Gwendolyn Rogers
President, The Cake Bake Shop Born in New Orleans, Louisiana, Gwendolyn Rogers had a tough childhood. Coming from a torn family, and growing up in a dysfunctional home, she was forced to raise herself. She grew up in Sun Valley, Idaho, from elementary school through high school graduation. Her first job was at 13 cleaning the movie theatre. All through school she had multiple restaurant jobs as a prep cook, busser, dishwasher, cook, waitress and hostess. She would get herself to her job before and after school on her bike, even when it was snowing. Gwendolyn wanted to be a photographer, so when she graduated from high school, she moved to San Francisco to attend the San Francisco Art Institute. She put herself through college, working double shifts waiting tables. But she soon fell so far behind in her studies and, with the overwhelming costs of tuition, she could not keep up. She had no choice but to leave the college program. Gwendolyn then moved to Seattle, Washington, where she got a job at a modeling agency as a booker. With the loss of her brother and the loss of her distant father, the only place where she found happiness, solitude, and peace was in the kitchen. In 1987, she moved to Los Angeles, where she worked as an agent and casting director at a male modeling agency. She met her husband in 1990, and they were married in 1995. They moved back to Sun Valley, Idaho, and had three boys, all the while cooking for her family and friends. They decided to move to Indianapolis after the passing of her father-in-law and the horrible event of 9/11. She was in her late 40’s when they started over, moving to a new city with three little boys. She didn’t know anyone and didn’t want to make new friends. That is when she decided to act on her passion for baking and cooking and began to bake full time. She outgrew her tiny kitchen after baking out of their rental house for eight years. With no money to invest into opening a retail shop, she went from bank to bank being turned down for a loan. After two years of trying, one bank finally decided to give her the chance. They granted her a loan for $300,000 that she would have to pay back within three years. She found an old, dilapidated house in Broad Ripple Village on Carrollton Avenue, around the corner from where they lived. The owner of the building agreed to let her turn it into a bakery. She was hoping this cake shop idea would be strong enough to keep her family from going bankrupt. Two years later, after designing, remodeling, and building, she opened her first Cake Bake Shop. With the success of the business, she paid off her first bank loan within the first year of opening her Broad Ripple Village shop. (continued next page) 10 | 2023 NAWBO INDIANAPOLIS VISIONARY AWARDS

Anchor, FOX59/CBS4 Born and raised in Indianapolis, Indiana, Alia Blackburn is proud to be from
the Circle City and excited to be back home. Having served a decade in the
journalism industry, she is an award-winning and Emmy-nominated anchor for
FOX59/CBS4, where she joined the team in April 2021. Prior to that, she spent
seven years in Terre Haute, Indiana, where she worked a variety of roles for the local CBS and FOX affiliates.
Alia is a 2013 graduate of Ball State University and a 2009 graduate of Ben Davis High School,
where her passion for journalism started. She is also a member of Alpha Kappa Alpha Sorority, Incorporated, and enjoys giving back to her community through the sisterhood.
Alia has been married to her husband, Aaron, for three years (Nov. 2020). Together, they share two dogs, Carmelo and Griffey.

This Carmel location is booked 3-6 months in advance! Gwendolyn is so excited to be bringing one of her restaurant and bakery experiences to Disney. It is a dream come true, and she is so excited to share her concept with all the Disney guests. The Cake Bake Shop by Gwendolyn Rogers is soon opening a new location in Disney’s BoardWalk Resort in Walt Disney World,® Florida.

NAWBO Celebrates the 35th Anniversary of Historic Passage of H.R. 5050 On October 25, 2023 the National Association of Women Business Owners (NAWBO) celebrated the
35th anniversary of the historic passage of H.R. 5050, The Women’s Business Ownership Act. Founding members of NAWBO were pivotal in working with Congress to pass this monumental legislation, and
the advocacy legacy continues to this day. Right now, according to government data, women own 13 million businesses, employ approximately 11 million people, and generate $1.9 trillion in receipts. Noteworthy parts of The Women’s Business Ownership Act included: • Erasing the need for a male relative or husband to co-sign a business loan, • Establishing the Women’s Business Center program,
• Creating the National Women’s Business Council (NWBC), and
• Requiring the Census Bureau to include women-owned c-corporations, which expanded research beyond the self-employed and into bigger women-owned businesses.
“Women continue to have an uphill climb to remain competitive in our nation’s economy, and it is our job to advocate for ourselves,” says NAWBO National Board Chair Lisa Coppola. “Our policymakers
must know what policies women need to ensure our women business owners can grow and scale with today’s workforce challenges in the modern economy.” Areas for future involvement and policy include: • Expanding access to capital,
• Recruiting and retaining a qualified workforce,
• Providing avenues to access technology and digital tools, • Addressing the needs of the micro-business owner, and

2023 AWARD PRESENTERS Elaine Bedel Indiana Destination Development Corp— presenting Woman Business Owner of the Year Award Elaine Bedel was appointed
by Governor Holcomb in 2019 to serve as the first Secretary
and Chief Executive Officer of the newly established Indiana Destination Development
Corporation (IDDC), a quasi-
government agency focused on making Indiana a great place to live and visit and to learn and earn. Prior to her recent appointment, Bedel served as President of the Indiana Economic Development Corporation (IEDC), the state’s lead economic development agency from 2017-2019.
Prior to serving the state, Bedel served as Chief
Executive Officer of Bedel Financial Consulting Inc.,
a role held since she founded the company in 1989.
Bedel, who resides in Indianapolis, is an author of a
personal finance book and has spoken nationally and internationally sharing her financial expertise and
experience. Bedel earned a bachelor’s degree from
Hanover College and an MBA from Butler University. Throughout her career, Bedel has been recognized for her dedication to her profession and her community.
Bedel is an IBJ Media 2023 Indiana 250 honoree. She accepted the 2022 Indiana Chamber Bayh-Lugar
Government Leader Award. She was inducted into
the Indiana Academy of Arts and Sciences in 2016 and was recognized as the 2015 Women Business Owner of the year by the National Association of Women Business Owners (NAWBO). Bedel was

INDIANAPOLIS CHOICE Tracy Guerrero, Indianapolis Airport Authority Tracy Guerrero is the Program Manager for Title VI and ACDBE Compliance in the Supplier Diversity Department at the Indianapolis Airport Authority (IAA), where she is responsible for the coordination and administration of compliance initiatives. She joined the IAA in 2016 as in intern. Tracy graduated from Purdue University’s School of Aviation and Transportation Technology with a Masters of Science in Aviation and Aerospace Management and a Bachelors of Science in Aviation Management. In addition to her professional accomplishments, Tracy serves on the Near Eastside Innovation School Corporation Board, the HealthNet Board of Directors, the Purdue School of Aviation and Transportation Technology Industry Advisory Committee, is an active member of the American Association of Airport Executives (AAAE) Young Professionals’ Steering Committee, and volunteers as a tutor with Brightlane Learning. Tracy enjoys spending time with her family and reading in her free time.
