HOW TO BE A STATE CONVENTION DELEGATE

Any current regular pay member (an active/retired farmer or rancher) can be elected as a delegate or alternate to the state convention. Your dues must be paid for the year you are representing the organization, so for this year, your dues must be paid between Oct. 1, 2016, and Sept. 30, 2017. If your dues are paid after Sept. 30, you are eligible to be a delegate at next year’s convention, but not at the 2017 convention as the convention is representative of the prior fiscal year. At this year’s state convention in Bismarck, Dec. 1516, first-time delegates will be reimbursed for two nights’ lodging for their participation in the convention.

Delegates and alternates are elected at county conventions. If you are interested in being a delegate or alternate, let your county president know before the meeting starts. Some counties have local organizations that nominate or elect delegates to the state convention. These delegates are voted upon and included in the total number of eligible delegates the county is allowed.

•

Once elected, the names of delegates and alternates are sent to the state secretary to be duly qualified. Delegates are presented with a badge at the state convention that they must wear conspicuously during the convention to help determine a quorum.

•

Delegates vote in elections, on bylaw changes and policy stances during the Policy & Action debate.

•

To be a delegate to the National Farmers Union convention, you must be a state convention delegate. The national convention will be held March 3-6, 2018, in Kansas City, Mo. Delegates are provided transportation, lodging, convention registration and meals.

•

Delegates to the Farmers Union Mutual Insurance Company’s (FUMIC) annual meeting, which is held in conjunction with the NDFU state convention, are also elected at county conventions. All delegates must be Farmers Union Insurance policyholders.

•

Any affiliated Farmers Union cooperative that provides educational funds and a dues checkoff to NDFU in its bylaws is also entitled to one delegate at the state convention. The delegate must be a current member of the co-op’s board of directors.

NDFU SENDS 47 TO NATIONAL FLY-IN

T

he genesis of this column is a question I was asked from a reporter following an NFU flyin to Washington, D.C., Sept. 11-13: “What is the importance of doing a fly-in?”

I think it is a fair question, but perhaps it’s more of a symptom of the times and people’s frustration with our legislative process. Lobbying is as much an information gathering tool for elected officials as it is for lobbyists. Some elected officials may see it as bothersome, but in most cases, it is the only opportunity to see the impact of their legislative actions.

Farmers and ranchers, like many citizens, need organizations to represent them in the political arena as most do not have the time to do it individually. As lobbyists, we must represent policies that members support. Secondly, and maybe most importantly, is our responsibility to respond to misinformation that other lobbyists provide.

If we don’t speak up, others will be there representing what they believe is in our interest.

The best examples of this are the Environmental Working Group and the Heritage Foundation, two organizations that are working to eliminate farm programs and crop insurance.

The recent fly-in focused on several priorities: • A new farm bill and maintaining funding levels to make it effective; • Keeping and enhancing crop insurance; • Expanding renewable fuels and establishing E-30 as the new standard; • Health insurance improvements; • Help with the drought, including disaster assistance for farmers and ranchers.

NDFU brought 47 of the 320 people who attended the fly-in. In groups of four, we visited all Senate and House offices, dropping off information and visiting with key people in each office on the issues listed above.

We also met with federal grain and export inspectors on sampling and deduction charts for vomitoxin. We had met with Food & Drug Administration officials earlier in the year to discuss extreme deductions for vomitoxin levels, accuracy of testing equipment and food industry requirements. We met, too, with the staff of each of our congressional offices and informed them about the seriousness of the drought and the need for greater support of the farm bill and crop insurance.

While in D.C., the NDFU board met with Farm Service Agency officials to discuss the needs of farmers and ranchers, especially underfunded programs, and programs that farmers and ranchers qualify for but never receive the dollars promised.

Doing advocacy work for our members is an essential component of our farm organization.

Reminding elected officials that the U.S. has the greatest food production system in the world – family farm and ranch agriculture – is a message that bears continuous repeating.

North Dakota’s largest farm organization acquires

With farmer-owned restaurants thriving in cities on the East Coast, North Dakota Farmers Union President Mark Watne sought the next step in the organization’s promotion of products from family farms and ranches.

In August, NDFU purchased a tractortrailer and had the trailer wrapped with the help of the Farmers Restaurant Group’s design team. On Oct. 1, the tractor-trailer will make its maiden voyage to Washington, D.C. “We’re really trying to own the complete system, where we take the product from the farm and deliver it to the retail outlet such as a restaurant,” Watne said. “This is phase 2. We’ve got the retail presence (the restaurant). We believe we can truck specific

products to the restaurants and share in some of the logistics, and hopefully, the profitability.”

The first load heading to the East Coast is full of wheat from North Dakota family farms, sugar from American Crystal Sugar, honey from Sue Bee and flour from the North Dakota state mill.

If it works out, Watne envisions owning more trucks and a distribution system in which NDFU would have vans haul products to each restaurant.

“We have a goal of 25 restaurants in 10 years,” said Watne. NDFU currently has five restaurants with two more set to open within a year. “We could have different hubs and access to a lot more fresh products. Cherries out of Minnesota or mushrooms out of New York. More

tractor-trailer to haul products to restaurants butter, dairy or canola oil. All of these are potential products we could be taking to (the restaurants).”

The flip side of sending a truck out to Washington, D.C., is the opportunity to bring fresh goods back to North Dakota.

Watne said the first shipment coming back to North Dakota will have Founding Farmers ice cream and fresh shrimp. He didn’t rule out the possibility of adding to that list, be it other types of seafood such as salmon or just commodities grown on the East Coast that aren’t available in the Midwest.

“We see an avenue where rural communities are missing out on getting certain products,” Watne said. “We’re hoping we can take things not only to our retail setting, but we can bring products

back and deliver into small communities struggling to keep open their grocery stores.”

Much like it could grow into a system out there, Watne believes the same is possible here.

“We have the potential of creating a food cooperative, initially hubbed out at Jamestown,” Watne said. “That could be something a rural grocer or a member of Farmers Union may want to be part of because then they could order these products and be first in line to get access to these products coming back.”

Watne said it’s another way of promoting the use of American family farm products.

“It helps us get more connected with not only the products from the farms of North Dakota but all over the country,” he said.

FSA ENCOURAGES RANCHERS TO TAKE ADVANTAGE OF THE LIVESTOCK FORAGE PROGRAM, WHICH PROVIDES FINANCIAL HELP

ith the drought affecting ranching families across North Dakota this year, the Farm Service Agency encourages ranchers to take advantage of the Livestock Forage Program (LFP).

According to FSA, LFP “provides compensation to eligible livestock producers who have suffered grazing losses for covered livestock on land that is native or improved pastureland with permanent vegetative cover or is planted specifically for

grazing.”

The grazing losses must be due to qualifying drought conditions during the normal grazing period for the county, states the USDA’s fact sheet. North Dakota has more than 15 counties still experiencing severe drought, according to the drought monitor.

FSA Program Director Brad Olson has been working for FSA since 1983, residing in his current position since 2012.

Olson said one of the biggest struggles with

getting people signed up is filling out the appropriate paperwork. Ranchers need to have an acreage report for the specific grazing land on file.

“Farmers don’t generally report that because it’s not cropland, but this program requires it,” Olson said. “That has to be completed before we start the application.”

Keeping an up-to-date acreage report among a rancher’s records means a faster process for all parties involved.

“We’re trying to get everybody in the habit of reporting acres,” Olson said. “No matter if it’s LFP

or not, we need it to get them certified so they’re taken care of if they need the program again.”

For ranchers leasing land, a copy of the lease will also be necessary. Ranchers renting grazing land must be listed on the lease.

Olson said it’s important to contact the local FSA office to ensure the correct documentation.

he sky was the limit on Sept. 13-14 at the NDFU state office when more than 50 women from across the state gathered for a leadership conference. The event kicked off with Ladies Night on the 13th with shopping, networking activities and a self-defense informational session from the North Dakota Safety Council.

The event featured two keynote speakers, Lauren LeaderChivee and Rebecca Undem, whose messages were geared toward empowering and inspiring women to take on leadership positions and be proud of the life they are living. Both keynote speakers had a book signing following their presentations.

A panel of women consisting of area specialists in agriculture and leadership took stage midday on the 14th. The panel consisted of moderator Erin Huntimer and panelists Rebecca Undem, Ronda Throener, Wendi Wells and Caitlin McDonald.

GROWING UP

Brad Fritel grew up around the cooperative movement.

His father, Steve, has been on the CHS Board of Directors since 2003 and previously served on the board for the Quentin N. Burdick Center for Cooperatives.

Like Steve, Brad is getting his start locally.

He’s in his fifth year as a director on the board of Envision, an agronomy and energy co-op based out of Rugby. He also recently became secretary for the Cooperative Directors Association.

The challenge of leadership positions doesn’t scare Brad — it’s how he was raised.

“I grew up with my dad being part of the cooperative system my whole life,” Brad said.

“I’ve watched the steps he’s taken to where he’s gotten. They may not be the exact steps I follow, but I’ve seen the things he’s done and the opportunities brought forth because of the co-op system.”

October is Co-op Month, a time to reflect on the value and dedication that cooperative movements bring to local communities. Fritel said co-ops not only provide local support, but they also give patrons a chance to follow their money.

“It’s not an open-ended check where you don’t know where it’s going,” Brad said. “There is a lot more transparency when it comes to cooperatives.

That’s something I value and my father has put into my mind.”

“We’re in the day and age of Amazon, where you can have everything in the click of a button,” Brad said. “Yet, there is no transparency, no ownership. You don’t know where your dollar is going. With a cooperative, you know every dollar is staying in the community. It’s friends, it’s neighbors that work for the co-op — it puts food on their tables. The books aren’t hidden.

Everything is put out in front of you.”

CHALLENGES

Each generation’s challenges are different, and

much like any business, new hurdles always arise with cooperatives. Lately, it’s been about keeping up with technology.

“Because of the cost of technology, everything is so expensive,” he said. “If you have a monitor on your combine quit working, that’s a $7,000 piece of equipment. It’s not any different for cooperatives on the supply side of things. Every little detail is so expensive to try to provide, and yet you don’t know if (that technology is) going to be in the picture in five or 10 years.”

In addition, low commodity prices have hurt cooperatives much the way they’ve hurt farmers and ranchers. Customers are choosing to travel farther distances over buying locally.

“The clothing stores on the corner of Main Street aren’t there anymore,” he said. “People are traveling to go shopping. Being in Rugby, going to Minot when I was a kid was a big deal. Now, it’s ‘Oh, I need a new wallet’ so you hop in a car and drive to Minot. People aren’t afraid to drive to where they need to get things. That’s where it’s hurting small town North Dakota, ultimately.”

Still, agriculture in North Dakota isn’t going anywhere, and that has Fritel optimistic about the future of cooperatives in North Dakota.

“We know farming will be in North Dakota, and we know (Envision) will be in Rugby for years to come,” Fritel said.

“It’s just a matter of trying to know what’s going to be best for our customers. We know everyone will need fertilizer, seed and chemical. But within those entities, is it variable rate fertilizer, chemical or seed? It’s just the first step on a staircase of where we could go.”

PROJECTS

Envision continues to thrive in Rugby and the surrounding area, and Fritel said the co-op made a significant investment in the community. Envision purchased the old Gooseneck Implement property along Highway 2, right down the road from Envision’s convenience store in Rugby.

Fritel said the board isn’t short on ideas, but hasn’t decided on anything concrete yet. Currently, NAPA Autoparts is using some of the space.

“It’s a matter of figuring out what the community needs,” Fritel said. “Is it more on the clothing side of things? When the oil field (boom) was here, the fireretardant stuff was big, but now that’s gone away. Our ultimate goal is to be a one-stop shop. Get your oil change kit for a pickup, buy new work boots or a pair of pliers.”

Fritel said there may be a need for a business doing maintenance work on bigger trucks, so that’s also an option.

“We’ve been throwing ideas against the wall to see what

sticks,” Fritel said. “The farm economy changing has put us in a holding pattern, so it’s more of a calculated risk now. We’ll be careful and make sure whatever we do is the right fit.”

Making a difference in the community is important to Envision, and Fritel said taking on projects to further enhance the

benefits for its patrons is part of growing for the future.

“You can try to dig your heels in and say you’re not changing, but that doesn’t work,” he said.

“The co-op has been in Rugby for a long time. If you’re not moving forward, you’re moving backward.”

BOESHANS NAMED DIRECTOR OF NDLA The newly formed North Dakota Livestock Alliance has named Amber Boeshans as executive director.

Boeshans has more than a decade of experience in the livestock industry, serving as the livestock development specialist at the North Dakota Department of Agriculture.

She helped livestock and dairy producers explore different practices that added value to their bottom lines. In addition, she gave technical support to commodity groups, producers, processors and cooperatives to enhance profitabilities. Boeshans has experience as a herd manager and dairy

insurance specialist.

Originally from Bismarck, she holds a bachelors of science in animal and range science with a production emphasis from North Dakota State University.

The NDLA, which NDFU is part of, is a nonprofit, non-partisan organization that assists farmers, ranchers and communities with the development or expansion of the livestock industry. The NDLA also works to strengthen the connection with consumers in order to instill confidence in the practices used by livestock owners, which will also help to create awareness about the food and products that are produced by the livestock industry.

FLY-IN BRINGS 320 FARMERS TO D.C.

T

hree hundred and twenty farmers from across the country were in Washington, D.C., Sept. 10-13, for NFU’s Fall Legislative Fly-In. The event gives Farmers Union members the opportunity to directly participate in NFU’s grassroots policy-making process.

The week kicked off with a briefing at the U.S. Department of Agriculture (USDA). Participants heard from U.S. Secretary of Agriculture Sonny Perdue, USDA Assistant to the Secretary for Rural Development Anne Hazlett, USDA Natural Resources Conservation Service Acting Chief Leonard Jordan, and USDA National Agricultural Statistics Service Administrator Hubert Hamer on a variety of farm and agriculture issues, including the farm economy, conservation, health care, and the farm bill. In the afternoon, U.S. Senate and House of Representatives agriculture committees’ staff members spoke to the crowd about the committees’ fall agendas.

During the following two days, teams of Farmers Union members stopped by the offices of all 535 members of Congress to highlight the key objectives for the organization, struggles they are facing, and goals for future legislation, including the 2018 Farm Bill. This year’s priorities included the farm safety net, access to affordable and quality health care, and expanded use of ethanol and advanced biofuels.

NFU also recognized 33 outstanding U.S. senators and representatives who have demonstrated leadership and support at the federal policymaking level for family farmers, ranchers, and rural communities with the Golden Triangle Award, the organization’s highest legislative honor.

TRANSITION TO RENEWABLE ENERGY

Homegrown, renewable energy benefits all Americans. Biofuels, higher blends of ethanol in gasoline, and advanced, bio-based technologies not only reduce greenhouse gas emissions, but they also provide low cost, high-performance options at the pump, offer economic stability for American farmers, create new well-paying jobs in rural communities, generate millions of dollars of new tax base, and contribute to energy sovereignty.

NFU and state Farmers Union divisions launched an initiative to advance federal policies that support homegrown and home-produced renewable energy sources. The initiative follows 16

a special order of business that was passed by delegates to the NFU 115th Anniversary Convention in March. It will promote legislative and regulatory solutions for expanding markets for higher blends of ethanol, like E30, and advanced biofuels.

NFU hired veteran energy, environment, and agriculture policy specialist Anne Steckel to lead the effort. Steckel is the principal and founder of Ardent Strategies, LLC, a consulting firm focused on energy, agriculture, environmental and transportation issues. She has worked in Washington, D.C., for over 20 years, most recently serving as the vice president of federal affairs for the National Biodiesel Board.

Shortly after announcing the initiative, NFU President Roger Johnson submitted public comments to the U.S. Environmental Protection Agency (EPA) to issue Renewable Fuel Standard (RFS) volume obligations that expand markets for higher blends of ethanol and advanced biofuels. Each year, EPA sets a minimum volume of renewable fuel to be added to petroleum-based transportation fuel, but the quantity has waned in recent years.

NFU will continue to support a strong RFS for the benefit of American family farmers, consumers, and climate change mitigation.

NFU BOARD ISSUES NAFTA RESOLUTION The National Farmers Union Board of Directors issued a resolution in September regarding the renegotiation of the North American Free Trade Agreement (NAFTA).

The resolution outlined NFU’s support for trade reform recommendations proposed by the Coalition for a Prosperous America, of which NFU is a member.

The asks include reducing the trade deficit, reinstating Country-Of-Origin Labeling (COOL), improving wages and labor standards, addressing border adjustment taxes, strengthening rules of origin, and eliminating investor-state dispute settlement (ISDS), among others.

NAFTA, a trilateral trade deal between the United States, Mexico, and Canada, has had significant implications for family farms and rural communities.

It has contributed to the massive U.S. trade deficit, consolidation of agricultural markets and farms, currency manipulation, and weakened national food sovereignty.

What’s happening

Grow to Lead participants finished their final training July 25-26 in Minot. The participants learned about various programs and events in NDFU, discussed cooperatives with Josh Kramer of NDAREC and were introduced to the Farm Business Management program. They toured the Falkirk Mine near Underwood to complete training for their first year of the program. The participants will be traveling to Lima, Peru, in late January 2018 to finish their leadership training.

Victor Kraft, Dave Volk and Mary Jean Hunter help grill hamburgers and hotdogs for a picnic hosted by Sioux County Farmers Union on Aug. 20 at the marina near Prairie Knights Casino. The Community Stewards event saw $500 go to the Selfridge Backpack Program for Kids and the Selfridge Pantry.

McHenry County Farmers Union hosted an EPIC event at Roosevelt Park Zoo in Minot. The kids got a behind the scenes look at how the staff keep the animals happy and healthy. In addition, they learned about the animals’ instinctual behaviors and habitats.

Burleigh County Farmers Union sponsored a bus trip to Valley City on Sept. 7. The tour included a pottery demonstration and tour at the Pottery Parlour in Valley City, lunch at Woodland Lodge Steakhouse, a visit to Medicine Wheel and a tour of the city’s bridges.
