Pandemic serves as a learning experience I hope by the time you are reading this message, we have begun the downward path to controlling COVID-19. It would also be wonderful if we had some optimistic developments for vaccines to prevent the spread of the virus and medicine to help with recovery.

It’s still hard to comprehend the pandemic ever happened in our society. It proves that Mother Nature is powerful. We must never forget that we need self-discipline to be prepared for anything.

In agriculture, we commonly use the term hindsight. Hindsight is defined as an understanding of a situation or event only after it has happened or developed. In agriculture, it is typically used for marketing strategies, planting time windows, harvest choices or anything that after the event could have been better had we known what was really going to happen.

I bring this up, not because hindsight fixes the past, but because it creates the opportunity to understand the future better. This is what makes family farms and ranches the best stewards of the land. They learn from the past, their experiences and their results. This knowledge allows for them to become much better at running their operations and sustaining it for future generations.

This message could be about second guessing our reaction to the COVID-19 pandemic, but that would not be the best use of hindsight. We need to identify some high-priority fixes for the future: • A public and private health care system

that covers all citizens.

• A diverse number of family farms and ranches across our country.

• Better farm programs that allow for surplus food and a return on investment for farmers and ranchers.

• Elimination of monopolistic/oligopolistic practices, specifically in transportation, farm supplies, farm product processing/packing and other businesses that produce essential items.

• Truth in labeling laws, including country of origin.

• An infectious disease department that is adequately funded.

• More domestic production of goods, so we aren’t completely reliant on foreign countries for supplies.

• Trade agreements that are fair and address currency manipulation and labor laws.

It is time for visionary leadership that understands we are not invincible. It will take great minds working together to get this epidemic behind us and to further enhance our society.

I am confident we will overcome COVID-19.

Sadly, we will experience losses that might have been preventable. The question becomes, “Do we get better from this experience, learn from hindsight and then have the will to do what is in the best interest of society?”

I hope and pray all of you remain safe and healthy.

CARES ACT Coronavirus Aid, Relief and Economic Security Act

M

arch 2020 will go down as one of the most dramatic months in United States history. The novel coronavirus pandemic swept across the country, putting unprecedented stress on our healthcare system and triggering an economic recession. In response to the historic crisis, a Congress known for inaction and partisan stalemates passed three bills totaling more than $2.3 trillion.

The opening salvo – a humble $8.3 billion emergency supplemental appropriation – helped fund an initial response to the coronavirus pandemic. The legislation provided $3 billion for research and development of vaccines, therapeutics and diagnostics and $2.2 billion for public health response. Another $1 billion went to loan subsidies through the Small Business Administration, a sum that now seems like a mere drop in a bucket.

Just 12 days later, the Families First Coronavirus Response Act was signed into law. The legislation was initially estimated to cost more than $100 billion, a projection that has only increased over time. The Families First Act ensured free coronavirus testing for all, enhanced Unemployment Insurance (UI) and expanded food security initiatives. Some of the most widely discussed provisions authorized paid sick leave and paid family leave for individuals sick, quarantined, or caring for children due to COVID-19.

Before the Families First Act had even passed Congress, it was apparent the legislation wouldn’t come close to addressing the scope of the crisis.

So, Congress set its sights on hundreds of billions of dollars in economic stimulus and support for our healthcare system. A week after negotiations began, Congress had achieved the difficult task of 4 • May 2020 • Union Farmer

passing a colossal $2.2 trillion bill.

The Coronavirus Aid, Relief, and Economic Security (CARES) Act was staggering in terms of sheer size and in the breadth of the provisions contained in the legislation’s 883 pages. Some $500 billion went to major industries, including $58 billion in loans to airlines. Another $15 billion went toward tax relief for restaurants, retailers and hotels. In addition to that industry-specific relief, many programs were authorized or leveraged to support farmers, ranchers and rural communities.

FARM AND RANCH SUPPORT

The bulk of North Dakota Farmers Union’s attention was directed toward efforts to protect farmers and ranchers from the economic fallout.

Despite high consumer beef demand, cattle prices dropped by roughly 30% costing some ranchers more than $250 per head. It was obvious that ranchers needed support and they needed it quickly. Thanks in large part to efforts by Sen. John Hoeven, the CARES Act provides $9.5 billion to support livestock, dairy and specialty crop producers and local food systems.

The coronavirus pandemic, subsequent travel restrictions and an international oil dispute put enormous downward pressure on ethanol prices and caused questions about international trade.

markets followed. In response, the CARES Act replenished $14 billion in Commodity Credit Corporation (CCC) borrowing authority, setting the stage for the third consecutive year of ad hoc payments for commodity farmers.

Two weeks after CARES Act passage, President Trump pledged to provide at least $16 billion to support farmers and ranchers, in line with total trade-related support provided in 2019. USDA was expected to rollout livestock, dairy and local foods assistance in mid-April. Plans to offset crop farmers’ losses are expected to become more clear closer to June, when the CCC replenishment kicks in.

SMALL BUSINESS FUNDING

The CARES Act’s support of businesses didn’t stop at major industries. The legislation also

provided over $350 billion for small businesses impacted by a slowdown in economic activity and mandated closures. The vast majority of that spending came through the Paycheck Protection Program (PPP), a $349 billion forgivable loan fund designed to help businesses maintain their payroll.

The much smaller Economic Injury Disaster Loan (EIDL) was allocated $562 million for small businesses. The eligibility for the longstanding program, which is typically utilized after natural disasters, was also expanded to include cooperatives.

While both programs provided important relief to small businesses in rural communities, their reach to the farming community became the source of great debate. The Small Business Administration (SBA) chose to explicitly exclude farmers from EIDL, despite a strong push from NDFU.org • May 2020 • 5

members of Congress and farm groups. At the same time, the clumsy PPP rollout left many farmers’ access to the program in question.

One of the most widely anticipated provisions of the CARES Act authorized direct payments to individuals. Under the legislation, individuals will receive direct payments of $1,200 per individual or $2,400 per couple and an additional $500 per child. While this type of payment isn’t unheard of – similar tax rebates were provided in 2001 and 2008 – never before had the government authorized such large payments and for so much of the population.

All individuals with income less than $75,000 and couples with income less than $150,000 were slated to receive the full payment. Individuals with up to $99,000 and couples with up to $198,000 would receive payments at a descending rate. Payments for most individuals were expected to be provided through direct deposit beginning the week of April 13. However, individuals who do not have bank information on file with the Internal Revenue Service are required to complete an online form before receiving a payment.

In North Dakota, over 40,000 claims – double the number of claims filed during all of 2019 were filed in just three weeks. As those numbers climbed, the CARES Act addressed gaps in the unemployment system, expanding eligibility and boosting benefits.

The Pandemic Unemployment Compensation (PUC) provides unemployed individuals with $600 per week on top of benefits provided through their state’s unemployment system. In North Dakota, an individual with $50,000 in annual income receives an unemployment benefit of $480 per week, falling well short of their expected income. The added PUC ensures any individual with annual income of roughly $60,000 per week or less will be truly made whole through the unemployment system.

The legislation authorized the Pandemic Unemployment Assistance (PUA) program, temporarily expanding eligibility for the selfemployed, independent contractors, and others who would otherwise not qualify for unemployment insurance. The Pandemic Emergency Unemployment Compensation (PEUC) program also expanded the duration of benefits by 13 weeks.

Supplemental Nutrition Assistance Program (SNAP) by $15.5 billion to handle a larger number of applicants. The increase followed a provision in the Families First Act that suspended SNAP work requirements.

The legislation also provided an additional $8.8 billion for Child Nutrition Programs. These programs typically provide children with healthy food at school.

However, with schools closed, many adapted their programs by allowing pickup or home delivery of meals for school-aged and younger students. The CARES Act also authorized an additional $450 billion to support food banks, which have experienced increasing demand across the country.

HEALTH CARE FUNDING

While the “Phase 3” legislation was focused more on propping up the economy, the legislation still outpaced its two predecessors’ combined health care spending.

On the whole, the legislation provided over $140 billion to support the health care system’s response to the growing pandemic. That funding included $100 billion to provide hospitals and health care centers and $16 billion to procure personal protective equipment, ventilators and other medical supplies.

The CARES Act allocated $185 million for rural critical access hospitals, who tend to operate on

tight margins to begin with. It also expanded access to telehealth services with a $25 million increase for USDA’s Distance Learning and Telemedicine program.

SUPPORT FOR STATES

At the state-level, North Dakota’s response had largely been fueled by a string of executive orders that required business closures, mandated social distancing, and increased flexibility for a variety of programs and regulations.

The CARES Act provided an influx of cash to support state programs, including the $1.25 billion Coronavirus Relief Fund (CRF). That funding was expected to hit the state’s coffers in late April and may spur the first major spending action at the state level.

CONCLUSION

The legislative tsunami of March 2020 is unlikely to be replicated any time in the foreseeable future. However, the coronavirus pandemic response is far from over. We’ve already seen a narrow attempt to increase program funding stall in the Senate.

On the other side of Capitol Hill, the House had set its sights on a broad infrastructure package before quickly reining in expectations.

One thing is all but certain: in the months ahead, we will see more action, more programs and more spending.

Fischer, Bowman County students use distance learning with help from local cooperative

When North Dakota Gov. Doug Burgum closed schools and mandated distance learning because of the coronavirus pandemic, the Bowman County school district was prepared.

Vocational agriculture teacher Mary Fischer, the EPIC coach for Bowman County Farmers Union, said the district went to distance learning a week and a half prior to the governor’s decision.

“The transition has gone really well,” she said. “We have an excellent IT department at our school. We were all trained on Microsoft Teams prior to this happening, so the staff had a really good foundation going into it. The kids have been trained on it also. You don’t plan for something like this, but it’s nice to be able to use that technology.”

Microsoft Teams is a video conference platform that allows students and teachers to interact face-to-face using an internet connection.

Fischer said the first major hiccup happened the day the rest of the schools joined in on the distance learning.

“The internet crashed,” she said. “We were live in class when it happened. You could just see them dropping off the screen.”

Consolidated, a telecommunications cooperative in Dickinson, covers much of southwest North Dakota with high speed internet. Public Relations and Marketing Manager Rhonda Fitterer said she understands why it might seem as though too many people jumped on the internet at once and caused it to crash, but it was actually just a coincidence.

“That happened all over the country and around the world,” she said. “There was a server pointed at a code that wasn’t correct.

Any (internet service provider) that had servers pointed at that code, their service went down.

The downtime was less than an hour. It didn’t have anything to do with increased activity – it was just an anomaly.”

Fischer also noted how fast the problem was fixed.

“It didn’t take them long – we were up and running the same afternoon,” she said.

“Consolidated knew right away.”

One of the issues with distance learning is the lack of an internet connection in some homes.

Fischer said a few Bowman students didn’t have access.

“We did have some, but Consolidated worked with those families to make sure they got internet access,” Fischer said. “And we’re fortunate enough to be a 1-to-1 school, meaning every one of our students has a school-issued device.”

Fitterer said Consolidated sprang into action when the governor closed the schools.

“We reached out to our area schools and asked them if they had needs,” she said. “In today’s world, most do have the internet. We did get requests from families that did not, and we are serving them for the remainder of the school year at no cost to those families."

The biggest class Fischer teaches has 22 students, and she admitted it can be difficult getting interaction with everyone. Still, it’s worth it.

“It gets better every week,” she said. “There is no substitute for face-to-face contact with students. We try to do a verbal roll call, so I can see their face and hear their voice. But we’ve had phenomenal attendance – the kids really are participating. It’s been trying, but we’re working through it together.”

The education team at North Dakota Farmers Union recently implemented a K-12 Ag STEM curriculum that is specifically designed for distance learning situations as well as providing multiple hands on activities suited for learning at home.

The curriculum aligns with the State of North Dakota Education Department's vision that all students will graduate ready with the knowledge, skills and disposition to be successful. Students utilize 21st century skills, and the engineering design cycle to solve STEM (Science, Technology, Engineering and Math) project-based challenges. NDFU Ag STEM is a standard-based curriculum that offers career awareness, exploration and development, workbased learning opportunities, coding lessons, 3D print projects and robotics. The high school and adult education courses focus on AFNR (Ag, Food and Natural Resources) pathways, technical skills in agribusiness and includes a capstone project on the cooperative business model. The elementary topics include English language arts, math, science, social studies, robotics and AFNR. At the middle school level, the additional topics of health, fine arts and business are included as well.

Interactive lessons embedded with instructional videos and simple hands-on

DISTANCE LEARNING WITH AG STEM activities using typical household items can help simplify the process of learning from a distance.

The lessons can be taught by school teachers from the learning management system of their choosing, accessed by parents and home school teachers, or set up to be self-guided for older youth and adults to continue impactful learning from home.

As educators, learners and families are impacted by COVID-19, we know dealing with unexpected school closures is challenging, and we’re here to help by providing virtual training, tutorials, and collaboration opportunities to interested educators and families.

Several of the modules included in the high school courses are perfectly suited for adults that are on our county boards, NDFU staff/ coordinators, agents, co-op employees and NDFU members. The youth team is actively educating and collaborating with the entire NDFU family to utilize this content in our organization more frequently. It's also working on future programming that will include incentives for our members and co-op members who successfully complete courses. Updated information is available on the NDFU website (ndfu.org) or by contacting the youth team, which has set up virtual classrooms and can assign homework, activities and readings, and also access student work through quizzes.

The rancher/nurse from the McClusky area remembers when her husband Jeff checked cows during a night of freezing rain and had to bring a newborn calf indoors.

“He found a black-white face, and she was nearly dead,” Missy said. “We brought her in the house and worked on her for about three and a half hours until her breathing was more stabilized.”

Jeff and Missy Axt visited Washington, D.C., on North Dakota Farmers Union's mini fly-in in February.

Missy said she watched the calf until midnight, but woke up at 3 a.m. to see the calf perking up.

Missy woke up again at 6:30 a.m. to see the calf fully standing in the middle of their mudroom.

With that crisis out of the way, Jeff had to attend to more calves being born that morning, while Missy received a 7 a.m. medical emergency call from a rural basic care facility, where she works as the only nurse on staff.

“I told my mom, you get to take over as chaos coordinator,” Missy said.

Then, there’s meal preparation and distance learning for 7-year-old twin daughters, Anna and Sarah.

“It’s very overwhelming right now,” she said. “I feel like if I could multiply myself by five, I might have enough to do what I need to do. The house may not be spectacular all of the time, but I’ll take sleep over that. My mom comes over and helps me catch up with housework and laundry.”

because of low prices. As consumers, they’re well aware of the rising cost of food in the grocery store, especially during the COVID 19 crisis when food is flying off the shelves, Axt said.

“We have a local store that was charging $8.99 a pound for hamburger,” she said. “We’re glad we have our freezer full of beef, but the prices at the sales barn aren’t reflecting costs at the grocery store.”

Secretary of Agriculture Sonny Perdue announced in April that the United States Department of Agriculture would expand its investigation of market manipulation in the beef industry.

A Kansas State University project, the “Meat Demand Monitor,” reported year-to-year meat sales rose 91 percent in March, while live cattle prices have continued to drop since mid-February.

Missy said it hasn’t helped that many ranchers entered the year short of feed because of lowerquality silage crops from early and heavy snow.

“A lot of our hay was poor quality because you couldn’t bale it dry,” she said. “You pray that what you have is usable and not moldy. We’re grinding a lot of our feed to supplement the best we can.

Jeff grinds feed probably two to three times per week, which is all extra stuff on top of trying to get ready for spring’s work.”

AT WORK

Missy is on call essentially all day, every day at her day job and keeps a cell phone with her for that purpose. She described the end of March and first two weeks of April as “a complete tornado.”

“I’m typically there every day of the work week,” she said. “I don’t have the option to do anything from home.”

All of the medication in the facility is administered under her license as a nurse, she said, meaning she needs to be there every day.

Missy also said it’s been important to keep up with the regular notifications from the North Dakota Department of Health to update facilities on the latest recommendations and regulations.

“Sometimes those recommendations turn to regulations in a matter of two hours,” Missy said.

“Masks were recommended, but not mandated.

That flipped and now we mask anytime we’re within six feet (of residents). Supplies are tight, so they go into a bag and get washed every night.”

When she finishes a shift, she heads home. Her clothes immediately go to the laundry and she takes a shower. It’s a routine she’s been careful to keep anytime she goes out in public.

“I have to be careful because I don’t want to bring (the coronavirus) home to my family or take it to the residents,” Missy said. “I’m very conscious about hand sanitizer, and I keep Clorox wipes in my vehicle because of the measures I have to take. You just can’t afford to get sick when you have people relying on you.”

The Axt family watches the news together, even daughters Sarah and Anna. The girls had grown accustomed to joining their mom at work after school and “seeing all of the grandmas and grandpas.”

“They know it affects mommy’s work directly,” Missy said. “They’re worried about their grandmas and grandpas a lot. They’re very close to one grandma, in particular. I set it up so they could talk to her through the window. That made everybody’s day.”

Still, the girls — who Missy called social butterflies — love school and miss their friends.

Their class features nine children — all girls born within three months of each other.

“They went to daycare and preschool together — they’re so used to being with each other,” she said. “They’re social butterflies. They understand, but yet they’re frustrated.”

Frustration is a familiar feeling for many families right now, and the Axt family is no different.

“It’s definitely challenging — we’re trying,” she said. “I had a hard day a couple weeks ago, and Jeff realized how much I had on my shoulders.

He’s been a really big help with the kids and stuff.

We’re really going day by day at this point.”

With pandemic, shopping locally as important as ever With social distancing the new norm to halt the spread of the deadly COVID-19 virus, access to food and household products is top of mind for millions of Americans who are shuttered in their homes. People overbuying and hoarding items, such as toilet paper, have only heightened concerns.

While manufacturers and distributors are making behindthe-scene adjustments to meet demand, rural grocery stores have proven to be a haven for many big city shoppers.

“We’re seeing people in the store from well outside our normal area, even out of state,” said Adams County Farmers Union director Libby Gravning, who works part-time at Kennedy’s Fresh Foods on Main Street in Hettinger. “At the very beginning, we had limits on bread, milk, eggs and meat for a while.”

Yeast is now a hot-ticket item, which the store hasn’t been able to stock in several weeks, Gravning said, especially with people making their own bread and school assignments focused on bread making, too.

Dakota Grocers Association said there was no way for manufacturers to forecast the sudden demand in specific products given consumer overbuying, but adjustments are being made to ensure everyone has essential products. One adjustment is the cut back in product varieties, so store shelves may appear thin.

“The classic example is Bush’s baked beans that have 15 varieties.

They’re only manufacturing their four best sellers, just to get product out there as fast as they can,” Dyste said. Warehouses are also allocating products in equal ratios. “A larger box store might get 10 cases of something when they want 20 and the local grocery store maybe wants four and gets two. The supply line is getting better, they’re ramping up and changing how they’re doing things. You may not get the variety but your gonna get most everything you need.”

To protect consumers and workers, stores have implemented a number of safety features including tape on the floor to show six-foot distancing guidelines and arrows directing one-way traffic flow. “We’ve

requested families send only one member per trip, if at all possible, and make the trip expedient and not a social outing. Make it a weekly trip instead of an everymeal trip,” said Gravning.

Dyste agrees, “This is not something we normally would say in the grocery business, ‘Get in, get your stuff and get out,’” said Dyste, “but it’s safer for you and safer for employees.”

He also encouraged everyone to wear masks and realize that wait times for online shopping or deliveries may be several days. “Our employees and store managers are doing everything they can to get product. Some items are out, but the gal at the check stand can’t do anything about it so don’t take out your frustrations on her. Please be kind to one another.”

What the pandemic has shown, both Dyste and Gravning agree, is the importance of shopping locally. “We’ve been losing rural grocery stores at a pretty quick clip,” Dyste said. “This shows you the value of having a local grocery store, local hardware store, pharmacy. Think about how important those things are today.”

Food bank feeds the hungry during COVID-19 pandemic

The Great Plains Food Bank did a survey with its partner agencies at the end of March, and the results weren’t surprising, at least not during a pandemic.

“It reported a 30 to 60 percent increase (in demand) at food pantries,” said Melissa Sobolik, president of Great Plains Food Bank.

“With our mobile food pantries, we’ve seen a 50 percent increase. The numbers are jumping up, because there are more and more people in need.”

The food bank received a call from Gov. Doug Burgum early on, asking for assistance with getting meals to reservations, particularly for elders who likely aren’t leaving their homes.

“We were able to go down to Standing Rock and Spirit Lake with truckloads of food,” Sobolik said.

“We delivered 40,000 pounds of food within hours on the reservations.”

At a time when many need assistance from the food bank more than ever, it’s also in drastic need of donations. Sobolik said grocery store donations are disappearing as consumers are buying up most of the inventory, and people are cautious to donate food of their own in fear of being without in a quarantine situation.

“It’s going out as quickly as we get it in,” Sobolik said. “As soon as this hit in mid-March, our donations

took a deep dive. Food donors and retailers didn’t have it to donate because of frantic buying and almost hoarding, which meant less to donate.”

To keep hungry people fed, the Great Plains Food Bank has resorted to buying truckloads of food for distribution, a model Sobolik said isn’t sustainable for very long.

“Right now, it costs us between $25,000 and $35,000 for a truckload of product,” she said. “That goes out within hours. Every food bank across the nation is trying to buy product.

You couldn’t envision this.”

To add to its problems, the food bank is low on volunteers because of social distancing. Sobolik said if volunteers want to help, they’ve organized a process to ensure safety.

At this point, Sobolik said the food bank will take whatever help it can get, whether it’s food, funds or volunteers.

“We have an increased need for volunteers as we pre-pack boxes for food pantries,” she said. “As food donations have declined, we could use food drives and donations of shelf-stable product. And funds are needed to help us purchase truckloads of food and increase the number of distributions across the state.”
