Shining moments from convention Over 650 members of North Dakota Farmers Union (NDFU) attended the annual state convention Dec. 11-12 at the Bismarck Event Center. The convention offered delegates and members the opportunity to debate issues confronting family farmers and to be active participants in determining policy for the organization.

The membership voted for a special order of business to maintain the current corporate farming law and vote down the upcoming measure in June. NDFU is opposed to SB 2351, a bill that exempts dairy and swine operations from complying with the Corporate Farming Law. In addition, Waylon Hedegaard, president of the North Dakota AFL-CIO, presented a labor union resolution to support family farmers and oppose any changes to the state’s corporate farming law.

NDFU President Mark Watne said, “This was the time for farmers and ranchers to get involved and speak up about policies that affect them. We are a grassroots

organization and it’s important for members to attend the state convention. We were pleased to gain the support from AFL-CIO.” Keynote speaker Dr. Lowell Catlett gave his unique perspective of how “Farmers Rule the World” with his explanation of how emerging technologies set the stage for success.

Among the convention highlights, 23 youth received the Torchbearer Award. Evening entertainment was provided by Tigirlily and the illusionist REZA. Over $6,700 was raised for the North Dakota Farmers Union Foundation through a gala “Denim

and Diamonds” event featuring a live and silent auction. Tractor races capped off both Friday and Saturday evening when members had the opportunity to drive red, green or blue machines in an obstacle course.

NDFU President Mark Watne was re-elected as well as board members Bob Kuylen, Terry Borstad, Dennis Stromme, Wes Niederman and Ronda Throener.

General Manager of Farmers Union Insurance Mark Anderson was pleased to report on a successful year for the insurance company. He said, “Farmers Union Mutual Insurance produced a 93.1 percent combined ratio, its 14th straight year with an underwriting profit, on $56.1 million of earned premium. We ended the year with $54.8 million of surplus and A.M. Best affirmed our `A excellent’ financial strength rating.”

A $10,000 donation was made to the Great Plains Food Bank in memory of James Kerzman, a state board member who passed away last summer. s

Setting the policy and action for 2016 Members adopted three special orders of business at the 89th annual convention in Bismarck and added language on a wide variety of topics to NDFU’s Program of Policy & Action.

Those special orders included a reaffirmation of the organization’s campaign against SB 2351 and efforts to open up our state’s Corporate Farming Law. Language was also adopted commending the North Dakota Industrial Commission for establishing the Farm Financial Stability Loan Program through the Bank of North Dakota. The program will provide loans to farmers impacted by low commodity prices or below-average crop production.

• We believe all producers should have an opportunity to update the number of base acres on their cropland to reflect a true representation of the number of acres farmed and current crops being raised versus the current base acres which reflect decisions made decades ago. All cropland acres should have the same amount of base acreage, whether they are currently in crop production, enrolled in CRP or used to grow specialty crops including fruits and vegetables, etc.

• RMA should recognize the increase in use of cover crops and modify their rules so as not to disqualify a grower from crop insurance if cover crop is seeded before physiological maturity.

• We urge RMA to develop risk management tools for livestock producers that are subsidized in a way similar to crop insurance.

• We support the development

of a dairy specific financing program through the Bank of North Dakota for family-owned dairies.

• We support policy promoting the development of dairy processing in the state of North Dakota.

• We support raising the direct loan limit for operating and farm ownership at FSA from $300,000 to at least $1 million.

• We oppose CHS and other federated cooperatives from using their scale and wholesale pricing power to unfairly compete with their member cooperatives. These cooperatives should also not share wholesale sales information with their retail divisions in order to avoid a conflict of interest.

• We recommend that all CRP, WRP, etc., be allowed to be hayed or grazed every other year to reduce the amount of dead grass/ vegetation that would promote additional kindling/fuel for wildfires, which would also increase biodiversity.

• We fully support the state of North Dakota and its efforts to challenge the federal Clean Power Plan as written. It will cause significant increases in

electrical costs for our members.

The EPA has failed to give credit for investments already made in environmental controls and renewable resources in our state.

• We encourage programs for new citizens that foster assimilation into American society.

• Candidates should disclose all campaign contributions and they should not be able to use campaign funds for personal use.

• We support the state approving the use of marijuana for medical and medical research purposes only. If approved, we strongly support that it is extensively researched, so that during production it is determined to be as safely produced for the patient as possible. This includes research on everything from the growing state to consumption phase, and all to be controlled, monitored and regulated by the state.

• We recommend NDFU publish a scorecard for legislators, including their voting record and how often they voted with NDFU on issues important to the organization. s

Audience loves keynote speaker Dr. Lowell Catlett returned to the NDFU state convention this year to deliver a riveting message entitled, “When Farmers Rule the World.”

He explained that several factors make the agricultural field so exciting.

“We are seeing the largest rise in world wealth right now. And one of the first things people want to do when they have more money is to eat better,” Catlett said.

“Farmers in the United States are equipped to provide a majority of food, including quality meat and grains, to the world,” he shared.

“Get ready, folks, you are doing it!”

Advances in science are making it easier for producers to brand their products, improve quality and instill confidence in buyers overseas. Technology advances have helped increase agricultural production, too.

Technology management, with tools like smart phones and drones, will be key to putting it all together, he said.

“The opportunities have never been better. Farmers will rule the world because they can capture robotics and technology. We can monitor the plants and animals. We can prove how much of a carbon footprint we’re making. We can be efficient and use renewable energy. We’ll create more jobs and move toward singularity. It’s here, folks! Don’t fear it,” Catlett said.

As he talked about the world revolution in health care and robotics, Catlett shared his thoughts on an “ubber” world.

“From land, energy and health care – it’s all here for farmers to capture. Farmers will own the land. They’ll own the environment.

They’ll own new energy. Farmers will rule the whole damn world,” he concluded.

Catlett is a regents professor, dean and chief administrative officer at the New Mexico State University College of Agricultural, Consumer and Environmental Sciences. He is also a leading economist and futurist. s

Carrying the torch Youth Earn Torchbearer Award from NDFU Twenty-three youth from around the state earned the North Dakota Farmers Union Torchbearer Award this year. A special ceremony was held on Saturday, Dec. 12, to recognize their achievements.

The Torchbearer Award is the highest honor that senior youth may achieve in Farmers Union. Youth must complete five consecutive years of senior youth work to be eligible for this award.

North Dakota Farmers Union President Mark Watne presented a candle to each Torchbearer as they crossed the stage. Watne commented, “We pledge to build a better world for all, to build a prosperous world for agriculture and to build a strong Farmers Union.

You have earned the right to be a Torchbearer and I am confident that your leadership skills will serve you well in the future.”

Two $1,000 scholarships awarded

Kale Van Bruggen, an attorney with Rinke Noonan in St. Cloud, gave the keynote address for the Torchbearer ceremony. He was a 2004 Torchbearer and grew up in the Farmers Union family. During his presentation, Van Bruggen shared that his values learned on the farm helped shape his view of the world. He said, “Never stop being a Torchbearer. The education you gained is immeasurable. Farmers Union will always be part of who you are so get involved. Stay involved! Never forget the values Farmers Union gave you. Honor and preserve that legacy. Turn challenges into real opportunities to make a difference.”

Tanner King and Katelyn Long have been named recipients of the $1,000 Bergman Scholarship from North Dakota Farmers Union.

King is currently a member of the State Youth Advisory Council (SYAC) and is the son of Kevin and Tahnee King of Donnybrook. He plans to attend the University of North Dakota to pursue a medical degree. King has attended five years of senior camp, All-States Leadership Camp, and earned his Third Year Award trip. His family has been active Farmers Union members for the past 10 years. His father is a director on the local co-op board in Kenmare. His brother received his Torchbearer Award last year.

Long is the daughter of Tim and Lisa Long of Napoleon.

She has attended four junior camps and four senior camps.

Her participation earned her way on the Third Year Award trip.

She grew up listening to stories from her grandmother, who cooked at the Grand Rapids Youth Camp and was a youth leader, for many years. Her grandfather also shared his stories from his trip to All States Leadership Camp. She plans to pursue an agricultural business degree at North Dakota State University.

The scholarships were established by Alan Bergman, past president of North Dakota Farmers Union. To be eligible, applicants must be current Torchbearers and have at least a 2.50 grade point average. The recipients were selected by a panel that evaluates each applicant’s responses to several essay questions that relate to Farmers Union, rural issues and personal leadership skills. s January 2016

Cramer visits NDFU convention United States congressman Kevin Cramer stopped at the North Dakota Farmers Union State Convention in Bismarck to address hundreds of farmers and ranchers.

During his visit, Cramer outlined his work on the Energy and Commerce Committee, the group that addresses issues such as health care and telecommunications. He talked about the importance of reaching out to congressional representatives through e-mail, phone calls and personal visits He said, “Above all, I appreciate Farmers Union membership. I’m always glad to have direct access to the members. It allows us to be connected and get to know what’s happening on the ground. Thank you for the honor of serving in the People’s House.

SYAC lends a helping hand at event It wasn’t all fun and games for members of the State Youth Advisory Council (SYAC) during the North Dakota Farmers Union State Convention. All six members of the board gave a speech, participated in sessions, helped with youth activities and worked at various jobs during the two-day event.

As the first woman to win on the show, she lost an incredible 112 pounds, and now hosts “Live Big with Ali Vincent” on the Live Well Network. She’ll share her struggle with her own weight and lifestyle advice on being healthy rather than obsessed with a number on a scale.

Other speakers include author and physical therapist Melanie Carvell and Marji Guyler-Alaniz.

Carvell will keep everyone on the edge of their seat (and off their seat) with her high energy as she shows participants how to chart their own path to better wellness and self-improvement.

She is the director of the Sanford Women’s Health Center in Bismarck. She is an accomplished international triathlete and certified work site wellness consultant. Her book, Running with the Antelope, chronicles her upbringing in Mott, N.D., and her life’s path.

Speaker Guyler-Alaniz, an awardwinning photographer, will share her unique perspective as the founder of FarmHer, a growing online community and resource for

agricultural women. Guyler-Alaniz will talk about “jumping off the cliff,” when she took a series of risks to build her passion into a career.

She’ll also explore issues within agriculture through images and stories, specifically how women can work together to lessen divisions within the agriculture community and bring a balanced perspective to the table. The power of female farmers is an educational topic that is sure to appeal to women from all walks of life.

Delayed decision for proposed changes CHS’s commitment to help producer-owners discover innovative ways to “GROW. ACT. LEAD” was the focus of the 2015 CHS Annual Meeting held Dec. 3-4 at the Minneapolis Convention Center.

With more than 50 relevant breakout sessions and interactive displays, attendees gained expert insights and learned more about new technologies and the company’s strategic direction.

During the meeting, leaders of the North Dakota Cooperative Managers’ Association (NDCMA) and North Dakota Cooperative Directors’ Association (NDCDA) were expecting to oppose and vote on proposed bylaw changes.

However, the decision to vote on the articles of incorporation and bylaws was postponed.

“If these changes had passed, non-farmer organizations and consumer cooperatives would be allowed membership and voting rights in CHS,” Watne said.

“This fundamentally changes the business structure of our regional cooperative, which has been wholly-owned by agricultural producer co-ops since inception.

The postponement decision is a good step for CHS Inc. It will give them time to look at this issue and determine if it is necessary and look for alternative solutions.”

In other business, five farmers were elected to new three-year terms as directors of CHS Inc. Reelected were: David Kayser, Alexandria, S.D.; CHS Board Chairman David Bielenberg, Silverton, Ore.; Don Anthony, Lexington, Neb.; Steve Fritel, Barton, N.D.; and David Johnsrud, Starbuck, Minn.

Fritel was also elected as the first vice chairman.

Co-op leader retires from Dakota Plains Dakota Plains Cooperative said goodbye to General Manager Ken Astrup on Dec.15, when he officially retired after being at the helm for 10 years.

Astrup was recognized at the co-op annual meeting in Verona on Dec. 8.

He said, “Since I’ve been here, we have grown from 32 full-time employees to over 160 on staff. I am confident that we’ll see even more changes in the future. This co-op will not only survive, but thrive.”

Dakota Plains Cooperative reported $43,165,826 in total assets, liabilities and capital last year. Total sales were $103,954,840 with $15,774,702 in expense.

The co-op is in the process of completing a new fertilizer plant and a 2.4 million bushel capacity grain elevator in Gwinner.

Astrup credited the quality of employees for the co-op’s success.

“We’ve gone through a lot with the mergers, policy changes, new software and more. Everyone was willing to try and I credit the success to our staff. That’s one thing I will really miss. I’ll miss the people I work with and the relationships I have every day,” he said.

Prior to working at Dakota Plains Cooperative, Astrup was the co-op specialist at North Dakota Farmers Union for over 30 years.

He has been a lifelong Farmers Union member and staunch supporter of the cooperative

His work has taken him overseas under the “Farmer to Farmer” program where he taught cooperative principles and leadership skills. He has traveled to Hungary, Macedonia, Moldova and Ethiopia.

“I’m ready for a new adventure.

I’ve always said I would be ready to retire someday. That someday is here,” Astrup concluded.

“This a just a new chapter in my life,” he joked. “I’m sure my wife Linda, will have lots of things for me to do.”

Around the state Through their generous donations, NDFU and FUMI employees collected a large amount of non-perishable food products for the local food bank in Jamestown.

As part of the Community Stewards program, NDFU helped sponsor a "Paper the Pantry" event during the month of November for The Lord's Pantry. All local churches in Turtle Lake and Mercer were encouraged to donate paper products to the Lord’s Pantry. As a result of the "Paper the Pantry" project, the pantry received packages of paper plates, napkins, tissues, paper towels, toilet tissue, and a variety of other household products. Open twice a month, the pantry serves about 22 households and all in need are welcome to receive food at no cost.

NFU recognizes womens’ contributions to ag National Farmers Union (NFU) President Roger Johnson thanked the growing number of women in agriculture for their invaluable contributions to family farming and ranching and noted that their growing presence in farming is vital to the nation’s food security.

Johnson noted that women have played key roles in Farmers Union since its founding at the turn of the century, having been elected to key leadership roles in the organization’s early years while also representing a significant portion of the 200,000 NFU members nationwide.

“Nationally, women make up 30 percent of farmers, and this is reflected within our ranks as a significant and growing proportion of our total membership comes from female farmers,” he said.

“One of the many promising trends in agriculture is the growing presence of women who are using their talents to help strengthen the viability of the family while also

supplying food, feed, fuel and fiber to Americans and consumers abroad,” said Johnson. “And their growing presence in agribusiness board rooms and as chief operators on family farms is important to the nation’s food security,” he said.

Women farm over three hundred million acres in the U.S. and those farms are more likely to be enrolled in conservation programs. Many of these women have been drawn to Farmers Union because of the organization’s progressive stance on issues important to them including child nutrition and environmental stewardship .

“For years, women have found a home in Farmers Union and their inclusion in both leadership and membership positions has ensured a more forward looking, balanced voice in family farming,” he added.

NFU continues to support women in agriculture and develop their leadership skills through the annual NFU Women’s Conference.

EPA reduces RFS targets The Renewable Fuel Standard (RFS) is a “win-win-win,” with benefits for farmers, consumers, the environment and our nation’s economy and energy security. It creates competition in the U.S. transportation fuel sector by ensuring access to cheaper, clean, low-carbon alternatives to oil, and creating choice for consumers at the pump. The program generates $184.5 billion in economic impact and supports up to 852,056 jobs nationwide, many in rural America.

It also reduces dependence on foreign oil by billions of gallons annually and promotes cleaner burning fuels.

In late November, EPA released the RFS volume obligations for the amount of renewable fuels that are required to be blended into the transportation fuel sector for 2014, 2015 and 2016, but set them well short of what Congress had written into the law.

COOL retaliation

Momentum is growing in Congress to repeal the Countryof-Origin Labeling (COOL) law following a ruling by the World Trade Organization (WTO). The WTO decided in early December that Mexico and Canada are allowed to issue $1.01 billion in retaliatory tariffs against the U.S. in response to the law that requires designated labeling on muscle cuts of beef and pork that were born, raised and harvested in the U.S. NFU criticized the WTO ruling, expressing concerns over the WTO process and the fact that this international tribunal’s decisions overrule the sovereignty of American laws. Congress is gaining support for the inclusion 20

of a total repeal of COOL in the omnibus bill, extending to ground beef, ground por, and poultry, despite the fact that the WTO only called for the removal of labeling rules for muscle cuts of pork and beef. NFU encouraged Congress to accept an existing amendment introduced by Sens. John Hoeven, (R-N.D.) and Debbie Stabenow (D-Mich.), which would have made COOL a voluntary program.

Crop insurance saved

The agriculture community came together in late October when Congress approved the Bipartisan Budget Agreement of 2015 containing $3 billion in cuts to federal crop insurance funding.

Section 201 of the bill included language that would reduce rates of return to crop insurance companies; the implications of this reduction would likely leave companies with average returns close to zero, significantly harming private sector delivery.

NFU joined a coalition to lobby Congress to keep their commitment to agriculture by maintaining an adequate safety net. In early December, Congress passed the Highway Bill with an accompanying rider that reversed the crop insurance cuts proposed in the budget agreement. The restoration

of full funding to the federal crop insurance program enables family farmers to utilize the crucial risk management program to protect their operations.

COP-21 agreement

Leaders from nearly 200 nations agreed to an historic and ambitious climate change agreement at the 21st Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP-21) in early December.

COP-21 was held in Paris with an overarching goal of producing a framework for action aimed at reducing greenhouse gases to avoid dangerous consequences associated with climate change.

STB reauthorization passes The U.S. House of Representatives recently passed S.808, a bill that reauthorizes the Surface Transportation Board (STB) for the first time since its creation in 1995. The reauthorization is accompanied by reforms, including improvement of the freight rail review processes, increased efficiency for dispute resolution, and improved transparency and accountability of the board. s

Message from

the President

New Years is a time of goal setting and renewed anticipation for the future. There will no doubt be opportunities and challenges ahead for our organization and members in the coming year.

But like a slate wiped clean, we start the year on solid ground with an affirmation of what makes us strong and unique at Farmers Union. It’s contained in a single word. That word was unveiled in a word cloud exercise we did last month at our state convention.

We asked members to write down the first word that came to mind when they heard “North Dakota Farmers Union.” All of the responses were tabulated into a word cloud. The more often a

response was given, the larger the word appeared in type.

“Family” is the word most often thought of when it comes to our organization. It’s gratifying to know, because our organization has always been rooted in family.

We have long been the voice of family farmers and ranchers, something that hasn’t changed in 89 years. As families banded together, we’ve created cooperatives, righted wrongs through legislative action, grown generations of leaders, and achieved many milestones.

Like any family, we continue to break bread together, we celebrate each other, and we learn and grow. Our unique ability to learn and adapt to new horizons sets

Farmers Union apart from other organizations. It is also reflected in the word “progressive,” which was the second most prominent word identified in the word cloud.

From Farmers Union Insurance to Founding Farmers restaurants, to cutting edge initiatives like our carbon credit program and our campaign to stop corporate farming, we’ve taken progressive action throughout our history. We have built a strong foundation that has improved the lives of family farmers everywhere.

I, for one, am looking forward to the course we’ll chart together in 2016. s
