NDFU inclusive of all family farmers M arch is typically the month for the National Farmers Union convention. This is a time when all states send delegates to develop policies that NFU will support in the upcoming year for family farms, ranches, cooperatives and rural communities.

Every year, I am amazed at the talented people North Dakota Farmers Union sends as delegates to represent the members of our organization.

This year was no exception; our delegates were very effective in representing the policies our membership developed through our grassroots process.

Farmers Union’s grassroots policy system works well and is a model that all organizations should consider when determining their policy development path. It enables the leadership to not only know the desires of their members, but to feel comfortable that members will step up to support policies that are adopted.

At the NFU convention, we have representatives from a majority of states across the country. It is a very diverse group of family farmers and ranchers. There are times when we strongly debate the merits of each of our production methods and outside influences that directly impact our farms and ranches. This is a healthy process that reinforces our grassroots policy development. It is very refreshing that after the debate, we can

leave the convention knowing we have done our best to represent the members of our various organizations.

NFU is an organization that is very inclusive. We do our best not to exclude any type of family farm or ranch. It does not matter if your farm is small or large, conventional or organic, minimal till or conventional till, GMO or non-GMO, or any other style. What does matter is that everyone operates a family farm or ranch. This system of agriculture has provided the United States with food security at a low cost and is the envy of the world. Efforts to dismantle our family farm system of agriculture will be effectively fought, as farmers know it is the best system of production with a proven track record.

Family farm agriculture is easily defined: A farm or ranch where ownership, operation and management are vested within the family who farms and makes a livelihood from that farm unit.

Do not let those who have motivations beyond this great food system make it hard to define.

For those of you who are members of Farmers Union, you have an opportunity to participate in our grassroots policy development. In the case where you disagree with a policy, it is your responsibility to step up and find like-minded members to help change it. That is true grassroots in action. s

Remember the one percent

Let us not forget about the one percent in America that’s made up of agricultural producers.

More than 323 million people reside in the United States and the number of farmers is down to about 3.2 million – it’s the one percent that grows 81 percent of the food in this country.

An article by Lisa Schmeiser in the Observer tells of a bill (H.R. 1060) introduced in Congress

by Rep. Joe Courtney (D-Conn.) that would offer student loan forgiveness for farmers after 10 years of farming. During those 10 years, student-loan payments would be income-based and then forgiven when the decade was up. The bill has bipartisan support in Reps. John Faso (R-N.Y.) and Glenn Thompson (R-Penn.) as co-sponsors.

was no point in going to college if you were just going to farm?

That’s not necessarily true.

A degree in agronomy from North Dakota State can go a long way in efficiency and costcutting on the family farm. Precision agriculture is another degree some colleges offer that can make a world of difference.

For the most part, a forgiveness program would be geared toward young farmers, a group that has a tremendous amount of pressure in just surviving.

A way to ease that burden is to relieve some of their financial strain.

To me, it’s no-brainer. This bill should pass.

NDFU TAKES PART IN POLICY-MAKING SAN DIEGO – The National Farmers Union (NFU) 115th Anniversary Convention concluded following the adoption of the organization’s policy book and special orders of business. Nearly 500 family farmers and ranchers convened in San Diego both to engage in thoughtful policy deliberations, as well as to learn from agricultural experts and each another.

The adopted policy book and special orders of business will guide the organization’s government affairs priorities over the course of the next year, including the current farm crisis and upcoming deliberations on the 2018 Farm Bill.

“As a family farmer and rancher-led organization, our grassroots policy adoption process is the most important part of our annual convention,” said NFU President Roger Johnson. “This year, NFU delegates adopted strong language to address a variety of issues facing family agriculture and rural communities, including the depressed farm economy, corporate

consolidation, and international trade.”

The convention featured two high-level panels on the federal farm bill and conservation issues, as well as remarks from industry leaders from a variety of agricultural sectors.

“Our programming provides members with the opportunity to learn more about the issues facing their operations and communities, and it sets the stage for how the national organization should address those issues back in Washington,” said Johnson. “With deliberations beginning on the upcoming farm bill, this year’s panel discussions provided valuable insight, important context, and diverse viewpoints that will shape the debate.”

As a means of providing the organization a prescriptive set of priorities, 136 delegates from 33 states approved six special orders of business: crisis relief, farm bill importance, trade policy, climate change, expanded ethanol utilization and dairy policy. For more on these, go to nfu.org. s

MORE DELEGATES TO GO NEXT YEAR

Among the numerous changes during the 115th annual National Farmers Union Convention in San Diego was shifting the number of members that delegates represent at the national convention.

North Dakota Farmers Union sent 22 delegates to the national convention to help shape policy, but there will be quite a few more next year in Kansas City, Mo. The delegates passed a vote that lessens the number of members represented per delegate from 2,500 to 1,250.

NDFU President Mark Watne praised the vote.

“By changing the number of members representing delegates from 2,500 to 1,250, we’ll basically double our numbers up to around 40 delegates going to our national convention,” Watne said. “This will enable us to have voice votes that give us a better representation of our members rather than being skewed by small-membership states getting more representation.”

It also means more opportunities for the membership to get involved in policy-making.

“This will give us a chance to expose more young producers and their families to the national convention, which should help us grow and recruit for the organization,” Watne said. s

NYAC FROM N.D. DELIVERS SPEECHES

EDITOR’S NOTE: Below is the speech from Samantha Zwirner of LaMoure from national convention.

My name is Samantha Zwirner, and I am from LaMoure, N.D. I am currently a senior at LaMoure High School.

I plan to attend college to major in radiology or biology to help further my education in the future career of chiropractics. I have been involved in Farmers Union since I was in third grade by going to day classes and camps. Farmers Union has shaped me into being a better adult by being elected onto the State Youth Advisory Council last summer and National Youth Advisory Council.

In North Dakota, there is a tradition that follows at the end of every senior Farmers Union camp. Each night, there is a dance where we dance our little hearts away, and if you keep at it long enough until the stars dot the sky, avoiding any thoughts of sleep, you get the chance to go up to the cliff that has a long, worn down picnic table. This place has an opening to view Lake Tschida and the campsites around it. Together, we wait those last few hours for the sun to come up. If you’re lucky, you can get one of your buddies to lug a blanket, pillow, sleeping bag or even a mattress to the top.

From there, you wait and wait.

You chat with those who made it through the long night, whether it be newly made secrets or the many moments of camp that we’ll miss. You wait and hope for that sun to take just a few more seconds, minutes or hours, so that camp never officially ends. No matter how tired I was when that beautiful sunrise came, I wanted to hold onto those last few moments every year as long as possible. The relationships I have made there brought me back year after year.

I also learned a great deal about the world. We learned about the Olympics as a camp project my last year at camp. From one

station to the next, they taught us about what events are no longer in the Olympics, how an Olympian prepares for four years before the competition, and what an Olympian eats.

Out of all people in the world, who would you think eats over 12,000 calories a day? Ladies and gentleman, you guessed it, your very own: Michael Phelps, the Olympic swimmer! Every year, Farmers Union puts together a great project for us to learn about. They always do a great job in providing informative and engaging lessons as hard as it can be sometimes with all of us together.

Emotions are always running wild at camp. It’s almost like a rollercoaster ride or maybe even a merry-go-round. It’s like you get someone to push you as fast as they possibly can. The only thing left to do is to hold on for dear life, lean your head back and enjoy the ride. The laughter that follows can only make your heart leap with joy as you wait for the next turn. Camp isn’t always fast-paced, though. The days somehow lengthen as you get closer to the last. It is filled with jumping into the lake in the wee hours of the morning, an amazing race to leave you winded, and a warm campfire to bring you closer together. Those moments spent around the fire can lead to lots of giggles and heartfelt memories. Whether this is telling ghost stories or humming along to camp songs, I wouldn’t want to spend my summer any other way. Just

hope the counselors don’t “roast” you like they do with us!

They’re the people who plan camp. They’re the people who wake you up in the morning.

They’re the people who make you drop down and give them 20 because you said some “not so nice words.” Counselors make camp run smoothly and without them, you wouldn’t have lifelong friends. From one counselor telling me about their adorable niece, how she loves The Beatles and what hilarious things her twin sister has done, I know they are what make camp great. There are bad days too, of course, that are not so great such as them lighting fire crackers at the crack of dawn or starting a gross food fight. The problem is, if they didn’t have any shenanigans, then there wouldn’t be that one thing to tell your parents about.

In the end, it all comes together on the last night.

Looking up at the stars as they fade with sunshine peeking over the lake, I recall a conversation that I had on the cliff. We talked about how camp will be different. Being a counselor will never be the same as a camper, and we should enjoy every moment while it lasts. We talk about all of the fun things we did to help with camp and all of the things we’ll miss about it. We throw memories and wishes into the air as if they were Frisbees hoping they will always come back to us. I know that when I have my last camp this year, I will wish it to be the best it can be. I know that I will want to linger a little longer with all my old and new friends. I will know that I got the Farmers Union spirit up in my head and rooted deep in my heart. I will know that when I look back to Lake Tschida sitting up there on the cliff, curled up in a pile of pillows and blankets hoping that sunrise takes just a few minutes longer, it won’t be just a camp.

It will be forever my family and second home. Thank you. s

115TH ANNUAL NATIONAL FARMERS UNION CONVENTION IN SAN DIEGO EDITOR’S NOTE: Below is the speech from Lorenzo Strand of Enderlin from national convention.

Hello. My name is Lorenzo Strand from Enderlin, N.D. I currently attend the University of Kansas, where I major in history education and minor in geography and coaching. My plan after college is to go back home and take over the family farm. Being a part of Farmers Union has been a major piece to who I am today and has taught me many great things – my first camp 10 years ago, being elected to the 2014-15 State Youth Advisory Council and finally, being elected to the National Youth Advisory Council last summer.

My achievements in Farmers Union have been leadership, independence, responsibility, self-confidence and restraint.

Leadership – through the positions that I have held within the organization, such as junior counseling, SYAC and NYAC. Responsibility – having the chance to set up each station, as well as running my own stations.

What is the first thing that comes to your mind when you think of Farmers Union? Is it youth, co-ops, insurance or agriculture? It’s easy to become so involved in one facet of an organization that you can forget that Farmers Union is all of these parts, working in cooperation with each other to make a stronger whole.

Hello, my name is Summer Steinwand. I am a member of North Dakota Farmers Union.

I live in the small town of Kulm, about 250 people strong.

Currently, I am a senior at Edgeley High School and will be attending college in Colorado, Minnesota or Oregon next fall.

I first learned about Farmers Union when I started attending day classes as an elementary student at the request of my

decision to lead, I do not have any second-guesses. Finally, restraint – if you have ever heard campers making farting noises at 4 in the morning, then you know what I’m talking about.

I can still remember my first camp. I complained the whole ride about having to go to camp for four whole days. I really did not want to go. However, my cousin insisted that I need to give this camp a chance. Little did I know, as soon as I stepped out of that car, I’d be hooked.

Fast forward eight years to being a junior in high school, the counselors informed me that I could run for this super-awesome position called SYAC, and you know what they say, “Old habits

It seemed like a good way to spend time with her and, to my parents, a good way to get me out of the house. Little did they know just how much they would be getting me out of the house.

I have had the opportunity to travel around the country with this great group of young leaders and have a real impact on the world I live in. Only recently did I realize how I am impacted by all aspects of Farmers Union.

Needless to say, I gave the speech, and it could not have been a more perfect moment for me.

The person who pushed me to go to camp – my cousin – handed me the most amazing chance to represent our youth in the great state of North Dakota. Again, I was hooked, but I needed to keep going. I still wanted to be a better, strong leader in this organization.

I could not wait to get to Bailey, Colo., to give me another chance at becoming this leader that I have been striving to be. Don’t get me wrong – going to Washington, D.C., for the fly-in and to San Diego (for national convention) was also a pretty sweet deal.

Farmers Union has been a home for me, and the beauty of it is that I know for a fact that other campers in the program will say the same thing. That is why I am proud to say that I am a part of this wonderful organization with amazing people. Thank you all so much, and just like a legendary anchor man once said, “Stay classy, San Diego.” s After a recent family emergency, not only has Farmers Union Insurance been necessary financially, the support that we received from all sides of the triangle has been emotionally necessary. Youth leaders, local co-ops, friends from camp: all reached out with open arms and offered a more than generous amount of support, helping us through this difficult time.

So, how do I categorize this organization in my life? It’s more than a summer camp, where by the way I have met some of the highest-quality people, and definitely more than an officiallooking title to put on a resume.

It’s a common thread. A part of my life that seamlessly connects everything that matters to me, big and small. A network of people that I know I can count on and trust. Farmers Union isn’t just a union of family farmers.

It’s a family of farmers. s

NDFU HOSTS TRAINING SESSION

North Dakota Farmers Union combined a Board of Govenors meeting with county officer training Feb. 21-23 at the Radisson in Bismarck.

The first day was held in conjunction with North Dakota United and AFL-CIO on how best to organize when an effort is needed to gather volunteers. NDFU also conducted an order of business.

On Wednesday morning, the bus made a trip to the Capitol where Farmers Union hosted a breakfast and a chance to visit with legislators.

Board of Governors reconvened before lunch, leading into Co-op Specialist Jason McKenney’s presentation.

After lunch, Member Relations Specialist Amanda Martin spoke about parliamentary procedure, and General Counsel Kristi Carlson and President Mark Watne went over the bylaws, nominations and election process. Education Development Specialist Jennifer Sundeen and Technology Specialist Tyrel Schlecht presented the new member benefits website. Communications Supervisor Pam Musland, Digital Marketing Specialist Brittany Lipetzky and Editor Chris Aarhus talked about successful communications and how to implement them.

Member Advocacy Director Kayla Pulvermacher spoke about the legislative session to wrap up the second day.

FUI General Manager Mark Andersen gave a rundown on the insurance side to open up the final day. Breakout sessions ensued before Member Operations Supervisor Jessica Haak went over NDFU’s programs. County officers shared their success stories on member engagement to wrap up the three-day training session. s

NDFU VISITS D.C. ON MINI FLY-IN The 2018 farm bill, trade agreements, and vomitoxin in wheat and barley were the primary focus of a mini legislative fly-in to Washington, D.C., on Feb. 26-28. The 12-member delegation met with U.S. Food and Drug Administration officials, CHS lobbyists, North Dakota’s congressional delegation, and National Farmers Union President Roger Johnson and staff.

The group raised concerns about vomitoxin testing and acceptable blending levels. “We explained to officials that the threshold level is just too low,” said NDFU President Mark Watne.

Price deductions start above 1 part per million, and testing equipment and procedures used to detect vomitoxin are not always consistent. The probes used to gather grain samples differ from elevator to elevator and determinations can vary widely, Watne said, which makes the sampling process inaccurate. “We need testing consistency. This is the first step in getting the issue addressed.”

Arlene Walch

Arlene Walch from Hettinger, N.D., is a newly elected member of the Adams County board.

Arlene was elected to the board as a director at their county convention in November, along with her neighbor and friend, Rhonda Knutson. Adams County has a very unique board. Out of the six board members, four of them are female. Arlene’s involvement in WILD events and as a member of the 2016 Policy and Action Committee helped make her answer yes when asked to join the board.

“I want to make a difference in my county,” Arlene said.

Arlene attended the WILD regional event in Dickinson in the spring of 2015. When Arlene saw an ad in the Union Farmer for the National Farmers Union Women’s Conference, she and Rhonda applied. They both attended the conference together in Clearwater Beach, Fla., in January of 2016.

When asked why she decided to take a more active role in

Farmers Union, Arlene said, “I’m not always going to be working, and I need to find something fulfilling to do with my time along with grandma time.”

She and her husband, Russ, were co-owners of Walch Trucking for 37 years, hauling livestock and grain. The husband and wife team also did custom harvesting. They leased farm and ranch land, also taking over Russ’s uncle’s farm operation when he was diagnosed with cancer, a battle he eventually lost.

When Russ passed away in 2009 from his own cancer fight, Arlene maintained the business for another year and a half and then sold it. She still owns 120 acres east of Hettinger that she leases to another producer. In addition to all of her farm jobs, Arlene is a nurse. She started in the fall of 1971 at the Hettinger Hospital and later transferred to the West River Health ServicesHettinger Clinic where she still works full-time.

Growing up as the youngest of nine children on a farm in Sioux County near Selfridge, Arlene is no stranger to farm life. Her family raised cattle and grew

Who was your favorite teacher, why?

In high school, Glenn Dorr, was the high school principal, coach and social studies teacher; and he really cared about his students.

Which would you pick: being world-class attractive, a genius or famous for doing something great?

Beauty is only skin deep so I wouldn’t choose being attractive, and I don’t think it’s necessary being famous for something great because everything everybody does everyday counts for something. I would choose genius to hopefully find a cure for cancer.

What was your favorite toy growing up?

Learning to ride a bike and riding around the yard. As a kid, for entertainment, we would go to the neighbors and play cards and visit.

With social media nowadays, that is lacking.

Which historical figure would you like to meet?

I think of anybody in the world, the person that would be awesome to meet would be Mother Teresa because she was so compassionate and giving in assistance to the poor.

If you could live in any TV home, what would it be?

“My father died when I was 11 and we just had to work,” she said.

She graduated as Valedictorian of her class at Selfridge.

Arlene has three sons and nine grandchildren. Her oldest son Scott lives in South Carolina, while Terry is in Mandan and Nyle resides in Minneapolis.

She served on the Hettinger School Board while her youngest was still in high school. Today, she is a board member for National Mutual Benefit, Branch 81 in Hettinger. Arlene was asked to be on the board with no involvement in the company for an impartial opinion.

She is also a member of Community Kicking Cancer Organization. They hold events like poker runs and pool tournaments with all of the net proceeds going to making blankets and giving $100 gas cards to cancer patients getting chemo. Since both her father, husband and a sister died of cancer, this organization is very near to her heart.

Arlene is also a member of the Holy Trinity Catholic Church in Hettinger and St. Anne’s Altar Society. When her children were younger, she was very active as a CCD teacher, Confirmation teacher and a Eucharist Minister.

In her spare time, she likes to go fishing, dancing and enjoys fantasy football. Additionally, she has been selling fireworks for the Fourth of July for 25 years.

hen Alan Bergman took the reins of the North Dakota Farmers Union, the farm community was in dire straits.

The worst farm-credit crisis since the Great Depression hit Rural America hard, taking more than a decade to recover from and forcing thousands of farmers out of business. With prices in a devastating spiral, the outlook was bleak.

“I was at numerous meetings, talking about these issues,” said Bergman, a former North Dakota Farmers Union president. “At a number of them, the farm wife would get up and talk about their personal situations and break down at the microphone. That happened a lot. I dealt with it personally. You saw a lot of it.”

Bergman steered NDFU and its 36,000 member families through difficult times including the worst drought in 50 years, advocating for farmers and ranchers everywhere. For his service and accomplishments, he was inducted into the

North Dakota Agriculture Hall of Fame during a ceremony March 11 at the North Dakota Winter Show in Valley City.

Bergman deflected any credit, not unusual for the soft-spoken, rational former president, who took over in 1986 and was at the helm for 10 years.

“That was a very prestigious award to receive — I’m just one person from a large organization,” said Bergman, who still resides in Jud. “I led it for a period of time and did my best.”

He was inducted alongside Dr. James Tilton, who spent nearly 40 years as an Animal and Range Science professor at North Dakota State.

Only two have been inducted each of the past seven years.

“I was taken aback by it,” Bergman said. “I had lots of congratulatory notes from people throughout North Dakota. It’s a nice and prestigious award to receive.”

NDFU President Mark Watne nominated Bergman for the award, calling him “very deserving.”

“I want to congratulate Alan Bergman for being inducted,” Watne said. “He’s a primary example of a leader who really supported family farmers across the state especially during the tough times of the 80s when there was a lot of crisis in agriculture. Alan was fully committed and a great, great supporter of family farm agriculture.”

Bergman may have spent many hours advocating to decision-makers, but he also ran an organization that flourished.

“With a large membership with our cooperatives, we had a strong member base,” Bergman said. “I thought I could contribute because I knew business. All of these things had to be held together. We had a strong financial base, and that takes a huge amount of time and effort. Yeah, you have an advocacy role, but you’re also running the business and trying to keep everything going.”

Bergman was one of four individuals who cofounded Dakota Pride Cooperative, a marketing co-op for specialty grains, oilseeds, and soybeans, and was instrumental in exploring the farmerrancher interest in forming cooperative feedlots and producer-owned slaughter plants. He forged coalitions with other groups, including Canadian farm organizations and cooperatives and, in 1994, was appointed by the Clinton Administration to the U.S.-Canada Joint Grains Commission, which reviewed the grain industry and marketing within each nation.

In 1997, he was appointed to USDA’s task force on research facilities, to devise a 10-year strategic plan to assure the existence of adequate research facilities for agriculture and U.S. producers. He represented North Dakota producers on the world stage as well, when in 2004, he served as chairman of the Group on Grains and Oilseeds of the International Federation of Agricultural Producers. He was also elected to the post of vice president at National Farmers Union in 2000. His honors include NDSU’s Agriculturist Award, a Soil Conservation Achievement Award and the National Farmers Union Meritorious Service Award to Agriculture and to World Agriculture.

Bergman is committed to cooperative education for youth. He established scholarships for the

“Helping (our members) is not just about a farm program,” Bergman said. “The organization is much broader than that. (NDFU’s) involvement in education was always strong. Without educational programs, farmers and members would not understand why they should have these positions.

We’re able to teach youth the importance of cooperatives and working together — being a good citizen and staying involved.”

Outside of agriculture, he served in the North Dakota National Guard for 22 years, retiring as command sergeant major of the 141st Engineers Battalion. He’s also in the North Dakota Amateur Baseball Hall of Fame for his lifelong contribution to the game.

Bergman said his wife, Pauline, and his four children played a key role in his ability to lead NDFU. “When I was elected president to Farmers Union, I had young kids. They were in their early teens,” Bergman said. “I never moved off the farm — the farm didn’t stop operating. They stayed here at the farm and did a lot of work on their own. My daughters learned how to combine and run grain trucks, and of course my wife stayed home. I did cut back, but continued to do it year in and year out.

Bowman County FFA members received Community Steward funds from Bowman/Slope Board member Joy Kinsey and Farmers Union Insurance agent Marcus Fischer for members to attend the Washington Leadership Conference for National FFA week.

The Pierce County Legislative Forum was held March 4 at the Farm Credit Services building in Rugby. About 20 people attended and discussion was held about behavioral and mental health expansion/investments in the state and about new legislators being disconnected from the rural population.

Representatives Robin Weiss and Jon Nelson attended the forum.

around the state McHenry County Farmers Union hosted a Minotauros hockey game March 11 at the MAYSA Arena in Minot. Tank, the mascot (at left) had lots of fun with the youth and stopped by to take pictures with them.

Mercer County Farmers Union and Farmers Union Insurance Agent Kandie Kremer, held a Family Game Night on Feb. 17. Adults sampled different North Dakota beers and wines along with appetizers prepared by the Bison Bar & Grill in Hazen. Members also played card and board games. During the same time, kids went to the Cinema Flix for pizza, a soil activity, learned about summer camp and watched "The Lego Batman Movie." Attendance was phenomenal with many new members and some MCFU members attending.

McHenry County Farmers Union Board, along with EPIC Coach Krystal Loewen, traveled to Bottineau Winter Park for a fun day filled with tubing. The event was held on Saturday, Feb. 25. McHenry County sponsored two free hours of tubing at the winter park for the kids.

DON’T DENY TODAY’S FARM REALITY

T

he Trump Administration’s turtle-slow start with the Republican-led Congress bodes ill for what it and Republicans said would be a busy legislative year. Tax reform, replacing Obamacare, raising the debt ceiling, and a 2018 budget all await initial action.

The GOP chairmen of the House and Senate ag committees, however, aren’t waiting on any White House signal to begin work. They have a Farm Bill to write and pass before the current law expires in 2018.

In fact, the House committee kicked off its Farm Bill work with testimony on the stumbling ag economy Feb. 15 in Washington, D.C. The Senate committee began Feb. 23 with a hearing in the backyard of Chairman Pat Roberts, Manhattan, Kan. Their quick 2017 start, however, does not mean a quick 2018 ending. For proof, recall the tortured path traveled by the 2014 Farm Bill, as Sara Wyant suggested to readers in a lengthy Feb. 10 posting at Agri-Pulse.com.

In fact, it was to be the 2012 Farm Bill, not 2014, and House hearings for it began on April 10, 2010.

On Feb. 7, 2014, when the bill was signed into law, no one celebrated because the brutal, four-year slugfest that delivered it had fractured decades-old political coalitions that had worked together to balance American farm and food interests that protected both farmers and the poor.

The biggest hold-up was Tea Party budget hawks whose focus was cost, not policy.

Their refusal to support any Farm Bill that didn’t slash the Supplemental Nutrition Assistance Program, or SNAP, the former food stamp program, stalled the Farm Bill at almost every turn.

Their fiery demands were fueled even more by the ground-shifting, 2010 midterm election. Caught in the quicksand was Blanche Lincoln, the first woman and first Arkansan ever to chair the Senate Ag Committee.

She was clobbered in her 2010 reelection bid just five months after Farm Bill hearings began that year.

House Ag Chairman Collin Peterson fared better — he was reelected in 2010 — but he lost the committee’s gavel to Oklahoma’s Frank Lucas when Republicans overwhelmed Democrats to easily retake the House.

This Farm Bill fight could be even longer, harder, and costlier.

For example, in 2013, the year today’s governing bill took its final shape, U.S. net farm income hit an all-time record, $123.7 billion. Two weeks ago, however, the U.S. Department of Agriculture forecasted 2017 net farm income at half that, or $62.3 billion.

Will yesterday’s farm policy — essentially governmentsubsidized revenue insurance that has no ability whatsoever to lift revenue — work for today’s falling commodity markets, falling land prices, and falling farm income?

Not a chance, says Daryll Ray and Harwood Schaffer in their latest Policy Pennings column from the University of Tennessee.

That Farm Bill’s “programs simply backfill low prices with inadequate payments and do nothing to reduce the modest amount of surplus production that is the cause of the low

prices.”

In short, a new Farm Bill that simply updates the insurance-centric 2014 law will doom U.S. farmers and ranchers to more years of financial calamity.

Farm lenders, ag suppliers, and budget hawks, you listening? Denying today’s farm and ranch reality ensures farm policy failure and, right behind it, farm and ranch failure.

Even if ag and Congressional leaders address this evident need, it is not at all evident that the Trump White House will support any Farm Bill let alone much needed changes in the 2014 law. Early indications aren’t hopeful.

Top Trump aide Stephen Miller (who co-authored the President’s grim inaugural address) helped sink recent immigration reform, a farm and ranch priority, while on the staff of then-Senator, now Attorney General, Jeff Sessions, an Alabama Republican.

Also, Paul Winfree, a former Heritage Foundation economist, now serves as Trump’s director of budget policy.

It’s a lofty perch from which to advocate a long-sought Heritage Foundation goal: deep cuts in SNAP spending.

If he succeeds, the weakened farm-urban coalition that carried previous Farm Bills over the finish line may be gone for good.

In the meantime, the 2018 Farm Bill has left the barn.

Where it goes from here is impossible to guess. s April 2017
