Northbrook Park District
Letter from the Executive Director
Dear Northbrook Park District residents,
Summer is around the corner, and I am excited to invite you to make the most of the Park District’s many offerings during the warmer months
Spending time outdoors, particularly in green spaces, has numerous health benefits, including improving mood and reducing stress levels . In fact, just 20 minutes a day spent outside can do that!
Here in Northbrook, we are proud to provide our community with a beautiful array of parks, ranging from small neighborhood gems to large community spaces
Two parks in particular host a variety of summer events: Village Green Park, located among the businesses and restaurants of downtown Northbrook, and Techny Prairie Park and Fields, which combines the beauty of nature with the excitement of ball fields and sports activities
Summer is a prime time for community gatherings, and as always, you can count on the Park District to offer some of the most entertaining and high-quality events across the suburbs
My favorites include our Tuesdays in the Park concert series, which has become a staple for the Northbrook community, and our newest event, Grapes on the Green, offered with the Village of Northbrook, where adults can gather for an enjoyable afternoon of music and wine tastings .
My family also loves spending time at the Park District pools, and this year we are especially looking forward to checking out the renovated Meadowhill Aquatic Center
And of course, our annual Fourth of July festivities — including the annual Liberty Loop and Lap, parade and fireworks — are always a wonderful time to relish the spirit of community
I am also pleased to report that the Northbrook Park District continues to demonstrate a longstanding commitment to fiscal excellence .
Earlier this year, the Park District once again received Aaa credit rating from Moody’s Ratings, as we have since 2007 This is a testament to our staff’s collective hard work and our Board of Commissioners’ longstanding commitment to setting the course for judicious fiscal policies
With Aaa credit rating, the Park District can ensure the highest levels of financial stewardship as we moves forward to support capital improvement plans, including the upcoming renovations at the Leisure Center .
This exciting project will give a much-needed facelift to the Leisure Center, which was built in the 1960s and needs upgrades to elevate this important recreation hub to better serve the community
Another upcoming project currently in the planning stages is the 2026 renovation of West Park, thanks to a significant grant from the Illinois Department of Natural Resources .
This large community park provides 24 acres of open space and recreational amenities, and the upcoming work will ensure that it is an integral and accessible community location for recreation and outdoor enjoyment for generations to come .
Meanwhile, I wish you a fantastic summer, and I look forward to seeing you in the parks!
Warmly,
Chris Leiner, Executive Director

Financial stewardship
Continuing an enduring tradition of fiscal excellence, the Park District earned recognition for its dedication to financial stewardship
The Park District was once again assigned the highest credit rating, Aaa, by Moody’s Ratings
Northbrook was among only 12 park districts, out of 105 total park districts in Illinois rated by Moody’s, holding the Aaa rating — the highest among the credit rating agency’s 21 notches — at the beginning of the year .
Northbrook was the first park district in Illinois to be rated Aaa by Moody’s, and has maintained that over the last 18 years .
The achievement is a result of the Park District’s collective efforts in ensuring healthy reserves and liquidity to support future capital investment projects and long-term financial planning
With Aaa credit rating, the Park District can ensure the highest levels of financial stewardship as it moves forward to support its capital improvement plans
The Park District also was once again awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada (GFOA)
The award recognized the Park District’s annual comprehensive financial report for the fiscal year that ended December 31, 2023
The Park District has received the award every year since 1993, a testament to its commitment to adhering to the GFOA’s best practices and transparency standards in financial reporting
IMPROVING COMMUNITY SPACES
West Park
The Park District was awarded a $600,000 grant from the Illinois Department of Natural Resources to fund improvements at West Park, one of our largest and most popular community parks .
West Park, located at 1730 Pfingsten Road behind the Northbrook Sports Center, was originally built in 1965 .
The grant from Open Space Lands Aquisition and Development (OSLAD) program will help fund a project that will feature the renovation of the playground — including the installation of synthetic turf safety surface — three tennis courts, one sand volleyball court and segments of the existing trail Improvements will also include the addition of a picnic shelter, segments of trail to create a two-thirds mile continuous loop within the park, a multi-use sport court and native plantings
The total cost of the project is estimated between $2 million and $2 .2 million . Planning and bidding are taking place this year, with the start of construction expected in 2026
As with any project of this size, the Park District sought input from the community through an online survey and in-person meetings Watch for additional input opportunities this year .
Heritage Oaks Golf Club
The Park District is planning to add shade structures at the Practice Range, Academy tee and the bag drop area at Heritage Oaks Golf Club
The primary project is the addition of five 20-foot-wide shade structures with an aesthetically appealing style that complements the clubhouse and range building architecture Additionally, a 100-foot-wide shade is planned for the east end of the range for the Academy tee, and an 18-foot-wide cantilever shade is planned for the bag drop podium area
The goal is to increase customer comfort during hot summer days Temperatures are estimated
to drop by 15 to 30 degrees underneath the shaded areas, where customers will also have better visibility for phone and tablet screens when utilizing the TrackMan Range app on sunny days
Techny Prairie Park and Fields
The Park District is planning to resurface and replace about ¾ of a mile of multi-use trail at Techny Prairie Park and Fields
The project will be funded by a Bike Path Grant of $200,000 through the Illinois Department of Natural Resources (IDNR)
The most recent major renovations at Techny Prairie Park and Fields took place in 2006, with some portions of the trail dating back to the late 1980s .
The goal of this project is to ensure the trail remains in good condition and is available to park visitors for years to come, offering equitable access to open space, nature and physical and mental wellness
Project planning is taking place this year, with construction expected in 2026
Wood Oaks Green Park
The south parking lot of Wood Oaks Green Park will be upgraded with replacement of the asphalt pavement and 10 inches of base stone, and improvements will be made to the circle drop off areas for better traffic flow
The project is slated to begin in August and will last approximately six weeks .
Wood Oaks Green Park has a large sled hill and offers catch-and-release fishing at Lake Shermerville . The park features a playground, eight tennis courts (four can be used for pickleball) and a scenic 1 25-mile walking/ jogging trail .
This is a popular park for weekend picnics and for Park District baseball and soccer programs

LEISURE CENTER RENOVATION
The renovation of the multigenerational spaces inside the Leisure Center is expected to start this fall
The 40,000-square-foot Leisure Center, 3323 Walters Avenue, serves as the headquarters for the Park District’s recreation programs for children and adults, hosting Sunshine Preschool, the Senior Center and the Northbrook Theatre .
Dating back to the 1960s, the building used to hold the former Indian Ridge School and was acquired by the Park District in the 1980s .
The facility needs to be renovated and upgraded to extend its lifespan and boost the Park District’s ability to meet the needs of the community
The cost of the project is currently estimated at about $12 1 million, and will be partially funded by a $2 8 million grant from the Park and Recreational Facility Construction Act program administered by the Illinois Department of Natural Resources
The project will feature functional upgrades catering to all users and elevating the interior of the building with a more open and inviting feel
There will be an improved and welcoming main entrance, an enhanced lobby with new reception area and expanded hallway spaces
The building will feature all new exterior windows and façade improvements, and classrooms will

the classrooms, demonstration kitchen and multipurpose rooms, including the addition of a fireplace The bathrooms will be renovated, and technology will be added throughout the building to augment meetings, presentations and special events
The Northbrook Theatre will have a designated entrance with a new direct outdoor walkway, along with upgrades to the smaller theatre space as well as the lower-level green room, dressings rooms and costume area
Safety enhancements will include a designated access point for the early childhood area and improved wayfinding signage . The work also will upgrade the building to current ADA standards, including accessible bathrooms in the early childhood classrooms
During construction, all programs that typically take place at the Leisure Center will be relocated to other Park District facilities as well as a few additional locations in the community .
Sunshine Preschool will be held at the Sports Center The preschool’s furniture and materials will be moved to the new temporary location to ensure a familiar and welcoming environment for children and families
Adult and senior programs, including drop-in programming, events and wellness, will be held at other Northbrook Park District facilities, including Village Green Center, Techny Prairie
MEADOWHILL AQUATIC CENTER
This summer, patrons will enjoy an enhanced pool experience at Meadowhill Aquatic Center (MAC), which will reopen in June after a nearly $2 6 million renovation
MAC offers four separate outdoor pools: a lap pool, a children’s water playground, a diving area with three boards and a pool with tube and body slides
The construction project — which included exterior, interior and mechanical upgrades — began in August 2024 after the pool closed for the regular season Funding included a $600,000 Open Space Lands Acquisition and Development grant from the Illinois Department of Natural Resources .
The project’s exterior improvements include the effective doubling of shaded seating on the pool deck, which patrons will especially enjoy, said Northbrook Sports Center Manager Joey Sanchez .
Patrons will also appreciate our refreshed locker rooms, which were repainted and will feature two new gender-neutral family changing rooms . One of the changing rooms includes an adult changing table, a fundamental aid for adults with disabilities or mobility limitations and their caregivers
In addition, the lobby will have a new layout that includes direct access to the pool deck, allowing

PROJECT UPDATE
for a seamless experience after check-in
The project also included new signage, the replacement of some pool deck concrete, the installation of a updated fire suppression system and upgrades compliant with ADA requirements
The project features extensive upgrades to the mechanical equipment that pumps, filters, circulates and heats the pool water while a new first aid room and guard break room will enhance the safety of both patrons and staff
All these features will provide an even more enjoyable and family friendly experience for the community .
MAC is part of the 32-acre Meadowhill Park, which also features five baseball diamonds, seasonal soccer fields, football fields, a lighted basketball court, the Ed Rudolph Velodrome and an outdoor ice rink that also offers pickleball in the warmer months .
The Park District purchased the land in 1958 from the Society of the Divine Word, selling a portion to Northbrook School District 28 for the construction of the junior high school
The Park District began developing the property in 1960 In the late 1980s, the original Meadohill Pool was replaced with four new pools, acquiring the name Meadowhill Aquatic Center For more information about

Lightning Warning Systems
The Northbrook Park District has two lightning warning systems One is located at Heritage Oaks Golf Club with ancillary units at West Park and Wood Oaks Green Park The other unit is located at Techny Prairie Park and Fields with ancillary units at the Chalet in Meadowhill Park and Village Green Park
Strike Guard monitors cloud and cloud-to-ground lightning The lightning warning system will activate when there is an immediate lightning threat in the area . When this occurs you must seek shelter immediately The unit will deactivate when the immediate threat has passed
Activation (an immediate lightning threat is present)
One uninterrupted (15-second) siren will sound and a strobe will flash .
Deactivation (the system has determined conditions are safe)
Three 5-second blasts will sound and the strobe will go off
Testing takes place on Tuesdays at 9:30am for the lightning systems. Be sure not to confuse testing with an actual alarm! Testing will not take place if there is threatening weather .
Visit nbparks.org/status for more information .
