DON’T GET CAUGHT UP IN RHETORIC

I

think we can all agree that the wild election season is upon us. I am sure that every election cycle has its ups and downs and just when we think it is too long, too outrageous or too harsh, it may surprise us and change for the better or the worse.

I think the best takeaway I can get from this election is that voters are going to have to become substantially more educated on issues to be able to weed through the rhetoric.

The radio and television talking heads, some print magazines, the web and social media have allowed everyone to be an expert and express themselves in their own self-interest. Facts are twisted to fit the needs of political motivations. Single issues are exploited to confuse and distract from the big picture. Language is becoming more offensive and allowed to become mainstream and less objectionable.

This article is to remind everyone that even if you are frustrated, it is still an obligation of citizens of a democracy to vote.

While our system of government is not perfect, I believe it is the best example of success in the world, giving people the opportunity to succeed and influence government.

NDFU is an organization that believes agriculture creates new wealth. Agriculture vested in the family farm sustains food security for the world and supports rural communities and the economies of nations. At the same time, it provides abundant and inexpensive food for consumers.

Our mission statement reads, “North Dakota Farmers Union is a grassroots organization committed to the advancement of family farm and ranch agriculture and quality of life for people everywhere through member advocacy, educational programs, cooperative initiatives, and insurance services.” As members, you adopt policies that guide us to achieve our mission.

I would encourage you to vote for candidates who support our policies as it makes it easier to advocate to politicians who have similar philosophical views.

Some obvious topics that we support are farm bills, renewable energy, crop insurance, the cooperative business model, and fair trade (not free trade). We oppose corporate farming, packer ownership of livestock, and monopolistic practices in farm inputs and farm markets.

Take the time to research candidate’s actions and voting records. Determine if they are a fit for your philosophy and political views. Determine if their views are a fit for our advocacy efforts as a farm organization.

Ask questions of candidates, and ignore sound bites and singleissue positions. Many times, two candidates share the same views on single issues and you have to dig deeper to find if a candidate is the right fit for you.

If you do not like negative campaigning, tell candidates and do not continue to spread their negative tones and untruths.

Finally, do not forget to vote.

A vote skipped is a vote for the winning candidate. And those who don’t vote should not complain about the results. s

FROM THE EDITOR’S DESK

CAN WE GET ONE AG QUESTION?

T

he ugliness that has played out on TV screens the past month has been unlike any general election debate in American history.

The idea of substantive policy debate has taken a backseat to personal attacks and rhetoric that has the feel of reality TV. Maybe that’s where we are now as a country. It’s unfortunate.

I can live with some of that, but can the debate moderators just take a small glance at rural America? Not one agriculture question was asked at any of the three debates.

Farm prices are in the tank. Cattle prices are half of what they were not long ago. Rural America is Union Farmer • www.ndfu.org

hurting.

Can we get one question about it? I’m not even overly interested in either answer, which is sure to be more rhetoric.

But with the popularity of the debates this election season, a well-worded question would at least make viewers realize that farmers and ranchers are struggling to stay afloat.

Is that too much to ask? For this general election, I guess so.

NDFU TO INTERVENE IN LAWSUIT

North Dakota Farmers Union (NDFU) announced today that it is filing a motion to intervene in a lawsuit that challenges the constitutionality of North Dakota’s corporate farming statute. State law prohibits non-family farm corporations or LLCs from owning farmland or engaging in production agriculture.

If allowed to intervene, Farmers Union will be able to participate in the ongoing litigation, because the outcome of it directly affects NDFU and its members.

“Farmers Union led the fight that created our corporate farming law back in the ‘30s and we’ve defended it, repeatedly, ever since,” said NDFU President Mark Watne. “As a result, we have a strong family farm and ranch culture that is the envy of other states and the backbone of our economy.”

North Dakota Farm Bureau filed the lawsuit in early June, just prior to primary election results of a law referred by Farmers Union that would have allowed corporate ownership of land by dairy and swine operations. That measure was defeated by 75 percent of voters and failed to pass in a single county.

“It is clear that North Dakotans want family farms as their primary business structure and system of agricultural production,” said Watne. This is the only system that provides rural and urban stability, national prosperity, and preserves human and natural resources and the dignity of the individual and family, he added.

“Allowing corporate farming here in North Dakota is a step in the wrong direction,” emphasized Watne. “We will continue to work for the interests of family farmers and our rural communities.” s

LEARNING ABOUT THE CORPORATE FARMING LAWSUIT What is the lawsuit about?

Farm Bureau and others are suing the State of North Dakota, saying our state’s corporate farming law violates the US Constitution. What’s shocking is that Farm Bureau wants to strike down the ENTIRE law.

That means they want to eliminate even the following provisions: • The requirements that farming corporations or LLCs are family farms or ranches.

• The restrictions on land ownership by conservation groups and oil/mining companies.

• The prohibition that nonprofits can’t sell farmland to U.S. government agencies.

Who is bringing the lawsuit to eliminate the corporate farming law?

• North Dakota Farm Bureau • Galegher Farms – a North Dakota family farm corporation that is currently operating under the law • Breeze Dairy LLC – a large Wisconsin dairy LLC with over 100 employees • Brian Gerrits – a member of the Breeze Dairy • North Dakota Pork Council • Paul Ivesdal – partner of the N.D. Sow Center (limited liability limited partnership) • Bill Price – partner in Price Cattle Ranch (limited liability partnership) and the N.D. Sow Center • Global Beef Consultants, LLC which breeds and exports cattle, and operates two farms in Kazakhstan

Is Farm Bureau representing their members?

That’s a question Farm Bureau members will have to answer. It was clear from the June 2016 referendum vote that 75 percent of North Dakota voters agreed that the law should remain intact. Now Farm Bureau wants to strike the entire law.

What is North Dakota Farmers Union doing?

NDFU filed a motion to intervene in the lawsuit and defend the corporate farming law. An intervenor is a party in the lawsuit that participates in the lawsuit (discovery, testimony, examine witnesses, etc.). We are waiting to hear if the court grants our motion.

Why is NDFU joining as an intervenor/party?

NDFU and members have a lot at stake. Intervening as a party is the best way to protect those interests.

• NDFU led the effort to create the law by initiated measure in the ’30s as one effort to keep farm and ranch land in the hands of family farmers.

• The law has been debated by the legislature and at the voting booth over 25 times, and we have consistently stood with family farmers to defend the law’s integrity, including the successful campaign to 4

refer the dairy and swine exemptions created by the 2015 legislature.

• Opening North Dakota to non-family corporate farming is against our heritage and will harm our future.

• NDFU farmer members, who set NDFU’s policy positions, believe that only the family farm system of agriculture can achieve economic and social stability, stewardship, strong quality of life, and efficient food production. That’s why we believe farming and ranching is best done by family farmers.

• We believe that corporate ownership of land will put family farms at a disadvantage by raising land prices and driving family farmers out of business.

How long is this lawsuit going to take and how much will it cost?

It’s hard to say how long the lawsuit will take or how much it will cost. There are lots of twists and turns.

This case is about our state’s heritage and the future of farming. NDFU knows this is an important issue and we’ll fight vigorously for it.

What does the current corporate farming law do?

• It allows family farmers to form corporations or LLCs to farm if: - No more than 15 people who are related (parent, child, stepchild, grandparent, grandchild, sibling, aunt/uncle, nephew/niece, great-grand, first cousin, spouse).

- Officers and directors must be shareholders actively engaged in operating the farm, and at least one shareholder must live on or operate the farm.

- At least 65 percent of the income must come from the farm.

• It also allows anyone, including neighbors or extended family, to form partnerships to farm (as long as none of the partners are non-family-farm LLCs or Corporations).

• Co-ops can farm if 75% of the members are farmers.

• LLCs and corporations can own the land if they use it for mining, energy, industrial, commercial – but not farming.

• Conservation nonprofit groups cannot buy farmland, unless approved by the Governor. If allowed to purchase the land, it cannot sell to the US government (ex. US Fish and Wildlife).

• No other corporations and LLCs can farm/ranch or own or lease farm/ranch land.

But federal courts struck down other states’ corporate farm laws, so isn’t ours going to be stricken?

Our corporate farming law is different from those other states. NDFU believes the ND law is constitutional. It has been challenged before and upheld. s

CANDIDACY ANNOUNCEMENTS NDFU elections will be held for officers and even-numbered districts at the state convention Dec. 9-10 in Bismarck.

OFFICE OF PRESIDENT – MARK WATNE It has been an honor and privilege to serve as president of North Dakota Farmers Union, and I ask for your support as I seek another term in that capacity.

This past year, the strength of our membership and conviction in family farm and ranch agriculture was tested by Measure 1. The overwhelming defeat of the measure speaks volumes about Farmers Union members who carried petitions, made phone calls and knocked on doors to defeat it by 75 percent of the vote. It was historic.

We are now taking that same fight to the lawsuit that threatens to eliminate our law completely.

Low commodity prices and a new farm bill are other challenges we face. As president, I’ll continue to work to find solutions and ways to further the progressive policies that are adopted at our annual convention. It is essential that we continue to develop and maintain funding for projects and priorities, and promote Farmers Union Insurance, National Farmers Union and our restaurants.

We have accomplished much this past year and have much work to do. But with a dedicated membership and talented staff, I am confident that North Dakota Farmers Union will be able to meet these challenges head on. I promise to strive to make this organization the best it can be and I’d appreciate your vote in December.

OFFICE OF VICE PRESIDENT – BOB KUYLEN Thank you for the honor of electing me to be your vice president of North Dakota Farmers Union. I would appreciate your vote to continue to serve as vice president of this great organization.

It was wonderful to see the grassroots effort of our members as they worked together to gather an abundance of signatures to get SB 2351 on the ballot and soundly defeat the threat to our corporate farming law.

It will be another challenging year for farmers with high input costs going into the field and very low commodity prices; plus a lack of moisture in

the southern part of the state to excess moisture in the north. We have seen our fair share of bad storms this summer. Isn’t it great that we have an awesome insurance company that can help out when misfortune comes upon us?

Working with our competent staff, prosperous insurance company, successful restaurants and, most importantly, all you members, continues to be a great pleasure.

I look forward to visiting with many of you at your county conventions. Brenda and I also hope to visit with many of you at the state convention in Bismarck. Our support to re-elect me as vice president would be much appreciated.

DISTRICT 2 DIRECTOR – JIM TEIGEN As I reflect on the past year, several topics come to mind. Included are family and friends, the cropping season and its weather, and news stories from our own communities and beyond. Some were moments of successes; some were times of disappointments.

A common theme seems to tie everything together: regardless of the degree and number of ups and downs, we must learn from all of these experiences and try to keep making progress.

Clearly, that progress comes easier if we work together.

That is why people like us started organizations such as NDFU, our mutual insurance company, supply and marketing cooperatives, and others.

Each helped promote and strengthen family owned and operated agriculture. We continue those efforts with a wide variety of complementary initiatives.

Serving as District 2 director has been one of the most meaningful experiences of my career, and I ask for your support to continue in that role. I also ask each of you to participate in your county conventions this fall, as well as the state convention. We can be proud of our accomplishments, but we still need to work together to meet present and future challenges.

DISTRICT 4 DIRECTOR – SHANE SICKLER Hello! My name is Shane Sickler and I am a candidate for re-election from District 4 for North Dakota Farmers Union. I started on the board in the late summer of 2015, following the sudden and tragic passing of Jim Kerzman. I have come to understand the importance of many aspects of this organization and I feel privileged and honored to serve District 4 members and represent NDFU to all the people of North Dakota and the country.

I am a lifelong member of NDFU, as I started in the youth program and became a Torchbearer as a young adult. I have served the people of western North Dakota as a former field staff member and also as the Dunn County Farmers Union president.

I have been privileged to attend fly-ins where we

have the opportunity to visit with many legislators from around the country and convey to them the importance of various farm policies and issues that affect the people of this great country and around the world. NDFU has always been and continues to be a very important part of my life as a producer and advocate for family farms. It has been a pleasure to work with and learn from the directors of the state board and also the staff and insurance staff of the NDFU. I have acquired valuable knowledge this past year and look forward to continuing to put my new experience to work for all of District 4 and all the members of NDFU. I look forward to the opportunity to visit with many of you at your county conventions and also at the state convention in December. Thank you for your support and I would be honored to continue to represent District 4 on the state board.

DISTRICT 6 DIRECTOR – ELLEN LINDERMAN Thank you so much for allowing me the honor to serve North Dakota Farmers Union as District 6 Director. This has been an inspirational year for North Dakota Farmers Union.

We have demonstrated that we are truly a grassroots organization with our successful referral of the legislative challenge to our corporate farming law. Thanks so much for your active participation. You, the members, are what made this effort so successful and members are what make this such an influential family farm organization. The September fly-in, our strong camping program, the successful restaurants in Washington, D.C.,

which tell the story of family farm agriculture, and so many other activities held throughout the year, have all demonstrated our commitment to family farm agriculture. I am so proud to be part of North Dakota Farmers Union.

I am seeking another term as District 6 Director and I am asking for and would so appreciate your support. This has been a banner year and we will continue to be the reasoned voice for agriculture through our organization. Together we can make a difference.

NDFU TAKES JAPAN REPS ON TOUR

orth Dakota Farmers Union hosted three farm representatives from Japan on Oct 6.

Hideki Tanaka, Yojiro “Joe” Hashimoto and Takeshi Nakamura joined NDFU Agricultural Strategist Dane Braun, District 1 Director Terry Borstad and Dakota Pride Cooperative Executive Director Travis Bruner on an all-day tour.

Nakamura temporarily lives and works out of Washington, D.C., as part of the international relations division of Ja-Zenchu, the largest agricultural cooperative in Japan.

“The crop structure is similar to North Dakota,” Nakamura said. “We wanted to see how agriculture is operated and how the farmer utilizes fertilizer on their land.”

The tour started at the state office in Jamestown and headed down to the Schlosser farm, where the group questioned Richard’s son Mike about some of the technology used in planting and harvesting.

Jared Nitschke of Allied Agronomy of Edgeley hosted the group after that, fielding numerous questions on supply and demand, and application and services.

who farm near Litchville, explained combine and planting operations to the group before visiting a corn and soybean field.

After lunch, the tour headed to Casselton to visit Identity Ag, a non-GMO processing plant. General Manager Jeff Davis fielded questions about packaging and overall plant operations.

The final stop was in a field outside Valley City, where Greg Svenningsen and his son Adam gave ride-alongs to Tanaka, Hashimoto and Nakamura while harvesting soybeans and fielding

questions about their operation.

With Nakamura interpreting, Tanaka said he was impressed by some of the family farms he visited.

“What we see here is prosperous family farming,” said Tanaka, who had earlier said farming is not lucrative in Japan and is therefore not an appealing industry to young people. “Our image of United States agriculture is that corporate farming is strong, but not in North Dakota.

ELECTION QUESTIONS EDITOR’S NOTE: In the October issue of the Union Farmer, an election section was printed with questions and answers from candidates. Below are two responses that came in late.

What new policies could you bring to the table in order to ensure a cheap food policy while making sure farmers and ranchers are still able to make a reasonable living?

CRAMER: I am already discussing changes to the Farm Bill with Chairman Conaway and Ranking Member Peterson. Priorities include unifying data so RMA and producers can expect equitable treatment. I’ll likely advocate eliminating the revenue (ARC) option and simplify the commodity title with price protection (PLC). While the House lost the battle over tying conservation compliance to participation in the crop insurance programs, I will fight to decouple KEVIN CRAMER them. Representatives Peterson and Republican, Noem joined me in introducing House of wetland determination reforms at Representatives NRCS, freeing up farmers to conserve while being productive. I have advocated raising FSA loan guarantee caps and indexing them for inflation so they can keep up with contemporary agriculture. Beyond the Farm Bill, I continue to push for regulatory relief for lenders so they can work with borrowers and assess risk on a more personal level.

Would you support disaster relief for farmers if commodity prices continue to collapse?

CRAMER: There is no appetite for disaster relief in Congress or the Administration. Re-opening any portion of the Farm Bill runs the risk of killing the crop insurance Why are you running for insurance commissioner?

BUFFALO: To represent and work hard on behalf of all North Dakotans. Born and raised in a small town in North Dakota, having lived in Bismarck for several years and graduated from Fargo Oak Grove and NDSU, I believe I am in touch with the pulse of North Dakota. I have devoted my education and career to improving the health and lives of the public. My distinct experience and background provides a fresh and informed perspective to this office and for our state. I have three Master’s degrees, including one in public health from NDSU, and RUTH BUFFALO Dem-NPL candidate a Master’s degree in management for Insurance and business administration from Commissioner University of Mary. Each of these programs has uniquely prepared me for the challenges of the North Dakota Insurance Commissioner. As a mother of four children, I know how important it is to have a knowledgeable and skilled advocate working on behalf of me and my family. I’m also a small business owner and understand fully the importance of integrity, quality customer service and accountability.

In your opinion, what is the most important role of the Insurance Commissioner?

BUFFALO: The most important duty of the office of Insurance Commissioner is being a true advocate for the people of North Dakota. Being a true advocate includes keeping the consumers educated and informed of insurance coverages and options. It’s important that

safety net. Any short term relief would have to come through repurposing of existing dollars within the USDA budget and perhaps some of the FSA reforms I referenced earlier. One idea being openly discussed is beginning debate and passing the new farm bill a year earlier, 2017 rather than 2018. This would allow us to deal with the glitches in the 2014 Bill and provide relief a year sooner.

Should the opportunity present itself for additional relief in the form of a disaster appropriation, farm state members will no doubt band together and leverage our support for agriculture as appropriate.

Farmers are asked to practice conservation, but do not see a return on money spent. How can we incentivize this?

CRAMER: I’ll expand on some of the ideas stated in previous questions. The Cramer Amendment (acre for an acre) in the current Farm Bill provides some incentive for conservation by not punishing landowners who drain and farm nuisance wetlands by removing arbitrary mitigation discretion from NRCS. I’ve talked to some farmers about utilizing an agriculture centric mitigation bank. The Cramer-Noem-Peterson bill, which we hope will become part of the new Farm Bill, sets a 60-day shot clock on wetland determinations, allows third party consultation, establishes due process appeal directly to district court, and shifts the burden of proof to the government. I’d promote programs like EQIP to be used for tiling which enhances soil health, wetland management, increased yields and mitigates prevent plant situations. Again, I will fight to decouple compliance with conservation programs from participation in crop insurance. Farmers are conservationists by nature and necessity. we educate and inform the consumers while holding insurance companies accountable. I envision growing the community outreach of the office. After a series of town hall meetings held across the state, many North Dakotans are unaware that the insurance department even exists. If this office is to return to its stated mission and be a true advocate, then we must thoroughly educate and inform the consumers on insurance.

If we make healthcare cost less, then insurance premiums will cost less. This can be done through primary prevention which will lower ER visits and hospitalizations.

We must partner with existing community coalitions and agencies to ensure a comprehensive plan is in place to address the gaps found within rural healthcare systems and delivery. Community health work is key to prevention.

A true advocate is needed to get into the communities to hear insurance related concerns. This is what I will do when elected to office. Every voice will be heard.

Health insurance is a vital product for family farmers and producers. As Insurance Commissioner, how can you help make sure healthcare remains affordable and available for North Dakota’s rural citizens?

BUFFALO: With a rise in drug overdose deaths across our state, we are at a critical juncture in North Dakota.

We need to work together so that we can increase access to behavioral health services (mental health services and substance use treatment centers). The IC office needs to work closely with legislators and multiple agencies to advocate on behalf of all North Dakotans. Accessibility to behavioral health services in a timely manner is needed and longer stays need to be covered. Our consumers deserve to be well informed of their options. s

FARM OPERATIONS ARE DIFFERENT

I

n arguing that farm operations are no different from other local businesses on the Main Street of towns across the country and thus ought to be treated the same, critics of farm programs ignore some very real differences.

Two weeks ago, we examined the price responsiveness of agricultural commodity markets.

We discussed the reasons that low commodity prices neither induce consumers to purchase more food nor cause farmers to cut production to any significant degree. The result is that farmers face long periods of low prices interspersed with brief periods of high prices.

We pointed out that crop farmers tended to use 100 percent of their capacity all of the time.

That is quite different from the industrial firms that used 76.7 percent of their production capacity in 2015. Even when one farmer gives up a lease on a field, there are often five others standing in line waiting for a chance to pick up that lease. In addition, agricultural land cannot be used by another industrial sector to return to agriculture when prices are higher. Once a field sprouts a housing subdivision, that change is permanent. Economists call this the fixity of resources.

Before moving on to other topics in the next column, we want to identify other crucial differences between the typical farm operation and the business on Main Street. Most businesses have a range of products and/or services that they offer while crop farms typically have a small range of choices of what they can grow.

by Harwood D. Schaffer and Daryll E. Ray soybeans, number 2 hard red winter wheat, etc. That means that the corn produced in Kansas is put into the commodity stream along with corn from Iowa and Illinois. They are competing with farmers around the world.

It is true that farmers can gain a price advantage by producing for a niche market, but get too many farmers entering that niche market and the price premium quickly disappears.

By way of contrast, Main Street firms selling the same or a similar set of products or services can differentiate themselves from each other on the basis of the personality of the owner or salesperson, location, product selection, or quality of service.

They develop a loyal customer base and a niche whether they recognize it or not.

Both farmers and Main Street business owners have little control over the cost of the inputs they purchase for their business.

They both generally face a limited number of suppliers. The difference comes in terms of the number of customers. Farmers typically have few customers and their price is figured off the futures market. They have little leverage in getting a better price unless they are willing to ship their product to distant markets, and even then the choice is limited. Farmers are price-takers on both the supply side and the demand side of their business.

In summary, looking from the outside it might seem that farming is no different from any other product-producing business.

And it is true that all businesses are subjected to outside forces over which they have no control.

Typically, businesses and their consumers react to those outside forces by quickly adjusting output and consumption and thereby rebalancing supply with demand at profitable prices.

But farmers, consumers and the major-crop sector in general react much differently to outside forces, especially outside forces that cause “over-production” relative to the quantity demanded.

Resources used to produce majorcrops tend to be fixed, or trapped, in agriculture. Couple the slow adjustment in agriculture’s resource-use—which translates into slow adjustment in total crop production—with consumers lack of willingness to adjust consumption, and the result is relatively long periods of “low” prices.

The Heritage Foundation and others use changes in census numbers on the size of farm operations, number of farmers, the comparison of farm-family income with non-farm family income and other such metrics to argue that agriculture can fend for itself. But those metrics are irrelevant.

The relevant evidence that crop agriculture can fend for itself would be that totalcrop agricultural supply and demand quantities now respond quickly enough to cause prices to rapidly bounce back to total cost of production levels. We are unaware of such evidence. In fact, the reaction of farmers and crop demanders to the plunge in crop prices of late suggests that the supply and demand of the total major-crop sector are as unresponsive to declining prices as ever. s

ON JAN. 1, RANCHERS WILL NEED A PRESCRIPTION FROM VETERINARIANS TO USE ANTIBIOTICS ON CATTLE. BUT IS IT PRACTICAL?

ongtime rancher and farmer Wes Niederman came to a greater understanding while Dr. Ethan Andress talked about the Veterinary Feed Directive during a pregnancy-check session on a sunny September day.

Still, North Dakota Farmers Union’s District 5 director is skeptical about its practicality with cattle.

The Veterinary Feed Directive or VFD is a rule that means ranchers will need a prescription from a veterinarian for antibiotics.

The directive will be in effect starting Jan. 1 in what has been a 21-year process undertaken by the government.

However, not everybody is in full agreement.

“I think it’s still going to be cumbersome for some people,” said Niederman, who farms and ranches along the North Dakota-South Dakota border south of Carson, N.D. “I think there’s going to be a time when you need something and you won’t be able to get a hold of a vet.”

Currently, a rancher can go to a feed store and get the appropriate feed with the necessary antibiotics and administer it. He can also buy extra so he doesn’t have to run back to the store later on, in

case it becomes a problem that affects others in the herd.

With the VFD, each instance will require a separate prescription in that a call will have to be made to the vet, who would electronically issue the prescription to the store.

Unless the veterinarian deems it a problem affecting the entire herd, each instance will have to be dealt with separately.

Andress, a doctor of veterinary medicine for the West River Veterinary Clinic in Hettinger, N.D., said the VFD is consumer-driven. More of the population wants meat free of antibiotics for health reasons, particularly antibiotic resistance.

“The VFD is a way for the industry to show we’re taking responsible action for use of antibiotics,” Andress said. “What’s happened on the human side is that we’ve started to deal with antibiotic

resistance. A lot of us know someone or have seen someone that has run into bacteria that are resistant.”

A resistant bacterium is to say antibiotics can’t kill it, which is a growing problem, according to the World Health Organization. Andress said it’s an issue that stems from a variety of places.

“The reality is we’re probably not the source of the problem,” said Andress, referring to ranchers. “But we can’t say we’re none of the problem. We want to make sure we don’t get a finger pointed at us because we’re not taking steps to make sure that our antibiotics are properly used.”

But is it practical? Andress seems to think so, as it can mostly be done electronically.

Still, additional hurdles remain.

“Everyone’s concerned about additional costs, but the biggest question is what is the cost of doing nothing?” Andress said. “Our consumers are asking for a product (with less antibiotics). Someone is going to step in and take that market.

doctor. Andress said there will be a once-a-year visit to discuss any problems with the herd, though he said that can be done on any of the visits that veterinarians currently make such as checking for pregnant cows.

But Niederman spoke to a larger concern, in that veterinarians seem to be overworked as it is. Requiring a closer relationship with more visits and communication could be difficult to execute, especially for small, rural offices.

“Vets are busy all over the state,” Niederman said. “To get ahold of one in a timely fashion, I think, is going to be

a struggle. What about that vet that works by himself? If he’s out in the country, it’s going to be cumbersome.”

Andress said proper planning may alleviate some concern.

“The workload for vets can be very heavy,” Andress said.

“It’s going to be important for producers to work with veterinarians to have things prepared in advance. There are slow times where we can work on the VFD so we can plan ahead and if they need a certain product, we can already have the pieces in place to do that without having to have CONTINUED ON PAGE 14

WATNE ADDRESSES CFS IN ROME

North Dakota Farmers Union President Mark Watne spoke in Rome before the United Nation’s Committee for World Food Security (CFS), as a representative of the World Farmers Organisation (WFO). This is the first time in 43 years that farmers, through the WFO, have been able to participate in the international discussion on food security and nutrition through the United Nation’s Food and Agriculture Organization.

CFS is also recognizing family farm agriculture as the cornerstone of rural society.

CFS, WFO and Farmers Union policies agree on land and animal stewardship, conservation of natural resources, and achieving a hunger free world. Watne made the following remarks: “Farmers need to be engaged in developing and implementing the goal of food security, as they are the main target of agricultural policies at national levels and the final users of on-the-ground

someone run out to their farm.”

Andress stressed that for those ranchers who already have a strong relationship with their veterinarian, it would be a smooth transition.

For producers who “go it alone” and administer their own drugs thus rarely using veterinarians, it’ll be a change.

“For those that don’t use veterinarians and don’t have a relationship, and at the last minute they want to put antibiotics into their feed – it’s not going to work that way,” Andress said.

That’s an issue that Dr. Blaine Hopfauf of Interstate Veterinary Clinic of Mandan sees as a big problem.

Hopfauf admits he’s lukewarm about the VFD, but did note its importance. He said he fully expects to see a small percentage of ranchers try to bounce from doctor to doctor and some even slip money under the table for a 14

products and CFS policy recommendations.

“It is important to take into consideration that farmers already apply production systems that could address the emerging challenges of food security, nutrition, climate change, soil preservation, and sustainable agriculture. This puts us in an ideal position to develop and

implement CFS goals. If given an avenue to support our farms, farmers will – through initiative, technology and intelligence – provide food, energy and sustainability.

prescription when that specific veterinarian hasn’t examined the animals in question.

“They’re going to try to find someone who will charge them 100 bucks and give them a (prescription),” Hopfauf said.

“There are (vets) out there like that who will do that. When it comes to making a dollar, it’s easy to sit behind a desk and sign your name.

“When something’s made illegal, there’s always a black market.”

Hopfauf won’t be participating, though. There is simply too much at risk, and it goes against the point of the VFD. “I will say no every single time,” he said. “It’s a liability for me. We hold the liability insurance. From a legal standpoint, we’re the ones the lawyers will be coming after.”

As for enforcement under law, it appears there isn’t much in place the first year. However, Hopfauf said regular audits

may soon follow, as government officials check in on the VFD with doctors’ offices. Every prescription request requires documentation.

“Once they find a problem, there will be penalties,” Hopfauf said. “There will be records of everything you have and where it went. They can trace it back to the individual operation.”

Change doesn’t always come easy, especially when talking about a process that Joe Niederman likely used when he homesteaded the family farm in its current location in 1908.

His grandson Wes remains concerned about the VFD’s implementation, but said he understands the reason behind it.

“I don’t know if it’s practical or not, but what’s practical isn’t always right, either,” Niederman said. “It’s what the industry has to do to sell its product. As someone that raises that product, I guess I have to comply by those rules and go that way.” s Union Farmer • www.ndfu.org

The WILD Program at North Dakota Farmers Union strives to help women become leaders.

Each month, NDFU will spotlight a member. This month, District 6 Director Ellen Linderman is in the spotlight.

Ellen first became involved in NDFU in 1976 when she and husband Charles Linderman returned to the state to begin farming. Charles grew up in Farmers Union, so it seemed like a natural fit for them to join the organization. Since that time, Ellen has been extremely active in many different organizations and is also currently on the Board of Directors for the Federal Crop Insurance Corporation (FCIC).

She grew up on a farm where her mom was active and a good role model.

“She always put herself out there for everyone else in the family and gave them a chance to express themselves,” Ellen said.

Her mother passed away 20 years ago, but she would love to be able to tell her she was

the inspiration for all she has accomplished.

Recently, she has been involved with the Farmer-toFarmer Program and went on a trip to Africa that left a very big impression. She had the opportunity to listen and speak to them about their culture and ways of farming.

It is easy to get pulled into negativity, but Ellen is persistent about keeping a positive attitude and a “yes we can!” spirit.

Especially in the midst of today’s political world, it is easy to get discouraged about the political process, but Ellen says, “We’ve just got to keep on keeping on!”

She is always on the lookout for new challenges and leadership roles because it allows her to have a voice and an opportunity to

Five questions with Ellen If you could meet one person, alive or dead, who would you want to meet? “Mother Teresa: She led such a simple life and just wanted to help someone (everyone) right where they were, with no expectations. She just wanted to help.” Ellen admires Mother Teresa’s faith as well, because even though she had doubts, she kept her faith strong. “She was a human being.”

If you woke up tomorrow as an animal, what animal would you choose to be? “A cat. Cats are independent and can take care of themselves.” (Her husband was laughing at her on this one!)

What is your dream vacation spot? “New England. It is so compact so it’s easy to just drive and see so much in a short distance.”

Who has influenced you the most in your life? Her parents and grandparents. They are her heritage. They were all involved in agriculture. She didn’t appreciate it maybe so much back then, but she does now because it has given her the opportunity to step forward in different roles.

What is your definition of community? “People working together and trying to make things better. That’s what I love about Farmers Union. Doesn’t matter where we’re from, what state we’re from. We are the community of humanity.”

“It is common with women to not take on roles of leadership because they are raising families, which is amazing, but they need the opportunity to step up in leadership as well,” Ellen said.

Follow your passions. If everyone could do that, it would be a much better world. We all have talents, we just have to use them.” s

Each year at North Dakota Farmers Union Summer Camps, youth vote for representatives to serve on the State Youth Advisory Council (SYAC). Each council member serves as a liaison for the NDFU youth program and helps define issues that impact youth. The council meets three times during the year and representatives attend two senior camps the following summer at no cost.
