Consider ramifications of ag mergers

I had a very interesting trip to Washington, D.C., in May. I was given the opportunity to present input on the merger between Monsanto and Bayer.

The meeting was with Barry Nigro, U.S. deputy assistant attorney general, and others from the Department of Justice’s Antitrust Division.

On the surface, farmers and ranchers have concerns about mergers but generally struggle to measure what impacts come with control of an industry when large companies do merge.

Historically, market share dominance can make for noncompetitive influences in the marketplace. In some cases, our government has moved to breakup industries or deny mergers due to the impact on a competitive market.

Most people believe in a “free market” system that allows opportunities for individuals to participate in our capitalistic economy. Generally, in the United States, we strive for a limited regulatory climate to encourage business growth.

It is a society’s responsibility to have fundamental rules in place to support a business climate that considers the interest of all citizens.

Just as a government can make burdensome regulations, monopolistic practices can be just as limiting to a free market. If you look at the agricultural sector, we have many markets, logistics and input suppliers approaching levels that, in the past, were seen as having too much market power, both from a horizontal and vertical integration perspective.

The merger of Bayer and Monsanto will create the largest seed and chemical company in the world. It will leave only three large players in the chemical and seed industry. The other two players are DowDuPont and ChemChina Syngenta. One could easily question if there are enough players in the industry to ensure competitive pricing and unbiased research. Already, we have seen seed costs remain high without a reduction in price as commodity prices decline for farmers and ranchers.

Will research on seeds and chemicals be adequate for agriculture to provide enough fuel or food? Will research be done only in the interest of these three large companies? Can public research compete with the research these companies will control, along with the seed traits? Will farmers and ranchers have a free market to buy and sell into?

I testified to the Department of Justice that many of these questions need to be answered

before we simply allow this merger to take place. I think adequacy of public research and untethered research must be considered to ensure we develop the best seed and chemical products for society as a whole. I challenged the proposed merger, saying the few players left in this line of business will create market concentration levels that will make farmers less likely to have choice and pricing opportunities.

The United States has taken a handsoff approach for a long period of time with respect to mergers in agriculture. We have market concentration challenges in seed, rail transportation, chemicals, processors, and fertilizer.

Some believe pricing is being manipulated.

Farmers Union calls upon our Department of Justice to fairly consider the ramifications of the merger on farmers and the ag industry, as well as the effects of other mergers and impacts.

AGENTS HONORED FOR PERFORMANCE, YEARS OF SERVICE AT ANNUAL MEETING Farmers Union Insurance agents from across North Dakota met May 15-17 in Jamestown for their annual statewide meeting.

The event featured speakers on products, leadership, sales, customer service and employee development. Agents learned more about all aspects of the insurance field from product representatives and managers.

Agents were recognized for years of service and top performances at a banquet the opening night. Most of the awards were presented by General Manager Mark Anderson.

FUI secures naming rights for field

Farmers Union Insurance (FUI) recently reached an agreement with the Central Cass School Board to secure the 15-year naming rights to a new turf field that will be built this summer in Casselton.

Morgan Forness, superintendent of Central Cass School, said the generous “matching gift challenge” in the amount of $175,000 was pledged to the school by FUI. The field will be known as Farmers Union Insurance Field, she said, and will not only serve the school district of 950 students, but also the city of Casselton (population 2,800) and the entire region of eastern North Dakota.

The gift has been designated for Phase II of the Athletics Complex project consisting of the new turf football field and an eight-lane synthetic track.

“This sponsorship fits perfectly with our ‘Simply Different’ brand,” said Kevin Ressler, chief sales, marketing & brand officer for FUI. “It doubles down on our belief of supporting rural communities and the folks who live there.

Because the facility is important to the community of Casselton and rural Cass County, it’s also important to us.”

“I hope we can continue our commitment in the future,” Ressler noted, “because that’s what really separates us from other insurance companies.

Most major brands have moved away from having a presence in rural communities. We’ve actually increased the number of agencies we have in small towns to serve the population that meets our mission of building stronger communities.”

FUI is also the premier sponsor of the North Dakota High School Activities Association and the BEK Broadcasting Network which televises high

school athletic competitions throughout North Dakota. The company sponsors numerous other sports organizations and activities. Last year, FUI purchased the naming rights to a hockey arena in Northwood, as well as an expansion rink – the Farmers Union Insurance Center – attached to the Scheels Arena in Fargo, home of Fargo Force hockey.

“The support of Farmers Union Insurance is greatly appreciated and solidifies our belief that our collaborative vision for Central Cass School and the city of Casselton is on target,” said Forness.

“The matched gift, dollar for dollar, will secure $350,000 to the school project, which will cover the entire cost of the new turf field being built. It brings the total raised since October of 2016 to $7.3 million and gets us ever closer to our goal of $8 million.

“The passion and giving spirit behind individuals and the business community toward the project is impressive and should be commended, as they invest in the future of the educational and recreational opportunities of our young people. The school district and city are poised for growth and it’s a privilege to experience the investment in this project.”

Central Cass will complete construction on the school and Phase II of the Athletics Complex in the fall of 2018.

“This is an exciting time for us at Central Cass and I hope others will continue to come forward to help meet our end goal for all aspects of the school; from academics, arts, and athletics as it all benefits our students and community when we invest in our youth,” said Forness. ndfu.org • June 2018 • 7

A LIFETIME

J

oe Armbrust sits in his favorite chair at the kitchen table of his home near Fairfield, reminiscing about the life he’s lived and the organizations he’s served. At 88 years old, Armbrust keeps active, with that chair serving as his only relaxation. It has a backrest on it, but the often-animated Armbrust doesn’t give it much use.

It’s that restlessness that helped him get so involved in his younger days. At one point in the 1990s, he was active in 12 organizations including being president or chairman of four and vice president of another.

“I can’t figure out how I handled all of it, but I was active,” he said.

Sixty-six years ago, Armbrust became a member when he did enough business with the local Farmers Union cooperative to have his dues checked off. Not surprisingly, it coincided with the start of his farming career.

“My dad was strong Farmers Union,” he said.

“He was involved in starting (the co-op) in South Heart, and he was on the board. My dad would say that the local Farmers Union has everything you need, and they treat you well.”

Years later, Armbrust is in his 24th year as president of Billings-Golden Valley counties with a lifetime of organizing to his credit. As an active member in Farmers Union, he helped start the Fairfield Local, and when that took off, he was

asked to start locals west and south of him. At one time, he was president of all three.

“I didn’t want to be president of (Billings County) because I was president of all those locals, but they did elect me to the county board,” he said.

“I was very involved from then on. We had very active locals.”

Armbrust recalled the 1964 fly-in in which he joined other members on the Farmers Union plane to lobby legislators in Washington, D.C. “(Congress) was more calm than they are now,” he said. “We asked them to support the farmers, but some of the legislators from the cities were (bold). They told us, ‘You scratch my back, and I’ll scratch yours.’ We spent 90 percent of the time in

the Capitol building.

“Then when we got back, we’d talk to the membership about what we learned. It was the best thing that had happened to me.”

AT HOME

Back on the farm, Armbrust was diversifying. He added “40 to 50 milk cows” on a loan from Western Cooperative Credit Union in Dickinson to go with the crops he harvested every year.

In 1968, the state health department changed its standards for milk collection and required a “dairy barn with a pipeline.” He came up with the money for the dairy barn and had it built.

Armbrust remembers it being modern for its day.

“Everything was electric, and it had a bathroom, shower and toilet,” he said. “The house we lived in didn’t even have a bathroom. It had running water, but not a bathroom. But we had a bathroom in the barn.”

With the addition of the barn, Armbrust had taken a difficult situation and turned it into a positive one. And during the barn’s construction, he did it again.

Getting the sewer system right proved to be tough, and after one failed attempt, he finally had it fixed. In the process, he was encouraged to buy a truck and a tank, and pump the neighbors’ sewers.

That’s exactly what he did, creating Armbrust Sanitation as an off-farm job.

“In the spring of ’69, I pumped my own dairy barn, and the neighbors heard I was doing it,” he said. “Now, I’ve been pumping septic tanks for 48 years. At one time, I had 230 customers. I used to pump three a day. During the (1980s) oil boom, I was pumping tanks from south of Belfield clear to the river north of Grassy Butte.

“Now, if I pump one, that’s all I can handle.

When I come home, I’m awfully tired. But as long as I get a good night’s sleep, I’m ready to go again.

I make my own schedule on pumping sewers.”

Armbrust does have some health issues, but he tries to stay on top of it. He takes 29 pills every day, but he’s happy to report that 26 are vitamins.

“And I got to drag it all along when I go some place or I’m miserable,” he added.

ACTIVE ROLE

He lost his wife Anna Mae to lung cancer in 2001, but Armbrust has six children — four girls and two boys — as well as numerous grandchildren to keep him company.

He’s most proud of his children, as they embody the spirit he had on the farm.

“Every one of them are hard workers, they all got good jobs and they all provide for themselves,” he said. “They do wonderfully — they’re not scared of work. They’ll work day and night if they have to, and that’s the way I did it.”

Armbrust took the same attitude with volunteerism. The list of organizations he has helped is long and prestigious.

In the same year he joined Farmers Union, he also became part of the Knights of Columbus. In

1971, he was the Belfield chapter’s “Knight of the Year” and the Armbrusts were honored as “Family of the Year” in 1998. He served on the Bismarck Diocese Pastoral Council and was chairman of the Dickinson Deanery Council. At St. Bernard’s in Belfield, he sang on the church choir for 40 years and continues to be chairman of the ushers.

He played a key role in the establishment of Community Action in Dickinson, eventually serving as chairman of the board, and he remains a director on the board. He helped organize the Billings County Historical Society, again serving as chairman. In addition to that, he was chairman of the board for the Germans from Russia Heritage Society in Dickinson. He was also a four-term delegate to the North Dakota silver-haired legislative assembly, which was discontinued in 2013.

Armbrust also served his local cooperative, as he was elected to the board of directors. Additionally, he found time to chair the Fairfield Community Club.

He has spent a lifetime donating his time for others, and he’s still at it. He uses a restored Fordson tractor to plow local gardens, and he also makes homemade wine for friends.

Closing in on 90 years of age, Armbrust said his time as leader of Billings-Golden Valley is coming to an end. But he feels good about where the organization is at, as the last county convention had more than 80 people.

“I’m just not able to handle as much anymore,” said Armbrust, who likely won’t run for president of Billings-Golden Valley again. “I’ll never walk away completely, but Farmers Union is where I first started (getting involved). Farmers Union has always treated me so well.”

A visit to the

NDFU contingent goes overseas to learn about sustainable ag practices

How does a country that could fit into North Dakota nearly five times become the second largest exporter in value for agriculture?

Commitment. Commitment to agriculture.

Commitment to sustainability. Commitment to the land. Commitment to its people. Commitment to research.

When you stop and ask someone where their food comes from, what is typically their response?

Is it the grocery store? Or a farm? President Mark Watne’s sentiment in the previous Union Farmer about agriculture becoming a forgotten industry resonates strongly not only here at home in North Dakota and America, but also in the Netherlands.

NDFU took a small contingent to the Netherlands to learn about its successful agricultural practices. We heard from many producers that it is becoming all too common to hear statements such as “my milk comes from the grocery store” rather than from a cow on a farm. It is estimated that less than one percent of the population has any connection to agriculture anymore. However, this challenge has only seemed to motivate the Dutch to become more committed to agriculture in all sectors.

People need to eat no matter where they live in this world. As the world becomes more global

in every industry, it is important to share our struggles and victories and help each other to grow –­­ agriculture being no exception.

The government in the Netherlands implemented a dedication to sustainability in the late 1900s and their commitment to that promise shows. The same conversations about urban population growth and how to make more use of the limited land resources are being had overseas.

One solution the Dutch have utilized is greenhouse production. We had the opportunity to tour many greenhouses that produced gerbera daisies, chrysanthemums, roses, red peppers and vegetable breeding. The greenhouses ranged in size from 3 hectares to 22 hectares.

The Netherlands has been able to be innovative in many ways because of their great public and private collaboration, good law environment for plant breeders’ rights, being home to the top agricultural research university in the world (Wageningen University which just celebrated its 100-year anniversary) and commitment to caring for the land. The Dutch understand the need to “do more with less” and are finding innovative ways to do so with their plant breeding research.

Another way the Netherlands sets itself apart is with water management. About a third of the land area is located below sea level and only

about 50 percent exceeds a meter above sea level.

Historically, many houses had to be built on stilts but have recently been able to be filled in to make the bottom livable because of their improvements in water management. Windmills used to pump water into a canal and finally into the ocean.

Now there are modern pumping stations that are centrally monitored by computer systems. The water levels are set by the government after lots of discussion with citizens. As you can imagine, farmers and urban residents are not always in agreement on where these water levels should be set. LTO Nederland is one group that works with farmers to advocate on their behalf to the government on their concerns with many things including water levels.

Cooperatives are also an important part of the economy in the Netherlands. The sentiment of “market failures” was discussed as a reason for starting cooperatives, especially when it came to flower auctions. We had the opportunity to attend the Aalsmeer Flower Auction as well.

Flower growers typically send the majority of their product to the flower auction rather than through a specified supply chain (like directly to Walmart for example).

Another example of a cooperative is the seed breeding greenhouse we went to, Hazera Seeds.

Its parent company – Limagrain – is a cooperative specialized in field seeds, vegetables and cereals.

while maybe 15 percent comes from government subsidies or research and development grants.

Plantum is another organization that is extremely committed to research and promoting the interests of its members and the sector.

Limagrain is part of this organization. Our hosts at Hazera Seeds stressed the importance of being a part of this collaboration to work together with other breeding organizations. The organization is made up of 350 members active in breeding, propagation, production and trade of seeds, bulbs, tubers, cuttings and young plants. They act as a discussion partner with government bodies and interest groups to consolidate the competitive position of the sector and groups on an international level.

Having the opportunity to learn about agriculture in another part of the world was an unforgettable experience. No matter where we live or come from, we all have similar wants and needs. We all need to tell the stories of our farmers. Don’t let agriculture become a forgotten industry. Let’s learn from one another so we can feed the world.

NDFU, FRG welcome food truck to D.C.

On May 8, NDFU President Mark Watne and Farmers Restaurant Group (FRG) co-owner Dan Simons welcomed the Farmers Union food truck to Washington, D.C. Carrying food supplies directly from North Dakota to NDFU’s restaurants, the truck has been making trips since October. However, the event gave NDFU and FRG a chance to celebrate giving farmers a greater share of the U.S. food dollar.

Roger Johnson from the National Farmers Union spoke to the reality that the farmer’s share of the food dollar has reached an all-time low of 14.8 cents.

“This is a figure that strikes a chord with family farmers and ranchers everywhere who are dealing with the sharpest decline in net farm income since the Great Depression,” he stated.

The truck is another step forward to move the needle in support of farmer-owner partners and their hard-earned bounties, and in an ongoing

commitment to educating restaurant guests on the importance of American family farming.

Attendees were delighted to discover that the largest food truck commodity was wheat directly from Mark and Michelle Watne’s family farm in North Dakota. A key ingredient in the awardwinning, proprietary Founding Spirits Vodka, this wheat will be used to distill vodka in-house at Founding Spirits distillery located at Farmers & Distillers.

The good news didn’t stop there. A partnership with local outreach program DC Central Kitchen was also announced. Every time the food truck comes to DC, not only will it carry supplies for the restaurants and in-house distillery, it will also bring food supplies for the good people of the DC-area who depend on some 12,000 daily meals served at DC Central Kitchen to those in need.

All in an effort to support family farming and sustainability, one truckload at a time.

Patti Patrie

Patti Patrie of Bowdon is a natural born community leader.

Patti has been involved in North Dakota Farmers Union since 1998 after attending a Farmers Union women’s conference in Minnesota where Heidi Heitkamp motivated the attendees to advocate for agriculture and be involved in their communities.

Patti didn’t grow up in Farmers Union; she grew up on a fruit farm in the state of Michigan.

She married North Dakota farmer Loren Patrie and was introduced to Farmers Union at a Wells County Young Producers event. Eventually, all three of the Patrie children were going to dayclasses taught by their great-aunt and became Farmers Union Torchbearers. Somewhere in the mix of things, Patti became a Wells County board member and was invited to serve on the Policy and Action Committee at an NDFU state convention. She found the debate over policies invigorating and challenging.

She stayed involved and became Wells County president in 2012.

Patti’s leadership experience started early, dating back to her early days on the family farm and in school. During college she interned in Washington, D.C., for

the Indian Affairs Office of the Senate Interior Committee. She was also a fellow with the Center for Public Service at Anderson University in Indiana. Her goal was teaching, which she did in Whiteshield and Hurdsfield before raising a family and farming full-time with Loren.

They raised crops and cattle for 40 years, plus ran “Patrie’s Raspberries on the Prairie” with their children for 20 years. Loren and Patti say their “best crop” was their three children: Clayton, Miles and Anne.

Patti spent the last 15 years as chair of the Bowdon Development Center. When the Bowdon school closed its doors, concerned citizens came together and formed Bowdon Development Center, Inc. They created a strategic plan, website, campground, an annual

Who is the woman you look up to the most?

I feel fortunate to have a wonderful pastor: Pastor Pauline Crowder of Bowdon ELCA. She is objective, treats everyone equally, and totally exemplifies the values Jesus taught us. She lets God work through her actions and empowers others to live out their faith.

Who is one person you’d like to meet?

Actually, not a person but a place! I’d like to go back in time to Elbowoods, N.D., which was flooded as a result of building the Garrison Dam. It was a thriving Native American community on the Missouri River that was dispersed in such a way that the people had difficulty replacing the success they had achieved. Many of the families were relocated to urban areas like Los Angeles.

Duckfest and repurposed the school into an event center. Patti credits other successes in the community to the ambulance and fire emergency services, Lions Club, Bowdon Café and two newly formed cooperatives — Bowdon Community Grocery and Bowdon Meat Processing.

Patti said people call Bowdon “a community owned community.”

Patti received leadership training as a fellow with Rural Leadership North Dakota, and the Horizons Program — both led by NDSU Extension. She used her experiences to advocate for ND farmers by participating in both NDFU and Center for Rural Affairs fly-ins. Now in semiretirement, Patti said her values are leading her to pursue new interests including refugee causes, taking care of the earth and building integrity in government.

What is your most valuable leadership experience?

Teaching! By accident, I met the child of one of my students who happened to be pregnant 25 years after I last saw my student, and this child was a brilliant young man. He shared that his mom was an advocate for human rights. That thrilled me!

Who has influenced you the most in your life?

My husband, Loren. He’s the total balance I need. He’s consistent, patient and wise. I feel fortunate to have a supporting, loving husband of 42 years and three caring, respectable children and their families that fulfill my life.

What do you see as your greatest achievement?

House version bill is inadequate In late April, the National Farmers Union Board of Directors passed a resolution stating its opposition to the House draft of the 2018 farm bill, H.R. 2. The House Agriculture Committee passed the bill last month and it is expected to be considered by the full chamber sometime in midMay. The NFU Board urged members of the House to make significant improvements to the farm bill before passing the legislation.

As written, the bill is wholly inadequate for providing family farmers with the resources they need to endure weak commodity prices, large surpluses, an increasingly consolidated marketplace, and depressed farm income.

The Title I commodity programs would be largely the same as they were in 2014. Price Loss Coverage (PLC) would maintain its reference prices, the threshold below which payments are triggered, for all commodities. As a result, struggling farmers will likely not receive an adequate amount of assistance to deal with such low commodity prices. The NFU Board resolution recommended that Congress increase PLC reference prices to improve the farm safety net and offset potential trade retaliation. Additionally, they emphasized the need to provide dairy farmers, who have been particularly vulnerable to low prices, with enhanced price supports and a mechanism that manages our nation’s milk inventories to meet market demand.

Additionally, the House draft fails to provide farmers with the tools they need to be the best possible stewards of our natural resources. The bill would eliminate the Conservation Stewardship Program (CSP), a working lands program that offers incentives for improving and maintaining conservation practices. The board called for the reauthorization of CSP. The bill would also eliminate mandatory funding for value-added producer grants, farmers market and local food promotion programs, the National Organic Certification cost-share program, all of which facilitate the development of fair and diverse markets for family farmers. The NFU Board advocated the restoration of mandatory funding for programs that improve access to local, regional, and specialty markets and energy programs that promote development of the bioeconomy in rural areas.

The bill contains some bad news for hungry Americans, too. The Supplemental Nutrition Assistance Program may see budget cuts and 20 • June 2018 • Union Farmer

more stringent work requirements for participants, even though there are already such requirements in place. The NFU Board advised that the House maintain funding levels for consumer benefits under nutrition programs.

FARMERS SHARE HITS 15-YEAR LOW

Since 1993, the U.S. Department of Agriculture (USDA) Economic Research Service (ERS) has reported on the farmer’s share of the American food dollar. This is the portion of every dollar that American consumers spend on food that is allotted to food producers. The rest of the dollar goes to marketing, processing, wholesaling, distribution and retailing.

In April, ERS reported that the 2016 farmer’s share hit a record low, bottoming out at 14.8 cents.

That number marks a 5 percent decline over the previous year, and the lowest mark for the farmer’s share since USDA ERS began reporting on the numbers 15 years ago. The rapid drop shadows the larger agricultural economic picture, which has been grim for some time.

The difference is particularly stark for specific products. For instance, in 2014, beef cattle farmers were earning $0.44 for every dollar Americans spent on steak. This year, they are only earning $0.22. Similarly, dairy producers, who have been hit especially hard by economic difficulties, have seen a drastically decreased return on investment.

Four years ago, milk farmers were claiming more than half of the milk dollar, whereas today, that value stands at just $0.30.
