Comparing land values in North Dakota

North Dakota land values declined for the second consecutive year in 2015. This follows an 11-year period (2003 to 2014) in which cropland values averaged an annual increase of 15 percent, the strongest sustained run-up in cropland values in the past 100 years.

Andrew Swenson, North Dakota State University Extension Service farm management specialist, derived regional and state average cropland values and rents from the published results of a January 2016 county survey commissioned by the North Dakota Department of Trust Lands.

Based on the survey, North Dakota average cropland values declined about 4 percent during 2015. Swenson noted that a report by the North Dakota Chapter of the American Society of Farm Managers and Rural Appraisers indicated a greater decline, 9 percent, for 2015.

Cropland values (January 2015 to January 2016) were the strongest in the northwest region, increasing 13 percent (to $1,185).

Crop enterprises that are more common in the northwest, such as durum, field peas and lentils, were 8

generally more profitable in 2015 than other crops.

Another possible reason for the strong increase is that this region has lagged behind the rest of the state and may have been catching up. Over a 10-year period (2004 to 2014), land values increased around 300 percent or more for all regions but the northwest, whose land value increased only 170 percent. Also, past income associated with the region’s energy development may have provided some buoyancy.

Several regions were essentially flat, being within 1 percent up or down, from last year. They were the south-central region ($1,673), the northern Red River Valley counties ($2,983), the southwest region ($1,426) and the north-central region ($1,745).

In general, regions that had experienced the greatest increases during the period of escalating prices had the strongest declines in land values during the past year.

The southeast region (to $2,918) and the northeast region (to $1,752) dropped 4 and 8 percent, respectively. Cropland values declined 12 percent during 2015 in the region consisting of southern

Red River Valley counties (to $3,826) and the east-central region (to $2,014).

“Cropland rents, on average, declined at a slightly lower rate, (3.4 percent), from January 2015 to January 2016, than cropland values,” Swenson says. “The northwest was the only region where average cash rent increased.

It went up a modest 1 percent to $35.70 per acre.”

Several regions had a decline in cropland cash rental rates between 1.5 and 3 percent: the southwest (to $38), the northcentral (to $50.10), the northeast (to $56.30), the northern Red River Valley (to $88.70), the southern Red River Valley (to $122.30) and the southeast (to $95.60). Cropland cash rents declined 6 percent in the east-central region (to $66.60).

The largest decline, 11.6 percent, occurred in the southcentral region (to $56.90), which had experienced the greatest percentage increase relative to other regions from 2004 to 2014.

Although there was significant variation among regions, North Dakota average land rents increased 80 percent from 2004 to 2014, compared with a 325 percent Union Farmer • www.ndfu.org

increase in land values.

“Land rents typically lag land values, but a main reason for the difference during this time period was declining interest rates,” Swenson says. “Low interest rates are indicative of the relatively poor returns of low-risk assets in which people can invest.”

He adds, “In 2004, an acceptable return on land investment (cash rent minus real estate taxes divided by land value) was about 6 percent. Now it is about 3 percent. That, in itself, has doubled land values.

Rising interest rates are a negative for land values and would result in declines significantly greater than for land rents.”

Now the question is: How far and how fast will land values drop?

The last significant period of declining land values was from 1981 to 1987. Land values dropped a total of 40 percent. It took 24 years, until 2005, for prices to get back to the 1981 level.

Crop profitability and interest rates drive land values. A general theme pushing land values and rents has been lower interest rates and strong crop profitability, as high prices and strong yields have outpaced increasing costs.

Costs of production more than doubled from 2004 to 2014. When North Dakota marketing year average prices, from 2012 to 2014, dropped by one-third for wheat and soybeans and one-half for corn, the impact on profit was severe.

years.

“Going forward, some positives are that costs are now dropping and government payments (countercyclical to crop prices and revenue), albeit limited, will provide some much needed income,” Swenson says. “However, the old saying, ‘low prices cure low price’ takes time. Market signals will eventually discourage production and increase the quantity demanded. The biggest wild card in crop production and prices is always weather, which can abruptly change supply and prices.”

Swenson believes 2016 will be a critical year for farm finances and land values. Strong yields will be very important.

Although the impact of large yield shortfalls will be mitigated by crop insurance, mediocre to slightly poor yields, coupled with the low market prices, could create a farm financial crises. Unfortunately, current projected crop profitability for 2016 is very poor and Swenson expects land values to drop by 5 to 10 percent. s

In 2010, USDA authorized the introduction of Syngenta’s MIR162 genetically modified corn trait in the U.S., and in 2011, Syngenta started marketing the trait in its Agrisure Viptera® product and, in 2014, in its Agrisure Duracade™ product.

However, the Chinese government had not yet approved the trait when Syngenta began its marketing.

In November 2013, China began rejecting imports of all U.S. corn, saying the unapproved trait had been commingled with and tainted all U.S. corn. From 2012 to 2014, the price of corn dropped by more than half. Claiming that part of the price drop was due to China’s rejection, thousands of farmers, corn handlers, exporters, and elevators have sued Syngenta in both federal and state courts. They argue Syngenta was wrong in marketing the trait before China had approved it and that Syngenta should have put safeguards in place to prevent contamination of the U.S. corn supply. Syngenta has denied any wrongdoing, and even filed claims against grain elevators, transporters, and exporters arguing they – not Syngenta – were in a position to separate the corn. The court dismissed those claims in early April.

What’s happening with all the lawsuits?

In December of 2014, the lawsuits were all consolidated into “multi-district litigation” (MDL) in the federal U.S. District Court for the District of Kansas. In an MDL, the cases all remain separate, but a single court manages the discovery and pre-trial stages for efficiency. Lead plaintiffs are identified to represent the many plaintiffs, and the MDL court appoints lead 10

attorneys to represent both sides. The MDL court conducts “bellwether” trials on a few cases to see how the rest of the cases might end up. The rest of the cases would be tried individually, but often the parties will agree on a settlement before that based on the bellwether trials.

The MDL court sent cases by Cargill and ADM back to Louisiana state court, and later sent cases based in Minnesota back to Minnesota state courts. In each state, the cases have been consolidated in one court, which is coordinating with the MDL court.

There are some efforts to file in other state courts to avoid the MDL process, though it is unknown how successful that effort will be.

I didn’t grow Viptera or Duracade during that time. If I think I’ve been harmed by Syngenta’s actions, do I need to file a lawsuit?

Farmers have a few different options: They can file a lawsuit as part of the MDL by contacting a North Dakota firm that works with the plaintiff’s lead attorneys. Or they can wait to see if the court certifies a class action to make a decision. Or they can hire a firm that will file an individual lawsuit outside the MDL. choose. The following are considerations: • The MDL’s lead plaintiffs do the bulk of the heavy lifting by turning over all their records, giving depositions, and showing up at court. Therefore, if farmers choose to file a lawsuit in the MDL, they will initially only need to sign an FSA authorization to release their 578s, but won’t have to participate in discovery or other parts of the process. If there is a settlement, farmers will likely have to disclose more records to prove they have a valid claim. Farmers can get out of the MDL fairly easily at any time.

• In the MDL, if the court decides to certify the MDL as a class action, then all similarly situated farmers would be included in the class. A farmer who is in the MDL can make a decision at that time whether to stay in the class or whether to opt out of the class and continue to pursue an individual case. Note: The court won’t make that decision until the end of 2016.

• If a farmer chooses to file an individual lawsuit outside of the MDL, he will be a named plaintiff.

As such, he will need to produce a plaintiff fact sheet right away, disclosing 3-5 years of production history, sales receipts, tax records and other information, as well as participate in discovery and potentially travel to hearings. If he wants to get out of that lawsuit, he will need the court to dismiss him.

How long can I wait to decide if I want to file a lawsuit?

The statute of limitations – the timeframe in which a person can bring a lawsuit – varies by state and depends on the legal basis of the lawsuit. If the statute of limitations runs out, the farmer would lose the chance to bring a lawsuit. Once the MDL lead attorneys file a class action motion, the statute of limitations is tolled (put on hold) for those farmers who would be in the class until the court decides whether to certify the class. However, for farmers that wouldn’t be included in the class (like those who grew Viptera or Duracade) or for farmers who’ve already decided they won’t participate in the potential class, the statute of limitations will continue to run until they file a lawsuit.

will vary by law firm, and is usually 30-40% of the recovery. In addition, some agreements might make you responsible for other expenses even if there isn’t a recovery, including court costs, filing fees, and expert fees and potential travel costs. Make sure you fully read the agreements before signing.

What if I grew Viptera or Duracade during that time?

Farmers who grew Viptera or Duracade aren’t included in the MDL and wouldn’t be included in the class action because the arguments against Syngenta are different. If you want to pursue a lawsuit, you’ll do it outside the MDL.

How is this case related to USDA’s actions in determining ARC payments? I’ve heard Sarah Vogel is aiding in the effort to fix the ARC problems.

As we’ve reported in the past, farmers in some counties did not receive farm bill ARC payments because USDA used different calculations than in other counties due to lack of data. NDFU continues to work with congressional offices and USDA officials to find ways to level the playing field for those farmers. Some law firms are proposing to provide pro bono lobbyist representation on that issue, and link it to presentations about their work on the Syngenta case. The ARC issue and the Syngenta claims are not related. Sarah Vogel is not involved with those law firms.

Towner County hosted women’s event Towner County Ladies Ag Night, held on Monday, March 21, in Egeland, had great attendance with a diverse group of women. “Light the Fire” was the night’s theme.

The event was made possible by the Towner County Soil Conservation District and many other sponsors including local Farmers Union Insurance agent Cyndi Farbo.

“This event is for all women, not just those who live on the farm. Rural communities are the backbone of America and this is a chance for all of us to get together and see the commonalities we share,” said Carie Moore, district manager for Natural Resources Conservation Service and event coordinator.

She explained that the ladies ag event is important because it recognizes the contributions women make. Moore added, “Women do so many things to keep rural America strong! They all have different connections to agriculture and without all our unique and individual gifts, there would be a gap somewhere.”

Moore added, “This year was our second time to present an annual Ladies Ag Influential Award.

We want to give recognition to an individual each year who stands out in the community for their positive influence in agriculture. This year, Kristy McDonald of Sarles received the award.”

Speaker Susie Oberdahlhoff reminded us we need to “bounce”

as life throws obstacles in our way.

She gave us “4 P’s of Prosperity” to think about…Be proud of what you do, be positive about life, be patient, and be persistent!

“I chose Susie as our keynote speaker because a lot of roles in her daily life connect to every woman on some level. Her keynote, `Kids, Crops, Sows, and Cows,’ shared the same struggles women relate to. Some things will never go how you plan them, and it’s always when the time couldn’t be worse.”

Six finalists will be chosen from among the nominations by a panel of five judges that come from within the industry. Those finalists and their spouses will be invited to Mandan for a social gathering on the afternoon of Thursday, July 21, at the Baymont Inn in Mandan, 12

Following the social, an interview process with the finalists will begin with the judges and continue the following morning, July 22.

The winner will be crowned during the luncheon program which begins at noon Friday, July 22, at the Baymont Inn. “It’s a great program and a great way to bring some special recognition to some very deserving women,” Sitter said. “We want

to make sure everyone has the opportunity to nominate that favorite someone for this award.”

Cass County hosts member events

It’s been an exciting spring for Cass County Farmers Union.

Members have been planning several special events designed to revitalize and draw in participants of all ages.

First, the fourth annual “Hops and Brats” event was held on Thursday, April 14, in Casselton.

About 70 people enjoyed free brats and sampled several different kinds of beer.

Second, an exciting bus tour has been scheduled for June 29 through July 1 to Canada.

The NDFU bus will travel to the Rocanville Potash Mine. Cost is just $75 per person and includes transportation, two nights lodging and one group meal. The trip is being financed with help from Embden Farmers Union Oil Company, Petro Serve USA and the Casselton Local.

During the tour, participants will learn more about PotashCorp and the products they distribute.

PotashCorp is the world’s largest fertilizer company by capacity, producing three primary crop nutrients of potash, phosphate and nitrogen.

The tour will explain how potash is mined from natural mineral deposits left by ancient evaporated seas. Participants will find out how the potassium in potash strengthens plant stalks and roots, enhances water retention and helps crops fight disease and injury. Potash is used to improve yields and adds flavor, color and texture to foods.

It’s also used to make industrial goods ranging from food products to soaps.

In addition, the company also produces phosphate and nitrogen.

Phosphate is necessary for skeletal development in livestock and aids in animal muscle repair. Nitrogen occurs naturally in air, but must be converted for use in industry.

As a fertilizer, nitrogen speeds the growth of plants and is critical to crop yield. As a major component of chlorophyll, nitrogen also keeps plants green. Industrial nitrogen products are used to make plastics, 14

The third event Cass County Farmers Union has scheduled is a fun night at the RedHawks.

On July 13, Cass County invites all Farmers Union members to Fargo to watch the RedHawks vs. the Rail Cats in a 7:02 p.m. game. More details on tickets and tailgating opportunities will be announced later this month. s

The growing season

Larry Harmsen of LaMoure grew up learning about plants and flowers. His first greenhouse was constructed in 1962. Today, his business includes over two acres of planting space including 35 greenhouses containing over one million plants. His customers are from Montana, South Dakota, North Dakota and Minnesota.

Harmsen is looking to expand in those areas. “I’m always willing to help individuals set up greenhouses in their local communities. I’ll help supply them and help them set up an area to sell. We’re always looking for more outlets for wholesalers,” he said.

Harmsen’s sells 80 percent of his products through the wholesale market and about 20 percent at his retail location in LaMoure which includes a special “garden cottage” to showcase supplies.

“We’re gearing up for our busy season right now,” he said. “We always get new varieties and new colors each year. It will be fun to see what’s the most popular this year,” he added.

The greenhouse business actually kicks off each year in January. Small seedlings are shipped in from various outlets from around the country. The seedlings are replanted in larger containers.

About 6,000 3.5 cubic bags of soil are used each year during this process. The plants are fertilized

and grown in the greenhouse atmosphere. The greenhouses are heated by propane and register to about 75 degrees during the day and 63 degrees at night.

Nick Weber runs the day-today operation along with about 20 seasonal employees. Together, they plant the 22,000 hanging baskets, 12,000 flats and about 210,000 four-inch plants.

The retail store complex measures 100’ x100’ and features an indoor waterfall and garden cottage. An outdoor shopping area and park is being constructed this spring.

Harmsen concluded, “I’ve got lots of ideas for the future. My next project is to build a butterfly house.

I think it would be nice.”

70 year anniversary of the

Mercy Wheat Campaign

This year marks the 70th anniversary of a monumental movement that saved the lives of millions of starving people in Europe.

The Mercy Wheat Campaign started in the post-WW II era. In late 1945, there was a great need to deliver food to war-ravaged countries in Europe and Russia.

The United States government wanted to export up to 100 million bushels of wheat to help.

However, there was a breakdown in the nation’s transportation system and a problem with the wheat surplus.

More than half the wheat in the United States was still on the farm. A lack of railcars had caused delivery problems and farmers were wary of marketing their stored crop. They were concerned that marketing last year’s crop with the current crop would double their income tax and they wanted a fair market price.

A plea for help was issued by Fiorello LaGuardia, the New York City mayor who was appointed as head of the United Nation’s Relief and Rehabilitation Agency by President Franklin D. Roosevelt.

LaGuardia had a regular radio program and in one of his broadcasts, M.W. Thatcher, the president of the Farmers Union Grain Terminal Association (GTA), listened and became a key player in the campaign to feed the world.

LaGuardia and other government officials worked with Farmers Union, GTA, cooperatives and other leaders to create an emergency wheat certificate program. This program was quickly dubbed the “Mercy Wheat Campaign.”

Spring wheat farmers in Minnesota, North and South Dakota and Montana were targeted. Under this program, farmers would market their stored wheat immediately and be issued certificates for future redemption.

Farmers collected a 30-cent bonus if they delivered wheat to the elevator by May 25, and could hold the certificates for redemption until March 31, 1947.

To help launch the program, La Guardia visited a typical wheat town in the Midwest. In April 1946, La Guardia arrived by train to Climax, Minn. to announce the Mercy Wheat Campaign. Thatcher directed GTA employees to assist as well. Area farmers hauled in their pledged wheat to illustrate the new program and a public relations campaign began.

Farmers Union organizations led the farm to farm effort to convince farmers to pledge their wheat. Farmers Union county leaders were asked to visit all farmers to explain the program.

As soon as spring planting was completed, wheat began to flood the elevators. U.S. Secretary of Agriculture Clinton Anderson visited North Dakota and met with many wheat growers. He was quoted in a May 2, 1946, newspaper article as saying, “It will take the cooperation of grain elevators, farmers, agriculture department employees and the great host of Union Farmer • www.ndfu.org

In North Dakota, farmers increased their pledges from 40 million bushels to 45 million bushels for export.

North Dakota Farmers Union President Glenn Talbott stated in a 1946 Union Farmer April article, “We can do our share – that is all the world is asking. It is not only the food which we give that will provide strength to the starving, but the act of selflessness will serve to buoy their courage and their hopes to the point where they can provide for themselves. We are appealing to farmers not to “give” but to “loan” all available wheat that they can spare. Not next year or next month, but NOW. We are asking all people to conserve food. Yes, even to do without, and if it means tightening our belt, that must be done, too.

Just remember that there is no peace while there is hunger.”

In a nationwide broadcast, GTA manager M.W. Thatcher also stated, “We do not believe that there are any of our wheat farmers here in the Midwest who will sit on the stockpiles of wheat on their farms and keep it, when the lack of that wheat would mean the starvation and death to hundreds of thousands of people.”

Farmers Union Insurance obtains naming rights of Scheels new rink Metro Sports Foundation announced a naming rights partnership for the new expansion rink in Fargo with Farmers Union Insurance.

Farmers Union Insurance Center will be used to describe the 35,000 square foot addition which includes an ice rink with stadium seating for just under 600, locker room space, and an additional event space. The staff looks to host a variety of events in the multipurpose space including weddings, corporate events, and hockey tournaments.

The Metro Sports Foundation staff has been working to secure a naming rights sponsor for the expansion rink since the announcement of the project in August 2015 and is pleased to have

Youth tractor and ATV safety school set Fourteen- and 15-year-olds who plan to operate farm equipment for someone other than immediate family members must complete an approved tractor and machinery safety training program successfully.

The North Dakota State University Extension Service is holding a tractor safety school from May 31 through June 2 that will meet this requirement.

The school will be held at the North Dakota 4-H Camp near Washburn.

The North Dakota Parks and Recreation Department will conduct a four-hour all-terrain vehicle safety certification program in conjunction with the tractor safety school.

The tractor safety school starts at 10 a.m. May 31 and ends at 5 p.m. June 2.

Participants will learn: • The rules of the road; • How to read an operator’s manual; • How to operate large and

small tractors.

Youth also will be exposed to obstacle courses that simulate farm situations.

Although the school is designed for 14- and 15-year-olds, youth who are 13 can participate. Tractor safety certification for 13-year-olds will take effect when they turn 14.

Youth do not have to be a 4-H member to sign up for the school.

The cost of the school is $135, which includes lodging, meals and

materials. The registration deadline is May 13.

These counselors will facilitate activities and supervise youth this summer. They include: Rose Aipperspach, daughter of Jim and Patty Aipperspach of Beulah, ND – Aipperspach is a student at the University of North Dakota (UND), majoring in psychology. She has been involved with Farmers Union for 10 years including camp, day classes, the co-op store board, Medora trip and was a junior counselor! “I love being part of an organization that helps mold future leaders into the best leaders they can be, while doing it in a fun and effective way that fosters lifelong friendships.”

Bailey Bitz, daughter of Jim and Jackie Bitz of Napoleon, ND – For the last 13 years, Bitz has been involved with Farmers Union doing many different types of activities including: day classes, junior camps, senior camps, SYAC, state convention, NFU camp and collegiate chapter. “People can get involved with Farmers Union by saying yes to every opportunity 20

After 12 years of being involved with NDFU, Brown says, “Farmers Union has the people’s best interests at heart.

They are all about strengthening the existing community, helping the environment, providing education and opportunities for anyone.”

Forrest Carlson, son of Donald and the late Maureen Carlson of Glenburn, ND – Carlson has been involved with Farmers Union for 10 years and has participated in camps, day class, SYAC, NYAC and was a Torchbearer and counselor. He says the thing he likes most about camp is “the special bonds that I have been able to create with such an outstanding group of people.” Carlson is a student at

NDSU, majoring in social studies education.

Christopher Hoffert, son of Joseph and Wanda Hoffert of Bismarck, ND – Hoffert has been involved with North Dakota Farmers Union for 10 years as a camper, camp counselor and a member through the collegiate chapter. “The greatest thing about being part of NDFU is being able to host kitchen parties!” said Hoffert.

Aaron Knudtson, son of Mark and Julie Knudtson of Harvey, ND – Knudtson is a student at NDSU, majoring in mechanical engineering. This is his first year participating at Farmers Union Summer Leadership Camp.

He said, “NDFU is an amazing organization with outreach across the United States. After 11 years involved with the Farmers Union, he says “the best thing about being part of North Dakota Farmers Union is being able to educate the campers about farms and being able to see each camper grow throughout the week, not only as a leader, but as a person as well.”

Junior Director Lauren Vetter, daughter of Richard and Sharmae Vetter of Fargo, ND – Vetter is going to be a junior this year at UND, majoring in strategic communications. Being involved with Farmers Union for 11 years, she says about camp, “NDFU camp is so much more than a camp, it’s a family. You can leave camp but camp never really leaves you.”

People can get more involved by attending workshops and events held by NDFU, going on a tour with NDFU, or getting involved with your local youth program by becoming or assisting your county’s EPIC coach.”

Katelyn Willer, daughter of Jeff and Maria of Jamestown, ND – Willer attends Valley City State University, majoring in math education. She has been involved with NDFU for 12 years, and says, “Being a part of NDFU is like a family. You meet new friends every time you do something with Farmers Union, and you become so close they are like family.

You don’t find a family in every organization you join.”

Zetocha has been involved with Farmers Union for seven years, and says the best part of NDFU is “being with my second family and being able to have the friends so close to you."s

Liesener is a student at Valley City State University, majoring in secondary education in history.

Adam Long, son of Richard and Susie Long of Berlin, ND – Long has grown up with Farmers Union, and is currently enrolled at Bismarck State College, majoring in graphic design and communications. Long has been involved with Farmers Union in the collegiate chapter, FUSS 2015, day classes, and all junior and senior camps. “As part of NDFU, I’ve been given numerous opportunities that have helped me succeed,” said Long.

Abby Miller, daughter of Perry and Denise Miller of Wahpeton, ND – For the last six years, Miller has been involved with NDFU camps, award trip to Bailey, Colo., helping with day camps and has been to several state conventions.

“For me, it’s the relationships that are made through the organization, along with all the opportunities that it gives back to you,” said Miller. She is going to NDSU in the fall, and planning to major in marketing.

NFU President Testifies on Farm Income

The lagging farm economy was a top focus in April for the House Agriculture Committee, which held a series of hearings on growing financial stress in farm country.

NFU President Roger Johnson joined a panel of industry leaders to testify in front of the Subcommittee on General Farm Commodities and Risk Management on behalf of NFU’s members who are currently facing a diverse set of challenges in the farm sector.

“As commodity prices continue to decline and farmers and ranchers struggle to adjust to lower prices, there is a growing burden felt by producers out in the countryside,” Johnson informed members of the subcommittee. “Even more worrisome is the U.S. Department of Agriculture forecasts, which show a prolonged period of low commodity prices. This situation will result in trouble accessing credit, negative farm budgets, depressed markets and tests to the farm safety net.”

The downturned farm economy has put a significant strain on farm financials, Johnson explained. “We are seeing this manifest itself in the Farm Service Agency’s loan portfolio, an early indication of challenges ahead,” he said.

Johnson encouraged members of the committee to consider the state of the farm economy and the challenges facing family farmers and ranchers as they work through the next farm bill process.

“Our collective challenge is to continue working to provide help when and where needed and to encourage the continued growth and success of our most vital industry – agriculture,” he said.

Canadian Pacific Merger Ended

Freight rail giant Canadian Pacific abandoned its nearly $30 billion pursuit to merge with Norfolk Southern in April, a move that would have created one of North America’s largest railroads with annual revenues of about $16 billion.

NFU has been very concerned over the prospects of additional concentration in the freight rail sector. Family farmers and ranchers depend on rail transportation to move their commodities to market in order to compete in the global agriculture industry. It is good news for rural America that Canadian Pacific withdrew its plans to merge with Norfolk Southern because further consolidation would likely have stifled competition.

Since the Staggers Rail Act of 1980 deregulated the railroad industry, more than 40 Class I transport rail companies consolidated to form the seven companies that exist today. NFU was concerned the Canadian Pacific merger would trigger additional Class I railroads to merge as well.

Farmers and ranchers have experienced increasing freight rates and service problems, most notably, the 2014 backlog in North Dakota and Minnesota that had widespread economic ramifications for whole sections of the value chain. Further consolidation is clearly not the right approach to rail transport.

Time To Consider CSP

Would you like to improve soil health, water and air quality, wildlife and pollinator habitat or energy efficiency on your land? The Conservation Stewardship Program (CSP), administered by the Natural Resources Conservation Service (NRCS), offers farmers and ranchers technical and financial support to achieve these goals on

working lands. And producers who have thought about CSP in the past may need to give the program another look; NRCS recently made changes that will make CSP work better for smaller and beginning farmers.

Unlike other conservation programs, CSP payments are calculated using the environmental benefits achieved on your farm or ranch as opposed to cost sharing for projects or per-acre rentals.

The combination of good stewardship, financial incentives, and, in many cases, improved margins by reducing input or feed cost make CSP an especially attractive program for smaller and beginning producers. NRCS has taken steps to make the program more accessible to them. NRCS has raised the minimum annual payment from $1,000 to $1,500, guaranteeing any producer who secures a CSP contract an additional $500 a year. The increased minimum more accurately reflects the costs producers face implementing conservation practices. Interested producers should visit their local USDA Service Center to learn more and begin the application process.

The 2014 Farm Bill expires on Sept. 30, 2018, so it is absolutely critical that NFU works with membership to identify key policy areas for improvement in the 2018 farm bill. In doing so, NFU has created a survey on the 2014 farm bill and is asking its members to fill it out online so that the organization can better advocate for farm programs that work for farmers. As president of North Dakota Farmers Union, I spend a lot of time getting around the state, talking to people about the importance of family farms and what our organization does to strengthen North Dakota’s most important industry. This year, that often means telling people why we oppose Measure 1 – the referendum on corporate farming that is on the June 14 primary ballot – and why they should get out and vote against Measure 1.

Last week while speaking about the importance of getting out to vote against Measure 1, I encountered someone who bluntly asked me “But why should I vote? I don’t live on a farm. I live in the city.”

This question of how corporate farming affects urban North Dakotans is important. As our state has evolved, fewer and fewer of us have direct ties to agriculture. For many, thinking about agriculture becomes an exercise in nostalgia, not a realization of how agriculture still impacts all of us each and every day. And how the family farming structure of agriculture has made

our state and our communities stronger, in good times and bad, for generations.

Family farmers are not only the backbone of our economy – and agriculture is still the backbone of our economy even during energy booms – but they are the backbone of our communities as well. They buy locally, and many of the businesses they buy from are located in our larger urban centers.

Their children go to our schools so they care about education. Family farmers care for the land because they want to pass it on to their children. Family farmers are in our churches, our PTA’s, and they serve in local and state government where they make decisions that affect us all. This connection and commitment to the land and to communities reaps huge benefits.

We see it in studies that look at agriculture, and we see it in our lives every day, whether you live on a farm or in a city.

The North Dakota Farmers Union has always opposed corporate farming. We know that corporate farming consolidates

farms into the hands of a few big corporations. We know that corporate farms have no ties to the community and can buy their goods and services from wherever they find it the most cheaply – out of state or even out of the country.

We know that corporate farms care more about the next quarter’s profits than keeping the land strong for future generations. And we know that you’ll never find a corporation sitting next to you in church, or at your local PTA meeting.

Family farming binds our state, and if corporations come to dominate our farming, the effects will be felt everywhere.

So no matter where you live, we ask that you help us spread the word about the importance of family farming to North Dakota.

Help us make phone calls, knock on doors, grab a couple of t-shirts and don’t forget the yard signs. All of agriculture has a stake in this campaign, and that means all of North Dakota has a stake. And don’t forget that our urban friends need to hear our message, too. s
