in the state has been an issue. NDFU believes that allowing corporate farming in North Dakota would hurt family farmers’ operations and the community that they live in. What is your position on corporate farming?

HEITKAMP: I have been a strong advocate for beginning and new farmers during my time in the Senate.

I fought for provisions that were included in the senatepassed version of the farm bill that would assist new and beginning farmers. Supporting the next generation of farmers is critical to North Dakota’s economy and I would not support anything that would put that at risk. I have led efforts on an amendment to make clear the Congress intends for states to regulate the ownership of farmland and who can engage in farming by making sure the dormant commerce clause can not be used to preempt the rights and actions of states.

CRAMER: North Dakota’s law is acceptable to me as long as it is constitutional and the voters support it.

Ethanol has been a vital “value-added” industry for North Dakota’s family farmer; it has added more than $300 million annually to North Dakota’s economy and $42.4 billion to the U.S. Gross Domestic Product. How will you work to ensure that the EPA follows biofuel levels as set in current statute, and that ethanol’s demand does not continue to stay static?

HEITKAMP: I have long been a proponent of an allof-the-above energy plan, including the increased use of biofuels. In past years, when the EPA has failed to set its biofuel levels on time, I have been a vocal critic and encouraged them to set these levels as obligated under law. I will continue to do so in the future.

CRAMER: North Dakota corn ethanol producers stepped up when Congress enacted the Renewable Fuel Standard in 2005 and again in 2007 to deliver cost competitive transportation fuel. As a nation we’ve seen production and consumption of fuel ethanol increase over North Dakota has long been a champion of family farms. In recent years, the idea of allowing corporations to farm in the state has been an issue. NDFU believes that allowing corporate farming in North Dakota would hurt family farmers’ operations and the community that they live in. What is your position on corporate farming?

ARMSTRONG: I support family farms, and I know my opponent has often tried to make issue with a bill that I and other legislators supported in the 2015 legislature to give family dairy and hog operations a small carve-out to help them get access to capital. This was a bill that was similar to South Dakota’s and was brought to us by dairy and hog farmers because they were facing extinction.

There are still fewer dairy farms in North Dakota today than there were in 2002 while South Dakota is seeing growth in their dairy industry. The voters referred that law and I respect their decision. We came back in the 2017 session to give dairy and hog producers tax exemptions for equipment to help them with some of their economic hardships. I want to set the record straight. I do not support corporate farming. However, I do support finding ways for family farms to gain access to capital and finding new markets within North Dakota so our producers can sell their crop closer to home. A strong livestock industry would help the small family farmer who is looking to get a better price for their crop.

SCHNEIDER: I was proud to stand with nearly 76 percent of North Dakotans in voting against expanding corporate farming in North Dakota. My opponent, on the other hand, supported an expansion of corporate farming in the North Dakota Senate in 2015.

200 percent since enactment at approximately 10 percent of gasoline sales, diversifying energy in our transportation sector and establishing a market for farmers. However, corn ethanol in particular faces challenges to its growth. It’s already at the implied 15 billion gallons mandated under the RFS and when the statutory volumes end after 2022, the total renewable fuels category is eliminated and the EPA, which has poorly managed this program, assumes even greater authority. Further, there is a significant push from a variety of interests towards electric vehicles, a shared competitor ethanol has with the petroleum industry. I believe solutions from a federal government standpoint to help grow the corn ethanol industry rest outside of the RFS. First and most commonly cited is extending the Reid vapor pressure waiver for blends greater than 10 percent. There is no environmental reason not to extend this and consumers should be given the choice. The Trump Administration is committed to this and so am I as an original cosponsor of the Consumer and Fuel Retailer Choice Act. Along with that, the EPA should provide greater transparency around issuing small refinery waivers to institute some market certainty. A significant opportunity for ethanol is to utilize its octane benefits with vehicles manufactured to optimize the higher octane fuel which offers substantial market demand without even needing the RFS. I’ve advocated for the National Highway Traffic Safety Administration and the EPA to recognize this potential in developing their fuel economy and greenhouse gas emission standards.

In August of this year, the Trump Administration for the first time recognized fuel and in particular higher octane gasoline in helping to meet those standards. Automakers have testified before the Energy and Commerce Committee, on which I serve, that this is a low cost approach to higher standards and a win for many stakeholders, including consumers. This should also help in efforts to establish international markets with American-made energy and American-made cars together offering exceptional value.

Regulatory reforms won’t happen overnight, but I’m confident the Trump Administration with Republican control in Congress is the best opportunity we have to achieve them with the RFS serving as a backstop on the way.

ARMSTRONG: I have seen firsthand how ethanol production has been an economic boost for rural America.

I represent District 36 in the ND State Senate. District 36 encompasses rural Dickinson and surrounding areas including the Richardton Ethanol Plant. Dry distillers grains (DDGs) have been great for our livestock producers in North Dakota. Having another market for corn farmers to sell their crop, especially in times of low commodity prices, is important. I will work with not only the EPA, but other members of Congress to express how important the RFS is to the entire country, not just North Dakota. I would like to bring other members of Congress to North Dakota to highlight the importance of ethanol production so we can go to the EPA and ensure they are following the rule of the law. It takes a coalition, and I’m ready to go to bat for such an important industry to North Dakota.

SCHNEIDER: I strongly support the RFS and have vocally opposed the waivers issued to refiners under former EPA Administrator Pruitt. If the EPA continues to set biofuel volumes lower than required by statute, Congress should hold hearings and, if that fails, enact statutory changes which prohibit the EPA from administratively weakening the RFS.

Biomass refinery to break ground in spring of 2019 New Energy Blue to build ethanol refinery outside of Jamestown

With grain prices depressed and tariffs choking exports, it’s easy to get discouraged. But you’re a farmer. So you look for a crack of light to pierce the gloom.

Sure enough, a group of optimistic investors, some of them local farmers, see a patch of blue opening above North Dakota’s wheat and corn fields. In particular, the acreage surrounding Spiritwood Energy Park, a 551-acre industrial site about 10 miles east of Jamestown, where the New Energy Spirit Biomass Refinery is slated for groundbreaking in the early spring of 2019.

“The good news for growers is that the refinery will buy local straw first, and in time local stover, to turn into renewable energy,” said Thomas Corle, CEO of New Energy Blue, the company spearheading the project. “Even better news, our initial success could lead to four or five more refineries.”

So the farmer sells not only his grain but also his straw or stover – two paychecks from the same harvest. PacificAg, America’s largest aggregator of farm residues, will gather and transport the biomass to the plant gate.

Demand will be high. The Spiritwood plant is being engineered to process 33 tons an hour – about 800 tons a day, 280,000 tons of straw a year, producing approximately 16 million gallons of cellulosic ethanol. Selling biomass to the refinery, Corle estimates, “will add about $15 million annually to local farmers’ revenue.”

Dan Olson, an agricultural consultant raised on a 5,000-acre family farm outside Fargo, has done some economic modeling. “Farm returns for biomass can run about 2.5 times as much as what is expected for grain from a corn ethanol plant – as much as $30 per bone dry ton of biomass before transport. What’s more, the removal of a one-third to one-half of the straw or corn stover from a field can boost yield substantially by improving soil health with today’s no-till farming practice.”

“This isn’t another corn-ethanol plant,” Corle points out. “Because our technology converts cellulose into the lowest carbon renewable fuel, our ethanol can command a higher price in the highly regulated California marketplace. Every ton of carbon we save below the baseline for gasoline increases the market price. Corn ethanol runs about 20 to 30 percent below gasoline’s carbon baseline, but our cellulosic ethanol is as low as 130 percent below.”

Beyond the environmental benefits, the new refinery is expected to give a strong boost to the local economy. According to the North Dakota Chamber of Commerce, in year one the New Energy Spirit Biomass Refinery will create about 428 jobs, $40 million GDP, $83 million annual output, and $30 million of personal incomes.

You might be disheartened now. But the future for North Dakota farmers is looking brighter. And that future, amazingly, is not a commodity but locally sourced and purchased biomass.

Skillet cornbread (makes two 6-inch cast-iron skillets) 2 teaspoons canola oil 2 large egg 3/4 cup canned cream-style corn 3/4 cup sour cream 1 1/3 cups cornbread mix 1/2 teaspoon kosher salt 2 tablespoons granulated sugar 1 teaspoon baking powder 6 1/2 oz (at 1 1/4 cups) frozen yellow corn kernels, whipped butter, fresh honey & sea salt (for serving) INSTRUCTIONS Preheat oven to 300°F. Use ½ teaspoon of canola oil to coat two 6-inch cast-iron skillets (preferably with rims no higher than 1½ inches); place pans in oven for 10 minutes.

Combine remaining oil, eggs, creamstyle corn, and sour cream in a medium bowl and mix well. Stir together: cornbread, salt, sugar, and baking powder in separate bowl. Fold dry ingredients into wet ingredients; fold in frozen corn.

Carefully remove hot pans from oven and evenly divide batter between them.

Bake for 25 minutes until golden brown on top. Serve warm with whipped butter, fresh honey, and sea salt.
