But this year, voters will get their say.

For over 80 years, family farming has been the backbone of our economy and our communities. Family farms buy local and are invested in the community. Corporate farms consolidate ownership into a few huge companies that could buy from wherever is cheapest – out of state or even out of the country.

Getting support to fight SB 2351 at polls “As corporate farming laws come under renewed and aggressive attacks, it is important to remember that for 100 years Great Plains states have battled against corporate farming. As we face the next 100 years we will need the wisdom of North Dakotans to regain control of our farm and ranch systems. Americans are better off when those who work the nation’s farm and ranches are individuals and families who have the opportunity to control their own land and labor, and a desire to create a better future for rural and small town America, as well as for family farming and ranching, that is socially just, economically equitable, and environmentally sound. We urge all North Dakotans to vote no on Measure 1.”

—Center for Rural Affairs “North Dakota’s Catholic bishops urge voters to reject Measure 1. By doing so, they follow a long line of Catholic bishops, here and elsewhere, that have supported measures to keep farms owned and operated by local families.

The Catholic Church teaches that communities, families, and

God’s creation are best fostered and protected when there is a close relationship between the person who owns the land and the act of farming itself.

This does not mean that ownership of farm land by investorowned corporations is a sin. It does mean, however, that the further removed the owner is from the land, the more likely the close relationship between the farm and farmer will be severed.

It is like a piece of soft taffy. It can be stretched, but it eventually will break and make a mess.

Catholic Rural Life supports family farming

On behalf of Catholic Rural Life, a faith-based organization founded more than 92 years ago, I wanted to express our long-time support for the vocation of family farming as the backbone of our economy and essential to food security. To those ends, we need to be vigilant against movements that would potentially weaken protections of our family farms.

I am referring specifically to the upcoming referendum on SB 2351, a piece of legislation that reads on the surface like a straightforward business matter. The ballot language is written as such: “Senate Bill No. 2351, passed by the 2015 Legislative Assembly, would allow the ownership or leasing of up to 640 acres of land for the operation of a dairy farm or swine production facility by a domestic corporation or limited liability company.”

As a non-profit organization, CRL does not directly lobby on specific legislation, state or federal.

But I write to offer a process of discernment for faith-inspired individuals and families who are faced with political and economic decisions that will shape, in time, their communities and social conditions.

First, it is essential to affirm the high calling of those who “till and keep” the land in loving obedience to our Creator God. The land is a gift entrusted to people from the very beginning. It is a gift, given by a loving Creator as a means of sustaining life.

From there, we believe those who live and work on land they own, raising a family and living in community with others, is the kind of life we are meant to live. In light of this, corporate farming laws that protect the economic viability of family farms are both prudent and community-minded. And current North Dakota farming laws allow family farmers and ranchers to form family corporations or LLCs to help family farms thrive. So why does the current farming law need to be changed?

Many argue that the current law is anti-corporate and unnecessarily restrictive, ineffective, and even “anti-capitalistic” because the law impedes a vibrant free trade economy. But that just is not the case in North Dakota. North Dakota’s agricultural sector has thrived for decades, as family farmers have grown and adjusted to the changes in the economy and the marketplace.

Catholic Rural Life is concerned about decoupling the family

from farming. Senate Bill 2351 is not just about allowing outside interests to set up a dairy farm or swine production facility. It is the unsettling of the foundation of North Dakota’s rural life. It upsets the integral relationship that should exist between family farms and the land.

Discernment in this matter is matched by our witness to these laws—in effect or discarded—in several agricultural states during the many decades of our advocacy efforts. We know these legislative actions reignite the long-running debate between those who approach farming as strictly a business and those who experience it as a way of life, passed down from generation to generation.

So the choice North Dakotans face is whether to maintain the viability of family farms or to allow corporate operations the freedom to undermine the very backbone of North Dakota agriculture, the family farm. In our discernment, farming is a vocation and a way of life that is “characteristically and fundamentally human,” as Pope Francis once said. He was speaking to a gathering of Italian farmers, but I offer his words to help us better understand what is at stake. s

Former state legislator recalls tenant farming

“I was six years old. The overseer would pull into the yard in his big, black car and hand my mother wages for the week,” said Schmidt, a former state legislator from Maddock. “A corporation owned the land, actually it was a Lutheran Church, but my folks never got ahead… it was pennies.

Even the milk cows belonged to the corporation.”

For many, Measure 1 on the June 14 ballot hits close to home.

More than 80 years ago, the citizens of North Dakota passed a law banning corporate ownership of farmland and the ability of corporations to be engaged in production agriculture. While many states have seen similar laws fall by the wayside, North Dakota has remained firmly rooted in family farm and ranch agriculture.

During Schmidt’s legislative tenure when challenges to the law occurred, he would rise on the floor of the House as the body’s memory keeper of sorts. Opening a Benson County atlas, he would recite the names of railroad companies, insurance companies, land

companies and banks that owned land in the township where he grew up, prior to passage of the law.

“Kids dream of owning their own farm,” he says, reflecting back on his childhood. “It never will be if we let corporate farming in.”

He also warns others not to be fooled by the allure of a corporate farm.

“The corporate farm we lived on was pretty nice. Silos, a wraparound porch, and the overseer made sure each of us kids got a stick of Wrigley’s spearmint gum,” he says. But in the end, “No one wants to be called a tenant.

“I sure hope the people of North Dakota vote this measure down in June.” s June 2016

Agents honored for performance and years of service at state-wide meeting Farmers Union Insurance agents from across North Dakota met May 17-19 in Jamestown for their annual state-wide meeting.

Agents were also recognized for years of service and top performances.

BEK names FUI as premier sponsor BEK Broadcasting Network has announced that Farmers Union Insurance is the cooperative’s newest premier sponsor of the BEK Broadcasting Network (previously BEK Sports). The network provides coverage of high school athletic competitions throughout North Dakota.

Rural Grocery Initiative formed Many rural grocers face a lot of challenges operating in a smaller market. Operators struggle to find time to stay updated on the latest regulations pertaining to their business. They also have a desire to learn more about marketing successes and best-business practices.

To assist them, a task force was organized with 12 entities including grocery store operators, technical assistance providers and North Dakota Farmers Union.

The task force, named the North Dakota Rural Grocery Initiative (NDRGI), will work to improve visibility and communication efforts as well as develop ways to learn about business.

80th anniversary for All-States Leadership Camp in Colorado National Farmers Union is gearing up for the 80th Anniversary NFU All-States Leadership Camp on June 21-25.

Each summer, members ages 17-20 who have distinguished themselves as leaders are given the opportunity to attend NFU’s AllStates Leadership Camp. Youth come from across the United States to Bailey, Colo., where they spend a week at the NFU Education Center, nestled among the peaks of the Rocky Mountains.

Campers explore their personal leadership skills, identify issues important to their generation, and discuss their role in effecting positive change throughout rural America, both individually and through involvement in Farmers Union.

To be eligible for NFU All-States Leadership Camp, youth must meet the following requirements: • Complete a minimum of four years of EPIC events (senior youth work); • Attend two senior camps; • Be 17-20 years of age on the first day of camp and have completed their junior year of high school (required); Guest campers (including international residents) meeting the age requirement yet not the senior work requirement may be invited by the NFU education director as a one-time guest to All-States Leadership

Special school event held for “Youth Week” Lieutenant Governor Drew Wrigley visited Wachter Middle School in Bismarck on Monday, May 2, to deliver a proclamation designating May 1-7 as Farmers Union Youth Week.

In the proclamation, Governor Jack Dalrymple, cited North Dakota Farmers Union’s dedication to enhancing leadership abilities in young people and skilled leaders for North Dakota.

“The youth of our state are North Dakota’s most valuable resource in strengthening communities

and organizations,” wrote Dalrymple.

The North Dakota Farmers Union bus was on site, offering a place to sign up for summer camp (grades

Watne travels to Zambia for WFO

North Dakota Farmers Union President Mark Watne attended the 6th annual World Farmers Organisation (WFO) General Assembly on May 4-6 in Livingstone, Zambia, as part of a delegation from National Farmers Union.

Watne said, “I gathered a lot of information during special sessions dedicated to agriculture and research. I heard how innovation supports farmers’ efforts to better market access in developed countries and underdeveloped countries. We still are challenged by market access and good market prices. It is essential that all farmers find avenues to increase the value of their commodities. This can be done by moving up the food chain or through technological advances.”

During the assembly, WFO members from about 60 countries worldwide gathered to meet with ministers, key government representatives and United Nations’ officials.

“There was a reoccurring message throughout the assembly.

We heard the phrase, `No farms, no food, no future’ many times,” explained Watne.

Discussions covered a number of topics including land management, climate change, innovation and succession farming.

The assembly centered around the theme of “Partnership for Growth,” with a view to promote the importance of a holistic approach to the agricultural sector. Members joined together to help plan and implement sustainable food systems and to ensure that farmers of the world gain an effective position in the food chain. Several sessions were held to focus on the land and environment.

“Farmers are the backbone of any efforts for food and nutrition security” said the chair of the Committee on World Food Security (CFS), Ambassador Gornass in her video message during the opening ceremony of the event.

The event also built momentum to set goals and achievements on innovative solutions for upcoming years.

“Establishing effective partnerships remains a great priority of the WFO,” stated WFO President Evelyn Nguleka.

Last year was a crucial year for the international community while

working toward global sustainability.

The WFO has been involved in the overall negotiation process for the United Nations’ Sustainable Development Goals including representing the voice of farmers in six interactive dialogues organized in 2015. It is thanks to the farmers’ advocacy work that an entire UN goal is dedicated to food security and agriculture.

“According to recently released figures, 793 million people still go to bed hungry. The challenge to ensure their right to adequate food is huge. Farmers are the most powerful solution to global hunger and malnutrition. Farmers are responsible for providing the food we all need,” said Nguleka.

According to Graziano Da Silva, director general of Food and Agriculture Organization, said, “I am proud to say that FAO and WFO have a concrete and strategic partnership to achieve food and nutrition security and sustainable agriculture worldwide. Farmers are the largest source of investment in agriculture and need to be placed at the core of any strategy for increased responsible investments in agriculture. FAO highly values its strong partnership with WFO as, together, we work to make a hunger-free and sustainable world our reality.” s

The Trans-Pacific Partnership (TPP) has become a divisive issue in the nation’s capitol, and criticism intensified after 161 food, farm, faith and rural organizations sent a letter to Capitol Hill in April, urging lawmakers to reject the trade pact.

The White House has promoted the TPP as an export-boon for farmers to generate support for the agreement, but past trade agreements have not always delivered on export promises, the letter noted.

GIPSA Rider Returns

After several years of proactively limiting farmers’ basic rights and protections, Congress appeared poised to finally let the U.S. Department of Agriculture (USDA) implement a provision included in the 2008 farm bill to provide needed marketplace protections to contract farmers.

But the House Appropriations Committee passed an amendment designed to further stall the longawaited Grain Inspection, Packers and Stockyards Administration (GIPSA) rule in late April.

The amendment passed in the House Appropriations Committee would bar USDA from writing rules that address unjust discriminatory practices, such as retaliation against farmers who speak out about unfair practices.

FOIA and the Checkoffs The FY 2017 Agriculture Appropriations bill included report language that advised the U.S. Department of Agriculture to exempt the boards of Research and Promotion programs or “checkoffs” from the provisions of the Freedom of Information Act (FOIA).

NFU sent a letter to the House and Senate in opposition to the language.

Improving Competition in the U.S.

Several industries have been on a decades-long trajectory toward increased market concentration, according to a recent report from the Council of Economic Advisers.

In April, the White House expanded their efforts by issuing an executive order requesting that government agencies recommend opportunities to encourage competition in their respective fields.

NFU is pleased to see the administration take a proactive approach to stimulating competition, an issue the family farm and ranch organization has continuously acknowledged as a mounting challenge for the farm sector.

Bill Introduced to Ban Packer Ownership

In May, U.S. Senator Chuck Grassley reintroduced a bill to ban packer ownership of livestock.

This gets right into the issue of competition in the marketplace, specifically for livestock. NFU applauded Senator Grassley for championing the important piece of legislation that places the family farmer first.

NFU Farm Bill Survey

The 2014 farm bill expires on Sept. 30, 2018, so it is absolutely critical that NFU works with membership to identify key policy areas for improvement in the 2018 Farm Bill. In doing so, NFU has created a survey on the 2014 farm bill and is asking its members to fill it out online so that the organization can better advocate for farm programs that work for farmers. The survey is meant to complement a series of member listening sessions held across the country. Please visit http://bit.ly/NFUSurvey to participate in the survey. Only four surveys have been received so far from North Dakota.

RFS Targets Proposal Due This Month

The Environmental Protection Agency (EPA) is set to propose target levels for 2017 in June. Last November, EPA issued final volume targets that were well below the statutory levels set by Congress, undermining the administration’s efforts to combat climate change and further damaging investment in the renewable fuel sector. NFU will be very engaged with the volume obligation setting process to urge the administration to return RFS levels back to their statutory levels. s

knowing the affects that corporate farming would have on our state.

First, studies have shown that big corporate farms buy less of their inputs locally, which hurts our local economies. Family farmers buy goods and services from the small businesses that operate nearby. They get their feed and fertilizer from local vendors. They get hardware and lumber, tires and repairs, all done locally, which helps our local economies.

Second, opening up this law could mean that hedge funds and big Wall Street firms buy up farmland as an investment, as the Wall Street Journal reported last year. And we’ve seen even big Chinese companies buying farmland in states that have weak corporate farming restrictions.

at farmland as an investment, it means they make decisions based on the next earning’s period, not on the long-term health of the land and the community.

Family farmers are woven into the fabric of North Dakota. Not only helping local economies, but sitting on school boards and in church, being involved in PTA’s and charities. A review of academic literature found that 87 percent of studies found detrimental effects from large industrialized farming on family stability, community participation and purchasing patterns.

In short, corporate farming – in the form of Measure 1 – is a solution in search of problems.

Those who say that we need it to help increase hog or dairy production should look at the example of South Dakota. Since they relaxed their corporate farming laws, they have seen a reduction in the number of dairy farms because of corporate consolidation.

Family farming has been the backbone of our state for generations. North Dakota Farmers Union believes we should keep it that way, not because we are wedded to the past, but because the evidence shows that family farming will lead to a brighter future. s

People often yearn for the past, for better times or perceived better times. But nostalgia should not be the basis for public policy. So it’s important to point out that the North Dakota Farmers Union’s opposition to Measure 1 – which would allow corporate farming in our state – is based not on some desire to halt progress, but on empirical evidence and economics.

Farming has come a long way since North Dakota banned corporate farming over 80 years ago. Our farmers now sit in tractors with computers downloading satellite information, and our ranchers use state of the art science, including DNA information, to breed livestock. Our agricultural economy and the family farmers who lead the way are more efficient, more resourceful, and more educated than ever before. And that is a good thing.

All of this progress has happened under the family farming structure in North Dakota, without any help from corporate farming.

North Dakota farmers can compete with farms anywhere in the world when it comes to producing high yields, which we’ve done as we have fed our state and the world.

We believe corporate farming is wrong for our state, not based on an aversion to progress, but
