Members Call for “Schools Our Students Deserve” During NCAE’s Week of Action Members and educators across the state, along with public education supporters from the community, raised their voices in unison during NCAE’s “Schools Our Students Deserve” Week of Action to let lawmakers know they needed to increase perpupil spending and fully fund specials teachers in budget negotiations. Walk-Ins and town hall forums were coordinated by local affiliates, and the Association held a press conference and an Advocacy Day at the General Assembly – all scheduled in conjunction with National Teacher Appreciation Week (May 8-13). The final budget has been released, but more work is needed. Check out page 4 for more information.

Our Journey Continues As another school year winds down, the General Assembly remains in session haggling over the state budget and debating the future of public education in North Carolina.

The topics of per-pupil funding, instructional resources, and educator pay are prominent, thanks in large part to our Governor Roy Cooper, who released his budget earlier this year. His budget reflected his stated priorities of making North Carolina a destination state and taking care of all North Carolinians, particularly our public school children, by investing in educators and resources for the classroom. We should all be proud of the work we did together to get him elected as our governor. He has kept his promises and has worked hard to fight the anti-public education efforts, despite supermajorities in both legislative chambers.

Unfortunately, the House and the Senate chose to dial back Governor Cooper’s investments in public education and passed their own versions of the budget. We now wait for a conference committee to hammer out the final version, which will be sent to Governor Cooper for his signature. More detailed information on the budget process can be found on page four.

At the same time, the United States Supreme Court has been busy deciding some important North Carolina cases on gerrymandering and voter protection. First, the high court issued a ruling in Cooper v. Harris, which upheld a lower court ruling that congressional districts 1 and 12 were racially gerrymandered in violation of the law. Second, the U.S. Supreme Court, in Dickson v. Rucho, also threw out the N.C. Supreme Court's approval of the current legislative maps. The North Carolina Supreme Court (which now looks differently with NCAE-endorsed Justice Michael Morgan on the bench) will have to revisit the case in light of the Cooper v. Harris decision and decide whether the current maps pass legal muster. The U.S. Supreme Court also declined to hear a challenge to a lower court decision that struck down North Carolina’s voter ID requirements. These decisions are major victories in the fight for fair elections and set the stage for the work ahead of us.

While Campaign 2016 is in the books with many successes that have impacted the political and judicial landscape as noted above, we must prepare for the next campaign/challenge.

legislative districts, we may very well have a special election in 2017 in new redrawn legislative districts. This election will be crucial to continuing the transformation of North Carolina and protecting the future of public education. Even if there is no special election this year, Rachelle Johnson redrawn maps could pave the Executive Director way in 2018 to break a supermajority in one of the legislative chambers in the next election. So, we must be ready for the opportunity to take back the state Legislature.

In order to do that, we must be ready to do what we did in 2016 with much success, whether this year or next -- knock doors, make calls, and talk to our colleagues, family and friends about why they should vote for our endorsed candidates. We must be ready to screen possible candidates and move our endorsement process quickly so that we can get information out and mobilize for our candidates immediately.

We must build our PAC fund in order to have the resources available to support our efforts on the ground. If you do not currently donate to the PAC, please consider doing so. The NCAE PAC helps your Association impact the political process. If you currently contribute, thank you.

Until the next election, we must continue to advocate for what we believe in -- our students and public education. It will be crucial that your voices are heard by your legislators and that you are holding them accountable for what they are and are not doing in this year’s budget. Your voice can make a difference even if to provide notice that we are watching and waiting for the next election.

So, while you are making summer plans, please contact your state legislator and let him/her know what you are about and why and how their decisions impact you and your students. Visit them in Raleigh or in your home district. Your voice is the most important. Please make sure it is heard as they hammer out this year’s budget.

Final Budget Negotiations Being Hammered Out Just after midnight on June 2, the House approved its version of a $22.9 billion budget on a mostly party line vote of 80-31.

The Senate passed its version a few weeks ago, so budget negotiators are hammering out the differences between the two proposed budgets in hopes of sending a final budget to the governor by the end of the month. Most of the House budget was released last week. You can review those details in the May 26 Education Insight.

Earlier that week, the House unveiled its salary and tax proposals. The House is proposing salary increases ranging from .6 percent to 6.7 percent this year depending on years of experience. The average would be 3.3 percent. It’s unclear what the second year salary schedule increases would be. The House did not release a second-year schedule, but it did include a similar amount of overall funding in year two. That would mean average increases over a two-year period would be around 9.5 percent, the same as the Senate. Governor Cooper proposed increases totaling 10 percent over two years, an average 5 percent each year. Also, teachers with 27+ years of experience would be eligible for a $2,500 retention bonus in each of the next two years if they agree to teach for those two years.

In addition, the House would give $1,000 increases to educators paid on the state employee scale both this year and next year. The Senate proposed 1.5 percent increases or $750, whichever is greater. Additionally for bus drivers, there is a $16 million appropriation for DPI to figure out a formula for distribution by LEAs based on the number of hours of driving.

The House also proposes to study bus driver compensation this fall.

Principal pay would be calculated differently in the House and would consider students who receive free and reduced lunch as a factor. According to legislative staff, average increases this year for principals would be around 11.9 percent, but longevity pay would be rolled in until those increases, much like it is for teachers. Assistant principals will still receive their longevity in a separate bonus check. Assistant principals will receive an increase based on where they fall on the teacher schedule, plus 22 percent.

For retirees, there is a 1.6 percent one-time cost-of-living increase.

NCAE President Mark Jewell issued the following statement on the House proposal:

“Governor Cooper set a strong budget blueprint for investing in our students and educators without raising taxes. The House salary proposal is better than the Senate’s for our school personnel like teacher assistants and bus drivers and it recognizes the contributions of our experienced educators, but in many steps doesn’t even cover the costs of the health insurance premium increases. The House plan also provides a cost-ofliving increase for retirees, but it needs to be permanent. There is enough revenue to take the best of all the plans and make bolder investments in our public schools instead of tax cuts for the wealthy and corporations.”

As far as the House tax cut package goes, it would mean about $350 million less in revenue over two years and would lower the standard deduction on tax returns and make targeted business cuts. The Senate would continue tax cuts for millionaires and corporations to the tune of a billion dollars.

Democrats tried to pass several amendments to take away private school voucher money and direct it to fund specials teachers or textbooks and digital resources, but House leaders used parliamentary maneuvers to avoid a vote on those. There were a number of attempts to also increase funds for rural broadband.

With large surpluses the last three years, and an emergency savings account that will come in at $1.8 billion, more could have been done in this budget for public schools, educators, and working families.

MLK Scholarships Awarded to Three High School Seniors

The three $1,000 scholarships, awarded by the NCAE Human and Civil Rights Commission in honor of the life and legacy of Dr. Martin Luther King Jr., will help provide financial assistance for the recipients’ education beyond high school.

A student at Scotland High School in Scotland County, Shane Michael Dubbs plans to study engineering after graduation. He is ranked 18th out of a class of 384 students and maintains a 4.267 GPA. Described as a hardworking student leader, patient, and methodical, Dubbs said his connection with Dr. King became stronger while visiting the Lincoln Memorial during a school field trip. “I had the privilege of standing on the exact spot where Dr. King gave his ‘I Have a Dream’ speech with friends of all races.

Just like Dr. King, I have a dream that my young nieces will never be defined by the color of their skin. My hope is that others will get to know them for who they are and not judge them for what they look like. My dream is also to live with Dr. King’s passion, grace, respectful nature, and presence of power.”

Avae’ Johnson is a student at Wakefield High School in Wake County who wants to study fashion design. She has a commitment and passion toward her academic and professional goals, and has been recognized for her work ethic. A leader in her own right, Johnson said that she is grateful that the ideals and philosophies of Dr. King have influenced how she looks at the world. “To me, an inclusive society consists of building an environment where all citizens are valued equally for the contributions they make to create a better society. Dr. King was a huge advocate for citizens to be valued equally.

He has influenced me to always accept others who are different or have different values.”

The first in her family to graduate from high school and attend college, Hanna Nicole Miller has set high standards for herself to help pave the way for her younger siblings. Her dream is to one day earn a doctorate and advocate for others by helping them physically. “Both my mother and father have taught me that I have to work hard and never give up on anything I want,” said Miller, a student at Alexander Central High School in Alexander County.

“Dedication and hard work are the key aspects that I have obtained to help me strive to do my best and get me to where I am today.” As a biracial child, Miller said the philosophies and ideals of Dr. King have directly impacted her life. She feels if it weren’t for the life-changing moments during the Civil Rights movement, her mother and father would not have the beautiful marriage they have. Growing up in a predominately white county, being biracial had ups and downs, and dealing with discrimination was difficult. But, by learning about Dr. King and what he stood for, she wants to make a difference by helping others.

5 2017 Kay Trull Award Recipient

Lauren Sabo, an instructional coach at Clayton Middle School in Johnston County, is the recipient of the 2017 NCAE Kay Trull Outstanding Professional Educator Award, presented by the NCAE Center for Teaching and Instructional Advocacy. Named in memory and honor of long-time Haywood County educator Kay Trull, the award recognizes educators who go beyond the call of duty within their school community.

Lauded as a team player, as someone who is well respected, and as someone who is devoted to the improvement and growth of the school and its students and teachers, Sabo said her leadership journey began when she decided to work toward obtaining National Board Certification. “This process helped me to define myself as an educator, and helped me to realize the importance of teacher leadership, which pushed me beyond the walls of my classroom to make a greater impact. I haven’t always considered myself a leader, but I have always been dedicated to the education profession.”

Sabo’s role as a leader has grown extensively in the 18 years she has been teaching. She currently serves as vice president of the Johnston County Association of Educators, is NCAE’s representative for the NEA Common Core Working Group, and is former chair of the NCAE NBCT Caucus. “These opportunities have given me a perspective and vision for leadership that has strengthened my ability to serve as an instructional coach as I work to develop new teacher leaders.” She credits her accomplishments to being a member of NCAE, saying that it has given her power as an educator that may have gone untapped.

As the Kay Trull Award recipient, Sabo received a $250 prize and plaque.

“Charter-Like Flexibility” for Low-Performing Schools PROUD MOMENTS Wake County Members Awarded Prestigious 2017-18 Kenan Fellowships Teachers Leslie Horne of Holly Springs High School and David Sander of Wake Forest High School, are two of 28 from across the state who are recipients of 2017-18 Kenan Fellowships. They will spend at least three weeks of their summer interning with local experts in agriculture, telecommunications, nanotechnology, cell research, energy, computing, and other STEM fields.

Kenan Fellows Program internships give educators the practical knowledge and application to better prepare students for college and careers by showing them how STEM at work is relevant to STEM in school.

As Fellows, Horne and Sander will receive a $5,000 stipend and participate in 80 hours of professional development focused on project-based learning, digital learning, and leadership development. Educators who complete the year-long program remain in the classroom while growing professionally as part of a statewide network of teacher leaders.

Established in 2000 as an initiative of the Kenan Institute for Engineering, Technology & Science at N.C. State University, the Kenan Fellows Program addresses the critical need for high-quality professional development for educators, and is the largest (science, technology, engineering, and math) STEMfocused teacher fellowship in North Carolina.

Forsyth County Member Earns Top Honors at 2017 N.C. SMT Awards Brad Rhew, a teacher at Cook Literacy Model School in Winston-Salem, recently received a 2017 Burroughs Wellcome Fund Career Award for Science and Mathematics Teachers. The award provides $175,000 over a five-year period as well as professional development opportunities.

He was one of three teachers recognized at the 2017 N.C. Science, Mathematics, and Technology Educator Center Awards.

In February 2016, the N.C. Board of Education (SBE)

adopted a new policy for recurring low-performing schools.

The policy entitled: Reform for Recurring Low-Performing Schools is based on an existing Statutory Reference: G.S. 115C-105.37B and serves as a comprehensive effort to strengthen recurring low-performing public schools that have difficulties in positive student achievement outcomes. This reform policy provides autonomy to LEAs to raise academic standards, promote accountability, and provide greater competition and choice within the public schools with flexibility. This policy empowers LEAs and schools to make necessary changes to rigorously improve teaching and learning in classrooms, through efforts to keep schools safe; provide students extra help to master the basics; to increase parental and community involvement; to recruit, prepare, and provide continuing training to teachers; and reward excellence in teaching.

We know that all students can learn. We know and believe that every school can succeed if it has clear instructional goals and high expectations, as well as a safe and positive learning environment. We know that having parents/guardians involved in their children’s education, as well as community support, will help improve learning goals. When educators use proven instructional practices, are allowed to take risks and try new strategies, and have support of administrators, every student can reach high standards. The intention of the Reform Model policy is to encourage schools to consider the opportunity for reform utilizing one of the four Reform Models: Turnaround, Transformation, Restart, or Closure.

Here is an overview of the four reform models and what could occur if your school selects one (hopefully with input from the SIT): • Turnaround: Replace the principal; rehire no more than 50 percent of the staff; and grant the principal sufficient operational flexibility (including in staffing, calendars/time, and budgeting) to implement fully a comprehensive approach to substantially improve student outcomes.

• Transformation: Implement each of the following strategies: 1) replace the principal and take steps to increase teacher and leader effectiveness; 2) institute comprehensive instructional reforms; 3) increase learning time and create community-oriented schools; and 4) provide operational flexibility and sustained support.

• Restart: Convert the school, or close and reopen it under a charter school operator, a charter management organization, or an education management organization that has been selected through a rigorous review process.

Ways Educators Can “Rock” the Summer Break!

13 With summer just around the corner, it’s the time to make sure those sunny school-free days don’t pass you by. Make the most of this summer without blowing out the budget.

Staycations – Now is the time to make the most of your hometown and explore your own backyard. Choose your destinations and set aside a day to dedicate to a hometown adventure.

Keep Learning Alive – Though you may not be ready to say bye to summer, that doesn’t mean you don’t miss your students and the way learning encapsulates your life during the school year. Get your fix by creating fun learning opportunities for the kids in your life. Things like lemonade stands, a family book club, or field trip.

Plan Lunches with Your 9-5 Friends – Take advantage of your weekday freedom to get back in touch. It’s a nice escape from the office for them and an entertaining afternoon for you.

Become a Baseball Junkie – If you’re not usually a baseball fan, it’s a good excuse for an afternoon in the sun or evening under the lights, not to mention the tasty snacks! Local semi-pro teams also offer the same good times for a much smaller price tag.

Enjoy the Outdoors and All It Does for You – Most educators don’t get nearly enough sunlight, fresh air, or exercise. More sunlight benefits you physically and helps ward off depression.

Get out from behind the computer and spend at least a part of your break outdoors.

Get Back Into an Exercise Routine – Summer is a great time to get back into walking, biking, jogging, or playing outside with the kids. And when the heatwave season hits, it’s all about swimming, boating, and any activity you can do in the water.

Take Advantage of Free Festivities – Put together a calendar of all the fun, free events around town so there’s always an option when you find free time.

Read Your Way Through Book Shelf Backup – Reading is a relaxing, guiltfree way to unwind.

Saving wishlists on Amazon or Goodreads.com can be a great way to keep track of books you want to read.

Make Progress in Professional Development – Figure out what continuing education you need for your credential/license and take care of a few hours when you’re not busy with school work.

Spruce Up Your Happy Home – Tackle a small project or two while you’ve got the time. Check out places like Home Depot, the Container Store, and Lowes for educator discounts.

Get a Head Start on the School Year – Taking a few hours a week to think about the school year, plan your classroom setup, or prepare for the first few units will make the transition in August/ September that much easier.

Volunteer/Local Break Out – Try volunteering for local programs through your park or religious organization. For more excitement, volunteer with a local Habitat for Humanity program to really feel like you’ve accomplished something.
