Affordable Care Act Yesterday and Today Important dates for 2016 enrollment:

• Nov. 1, 2015: Open Enrollment starts – first day you can enroll in a 2016 Marketplace plan. Coverage can start as soon as Jan. 1, 2016.

• Dec. 15, 2015: Last day to enroll in or change plans for new coverage to start Jan. 1, 2016.

• Jan. 1, 2016: 2016 coverage starts for those who enroll or change plans by Dec. 15.

The Galen Institute has found more than 51 significant changes have been made to the Patient Protection and Affordable Care Act, at least 32 that the Obama administration has made unilaterally, 17 that Congress has passed and the president has signed, and two by the Supreme Court. For the first time in more than 50 years of surveys, the CDC reported that more than 90.8 percent of Americans have health insurance. s

Convention overview

The annual meeting of Farmers Union Mutual Insurance and North Dakota Farmers Union will begin at 10 a.m. Friday morning, followed by the president’s report.

A buffet lunch will be served and members will pick up their food and go to their district caucus.

Back by popular demand, keynote speaker Lowell Catlett will take the stage at 1 p.m. Catlett is a futurist. His unique perspective of emerging technologies prepares audiences to anticipate coming changes.

Friday afternoon will feature three different education tracks including one on drones, renewable energy and campaign training.

by REZA, an illusionist show. The evening will end with a tractor competition and games.

On Saturday, the convention continues with Policy and Action where Farmers Union members will introduce, debate and then adopt policy positions. Elections for officers and national convention delegates will be held as well.

On Saturday evening, the annual Torchbearer banquet will be held where youth from North Dakota will be recognized for their accomplishments and Bergman

Scholarship recipients will be named. Kale Van Bruggen has been named the featured speaker.

Evening entertainment with Tigirlily, photo booth and more tractor races will cap off the convention.

Youth activities

Youth convention will be available for grades K-12. Special activities such as swimming, crafts, museum tour and games will be arranged for different age groups, with supervision being provided by Farmers Union Summer Staff.

Daycare will be available for ages 0-5 on Friday, Dec. 11, from 9 a.m. to 6:45 p.m. and on Saturday, Dec. 12, from 8 a.m. to 6 p.m.

Toys, games and movies will entertain youth at the Event Center.

This service will be provided by a licensed daycare professional.

NDFU elections will be held at the state convention Dec. 11-12 in Bismarck for officers and odd numbered districts.

Office of President by Mark Watne It has been a great honor to serve as North Dakota Farmers Union president, and I thank you for the privilege. This year has been filled with opportunities and challenges. The opportunities and challenges have shown our capacity to unite and to do the business of the organization.

We have reinforced our commitment to family farm agriculture and will battle to ensure that this system is not changed.

As president, I have several goals. It is essential to develop and maintain the funding for our projects.

It has been important to have an educated, and passionate staff and Insurance management team.

We have been committed to creating effective tools to communicate with the membership, and it has been a necessity to carry out the policies adopted annually at the convention.

We continue to grow our insurance company in order to serve our membership and we will collaborate with other states to help enhance their Farmers Union organizations. A strong National organization is essential to our own success. We are beginning to see the results of this effort with our insurance business.

I believe we have accomplished many of these goals and will continue to work on all organizational priorities. I thank you for your support and with your vote will strive to make this organization the strongest it can be. s

Office of Vice President by Bob Kuylen Thank you for the honor of electing me to be your vice president of North Dakota Farmers Union. I would appreciate your vote to continue to serve as vice president of this great organization.

This coming year will have its challenges with high fertilizer and input costs, low commodity prices, and the EPA efforts to gain control of our water through Waters of the U.S. (WOTUS) bill.

It was great to see our NDFU members collect

signatures to refer the Corporate Farming Law. Hopefully, we can work together to educate fellow North Dakotans to vote against this law.

It is a great pleasure to work with our competent staff, prosperous insurance company, successful restaurants and most importantly, you, our members.

District 5 Director by Wes Niederman Jr.

I am very humbled to have been NDFU District 5 director for the past seven years. To be elected to that position is an honor and privilege that I don’t take lightly. The family farm is the backbone to U.S. and world agriculture, and I am proud to represent this organization that stands strong in defending families making a living off their land.

My wife, Leslie, and I still farm the land my grandfather homesteaded on in the early 1900s. Our son has joined our operation and farms with us now.

We raise Black Angus cattle, wheat, corn, sunflowers and soybeans.

I look forward to attending as many of the District 5 county conventions as I can fit into my schedule, and visiting with the people in attendance.

I would also like to invite you all to our state convention in Bismarck this December, and would ask for your support as I run for reelection. s

District 7 Director by Ronda Throener Thank you for the opportunity to represent District 7 on the Board of Directors. It has been an honor and a privilege. My first term has gone by quickly. It is hard to believe it’s been two years already! I have learned a

lot in my first term and have really enjoyed my time on the board. I have come to appreciate and understand all NDFU does and stands for, and am proud to be a part of it all. County help needed to reach fundraising goal at Food Bank An important fundraising campaign has been launched by the Great Plains Food Bank (GPFB) to help end hunger in our state.

One of the campaign’s fundraising objectives is to build or purchase a 6,000 sq. ft. building in Bismarck to serve as a regional service center. Such a structure would help support the recovery of perishable food; and increase efficiencies in GPFB’s statewide distribution system.

GPFB plays a critical role in our state.

The NDFU Board of Governors voted at their last meeting to participate in this worthy fundraising effort. A goal of $500 per county has been set in order to collectively contribute $25,000 toward the facility.

The GPFB is the only food bank in North Dakota, with a network of more than 265 food pantries, soup kitchens, shelters and other charitable Union Farmer • www.ndfu.org

feeding programs in 110 local communities.

Farmers and ranchers understand the importance of getting their product to market and into the mouths of hungry people. One in 10 North Dakotans will seek food assistance this year, many of whom are society’s most vulnerable – children and the elderly.

NDFU President Mark Watne commented, “We appreciate the

work done at the county and local level to further Farmers Union ideals and humanitarian efforts. We can be proud of our organization’s efforts to help the less fortunate.”

New online system to register One site to register for events and to submit information to the NDFU state office

North Dakota Farmers Union has added a new way to register for special events like the state convention. Members will use the same site with one password to access their records when registering for workshops or classes and submitting county information.

The first step is to go to the website: https:// membership.ndfu.org. Enter your membership number found on your member card or on the address label from the Union Farmer magazine. If this is your first time using the membership site, you will need to use the “forgot password link” to have a reset link sent to an e-mail address we have on file. If there is no e-mail address on file or you are a first time NDFU member, you will need to call us at 1-800-366-8331 to have a member number and password issued to you. After this step, you will be able to access the new system. Once you are signed into the https://membership.ndfu. org site, you will see links below your name on the left hand side of the page. Use these links to tell us about new family

Three-generation mechanic shop thrives on Bowman farm

If mechanical ability can be passed down from generation to generation, the Siverson family of rural Bowman is living proof. For three generations, Siverson Repair has been an established business on the Siverson farm, homesteaded in 1908 just south of Rhame.

Tucked into the wide open rolling hills of western North Dakota, Siverson Repair began in the days of blacksmithing when the late Richard Siverson set up shop.

His son George remembers standing on a five-gallon bucket “so I could reach the forge crank” to feed air into the fire “and it was hot.

We were burning up in July.”

As the oldest of nine children, George’s progression into the business seemed natural. “I started working for Daddy as a mechanic when I was about 3 years old, holding the light for him,” he says.

Model T’s were rolling off assembly lines and needed servicing.

“Chevy’s were cheap if you could get them back to Rhame.”

By 1958, George was a full partner in the business. His brother LeRoy joined them after service in the military. They both talk about a picture from 1965 of George and LeRoy standing in front of the shop in their letterman’s jackets. They will tell you that their mechanical training is based on constant encouragement from their father and “the school of hard knocks.”

“For Daddy, it was not the time that was important. He’d say, ‘Go fix it, figure it out,’” says George. “If we ran into trouble, he’d give you pointers. He never said we have to do it this way.”

The phone rings in the shop of present-day Siverson Repair, located a mile south of the home place. It is clean with white walls, tools in their place – the very picture of organization, including the second floor office with bins of bolts and repair manuals lined up.

Steven goes to answer the phone. In his absence, his proud father and uncle talk about how innovative he is mechanically in building things.

“We’re very organized,” says Steven, upon his return. “We don’t want to waste time looking for tools.”

In 2013, Siverson Repair was handed over to Steven. He is the boss and secretary of the business, say George and LeRoy, who arrive every morning to help after their farm chores.

“We are ranchers first,” Steven states. “Agriculture is number one, by far. The shop pays monthly bills.

The livestock pay the loans.”

Steven, who has a diesel technology degree from Williston State College, said initially he didn’t know if he wanted to take over the reins of the business. “My fear was that I’d be too busy because I was working for the neighbor as a hired hand.”

But that quickly changed. He often hears, “Your dad and uncle worked on my stuff, so I thought I’d bring it to you.” Siverson Repair draws customers, primarily ranchers and farmers, from a 50-mile radius.

semis, even a manure spreader once and a fire truck. “We haven’t really turned anything down,” LeRoy says.

With no diagnostic equipment in the shop, the Siversons rely on their mechanical DNA. “We can figure it out without it,” Steven says. “It’s nice to be able to figure it out on your own.” And if he’s stumped on something mechanically, he focuses instead on a farm chore to “think about it for awhile and then come back. Otherwise, you run in circles.”

When asked who is the best mechanic of the three, Steven says without hesitation, “George is still the best mechanic.” George’s response? “Steven learns from me on the old stuff.” They all agree that experience is the best teacher.

LeRoy says a crescent wrench, although George and Steven say he’d pick a broom.

The repair shop is located on Steven and Mandi Siverson’s farmstead, Steven picks up 18 miles south of Rhame. They have a 4-year-old son, Bentley. a battery operated years, anything that needs repair, impact wrench. Community stewards in Sioux County On Sept. 18, the Sioux County Farmers Union and the Selfridge Cenex Station hosted a community appreciation luncheon at the station. As part of the Community Stewards program through North Dakota Farmers Union, the event was designed to encourage more people in the county to become members of Farmers Union and to increase summer camp participation. Checks from the event will be presented at the November annual meeting to the Selfridge Senior Citizen Center and the Selfridge Food Pantry at the Assembly of God Church.

Celebrating barns in North Dakota with film, print and music

It started with a barn dance but for Merrill Piepkorn, one dance wasn’t enough.

Piepkorn plays in a band called, “Radio Stars” and in 2013, they performed at the Elroy Lindaas farm near Mayville, where several barn dances are held each summer. This gig led to an entire barn dance tour later that summer.

Piepkorn said, “It’s a funny thing here in North Dakota. Start talking about barns and barn dances and the importance of barns to our state’s history and heritage and people get excited!”

That excitement led to the development of a three-part project including a coffee table book, documentary DVD and accompanying music CD about barns in North Dakota.

He explained, “Merle Paaverud, then-director of the State Historical Society, convinced me that we needed to build on the barn dances…using them as a springboard to tell a greater barn story. The folks at Prairie Public Broadcasting were excited to partner with my production company, Prairie Airwaves, to produce a one-hour documentary film titled, “Hay Day: Musical Barns of North Dakota.” A contact with

Merrill Piepkorn was instrumental in organizing the barn project.

Preservation North Dakota led to the publishing of a wonderful book, “Prairie Barns of North Dakota,” that tells the barn story in fine detail.

And of course, to complete a project inspired by that first barn dance, we produced the ‘Best of the Barn Dances’ music CD.” The barn project is a collaboration between Prairie Airwaves Inc., and Preservation North Dakota and kicked off with a tour of barn dances held across North Dakota.

The film includes music and footage of the barn dances held at barns across the state and features Piepkorn with the Radio Stars, Rhythms of the Heart, Tigirlily, The Hay Shakers and more.

The book includes barn and barn dance photographs, an expansive explanation of barn history architecture by specialist Susan Quinnell, and essays on dance barns and their owners including: Bruce Stein (Hankinson); Evonne Piepkorn (Stanley); Harvey Huber (Hazen); George Ehlis (Dickinson); Scott and Ermaline Schlepp (Ashley) and the Welk Homestead (Strasburg).

Piepkorn said, “Playing in those barns, with their soaring rafters and seeing the past come to life on the dance floor was one of the highlights of my musical life. The CD is a great collection of the music we played during the summer tour.”

“Hay Day: Musical Barns of North Dakota” was produced by Bob Dambach, executive producer, and Piepkorn as producer.

Production funding was provided in part by North Dakota Farmers Union, Gate City Bank, BNSF Railway, State Historical Society of North Dakota and by the members of Prairie Public.

All three items are being sold for $50 total during the Pride of Dakota Holiday Showcase events this season or by mail order from Prairie Airways for $65 including shipping and handling.

Reduce the risk of fires this fall

All that iron rolling across dry fields during harvest can easily spark a fire. Crop residue buildup around combine engines and exhaust pipes are obvious places where fires can start. The surface temperature of exhaust pipes can be high enough to ignite straw and chaff. Operators should check these areas regularly throughout the day and remove any buildup of chaff, straw and dust. Taking precautions can save more than bushels—it can save lives!

Experience Yoga on Tap!

Register now for WILD conference Don’t delay registering for the 4th annual WILD (Women in Leadership Development) Conference, Jan. 13-14, at ndfu. org/wild.

The conference focuses on “Life’s Wild Balance.” It kicks off with Ladies Night on Wednesday, Jan. 13. Participants will be able to shop at a variety of vendor booths and then experience Yoga on Tap, a unique fitness experience that is sweeping the state in popularity.

“Yoga is for all ages,” according to Krystle Kvidt, one of two instructors for the evening, who has founded and owns yoga studios in Moorhead and East Grand Forks.

With students ranging in age from 2 to 82, Kvidt said there is no age stereotype when it comes to yoga.

“The great thing about yoga is that you do not need to be limber at all,” she explains. “The more you practice, the better you get.”

The hour-long experience will be broken into three 20-minute sessions. Participants can choose to do one, two or all three sessions.

Although the yoga area will be carpeted, mats are encouraged if participants have them.

Jayme Noel, a registered nurse and instructor that will be leading members through the Yoga on Tap experience, said the benefits of yoga are plentiful, including: • increased flexibility, muscle

strength and tone; • improved respiration, energy and vitality; • weight reduction; • improved cardio and circulatory health; • improved balance and posture; and • maintenance of a balanced metabolism.

After yoga exercise, particpants will be able to relax and socialize with a beverage or beer tasting.

“Participants will be feeling refreshed and relaxed after yoga because your body naturally releases endorphins that make a person feel good,” said Noel. “An added bonus is having a beverage to wind down with a fun, interactive social hour.”

On Thursday, Jan. 14, keynote speaker Ali Vincent will share her inspiring story and experience as the Season 5 winner of “The Biggest Loser.”

Other inspirational speakers throughout the day include Melanie Carvell, North Dakota author and physical therapist, and Marji Guyler-Alaniz, photographer and advocate for women in agriculture.

Eight to win Florida trip

Women from across the country are welcome to attend the 2016 National Farmers Union Women’s Conference in Clearwater Beach, Fla., from Jan. 23-27.

The conference will give women farmers more resources to enhance their knowledge of farm operations, and grow their leadership skills.

Beginning Farmers go to Washington National Farmers Union (NFU) President Roger Johnson welcomed 11 new participants in NFU’s Beginning Farmers Institute (BFI) to Washington, D.C., in September.

Kasey Bitz of LaMoure was selected to participate in the institute. Bitz also serves on the NDFU Policy & Action Committee.

Bitz joins a group of farmers with diverse operations ranging from farmers with a half-acre to more than 1,800 acres, and includes grain, livestock and urban farmers.

“Aging demographics in agriculture is one of our nation’s great challenges, and underscores the importance of programs like BFI,” said Johnson. “This program concentrates on building confidence in beginning farmers and farm couples, and additionally encourages them to learn, and apply leadership abilities to become actively involved in community organizations.”

“BFI underscores our ongoing commitment to growing leaders in the next generation of family agriculture,” said Johnson.

BFI participants for the class of 2015-2016 include Kasey Bitz of North Dakota (backrow, right); Kyle Carr, Jacob Fagan and Laura Ginsburg of Mo.; Miranda Combs of Ky; Theresa Geiger of Colo.; Jean Lam of Okla.; Dana Rushovich of Md.; Joshua Schultz of Mich.; and Lisa Shirek and Any Wallner of Wis.

Johnson noted the institute’s unique format has increased the level of interest in participating and

that NFU was looking for ways to expand the program in the future.

“The participants determine the institute’s agenda based on what they have identified as important to their operations,” said Johnson.

“NFU is excited to have such a diverse group setting the agenda and learning from one another and from experts from different fields in agriculture.”

Storing in Bags

Consider alternative grain storage methods With some of last year’s grain crop still in storage and a bumper crop expected this year, the demand for grain storage is high.

“Grain can be stored in many types of facilities,” North Dakota State University Extension Service agricultural engineer Ken Hellevang says. “But all storage options should keep the grain dry and provide adequate aeration to control grain temperature.”

Structural Issues

Grain pushing against the walls can damage buildings not built for grain storage. The walls must be anchored securely, and their structural members must be strong enough to transfer the force to the building poles or support structure without breaking or bending excessively.

Storing grain in poly bags is a good option, but it does not prevent insect infestations or mold growth in damp grain, Hellevang says. Grain should be placed in the bag at recommended storage moisture contents based on grain and outdoor temperatures. Select an elevated, well-drained site for the storage bags, and run the bags north and south so solar heating is similar on both sides. Wildlife can puncture the bags, creating an entrance for moisture. Monitor the grain temperature at several places in the bags. Never enter a grain bag because it is a suffocation hazard. If unloading the bag with a pneumatic grain conveyor, the suction can “shrink wrap” a person.

Each year at North Dakota Farmers Union Summer Camps, youth vote for representatives to serve on the State Youth Advisory Council (SYAC). Each council member serves as a liaison for the NDFU youth program and helps define issues that impact youth. The council meets three times during the year and representatives attend two senior camps the following summer at no cost. Here are the 2015-16 SYAC members:

Sami Bitz of Napoleon Daughter of Christy and Danny Tell us about your family

I live on a farm 13 miles from Napoleon. I am the oldest of four children. My twin sisters, Kylee and Kourtney, are going to be eighth graders this year. Carter, my little brother, will be a first grader this year.

My Dad farms and ranches around the Napoleon area, and my mom helps him out whenever necessary.

What do you like most about camp?

I have always enjoyed going to camp so picking a favorite part is very difficult. However if I had to pick a single thing it would be meeting new people from all around the state. I have met some of my best friends at camp, even though I only see them once or twice a year we still try to stay in contact throughout the year.

How can people get more involved and why should they be part of Farmers Union?

I would encourage anyone who has the opportunity to go to day classes or camp to do so. Farmers union has really brought me out of my shell and made me more confident in myself. Going to camp every year is the highlight of my summer and I am so honored to be a part of SYAC, and hopefully in the upcoming years I can be a part of the summer staff. Farmers Union isn’t just about having fun, it’s about being a leader and making a difference in our world.

I have three brothers and we all grew up on the farm in Coulee. There are about 20 people that live in Coulee. My oldest brother farms up at Bottineau and my second oldest will be attending Northland Technical College in Grand Forks this winter. My little brother, Andrew, and I do chores as well as take many trips into town, Kenmare, because there aren’t many kids out by us.

Farmers Union Camp is a place where you get to meet people from all across the state, develop leadership skills that will be useful to you in many areas of your life, and make awesome memories.

People can get involved with Farmers Union by contacting their county youth director to learn about day classes, camps, etc. Everyone should join Farmers Union because it is an extremely fun organization that goes above and beyond, teaching great values and skills to people of all ages.

It’s a memory Perry laughs at today, but also one he instills in his children, like Abby. Once reluctant, Abby, now a freshman at North Dakota State University, is now considering applying to work as an NDFU summer camp counselor.

In addition to the summer activities and leadership lessons, campers also get to meet other students from around the state. Co-ops put people first, said McKee, the co-op expert.

They also serve areas that other businesses won’t. Electricity, for example, requires poles, wires and other expensive infrastructure. Serving rural areas was too pricey for traditional electric utilities, he said, so rural people adopted the cooperative business model so they too could have electricity in their homes.

Rural people wanting television, Internet and financial services also built co-ops. But now that those services are in place, it’s easy to take them for granted. Perry, the Wahpeton dad, said he doesn’t see as much co-op appreciation and loyalty in younger generations.

To some, co-ops may seem a business model of the past.

But like in fashion, what once was old becomes new again.

For co-ops, that means new businesses like craft breweries and farm-to-market food co-ops are adopting the model.

That makes it all the more important for young people to know and understand co-ops, said Mary Mertens, NDFU camp coordinator. But North Dakota Farmers Union doesn’t limit co-op education to young people. Other events include the WILD event for female leaders in January, Medora trips in August, NDFU Fly-ins in September.

Make Founding Farmers apple pie

Instead, we have worked tirelessly to perfect these classic recipes to ensure that when everyone sits down to celebrate, they enjoy a memorable meal.

If they made a Mount Rushmore for American food icons, apple pie would be front and center in the granite lineup. To make our crowd-pleasing version of the classic, we use a blend of apples. Granny Smiths posess an unbeatable tartness and retain their shape in the oven. We like to pair them with McIntosh apples, but you can mix up the blend. Just remember that eating (dessert) apples aren’t generally good for baking, since they turn mealy in the high heat of the oven.

Dutch Apple-Caramel Pie

Makes one 9-inch pie Filling 3 Granny Smith apples, peeled, cored and sliced 3 Golden Delicious apples, peeled, cored and sliced 6 tbsp. packed light brown sugar 7 tbsp. granulated sugar 1/4 cup cornstarch Zest of 1 lemon 1 tbsp. fresh lemon juice 1 tsp. salt 2 tsp. gr. cinnamon 1/2 tsp. gr. nutmeg 1/2 tsp. gr. ginger 1/2 tsp. gr. allspice 1/4 tsp. gr. cloves 1/2 cup applesauce Streusel Topping 2 tbsp. granulated sugar 2 tbsp. unsalted butter 1/2 cup cake flour Caramel Sauce 1 cup heavy cream 1 2/3 cup granulated sugar 1/2 cup water

Bring cream to boil over medium heat.

Decrease heat to very low to keep warm. Place sugar and water in heavy saucepan and place over medium heat. Do not stir. Let cook until the sugar melts and the mixutre turns a golden amber color.

Remove the pan from the heat and stir in the heavy cream until well mixed. Let cool. (Use 5 tsp. caramel sauce for pie.)

Pie Dough 1 1/3 cup all-purpose flour 1 tbsp. granulated sugar 1/4 tsp. kosher salt 1/4 cup vegetable shortening 1/4 cup unsalted butter, chilled, diced into 1-inch pieces 2 tbsp. plus 2 tsp. cold water

Combine flour, sugar and salt. Add shortening and butter and mix until texture of coarse crumbs. Slowly add cold water and mix just until dough comes together, then wrap in plastic and refrigerate until ready to use.

Combine all of the filling ingredients except applesauce in a large bowl, tossing the apples to coat evenly.

In a small bowl, combine the streusel ingredients and mix together until crumbly.

Preheat the oven to 325 degrees and place rack in the lowest position. Roll dough out on lightly floured surface to 1/4 inch thick. Place in ungreased pie pan and fill the bottom of the pie shell one third full with the filling. Spread half of the applesauce and half of the caramel sauce over filling. Repeat with another layer of filling, applesauce and caramel sauce. Top with remaining one third of the filling.

Negotiators from 12 Pacific Rim nations agreed to the massive Trans-Pacific Partnership (TPP) trade agreement last month. NFU is opposing the agreement because it lacks effective language to curb currency manipulation by U.S. trading partners. Some notable world leaders visited the U.S. recently, and they emphasized the importance of addressing climate change. National Farmers Union and National Corn Growers Association released a white paper in October that argues the U.S. Environmental Protection Agency (EPA) delays and flawed proposals for volume obligations for the Renewable Fuel Standard have negatively impacted farm income. On top of that, federal sequestration is causing a 6.8 percent reduction in payments.

Currency Manipulation Not Addressed in TPP

After years of negotiations, 12 Pacific Rim countries agreed to the TPP, a major trade agreement that includes 40 percent of the world’s Gross Domestic Product.

The controversial TPP includes reductions and eliminations of tariffs, a common framework for intellectual property and standards for labor and environmental law.

The reduction or elimination of tariffs appears beneficial to farmers and ranchers until you consider that no enforceable currency manipulation provisions were included in the agreement. Currency manipulation enables our trading partners to skirt the rules and gain a competitive advantage by devaluing their currency, which consequently reduces the costs of their goods to other countries and increases the costs of our goods to their country.

NFU is encouraging Congress to oppose the TPP and has called on our trade negotiators to include enforceable provisions barring currency manipulation. Urge your Union Farmer • www.ndfu.org

Programs Subject to Sequestration

Due to federal sequestration rules, farmers and ranchers will take a 6.8 percent cut in their farm program payments, including the Agricultural Risk Coverage and Price Loss Coverage programs, regardless of when they signed up. This cut, announced by U.S. Secretary of Agriculture Tom Vilsack, will also affect the Dairy Margin Protection Program, marketing loans, sugar loans, and the Noninsured Crop Disaster Assistance Program. In 2013, the USDA detailed some of the programs cut, noting that Conservation Reserve Program payments and crop insurance would not be affected by sequester cuts.

Association, released a white paper stating that EPA’s delays and proposals for the RFS volume targets have harmed American farmers and ranchers. The U.S. Department of Agriculture (USDA) is predicting net cash income to drop by 26 percent in 2015, and the two organizations are claiming EPA’s mishandling of the RFS has contributed to this decline.

The USDA recently invested in technology that would aid in renewable fuel infrastructure, awarding $100 million to 21 states to match private and state funding for nearly 5,000 pumps with higher biofuels blends, enhancing biofuels infrastructure at over 1,400 fueling stations nationwide. s

RFS Woes

Despite growing global acknowledgment of climate change, only one U.S. law addresses climate resiliency: the Renewable Fuel Standard (RFS).

The EPA is supposed to use the blending volume targets set by Congress in the Energy Independence and Security Act of 2007 (EISA). However, recent interference from Big Oil has altered EPA’s implementation of the RFS. The agency has proposed volume targets for 2014, 2015, and 2016 much lower than those prescribed in the EISA. There is no other business structure that has given farmers more control of their economic destiny than cooperatives. This is especially true in grain marketing, and in essential farm and ranch inputs.

Before Farmers Union elevators were formed, farmers were at the mercy of the grain trade in Minneapolis and Duluth and a few suppliers of crop and livestock inputs. Low wheat prices and the ways in which grain brokers were robbing farmers of income – false weights, excessive dockage, and buyer collaboration – gave rise to rebellion and the start of the cooperative movement in North Dakota.

Today, our network of supply, service and marketing cooperatives has made farmer-owned coops a competitive force in the marketplace. But our work is far from over.
