There’s a farm crisis: Don’t ignore it

I

n the middle of April, I presented at two conferences; one in Fargo and the other in Brussels, Belgium. The Fargo conference was hosted by the Center for Agricultural Policy and Trade Studies and focused on farm policy and the 2018 Farm Bill. The meeting in Brussels addressed food security and value-added agriculture.

My message, at both, was family farms and ranches globally provide an abundance of commodities to meet the food, feed, fiber and energy needs of the world. The family farm style of agriculture has the capacity and has proven its ability to be sustainable and more than meet world demand. The fact that we still have hungry people in this world is due to logistics, food distribution issues and ability to pay. These factors could be resolved if countries and their governments were willing, and agreed, to address the issues.

So, what is the problem? Even though we have a tremendously successful food production system, it is being exploited by undervaluing the importance of food and those who grow it.

Farmers and ranchers are continuously told to become more efficient in order for their operations to survive. In the United States, the farmer’s share of the retail food dollar continues to shrink. It has dropped from $0.47 in 1952 to $0.17 today. And commodity prices in real dollars continue to trend downward and only respond upward when an unforeseen demand enters the marketplace, such as ethanol production in 2010.

Because farm gate prices are based on the amount of overproduction or oversupply of a commodity, the gains farmers make in efficiency

and yield production ultimately hurt them.

Farmers are price takers and have no avenue to pass on cost of production or expenses that rarely drop when commodity prices fall.

From my perspective, it is time that we quit undervaluing food and food production by family farmers and ranchers. Next to air and water, food is essential for human life and should not be taken for granted.

We all need to understand that an abundant supply of food is not a negative. It should not lower the prices paid to farmers. We need family farmers, as they are the true stewards of the land.

We need the family farm system of agriculture to train the next generation of farmers. Farms need a profit margin to maintain their operations, to adopt technology, to conserve and maintain the soil, and to be good neighbors to urban centers that rely on them.

In our great country, we are spending less than .28 percent of the entire U.S. budget on farm programs that support production agriculture, crop insurance and conservation. I do not think that is too much to ask. The farm bill ensures consumers spend less than 10 percent of their disposable income on food and puts safety net provisions in place to protect farmers against weather and price declines. Frankly, it is not enough and we need to increase support levels.

Farmers are struggling. We are seeing the start of a farm crisis and the silence that precedes it.

Let’s work to enhance our safety net before we lose a generation of very talented family farmers and ranchers.

65TH LEGISLATURE WRAPS UP The 65th Legislative Assembly has wrapped up. With commodity prices down and oil revenues still relatively stagnant, the primary focus of legislators has been reducing the budget to an amount that they believe is sustainable.

Our primary focus during the 65th Legislative Assembly was on agricultural, economic and social policies. Our members instructed us to place special emphasis on: • Upholding the current

corporate farming law; • Defending the need for state agricultural research • Monitoring funding for state programs that provide quality of life and education for rural areas • Advocating for landowner rights and improved reclamation practices • Protecting our current property tax relief in North Dakota The most significant victim to budget cuts for family farmers

was agricultural research. For example, the NDSU Extension Service, which was contained in SB 2020, underwent significant reductions. Extension is currently in a hiring freeze and analyzing what programs or positions will be eliminated. This biennium’s budget undoubtedly led to hard decisions on programs and research into the near future.

WATNE CALLS FOR PARADIGM SHIFT

“We need a paradigm shift, not the same old plan,” said NDFU President Mark Watne at the Center for Agricultural Policy and Trade Studies’ conference on farm policy and the 2018 Farm Bill held April 12 in Fargo. “We need to change the conversation.”

Watne was one of four panelists who spoke on the commodities and crop insurance titles of the farm bill. Less than half a percent (.28 percent) of the federal budget is spent on farm programs.

“I would suggest it’s too low and it’s time to put money back into agriculture,” Watne said, noting that the Supplemental Nutrition Assistance Program comprises 77 percent of farm bill spending.

Currently, prices fail to cover the cost of production. Watne said farmers’ only tool to cover expenses is increasing yields, which “is a detrimental cycle and effect,” because crop prices

are based on the overproduction or oversupply of specific commodities compared to demand. This overproduction causes consolidation in the ag industry. Watne believes it is time to look at the true cost of production and adjust accordingly.

“I’m suggesting there has to be something different,” he said in emphasizing the value of family farm agriculture and the need to reward farmers for low-cost food abundance and the renewable wealth they create for the country with every harvest. “We should not risk playing with our system [of family farm agriculture]… and we can no longer take for granted that food will always be there.”

INTERSTATE HEALTH INSURANCE Myth vs. Reality

EDITOR’S NOTE: The following is a write-up from the North Dakota Insurance Department. To learn more, go to nd.gov/ndins Some have suggested that allowing interstate sales of health insurance policies will make coverage more affordable and available. In reality, interstate sales of insurance will allow insurers to choose their regulator, the very dynamic that led to the financial collapse that has left millions of Americans without jobs. It would also make insurance less available, make insurers less accountable, and prevent regulators from assisting consumers in their states.

If a North Dakotan purchased a health insurance policy issued in New York or Florida and later had issues with the policy, that North Dakotan would not be able to obtain assistance from the North Dakota Insurance Department (NDID) as North Dakota does not have regulatory authority over such plans. Instead, that North Dakotan would have to contact New York or Florida to obtain assistance.

The inability for the NDID to assist a consumer on a health insurance policy issued in another state becomes

particularly important considering the practice known as “surprise billing” will greatly increase if health insurance plans are commonly sold across state lines.

Out-of-state insurance companies will likely not have network contracts with North Dakota health care providers.

This is important because the network contracts dictate the payments that must be made to the health care provider on behalf of the consumer by the insurance company.

If no agreement between the health care provider and insurance company exists, the insurance company will bill the consumer for out-of-network charges (i.e. surprise billing), which are often substantially higher than in-network charges. In contrast, North Dakota health insurance companies have provider agreements with essentially all of the health care providers in North Dakota.

The NDID also would not have the authority over the provisions used in the health insurance policy or the rates charged for the policy. This is particularly important because the North Dakota Insurance Commissioner has prior approval authority whereas most other states do not have this authority.

MYTH: Allowing individuals to purchase insurance across state lines will give them access to coverage at lower premiums.

REALITY: Interstate sales will start a race to the bottom by allowing companies to choose their regulator.

• Allowing banks to choose their own regulator was a major cause of the current financial crisis.

• Insurers will seek the regulations that allow them to most aggressively select the healthiest risk.

• While those individuals in pristine health may be able to find cheaper policies, everyone else would face steep premium hikes if they can find coverage at all.

MYTH: Mandated benefits are the reason insurance is more expensive in some states than others, and interstate sales would lower premiums by allowing people to forgo benefits they don’t want.

REALITY: This isn’t about the mandates. Mandated benefits add, at most, 5 percent to the cost of a policy.

• Interstate sales would allow some insurers to cherry-pick the best customers by avoiding consumer protections that require them to cover individuals with preexisting conditions and limit their ability to charge higher prices for older, sicker customers.

• In states with robust consumer protections, insurers could reap huge profits by skirting these rules.

MYTH: Interstate sales will simply provide people with more options. People who don’t want interstate policies can keep the coverage they currently have.

REALITY: Interstate sales would actually reduce the options available to consumers.

• Out-of-state insurers would be able to lure healthy enrollees away from existing risk pools, which would become progressively sicker and more expensive until they ultimately fail.

• Insurers that currently comply with state consumer protections would be forced by out-of-state competitors to evade them as well.

• Insurance policies would cover less and less, as insurers try to design polices that discourage the sickest customers from applying.

MYTH: Policies sold across state lines would be governed “cooperatively” by the states with no loss of consumer protection.

REALITY: Allowing insurance to be sold across state lines would eliminate the ability of insurance regulators to assist consumers.

• Interstate policies would for the first time allow insurers unlicensed in the purchaser’s state to sell health insurance, which would otherwise be a criminal offense.

• Licensure is the key that allows state regulators to take action to protect consumers.

• The regulators of one state have no authority to enforce the laws of another state. Instead, consumers will have to hope that the regulator in a distant jurisdiction has the ability and resources to assist consumers nationwide.

CONCLUSION States continue to experiment with other strategies for making health insurance more affordable for individuals including high-risk pools, reinsurance, tax credits, subsidies and basic health plans.

As always, states are the laboratories for innovative ideas.

It is critical that the federal government and the states work closely with health care providers, insurers and consumers to implement true reforms that will curb spending and make insurance more affordable.

EAS FUNDING TO BE CUT? Trump’s budget proposal threatens vital funding for three North Dakota airports, despite success stories

A cut to Essential Air Service, a program that helps less-populous towns across America sustain commercial air traffic, could affect three North Dakota airports under President Donald Trump’s budget proposal.

The plan, announced in March, eliminates EAS as part of an overall cut of $2.4 billion to the Department of Transportation, a 13 percent reduction in its budget. That means airports in Jamestown, Dickinson and Devils Lake could face serious funding problems.

“EAS flights are not full and have high subsidy costs per passenger,” Trump’s budget plan reads.

“Several EAS-eligible communities are relatively close to major airports, and communities that have EAS could be served by other existing modes of transportation.”

The EAS program “is funded from overflight fees paid to FAA by foreign aircraft that transit U.S. airspace without landing in or taking

off from the United States,” according to the Congressional Research Service. The total cost of the program was $283 million in 2016, with $175 million being subsidized by the federal government.

Excise taxes and other fees make up more than 87 percent of the Federal Aviation Administration’s budget out of a pool of money called the Airport and Airway Trust Fund (AATF), which totals nearly $3 billion. From this fund, the Department of Transportation directs the specific funding from overflight fees to EAS. Those in leadership positions at airports in Jamestown and Dickinson said they continue to work to educate the public on where much of the money from airport projects and costs comes from. Other than a portion of EAS — which is paid to the airline carriers serving the airports — the funding is largely paid for out of the AATF and not from the wallets of taxpayers.

“Folks think this is something we can save

money on so they take a run at it,” said Jim Boyd, chairman of the Jamestown Regional Airport Authority. “This trust fund is slated for aviationrelated business.”

Kelly Braun, airport manager at Theodore Roosevelt Regional Airport in Dickinson, echoed Boyd and said it’s worth remembering that passenger subsidies are limited per flight.

“It’s a huge misconception that this is a strain on the American taxpayer,” Braun said. “We have 50-seat regional jets, and (airlines) only get a subsidy for 19 or 20 seats.”

North Dakota Farmers Union has policy in regard to the state’s airports: “We urge that airline service to our cities be maintained and improved.”

EAS funding has been a big part of the growing success in Jamestown and Dickinson. Jamestown took $2.8 million in funding while Dickinson and Devils Lake each utilized around $4 million.

Dickinson, in particular, actually had 60,000 boardings in 2014, when the oil boom peaked and flights to Denver were packed. However, that number dropped with the “bust” and Braun said he feels the airport’s 2016 number of 16,795 represents sustainable growth.

“We wouldn’t be able to achieve that number of passengers without that subsidy,” Braun said. “(EAS) allows us to have commercial service in Dickinson. When the boom happened, we were able to forgo that subsidy. When the boom turned into the bust, we went back on EAS, and it’s acting as a safety net for us until the economy picks up. We hope that subsidy will no longer be needed. Dickinson stands as a poster child for how well this program works.”

Once an airport crosses the 20,000 boardings threshold, it’s no longer eligible for EAS funding.

Jamestown and Devils Lake aren’t as close to that milestone as Dickinson, but both airports saw record boardings in 2016.

Jamestown had only 2,672 boardings in 2013, but has increased that number to 11,123 in 2016.

Likewise, Devils Lake has gone from 2,667 to 6,290 in that same time frame. For Jamestown, the fact that it reached 10,000 passengers means it can

receive up to $1 million in funding from the FAA as opposed to $150,000.

“I think this is one of the success stories (for EAS),” Boyd said.

But what would happen if Trump did cut EAS funding? It’s unclear where the overflight fees that make up the $108 million that aren’t subsidized by the federal government would go.

Sam Seafeldt, director of the airport in Jamestown, said it would be difficult to maintain the airport as is without EAS funding, meaning tough decisions would have to be made.

“A lot of people here would have to find somewhere else to work if EAS did get cut, but we’re confident we can keep it going,” he said.

While Boyd said cutting the funding wouldn’t necessarily be a death knell for the airport, it would make it more difficult to have commercial service.

“We would work feverishly to go to Plan B and talk to (carrier) SkyWest and maybe they can find a way to come in here with one airplane a day (rather than two),” Boyd said.

In an effort to make sure there is continued funding – which both airport managers said always seems to be on the chopping block – a task force has been called into action. It includes the state’s congressional delegation in Sens. Heidi Heitkamp and John Hoeven and Rep. Kevin Cramer, as well as Gov. Doug Burgum.

Heitkamp and Hoeven have both released statements supporting EAS in 2017.

“EAS has always received bipartisan support,” Braun said. “There are industries that use these flights like agriculture, natural resources exploration, oil and gas development, medical, college, manufacturing – the economic input of those industries is a tangible thing.”

Boyd said commercial air service is vital to any growing community.

“It’s really critical for economic development,” Boyd said. “We have the desire to grow. If we don’t have good reliable commercial service, we’re gonna have a hard time enticing new businesses to move here.”

SOYBEAN CRUSHING PLANT COMING TO SPIRITWOOD

Minnesota Soybean Processors intends to put a $240 million soybean crushing plant at Spiritwood, N.D., according to General Manager Scott Austin.

Through a press release sent out by North Dakota Governor Doug Burgum’s office, MSP said the plant would be the first of its kind in the state, crushing 125,000 bushels of soybeans each day and producing soybean meal, refined, bleached and deodorized soybean oil and biodiesel.

MSP, a cooperative in Brewster, Minn., already owns and operates a similar plant.

“It’s a fairly large (undertaking) for us,” Austin said. “It effectively doubles the size of the products and companies we manage and market. In terms of total production, it will be more than double what we do.”

The plant could mean 55-60 full-time jobs as well as supporting service companies in the local community. It would produce 900,000 tons of soybean meal annually and 490 million pounds of oil, half of which will be used for biodiesel.

Austin said North Dakota was a natural choice and Spiritwood made the most sense.

“The process grew out of a desire to grow the company here in Brewster and expand the plant here,” Austin said. “When we started going through the costs and engineering to do that here, we realized there were a lot more benefits going to a different location. And North Dakota being a location that has a lot of beans being grown and no

real dedicated crush industry, the overall impact and longterm gain far outweighs the additional costs.”

Spiritwood is a great central location for locally grown soybeans, Austin said.

“Origin plants tend to work a little better,” Austin said. “We source all of our beans (in Brewster) within 75-100 miles of the plant, both off the farms and through elevators. It’ll probably be the same process going through North Dakota.

There is a pretty developed elevator system there and a lot of local producers in the counties surrounding the plant there. We’ll probably encourage off-the-farm bushels from producers but also work closely with elevators as well.”

Austin said construction is set to begin by the end of summer and will last 20-24 months. He’s hopeful the plant will go online late summer of 2019.

“We’re very excited about this project,” Austin said. “The relationship we’ve developed in North Dakota both with the state and the people in Jamestown has made this project move very quickly and really eliminated a lot of the problems that you normally run into with a project like this.

We’re very glad to be coming to North Dakota and very excited to be getting this project off the ground in the next 3-4 months.”

North Dakota is one of the fastest rising soybean-producing states in the country. It’s fourth in the nation in production.

BACK IN BUSINESS At 72, Binford’s Halvorson takes over local restaurant

BINFORD — Ron Halvorson isn’t looking to add to his to-do list.

The Griggs County Farmers Union president from Binford has enough on his plate to zap the energy from a middle-aged man. But for the 72-year-old Halvorson, community is too important.

Halvorson recently took over the Binford Cafe after he walked away from the restaurant nearly 40 years ago. Sure, he has cattle to check, a fencing business to help operate, an auction service to run on the side and his grandchildren’s rodeo careers to follow. Still, it’s worth finding the time.

“I did it for the town,” Halvorson said. “I just couldn’t see it going the way it was. We’ve always had a good restaurant in Binford.”

The restaurant has remained open for the most part through the years, but ownership has changed hands multiple times since Wally and Madelyn Halvorson sold it around 1980. Ron helped run the restaurant for nearly a decade before it was sold.

“It’s really being run like my mother ran it,” Ron said. “All homemade food. We have potatoes, gravy, vegetables — beef, pork or ham every day for dinner. You can order burgers or anything you want, but most farmers want a (home-cooked) meal. Many don’t want a sandwich.”

It’s extra work, of course, but Halvorson doesn’t mind. He has four servers that are able to cook as well. They can take the reins when he’s attending to other duties.

For example, when the Union Farmer visited Halvorson inside his restaurant, he was in the middle of an average day. He woke up at 4:30 a.m. and checked cows before heading into the restaurant to make coffee between 5:30 and 6 a.m. The cafe technically opens at 7 a.m., but Halvorson said he doesn’t mind if people pop in for coffee after 6 a.m.

Around 8 a.m., he headed out to local pastures to fix fence as part of his fencing business. He was there until 3 p.m., when he came back to the restaurant to prepare it for dinner rush.

ABOUT BINFORD CAFE

The Binford Cafe is located at 205 Whinery Street in Binford, N.D. Hours are 7 a.m. to 8 p.m. from Monday through Saturday, though it will stay open longer on Saturday night with a crowd. Sunday hours are 8 a.m. to 2 p.m. Dinner specials are Saturday night and Sunday.

He remained there an hour past closing time, helping with clean-up. He makes it home around 9 p.m., settling in to watch a TV show or two before going to sleep.

Retirement often happens in the mid-60s, but Halvorson is taking on even more in his 70s. So what personal value does the former Air Force veterinary technician see in filling up every minute of his day?

“I’ve had a lot of friends retire between (ages) 62-65. You know what happened to them?

They’re not here anymore,” Halvorson said.

“You have to stay active and busy, and keep your mind busy. You can’t just go home and sit down

and read the paper and or watch TV. Some guys golf, but that don’t seem to work chasing that little ball around.”

During the week days, the cafe opens every morning at 7 and closes at 8 p.m., but Halvorson said the hours are somewhat flexible based on need. The restaurant also does catering and even features specials on Saturday night and Sunday.

Halvorson served Norwegian specialties Kumla and Torsk his first two weekends, respectively.

Halvorson said he couldn’t do it without the help of his wife Shelley, who takes care of the paperwork.

“She does all of it on the financial end, and she

has someone that helps her too,” Ron said. “She figures it all out. I don’t have to monkey with that. I just take my receipts home to her at night.”

He said he hopes the restaurant will bring others from the surrounding areas into town for a meal. And if they do, he hopes they see the great community that he sees.

“Before I came in, probably 30-40 people were here and cleaned the place,” Halvorson said.

“That’s the kind of community they are.

“I’m not looking to make money — we just want to break even. I hope the people support us, because it’s going to take support to keep it here.”

Alvina Skogen

Alvina Skogen is fearless in meeting new challenges.

In fact, she welcomes them.

Upon meeting her, you quickly sense her warmth, quick intellect, and wit. She is a woman of experience and accomplishments, and a leader in many capacities, be it NDFU, Women of the ELCA, a library or township board.

Alvina prides herself as a woman of the prairie, having lived through different eras in western North Dakota and having worked with four generations on the family farm.

Farmers Union and its values have played a major role in her life. Her parents were active members – her father, a treasurer of the telephone cooperative; her mother, a county youth director.

“I grew up during a time when Farmers Union locals were the rural social world,” Alvina said.

She earned her Torchbearer Award in l965; her three children are also Torchbearers. Today, their son John also serves on the

Williams County board.

When asked about Farmers Union values, she lists “People – lifelong friendships, good folks who know what is important in life, and an organization that values the needs and concerns of its members.”

Education has been Alvina’s lifelong career – over 35 years of teaching in Medina, Harvey, Ray, Wildrose, and Williston schools.

“I was fortunate to find a career that was never work,” she said.

Presently, she is the Williams County EPIC Coach and a substitute teacher. EPIC coaches in surrounding counties seek out her ideas and experience as guidance.

Alvina enjoys reflecting on the influences in her life: she was blessed with wonderful parents.

Her father was a kind, hard-working, good man, and her mother, a strong farmwife and schoolteacher.

We discovered a Medora vacation spot with our three grandchildren – Spirit of the Badlands Inn. Amazing North Dakota beauty!

Who has influenced you most in your life?

Two people – my mother who instilled in me a sense of confidence. Widowed at an early age, she made a new life for herself, which took courage and determination. She was also very instrumental in the lives of her grandchildren.

Secondly, my husband Gary, who has supported and encouraged me to become involved in leadership positions – be it ELCA, Homemakers, Federated Women, NDEA, NDLA, NDFU, as well as politics. We know the responsibility of being involved and making things happen for now and future generations.

The 2017 summer staff stand in front of NDFU’s pickup during orientation April 8 at the state office. It also gave the staff a chance to see the new wrap designed for the truck, which will be utilized as an advertising and promotional tool.

North Dakota Farmers Union President Mark Watne packs a box with phones to donate to Cell Phones For Soldiers, an organization that ships phones overseas for soldiers’ use.

The phones were left over from NDFU’s successful corporate farming campaign last year.

An employee appreciation luncheon was held April 4 at NDFU in Jamestown. Emmons County Farmers Union, in conjunction with Voices of Lake Oahe, hosted its annual Youth Ice Fishing Derby at Rice Lake on Feb. 25. There were about 60 kids who participated from all over the state. Unfortunately, no fish were caught, but it was a great day!

Ag businesses held a Mercer County Ag Appreciation breakfast on March 21 for National Ag Day. A WILD brunch was held at the Harvest Brazilian Grill in Mandan in March. Jessie Veeder of Watford CIty spoke.

Rebecca and Samantha Knutson of Hettinger gave presentations on NDFU’s youth program and put camp info on popcorn bags to give away at school. They also held a Kommunity Kids project for the Hettinger Post Prom.

LaMoure County hosted an EPIC event for their senior youth. They had pizza and went bowling.

More than 60 Cass County Farmers Union members attended a meeting in April at the Vets Club in Casselton. A variety of hops were tried and two different kinds of meats were served. The agents and Cass County board grilled the brats and helped serve members.
