What Are the Dates for the Upcoming Recreational Spiny Lobster Season?

Spiny Lobster Season Q: What are the dates of the upcoming recreational spiny lobster season? Can I purchase a lobster report card before the season starts?

A: Divers and hoop netters can now begin preparing for the 2021-22 recreational spiny lobster season by purchasing Spiny Lobster Report Cards.

The California Department of Fish and Wildlife (CDFW) requires all lobster divers and hoop netters to record their catches on a Spiny Lobster Report Card.

The cards can be purchased online for $10.54 at wildlife.ca.gov/Licensing/ Online-Sales. Spiny Lobster Report Cards are valid for the length of the recreational spiny lobster season, which runs from Oct. 2, 2021 through March 16, 2022. A $21.60 non-return fee will be charged when purchasing a Spiny Lobster Report Card if the previous year’s report card was not returned or reported online by the April 30, 2022 deadline. To avoid the fee, you may skip one lobster fishing season. After skipping one season, you can purchase a Spiny Lobster Report Card the following season at no extra cost. In addition to the Spiny Lobster Report Card, all divers and hoop netters 16 years of age or older must also purchase a California Sport Fishing License with a Sport Ocean Enhancement Validation, except for persons hoop netting from a public pier.

Deer Tag Validation Q: I’m a CAL FIRE firefighter, and I heard there were changes regarding which firefighters can validate deer tags. What are those changes and can I validate my hunting buddy’s deer if he gets a deer this season? Can I validate my own tag?

A: Good question and yes, there were some changes on this topic in 2019. We

will answer the question as it relates to both deer and elk, since they are lumped together for regulation purposes.

Before we answer your question, let us thank you for your service to the state of California. We’re all aware and appreciate what you and your CAL FIRE, U.S. Forest Service, and other municipal firefighter sisters and brothers are doing for us on a day-to-day basis during California’s fire season, which seems to grow longer every year.

A few years ago, the California Fish and Game Commission clarified which firefighters could countersign deer and elk tags. California Code of Regulations (CCR), Title 14, section 708.6 covers countersigning and transporting requirements. To start, CCR, Title 14, section 708.6(b) states that any person legally

taking a deer in California shall have the deer license tag countersigned by a person authorized by the Fish and Game Commission before transporting such deer, except for the purpose of taking the deer to the nearest person authorized to countersign the license tag, on the route being followed from the point where the deer was taken (refer to Fish and Game Code, section 4341). Same goes for elk, as stated in CCR, Title 14, section 708.6(c). Finally, CCR, Title 14, section 708.6(d) lists personnel authorized to countersign deer and elk tags.

To answer your question directly: Yes, you may countersign your friend’s deer tag if they are successful this season. As a firefighter and a CAL FIRE employee, you are actually double-covered in the regulation. Most firefighters are

limited to the authority to countersign deer and elk tags if they are employed full-time and the carcasses are brought into the station while they are on duty.

CAL FIRE employees have the extended authority to countersign under the circumstances you describe, such as in the field if your friend is successful.

To answer your follow-up question: No, you cannot countersign your own tag.

GPS for MPAs Q: How do I identify GPS coordinates for Marine Protected Areas (MPAs) when fishing for groundfish at the Farallon Islands off the coast of San Francisco?

A: Thanks for your interest in California fishing opportunities, and groundfish. CDFW has two great resources that should help. Our webbased Ocean Sport Fishing Interactive Map allows you to view any area of the state and see the various marine protected areas and other restrictions. If you click or tap on a specific location, more detailed information, including MPA coordinates, will be displayed. When used with a smartphone, the interactive map will show your current position in relation to the various boundaries.

Note that this tool requires a cellular or internet connection, so you may need to access it in advance. CDFW is currently working on a truly mobile app that will replace this tool and work outside of cellular range.

Additionally, CDFW has produced printable maps that depict the coastal, island and offshore areas that are open (or closed) to groundfish fishing in 2021.

(statepoint) Did you know that singleuse plastic is a major driver of climate change and is harmful to human health — even when it’s recycled? According to a new report, leading consumer goods companies are driving the expansion of plastic production. And by doing so, are threatening the global climate and the health and safety of communities around the world.

The Greenpeace USA report, “The Climate Emergency Unpacked: How Consumer Goods Companies are Fueling Big Oil’s Plastic Expansion,” exposes the business links between the world’s

largest consumer goods and fossil fuel companies. Without this transparency, the report’s authors say that consumer goods companies are largely able to avoid accountability for environmental or human rights violations committed by the companies that supply plastic for their packaging.

“The same well-known brands driving the plastic pollution crisis are helping fuel the climate crisis,” says Greenpeace USA global plastics project leader, Graham Forbes. “Despite their best efforts to appear climate-friendly, consumer goods companies are work-

ing alongside the fossil fuel industry to expand plastic production, which could lock the world into catastrophic emissions levels and a planet warmed beyond saving.”

Indeed, over 99 percent of plastic is made from fossil fuels, and according to industry estimates, plastic production could triple by 2050. This projected growth would increase global emissions from the plastic life cycle by over 50 percent on 2019 levels by 2030, equivalent to nearly 300 coal-fired power plants.

This is the same timeframe that the Intergovernmental Panel on Climate Change has warned human caused emissions must fall by nearly 50 percent to limit warming to 1.5 degrees C. The report also details how singleuse plastics hurt people who live on the frontlines of its production. Plastic production has been linked to health issues like cancer and asthma, and these impacts are disproportionately felt by poor communities and communities of color.

Despite the many adverse impacts of single-use plastic packaging, the report finds that consumer goods companies have partnered with fossil fuel companies for decades to advocate recycling, while opposing legislation that would restrict its production.

“The world’s largest brands are working with the fossil fuel industry to use recycling as a smokescreen. Recycling will never be the answer to the plastic pollution crisis,” says Forbes.

Greenpeace is calling on consumer goods companies to urgently move toward systems of reuse and package-free products, to phase out single-use plastics and to be more transparent about their plastic and carbon footprints. Fall Landscape Care to Keep Plants and Pollinators Healthy As the weather and gardens transition from summer to fall, it is time to adjust your maintenance practices to ensure the health, longevity and beauty of your landscape. Proper fall care will increase winter survival, support pollinators and reduce your future workload.

• Continue watering as needed. This is especially important for new plantings and moisture-loving plants. Don’t overlook established trees during extended dry periods. Drought conditions stress these key landscape plants, making them more susceptible to life threatening insects and disease.

• Leave healthy perennials stand for winter. Many provide homes for pollinators and other beneficial insects and some seeds provide food for songbirds.

You’ll enjoy the added texture and motion in your winter garden and the songbirds that stop by to dine.

• Do remove diseased plant debris and those infested with plant-damaging insects. Removing these from the garden reduces the source of future infestations which means healthier plants with less pest management required. Contact your local municipality for guidance on disposing of pest-infested plant debris.

This is also a good time to remove any small-to-medium-sized dead or diseased branches from shrubs and small trees.

on the soil surface to help suppress weeds, conserve moisture and improve the soil as they decompose. Leaves also provide insulation and winter protection for a variety of beneficial insects and toads.

• Continue weeding the garden. Cooler temperatures and a shorter to-do list make it easier to squeeze in more time for this task. Removing unwanted plants from the garden reduces competition with desirable plants for water and nutrients. Eliminating weeds before they set seed means fewer weeds for you to pull next year.

• Continue cutting the lawn as long as it continues to grow. Leave clippings on the lawn to add nutrients, moisture and organic matter to the soil. A season’s worth of clippings is equal to one fertilizer application.

• Don’t rake fall leaves off the lawn. Just mow over them as you cut the grass and accomplish two tasks in one. As long as the leaf pieces are the size of a quarter or smaller, they’ll break down, adding organic matter to the soil and not harm

the grass. Make a second pass with the mower if needed to cut the leaves down in size.

After your last cut, clean and winterize your mower. Remove and sharpen the blades so you are ready for next season. Consider investing in an extra set of blades so you can change them throughout the mowing season. Sharp blades make a cleaner cut for a better-looking lawn that requires less water and a mower that uses less fuel.

sweet transition from the heat, from the work, from the hard, rough edges of life. On we go now to autumn, to black, lacy leaves and twigs standing out against an orange sky.

The mornings now have that coolness, that chill that tells us we once again have made it through the heat and toil and can sit back now and then and reflect on things.

We can think now of family, of children growing and learning. We can think of loved ones growing old and feeble, but even more beloved as we realize what treasures they are to us.

We can think back on childhood memories of lazy mornings in church, when the droning kept us in constant danger of sleep, of the smell of coffee, of the taste of purloined doughnuts and the sweet frosting on them.

We can think back to the fires of spring, when we found that love is not only terrible, but terribly exciting, too. We can reflect on moments so sacred they live only within our souls and are never expressed, because no one is good enough to put the right words to them.

We look at red barns and horses starting to shag up for winter. We think of the woods, and the deer, and the creeks running pure clear and cold with fish and quiet. The evenings now, the quiet fall evenings when we see the first star come out right over the town where it has always been and we once again ask ourselves if it has always been this way and do we make a difference, or is this simply a chance for our souls to slide through a beautiful time known as life.

We settle down now to an earlier bed time, to a later getting up time, to savoring the heat of the morning coffee as well as the smell and the taste. We look around, now that the fever of summer work has abated, and we notice people and pets and neighbors that are precious to us, and we give a little smile and nod, which means, “I love you, too.” ✦ Brought to you by The Fly Fisherman’s Bucket List, published by Rio Grande books and written by Slim Randles, who had fun researching it.
