ou’ve heard me say before that North Dakota Farmers Union is only as strong as our grassroots member involvement.

Leadership from the bottom up, rather than the top down, has defined our organization for 90 years.

Much like growing a crop, the roots of a plant determine whether it will thrive. No amount of fertilizer spread from the top down can revive a plant with an inadequate root system. The same holds true for Farmers Union. The viability of our organization depends upon member engagement.

Farmers Union exists to advocate for members through the ideals of education, cooperation and legislation. Our grassroots structure infuses member input into all aspects and levels of our organization. Every member has a voice. Every member matters.

For our organization to be strong, we must

hear your voice. That responsibility falls on your shoulders, not your neighbor’s. Our leaders are everyday farmers and ranchers. They are rooted in family farm agriculture and have a vested interest in the success of rural communities and cooperatives.

Because of Farmers Union’s grassroots structure, we have always had a unique pulse on the ground, which has given us relevance, staying power and a progressive agenda.

In the months ahead, we will be running “how-to” articles in the Union Farmer as part of a “Grassroots” series aimed at raising member awareness and participation. We will explain the process for everything from “How to be considered for the Policy and Action Committee” to “How to become a delegate to the state convention.”

Remember, you are the grassroots. Please take that knowledge and get involved.

GRASSROOTS HOW TO PARTICIPATE IN A FLY-IN

Twice a year, most often in September and February, NDFU members of all ages participate in legislative fly-ins to Washington, D.C., to lobby members of Congress on specific issues.

Participants often meet with USDA officials and other agency reps. NDFU members usually meet with North Dakota’s congressional delegation, as well. Fly-in participants receive a briefing from National Farmers Union staff before they are divided into teams to make coordinated visits on Capitol Hill. The trips are generally four days in length.

• Contact the president of your county Farmers Union organization if you are interested in attending a fly-in. If you are unsure of who that person is, go to ndfu.org, click on About, Leadership and then County Presidents.

• Cost is roughly $2,000/person, but most Farmers Union county organizations cover the expense or a portion of it for a member to participate. Check with your county president about cost reimbursement for flight, hotel, meals, taxi/subway/Uber, etc.

• As a representative of NDFU, participants must agree to carry Farmers Union’s message to congressional leaders, not their own agenda.

• There are no guarantees to be chosen as a fly-in participant. For example, regular pay members (active or retired farmers and ranchers) generally take precedence over associate pay members (non-farmers and ranchers) or affiliate members (insurance policyholders).

• Sept. 10-13 are the dates of the next legislative fly-in.

TRUMP’S VISION FOR AGRICULTURE?

President Donald Trump’s proposed budget was widely panned in bipartisan circles. For agriculture, it would eliminate 5,000 USDA jobs, cut crop insurance $16.2 billion over 10 years, limit crop insurance share premiums to $40,000 per person and cut Supplemental Nutrition Assistance Program (SNAP) by more than 25 percent. A number of officials criticized the budget, which is never more than just a suggested guideline, as Congress sets and passes the budget. Congress has only enacted the president’s budget request six times in the last century, according to the Congressional Research Service.

Here is a look at some of the notable criticism: NDFU President Mark Watne via the Williston Herald: “Agriculture should not have to bear the burden for everything going forward to fix the problems that have developed over the years. Agriculture creates new wealth and when you think of the food security system this country has and the great production system that keeps an abundant inexpensive food supply for consumers, it is just a big mistake to further cut agriculture programs.”

National Farmers Union President Roger Johnson in a statement: “The president’s proposed budget is an assault on the programs and personnel that provide vital services, research, and a safety net to America’s family farmers, rural residents and consumers. It is deeply disappointing that the president would propose such cuts, especially in the midst of a farm crisis that has family farmers and ranchers enduring a drastic, four-year slide in farm prices and a 50-percent drop in net farm income.”

Sen. John Hoeven (R-N.D.) in a statement: “The president’s proposed budget reduction for agriculture does not work. Given the challenging times in the farm patch – from low commodity prices to natural disasters – we need to prioritize and maintain our agriculture budget. While we support more funding for our military and defense, we must maintain support for our farmers and ranchers.”

Sen. Heidi Heitkamp (D-N.D.) in a statement: “Some increases to defense spending are needed, but it’s irrational to pay for those increases by crippling programs that strengthen American families and rural communities. This budget would seriously hurt North Dakota and rural America.”

Rep. Kevin Cramer (R-N.D.) in a statement: “I appreciate the President’s commitment to cutting the deficit and balancing the budget for the first time in several years. I’m also grateful we have a president that takes America’s commitment to national defense seriously. That said, I believe some of the cuts requested – particularly the drastic cuts aimed at the federal crop insurance program – are misguided and fail to address the biggest drivers of debt in our country. So, while his guidance is appreciated, it is Congress that holds the power of the purse and we will continue to address the federal deficit and budget priorities accordingly.”

Senate Agriculture Committee Chairman Pat Roberts (R-Kan.) via Wall Street Journal and Associated Press, respectively: “It’s nothing new – it’s just a lot of people who don’t know what the hell is going on in farm country. You would think a budget would be applicable to the problems we’re facing. …

The only thing between being out of business for our farmers in Kansas is crop insurance. These are ideas or proposals that have come out of the bin or some pile they found in the basement of OMB and pulled it out again.”

“We’ve had a freeze, we’ve had a prairie fire, we’ve had another freeze, we’ve lost 40 percent of our wheat crop and you’re telling me there’s going to be large cuts to crop insurance? Come on. That doesn’t add up.”

“I think people knew what they were doing when they elected President Trump. I see (the budget proposal) as an opportunity to demonstrate to the American people that we can do more with less and we will do more with less, and we’re going to be winning in the end.”

“We think it’s wrongheaded. Production agriculture is in the worst slump since the depression — 50 percent drop in the net income for producers. They need this safety net.”

N.Y. Times Congressional Correspondent Carl Hulse: “Presidential budgets, especially in times of divided government, are traditionally labeled dead on arrival. This one, with its deep domestic spending reductions, never even drew a breath, despite unified Republican control of Washington. But it will influence the coming congressional spending deliberations, and its most consequential effect may be to push authors of House and Senate budget and spending bills to the right.”

American Soybean Association President and Illinois soybean farmer Ron Moore in a statement: “By shredding our farm safety net, slashing critical agricultural research and conservation initiatives, and hobbling our access to foreign markets, this budget is a blueprint for how to make already difficult times in rural America even worse.”

Farm Credit Services of America (Omaha) Senior Vice President Tony Jesina via Omaha World-Herald: “From the perspective of the customer and as a company, these cuts are going to be pretty damaging (if successful). Why would we want to jeopardize our food safety and security?”

Michelle Hennings of the Washington Association of Wheat Growers in a statement: “Farmers need a safety net. Crop insurance is our risk management tool to make sure that we get at least some returns out of the crop. … There’s a misconception on what these programs are actually used for. We pay out of pocket, too. It’s not just the government subsidizing us.”

Mark Jensen, owner of Jensen’s Sweet Corn & Produce via KSFY-TV in South Dakota: “In a year like this year there isn’t much bottom line left. I mean, the way prices are and the way expenses are, if you take a considerable loss or a reduction in your income, you can be very easily forced out of business.”

Ben Lilliston, director of climate strategies for the Institute for Agriculture and Trade Policy via Public News Service-Minnesota: “Unfortunately, this Trump administration budget reflects that they don’t care much about rural communities and farmers, and they’re diminishing resources, and it’s troubling. It should be troubling to a lot of people who live in rural communities, and farmers, because I don’t think this is what they voted for.”

NDFU JOINS LIVESTOCK ALLIANCE FOREST RIVER, N.D. – The North Dakota Livestock Alliance (NDLA) has recently been created by farmers to help other farmers raise livestock successfully and responsibly in the state.

The organization was developed through a collaboration of agricultural organizations that support livestock production and development, and includes the North Dakota Corn Utilization Council, North Dakota Soybean Council, North Dakota Pork Council, North Dakota Farmers Union, Midwest Dairy Association and North Dakota Ethanol Council. The North Dakota Department of Agriculture and North Dakota State University are ex officio partners of NDLA. The NDLA is a nonprofit, non-partisan organization that assists farmers, ranchers and communities with the development or expansion of the livestock industry. The NDLA will also work to strengthen the connection with consumers to instill confidence in the practices used by livestock owners, which will also help to create awareness in the food and products produced by the livestock industry.

“We are excited to announce the formation of the North Dakota Livestock Alliance,” says Craig Jarolimek, NDLA chairman. “We want the Alliance to be a trusted resource for North Dakota farm families wanting to remain viable on the land and active in their communities. The agriculture industry continues to be a driving force in North Dakota, and many new and beginning farmers rely on livestock as a way to get back to the farm. We want to help grow farms in a responsible and successful manner that will provide a significant boost not only to the farmer, but to their community and quality of life as well.”

NDLA receives funding from member organizations and is led by a board of directors.

The board of directors include Chairman Craig Jarolimek of the North Dakota Pork Council; Vice Chairman Kenton Holle of the Midwest Dairy Association; Secretary Scott German of the North Dakota Corn Utilization Council; and Treasurer Austin Langley of the North Dakota Soybean Council. Currently, the NDLA is conducting a search for an executive director.

DEBERTIN ELECTED PRESIDENT OF CHS ST. PAUL, Minn. – CHS Inc., the nation’s leading farmerowned cooperative and a global energy, grains and foods company, announced May 22 that its board of directors has elected Jay D. Debertin as president and chief executive officer (CEO) of CHS. Debertin succeeds Carl Casale, who led CHS during record performance levels and expansion.

MINNESOTA LEGISLATURE PASSES YOUNG FARMER CREDIT

During the latest session, the Minnesota Legislature passed a bill that provides a tax credit to landowners if they sell to young and beginning farmers.

One of the bill’s primary authors, Sen. Michael Goggin (R-District 21), is vice chair of the Agriculture, Rural Development and Housing Policy. From Red Wing, Minn., Goggin said he was approached with the idea, which he called “common sense.”

“Anything we can do to incentivize keeping the agricultural industry strong, I’m all for it,” Goggin said. “Right now, we have aging farmers, and they’re trying to transition to retirement, but we don’t have many young farmers coming in.”

The bill was originally the work of the Central Minnesota Young Farmers Coalition, and coleader Andrew Barsness discussed the effort in an interview with Ag Daily. Barsness is a beginning farmer.

“Young farmers across the state worked hard to see this pass,” he said. “We organized, testified, and worked with the authors to get a good piece of legislation. For many of us, this was our first time getting political. This effort showed that by working with a broad coalition and staying focused on practical solutions, beginning farmers have a voice and power.”

With the legislation in place, landowners receive a state income tax credit equaling five percent of the sale price or 10 percent of the cash rent when they sell or rent to young and beginning farmers.

Landowners can also receive a credit worth 15 percent on a cash share agreement. The credit

takes effect for the tax year 2018, though the funds are limited to $12 million and are available on a first-come, first-served basis.

Goggin stressed the importance of young farmers, and he wasn’t the only one. Minnesota Farmers Union, Minnesota Farm Bureau, the Minnesota Catholic Conference and the Land Stewardship Project supported the bill, which had bi-partisan support in both houses of the legislature.

“I had a group of young farmers in my office at the beginning of the session,” Goggin said. “This evolved from that discussion and blossomed from there. Farming is the backbone of our country, whether people want to admit it or not. … We need younger people coming in, so we can try some of these new farming techniques. It’s time for the next generation to start doing that. This was realistic and reasonable.”

NDFU President Mark Watne said the bill was a step in the right direction for young and beginning farmers.

“Any time an opportunity exists to aid the transfer of land to a new generation of family farmers, it needs to be supported,” he said. “We need to be substantially more innovative in our efforts to keep family farm agriculture the tool of food security.”

The bill, the only one of its kind in America, is the latest attempt to boost the amount of young farmers in agriculture. Other bills to support young farmers haven’t been as successful, such as student-loan forgiveness. It failed in North Dakota in 2015 and Montana in 2017.

RYBERGS CHOSEN AS LATEST FUE COUPLE FOR N.D.

The Farmers Union Enterprises Leadership Couples Program is underway, and North Dakota Farmers Union has selected Valerie and Randy Ryberg of Menoken as its representative.

Strong family farmers, the Rybergs continue to work land that has been in the family for a century. The couple has four children: Christian (20 years old), Claire (16), Hannah (10) and Lucas (6).

After high school, Randy enlisted into the Army and was deployed in Operation Desert Storm.

When he returned, he finished college and took over the family farm.

His wife, Valerie, is a Beulah graduate and joined Randy on the family farm where they have made their life together for the past 19 years.

Valerie works as a nurse in Bismarck.

The Rybergs raise wheat, corn and soybeans, and also have cattle.

The FUE leadership program is a 15-month intensive course that broadens understanding of Farmers Union, cooperatives and agriculture.

The program is designed to enhance participants’ leadership skills and knowledge, so they can become strong advocates in their communities and in Farmers Union.

For Valerie, she’s hoping to improve her ability to speak to larger audiences.

“I think it’s going to help with public speaking,” she said. “I hate public speaking. As a nurse, I can teach one-on-one. But getting in front of a ton of people – no.”

FUE is a joint effort among NDFU, South Dakota Farmers Union, Montana Farmers Union, Minnesota Farmers Union and Wisconsin Farmers Union.

One couple is selected from each state and attendance at five main events is mandatory. The first event was June 21-24 at Grouse Mt. Lodge in Whitefish, Mont. The Wisconsin Farmers Union convention is also on the list, set for Feb. 2-4 of next year, as is the National Farmers Union convention in Kansas City, Mo., which is March 3-6. Ryberg said they will also be attending Farmers Union state conventions in North Dakota and Minnesota.

A date is also scheduled for South Dakota in June 2018, and the couples will cap the program with a legislative fly-in in September 2018.

“I’m looking forward to next year’s fly-in,” Valerie said. “Randy won’t be able to go, but I’ll take my oldest daughter (Claire). She’s in FFA — she’s interested in taking Dad’s place.”

N.D. RURAL GROCERY INITIATIVE SEEKS CONSUMER FEEDBACK The North Dakota Rural Grocery Initiative taskforce is asking consumers who live in rural N.D. communities to take a survey and share their thoughts on shopping habits and trends. Sample questions include inquiries about the types of stores they patronize, how far they travel to purchase groceries and how frequently they shop, among others. The information gathered by the taskforce will be used to help stabilize the rural grocery industry.

All information provided by survey participants will be kept anonymous, and data is reported in aggregate.

Youth to attend All-States Leadership Camp Each summer, National Farmers Union (NFU) members ages 17-20, who have distinguished themselves as leaders, are given the opportunity to attend NFU’s All-States Leadership Camp.

Youth come from across the United States to Bailey, Colorado, where they spend a week at the NFU Education Center, nestled among the peaks of the Rocky Mountains.

Campers explore their personal leadership skills, identify issues important to their generation, and discuss their role in effecting positive change throughout rural America, both individually and through involvement in Farmers Union.

Center to take part in cooperative activities and listen to several inspirational speakers. In addition to building leadership skills and other learning opportunities, participants enjoy hikes and outdoor games, a camper talent show, dances, a campfire, and outings to an amusement park and musical dinner theatre.

The National Youth Advisory Council (NYAC) is elected each year by their peers during camp. NYAC duties include representing thousands of Farmers Union youth across the country, including working at the annual NFU Convention. These young Farmers Union members also hone their leadership skills at a session in Washington, D.C. and help plan the next year’s

NDSP ANNOUNCES INVESTOR MEETINGS JAMESTOWN, N.D. – North Dakota Farmers Union is encouraging farmers to attend upcoming investor meetings for a soybean crushing facility and refinery that will be located near Spiritwood.

The North Dakota Soybean Processors’ (NDSP) project will utilize 125,000 bushels of soybeans per day once completed.

“Adding value to commodities through in-state processing facilities, especially farmer-owned facilities, is something we strongly support,” said NDFU President Mark Watne. “I would encourage farmers to attend upcoming investment offering meetings. This could be a good avenue to improve farm income.”

NDSP is offering 9,000 to 12,000 total units for sale at $10,000 each. Minnesota Soybean Processors is making a $60 million investment to purchase 6,000 units and will serve as the company’s managing member. A minimum

investment of four units or $40,000 is required to invest in the project. Investors must be accredited.

STILL ENJOYING NDFU MEMBER AND FORMER VIKING DAVE OSBORN TAKES TIME FOR FANS, ENJOYING LIFE AT 74

W

hen Monte Reiner of Minot listed his framed 1969 Vikings schedule with a picture of running back Dave Osborn for sale in the Union Farmer classifieds, he expected to field calls about purchasing the item.

One particular call started off that way too, but Reiner quickly learned it was of a different nature.

“The gentleman was asking where I got this, and how much I was asking for it,” Reiner recalled.

“And then he said, ‘This is Dave Osborn.’ I was kind of shocked he would notice it in the back of the magazine. The odds of that seemed really weird.”

But Reiner was right on, as Osborn has been a North Dakota Farmers Union member for many years. He has Farmers Union Insurance on a house he uses as a hunting cabin in Cando, his home town.

On the football field, Osborn starred at Cando High School and then for the University of North Dakota before being drafted by the Minnesota Vikings 176th overall. He played 12 seasons in the NFL — the first 11 for the Vikings — and led Minnesota in rushing four times including the 1969 NFL Championship season.

Reiner may have been shocked that the former NFL running back was combing through the Union Farmer classifieds, but Osborn said there’s nothing to be surprised about.

“I often look at the for-sale stuff on farms,” said Osborn, who resides in Lakeville, just south of the Twin Cities. “I usually don’t look at all of the ads, but I was looking through them that day.”

So why did Osborn call? To ask a question.

“Why don’t you send it to me and I’ll autograph it and you’ll get more for it,” Osborn said. “He sent me the plaque, and I signed it for him, and he sent me a copy of it.”

What was an amazing moment for Reiner was just another day for Osborn, who estimated he gets five or six items a week through the mail to sign — be it for charity or otherwise. It’s part of his conscious effort to give back to the fans.

“I guess I always felt like when I played, the fans were the ones that paid our salaries,” Osborn said.

“I always figured the fans are the ones that deserve to get something back.”

RURAL ROOTS

Osborn likes to leave his grandchildren in disbelief when he talks about the family farm near Cando and attending country school.

“I used to have to ride horseback to school,” Osborn said. “You tell your grandkids about that, they think you’re making it up.”

Though his family history is rooted in North Dakota, Osborn himself was actually born in Everett, Wash. The family worked the farm seven or eight months of the year, but then headed to the state of Washington to work in the winter.

“My dad worked in the shipyards — that was his winter job,” Osborn said. “That’s when I was born, in March. I just happened to be born out there. Other than that, we worked the farm. When I was six, we got electricity. Before that, we had lamps, candles, ice boxes till I was in first grade.

My grandkids don’t believe that, either. They can’t fathom not having electricity.”

Osborn’s hunting cabin wasn’t always for hunting. Originally, he and his wife would visit her parents in Cando for long periods of time and stay at the residence. It also gave him a chance to re-engage with his old stomping grounds.

When he goes back these days, he can’t help noticing his home town continues to shrink, a significant problem throughout rural America.

He recalls a community of nearly 2,000 people and a school with good-sized classes. Now, it’s consolidated with area schools, and the town has dropped to around 1,100 people, though it still remains a vibrant community in North Dakota.

The consolidation that has struck small-town schools has hit family farms as well.

“There used to be a farm in this corner, and a mile down from that was another farm, and two miles from that was another farm,” he said. “Now one guy lives in town and farms the whole thing.

Less people and less kids. Back then, if you had three or four hundred acres, you had a big farm.

Now if you don’t farm five or six thousand acres, you can’t make it.”

RECRUITED FOR COLLEGE

At 74, the 6-foot Osborn scurries about his Lakeville home with quick feet, reminiscent of his days on the gridiron. The walls in multiple rooms are covered in signed pictures and old plaques from his playing days. Downstairs, his UND jersey hangs on the wall — a green beacon in a sea of purple.

It’s more than just a jersey, though. It’s a significant link to his home state, and it almost didn’t come to pass.

“My high school coach went to Jamestown (College), and he wanted me to go, and that’s where I planned on going,” Osborn said. “Last game of the season, we played at Cavalier. Of the two refs, one was UND’s previous football coach and (then) track coach Frank Zazula, and another was a major in the Air Force. I had one of my better games, probably scored four or five touchdowns. Within a week, I had a full scholarship to UND and an appointment to the Air Force Academy.”

Osborn didn’t feel comfortable leaving the family farm for three months in the summer, as the Air Force Academy is year-round. Plus, he didn’t like the idea of leaving girlfriend and nowlongtime wife Beverly.

At UND, he caught fire as a junior, helping the team to a 6-3 record. A year later, UND went 8-1 to win the North Central Conference, defeating previously-undefeated North Dakota State for the 13th year in a row to win the conference title.

His success had drawn the interest of many NFL teams including the powerful Dallas Cowboys, but not even a letter from the Minnesota Vikings.

LIFE IN THE PROS

Osborn was drafted by the Minnesota Vikings in the 1965 draft, which was good news. He planned on using a trip to training camp on his resume when he applied for teaching and coaching jobs back in North Dakota. First, he’d go back to school and get a master’s degree.

Then he’d work as a teacher for a while, until he had enough experience to become a principal or superintendent. He preferred that to spending all day in a classroom, and to him, it fit better with coaching.

But after the first day of training camp in Bemidji, Minn., he realized he wasn’t as out of place as originally thought.

“I came in not knowing what to expect,” Osborn said. “But after being there for a day, I said, ‘Hey, I’m as good as anybody out here. I’m here to make this team.’”

At the time, the coach was Norm Van Brocklin, an NFL Hall of Fame quarterback that led the Vikings through the first six seasons of existence.

“He liked hard-nosed guys — if he said run through that wall, I’d run through that wall,” Osborn said.

But Van Brocklin resigned after the 1966 season, and Bud Grant took the job on his way to four Super Bowl appearances and an enshrinement into

the Hall of Fame.

For Osborn, it wasn’t until long after his playing days that he found out how Grant felt about him.

“Years later after I was done playing, we were out hunting and I told him that I didn’t know if you even liked me when I was a player,” Osborn said. “He said, ‘You were one of my favorite players.’ But you didn’t know that, because he treated all of his players the same. I think Bud could come back today and within a year, he’d have the team winning again. He has something about him. He knows how to handle people.”

Among Osborn’s many highlights was starting Super Bowl IV, after the Vikings had gone 12-2 in the regular season and beaten the Cleveland Browns for the NFL Championship. As it was prior to the AFL-NFL merger, the Vikings played the AFL champion Kansas City Chiefs in the Super Bowl and fell 23-7.

Osborn still struggles to figure out that Super Bowl Sunday, considering the teams met in the opener the following season with identical rosters, and the Vikings handled them 27-10.

“It was the same starting lineups, and we dominated the game,” said Osborn, who also played in Super Bowls VIII and IX. “If we played five times, I bet we win three, maybe four.

Sometimes, I wonder if we were overcoached a bit.

We went there and practiced and practiced. We were so tense — I think we played the game in the middle of the week.”

RETIREMENT

Once per season, the Vikings invite former players to sit in a press box and watch the game, which Osborn takes in. Otherwise, he’ll show up to some home games and sign autographs, and then head home just in time for kickoff.

“TV is almost like being right on the sidelines,” he said. “You can see the instant replay, and it’s easier to see what’s going on.”

Former glory surrounds Osborn. Close friend Paul Krause — the NFL’s all-time interceptions leader and a Hall-of-Famer — lives across the street, while Bob Lurtsema and Mick Tingelhoff — another Hall-of-Famer — reside close by.

“I probably see Paul every day — we had such a great group of people (on our teams),” Osborn said. “You always think retirement is going to be great, but you run out of things to do. I like to hunt and fish, but when you get older, it gets to be a lot of work.”

Osborn’s greatest joy in retirement involves his grandchildren and attending their many sporting events, though that’s running out soon as well.

“We’ve gone to a lot of sporting events,” he said. “Almost all of our grandkids are out of high school. We’ve got two left.”

It’s a life Osborn appreciates, and not one he necessarily envisioned.

“We never thought of living in Minnesota — too many people down here,” he said. “We said we’d go back and live in Grand Forks. That’s our type of town. Well you get down here, have kids and buy a house, it’s hard to go back.”

OSBORN’S TAKE ON FOOTBALL On the current state of the Vikings: “They’re headed in the right direction. I really like (coach) Mike Zimmer. Last year started off well and went downhill, but they had so many injuries. You can’t play in this league if you don’t have offensive linemen.”

On rookie running back Dalvin Cook: “He can catch and block, too. That was a downfall for Adrian Peterson — he wasn’t a good blocker or a good receiver. You’ve got to have ball control and you do that by short passes and running the ball.”

On Peterson leaving the Vikings and signing with the Saints: “Peterson is 32 years old. He says he can run as good today as he ever could, but I thought the same thing when I was 32. You can’t. You lose a little something. You’re just not the same guy you were when you were 22. Credit to Peterson, he’s a specimen and in great shape, so maybe he’s different. We hope he has a great year except the first game (the Vikings play the Saints in the season opener).”

On instant replay: “Back then, we’d say, ‘I think the official made a mistake.’ Now you can see it on TV up close and in slow motion. Had they had that when we got beat by Dallas to go to the Super Bowl in ’76 when Drew Pearson shoved off (on the game-winning touchdown), we would have gone to the Super Bowl. I think it’s good for the game. Maybe we shouldn’t even have referees.

Just watch the video and call it all from the booth. Don’t even have guys out there.”

On the NFL becoming a passing league: “It used to be the first players teams wanted out of the draft were running backs, and now they say they’re not that valuable. Back then, you’d want linemen who were smaller and quick, so they could pull for the run game. Now, they’re 350 pounds and you don’t see them pulling. They snap the ball, make themselves big and form a wall. Also, in my day, the best players played offense. Now, they play defense.

Some of these defensive ends and linebackers are the best athletes on the field.”

On parity in the NFL: “It used to take a lot longer for a team to (have success), and once you got there, you stayed there for a lot longer because you kept your players. Now a team gets there, they lose 5-6 guys and all of a sudden, they’re an also-ran, with the exception of New England. I think (parity) is better for the game, rather than having the same team dominate all the time.”

On NFL player safety and head injuries: “Players are using their heads as weapons. I always say the best way to solve that problem is to take the facemask off the helmet. Do that, and they won’t stick their face in there. The new helmets, they don’t really protect you that much.

Your brain still flies against your cranium. I don’t know how they can stop it. That pounding on the head, I’m sure it does cause a problem.

They’ve pretty well proved that.”

On NFL salaries: “Owners make a lot of money, so you can’t blame the players. If owners want to give them all this money, anybody would stand in line and take it. But I think the whole system has gotten out of hand. Don’t pay the players as much, and don’t charge as much for tickets. TV is where a lot of the big money comes from now, and that’s fine. But don’t charge $150 for a ticket. A family with two or three kids can’t go to a game now without it costing $500 for an afternoon.

The fans are still what make this game. Tickets should be reasonable.”

Dawn Martin of Beulah is not a “typical” NDFU member.

“I didn’t grow up in the program like most members. I didn’t get into NDFU until later in life,” she said.

Dawn and her husband started in NDFU when approached about the FUE couples program.

“They thought we would be a good fit, and we thought ‘Why not?’” she said. “We know what NDFU does with the cooperatives, we just didn’t know the NDFU side.”

She describes the FUE couples program as a “great and eye-opening experience.”

Dawn also participated in the fly-in to Washington, D.C. “It was another eye-opening experience, to feel like you actually had a say in what the government does, yet feeling so small like we don’t at the same time!” Dawn said.

After learning more about state government with NDFU’s Grow to Lead program, she said she was learning more about the changes needed with the grassroots and how speaking up is important.

While Dawn participates in many different NDFU programs, including the secretary of her county Farmers Union board, she also is a leader in other aspects of her life. She shows horses and was recently at the World Show. She was also recently awarded the state employee of the year for the Soil Conservation and was appointed to the Farm Credit Services Board of Directors.

“I thought ‘There’s no way I’m getting elected.’

But, I figured I would get my name out there, and I was elected!” she said.

When asked about women getting into leadership, she didn’t hesitate when she answered.

“Just do it, honestly!” Dawn said. “Women listen, we’re good at listening. So, just learn and listen, and you might not have something to say right away, which is fine. But when you do have something to say, it will mean something, and people will listen.”

Asked if she could go back in time and change one thing about your life, what would it be and why, Dawn took a minute before answering thoughtfully.

“I don’t think I would change anything,” she said. “If I did change something, you know, go to school out of state or something like that, I may not be where I am. There are reasons things happen, and there’s not really anything I would change. I’m happy where I am.”

Three questions with Dawn Who influenced you the most in your life?

My parents. They have given us so many opportunities, and we are so lucky to have them. They have been the biggest influence on me.

Who is the woman you look up to the most?

My mom. She’s pretty quiet, but has got the best work ethic. She has it all, and has devoted her life to our operation. We are completely family run, she is the vet and we’re all out working together. We are all considered equals in the operation and are all involved in the decision-making.

What is your dream vacation?

Somewhere warm and tropical! My husband and I planned to go, you know before kids, and then the kids came and then after that and it just hasn’t happened yet. But it will, and it will be warm and tropical!

Formerly with USDA Agricultural Research Services, Lundgren has created a nonprofit called the ECDYSIS Foundation and Blue Dasher Farm in South Dakota to try to revolutionize food production in the United States. His main talk the evening of July 12 will be “Trading Biodiversity for Pest Problems.”

FARM ECONOMY IS DETERIORATING The national farm economy is deteriorating, forcing many family farmers and ranchers to make tough financial decisions that will impact their families, communities, and the entire country.

In response to these tough conditions, NFU and Farmers Union state divisions have initiated a national campaign to raise awareness for the current farm crisis. Unfortunately, President Trump’s proposed budget, which includes drastic cuts to agricultural and rural programs, would likely exacerbate the situation by weakening the farm safety net. NFU has been urging the administration not to make the same mistakes when renegotiating NAFTA, and to instead use it as an opportunity to prioritize a fair trade agenda that benefits family farmers and ranchers and the communities in which they reside.

FARMERS UNION CONFRONTS CRISIS

Times are tough for American farmers and ranchers. This year, net farm income is forecast to be just half of what it was four years ago, the lowest it has been in well over a decade. This steep decline is not projected to improve any time soon.

In order to provide farmers with the resources and support needed to endure these tough economic conditions, NFU and Farmers Union state divisions have initiated a national campaign to raise awareness for the current farm crisis. As part of this effort, NFU launched a new online resource center earlier this week, the Farm Crisis Center (FarmCrisis.NFU.org), to help farmers find the information and services they need to get through financial and personal emergencies.

NFU is committed to bringing the issue to the attention of policymakers and the media. Farmers Union state divisions are organizing listening sessions to bring together farmers to discuss the impacts of the depressed farm economy. NFU will bring these stories and information to the halls of Congress, the administration, and across multimedia platforms to raise awareness for the crisis currently confronting farming and rural communities.

TRUMP INITIATES NAFTA RENEGOTIATIONS During his campaign for presidency, Donald Trump often criticized the North American Free Trade Agreement (NAFTA), a more than twodecade old trade deal between the United States, Canada, and Mexico. His platform included a promise to either renegotiate NAFTA, which he frequently referred to as the “worst trade deal ever,” to better serve the American economy or,

if unable to do so, withdraw from the agreement entirely.

Since his inauguration, President Trump has wavered between the two options. In April, he was reportedly preparing to scrap the deal, but just hours later announced plans to renegotiate instead. A month later, U.S. Trade Representative Robert Lighthizer formally notified Congress of the administration’s intentions to reopen NAFTA. In particular, Lighthizer emphasized the need to modernize NAFTA so it supports higher-paying jobs in the United States and grows the U.S. economy. Due to trade promotion authority (TPA), or “fast track,” that Congress passed in 2015, the administration must wait until Aug. 16 to begin renegotiations.

The renegotiation provides the administration with a unique opportunity to reset the U.S. trade agenda to prioritize balanced and fair trade, and restore U.S. sovereignty. This includes ensuring Country-of Origin Labeling (COOL), a law favored by 90 percent of U.S. consumers, is allowed to be reinstated. NFU is urging President Trump to negotiate in a manner that preserves and expands American agriculture’s positive trade relationships

TRUMP BUDGET HURTS RURAL SUPPORT

In late May, President Trump issued a detailed fiscal year 2018 federal budget proposal. The $4.1 trillion proposal, subtitled “A New Foundation for American Greatness,” increases military, border security, and infrastructure spending by $717 billion while cutting non-defense discretionary spending by $4.3 trillion.

The proposal would drastically cut agriculturaland rural-related agencies and programs. Farm Bill programs would be cut by nearly $230 billion, including a $29 billion cut to crop insurance, a $6 billion cut to conservation programs, and a $191 billion cut to the Supplemental Nutrition Assistance Program (SNAP), in addition to $3 billion in cuts to other farm programs. The budget also recommends cutting the U.S. Department of Agriculture’s (USDA) discretionary spending, which funds rural development, food safety, conservation, and research, by $4.7 billion, or 21 percent.

In addition to cuts to farm and rural programs, the proposal stands to worsen access to healthcare by cutting Medicaid by $800 billion, a move that would disproportionately impact rural residents who enroll in the program at a higher rate than their urban counterparts.

Cattle producers are dealing with a drought this year, North Dakota State University range and livestock experts said.

Despite heavy snowfall in many areas of North Dakota during the winter, the current U.S. Drought Monitor shows approximately 75 percent of the state is classified as abnormally dry. The remaining 25 percent has moderate drought.

"With the majority (80 percent) of perennial grass growth in our area dictated by rainfall received prior to July 1, current conditions are a concern for producers," says Janna Kincheloe, the NDSU Extension Service's area livestock systems specialist at the Hettinger Research Extension Center.

Some common strategies to prepare for and deal with drought include: • Increase the use of purchased feed • Lease additional pasture • Place livestock in a drylot temporarily • Wean early • Destock One of the first steps in preparing a drought management plan is to identify "triggers," or thresholds, associated with water and vegetation that indicate the need for action.

If water quality is questionable, producers should collect samples and send them to a laboratory for analysis. Water testing kits are available through the county offices of the NDSU Extension Service.

"Producers need to ensure they have enough good-quality water to meet livestock needs based on the type of animal and physiological status," says Karl Hoppe, NDSU Extension area livestock systems specialist at the Carrington Research Extension Center. "If this is an issue, alternatives such as installing pipelines, accessing other sources

such as rural water, or hauling water should be explored."

In addition, producers must ensure appropriate pasture utilization levels to maintain plant health.

"Overgrazing affects the entire rangeland plant community and can reduce species diversity and biomass, increase soil erosion and weed growth, and reduce soil water-holding capacity," explains Miranda Meehan, NDSU Extension livestock environmental stewardship specialist. "Drought conditions also can lead to increased risk of toxicity from selenium and nitrates in plants."

Identifying contingency feed sources and strategies to maintain cattle health and productivity is important.

"Current markets for grain may provide a favorable alternative feed for cattle if dry conditions persist," says Carl Dahlen, NDSU Extension beef cattle specialist. "Identifying a trigger date and having a destocking strategy are also important components of a drought management plan.

Goals for the ranch, short- and long-term needs of the ranch family and the ranching operation's current financial position are important considerations for developing a drought strategy as well.

"It is important to have a thorough understanding of ranch resources in order to balance rangeland health with livestock production," Kincheloe says. "There is no 'one size fits all' plan for drought management. The most important part of any drought management plan is simply to have a plan in place."
