MEMBERSHIP MATTERS Thank you for being a member of NCAE. We all have our own story about why we became educators. For me, I would read newspapers during breaks at my third-shift job and kept seeing stories about young African-American men during the crack epidemic years failing to realize their potential. One day I decided too many young men were becoming statistics and I wanted to make a difference. I walked off that third-shift job and enrolled in the education program at Winston-Salem State and became a middle school language arts teacher.

NCAE is a difference maker for students, educators, and our public schools. At the heart of this organization is the opportunity for every student to be successful. It’s why I’m a proud member. In order for us to do what is right for students, we must continue to build a more powerful voice so that we will have more influence over decisions and policies that impact our professional and personal lives every day.

That starts with you. NCAE is only as strong as its members, which is why having engaged, empowered educators makes the biggest impact on our classrooms and our profession.

As a member of the largest education organization for public school educators, I would like to thank you for all of the work you do to ensure that our students are successful. I also want to take the time to invite you to become familiar with the opportunities available to you as a member to become engaged; opportunities that can help you not only in the classroom, but help you grow as a professional as well as support you personally. Also, as part of this guide we have included a brief description of the new regional governance structure and the new map of regions.

BELIEVE When I was a young girl growing up in Ohio, I had a high school English teacher who touched my life greatly. Ms. Mitchell chose to see the potential in me and challenged me to meet every opportunity. So when I became a language arts teacher, I took the same approach in the classroom. Just like all of you, I saw the potential in each and every student and believed in them, even if they didn’t believe in themselves. It’s why we became teachers and fight for public schools. I have that same vision and belief for public schools in North Carolina and for NCAE. Despite the many challenges and attacks that have confronted public education in recent years, I still believe North Carolina can return to being a beacon of the South and the nation. I believe this because I have seen the power of the connections NCAE members make when they are engaged and active. Your stories are influential and motivating. Please keep sharing them with each other and others outside of the Association. This very act of sharing your “why” is the foundation of building connections and relationships that will strengthen NCAE from the inside out.

The belief in our students and public schools is at the very heart of the mission and values of our Association. One of the greatest impacts we can have on the future success of students is to make sure NCAE’s future is strong—to continue to push toward our potential—just like we ask of our students. This year we launched NCAE 2.0 as a way to empower our members and our organization. We are connecting with current members and engaging them in the many opportunities outlined in this guide, we are signing up new members, and we are reclaiming former members so that we are shaping our own future and impacting the future of public education.

A while ago, I purchased a piece of word art – the word BELIEVE. It sits behind my desk where I can see it every day. It reminds me that some things have to be believed to be seen. But believing only becomes reality when we have active, engaged members who help us to strengthen and grow our influence when decisions are being made about the teaching profession or our public schools. United and strong, we can make a difference for our students and public schools. Thank you for being an NCAE member and your dedication to public education.

NCAE—ONE VOICE FOR PUBLIC EDUCATION Organizing for Education It’s a question we get all the time, why should an educator care about politics? Like it or not, the decisions our local, state, and federal elected officials make have an impact every day in our classrooms, in our professions, and in our personal lives.

Whether it’s how many kids you have in your class or how many textbooks they have, or whether you are paid as professionals and have basic employment rights like career status, or whether you are paying more in taxes and have access to nutritional foods – these are determinations made by those elected to public office.

So it’s critical that educators stay engaged when these choices are being made and that we speak with a unified voice to have the most influence on these decisions.

NCAE members have a long and rich history of standing up for North Carolina’s public schools and helping students be successful. This united, organized voice of educators has made a difference in your classrooms, in your professions, and in your personal lives.

Through collective actions and shared responsibility, educators have advocated for equal access to a quality public education, and many other social justice issues that reflect our diverse state and that are inextricably linked to how successful our students are in the classroom.

Educators are experts and know firsthand what is best for students and public schools. NCAE works to ensure you are informed about and involved in critical public education issues confronting our state, including identifying pro-public education candidates at all levels. Your dues dollars do not go to political candidates.

NCAE is a member-driven organization, so your engagement in the issues that impact students and schools is vital. KNOWING YOUR ORGANIZATION’S HISTORY In 1966, black and white educators demonstrated their concern for the unity and integrity of the education profession. The merger of the National Education Association (NEA) and the American Teachers Association (ATA) paved the way for unification agreements between black and white associations in state and local affiliates throughout the South. It also signaled NEA’s great leap forward in terms of promoting civil and human rights of educators and children.

In North Carolina before the Civil War, white teachers founded the Education Association of North Carolina during 1856. Because of the Civil War, the association met irregularly and was eventually suspended entirely.

The white teachers held a reorganizational meeting and in 1874, the North Carolina Education Association was formally organized.

On the contrary, black teachers in North Carolina were not organized until six (6) years later. Twenty-eight educators assembled and developed a plan for a black teachers’ association. This first organizational meeting for the North Carolina Teachers Association was held in Raleigh in 1880.

The North Carolina Education Association and the North Carolina Teachers Association merged on July 1, 1970, and became the North Carolina Association of Educators (NCAE). Today, NCAE continues to build on that rich history by fighting to strengthen our public schools, empower our educators, and ensure students have an equal opportunity to receive a quality education, regardless of zip code.

REGIONAL GOVERNANCE STRUCTURE DEBUTS At the 2014 NCAE Representative Assembly, delegates adopted a new constitution that included changes in the district/cluster governance structure. The new constitution, which took effect on July 1, 2015, eliminated the 14 districts/clusters. In its place, seven regions were formed.

Two of those regions, 1 and 7 were divided into 1A, 1B, 7A and 7B. Those districts make up the western and eastern section of the state.

In addition, the new structure eliminates the district/cluster offices and replaces them with a Regional Leadership Team. As part of the new structure, there will be two regional directors from regions 2-6 and one each from regions 1A,1B,7A, and 7B. No two directors in a region may come from the same local at any time during the tenure. Also, there will be one representative each from the following divisions: Principals/ Administrators, Education Support Professionals, Student Services, Retired School Personnel, and a Student Program representative.

Three committees have been set up under the Regional Leadership Teams purview: membership organizing, legislative, and communications. These committees will work to host, schedule, plan, and organize regional trainings for members to engage in. Be on the lookout for those opportunities. The new map of the regions can be viewed on the opposite page.

BECOMING A MORE ACTIVE MEMBER WITHIN NCAE NCAE has a long and rich history of standing up for public schools and the success of students. If you reflect on the NCAE core values you will find areas you believe in and can become engaged around. As public schools continue to face challenges, having a strong voice for strong public schools is more important than ever! NCAE 2.0 embraces the core values to make sure we are doing what is right for public schools and the educators who work in the school communites.

• NCAE Regional areas are now structured to enhance your communities based on need and goals within your geographic area. You have numerous opportunities to be involved in committees around membership and organizing, legislative, and communications. In addition, there will be various training and leadership growth opportunities.

• Summer Leaders Conference occurs in July of each year. This leadership professional development week is geared toward Local and Regional Leaders to gain insight into new strategies around organizing and connecting to members, and understanding how policies and legislation impact the classroom.

• Membership: There are many opportunities to help NCAE strengthen and grow the organization. You can serve as an AR in a school and help to sign up new members, you can help in the many phone banks and canvasses to our members to keep them up-to-date about what’s happening within the Association, or you can volunteer to help at new hire events, or to visits schools.

• Legislative: There are a host of ways to make a difference for NCAE when it comes to impacting the decisions being made that impact your classrooms, profession, and personal lives. You can serve as a primary liaison and vocal link between the Association and individual legislators. Legislative Contact Team members are knowledgeable of the NCAE Legislative Agenda and the work of NCAE’s lobbyists. You can participate in NCAE’s Lobby Days, write a Letter to the Editor, make a back-home visit to your lawmakers, or go to a school board meeting when an issue arises that impacts your school or classroom.

BECOMING AN ACTIVE MEMBER OF NCAE (cont.)

• NCAE Caucuses exist so that members who want a specific niche to become engaged over can find a group of like-minded members. The various caucuses can be found online under Get Involved. To name a few of the groups: Republican Caucus, Democratic Caucus, Black Caucus, Hispanic Caucus, NBCT Caucus, Young Educator Caucus, and Organize 2020 Caucus. These groups meet at least twice a year to discuss issues relevant to their community and introduce new business items for NCAE membership to engage in for public education.

• There are NCAE Divisions that afford members a connection to educators that have similar concerns and issues. The Student Services Division works with counselors, social workers, and media coordinators to address issues of concern and provide mini grants to members. The Principals/Administrators Division plans a statewide conference to address issues and provides a newsletter for administrators. The Student North Carolina Association of Educators Program (SNCAE) is an organization for students in undergraduate or graduate education programs that help students make a smooth transition from the campus to the classroom. The North Carolina Retired School Personnel (NCRSP) is a membership organization for retired education personnel.

Membership in NCRSP includes all categories of retired school system employees, both certified and non-certified and is organized into 97 local units and 15 geographic districts.

• L ocally, some associations have groups such as Under 35, Alive After 5, other committees and local professional learning communities to meet both academic and social needs.

DIVISIONS Principals/Administrators The North Carolina Association of Educators’ Division of Principals/ Administrators embraces the belief that public education is the foundation on which life’s successes evolve. The division works with local, state, and national affiliates to make sure all voices are at the table when public education and public schools are being discussed. The division believes that collectively we can unite and organize to be a reckoning force to ensure that the educational needs of students, staff, parents, and the community are our top priorities. Our division is on the front line fighting for the needs of our students and the rights of all educators.

The division’s Board of Directors is comprised of officers and regional representatives. The board meets quarterly and works on ways to fulfill the needs of division members. All meetings are open to members.

Education Support Professionals Division – ESPs More than four out of every 10 public school employees are Education Support Professionals (ESPs) who work together with teachers and administrators to help ensure the basic right of every child to attend great public schools.

Education Support Professionals perform a variety of jobs that promote quality education, foster positive learning environments, provide nutritious meals, and maintain safe and clean schools for all students.

NCAE helps Education Support Professionals to: • promote quality public education and public school employees at the state legislature • develop effective local, state, and national leadership • advocate for a living wage • advocate for quality professional development opportunities • support and promote safe and clean schools Fought for converting excess personal leave to sick leave; allowing personal leave to be taken if 5 days notice is given and sub is available (2007)

Student Services Division The Student Services Division is currently comprised of school nurses, school social workers, media specialists, physical therapists, school psychologists, school counselors, and curriculum coordinators. There are times when the needs and issues of these various professions are very different than those of teachers.

As a division, it makes certain that the issues and concerns of the various professionals are heard and addressed. The president of the Division represents you on the NCAE Board. Being a member of the Division, gives you the right to apply for Student Services mini grants that are made available to members.

The Division hosts an annual leadership retreat, a professional development conference, and an awards luncheon at the NCAE State Convention.

SNCAE The Student North Carolina Association of Educators program (SNCAE) is here to help students make a smooth transition from the campus to the classroom – giving them the edge as a teacher in those first years! SNCAE is an organization for students in undergraduate or graduate education programs. It is affiliated with NCAE and NEA. For SNCAE members, NEA dues are $15 and NCAE dues are $12. Local dues are set by the individual chapters at each college or university. When students join NCAE as a first-year teacher, they will receive a $20 rebate from NEA and a $10 rebate from NCAE for every year they were a student member. Just request a rebate form from the school’s Association Representative or contact the NCAE Membership Department at 800-662-7924.

NCRSP The North Carolina Retired School Personnel is an active aspect of the NCAE family. Retired NCAE members can continue to receive NEA/NCAE benefits, stay connected within their community with an Active Retired Group that often works with members in their school community. NCAE DEPARTMENTS Instructional and Professional Advocacy NCAE has long been a resource for high-quality professional development for members and their school communities. NCAE assists local associations, school systems, and individual schools with professional development opportunities in response to their targeted needs, such as team building, cultural competency, school improvement planning, and the N.C. Educator Evaluation System.

Workshops and trainings offered by NCAE meet the high-quality professional development criteria required by the N.C. Department of Public Instruction.

These sessions: • are grounded in scientifically based research and focused on improving student academic achievement • include activities that are high-quality, sustained, intensive, and classroomfocused • meet the North Carolina State Board of Education’s strategic objectives – supporting issues surrounding globally competitive students, addressing the 21st century professional, helping promote healthy and responsible school environments, and are innovative in practice with rigor, relevance, and building relationships • provide feedback and follow-up as our members’ time allows • are FREE to members within a local and free to a school where the administrator is an NCAE member The NCAE listing of professional development opportunities can be found online at www.ncae.org under Learning Opportunities.

Membership The Membership Department is responsible for managing member records, dues billing and collection, on-demand payments, working dues remittance, processing new member applications, creating and emailing e-cards as well as permanent cards. Through advanced technology, the membership department also sends out daily, weekly, and monthly reports to all local leaders and staff. The Membership Department also provides category information and requirements for all levels of membership and membership statistical information.

Communications The Communications Office articulates the Association’s values and goals through various external and internal channels. Communications is responsible for media relations, NCAE’s Web site, and social media channels including Facebook, Twitter, and YouTube, publishes the digital NCAE Newsletter, and executes other communications strategies.

Government Relations The Government Relations team is responsible for developing and executing NCAE’s legislative goals and strategies, including development of NCAE’s Legislative Agenda. In addition to lobbying the N.C. General Assembly, the Government Relations team also recruits members to serve on Legislative Contact Teams, coordinates political action campaigns, conducts policy research, and oversees NCAE’s Political Action Committee.

Business Office The NCAE Business Office is directly responsible for the effective management and reporting of Association finances. The Business Office bears the responsibility of receiving and accounting for all dues collected by the 115 school systems in the state on behalf of NCAE’s members. The Business Office establishes and communicates policies and procedures necessary to ensure the proper and efficient use of Association resources. The Business Office strives to maximize the efficient and effective use of the dues paid by NCAE members.

NCAE ADVOCACY CENTER NCAE can provide you with valuable information and knowledgeable answers to your questions and fast, easy, and expert assistance with employmentrelated concerns, including dismissal, discipline, contracts grievances, evaluations, salary, benefits, criminal allegations, etc.

If you believe your rights are being violated or your employment is in jeopardy, contact the NCAE Advocacy Center immediately for advice – don’t “wait to see what happens” or you may miss an important deadline.

Go online to www.askncae.org and complete a contact form, which will be reviewed by the attorneys and assigned to one who will get back to you within 24 to 48 hours. If you have an urgent issue or imminent deadline pending, call 1-855-ASKNCAE (1-855-275-6223) and leave a message on the Advocacy Center’s confidential hotline.

The Advocacy Center is staffed from 9 a.m. to 5 p.m., Monday through Friday, but you can submit your inquiry anytime, 24 hours a day.

NEA-NCAE Educators Employment Liability Insurance Criminal Matters (in connection with a member’s employment): A member who has been charged criminally for an incident occurring within the scope of his or her employment should retain an attorney to represent him/ herself against the charges. The NEA Educators Employment Liability (EEL) Program provides reimbursement of the attorney fees and expenses incurred by the member provided he or she is found not guilty, the charge is dismissed, or a threatened charge is abandoned by the police or the district attorney’s office. If the criminal matter involves the administration of punishment (e.g. corporal punishment), reimbursement may be allowed even if a person is convicted. Your UniServ director or local president will distribute the ELL cards at the beginning of the new school year.

Civil Matters (in connection with a member’s employment): A member should immediately report a civil claim to the school district since the district’s insurance would be the primary coverage. The member should ask the Central Office if he or she is covered by the district’s insurance and if the school district’s carrier will provide an attorney to defend the member. In most situations, the NEA EEL coverage becomes secondary coverage.

The member should also report the claim to NCAE as soon as possible so that the NEA insurance carrier is put on notice that a claim may be pending. The insurance company’s adjuster will contact the school system to determine if the district is providing an attorney. If not, the adjuster will determine the extent of coverage (if any) to be provided by the EEL carrier and, as appropriate, provide an attorney. Members do not retain their own attorney for civil matters.

NEA Attorney Referral Program NEA’s Attorney Referral Program provides eligible members with two free 30-minute consultations (on unrelated matters) per membership year (September 1 to August 31) and a 30 percent discount on the attorney’s usual fee. During the free 30-minute consultations, members may discuss any legal matter except income tax preparation.

The program is open to all active, life, support, or retired NEA members and to members’ spouses and dependent children.

NORTH CAROLINA FOUNDATION FOR PUBLIC SCHOOL CHILDREN

NCFPSC’s mission is to maximize the effectiveness of the public school system. The four program areas the foundation focuses on are: The Children’s Fund – Children often struggle in school because they don’t have money for eyeglasses, shoes, school supplies, and other basic necessities many often take for granted. NCFPSC was created to be the resource where public school personnel can seek help for K-12 student needs. Children’s Fund requests are submitted electronically by an active public school employee through the Foundation’s Web site – www.NCFPSC.org.

Literacy and Professional Development Grants – Named after former Governor James B. Hunt, NCFPSC awards a limited number of grants, up to $1,000 each, to school districts for projects that are either focused on improving literacy for students or allowing teachers to have access to quality professional development support. Applications are available at www.NCFPSC.org.

Parent Involvement Grants – NCFPSC awards a limited number of grants, up to $1,000 each, to school districts for projects that enhance parent involvement in their children’s education. Priority is given to low-wealth districts. Applications are available at www.

NC Teacher Cadet Program – North Carolina’s only long-term teacher recruitment program, Teacher Cadet is a high school course of study for juniors and seniors that will encourage them to consider teaching as a future profession. In essence, we are “Growing Our Own North Carolina Public School Teachers.”
