I

t’s important to remember that Teresa Frankovich never asked for any of this.

There’s no indication she ever desired to issue orders that impact people’s lives and livelihoods, nor that she ever wanted to be a fixture on the nightly news. As she has said, people who want those things simply don’t enter public health or pediatrics.

When she applied to become Humboldt County’s health officer late last year, COVID-19 seemed a world away. Sure, there were fears it would spread but few imagined this. Frankovich certainly didn’t.

Her husband, now 70, had recently retired after a long career as a lawyer and the pair was looking for a new start somewhere.

Decades earlier, Frankovich had worked for a couple of years as a pediatrician in Fortuna, so she convinced him to give Humboldt County a try. And after 10 years serving as the medical director in Upper Peninsula, a rural stretch of Northern Michigan bordered by three of the Great Lakes where she oversaw all clinical public health programs for 10 counties, Frankovich was looking to slow down and get back to taking care of kids for Open Door.

But when the part-time position of health officer opened up, she thought she could find a happy balance, working half-time as an Open Door pediatrician and half-time as the county’s health officer, where she could lend a hand and some expertise to all kinds of efforts she was passionate about, like mitigating the impacts of traumatic childhood experiences on lifelong health outcomes. The Humboldt County Board of Supervisors had the wisdom to offer her the job and she took it.

Three weeks later, Humboldt County confirmed its first COVID-19 case and within two months, she’d issued a shelterin-place order — likely the single most impactful action by a local government official on the lives of everyday Humboldt residents in at least a generation. It’s been off to the races since, with her working nearly nonstop — more than 100 hours a week, by some accounts — as local government has frantically sprinted to build testing protocols and capabilities, surge healthcare capacity and train the contact investigators who are so vital to the effort to find and isolate the virus.

And through what we can only imagine has been an exhausting and stressful experience the likes of which few of us have

known, Frankovich has continually handled herself with grace and poise, modeling the kindness and patience she has urged each of us to show one another.

We, meanwhile, have not been so kind. Some of us met Frankovich’s best efforts to protect us with juvenile insults, personal attacks, unfair insinuations and challenges to her competency. If any of this has shaken her, she hasn’t let on. And she certainly pushed back against the notion that any of it influenced her Sept.

2 announcement that she intends to step down as soon as the county can find a replacement, saying the decision was about family not bullies.

We don’t doubt Frankovich’s sincerity on that front, but we do worry about the impact the current political climate around COVID-19 and an accompanying lack of civility will have on the county’s ability to find a capable replacement. We worry the vitriol may have a chilling effect.

After all, who would volunteer to be the subject of such abuse? We worry politics may prompt some in county government to put business interests — like someone from a local chamber of commerce — onto the committee tasked with vetting applicants for a Public Health position.

And we worry we may end up with someone in the job who isn’t as impervious to public pressure.

Perhaps most of all we worry about what all this says about us as a community. Over the past eight months, we’ve seen the embodiment of public service as Frankovich put her family and her personal hopes aside to lead a team that took Herculean steps to keep us safe, quickly building a pandemic response infrastructure that rivals that of just about anywhere in the state. She patiently and kindly counseled us on the need for collective sacrifice, while preaching the importance of science and data. When emotions frayed, she kept calm. And yet when a vocal minority rose to attack her or a few officials chided and sniped at her condescendingly, how many of us stood up for her? How many of us called in to public meetings to pledge our support and offer our thanks? How many ventured into a social media thread to urge civility and kindness?

Teresa Frankovich didn’t deserve any of this. And we worry that collectively, maybe we didn’t deserve her. ●

The Disclosure Question Why won’t counties report workplace COVID outbreaks to the public?

apa County doesn’t collect data about coronavirus outbreaks in workplaces while nearby Sonoma County does, but won’t identify them because it would compromise the county’s working relationship with employers.

Alameda County won’t share outbreak locations to protect privacy and to guard against what one health official called undue stigma.

Humboldt County tends toward not releasing specific information but has proactively in some cases, while offering more generalized confirmations in others, with the county health officer describing the disclosures as a “balancing act.”

From meat-packing plants and construc-

tion sites to agricultural fields, coronavirus has hit and, in some cases, exploded in essential workplaces across California.

But since the state lacks a uniform policy for reporting workplace outbreaks, the job of notifying the public, particularly workers, has fallen to county public health departments. That results in statewide inconsistencies, raising questions about who exactly — employer or employee — ends up protected.

While some officials err on the side of transparency, others refuse to disclose outbreaks in order to preserve cooperation from employers who aren’t legally obligated to report outbreaks.

California essential workers are left to wonder whether any of their colleagues

have been sickened with the potentially deadly virus, and if so, how many? Information about the outbreaks arrives sporadically to reporters, often the result of tips from scared workers.

Differences in Reporting

In some cases, counties may have good reasons for wanting to keep quiet. Local health departments rely on employers voluntarily alerting them to positive cases, and employers might not do so if they fear it will show up in a newspaper.

When Humboldt County Health Officer Teresa Frankovich was asked at a July media briefing about reporting differences between Humboldt and neighboring Mendocino County — which more regularly puts out alerts on COVID-19 cases related to workplaces — she said it’s a “balancing act.”

“When we have businesses where there is a concern about public intersection, that is important for people to know about. That is an instance that we report, and we have done that,” she said. “If it is incidental to a business, and … it’s simply not a public exposure issue, then I would argue that it’s not particularly productive to do so.

“It doesn’t improve your safety as a con-

sumer and it may be a disincentive for people to come forward, or for employers to even want to identify people who are ill in their business,” Frankovich continued. “I think it keeps us safer for people to feel like we are being judicious about whether we are, you know, putting them out there for something that may be beyond their control and is not really important to public safety.”

The COVID-19 Joint Information Center did put out information in May about the outbreak at Alder Bay Assisted Living in Eureka, which resulted in the county’s only four deaths from the virus to date.

The same month, the JIC also put out a health alert about potential expose to customers who’d been to the Aztec Grill and Chevron Station in McKinleyville on certain dates.

And when news of an employee at the Eureka Target came to the attention of local media in April, Public Health did confirm someone who’d tested positive was working at the store.

In other cases, such as the office worker at Wildberries Marketplace who tested positive, the notification has come from the business itself.

business-specific information and others like Humboldt weigh the risk versus reward, the Oregon Health Authority began publishing all workplace outbreaks online in May after facing criticism for not alerting the public to an outbreak at a fruit company.

Director Patrick Allen said, “OHA believes a consistent, transparent statewide approach to reporting COVID-19 cases in workplaces will give Oregonians more information to help people avoid the risks of COVID-19 infections.”

Proposals to improve transparency Pending legislation in California could bring a more uniform approach. Authored

by Democrat Assemblymember Eloise Gómez Reyes of San Bernardino, the bill would require employers to notify their workers of all potential exposures from confirmed cases at the worksite, and the county health department as soon as there are three cases — or face a $10,000 penalty. If signed by the governor, it would go into effect Jan. 1.

A provision that would have required the state to identify workplace outbreaks online was watered down during negotia-

tions last month.

To Tania Pacheco-Werner, a sociologist at California State University Fresno, counties’ silence on workplace outbreaks is “one of the reasons why this got so out of control” and a “missed opportunity.”

“County health officers will say ‘avoid parties.’ But they’re not giving us the data of where they’re getting infected,” said Pacheco-Werner. “So people don’t have any way to conceptualize what the actual impact of going to grandma’s house is.”

Asked what the statewide standard should be for reporting outbreaks, Gov. Gavin Newsom pointed to Gómez Reyes bill: “We’re working with legislative leaders to tackle just that.”

Employer confidentiality over public notice Several counties, like Alameda, cited privacy concerns. Fresno will release information about outbreaks only if there’s a larger risk to workplace staff or customers.

It makes sense for counties to decide how much information they want to share with the public, according to George Rutherford, a professor of epidemiology and

biostatistics at the University of California at San Francisco, who previously served as California’s state health officer and state epidemiologist.

“There’s a lot of confidentiality issues that go with workplace outbreaks of any kind,” he said.

Asked if he thought it was dangerous for the public not to know where workplace outbreaks are happening, Rutherford compared the virus to a sexually transmitted disease: “If you have syphilis, would it be dangerous for the public not to know you have syphilis?”

Assemblymember Robert Rivas, a Democrat from Salinas, disagreed. He said that counties’ wanting to maintain cooperation with employers or protect their privacy are “not valid reasons” for concealing outbreaks from the public.

“We’re all in this together,” Rivas said.

Counties struggle to detect outbreaks The state simply advises employers to notify their local health agency of suspected outbreaks but employers are required to notify Cal/OSHA, the state agency that

regulates workplace conditions, about any work-related COVID-19 cases that result in severe illness, hospitalization or death.

However, Cal/OSHA does not post information about its investigations online, though the agency was willing to confirm whether it had investigated or was actively investigating COVID deaths associated with employers on a list that reporters provided.

That’s one reason why Rivas penned a bill, part of a legislative package aimed at protecting farmworkers, that would require Cal/ OSHA to routinely publicize findings from investigations into agricultural employers’ COVID responses.

“If our goal is to keep California moving forward and minimize the negative impact of COVID-19, then this type of reporting is absolutely necessary,” Rivas said. l Editor’s note: North Coast Journal staff writer Kimberly Wear contributed to this report, which has been edited for length.

KSLG’s Black Voices Humboldt PSAs Spotlight Racist Experiences

R

adio airwaves can provide a refuge where people feel at ease listening to their favorite music, but they can also carry messages that challenge the way an audience thinks. KSLG program and music director and DJ Sabina Gallier aims to do just that. During commercial breaks at the local radio station, her Black Voices Humboldt PSAs have brought listeners the emotional stories of anonymous contributors recounting racist experiences in Humboldt County.

For the past six years, Gallier has focused solely on indie and alternative music curation for her shows. But, as the Black Lives Matter protests continued across the country, she wanted to use her platform to speak out and show support.

As a Black woman with her own experiences of racism in Humboldt County, Gallier decided to create a collection of audio stories from Black community members to share on the radio.

“In Humboldt County, the Black community is small and their voices are not heard — they tend to be overshadowed,” Gallier told the Journal from her home studio. “With radio, thousands of voices are heard, people are constantly listening, and turning them into audio stories makes it more personal.”

Gallier said the process wasn’t easy. After talking to Lost Coast Communications General Manager Bill Prescott and getting approval, Gallier put out the call on social media. Initially, people were supportive of

the idea but there was a lot of hesitancy from potential participants. Some weren’t ready to share their stories or found it emotionally difficult. So she assured respondents they could remain anonymous and their self-made recordings started rolling in.

Prescott said that a project like Gallier’s has the ability to continue increasing awareness, it showcases the problems Humboldt County faces and the need to work as a community to face them.

Gallier knew the process for this project was going to be tough but ultimately a good thing for the community. However, listening to some of the responses and reading the written submissions brought her to tears, like one respondent who wrote, “I recall with clarity being in the first grade on the playground the first time someone called me the N-word and spit in my face.” Another tells of being threatened and called slurs, only to receive no help from police. Yet another shares how she was taunted by classmates over her hair. Gallier said she needed to take a bit of a break and step back from the project and ask herself, “Am I ready to take on this emotional load?”

“I wanted these stories to really highlight why [the larger community] needs to start understanding this issue,” Gallier said. “Racism is still happening and these experiences are extremely valid. We live in a beautiful, forested area with a cloud of hate over our head.”

Gallier’s post calling for contributions

also created its own ripple effect as members of the Black community started re-posting and talking about it, encouraging each other to share their stories.

“It is good to engage local happenings because it helps reinforce ideals in how our brain perceives patterns,” said Anthony DeLuca in the comments to Gallier’s PSA posts. “It warms my heart to see positive, productive programming.”

Gallier compiled the responses working from home after having to move her studio into her closet. She said it was the best spot in her house with the least noise interruption, so she started putting up soundproof foam and, when that ran out, folded blankets and nailed them into the walls. She said it was mentally difficult to get used to since her work space was now in her bedroom, but she feels fortunate that she can work at all.

With all the responses in hand, Gallier split the audio stories and produced three short pieces in the style of public service announcements. Two focused on personal experiences with racism in the county, alternating speakers’ voices in different sections to show the power of anonymity.

For the third piece, Gallier worked with Sharrone Blanck of the Eureka chapter of the NAACP to create a PSA dedicated to local resources.

ent voices has a great impact and to have several voices describe similar experiences is powerful. It was done beautifully,” said Lorna Bryant, who is Black and the former office manager and radio host at KHSU. “In a community where you don’t really see others that look like you, to know that you have resources, it gives you a greater sense of connection, safety and comfort.”

To Gallier’s surprise, the PSAs have received an overwhelmingly positive reaction from the public, which listened as voices filled with heartbreak talked about experiences all too many have in Humboldt County. She said during her time as a radio personality social justice issues have tended to be brushed off by listeners who typically tuned into KSLG for the music. By taking on this kind of community project, Gallier challenged her audience and potentially reshaped their reactions.

Bryant said the community needs more of this, especially from white residents.

“Don’t be afraid to damage your white social capital,” she said. “You may feel discomfort but the moment where you step away from your privilege outweighs the discomfort you feel for that short time.”

Prescott hopes listeners will take those steps. “I think in Humboldt County, people believe in social justice, but don’t

know how to approach it or how to be allies,” he said. “I hope that the people hearing these will take a moment to look at their own thoughts and biases.”

If the project is challenging listeners, it first pushed Gallier herself.

“It gave me more purpose,” Gallier said.

“Off-air, I’m very outspoken and loud about social issues, and I’ve found that music and social issues can really go hand in hand, and they’re powerful together.”

Gallier said she wants to continue the momentum of the project but isn’t sure what’s next. The three PSAs are running during commercial breaks on KSLG but she’s taking some time before tackling more recordings. But she hopes this conversation continues.

A Testing Partnership

A

groundbreaking partnership between United Indian Health Services (UIHS), Del Norte and Humboldt counties, Humboldt State University and Tribal communities will make it possible for Humboldt County Public Health to process nearly 9,000 COVID-19 tests a month, or roughly 300 a day.

According to a press release, the county will borrow additional testing equipment and receive an unlimited supply of state-purchased reagents from PerkinElmer — a global company that produces medical instruments, tests and software — through an agreement with the state that says the county will in turn guarantee it will have the operations in place to process thousands of tests a month.

Humboldt County Public Health Lab Manager Jeremy Corrigan said his lab simply doesn’t have the space for the additional testing equipment so looked to UIHS’s Arcata lab to partner in the effort.

“I’ll be working with UIHS’s lab manager to help set up the new equipment, train staff and become operational,” he said.

Meanwhile, HSU donated a biosafety cabinet for the UIHS location and is creating an internship program for students to work in the lab.

Del Norte counties, with each county responsible for designing its own collection system.

“The goal is to ensure that all residents are able to access testing, particularly residents who are often underserved,” Corrigan said in the release. “Very importantly, this new asset provides a second, locally controlled laboratory in our region for COVID-testing stability and provides extra throughput and capacity for Del Norte, Humboldt and United Indian Health Services.”

Del Norte County Health Officer Warren Rehwaldt said in the release that the partnership will benefit all involved.

ursuant to a new state law, the Eureka Police Department has released video footage and audio recordings from the tense July 23 standoff that ended with officers fatally shooting 51-year-old military veteran John Karl Sieger, who was reportedly drunk and suicidal when he allegedly raised a pistol at officers, causing them to open fire.

The video appears to clearly show Sieger point a handgun at nearby officers while exiting his backyard before he is shot, while the audio recordings indicate the woman who called 911 to report Sieger’s suicidal behavior also told police she’d received a text message from him during the standoff in which he threatened to shoot any officers who saw him.

As of July 1, 2019, Assembly Bill 748 requires police departments to release video and audio recordings that capture officers firing their weapons at a person within 45 days of the shooting, so long as releasing them wouldn’t “significantly interfere with a criminal or administrative investigation.”

The records released Sept. 4 include about an hour of video footage pulled from the body camera of one of the four officers who fired their weapons in the shooting, officer Patrick Bishop. Footage from officer Andrew Endsley’s camera — which reportedly does not capture the shooting that occurred in a matter of

seconds because it was obscured by a window sill at the time — will be released but is currently being redacted, according to EPD Records Supervisor Amanda O’Neill.

The two other officers who opened fire on Sieger — Brian Wilson and Sgt. Jon Omey — were wearing body cameras but their batteries both died during the incident, according to Chief Steve Watson.

Bishop’s camera was also malfunctioning — repeatedly shut off by being hit with the butt of his rifle — but the footage was recovered via an “after-thefact” feature that allows the department to pull footage from a camera even if it isn’t turned on during an incident, though such “after-the-fact” footage doesn’t have audio.

The footage from Bishop’s camera shows him first setting up at what appears to be the second-story window of a neighboring residence, from which he’s trying to see into the backyard where Sieger was, before he moves and sets up behind a patrol car in an alley way behind Sieger’s backyard fence. It’s from here the camera captures a shirtless Sieger exit his backyard and take two or three steps toward officers before raising his right hand and pointing what appears to be a black pistol at him. Officers then open fire, combining to discharge 27 rounds, eight of which hit Sieger. The officers then continue to shelter for about a minute

before moving in behind a ballistic shield, ultimately finding Sieger lying face down with what appears to be a black handgun lying a few feet away.

The audio recordings released from the incident indicate it began when a woman called 911 to report that Sieger, who she described as her friend, was “extremely intoxicated,” “very depressed” and had just sent her a picture with “a bunch of empty beer cans,” a whiskey bottle and a black pistol.

The woman continued to text with Sieger throughout the first part of the standoff and reported to police that his texts grew increasingly despondent. At one point she reported that he’d texted, “I have no future so why should I continue this fake life?” At another point she reported that he’d texted her that he wished her the best in life, later texting, “leave me alone. I am done with this life” Then, there were two instances when he relayed threats to officers, saying at one point he would shoot them if he saw them and at another, “I respect cops and don’t force me to kill any of them.”

The recordings also indicate another woman called dispatch saying she had known Sieger for a long time and could “talk him down.” This information was passed on to the commanding officer at the scene, though it’s unclear if the woman was put in touch with Sieger.

The recordings also indicate officers contacted Sieger directly, though he quickly hung up. A mental health clinician was also brought to the scene to speak directly with Sieger, though recordings of that conversation were not released.

The police radio calls released Sept.

4 also illustrate that police initially did not know if anyone was at the residence with Sieger, and used social media posts and cell phone records to track down and contact his son and wife. Both were inside the residence at the time and left through the front door to meet police down the street while Sieger was in the backyard. It’s unclear if they were aware of Sieger’s state, but his wife told officers she believed there were no firearms in the house and he only had access to a pellet gun. At another point in the standoff, the recordings indicate police had Sieger’s other son call him in an effort to get him to calm down.

Watson said police considered standing down and leaving the scene, hoping Sieger’s mental state would improve and things would de-escalate. But then officers heard three gunshots come from Sieger’s backyard and decided leaving the scene could put other people in danger.

In an obituary published in the Lost Coast Outpost, a friend of Sieger’s wrote that he suffered from chronic pain from a pair of helicopter crashes during his time in the Marines and a workplace injury, as well as post traumatic stress disorder.

The recordings indicate this pain was on Sieger’s mind as paced in his backyard and police staged nearby.

“I told him … to talk to the officers, ‘They need to know you’re OK,’ um and that I’m staying on the line until the officers can physically see him,” Sieger’s friend told dispatch. “He said, ‘I can’t,’ and then he said, ‘I just am done with the constant daily pain.’”

That was at 6:24 p.m. Almost exactly two hours later, at 8:22 p.m., an officer advised over the radio, “He’s looking over the back fence and I think he may have just seen me.

He’s opening the gate. He’s exiting.”

Seconds later, another officer radioed: “Shots fired. Shots fired. Suspect’s down.”

Why the face of Humboldt’s pandemic response is stepping down and what it means for the rest of us

umboldt County Board of Supervisors Chair Estelle Fennell said she didn’t know what to expect when Health Officer Teresa Frankovich called the board into a special update meeting on Sept. 2. These updates — which allow the board to meet privately with those guiding the COVID-19 pandemic response to receive information so long as they aren’t providing direction or making decisions — would be against California’s open meeting laws in normal times. But these obviously aren’t normal times and early in the pandemic — back in March — Gov. Gavin Newsom recognized the importance of keeping elected officials updated in real time on a dynamic situation and issued an executive order allowing these types of briefings.

Fennell said they were fairly frequent in the early days of the local response but much less so now, months into the pandemic, and it was unusual that Frankovich was calling for one less than 24 hours after she’d briefed the full board in open session, detailing the state’s new tiered system for monitoring COVID-19 activity across its counties. Once the full board convened on a video conference call, Frankovich — who for months has served as both the public face of Humboldt County’s pandemic response and the person most singularly responsible for setting local rules — told the board she was resigning .

“It caught me off guard,” Fennell said.

“It’s something I had contemplated could happen because Dr. Frankovich has been basically burning the candle on both ends, working 80-hour weeks and on call 24/7, but I was surprised. And concerned for her.

I wanted to know that she was OK.”

A recent review by the Kaiser Health News Service and the Associated Press found that at least 50 state and local public health leaders have resigned, retired or been fired since April, including nearly a dozen in California. In addition to shouldering intense workloads under incredible pressure, some have faced intense, politicized backlashes — and even threats of violence — from residents displeased with masks, lockdowns and health orders.

As Fennell knew, Frankovich — as unflappably positive and optimistic as she often seems — had not been immune. Just the day before announcing her resignation, she’d faced a string of vitriolic diatribes from members of the public at the board’s Sept. 1 meeting. One deemed current state and local health orders “freaking bullshit” before telling Frankovich, “I don’t like you and I want you to leave” and intoned that her orders were “literally killing people.”

Another urged her — a practicing pediatrician — to “think about our youth” and the social impacts of her decisions, before another likened her orders to unconstitutional “cruel and unusual punishment,” and referred to her as a “lawless leader.”

Fennell declined to discuss the specifics of what was said at the meeting but said Frankovich assured the board of two things. First, she was not bowing to pressure or running from backlash — this was simply the best time for her to step away from a job that had grown leaps and bounds bigger than the one she’d signed up for. And second, she would stay in the position until the board hires a replacement and then hoped to continue on with public health in a part-time capacity to ease the transition and continue helping

with the response.

Later in the day, Frankovich — who stepped in as the county’s then part-time health officer in January just weeks before it would see its first confirmed COVID-19 case — struck the same chords while answering questions from the media.

“I’m 60, my husband is 70, I have an aging parent and there are things I need to do that are really difficult to do when you’re working more than full time in a position like responding to COVID,” she said, later saying flatly that neither pressure from local officials nor public backlash played into her decision. “Certainly, it is not pleasant to listen to that nature of comments and, I think, I certainly am supportive of civil discourse and we have not always had that. However, no bully at a meeting is going to make me leave this position. It really is a decision that’s based on family need and looking at the projected term of this event.”

Knowing the local COVID-19 response is likely to extend well into — if not through — 2021, Frankovich said she realized she wouldn’t be able to see it through the end.

With that in mind, she said it made sense to begin the transition to the leadership of a new health officer now, in a period of relative calm when the county isn’t seeing a dramatic surge in new cases.

But Frankovich’s resignation does come as the October start of flu season fast approaches, with winter trailing on its heels, both of which officials expect to complicate efforts to contain COVID. It also puts the board of supervisors — by nature a political body — in charge of recruiting and hiring Frankovich’s replacement during a highly politicized pandemic.

When Humboldt County reported

what the New York Times has determined was the first confirmed COVID-19 case in rural America back in February, Frankovich was just three weeks into her job and had never spoken to Sheriff William Honsal.

The two spoke by phone that day, kicking off what would become a deep — and at times strained — partnership in the county’s pandemic response, with Frankovich having the authority to issue health orders to close businesses, force residents to shelter in place and wear facial coverings, among other things, and Honsal running the county’s Office of Emergency Services and serving as the enforcement arm for Frankovich’s orders.

Reached by phone hours after Frankovich’s resignation, Honsal said she’d called him shortly before she met with the supervisors to tell him of her decision, which he said came “out of the blue.”

“But I understand the position she’s in and the amount of pressure and stress this position has put on her,” Honsal said. “It’s a tremendous amount of pressure to put on any one person. It’s a seven-day-a-week job. There is not a point in time in the last six months where we have not thought about this. Every day there’s something and you cannot take a break from it. It’s very, very difficult to be on the frontlines essentially for six months. But she took it on her shoulders and ran with and took the responsibilities of working late nights, weekends and constantly trying to do her best.”

Honsal paused, then marveled at the way Frankovich seemed to hit the ground running into a pandemic response the likes of which the county hasn’t seen in

a century with a staff she’d only just met and a medical community she’d only just joined after moving to the area in late 2019 from upstate Michigan after her husband’s retirement.

“It’s like being the general of an army you’ve never trained with,” Honsal said.

“She’s been the pivotal point in all this.”

Honsal conceded that he and Frankovich haven’t always seen eye to eye, describing their roles as at times representing “competing interests,” with hers implementing measures necessary to slow COVID’s spread and his trying to protect residents’ constitutional rights. In other areas, those “competing interests” have caused deep public rifts between health officers and local sheriffs. But Honsal said Frankovich steadily won his trust and respect with her diligence, intelligence and methodical approach to the job. Over time the two developed a strong rapport, he said. Sure, there are disagreements, he said, but they now happen behind closed doors between the two of them so they can represent a united front in public.

While pockets of criticism exist on all sides of the county’s response — for every person who thinks businesses should fully reopen and kids should be physically back in classrooms there’s one who thinks the county was too slow to order facial coverings and too quick to reopen — the objective measures speak for themselves, said Stephanie Dittmer, president of the Humboldt-Del Norte Medical Society.

When California released its new tiered risk assessment system late last month, Humboldt was one of just 11 of the state’s 58 counties to rank in the lower two tiers.

But Dittmer said that’s only the latest indication that the county’s response has largely been on point.

In a matter of months, Dittmer said Frankovich and the county were able to coordinate and organize multiple testing sites and a protocol for triaging and prioritizing patient samples, greatly expand sample processing capacity at the Public Health laboratory, help hospitals build out surge capacities, expanded the county’s ability to conduct contact tracing investigations and coordinated with the state to build an alternate care site to take patients in the event hospitals become overwhelmed. They’ve also helped develop complicated operational protocols for everything from restaurants and schools to skilled nursing facilities. And when the mobile testing facility they’d lobbied the state hard to locate in Eureka began having major problems returning results in a timely manner, Frankovich and her team looked elsewhere, forming a groundbreaking partnership with Del Norte County, United Indian Health Services, the state

and Humboldt State University that would more than double local testing capacity and ensure timely results.

“We are lucky to have had her and she has set the stage for Humboldt County to be prepared for the next phases of this pandemic,” Dittmer said.

And perhaps most impressively, Dittmer said Frankovich has done all this while also becoming the face and voice of Humboldt County’s pandemic response, regularly appearing before the board of supervisors or in media availabilities to patiently and graciously walk the public through what the county is doing and why.

“She’s really put herself out there,” Dittmer said. “If you look up and down the state, there’s very little comparison.”

But Dittmer said it was just recently — when a pair of staff members at a skilled nursing facility in Fortuna tested positive for COVID-19 — that the full scope of Humboldt County’s preparedness (and Frankovich’s central role in it) fully hit home. Dittmer said she both works as a physician and has a family member living at the facility, so she both got an up-close look at and had a vested interest in the county’s response.

Dittmer said Frankovich moved quickly to implement new protocols and testing regimens, which she credited with not a single resident becoming infected despite COVID having entered the facility.

“It’s unheard of — it’s unheard of for us to have a skilled nursing facility walk away from something like that without having a resident infected,” Dittmer said, adding that she gives Frankovich “a lot” of credit for that outcome. “She’s the one that’s helping us set those protocols on the back ends. The public doesn’t see her doing that job. They just see the outcomes.”

There’s much more the public doesn’t see, said Susan Buckley, who retired in 2017 after serving 25 years in county public health, the last eight as public health director, and volunteered to help with the county’s contact tracing efforts a few months back. When contact investigators run into a complex case, Buckley said they often turn to Frankovich for help, adding that she and Public Health Director Michelle Stephens also put together a complex data management system to help track investigations, as well as residents in quarantine or isolation.

“The presence of the resources we’ve seen here are a testament to the capacity, the competence and the forward thinking of local health leadership,” she said.

Restaurants reopen dining room doors

hen word came Aug. 28 that new tiered state guidelines meant Humboldt restaurants with approved safety plans could offer indoor dining again, Holly Blackwood, co-owner of Sea Grill, was still literally getting the 32-year-old restaurant’s outdoor dining nailed down. In the midst of having sails installed atop the newly installed wooden trellis structure in the adjoining city parking lot, her staff was also reconfiguring indoor seating. In the restaurant business, “Job descriptions have changed,” says Blackwood. “Now you’re a little of a maintenance [person], a decorator.” And as much as reopening indoor dining feels like a repeat of June, this is uncharted territory.

As the Journal went to press Sept. 8, Humboldt County was in the “moderate” tier, under which restaurants can offer indoor dining at 50-percent capacity. For those with large enough dining rooms (and margins), the added revenue of dine-in business is a boon, especially looking at the coming fall and winter, when patio tables will be less inviting. But for many, operating under the loosened restrictions still may not be sustainable. And the looming threat of having to pull back to 25-percent capacity or close it down again should the county fall into the “substantial” tier or higher has some wondering if taking the chairs off the tables is worth it.

Sea Grill has been squeaking by on takeout and four patio tables out front.

“We’re doing well,” says Blackwood. “I mean, we’re not making money but we’re hanging in there.” After about three weeks waiting on approval from the city and Alcohol Beverage Control, the structure in the lot added six more outdoor dining tables. Another seven tables inside help, says Blackwood, and despite some of her older clientele choosing to stick with takeout, she’s confident many of her regulars will be back in the dining room. But, she says, she’s still using a Payroll Protection Program loan to get by, never mind turning a profit.

And while heat lamps can stave off the fall chill for a while, “As soon as it starts raining, it puts the kibosh on the outdoor,” she says. Some older clientele, she says,

tell her they are not yet comfortable with the increased risk and will stick with takeout, but the response to reopening dine-in was strong enough the last time around that she’s hopeful, despite the loss of the usual private holiday party bookings. She takes a breath and says she and her team are trying to go with the flow, but she’s not without worry. “I don’t think it’s ever gonna be like it used to be.”

A few minutes walk away at Bayfront Restaurant, co-owner Zhao Parks is experiencing her own shift in duties. “Now I wash dishes, I bus, I do whatever I can to keep this business going … to keep our loyal employees their jobs.” Bayfront has been fortunate, she says, to have steady takeout orders and did well in the brief two-week window when dine-in was allowed. Parks chuckles and says she’s very happy to have broken even over the past few months with the help of a PPP loan and that the city of Eureka allowed her 12 tables on the sunny boardwalk, which has been popular with customers. She may keep the other four tables on the patio open but says managing the boardwalk tables along with a dozen or so tables inside, including the teppanyaki grill, isn’t feasible.

“I don’t think we will make money [with indoor dining] but with lots of to-go we will break even,” Parks says, adding that keeping the lights on and the staff paid is the goal. She’s fairly confident she can keep things going at 25-percent capacity if need be. But her optimism hinges on those indoor tables staying open through the winter. If the county’s COVID-19 cases surge enough to shut down dine-in service again when the breezes off Humboldt Bay turn to gusts and the rain comes, supplementing takeout with outdoor dining won’t be an option. “If we have to close down again, to go [back to] only to-go without government money, I’m not sure.”

Unlike Bayfront, Moonstone hasn’t been able to capitalize on its waterfront view. Co-owner Ariel Tanski, who’d only taken over operation of the restaurant in late September of 2019, shut down completely in March. Moonstone, he says, is a destination restaurant that doesn’t translate to takeout. “It just was not conducive to putting that in a to-go box. Part of what we charge is for that experience,”

Tanski says, adding that he looked into outdoor dining configurations but ultimately abandoned the idea. “How do you justify a fine dining price for a tent in a parking lot? It’s COVID but I don’t want to shortchange a customer. That’s not good business.”

In June, he was ready to open the dining room but the restrictions tightened again before his staff could snap out the table cloths. Tanski says he was lucky to be able to cancel food orders in time and he knows other chefs who weren’t so fortunate.

Since Moonstone closed, he’s been cooking more at Gabriel’s in Old Town, which his family also owns. “I’m never far from the stove,” he says. Despite plentiful covered (and therefore rainproof) outdoor seating, Gabriel’s switched from opening six nights a week to three, and the accompanying drop in revenue has been rough, though not “the bloodbath that Moonstone was.” The family has been fortunate with both restaurants and the Wine Cellar, in that all three of their landlords “have been extremely helpful and understanding.”

Now Tanski’s considering opening Moonstone again, though cautiously. He says, “It’s like having one bullet, one opportunity to fire it — I gotta get it right.”

Looking at the beachside restaurant’s prospects, Tanski says he thinks he can break even with 50 percent of his tables but will lose money if more positive COVID-19 cases push capacity down to 25 percent. For now, he’s looking closely at the numbers in his books and from the daily testing counts released by the Joint Information Center. “One thing I’ve learned in 21 years in the restaurant business is it’s never easy and perseverance counts for a lot. I love that location and I’m not giving it up.”

At the Griffin, co-owner Vanessa Griffin has been holding it down alone but for

the help of Cassie Keigan on weekends.

“She’s doing my social media, she’s keeping me sane,” says Griffin. The Arcata night spot has been open for takeout, buoyed by a thirst for to-go cocktails and food, as well as the generosity of landlord Josh Neff, who’s allowed Griffin’s customers to essentially picnic on his adjoining lawn.

There are four tables outside, where her ABC permit allows cocktails and friends at Alchemy Construction are whipping up a parklet as well.

But it’s still a struggle. Griffin is cooking pulled pork sliders, mac and cheese, and brownies, but not paying herself. The stylish bar and dining room is built to linger in, eating, drinking and dancing till late.

These days, though, she says it’s surreal to be heading home while the sun is still out. “Unfortunately, what we were thriving on was a Friday and Saturday night crowd and that’s just not going to happen for the foreseeable future.” Those same crowds won’t be booking the holiday parties that typically provide a revenue boost in the winter, either. It’s been exhausting emotionally, as well as physically. “It’s been brutal. Luckily there’s been so much paperwork to go through,” she says with a quiet laugh.

On Sept. 1, she opened for dine-in with a cap of 24 people. With outdoor seating, for as long into fall as it’s practical, she’s looking at a maximum of 35 or so, which takes her out of the red. It’s sustainable, she says, for the short term anyway.

very summer has its share of feelgood albums and hits made just for the season. I don’t know when this tradition began but it had to have been during the mid-century upswing era of youth culture and its attendant flood of pop music. I can’t really imagine Mario Lanza or Maria Callas releasing hazy poolside jams for the young lovers of the world. In a year where nothing seems easygoing or normal, it’s rather ambitious to release such a collection of dewy musical beauties amidst the general apocalyptic haze of the pandemic newscycle. Many well-established artists have belly flopped trying to capture a genuine good mood this year. Even more galling is the decision to call an E.P. Sports at a time when America’s favorite collection of pastime distractions seem so disjointed, politically charged and alien.

Fortunately for us, composer and synthster extraordinaire Hudson Glover, aka Huddyglo on his less improvisational projects like this one, has delivered a tight little seven-tune masterpiece of uniquely glistening pop stretched over an impressively strong songwriting frame. Imagine the iconic physical beauty of the monarch butterfly while also appreciating how truly bizarre such a creature is when compared to anything else in our garden’s purview.

That’s what’s going on with this album: Everything is colorful and graceful with a structure that is tough — and strange — enough to withstand the wild forces of evolution that bore its creation. This album is a survival of the prettiest.

The sequencing of the tracks is well done and the album is bookended by two instrumental tunes. There’s the confidently strutting hybrid disco jazz of “Sports� and 22 minutes later the gummy goodness of the outro “Friendly Combos.� It’s generally considered a good idea to put the strongest tracks first, which Huddyglo does

Courtesy of the artist here by releasing two back-to-back heaters. “Be My Sequencer� is a sweet love song about a person and their synthesizer, while “Trip On My Tongue� captures the vibe of a fluttering human being, floating above a shimmering landscape of electric pipes and plucked bass strings. Both songs have videos on YouTube that I can’t recommend enough. The first is a series of romantic vignettes with a happy Casio and the latter is perhaps better seen than described. I’ll only say that it takes my butterfly comparison and stretches its chrysalis out beyond the fringe.

The E.P. came out in full Aug. 28 on the Earth Libraries label, on whose website you can find cassettes and related merchandise (www.eartlibraries.com/hudson-glover). It is also available on Spotify and Soundcloud.

The record is penned by the artist, with some additional musicians and associates helping out with production. The bass lines for the two singles are by Red Two Six from the band Feed Me Jack, while Christian Hower plays guitar on the opening jam. The videos were produced with help from Evan Wrye, Leigha Evers and Rosemary Shultz.

This is a local tune, as Hudson is an alumnus of the music department at Humboldt State University, but I really do mean it when I say this bright and lovely little piece of fun has the capacity to go just about anywhere. At just under a half-hour long, it’s a perfectly flippable soundtrack for all the nice things we used to be able to do so freely in the warm months and which are now relegated to nostalgia, dreams and screens. Here’s hoping we can make new memories with such delightful songs soon, without any restrictions. �

A

t 7 a.m. on Sunday, the forest is quiet, the temperature cool, the road sparsely used by cars.

This is an ideal time to ride my bicycle on the Avenue of the Giants. Once sunlight starts filtering through the canopy, the asphalt and I are dappled with light.

Although I have lived in Humboldt County for years, only recently did I drive to the Avenue to bike ride there.

In my defense, until less than a year ago I was not much into road biking and the closer-to-home Newton B. Drury Scenic Parkway, which runs through Prairie Creek Redwoods State Park, answered well my redwood forest bathing needs. Indeed, it is a beautiful ride, particularly on a day when the road is closed to car traffic. The Avenue of the Giants offers a longer ride and the towns that dot it at regular intervals bring variety and a chance for stops along the way.

Driving southbound on U.S. Highway 101, I take Exit 674, Avenue of the Giants/ Pepperwood. After about 600 feet, there is a parking area where cyclists can get set up and start their ride, while drivers can take a pamphlet describing the auto tour (also available online), which guides them to eight stops along the way offering hiking and viewing experiences. (On the pamphlet and on the website the tour is described for northbound travelers starting at the south end of the Avenue; if you start from Pepperwood, the first marker is No. 8.)

The bike ride starts in the forest’s shade and alternates between full immersion in the redwoods and open views of the Eel River. I enjoy the variety. It’s cool in the redwoods and I feel embraced by the trees rising high on both sides of the road. I see the complex community of the forest: redwoods large and small, and dead ones lying across the forest floor — acting as substrate for vegetation — vigorous ferns, a carpet of sorrel. Ghost in the Screenplay I’m Thinking of Ending Things

I

’M THINKING OF ENDING THINGS. There was a moment, oh, 20 years ago or so, when it seemed like Charlie Kaufman was unstoppable. It was a weird confluence, with the Clinton years and the “independent” cinema boom of the ’90s cohering to provide a financially and intellectual libertine environment wherein a screenwriter, of all things, could become something like a celebrity. Weirder still, that screenwriter specialized — still does, as it turns out — in heady, fastidiously organized, near-psychedelic explorations of some of the darker aspects of the human conditions, cast as comedy, after a fashion. Not exact-

ly what we think of today as blockbuster material; it was a different time. The fertile ground of mainstream cinema at the time, the apparent flexibility and expansiveness of the audience at large, and director Spike Jonze’s ingenious interpretation of Kaufman’s words (Being John Malkovich in 1999 and Adaptation in 2002) all contributed to the unlikely elevation of some of the best, nerdiest screenwriting of all time.

But, as each grinding, demoralizing day of this new era teaches us, we don’t deserve nice things. And so, instead of becoming a household name, or heralding an epoch of intelligence and exploration in American cinema, Kaufman has struggled, like most

artists of sincerity and integrity, to find both financing and an audience for his work.

While the world and popular culture have drifted further and further into inanity, dissolution and distraction, Kaufman has only intensified his focus on the internal, the existential. He has also mostly directed the work he has written in recent years, ensuring, as much as possible, that none of his words are misinterpreted. This stage of his career has yielded Synecdoche, New York (2008), the mere existence of which, not to mention its scale, boggles the mind, Anomalisa (2015), one of the most insightful examinations of adult loneliness and sexuality in contemporary art, which also happens to be a masterpiece of stop-motion animation, and now I’m Thinking of Ending Things, a darkly comic ghost story (maybe?) that I’m still trying to resolve my feelings about.

Adapted from the novel by Iain Reid, I’m Thinking of Ending Things embarks from a pretty simple premise. Our young, female protagonist (Jessie Buckley) is thinking of ending things with her boyfriend of six weeks, Jake (Jesse Plemmons).

She announces this via voice-over internal monologue in the first frames of the movie. Her notion is complicated by the fact that she is considering it while getting in the car to join Jake at his parents’ remote farmhouse for dinner. As they drive into the hinterland through an ever-thickening snowstorm, their conversation transitions awkwardly and abruptly from art to science to the twinned mutual admiration and discomfort of getting to know one another. From moment to moment, the atmosphere in the car and in the conversation suggests the banality of a short road trip but also the prelude to a protracted psychological journey.

The ambiguity and unease only

intensifies when the couple reaches the farm, with Jake insisting on a tour of the outbuildings in a driving snowstorm rather than going into the house, and then a distressingly long, increasingly tense wait for the parents to descend from their rooms upstairs. Weirdness starts to manifest: There may or may not be a border collie in the house; his name may or may not be Jimmy. Seems like a silly detail to note, I agree, but it is also the first definitive clue that I’m Thinking of Ending Things is about more than a strained relationship.

With the eventual arrival of Mother (Toni Collette) and Father (David Thewlis), it becomes abundantly clear that nothing is quite as it seems — indeed, some of the characters may not even exist. Time erodes and loses meaning, and by the time we realize we don’t know what’s going on, we are caught up in an examination of the notion of self and identity as a construct and it is nearly impossible to maintain a perspective from outside the narrative.

That may seem abstruse but I’m not sure there is another way to describe this story if one approaches it on its own terms. It tells an intensely internal story but, in so doing, permits a near-infinite array of permutation and possibility. It describes the unmappable topography of a mind from a point of view that may or may not be trustworthy.

In watching I’m Thinking of Ending Things, I was struck by the hope that Charlie Kaufman has fun sometimes. There is certainly humor in this, as in all of his work, but it is defined by morbidity and burdened by thoughtfulness; the crisis of self-awareness and the knowledge that one can perhaps never really know oneself rendered as time travel and ghost story. I agree with that idea, as well as the converse: The more intelligent people are, the more mysterious existence seems to them. Since I expect you to be at the peak of your soulful intelligence in the coming weeks, I am quite sure that life will be exquisitely mysterious to you. It’s true that some of its enigmatic qualities may be murky and frustrating, but I suspect that many of them will be magical and delightful. SCORPIO (Oct. 23-Nov. 21): Comedian and actor Aubrey Plaza bragged about the deal she made. “I sold my soul to the devil,” she said. “I’d like to thank the devil.” Plaza is quite popular and successful, so who knows? Maybe the Prince of Darkness did indeed give her a boost. But I really hope you don’t regard her as a role model in the coming weeks—not even in jest. What worked for Plaza won’t work for you.

Diabolical influences that may seem tempting will not, in the long run, serve your interests—and may even sabotage them. Besides, more benevolent forces will be available to you, and at a better price.

ccording to Roman writer Ovid, the hunter Narcissus was handsome as all get-out, causing the mountain nymph Echo to fall in love with him. When he rejected her advances (the fool!), she pined away until all that was left was a faint sound — hence our word “echo.” This led to Aphrodite, goddess of revenge, to punish him by luring him to a pool of water, where he fell in love with his own reflection. Unable to consummate this love, his passion led to his demise, turning him into a white and gold flower, the narcissus.

Many writers, past and present, have glommed onto this sad story of what we now call “narcissism” as a way of explaining humankind’s naive way of seeing our species as super-important: from geocentrism, in which everything revolves around the earth; to religions, in which God or the gods are obsessed by our every move (perhaps having first created us in their image); to consciousness, which, according to some, is the fundamental stuff of reality. (As far as we know, consciousness is a phenomenon experienced by one out of millions of species, on one out of billions of planets.

Hardly the stuff of universal truisms.)

I was born a narcissist. I am the epicenter of reality. Fortunately for my hubris, at some point in my childhood I realized that this was true of everyone; we all seem to be in the middle of everything. Similarly with our conception of Earth’s place in the cosmos. Yet the inhabitants of any planet would think themselves to be at the center of their solar system. Somehow that obvious fact escaped ancient and medieval inquirers who instead accepted the Ptolemaic geocentric view, i.e. Earth is at the center and the planets, sun and other stars revolve around us. It took the combined efforts of several brave observers and theorists — including Copernicus, Kepler and Galileo — to displace Earth from this exalted cosmic throne.

More humbling was to follow. Less than a century ago, conventional wisdom held that the Milky Way was the entirety of the universe, until Heber Curtis and Edward Hubble, working with photographs taken by the then-new 100-inch Mount Wilson

telescope, showed that our galaxy was one of many. And so our self-importance took one hit after another: We’re not the center of the solar system, the solar system isn’t the center of the Milky Way and the Milky Way isn’t the center of the universe.

So much for geocentrism. Recently, science writer John Horgan coined the term “neo-geocentrism” in describing the wacky view that consciousness is central to, well, everything, pervading the entire universe — perhaps even responsible for life itself. (“The origin of life forms is the differentiation of pure consciousness into multiple forms of life,” writes New Ager Deepak Chopra.) Some well-known scientists have jumped on the “consciousness-is-fundamental” bandwagon, including psychologist Donald Hoffman, neuroscientist Christof Koch and physicist Max Tegmark. Their views echo those of old-time panpsychists who believed everything was conscious.

Beyond consciousness, another example of neo-geocentrism is the anthropic principle, the notion that the universe must be as it appears to us, otherwise we wouldn’t be here to observe it: Change, just a tad, one of the fundamental physical constants — the ratio of the electromagnetic force to the gravitational force, for example — and you wouldn’t have a universe with stars, planets and observers. Stephen Hawking and Brian Greene signed on to this “it’s all about us” point of view. If that’s not spooky enough for you, how about late physicist John Wheeler’s “participatory universe,” which asks whether the universe even exists if there’s no one to observe it.

I’m with Horgan. Such narcissistic approaches to understanding the universe are anthropocentric reversions to ancient superstitions, in his words, “the projection of our fears and desires, our yearning to matter.” Isn’t it wonder enough that our 3-pound brains can conceive of a 14-billion-year-old universe, rather than trying to make us — and our consciousness — essential to its very existence?
