Research and practice have shown that, in shipping, there are many ‘low-hanging fruits’ that can reduce fuel consumption and costs. In the offshore industry, however, contractual barriers and the lack of economic incentives often prevent good solutions from being implemented. But high fuel prices and an increased stakeholder focus, is seeing energy efficiency making its way up the offshore industry’s agenda.

In designing an energy-efficient OSV, four main areas need to be looked at: the hull, propulsion, machinery and other options.

An optimised streamlined hull is one that is based on the most used speed and draft conditions. This, along with other features like flipper fins and bow forms, such as the wave-piercing type, needs to be verified by model testing and analyses.

Different configurations of propeller blades and types can add power savings of between two and eight per cent. The installation of nozzles and ducts, propeller boss cap fins, contra-rotating propellers, a rudder-propeller transition bulb or rudder fins are some examples of this.

In recent years, engine makers have carried out studies which have led to a number of innovative designs. Diesel electric propulsion technology is continuing to evolve as the demand for more energy-efficient machinery increases.

The easy integration of modern large-scale battery systems based on lithium technology makes it favourable and financially viable to install batteries on board. In relation to this, a new battery power class notation has just been developed by DNV. Another innovation, hybrid shaft generators, can be incorporated into the main and auxiliary engines. At cruising speeds, the hybrid shaft generators produce electricity for other consumers, while at slow speed they switch to become a motor powered by the auxiliary engine(s).

Other fuel-saving features include waste heat recovery systems to feed into exhaust gas boilers, water makers and accommodation climate heating.

Superstructures can be replaced by lighter materials such as fire-proof composite materials, saving as much as 50 per cent in weight and thus allowing more cargo-carrying capacity. Electric cranes and winches can replace hydraulic versions as they are typically 15 to

20 per cent more efficient as well as being less noisy and having lower pollution risks.

There are no quick-fixes, but a combination of a number of different measures can bring about significant results. These include weather routing, speed optimisation, auto pilot setting, engine monitoring, analysis of on-board energy consumers (operations relating to the cargo/crane, DP/thruster, ventilation system /HVAC/lights, incineration), propeller polishing, hull coatings and cleaning, and fuel sampling. But it is not just technology or product analysis that needs consideration.

Human interaction, such as improved cooperation between owners and charterers, crew competence and training measures are also vital, yet less often reflected upon.

As fuel prices soar, charterers are beginning to scout for energy-efficiency-rated ships.

Once delivered, hull forms are difficult to change. For the industry to stay ahead, yards need to start building more energy-efficient OSV hulls. Although EEDI and SEEMP may

not immediately apply to small ships and ships on domestic trades, it is wise for a prudent owner or operator to look into these regulations when ordering new ships or operating existing ones. The benefits will be better and longer-term financial results, higher asset resale values and less air emissions.

The Future of Training in the Maritime Sector of the Marine Renewable Energy (MRE)

UK’s Maritime & Coastguard Agency (MCA), UK’s Merchant Navy Training Board (MNTB), National Workboat Association (NWA) and UK’s training providers are working together to develop training for the workboat vessel crews.

The increased size and the greater distances from shore are significant factors to determine the size of vessels required. Many windfarm support vessels now spend longer on site, returning only when necessary to refuel/resupply/conduct a crew change. As a consequence, the type of vessels suitable for transfer operations has changed from small day-fishing vessels, to larger purpose built catamarans with accommodation for crew.

Additionally, some vessels now exceed 24m in length and have a proportionate increase in tonnage and operating range (up to and greater than 150nm from a safe haven).

The minimum number of crew on vessels is determined by the MCA’s safe manning document according the vessel size, trading area and nature of operations. Crew may be assigned one of the duties below.

• Master (skipper) – Legally responsible for the safety of all persons on board, environment, vessel and cargo. The Master may or may not be a watchkeeper whilst the vessel is at sea/in port dependent

upon the manning scale. The Master usually berth/unberths the vessel and takes charge of manoeuvring in confined waters.

Chief Mate – Assistant to the Master and in charge of watchkeeping, passenger and cargo operations. The Chief Officer is traditionally responsible for running day-to-day deck operations, organising maintenance and managing crew working hours and resources.

Deck Officer (OOW - Officer of the Watch) – Assistant to the Master and in charge of watchkeeping (navigation whilst at sea, passenger /cargo operations /mooring).

Deck Rating – Assists Master and all watchkeeping officers in vessel operations on deck. Tasks include mooring, wheelhouse lookout and general seamanship.

Engineer – In charge of propulsion, other machinery and service equipment.

Engine Rating – Assists engineer in operation and maintenance of onboard machinery.

The UK maritime sector comprises of approximately 6,436 organisations which combine to employ 170,776 persons across a variety of trades and occupations.

Quite clearly not everyone seeking a maritime career will wish to work in the MRE sector.

However, before discussing the subject of qualification entry routes, it is necessary to indicate that a substantial number of persons

already possess non-accredited (by statutory organisations such as the MCA) qualifications.

This indicates substantial potential interest in vessels of the category and area of operation encompassed within renewable marine transfers, albeit at a non-accredited level of competency. It is perhaps this element of non-accreditation which is of the most concern, with research (Mackinnon Partnership (2010) indicating that many train to the minimum statutory requirement, with many training schemes short in duration and outside the scope of accredited commercial qualification routes which offer the best chance of employment in the maritime sector.

At the same time a pragmatic approach has to be found to develop qualifications which fulfil the need of the MRE industry and provide an achievable and future proof career pathway for all employees.

In terms of accredited routes then this is an area undergoing change within the skills

framework established in the United Kingdom. The benchmark for many years, Scottish and National Vocational Qualifications (SVQ’s/ NVQs) are being replaced with new qualifications reflecting a modular and learning credit based approach. Irrespective of the final form of this approach as implemented, traditional Apprenticeships, Higher National Certificates and Diplomas also complement the skills pathway portfolio, providing a range of options for new entrants and, in particular, school leavers.

Details of various training courses and schemes in the maritime sector are given in the following flow chart.

• Provide guidance to learners about the STEM (Science, Technology, Engineering, and Maths) options to give them a variety to choose from and re-use existing qualifications where applicable.

As energy recovery from renewable and fossil fuel sources pushes farther offshore, keeping maintenance staff comfortable is a key challenge. Damen Shipyards’ high performance ‘Walk-to-Work’ vessel addresses the expectations as set by the industry.

The vessel has on-site work and storage facilities, plus accommodation for up to 40 maintenance personnel and management and a crew of 20. It will be able to stay out at sea for voyages of up to one month duration, feature dynamic positioning (DP2) and a telescopic, motion-compensated transfer gangway to allow for transfer of maintenance teams to walk between vessel and the offshore structure.
