Delegates adopt special policy orders at National Farmers Union convention Family farmers and ranchers are the best advocates for agriculture. More than 500 members and delegates of the 114th Anniversary Convention of National Farmers Union (NFU) were given the advocacy tools they need to be better informed about topics important to farm policy and the industry.

“We came to Minneapolis from farms and ranches that operate thousands of acres to farms that operate less than half an acre. We have full-time farmers and part-time farmers as members. And yet, we all share a common bond because in many ways we face the exact same challenges. We all make NFU a much stronger organization,” said NFU President Roger Johnson during his State of the Farmers Union address.

Throughout the convention, several high-level officials highlighted the program, speaking about the opportunities and challenges facing American agriculture today. In addition to a special video message from President Barack Obama, U.S.

Department of Agriculture Secretary Tom Vilsack and General Wesley Clark gave keynote remarks.

Minnesota Governor Mark Dayton (D), U.S. Senators Amy Klobuchar (D-Minn.) and Al Franken (D-Minn.), and U.S. Representative Tom Emmer (R-Minn.) also addressed the convention.

Attendees participated in industry tours and breakout panel discussions focused on farm safety, value-added grains and grassroots advocacy.

While education is a focus of the annual meeting, the “most important aspect is the policy adoption process” at the conclusion of the convention, said Johnson. “It is the job of the delegates to decide on our policy positions for the coming year.”

In a unique grassroots process, 136 delegates from member states come together to review, line-byline, the organization’s policies. In addition, the delegates adopted 10 special orders. The adopted orders place special emphasis on the issues of family farming for: • Cotton

• Country-of-Origin Labeling (COOL) • Trade Policy • Current Farm Bill • ARC-County Payments • Animal Disease Protection and Research • Renewable Fuel Standard (RFS) • Future Farm Bills • Leading the Way on Climate Change Resolution Establishing an NFU Dairy Price Committee & Campaign Farmers Union delegates also re-elected Donn Teske of Kansas as NFU vice president. “Serving as vice president has been a true honor, and I’m pleased to continue to serve Farmers Union members in this role,” Teske announced to the crowd during his acceptance speech.

Johnson concluded, “At the end of the day, we are only as strong as our members, and I’m proud to say Farmers Union members are the best and brightest in the country. I’m optimistic about what lies ahead for our great grassroots organization and for agriculture.” s

Achievement awards presented by NFU National Farmers Union (NFU) recognized the efforts of members, county and local organizations, and state divisions for their excellence in membership recruitment and outreach during a special ceremony at the NFU convention.

NFU President Roger Johnson said, “Our peer-driven approach to membership and outreach is what keeps our organization rooted in rural America, and I am honored to recognize the efforts of these dedicated leaders.”

Annually, Farmers Union presents one or more awards in each of four categories: Silver Star Award, Membership Achievement Award, Leadership Achievement Award, and Outstanding Leadership Achievement Award.

North Dakota Farmers Union received the highest organizational honor, the Outstanding Leadership Award. The award is presented to states that grow their membership and demonstrate a coordinated effort in community leadership.

Military hero rallies farmers to fight for renewable energy “You’re not just farmers. You’re in the national security business, and we need you out there on the front lines protecting America’s economic future.”

That was the call-to-action issued by retired U.S. Army General Wesley Clark at the National Farmers Union convention.

Clark, a West Point valedictorian who also served as the NATO Supreme Allied Commander, explained that oil dependence has dominated America’s foreign and military policy far too long and that renewable energy is key to breaking the cycle.

“How many more U.S. troops do we need to send abroad before the nation wakes up and says, ‘You can’t run foreign policy based on the price of a barrel of oil,” Clark asked the group.

“Energy policy is national security policy,” he added, calling the Renewable Fuel Standard one of the most important pieces of energy policy ever passed because it boosts production of homegrown

alternative energy sources.

“We need your support to keep the Renewable Fuel Standard in place,” Clark told the gathering of more than 500 farmers and ranchers from across the country.

But it won’t be easy and rural America will meet stiff resistance from Big Oil. The oil industry is “the most powerful industry in the history of mankind,” he said, and it will use its money and political power to maintain a stranglehold on America and the energy market.

Calling ethanol “greener, cleaner, cheaper and better,” Clark said U.S. farmers have a positive story of success to share while fighting for America’s energy future.

“If we can stay with the Renewable Fuel Standard, we will beat the Saudis, the Russians, the Iranians or anybody else who tries to manipulate this country… we’ll put our own energy policy in place,” he concluded. “I don’t want my grandchildren going out there to fight for someone else’s oil, and neither do you.” s

Vilsack addressed NFU delegation During the NFU convention, United States Agriculture Secretary Tom Vilsack gave an address that celebrated U.S. agriculture’s uniqueness, called on Congress to act on food labeling, and advocated for increased trade with Cuba.

“It is important to focus, not just solely on large-scale production agriculture, but it is important to continue to focus on diversifying opportunities for all sizes of operations,” he said, receiving thunderous applause from NFU’s diverse membership.

Prices for major commodities have fallen in recent years, but Vilsack believes investments made by the U.S. Department of Agriculture will equip rural America to weather the difficult times. Among the items he listed: renewable fuels initiatives, new and beginning 6

farmer education programs, crop insurance, rural development grants and conservation.

Vilsack also called on lawmakers to act on labeling issues currently facing the country.

He explained that it would be “chaotic” to have state-by-state rules surrounding the labeling of food derived from genetically modified crops. This could lead to consumer confusion, higher food prices, and even access issues, Vilsack said, noting, “Congress needs to address this, and they need to address it now.”

The secretary added that it is possible to have a mandatory process that uses a “smart label” to balance a consumer’s right to know without punishing farmers or conveying the wrong impression about food safety.

“If Congress is unwilling to make these tough decisions…then delegate the responsibility to the Department of Agriculture,” Vilsack said. “We’ll be happy to make the tough decision.”

Vilsack told the group that Congress needs to act on another tough issue, too, by removing the Cuba trade embargo. The United States “should absolutely own that market,” he said of Cuba.

The secretary’s remarks were well received by the crowd and echoed many of the organization’s top priorities outlined the previous evening by NFU President Roger Johnson.

Of Vilsack, Johnson explained, “He is the best secretary of agriculture we’ve had in my lifetime.” s

Hildebrant receives Milton D. Hakel Award from National Farmers Union National Farmers Union recognized Dale Hildebrant of Farm & Ranch Guide as the 2016 Milton D. Hakel Award winner for excellence in ag journalism.

Roger Johnson, president of the National Farmers Union, presented the award at the opening banquet program of the organization’s annual convention, held at the Radisson Blue Hotel in Bloomington.

Hildebrant, who also writes for Minnesota Farm Guide and The Prairie Star as part of Lee AgriMedia, has reported on agriculture for 42 years. Growing up on a dairy farm, he developed a deep and abiding understanding of agriculture.

“He has certainly been a friend, and by that I mean an accurate reporter of the facts relative to agriculture and a lot of the issues that Farmers Union, over the years, has been so interested in being a part of,” said Johnson.

North Dakota Farmers Union nominated Hildebrant for the award in recognition of his outstanding journalism skills.

Prior to this national award, Hildebrant was recognized with the Young Dairyman Award, the Honorary State FFA Award, the Honorary American FFA Award in 2000 and the Hi-Line Award in 2008.

Attending the banquet as his guests were his sisters, Jean Clayton of Grand Forks, and Joan Wishek of Wishek, N.D. “I am deeply honored, and yet I am humbled by it, because there are a lot of ag journalists out there that are equally able to claim the things they have done for agriculture,” said Hildebrant.

A graduate of Iowa State University’s ag journalism program, he said that ag journalists carry the responsibility to inform farmers and ranchers about things such as the latest in technology, government relations and policies, farming methods, the weather and more.

information, ag journalists need to also be ready to have dialogues with consumers and tell them of the great job that agriculture does providing food, fiber and fuel while dealing with many obstacles and challenges, he said.

“We see first hand agriculture performing in a great way with ever-increasing productivity and yet we have to be mindful of the many obstacles that are thrown agriculture’s way,” said Hildebrant.

He mentioned that challenges for agriculture include GMO labeling concerns, resistance to Country-ofOrigin Labeling, EPA regulations, and Waters of the United States definitions as problems that affect agriculture both on a macro and micro scale.

“We are extremely fortunate to see this great industry perform in this country, and we know there are challenges. We get to report on the many great things – but we also need to point out there are challenges and struggles that affect everyone,” he said. “In the long run, (farmers/ranchers) do a super job and (they) are to be congratulated.”

Mark Conlon, editor for Farm & Ranch Guide, Minnesota Farm Guide and The Prairie Star, congratulated Hildebrant, saying the award is a tribute to his hard work and dedication.

“Having grown up and worked on a dairy farm, Dale knows and understands agriculture. He loves the industry and it shows in his writing,” Conlon said. “He has always strived to be fair and accurate in his reporting which is something very much appreciated by the readers as well as his sources.

“This award is well deserved.

He works very hard to provide pertinent and informative news to producers as well as trying to educate consumers about the importance of agriculture,” he continued.

“We’re very proud of the work that Dale does for us and I think this award reflects positively on not only his work, but that of our entire editorial team.” s

Farmers Union means that you get on a bus with people you have never met and by the time you get to camp or convention, you know just about everything about them. Farmers Union means making your voice be heard and standing up for what you believe in. Farmers Union means purchasing goods from the local co-op. Farmers Union means getting out to see what is beyond your own corral gates. Let me explain.

I have attended Farmers Union Camp since third grade. I have met countless people on the bus, at camp, on award trips, at All-States Camp, being a member of North Dakota SYAC and now NYAC. I was very active in high school sports and so when going on bus trips to different towns, 8

almost every gym I walked into, I knew someone. My friends from high school never understood how I could have met so many people.

Well, the answer is Farmers Union.

Farmers Union means making your voice be heard. As a part of NYAC, we got to attend the Fly-in held in Washington, D.C. I got to lobby with senators and representatives about different topics and I got to express my own personal feelings.

During policy and action at state convention a few years ago, I learned very quickly, “If you have something to say, get up and say it.”

Farmers Union means purchasing goods at the local co-op.

My dad, Roger, used to take me with to run errands when I was younger. So, while he was getting what he needed for the farm, I would help myself to a candy bar on the shelf or something to help the waiting go a little faster and he continues to send me to the co-op to get supplies today.

Terry Detrick, president of Oklahoma Farmers Union, spoke at All-States Camp. He said, “Look beyond your own corral gates, there’s a big world out there.” Well, Mr. Detrick is right.

By going to All-States Camp, I got to see some new terrain and meet new people with the same love for Farmers Union.

Attending the Fly-in, I got to tour Washington, D.C. and do a little work on The Hill. Currently, I am standing on this stage speaking to everybody in this room about something I am extremely passionate about. Without Farmers Union, I would have missed out on so many opportunities, and I am so grateful that I am able to be a part of this wonderful organization called Farmers Union. s Union Farmer • www.ndfu.org

NDFU joins coalition to train candidates for office

Plato once noted: “One of the penalties for refusing to participate in politics is that you end up being governed by your inferiors.”

North Dakota Farmers Union struck a historic partnership with North Dakota United and the North Dakota AFL-CIO, to offer a firstever Education, Farm and Labor Candidate Training Academy on Feb. 27-28, at NDFU headquarters in Jamestown.

Family farmers often see agriculture policy written by someone who has never driven a tractor or stepped on a farm in their life. Legislators who don’t know about the work being done by farmers across North Dakota determine research budget dollars and regulations to operations.

North Dakota Farmers Union recognizes how important it is that our members play a role in the political process in our state. When we have members who step up to serve, it amplifies the voice of our organization, and ensures that elected officials hear the voice of family farmers.

In addition, we are resolved to assist any of our members who may seek public office, in any way we can.

“We are a grassroots organization. We encourage our members to step into leadership roles, not only in our organization, but across the state to run for city commission elections, county commission races, school board elections and co-op board 12

elections,” said NDFU President Mark Watne. “These important offices directly affect communities and way of life. NDFU can help grassroots members to recruit, run, and elect candidates that value family farm agriculture and thriving rural communities.”

NDFU Director of Member Advocacy Kayla Pulvermacher delivered a strong message to these candidates for public office about who North Dakota Farmers Union is, and why our issues are so important to their campaigns.

“NDFU is over 45,000 family members strong. We are an organization that advocates for our members, as they develop the policy at a grassroots level,” Pulvermacher said. “Farmers Union has a rich history of building up rural communities, creating cooperatives, and ensuring family farmers have the tools they need to succeed. June will be an important election for North Dakota, we will stand by those who stand by family farmers.”

Hedegaard said, “We should be able to look forward to a day when we can lay those labors aside and not starve. Many of us work at dangerous jobs, and we’d like to be protected from the worst of that danger, and, if injured, brought back to health without risking bankruptcy.”

EMMONS COUNTY HOSTS FISHING DERBY Emmons County Farmers Union, Voices of Oahe and the Strasburg Wildlife Club hosted a Youth Ice Fishing Derby at Rice Lake on Feb. 20.

Over 50 youth attended the annual event.

Prizes were awarded to all participants and everyone enjoyed hot chocolate and hotdogs. s

Opponents claim Buffalo hog farm ‘not done in daylight,’ as state ag officials knew year in advance REPRINTED WITH PERMISSION FROM FORUM COMMUNICATIONS COMPANY

Backers of the planned Rolling Green Family Farms swine operation in rural Cass County cited North Dakota’s “favorable permitting process controlled at the state level” in pitching their project last year at a state livestock summit.

Records obtained through open records requests show that officials from the state Department of Agriculture worked behind the scenes to help Rolling Green Family Farms secure an environmental permit for the 9,000-hog farm for almost a year before the public was notified of the proposal.

State agriculture officials were made aware that Pipestone Holdings was meeting with landowners near Buffalo in January 2015, months ahead of the Dec. 26, 2015, public notice for the hog farm

sent out by state health officials.

Health officials will conduct a hearing Thursday, March 17 in Buffalo to gather comments before deciding whether to grant a permit.

Related: Neighbors worry big North Dakota swine farm will cause a big stink Agriculture officials were in regular contact with representatives of Rolling Green Family Farms, providing updates on progress, including the status of the permit application.

Despite the state’s regular communication with the proposed hog farm’s representatives, most residents in and around Buffalo didn’t learn of the project until the town’s mayor heard about it by happenstance and called a public meeting in January.

“It wasn’t done in the daylight,” said Derrick Braaten, a lawyer who represents property owners who oppose to the hog farm. “To the extent the ag department thinks this is a wonderful thing, I would have thought they’d be promoting it.”

Braaten isn’t accusing ag officials of trying to keep the proposal a secret. “But the circumstances point to everybody having a shared opinion that that should happen.”

By keeping the project quiet until a permit was in hand, agriculture officials and representatives of the hog farm could avoid the outcry from neighbors who routinely oppose concentrated animal feeding operations, he said.

Agriculture Commissioner Doug Goehring said his staff routinely provides information and assistance to farmers, ranchers and agribusinesses looking to locate or expand in the state, but does not ballyhoo those efforts.

“I don’t think we were quiet about anything,” he said. “It’s not our place to get out in front of people’s projects.”

After the informal January public meeting in Buffalo, an executive with Pipestone Holdings, the firm in Pipestone, Minn., that is the driving force behind Rolling Green Family Farms, sent an email to a state agriculture official with a summary of the meeting.

Residents raised concerns about possible health and environmental problems from the hog manure, which would be collected in large volumes and be spread around neighboring farm

fields as fertilizer.

“There were many fear tactics used and little data/facts,” Barry Kerkaert, a vice president with Pipestone Holdings, wrote in an email forwarded to ag officials.

“That Said the meeting went about as well as it could have from my perspective,” he added, noting that he expected the permit to be granted.

A flurry of emails between Pipestone Holdings and agriculture officials were exchanged in October 2015, with health officials asking if the application complied with the state’s ban on corporate farming.

In fact, Goehring’s Agriculture Department was recruiting Pipestone Holdings and other major livestock producers while the agency was pushing successfully for legislation last year to allow exemptions for swine and dairy operations—a law change now on

hold pending a statewide vote on it during June’s primary election.

Rolling Green Family Farms is organized as a limited liability partnership, with farmer-investors from Minnesota and Iowa as owners. That ownership form means it could operate regardless of the outcome of the June vote over whether to uphold exemptions to the state’s law restricting corporate farming.

North Dakota agriculture officials apparently were eager to hold up Rolling Green Family Farms as a showcase for their efforts to boost corporate swine and dairy farming in the state, Braaten said.

Today’s (Thursday, March 17) community briefing and North Dakota Health Department hearing on a proposed factory hog operation near Buffalo will reveal where the state’s priorities lie regarding big-time livestock production versus local resistance to such operations. The session at Buffalo, about 40 miles west of Fargo in Cass County, could either be a useful and balanced discussion or confirmation that the state Department of Agriculture’s corporate farming bulldozer is fueled up and quite willing to roll over legitimate community concerns.

Given that state health regulations are stacked against public health and environmental values, and that the state ag commissioner actually invited the hog farm company to build in the state’s low-ball regulatory climate, it would not be smart to bet against the 9,000-animal (initially) factory farm.

Add to those factors elements of the ag press that shill for factory livestock farming, and the scales seemed steeply tilted against the people of Buffalo and the surrounding area.

Nothing illegal is going on here. That’s the point.

The out-of-state agribusiness partnership that wants to build the hog barn, waste lagoons and manure-spreading service has been in this dance before. It is sufficiently sophisticated to write a permit request that conforms to laws and regulations regarding zoning, health concerns and environmental protections.

Again, that’s the point: North Dakota health and environmental regulations are less stringent than in nearby states. That reality is among the reasons Rolling Green Family Farms of Pipestone, Minn., is looking north to expand its multistate hog business.

It’s easier for the partnership – which seems to have changed its designation from LLC (company) to LLP (partnership) to scoot around North Dakota’s

anti-corporate farming law – to set up a concentrated animal feeding operation (CAFO) near Buffalo. The company has run into official opposition to pig CAFOs in states where counties and/or townships have more regulatory authority than in North Dakota.

Furthermore, it is not hard to find neighbors of the company’s hog factories who have nothing good to say about the stink, health effects associated with air and water pollution, and destroyed property values.

Is it any wonder residents in and around Buffalo are not only worried about the future of their community but also are resigned to being dismissed by state regulators who work in a system that was designed to dismiss substantive objections. All they want is a counter to the piggish drive to build CAFOs in North Dakota, no matter the damage to host communities. All they want is a little common-sense fresh air blown into a regulatory system that stinks.

The weather was warm, the crowd was cheerful and the comedian from Branson added to the camaraderie during the Family Fun Night in Ashley.

The McIntosh County Farmers Union Board of Directors and Farmers Union Insurance agent Kary Lindgren hosted the event held at the American Legion on March 5.

Cash prizes of $750 were awarded to several lucky winners playing bingo and the highest cash prize of $250 was given for a blackout bingo, which was sponsored by Lindgren.

“We invite the public to attend and we usually have over 150 people from the community join us for a family fun night,” said Brandon Meidinger, president of McIntosh County Farmers Union.

McIntosh County will be hosting their annual spring youth event, April 3, where approximately 80 youth members will join in an EPIC celebration of bowling and pizza in Wishek. There are plans in the making to have the youth members gather again in the summer to attend an EPIC event to learn about the National Farmers Union curriculum “Broaden Your Horizons” in leadership development. s

Watch out for seed quality issues

Farmers need to take care to acquire and plant high-quality seed in the upcoming season, advises Ken Bertsch, North Dakota’s state seed commissioner.

“Growers and seed suppliers are in the midst of preparations for planting season, including the conditioning, sale and delivery of seed,” Bertsch said.

“Given the current economic environment in agriculture, the natural tendency is to save money on each acre planted. We always maintain that seed is the one input in which you can’t afford mistakes, including the purchase of cheap or low-quality products.”

Field crop performance primarily is related to the genetic characteristics of the variety and the adaptability of the variety to a geographic area’s environment.

Seed quality issues affect the emergence, vigor and health of developing stands of all crops.

Bertsch encourages growers to take notice of these factors as they make planting decisions: • Pay close attention to the seed label. Germination, purity and seed count all contribute to the final stand count, which is important in today’s precision planting environment. Know each variety’s optimum plant population and how the label claim, especially in regard to germination and seed count, will equate to viable plant populations.

If using on-farm or bin-run seed, have the seed tested at an accredited laboratory for germination, purity and seed health issues. For example, test barley seeds for loose smut. Trained seed analysts can determine seed viability; what may look like a Union Farmer • www.ndfu.org

germinating seed in a home germ test may not produce a viable seedling under field conditions.

Analysts also can identify the presence of weed seed, including perennial or noxious types, present in the sample.

• Work with a reliable seed retailer. A seed label or bulk certificate (with required seed testing information) will be provided at point of sale, and the variety protection status also should be clearly labeled. State and federal law requires that all seed offered for sale must be labeled, and North Dakota seed law requires sellers to be licensed by the Seed Department to label and market seed in the state.

“We’ve identified what could be considered roving seed dealers operating in North Dakota,” Bertsch says. “These individuals or companies should be treated with caution and reported to the State Seed Department, where we can determine labeling compliance and whether seed is being marketed legally.”

• Understand and respect variety protection laws. Nearly every seed source is protected by the variety owner under the Plant Variety Protection Act (PVPA) or plant patent. The use of on-farm seed is legal in some cases, most often related to cereal crops. That use only applies if the seed has been acquired legally, meaning the farmer replants only the seed he purchased in a previous planting season.

“There is virtually no scenario where a farmer-to-farmer transfer of non-certified seed, commonly called brown-bagging, is legal

under variety protection laws,” Bertsch says. “Additionally, other technology agreements protecting a variety or trait may be in place.”

For example, Certified Seed Only (CSO) agreements also are becoming more common in the industry. These contracts restrict the replanting of seed in a subsequent year, and violation of the agreement may be subject to civil action.

North Dakota state seed laws provide for a maximum penalty of up to $10,000 for each violation of the PVPA. These provisions can affect the seller, purchaser or conditioner involved in illegal use of protected seed varieties.

Variety owners, including public institutions such as North Dakota State University, also are able to file civil actions and obtain triple damages on seed sold and grain produced from the seed planted illegally. Violation of the PVPA and/or variety owner intellectual property rights can result in enforcement penalties and legal costs to the violator.

“Seed produced under strict inspection and testing regimes found in seed certification programs are the industry standard for quality control,” Bertsch says.

“Certified seed represents your best opportunity for good field performance, especially under difficult conditions. There is no replacement for high-quality seed, and no second chance if you start with a poor product.”

the President

BY NDFU PRESIDENT MARK WATNE

The National Farmers Union (NFU) convention that was held in Minneapolis in March provided an opportunity to share success stories and challenges with Farmers Union leaders and members from around the country. We had a great group of delegates that were engaged in the sometimes-contentious policy discussion on a wide range of issues. They worked hard to set a direction forward for our national organization.

At Farmers Union, we strive to be inclusive of all producers by reaching out to a diverse number of family farms and ranches. It is this diversity and our grassroots representation that makes us successful. The passion we all bring to our state organizations is the envy of others, and it allows us to have healthy policy debate.

Technology, farming practices, ranching practices and consumer demands will always create a need

for diversity in the marketplace for food, fuel and renewable products. This diversity should not pit conventional farming practices against organic farming practices and vice versa.

Diversity is what keeps Farmers Union strong as we strive to provide food and fuel for the world. This is not to suggest that all technology is good or that all farming practices meet the needs of consumers. It does suggest that we can have technology that will improve food and production capacity to meet fundamental population needs.

As we move forward, the safety surrounding farming and ranching practices will continue to be debated. The demand for food to be grown or raised in a specific way based on consumer demand will continue. Scientific research will continue that supports or opposes technological advancements as either “good” or

“bad” for consumers. Farmers and ranchers will continue to debate the proper way to produce food.

Lobbyists for farm groups, chemical companies, seed companies and food manufacturers will continue to debate “proper” food production.

It is our job at Farmers Union to ensure family farm agriculture remains at the forefront of this production system.

To truly be an inclusive farm organization, all of us must be willing to not only accept our own paradigm for food production, but what others believe to be sustainable and safe as well. While we may not always agree, we will definitely be stronger by opening up our minds to the challenges each farmer and rancher faces. There is room for all. We must focus our efforts and our policies on the pinnacle of success, which is family farming. s

North Dakota was well represented at the National Farmers Union convention in Minneapolis. This group of delegates, staff and board members worked hard to ensure that national policy remained centered on family farm agriculture.
