there’s nothing more Mi’kmaq than lobster.

Unlike my parents, I grew up off reserve and only visited my home community of Listuguj in the summers. Doing so was a gift, and it’s something I’m trying to pass down to my own children now that I’m a father.

As a rule, one of the first things to do on arrival is feast on lobster with the whole family at grandma’s house.

It’s nothing fancy – just a newspaper to catch the juices and shells, a lot of melted butter, perhaps a cheap beer and of course a boiled bounty of everyone’s favourite crustacean.

It’s tradition (minus the beer and butter, I suppose) that, even for the westernmost Mi’kmaq community, goes back millennia.

For just over a month now, I’ve seen Sipekne’katik Mi’kmaq lobster fisherman bullied, threatened and assaulted for exercising their consti-

tutional right to a moderate livelihood through their traditional resource – lobster. I’ve watched in horror as their lobster catch was destroyed by non-Indigenous commercial fisherman and lobster pounds and boats were torched by angry mobs.

“What’s happened in Nova Scotia has revealed the ugly side of the economic empowerment of Indigenous people,” said Ken Coates, a senior fellow in Indigenous rights and economic development with Ottawa’s MacDonald-Laurier Institute for public policy. “When people start getting new opportunity and somebody feels they’re losing, you get a pushback.”

I would counter that what’s been happing has only illuminated the implicit economic factors in Canadian racism.

In 1999, the Canadian Supreme Court affirmed the Mi’kmaq right to make a moderate livelihood through

lobster fishing. But why is it that Mi’kmaq are only allowed to make a “moderate livelihood” while non-Indigenous people can get rich?

Some good news, however, broke on November 9. Premium Brands along with group of seven Mi’kmaq bands have agreed to buy Clearwater Seafoods for $1 billion. The deal, to be finalized in early 2021, would make the Mi’kmaq 50% owners of North America’s largest producer of shellfish.

While this is a hugely important development for the Mi’kmaq and Indigenous people in general, I question why it needed to happen in the first place to legitimize the Mi’kmaq as a player in what is, after all, their traditional resource.

Over the past few decades, Indigenous people are slowly being granted access to the tremendous wealth that has been generated

through resource extraction from Indigenous lands. The Cree know this very well and have become partners in a variety of industries in Eeyou Istchee.

Resource extraction projects largely can’t move forward on Indigenous lands now without some level of consultation and consent.

This usually results in an impact benefit agreement, but it acknowledges the simple truth, that the lands and their bounty not only belong to Canada and its provinces but the Indigenous nations as well.

Why then doesn’t this apply to the sea?

Why can private entities access resources in our seas with near impunity? Why have we not been consulted or asked for permission to extract the millions of pounds of seafood from our waters every year?

Waskaganish community health scare resolved

A

recent outbreak of Covid-19 cases in Chibougamau and Chapais combined with a recent scare in Waskaganish have kept public health officials busy, as cases surge across much of the world.

Three small outbreaks were reported in Region 10, Chibougamau/ Chapais in the past weeks, including one worksite, a school and two families.

One positive case was recorded at MacLean Memorial School in Chibougamau. According to the Cree Health Board’s Christine Petawabano, contact tracing has been completed among students, who were tested and told to self-isolate.

In a radio broadcast, the CHB physician Dr. Colleen Fuller said it was a reminder for children on the importance of washing their hands and wearing masks if mandated.

“In Eeyou Istchee schools, we’re going back over our own protocols and making sure they’re strong,” Fuller said. “We’re following the situation very closely and working with the leadership of Region 10 to make sure we have the most updated information.”

The Regional Health Centre and Social Services of James Bay said in a statement that two individuals were infected at a Bolorama bowling alley in Chibougamau.

This brought the Nord-du-Québec region to 24 confirmed cases, 15 being active, and 99 people in isolation. In response, the Quebec government moved the region into an orange zone status, which does not prohibit travel from other regions, but does limit some social activities and gatherings.

Petawabano said there was no evidence of community transmission in Chibougamau, as all cases were traced back to Saguenay–Lac-SaintJean, but that it was still important for individuals to limit their social circles and interactions.

The news came after a public health scare in Waskaganish, where about 60 people were identified as contacts of an individual under self-isolation orders.

Officials in the community were alerted November 1 of a private social gathering at this individual’s home.

Eeyou Police and public safety agents intervened at the home, according to Ryan Erless, Waskaganish’s Director of Community Services.

An investigation revealed that several people had come into contact with the individual or others who had.

Many of these people were put on the isolation list.

The next day the host tested negative, allowing the names to be removed from the isolation list.

“It just goes to show how fast the disease would spread if it actually hit Waskaganish, how lots of people can be affected by just one person,” said Erless.

Erless noted that people were intoxicated while visiting other people’s homes and asking for rides.

They then went home and put their family members at risk, according to Erless.

“It’s not a joke, it’s something real. We don’t have to wait until it’s here to act on it, we have to take the necessary precautions – masks, handwashing, distancing. We have to always be on alert and vigilant. Some people are starting to get loose on the protocols after seeing no active cases,” Erless continued.

“People need to understand that the Cree communities don’t have the necessary resources if the disease hits. We have one hospital in Chisasibi and all of the other communities have small clinics. People have to be on alert to protect their families, their children, their parents and grandparents.”

A 16th case was reported for the region of Eeyou Istchee for a person who contracted the virus at a hospital in Montreal, currently in isolation and recovering. The 15th reported case had fully recovered.

Overall, 1,374 tests had been done in Eeyou Istchee, with 1,353 negative results and 5 awaiting results. 1,724 screening tests were done, with 1,712 negative results and 12 pending.

With a growing number of cases in Sudbury, Ontario, the CHB said there was a concern for community spread, and Sudbury was added to the list of areas of risk as of November 10.

This means the only regions still considered safe for travel in Quebec were Region 8 (AbitibiTémiscamingue), Region 10 (Norddu-Québec outside of Radisson) Region 17 (Nunavik) and Region 18 (Eeyou Istchee). The only regions still considered safe for travel in Ontario were Porcupine and Timiskaming.

The CHB noted that worldwide, cases were growing at an alarming rate, with the US, Quebec, and Ontario struggling to stop the spread, as First Nations in western Canada began to see a surge in cases.

However, they also said there was reason to be cautiously optimistic about the potential for a vaccine, as a number of vaccines in development globally began to show promising results.

New protocols were also implemented that allow for Cree patients travelling south through CHB transportation services to have a supervised seven-day isolation down south that would only require a seven-day isolation upon returning.

The schools in Whapmagoostui and Nemaska were set to receive additional support personnel, as the Cree School Board’s (CSB) Education Services Department was working to hire language pathologists, a psychologist and other consultants.

The CSB was also continuing work to prepare and deliver laptops for students in Secondary 4 and 5 as well as Adult Education.

The CSB announced a new department of digital learning to support youth and adult virtual learning and other online initiatives.

A new school calendar was to be distributed after approval that would allow for a necessary isolation period after staff return after the Christmas break. Post-Secondary Student Services said students would be required to submit travel requests if they planned to return to their communities for Christmas.

The CHB emphasized that people struggling with the pandemic restrictions can reach their psychosocial health line at 1-833-632-4357.

Specialists with traditional approaches to healing are available for consultation.

Across Canada, there were a confirmed 276,000 positive cases of Covid-19, with over 10,600 deaths. In the US, where cases have crossed over 140,000 cases per day, the country was reporting over 10 million cases and 240,000 deaths.

aving overcome all the administrative hurdles needed to approve the renaming of the James Bay Highway in honour of former Grand Chief Billy Diamond, the only question remaining is when the official renaming ceremony will occur.

The Cree Nation Government (CNG) had hoped to inaugurate the Billy Diamond Highway November 11 to coincide with the 45th anniversary of the James Bay Northern Quebec Agreement (JBNQA), in which Diamond played a central role. Unfortunately, concerns related to the pandemic and dropping temperatures have postponed the announcement.

“We would prefer to wait until we can actually get high-level officials to come and be part of the celebrations,” Grand Chief Abel Bosum told the Nation. “We’re now looking at some time in the spring. Usually, it’s the government that announces these things so we still have to find out what they intend to do – it’s possible it could be announced earlier.”

To be commemorated at that time are the new regional government office in Matagami and the 45th anniversary of the bilateral agreement for cooperation between the Grand Council of the Crees and the Société de développement de la Baie-James (SDBJ), a Crown corporation responsible for industry development in the region, including the highway’s construction and maintenance.

While the renaming initiative became public knowledge at the annual general assembly in August, the idea had first been discussed with Premier François Legault a year ago when the Eastmain-1 hydroelectric dam was renamed in honour of former Premier Bernard Landry.

“It was at that occasion that I brought up to the premier I think it’s equally important you recognize Cree leadership, who not only have had great influence in Quebec but right across Canada and internationally,” recalled Bosum. “And Billy is certainly one of those. This is the beginning, I think, of looking at ways to recognize some of our great leaders.”

Melissa Saganash, the CNG director of Cree-Quebec relations, worked behind the scenes with Quebec’s department of toponymy and Diamond’s family members to achieve the necessary consent for the project. As Bosum has strived to maintain a collaborative relationship with Legault and previous premiers, approvals came smoothly – on a political level at least.

“We had some other people not as keen, who saw this as a Cree takeover,” Bosum confided. “You still have that mentality there where they

haven’t seen Cree as being partners.

But we’ve overcome that hurdle – it was really important that we pushed the idea of renaming an infrastructure in the region to celebrate his life.”

Diamond’s exploits since the early 1970s are legendary, including gathering all chiefs in Eeyou Istchee for the first time soon after hearing Quebec’s plans for a massive hydroelectric dam in Cree territory. He joined other young Cree chiefs like Robert Kanatewat and Philip Awashish in mounting a monumental legal battle to halt development and became the first Grand Chief of the Grand Council of the Crees at age 23.

Negotiations led to the signing of the JBNQA in 1975, which became Canada’s first modern treaty and the only one explicitly protected in the federal constitution. Diamond repeatedly defended Cree rights over the years, earning the Cree Nation improved living conditions, environmental protections and self-governance.

“When Billy was grand chief, he did not take no for an answer in many cases,” said Bosum. “He was told Crees don’t own airlines and told then-Premier [René] Lévesque, ‘watch me’, leading to the establishment of Air Creebec. I admired his boldness in dealing with governments and at the same time bringing Cree leadership together in unity.”

“I see [this initiative] as part of celebrating history,” Bosum asserted.

“We have many young people who don’t know anything about the origin of resources we have to run our gov-

battles to secure rights, the Cree Nation has improved its relationship with Quebec with agreements such as the Grand Alliance, signed last February, which emphasizes the establishment of protected areas as a condition for sustainable-resource development.

“We’re taking this step by step, starting with the protected areas,” Bosum explained. “Both governments have now put in over $300 million to improve the James Bay Highway.

Our Grand Alliance is to do some feasibility studies on what other infrastructure is needed to make sure we take a comprehensive approach in development.”

An additional investment for repairs and upgrades to the Billy Diamond Highway was announced a few weeks ago to complete work that began in 2017 while constructing new watercourse crossings.

Alongside coming archways and bridges, road users can look forward to an appropriate tribute to Diamond once the name change becomes official. At km 6 near Matagami, a large archway will welcome drivers to the Billy Diamond Highway with a picture and profile of him in Cree, English and French. A second, smaller arch will be located at the intersection of the Trans-Taiga Highway.

“It’s a beautiful design made from wood from the territory, laminated wood fabricated at the Chibougamau sawmill,” shared Bosum. “It has big wooden beams on each side and connected on top, so very nice design work. I’m super happy and proud that we’re able to do this and honour him.”

In Brief Lawsuit over jail beating A woman who was knocked unconscious on video by a community safety officer at an RCMP detachment in Thompson, Manitoba, is suing the RCMP, community safety officers and the city of Thompson for discrimination and excessive use of force.

Genesta Garson, who was 19 at the time the video was recorded in January 2018, was arrested on suspicion of public intoxication.

According to Garson, she was instructed by officers to strip down to one layer of clothing before being placed in a cell for the night. In the surveillance video, Garson can be seen taking off, then throwing her belt towards one of the officers.

She is subsequently punched in the face and knocked unconscious. The officers then dragged her into a nearby cell. Eventually, Garson is taken to the hospital by paramedics.

Instead of investigating the level of force used by the safety officer, the RCMP charged Garson with assault.

Garson’s lawyer, Rohit Gupta, succeeded in having the charges against her stayed and helped her file an initial complaint that Garson says she was bullied by the RCMP into dropping.

The lawsuit alleges Garson was discriminated against because she is Indigenous, and names the Attorney

General of Canada, community safety officers Garrett Allen and Thomas Warkentin, and RCMP Const. Jenelle Hulan.

Montreal rebrands reconciliation strategy

Montreal announced its new strategy aimed at recognizing the Indigenous history of Montreal November 4.

The reconciliation strategy has a five-year mandate (2020-2025) and includes 125 commitments with seven key themes that and aim to foster stronger government-to-government relations and support the cultural and economic development of Indigenous people.

“We have been coexisting for many years, living side-by-side but with very little interaction between the two communities at the political level,” said Mohawk Council of Kahnawake Chief Gina Deer. “Today is another step. We need to ensure that in the future we will have that trust that will build over time and then we can, through that trust, build a true relationship that will last.”

The strategy was drafted with contributions from over 30 Indigenous organizations and endeavours to incorporate the recommendations from the Truth and Reconciliation Commission, the Inquiry into Murdered and Missing Indigenous Women and Girls, the Viens Commission and

Bertie Wapachee was elected the new chairperson of the Cree Board of Health and Social Services of James Bay after a run-off election between him and incumbent Bella M. Petawabano November 10.

The run-off was needed after the first round of voting failed to produce a candidate with at least 50% of the vote on October 19.

The initial results saw Petawabano hold a significant lead with 854 votes to Wapachee’s 657 of the 2,099 ballets cast.

However, turnout for the second round of voting doubled and delivered Wapachee a definitive victory with over 70% of the vote.

Following the results, a motorcade of about 70 vehicles took to the streets of Chisassibi, where Wapachee resides, to celebrate the victory.

Petawabano had held the position for eight years.

Indigenous fashion online The biannual Indigenous Fashion Week Toronto (IFWTO) will soldier on

in 2020, though in a pandemic-altered way. IFWTO will stage a free online premiere of its four exclusive runways from 16 Indigenous designers November 26-29.

From streetwear to the avant garde, daywear, evening wear and traditional collections, this year’s show promises to be unique. Hosted on IFWtoronto.com, a runway will premiere each day of the festival at 7 pm EST and will include a marketplace, a digital art exhibition and panel discussions with the designers.

Navigating federal legislation The First Nations Major Projects Coalition released a 145-page guide November 3 to help First Nations navigate new powers and responsibilities under the Impact Assessment Act (IA) that significantly differ from the previous Canadian Environmental Assessment Act. The IA, which received royal assent in June 2019, intends to foster sustainability while respecting the rights of Indigenous peoples faced with resource-extraction projects such as mining or oil production in their territories. It seeks to establish “a fair, predictable and efficient assessment process that enhances Canada’s competitiveness and promotes innovation.”

The guide, which is for technical and legal staff in First Nations communities, is also a “how to” for First Nations to engage early in the review process.

Keeper of the Peace Deputy EEPF Director Jim Hester reflects on his 40-year career

A

fter recently being recognized for 40 years of exemplary service, Deputy Director Jim Hester has announced his retirement from the Eeyou Eenou Police Force (EEPF). As one of the last pioneers of Cree policing to retire, his decades of tireless dedication to the Cree Nation were an inspiration to many.

Hester said he has been enjoying his retirement one day at a time, in the same humble way he approached his work. When he began his policing career in Waskaganish at age 21, Hester told himself he would only stay five years. As more time went by, he felt a growing call to return to his trapline and family life.

“I had been postponing it for the last three years,” Hester told the Nation. “Telling my wife next year. Where it really got me was leaving my family during Goose Break. My grandkids always come to our camp. I managed to go to the bush but when I came back it really hit me, knowing they were out in the bush and I’m at work.”

Serving several years away from his home community, Hester had become well acquainted with the challenges of a career in law enforcement. It was often a lonely job, especially in the early days when he joined his brother-in-law Ernest Blueboy as the only police officers in Waskaganish.

“When I started working, Ernest was actually working alone,” Hester recalled. “I started on a wedding night – I can’t forget that night. We started at 10 pm Friday evening, then finally around 7 pm on Sunday I got to go home. That was my first shift on the job. It didn’t bug me.”

In those early days of First Nations policing, the Sûreté du Québec (SQ) was responsible for administering and developing the Cree police.

With experience of his community’s struggles and immense admiration for Blueboy, Hester enrolled in the SQ’s 16 weeks of basic training in Nicolet, Quebec.

“I thought it was cool at the time, our own people doing policing in our community,” explained Hester. “Once you go to Nicolet, you become well disciplined. You come out a different person if you take everything you’re taught.”

Although working conditions were difficult in the early years of the James Bay Northern Quebec Agreement’s implementation, it was also an exciting time for Crees dreaming of self-governance. Hester was motivated by his role in expanding the Cree police force and promised himself that he would see the EEPF become a reality by the end of his career.

“At certain times when Billy Diamond was grand chief, he invited us to negotiations with the Quebec and Canada governments,” Hester

shared. “We went there and learned how they fought for funding to keep the policing going.

The change I saw in the JBNQA was the Cree police – I knew there would be a time that would eventually come.”

When the EEPF was established in 2011, it not only signified the realization of a long-time goal but also the improvement of advancement opportunities and working conditions. Today’s Cree police can climb the ranks to director and have double the workforce.

“When we first started with only two police officers, the lack of sleep was really hard physically,” said Hester. “It was a constant from Friday to Sunday for four years. The crazy part was I didn’t have an annual vacation at the beginning.

It didn’t bother me, just worked constantly and when a hockey or baseball tournament came, we would consider that a holiday.”

In the old days when few boundaries existed between patrols and investigations, officers would sometimes have to arrest their own relatives and follow the case through the courts.

Hester strived to maintain objectivity, even swallowing his anger when his oldest son was targeted one winter and forced to walk home without a coat, hat or shoes.

Long before the EEPF was established, police generally worked alone except during weddings.

Hester faced some harrowing experiences as a lone investigator but was thankful he could return home after a hard day to his wife.

“One month into my policing without any training, I had a missing person, eventually found in a little pond,” said Hester. “I had to do everything from A to Z on the report. The hardest was when I found a frozen body that happened to be a childhood friend, a neighbour. It hit me hard. Whatever I went through, my wife would feel the pain.”

Hester’s thankful he never had to employ his pistol or pepper spray in the line of duty, which he credits to his approach to resolving conflicts through communication. He has also developed close ties from community involvement, particularly playing sports and coaching youth teams.

“It’s those people I come across as friends who would eventually be there to watch my back,” Hester said. “It made it easy for me to go on a call and deal with 30-plus drunks. Most important is you have to communicate with the youth too. Those will be your friends and be more on your side.”

Hester is happy that more Cree are pursuing policing careers, including his grandson, who will graduate next year from a police technology program at Cégep de l’Abitibi-Témiscamingue.

With many fond memories, he loves encountering people he helped along the way and encourages his former colleagues to persevere towards their goals.

“When I said my goodbyes in the headquarters, I told my wife after we left, ‘Wow, I wasn’t aware I made such a great impact’,” said Hester with characteristic humility. “People make their own

impressive stories but for myself I just went day by day and did what I had to do in my work.”

Hester’s efforts and sacrifice haven’t gone unnoticed at the Cree Nation Government.

“We thank him for his courage, commitment and sacrifice,” said CNG executive director Bill Namagoose. “As a compassionate leader, he is an embodiment of optimism and perseverance. The Grand Chief, Deputy Grand Chief and I would like to wish Jim a long, happy and healthy retirement with his wife Mabel and their family.”

French chef records recipes inspired by visit to Fort George Island

n August 2019, hoping to learn about the Cree culinary arts, renowned chef Stéphane Modat took a break from the prestigious kitchens of the Fairmont Le Château Frontenac in Quebec City to visit Chisasibi’s annual Mamoweedow festival on Fort George Island.

After spending a week fishing and cooking with his hosts, Modat turned many of the recipes he learned into Northern Flavours, a cookbook published this fall by Eeyou Istchee Baie-James Tourism.

“It was a fantastic experience! I met people who love their culture and who want to share it. Now, I can’t wait to return and explore what the other seasons have to offer,” Modat writes in the book.

He adds, “I thought I had seen big trout in my life.

But no... If you go to Eeyou Istchee Baie-James, you will understand what a big trout is.”

Traditional cuisine, the book emphasizes, is “one of the greatest treasures of Cree culture” and illustrates the close ties between nature and the region’s inhabitants.

Modat discovered new types of bannock during his visit, including fish-egg bannock, as well as the joy of cooking a freshly caught trout with herbs handpicked on site. “No restaurant can boast having such a splendid kitchen!” Modat exclaims.

The cookbook features traditional recipes with sometimes a twist of modernity, including pike-egg bannock, stuffed trout, wild mushroom marinade and blueberry clafoutis.

Throughout the book, there is insight from Cree Elder Charlie Louttit, who accompanied Modat on his trip. Louttit describes traditional ways of preparing fish, from using a spit-skewer, cooking under sand,

or frying on a flat rock, while emphasizing the love and care that his family taught him were just as important to impart in the cooking.

Originally from the south of France, Modat has a high profile in culinary circles. He has been the top chef at the Champlain restaurant in the Château Frontenac since 2013, published several cookbooks and won the 2019 Chef of the Year award at the Lauriers de la gastronomie québécoise, Quebec’s gastronomy awards.

The cookbook comes as both Eeyou Istchee Tourism (EIT) and the Cree Outfitting and Tourism Association (COTA) together are emphasizing culinary tourism to promote the region.

“The region has infinite culinary treasures and opportunities,” said Robin McGinley, executive director of COTA and EIT. “This project is part of our desire to develop this aspect of the regional tourism industry and to offer unique, quality culinary experiences to visitors.”

McGinley said that her organization was approached by Indigenous Tourism Quebec about the idea, as they had previously worked with Modat on another project.

“I hope people will learn more about the region, and it will pique their interest to discover Eeyou Istchee Baie-James post-Covid,” McGinley said. The organization’s annual general meeting was supposed to focus on promoting culinary tourism in the region with various activities that included the launch of the cookbook. However, the AGM had to be postponed because of the pandemic.

Cree Trappers’ Association launch new mobile app to track harvests and climate change

T

he Cree Trappers’ Association recently launched a cell phone application that the CTA hopes will catch on among hunters and trappers across Eeyou Istchee, and even expand nationally.

The CTA Wildlife app is now available for Android and iPhone users to download. It allows hunters and trappers to directly report their harvests and a range of other information, from tracking wildlife to ice conditions to climate change.

“In the recent years, we’ve been seeing a decline in people reporting harvesting, and we wanted to find ways to initiate the importance of reporting,” said the CTA’s Thomas Stevens. “So we decided why not develop an app where the hunter or trapper can report right from their camp?”

The CTA maintains a harvesting database, but the idea of developing an app that could be used by anyone in the bush at any time began floating around five years ago. Currently hunters and trappers are asked to report to CTA offices, but according

to Stevens, there’s been a decline in people reporting in recent years.

“The good thing here is even if you don’t have cell service you can upload the file when you come home, or if you have service all the data from each day of hunting can be uploaded directly to our geoportal,” explained Stevens.

CTA employees began using and testing the app in the summer.

“I started using it out for a week in the bush,” Stevens said. “I was reporting, I was fishing and setting nets, at the same time trying to harvest a moose. Every time I checked my net I would write down ‘I caught 10 sturgeon,’ and I would put it in the app itself for fish harvest.”

Beyond tracking individual harvests, the app also allows for wildlife observations for endangered species, including polar bears, wolverines and

caribou, and what herd they belong to. As well, the app can record observations of climate change, ice conditions, snowfall and bird migration.

According to Ryan Erless, Director of Community Services for Waskaganish, there’s a definite need for this data.

“We’ve been saying all this time because of climate change we need to have better technology. Everyone has smart phones; an app should be created to know the ice conditions wherever they are,” Erless noted.

“With the diversion of [the Rupert River], sometimes the ice and water are unpredictable,” he added. “We’ve had land users talk about before and after diversion how there’s places it never froze before, and places that used to freeze that don’t now.”

All of this data also helps the CTA track changes and trends that are only visible over many years of observations.

“We control the database, so whenever we need to know the numbers of beavers trapped or moose harvested, we have the documents going back to 1980. We can see the trends with moose – this year we only saw 400 or 500 moose killed, for example,” Stevens said.

Similarly, data on climate change and wildlife observations helps them in discussions with governments with

being able to say, “Here’s what our hunters and trappers have been telling us,” Stevens explained.

Since the app launched, the CTA has received calls from the Yukon and Quebec governments inquiring about the possibility of using an app like this in other jurisdictions.

Stevens said the governments were surprised they had developed the application, though hunters and trappers nationally had many questions about climate change and adaptation for which the app could be of benefit.

The association is promoting the app on Facebook and other social media, as well as through their local administrators. Stevens said older generations may not be as comfortable using the technology, so they still encourage people to come into their offices to report or to ask questions about the app.

“We want to be there to help hunters and trappers,” said Stevens.

“The younger generation is used to technology and cell phones, we’re hoping to adapt to what they’re seeing in the territories.”

Iskwe spotlights Indigenous artists on The Chesterfield

hen the pandemic placed the live music industry on indefinite hold, the touring schedule of Cree-Métis musician iskwē disappeared just as her third album was garnering international acclaim and awards recognition.

Like many artists, she turned her creativity to other avenues. In March, she launched a nightly Instagram series called “Live from my Living Room” from which she held virtual chats with famous friends in the entertainment industry. A similar concept roots the new video interview series “The Chesterfield”.

“When the world pushed pause, I was so used to being busy that I was like, what am I going to do,” iskwē told the Nation. “I was having some waves of anxiety. Maybe I’ll go on Instagram with friends, acknowledge what we’re going through collectively but use this time to find some joy. The basis of that show was to have fun, play games and be silly.”

A few months later, she was approached by a friend who was producing “The Chesterfield” for FRIENDS of Canadian Broadcasting, a non-profit watchdog group advocating for public journalism and storytelling. She immediately expressed interest and was soon chosen to host

alternate episodes with entertainment journalist Ben Rayner.

Each 15-minute episode features one of the hosts interviewing a prominent Canadian artist over a Zoom session about a favourite piece of Canadian art that inspires them. The series premiered on October 6 and will run weekly for 12 episodes.

“It was exciting and in the vein of how I like to speak with people,” said iskwe. “It feels there is a lot of space on either side to steer the conversation, something I learned from being

the interviewer. It’s like sitting with friends and getting to know something that I didn’t know about them.”

The resulting conversations are often funny and insightful, revealing unexpected cultural connections while exposing viewers to unfamiliar books, films, music, paintings and television shows. So far iskwe has interviewed musician Jann Arden, graphic novelist David Robertson and filmmaker Alanis Obomsawin.

“She’s absolutely an icon of mine,” iskwe said of Obomsawin. “It

was really powerful and humbling to speak with somebody who has done such extreme work as an Indigenous woman in the arts. I was so in awe, I had to remind myself to continue asking questions and not get lost in her words.”

Obomsawin discussed Willie Dunn’s The Ballad of Crowfoot, an epic protest song about the 19th century Blackfoot chief that serves as a departure point for important issues still facing Indigenous peoples. When the Mi’kmaq singer/songwriter’s

powerful music was skilfully set to a compilation of archival photographs

by Dunn and the National Film Board’s (NFB) Indian Film Crew in 1968, it was called Canada’s first music video.

“I cried most of the way [while watching the video],” iskwe said. “I was overcome with emotion. The thing I found quite poignant about the lyrics is addressing something so painful but at the end there is this element of hope. The visuals are outstanding and bring you to another time, but potentially of my loved ones’ lifetime.”

Dunn’s 10-minute video ends in a crescendo of furious guitar strumming and flashing images of Indigenous tragedy before Crowfoot’s image is revealed to be from a Christmas card, signifying there is a long way to go to before reaching the “better tomorrow” that he sings is possible.

Obomsawin notes that though the song is sad, “his voice brings you to the right place in your heart.”

“Not only does she bring such grace and experience, but she is able to show a duality of Indigenous beings,” asserted iskwe. “Addressing such difficult narratives from Indigenous communities but [showing] people we are not a people of the past or who only live in struggle and strife.”

Iskwe hadn’t previously heard the song but was inspired by Obomsawin’s

eloquence in discussing it and her own experiences as a young filmmaker working with the NFB. The musician believes taking the opportunity to shine a light on successful Indigenous people via “The Chesterfield” helps the wider population to appreciate the thriving cultural renaissance.

“There are challenges in our communities that need to be addressed and there are beautiful elements that I feel don’t get enough attention,” said iskwe. “We thrive at our craft, whatever that craft may be. That’s what I feel speaking with her directly highlights, and the piece she selected is so monumental and important.”

While there are plans for more episodes of “The Chesterfield”, iskwe has also been busy with her other chosen craft. Her latest project is a collaboration with former Junkhouse frontman Tom Wilson, who discovered at age 53 that he was Mohawk. Their new song, Blue Moon Drive, which features Ojibwe trumpet player Chuck Copenace, was recently released on Indigenous label Red Music Rising.

“We have a couple of songs we will release over the next few months and we plan to continue to craft and create together,” said iskwe. “I’m visiting with my artistic director now.

What I miss the most is absolutely live performance.”

ovember 11 is a good day to remember, lest we forget, the lives that were sacrificed for our freedom. We graciously salute you, as we have the greatest respect for you who have fallen or lived to see the results of your legacy. Yes, the right to choose leaders, the right to love the one you love, the right to remain silent or to speak out, the right to congregate with your beliefs, the rights for women of all ages, the rights for children and our personal rights to live the way we desire is your legacy.

Yes, it’s gratitude untold to our armed forces who keep fighting for all those rights while we sleep in peace in our own lands, proud and free. This cannot be forgotten that the horrors of wars fought to keep this way of life alive. We owe them his great right to fight among ourselves using forces that are not violent and are democratic.

Today, lives are still being put at great risk to maintain this way of life we so value. But remember that this way of life is sought after by those who live under tyranny, unjust laws, violent practices against women, and ravaged economies. Some wars are not fought for freedom but rather for keeping the status quo and enhancing the wealth of a few instead of the masses who toil and sacrifice their lives.

Currently there are four major wars with more than a half million lives lost and a major war on drugs with the number of deaths nearing a quarter million just in the past year alone. Then there are the 13 conflicts or small wars that have claimed an average of 10,000 souls each. Then there are the 19 minor conflicts where

combat losses are 1,000 lives and finally the 14 (only) skirmishes that are usually internal conflicts over control and power, with the loss of 100 lives each. We forget that maintaining peace does need hardware and more lives and we salute today’s soldiers for their sacrifice in keeping peace and democracy alive.

After saying all that, I feel like Winston Churchill or someone like that, all patriotic and stuff, but it’s true.

Canadians owe gratitude to being able to fight our own conflicts internally without the use of force, by using history and laws, using representation and communication, using education and commerce, health and life skills and mostly keeping a tradition that represents the first peace and self-governance – the right of democracy. It’s really an Iroquoian concept, as the first settlers were still tethered to kings and queens and greedy religious organizations that wanted nothing more than the whole shebang.

The concept of not having to kowtow to a far-off royal and having equal say among each other came from First Nations peoples, who had already mastered the art of war and were experts in the art of peace and governance too. We mustn’t forget that piece of history and people today should appreciate that this concept is what our soldiers fought for a long time ago. Today’s internal wars are not so bloody, but they will be resolved peacefully. We have learned from our ancestors that peace is much easier to deal with when all sides set aside their needs to resolve things violently and give peace a chance.

Lest we forget

I

n the Cree language we have no word for “war.” Instead, we call it “Mah-shi-keh-win,” which translates to “fighting”. We use the same word to describe two people fighting or to talk about either of the world wars.

The Great War and the Second World War took the lives of millions of people as did subsequent conflicts and wars throughout the 20th century. Indigenous people participated in many of these conflicts.

During World War I, my great-grandfather John Chookomolin and my grandfather James Kataquapit both left Attawapiskat and the shores of James Bay to cross the ocean to England in 1918.

James returned but John lost his life in England as a result of the Spanish flu. That era ran deep in my emotions this Remembrance Day. It’s sad that there are still wars raging across the planet and we are dealing with a pandemic much like the one that killed my ancestor in 1918.

We have for the most part glamourized war and promoted it as a necessary means to fight evil. We

have seen wars conducted for riches, lands, resources and between competing ideologies. They usually start from the seeds of inequality and injustice and end with the sacrificing of innocent lives. They have to do with greed and stupidity because in the end, the poor lose everything while the rich profit off the spoils.

There is nothing just about war. All it does is take the lives of generations of young people. Too few, with too much wealth and too much power, rule this world and there is a continuous and organized push by these forces to create fascist and authoritarian governments. It is a cycle we constantly feed that continuously creates more inequality and plants the seeds of new conflicts for the future.

Right now, I see the pandemic being used by fascist elements with protests that combine anti-mask, anti-vaccine, anti-democratic and anti-science movements that draw in vulnerable members of the public. These movements can be dangerous for democracy because they are disguised as being socially conscious but are based on conspiracies.

Surprisingly a lot of good Christian people are swept up in these movements and that is sad. Most Christian people I know do not condone anti-democratic action, violence, lies and hateful ideals. However, some are swept up by the rhetoric and disguised intentions of these hateful groups.

Right now, we see a huge struggle in the United States as Democratic President-Elect Joe Biden prepares to take power after winning the recent election. Biden won this election fair and square, yet he is being impeded in the transition of power.

Fascist elements are using all the old tricks of telling big lies, claiming voter fraud and trying to use the courts and legal system to deny results of this democratic election.

We are living in dangerous times with regressive forces all over the world doing their best to whittle away at democracy and, in many cases, using this terrible pandemic to further their cause.

There was no good reason for either of my grandfathers to have been separated from their land and

families to fight in a war of horrible destruction and enormous loss of life.

To honour all those who were killed in wars, it is up to us to stand up for democracy and fairness. We must honour those who fought for our modern freedoms by protecting scientific and medical truths and ignoring dishonest conspiracies and outright lies.

It is up to us to listen to the virologists, epidemiologists and medical experts so that we can work with each other by wearing masks in public places, staying two metres apart and washing hands often. We need to convince our governments that it is better to take all precautionary methods to defeat this virus and to support vaccine development so that we can get through this pandemic.

The best way we can remember those who gave their lives for us is to stand for democracy, to follow the science and to refuse to be drawn into lies, conspiracies, hate, racism and bigotry.
