Together, We Will Get Through This!

What a difference a few weeks can make! In the course of less than a month, we have gone from being able to freely move around and live our everyday lives to staying at home due to the COVID-19 pandemic.

The changes and restrictions we find ourselves under occurred quickly, but we are adjusting. Our new normal finds us having to socially distance ourselves from our loved ones, our friends, our colleagues, and our students.

But through it all, you, our members, are ensuring that those children you love so much continue to be educated and fed. You have rolled up your sleeves like never before to rethink and retool how things were done in your schools. You have creatively come up with ways to teach them and keep them mentally stimulated using technology and social media. Some of you have even taken the time to drive through neighborhoods where your students live and wave to them through your car window to let them know how much you care and miss them!

We as the leadership team here at NCAE want to let you know that we are proud of the many ways you have stepped up and will continue to step up until we make our way out of this darkness and back into the light. But that’s what educators do, isn’t it? We make a way out of no way, we persevere when things get tough, and we unite and organize for Strong Students, Strong Schools, Strong Communities!

Just like all of you are working on behalf of your students and schools, NCAE continues to work on your behalf. Some may think that the Association is not doing anything during this time of crisis but it is quite the opposite. We are having conversations with our education partners on a regular basis to ensure that you and your students are taken care of until some semblance of normalcy occurs. We are in constant contact with

Governor Cooper’s office, the State Board of Education, the North Carolina Department of Health and Human Services, lawmakers, and others. These relationships that we have forged gives us the ability to influence policy-makers and have those conversations on your behalf. Our ability to reach out and leverage those relationships puts the Association in a position to have a voice in obtaining what is in the best interest of our members and public education.

The strides that have been made thus far have not happened overnight. There have been times when we have had to take a breath and be patient, but we did not give up until we were heard and our suggestions heeded!

And, know that the NCAE staff is also working diligently to assist members in any way they can. Although they are working remotely, they can be reached via phone or e-mail in an effort to help move the mission of the organization forward. Please continue to reach out to them as you normally would, and they will be there to provide information, support, and advocacy to each of you.

We know how important communication is during a crisis, so we are doing our best to provide you with daily updates of the changes being made and the policies being put into place. We have also created a COVID-19 resource page, housed on the NCAE website, that serves as a clearinghouse of vetted coronavirus information that will be updated regularly. In addition, we are working to personally touch each of you via a text, e-mail, or phone call to check in and help assess situations that may arise.

The times may be trying, but we are going to get through this. And we are going to do it together! One of our greatest strengths is the connection we have with each other – now is no different. Please continue to take care of yourselves and your family, and know that we are doing everything we can to support and assist you. Stay safe and stay well.

Members Share Their Feelings, Thoughts About COVID-19 Crisis Just a few weeks ago, each of you were going about your daily lives — interacting with students, planning lessons, preparing nutritious meals, transporting students to and from school, etc. Now schools are closed, you and your students are working and learning from home, and the uncertainty of COVID-19 is keeping all of us wondering and looking for answers. The News Bulletin is usually a source of Association information, but we wanted to give you a platform to express your thoughts and feelings about our present situation. Here is some of what you had to say:

“A lesson I think the education community can learn from this disruption is to always be prepared and have a back-up plan. I ensured my students had open Internet access with each quarter. They have everything they need at their fingertips and relatives can assist them. I have ways to communicate with parents and I would like to assist new teachers with simple ways they can assist their students and family.” — Yetta Williams, Durham County

We’ve had to discuss our ‘big rocks’ that involve a couple of days at the beach during the summer and whether or not we will be able to afford sending our daughter back to UNC-Asheville for her senior year.” — Kevin Vickers, Union County

“Working from home has its challenges. Pajamas at work isn’t terrible. The isolation part is the worst. Having to see our kids and how worried they are through the computer is sad.” — Christy Cor, Buncombe County

“I will learn and use Canvas as the base of operations for my hybrid courses. When class starts, students will know to go to our online classroom to do their bell ringer or first activity. I can record myself on my Smartboard when I lecture, and then save that to that day’s online classwork. I can put assignments that are auto-graded or I grade and they go straight to Power School. Students will become more and more proficient at online learning, which they will do often if they go to any type of college program.” — Doug Stalls, Moore County

“I believe the greatest issue now is getting students to work from home.

I believe it changes the idea of homework not being a common practice. Students have to do work at home or they will be behind. Also, as teachers can work from home, I believe many more will do so if the subject allows. For students it could mean a four-day face-to-face and one day at home of instruction. Coronavirus (COVID-19) Legal FAQ for Educators Emergency Sick Leave North Carolina State of Emergency COVID-19 Sick Leave On March 27, 2020, the North Carolina State Board of Education (SBE) authorized the State of Emergency COVID-19 Sick Leave (State of Emergency Leave) policy in response to the COVID-19 pandemic. Under this policy, leave is available to employees of districts/Local Education Agencies (LEAs), the Innovative School Districts, and regional schools, who are unable to work as a result of COVID-19.

The policy encourages public schools to provide staggered schedules, or remote and teleworking opportunities, if feasible, to “limit the spread of COVID-19, as well as allow the continuation of salary and benefits” for employees. LEAs are also encouraged to adhere to the Center of Disease Control’s and N.C. Dept. of Health and Human Services’ guidance on “maximizing social distancing” and taking other measures to reduce the spread of COVID-19, when requiring employees to report to work at a designated worksite.

The State of Emergency Leave is applied based upon the below definitions of employees: 1. Mandatory Employees: Employees who are directed by their supervisor to report to work at a designated worksite other than their personal residence at regular and specific dates and times. a. Most mandatory employees are not eligible to telework or perform their duties from a remote work location.

2. Non-Mandatory Employees: Employees who have not been directed by their supervisor to report to work onsite at any particular date and time. a. Non-mandatory employees may continue to be assigned work and are expected to telework if possible.

3. High-Risk Employees: Employees over 65 years of age; have an underlying health condition; or a weakened immune system; or identified by state or federal health authorities as high risk, or caring for someone at high risk. a. Employer shall provide teleworking opportunity if feasible for High-Risk Employees. b. If the employer determines that teleworking is not feasible for a High-Risk Employee, they are eligible for leave under this policy.

The below information addresses educators’ questions regarding the State of Emergency Leave.

1. Am I required to use a full day of leave, or can I use leave in increments?

You may use leave in hourly increments, pursuant to the policy.

2. Do I qualify for the State of Emergency Leave if I was on leave prior to April 1, 2020?

Yes, if your leave started on or after March 16, 2020, as a result of a COVID-19 related illness or symptoms, or you were caring for a child or elderly dependent with COVID-19 related illness or symptoms, you may qualify.

You may also qualify if you were caring for a child or elderly individual because of a COVID-19 closure of their care facility. If you are eligible for leave, you may receive up to ninety-six (96) hours of State of Emergency Leave, which can be applied retroactively, for the period of March 16 – March 31, 2020.

3. Are substitute teachers eligible for State of Emergency Leave?

No, unless they are classified as a temporary employee, usually as a result of a long-term assignment. Contact the Advocacy Center for further guidance.

4. Is the State of Emergency Leave permanent?

No. This leave is for the period covering April 1 – April 30, 2020, however, it may be extended by the State Board of Education.

5. How do I apply for the State of Emergency Leave?

Notify your supervisor of your need for leave, in writing if feasible, and apply with your Office of Human Resources. If you are denied leave but believe you are eligible for the State of Emergency Leave under these provisions, contact the Advocacy Center for assistance.

Coronavirus (COVID-19) Legal FAQ for Educators Leave, Pay, UI Insurance On March 23, 2020, Governor Cooper issued Executive Order No. 120, in response to cases of the Coronavirus Disease 2019 (COVID-19) in North Carolina. The Order prolonged the closure of all public schools for students until May 15, 2020, unless extended beyond that date.

The below information addresses educators’ Frequently Asked Questions (FAQs) and concerns, based on our best knowledge to date.

1. Will we get paid while schools remain closed through May 15 as a result of COVID-19?

Previous guidance from the North Carolina State Board of Education (SBE) stated that between March 16 to March 30, 2020, all staff who remain in work status are eligible to be paid. On March 24, 2020, during the NCAE member-only telephone town hall, Governor Cooper stated that he “wants to make sure that all of our school personnel continue to get paid during this crisis.” Compensation for all educators, including Education Support Professionals (ESP), remain high the list of priorities for NCAE; hence, we are committed to advocating for salaries and benefits to remain intact during school closure.

2. If I am unable to work [or telework] due to illness, or the need to care for a child or individual, as a result of COVID-19, can I get paid?

You may be eligible for leave and receive full or partial compensation for a period of time as stated below.

I. The Family First Coronavirus Response Act (FFCRA) was passed by Congress, and signed into law by the president last week. The law has two provisions which go into effect on April 1, 2020, and may be used together: The Emergency Family and Medical Leave Expansion Act and the Emergency Sick Leave Act. The FFCRA provides employees with leave if they are unable to work [or telework] as follows: a. “Two weeks (up to 80 hours) of paid sick leave at the employee’s regular rate of pay,” if an employee is unable to work because they are quarantined as a result of a “Federal, State, or local government order or advice of a healthcare provider, and/or experiencing COVID-19 symptoms and seeking a medical diagnosis;” or b. “Two weeks (up to 80 hours) of paid sick leave at two-thirds the employee’s regular rate of pay,” if an employee is unable to work because of “a bona fide need to care for an individual subject to quarantine” as a result of a “Federal, State, or local government order or advice of a healthcare provider, or to care for a child (under 18 years of age) whose school or child care provider is closed or unavailable for reasons related to COVID-19, and/or the employee is experiencing a substantially similar condition;” and c. “Up to an additional 10 weeks of paid expanded family and medical leave at two-thirds the employee’s regular rate of pay,” if they are employed for more than 30 calendar days, and unable to work due to “a bona fide need for leave to care for a child whose school or child care provider is closed or unavailable for reasons related to COVID-19.”

II. Educators may be eligible for Voluntary Shared Leave (VSL) if they are permanent employees, and either they, or their immediate family member, have a serious medical condition, and meet the requirements for VSL. You may request leave from your Office of Human Resources. Leave under this section is voluntary and at the discretion of employees who desire to share.

3. Can I apply for unemployment if I am unable to work due to COVID-19?

On March 17, 2020, during a press conference announcing Executive Order No. 118, Governor Cooper stated that people who are out of work due to COVID-19 should be able to apply for unemployment benefits. Governor Cooper ordered the Department of Commerce (agency responsible for administering unemployment insurance benefits) to bypass strict requirements to receive unemployment insurance benefits, including: the one week waiting period for benefits, the able and available work requirements, and the work search requirement.

Convention Business Continues Despite Coronavirus Disruption Due to the Coronavirus outbreak, the NCAE leadership canceled the NCAE Convention that was scheduled for April 3-4 in Greensboro. However, some of the work that would have taken place from the convention floor moved forward despite the disruption.

Preparations are being made for delegates to vote electronically on the three constitutional amendments that were put forth at the 2019 convention. Delegates, in addition to the general membership, have also had the opportunity to hear from the candidates running for the NCAE/NEA offices of president, vice president, and NEA director via conference call.

connection for state, regional, divisional, and local candidates, beginning 7 p.m. April 4 and concluding at 11:59 p.m. April 14. The list of state and regional candidates can be found by clicking here. Instructions will be e-mailed to every member on how and what is needed to vote. This year, the Association celebrates the 50th anniversary of the merger between the North Carolina Teachers Association (the black organization) and the North Carolina Education Association (the white organization) to form NCAE. This commemorative event was scheduled to take place at the convention but has been rescheduled for a date yet to be determined.

Member’s Attitude Serves as a Lesson for Students At Davis Drive Middle School, one teacher has overcome significant challenges with a cerebral palsy diagnosis. Now he’s using his experience to give his students critical life skills.

He steps with joy, and speaks to everyone with kindness. Wesley Barnes loves coming to Davis Drive Middle School every day.

“I don’t feel like it’s work. I’ve been here for 21.5 years and I have not come to work not one day. Even when things aren’t perfect. It doesn’t feel like work.”

Barnes teaches career and technical education. His job is to prepare his students for life. “If you need me call me before you make mistakes.”

One of his biggest lessons is having a good attitude, no matter what! “I have CP. And in the early part of my life I couldn’t walk. So, when they [students] talk about ‘that’s not fair,’ life isn’t fair. It’s all about your attitude. It’s not how you behave when you win; we all win well. It’s how you behave when things don’t go your way.”

Barnes models these traits in

everything he does and hopes to be a role model for his students.

“A lot of people have invested in me, to get me right here. So, I have fun at it because I don’t know when it’s going to end. So, while I’m here I’m going to make the most of it.”

It’s because of his passion and perseverance that Wesley Barnes was named WRAL Teacher of the Week!

Cumberland Co. School Receives “Makeover” from SNCAE

A revamp of the teacher’s lounge, refreshing the grounds, and the creation of a new “mindfulness” room were a few of the beautification projects that members of the Student North Carolina Association of Educators (SNCAE) took on recently at Ashley Elementary School in Cumberland County as part of its “Outreach to Teach” program.

“SNCAE has several core values and one of them is community outreach,” said Lauren Hall, a student at UNCGreensboro who serves as the state vice president. “We love to reach out to local schools and make a difference. One of

the requirements for the project is to enhance a Title 1 school. This means a lot because otherwise the school may not have received this makeover without our help. It’s exciting knowing we can make the school more comfortable for students and staff.

Also, it gives us an opportunity as chapter members to make new friends and have fun while knowing we made a difference.”

More than 30 students from colleges and universities across the state participated in Outreach to Teach. This it the fifth year of the event.

Students and staff at Ashley Elementary returned on Monday, March 9, to see that their school had received a muchneeded facelift both inside and out!

Justin Parmenter, a member who teaches at E.E. Waddell Language Academy in Mecklenburg County and staunch advocate for public education, is the recent recipient of the Sunshine Day Award, presented by the North Carolina Open Government Coalition for his use of public records in researching the state’s controversial Istation contract.

It was his quest to learn more about the contract, which began last year during the summer break. “I dove into it and started making connections and trying to get people to talk to me,” he said. “It was a learning experience to me.”

Parmenter filed requests for several reports, and penned e-mails and text messages related to the Istation contract dispute. Last July, Istation filed a ceaseand-desist order against him and others who were writing or speaking against the contract.

Plans for NCAE Headquarters to Relocate in the Works A Message From NCAE President Jewell (March 9, 2020)

Dear Members, As you have likely heard by now, NCAE is under contract to sell our headquarters building in downtown Raleigh. It is fitting that in this, our 50th anniversary year, we are embarking on a new adventure designed to take a bold look forward to the next 50 years of advocacy and service to North Carolina’s educators.

To that end, as members and stakeholders in this process, it is very important that you be kept as up-to-date as possible about the next steps in the building sale process. We have progressed to the place where the Board of Directors is comfortable publicly announcing the sale, which will happen later this week. At that time, you will likely be reading and hearing about some of the details in the media, but I wanted you to hear it from me first.

The sale of our Headquarters Building will be finalized by early summer, and we will be moving to a temporary home in August. In the meantime, we will be completing listening tours throughout the state to hear from you, our members, on what you are looking for in our next permanent home.

I understand that for some of our life-long members, this can be an emotional time. It is only by building on the visionary leadership and dedicated commitment of members and leaders that we have been able to get to this point, but the sale will allow us to honor the legacy of the past, while investing in the future of education in North Carolina.

Forward thinking, strategic planning, and sound execution have allowed NCAE to stay true to its mission for half a century, and grow into the state’s largest advocacy organization for public school educators, and this sale will allow us to continue our mission well into the 21st Century. Our success is your success, and we cannot take our eye off the prize for a second. 2020 will be a momentous year for NCAE, and I look forward to taking this next major step with all of you.

It’s Tax Season…Extensions, Scams, and Beneficial Deductions

April 15 Tax Deadline Extended Due to COVID-19 During an address to the nation on March 11, 2020, President Trump instructed the Treasury Department and the IRS to extend the April 15, 2020, deadline for filing federal income tax returns for those affected by coronavirus. People will have until July 15 to file their taxes without penalties or fees if they owe $1 million or less. The change is only effective for this year. For more information, visit www.irs.gov/coronavirus. The state has not yet announced an extension to filing, just paying.

Beware of Tax Time ID Theft Just when you thought that you’ve done all that was needed to file your taxes this year…you get an URGENT email from the IRS that something is wrong and you must reply right away. Don’t!

Phishing emails and text messages are the preferred forms of communication for a variety of recent tax time scams.

While they may appear to come from the IRS, they are actually designed by scammers to: •Lure you into clicking on malicious links that install malware capable of stealing the personal information on your computer, smartphone or tablet •Have you provide “missing” personal information, such as your social security number

•Pay them via a wire transfer or preloaded debit card with a threat of arrest if you do not comply Scammers and thieves know that we have been “trained” to fear the IRS and they prey on our emotions. Over the years, many taxpayers have encountered individuals impersonating IRS officials – in person, over the telephone and via email.

What you should know…the IRS doesn't initiate contact with taxpayers by email, text messages or social media about a tax bill/refund or to request personal or financial information. This includes requests for PIN numbers, passwords or similar access information for credit cards, banks or other financial accounts. In fact, the IRS initiates most contacts through regular mail or “notices” delivered by the United States Postal Service.

•Forward an unsolicited email claiming to be from the IRS, or an IRS-related component like the Electronic Federal Tax Payment System, to the IRS at phishing@irs.gov.

•Report phone scams to the Federal Trade Commission.

Use the “FTC Complaint Assistant” on FTC.gov. Please add "IRS Telephone Scam" in the notes.

While the IRS has instituted new programs and resources to try and prevent tax ID theft, they warn that crooks continue to find new, more sophisticated ways to capitalize on our money.
