CONTENTS
If you are a veteran MUNer, you know what is waiting for you: debates, concentration and fulfillment. If you are new to this world, you will find out that even though we all know that this is a simulation, it is terribly real. Real, because you will meet people who will inspire you. Real, because you will talk about and defend actual issues, that UN committees, literally next door, are also discussing. Real, because you will leave this week feeding for more, and longing for your next conference. What is so special about MUN, you may ask. Well, first of all, MUN is found in countless countries around the world. But, let’s focus on what’s important here. In general, it helps you understand that in fact there are other youths interested in something grander than themselves. By participating, as you may already know, you realize that your doubts and thoughts about the future have a platform here. You are fighting for a country that most likely is not your own, but you get to learn about a new culture, and when you hear fellow quasi-delegates speak, you realize that everyone is practicing and learning and defending. These are keywords for virtually everything. Practice makes perfect. Learning feeds the brain, whatever it may be about. Defending what is right, or maybe even wrong, makes you think, and thinking is the invaluable base of everything. MUN is a great opportunity to open your mind to the world, an opportunity that helps you grow as a person. And what better way to do that than in style! GIMUN, in particular, has its perks. Geneva is a multicultural city, and GIMUN takes place at the actual UN headquarters, thank you very much. You are waiting in line to be vetted by security and you hear real-life delegates chit-chatting. You are waiting in line at the cafeteria and you catch a glance at some super-serious-looking person that's obviously the real deal. It gives you strength. It shows you what is next, after classes and exams and job applications. You can explore what you want to do next. And while you learn how to debate, a larger than life skill, you can actually see minds at work for the greater good. In this issue of the GIMUN chronicles, we have prepared a great surprise for you, and it involves a very important UN public figure. We’ve also provided you with several discussions about current topics, which we are sure that you’ll enjoy and discuss with your colleagues. Now, enough of us and read on. President of GIMUN, Anouk Peytremann Interview of Anouk peytremann When did you realize that you wanted to pursue this position as President of GIMUN? This is my fourth year in GIMUN. The first year I was a translator, 3 years ago in 2014, then I was USG Press, then I was USG Human Resources and at the end of the conference last year I thought, well, maybe this is the next step! What was the most challenging aspect of preparing for the Conference and how did you overcome it? I would say that we had a small issue with accreditations for people for this Thursday and Friday at the UN. I like to call it the “GIMUNgate”. Our contact at the UN really helped us a lot

Which world leader inspires you and why? I would say Angela Merkel. I mean, she doesn't do everything right but I think that she brings on great things to her country and to Europe. And she is a very strong leader. She is a woman in a very high position and has been here for a while. I think that she is really trying, but then I am not German and I don't live in Germany so it's from an outside point of view. I guess if you are German and you live in Germany, you might have a different opinion.

What piece of advice would you give to the delegates? To any participants, delegates, journalists: just be and do your best. Don’t be afraid to speak, it’s really worth it. You are here to learn, anyways. Don’t be afraid to say silly things. It’s not like you’re going to be graded. Really enjoy it. It goes by really fast, and at the end you’re super tired but super happy and super sad because it's over. Just enjoy it!” What is your favorite song on the radio? Heathens – Twenty-one Pilots

How did the building process go for the SC committee?
What do you think about this year’s topics?
Is working for the UN one of your ambition?
We selected 6 or 7 topics and then the USGs chose the final two (Europe’s remilitarisation and the Ongoing Tensions in the South China Sea), which I think are the most relevant issues, currently. And it had to be a Global matter, because the SC doesn't deal with thematic issues, but more with on-going tensions, working on resolving them before they become actual conflicts.
Well, we wanted them to be exciting, so that participants would engage, and find a lot of material while researching about it. Its seems like the delegates are very happy about them, I think they are brilliant! We worked hard in the study guide too, it was prepared exquisitely, if I say so myself ! We really wanted them to enjoy while learning from this
It is a dream that I have actually achieved, and I am thankful for it. It makes me conscious of the fact that every single word and every piece of action counts!

Reka : Parfois les délégués les plus expertes disent n’importe-quoi de façon que les autres pensent que c’est génial. C’est une manière de mettre en œuvre leur expérience et ils ne le font pas pour être méchants. Un conseil pour les délégués avec moins d’expérience c’est de ne pas se laisser intimider par ce genre de discours. Jaqueline : Je dirais qu’il est très utile de s’habituer à employer une même formule pour

souligner et réaffirmer plusieurs fois la propre position face à un sujet donné. Cette technique permet de rendre l’idée défendue claire à tout le monde. Une situation que vous n’aimerez pas devoir affronter ? Reka : Qu’un délégué se mette à insulter un autre. Comme nous devons respecter un code, gérer ce genre de situation de manière diplomatique n’est pas toujours facile. Jaqueline : J’ajouterais aussi le cas d’un délégué qui ne respecte systématiquement pas les règles du débat, qu’il interrompe les autres, qui se met à parler avec son copain pour le distraire. Bref, un délégué qui volontairement entrave la réussite du débat. Quelle idée vous vous êtes faites des délégués que vous venez de connaître ? Reka : Très positive ! J’ai tout de suite remarqué une dynamique constructive. Je crois que cela est aussi dû à la spécificité de GIMUN : le débat se fait à l’intérieur du Palais des Nations Unies et les gens sont très motivés d’être ici. Jaqueline : Il y a beaucoup d’entre eux qui sont à la première expérience, néanmoins dans la simulation on a vu que tout le monde prenait la
parole et exprimait ses positions de manière très correcte. Vous avez une lecture à conseiller à propos des thèmes qui seront affrontés dans votre comité ? Reka : En ce qui concerne la surveillance et les théories du pouvoir, lisez Michel Foucault ! Jaqueline : Je viens de faire une lecture très intéressante à propos de l’emploi des drones. Cela est très d’actualité et on pourrait se demander s’il n’est pas nécessaire de sanctionner l’utilisation de ce genre de technologies.

How hard was the job? It was like a research paper for school! There were three of us at the beginning, and even though one had to drop out, we still all worked together on the study guide. Then we started working with the 15 delegates. What I did to prepare was that I would find relevant articles, and post them on twitter with a hashtag I made for the team. I’ve worked in intelligence before and I find twitter to be the fastest way to get information, and record it.

Thus, we can ask ourselves: ‘to what extent is the United Nations relevant in our modern day society?'

It has been suggested that some States are pawns in a rather obsolescent status quo. The use of the veto in the Security Council by the ‘Permanent Five’ is a highly debated matter, posing the question of the legitimacy of the organisation. This de facto control over the UN Council by the five governments has been seen by critics as the most undemocratic character of the UN. Next, the United Nations’ action in political conflicts has been criticised by the global community. It is often suggested that the United Nations’ participation in global issues is unproductive and fiscally consuming. As of mid-2008, seventeen peacekeeping missions and three special missions led by the Department of Peacekeeping Operations employed 110,000 personnel at an annual cost of $6.8

Where conflicts previously occurred between nation-states, which fought with field armies that targeted combats, not civilians, UN peacekeeping operations typically consisted of military observers charged with monitoring truces, troop withdrawals and borders or demilitarised zones. There are many examples of the UN being highly relevant in modern day society. UNESCO, the U.N.'s cultural agency, has a list of World Heritage Sites that it deems culturally significant and will take steps towards preserving or protecting. The area around the Giza pyramids and Sphinx in Egypt is one such site. When construction began on an eight-lane highway a mile south of the Sphinx and three great pyramids in 1995, the impending change threatened the architectural site and its ancient structures. UNESCO dispatched an expert mission to Egypt to meet with government authorities about diverting the highway, which the officials agreed to do. The World Health Organization, another U.N. agency, led the global effort to eradicate the smallpox. By 1980, after almost 13 years of an immunization campaign, the WHO declared smallpox extinct. Finally, created in 1946, the United Nations Children's Fund works for the rights of children, and it won the Nobel Peace Prize less than two years after it was founded. Its efforts have steadily increased since then; in its last annual report, the fund says it has helped save over 90 million children since 1990. These examples are only a few illustrations of the success of UN work. It can be argued that this type of work has been relevant since 1945 and will continue to be indefinitely. The United Nations, notwithstanding its inadequacies and failures, is an indispensable “family of nations” that had nurtured countries in search of equality, peace and prosperity, the General Assembly heard at its annual debate in December 2015. The United Nations is relevant as a symbol of global unity. There is not an organisation of a similar vitality and strength which could replace it, should it be dissolved and abandoned. Secretariat members, since GIMUN uses UN facilities in Geneva. Our Under Secretary General for Translation is, on the other hand, in charge of making sure that all written documents - first and foremost resolutions - are offered both in English and French to participants. Informational guides are also offered in both languages at a professional level. Some translators and interpreters are
using their time spent with GIMUN in order to gain professional experience and validate their work as part of their curriculum. Achieving such objectives year after year is only possible due to the strong partnerships GIMUN has been able to create and strengthen throughout the years with multiple private and public institutions, which are
at the top of their field. Organising such a conference undeniably comes with additional hurdles, but we, the GIMUN board, remain confident in our work. This puts delegates in the very best conditions to bathe themselves in the challenges and the rewards of diplomacy.

The end-result is furthermore impressive, for both delegates and

In real terms, this means that we need teams of interpreters and translators who assist delegates in their work. For several years now, we have been in touch with a professional team of interpreters who come from across Europe to offer live translation in committee sessions. study trip
E
very summer, GIMUN organises its Study Trip: a 2 week-long trip to a foreign country. During our excursion, a group of 18 students, who come from different social and professional backgrounds, have the opportunity to travel and encounter different cultures. Participants discover and visit the country while meeting representatives of local associations, NGOs and International Organisations. Our Study Trip is open to any university student interested in participating in a mind-broadening trip and discovering new places and traditions. It is the perfect occasion to meet great people and reunite with delegates of the Annual Conference. Participants from all around the world are welcome to sign up: you do not have to live in Geneva or book a flight from Geneva. The participant fees include all the expenses of the trip (food, accommodation, transportation during the trip, visits, meetings, workshop, and so on). However, given the fact that many participants will be coming from outside 10
took from Spain to Morocco via the ferry, because you could see Africa on one side and Europe on the other and it was amazing! Lukas: All the times we spent together, I loved everyone. But the best site we ever visited was the Mosque in Cordoba because its history was so interesting. I also loved the Riad (traditional hotel) in Marrakesh. Sofia: La Alahambra was amazing as well, especially Alcazar de los Reyes.
Geneva, airplane fares are not included in the participant fees. Here are Lukas Fischer, David Fischer and Sofia Galeotti, travellers from the last Study Trip, sharing their experience. What was the Study Trip about? Lukas: The main aim of the Study Trip was to bridge Europe with Africa and relate our culture to the Muslim culture. We went to Andalusia in Spain where Muslims and Christians lived together for centuries in peace and we wanted to explore the possibility of applying this to our modern times and that’s where Morocco came in.
What specific cities did you go to? Sofia: We went to Cordoba and Granada in Spain and to Tanger, Rabat and Marrakesh in Morocco. What was your best memory? David: For me it was when we were all sitting together at Jemaa El Fna in Marrakesh. It was an amazing experience being in such a positive group. We experienced the culture of Morocco by eating their traditional food. It was a lot of fun. Sofia: I think that the best memory was just meeting those people. I also really liked the trip we
Why do you think such events are important for an organisation such as GIMUN, and why should they be done every year? Lukas: Because it’s a lot of fun, you learn a lot and it gives you a better understanding of the world and other cultures. Sofia: For me, it’s because it’s a unique experience where you can visit a country you never thought of visiting, like Morocco for me. I don’t think I would’ve gone to Morocco if it hadn’t been for the study trip. I wouldn’t have done it so soon. Maybe later in my life, but definitely not last year.
David: It was also interesting to have people from all over the world in the group. So we did not only experience the culture of the countries we went to, but also other cultures by just interacting and being in the group. Where do you think GIMUN should have their next Study Trip? David: Egypt Lukas: Iran, because it’s on the brink of becoming a world key player again with its recent cooperation with the west. It’s also very beautiful. Sofia: Russia Lukas; But then you would just stay there forever (laughs). You wouldn’t just go, you would actually live there! ujourd’hui, dans près de 19 pays du monde, des milliers d’enfants apprennent la vie à travers le spectre de la guerre. Bien que la loi Internationale interdise le recrutement d’enfants de moins de 15 ans, dans les conflits armés depuis 1949, il reste à ce jour « 50 pays qui autorisent encore cette pratique» selon Child Soldiers International. Dans un monde où la guerre des intérêts est continuelle, nous avons vu ces dernières années les conflits se multiplier et les groupes armées naître les uns après les autres. Les enfants au milieu de ces conflits ont donc été fortement affecté. Comme au Yémen où le nombre d’enfants concernés inquiète sérieusement le Conseil de sécurité de l’O.N.U. En effet, près de 1500 enfants
ont été recrutés depuis 2015, - et le même nombre sont morts. En 2016, le bureau du représentant spécial du secrétaire général pour les enfants et les conflits armés comptait une vingtaine de conflits dans lesquels des centaines d’enfants sont affectés par diverses violations de la part des parties armées. Comment la croissance economique a court terme peut-elle contribuer a la lutte contre la pauvrete dans le monde?

a croissance économique, l’arbre qui cache la forêt de la paupérisation? Données, chiffres, graphiques, cartes, il ne se déroule plus de présentations sur la situation économique des pays sans ces éléments. Pour les gouvernements, les institutions internationales et la société civile, la croissance économique est un élément important pour juger de la santé d’un Etat. Mais qu’en est-il de la redistribution de cette accumulation de biens ? Le sacro-saint taux de croissance cache-t-il des inégalités? Qu’est-ce que la croissance économique? Pour la Banque Mondiale, « la croissance est le cœur du réacteur du développement économique : il suffit que la productivité augmente dans un pays pauvre pour que les revenus suivent le mouvement et que la population en profite. » Selon le discours officiel, la croissance économique est synonyme de postérité et un traitement 12
efficace contre la pauvreté. Selon le rapport sur la croissance intitulé « Stratégies à l’appui d’une croissance durable et d’un développement solidaire » publié en 2010, la commission sur la croissance et le développement affirme que la croissance économique permet à la « masse des gens d'échapper à la pauvreté et au collier de misère ». Mais la croissance a-t-elle un effet automatique sur les conditions de vie des populations? Le cas de la Côte d’Ivoire, un défi aux statistiques Le 02 août 2016, le journal en ligne Les Echos.fr met à sa Une : « La Côte d’Ivoire, Championne de la croissance africaine. » Dans son article, Ilyes Zouari précise que « selon le dernier rapport semestriel « Perspectives économiques mondiales » de la Banque mondiale, la Côte d'Ivoire devrait connaître cette année une croissance de 8,5%, après une croissance annuelle de 9,3% sur la période 2012-2015. » Janvier 2017, Bouaké au Nord de la Côte

La guerre pèse lourdement sur l’économie, et de nombreuses familles ne peuvent plus supporter les coûts de transports pour se rendre à l’école » Malgré ces réalités cruelles, le combat pour la protection des enfants à travers le monde, progresse sur la liste des priorités des gouvernements. Le 7 mars dernier, Leila Zerrougui représentante pour les enfants et les conflits armés déclarait « pendant mon mandat, j’ai mis l’accent sur le développement de partenariats avec des membres d'états, pour donner aux Nations Unies des opportunités de progresser ». Elle arrive à la fin de son mandat, et se dit satisfaite d’avoir permis de mieux faire connaître ces problématiques.

d’Ivoire, une mutinerie dans l’armée éclate. Les soldats qui paralysent la ville réclament de meilleures conditions de vie. Le président Alassane Ouattara cède à leurs exigences. Cet acte va déclencher une avalanche de contestations. Grèves dans la fonction publique et des étudiants, mutinerie de la garde présidentielle, les acteurs dénoncent la concentration des richesses dans les mains d’une minorité proche du pouvoir. Le gouvernement d’Abidjan à travers le ministre de l’Economie et des finances Adama Koné entame les négociations avec la plateforme des organisations du secteur public. Le scénario ivoirien n’est pas un cas isolé. Au-delà du cercle des « initiés », économistes, politiciens, organisations internationales, la croissance économique semble être un mirage pour les populations. L’annonce de la bonne nouvelle de relance économique contraste avec l’émergence de nouveaux ghettos économiques sur l’ensemble de la planète. Redistribuer équitablement les richesses, c’est sûrement l’un des grands défis de notre siècle.

ans la foulée du printemps arabe, le Yémen connait d’importantes mobilisations. Celles-ci provoquent le départ du Président Saleh, en novembre 2011, remplacé par Mansour al-Hadi dès février 2012. Rapidement, le nord du pays connait un regain de tensions, qui s’étendent progressivement à d’autres provinces. La rébellion dite houthie, d’obédience chiite, accuse le gouvernement de les marginaliser et réclame plus d’autonomie. Le groupe prend la capitale en septembre 2014, ce qui provoque la fuite du Président Hadi. Ceci mène à l’intervention d’une coalition[1], menée par Riyad, en mars 2015. Leur but est, par crainte que la rébellion s’étende, de protéger la frontière entre le royaume saoudien et le Yémen[2]. Par ailleurs, ces pays, sunnites, veulent contrebalancer l’influence iranienne dans le Golfe. Téhéran est en effet accusé de soutenir la rébellion houthie, car chiite. Le rôle que joue l’Iran dans la crise yéménite et les intérêts qu’il y défend se pose alors. Je m’intéresserai ici aux accusations d’ingérences portées contre Téhéran, ce que l’Iran dément formellement. J’examinerai ensuite la position de l’Arabie saoudite, ce qui me permettra de terminer en soulignant la dimension « guerre de procuration » de la crise yéménite. Début avril 2015, le ministre saoudien des affaires étrangères dénonce l’attitude
de l’Iran et lui conseille de « ne pas aider les activités criminelles des Houthis contre le régime du Yémen », notamment en « arrêtant la livraison d’armes ». En effet, selon des sources saoudiennes, des bateaux transportant des armes destinées aux Houthis ont été interceptés à plusieurs reprises, comme cela a été le cas en septembre dernier en mer d’Oman. L’Iran cherche, depuis la révolution islamique, en 1979, à revenir sur le devant de la scène géopolitique et ambitionne de prendre, à terme, la direction du monde musulman. Selon le spécialiste Masri Feki, l’Iran vise « [la restauration de] l’islam chiite au sein du monde musulman dans une perspective d’islamisation générale du monde »[3]. Après avoir tenté sans grand succès d’exporter sa révolution dans d’autres pays du Moyen-Orient, Téhéran cherche à soutenir différents groupes afin de gagner en influence et de neutraliser le poids saoudien. Par ailleurs, la rhétorique iranienne est caractérisée par des éléments tiers-mondistes. Le gouvernement iranien dit vouloir défendre l’ensemble des déshérités,

Même les autres institutions internationales ne sont pas à l’abri d’une baisse du financement puisque le texte préconise “au moins 40% de baisse globale” de la contribution financière américaine. Une sacré coupe budgétaire qui va fortement diminuer la présence des Etats-Unis dans la sphère internationale.

Parmi ses premiers tweets en tant que président officiel (et non plus seulement élu), Donald Trump se moque ouvertement des Nations Unies: “L’ONU a un tel potentiel mais pour le moment, ce n’est qu’un club où les gens se réunissent, parlent et passent du bon temps. C’est tellement triste”. Il a également déclaré qu’avec son investiture: “concernant l’ONU, les choses seront différentes”. Ces propos déjà émis pendant sa campagne électorale annoncent donc un sérieux changement relationnel entre les EtatsUnis et l’organisation internationale.
Révisions radicales pour une Amérique protectionniste “America first”: Tel était le slogan de campagne du président américain. Il est clair que Donald Trump est déterminé à faire passer son pays en premier et à réduire son intérêt envers l’étranger. De nombreuses mesures avaient été avancées lors de la campagne qui, aujourd’hui, sont étudiées pour être appliquées. Cela concerne surtout des traités que le président souhaite réviser et des organisations dont les Etats-Unis pourraient se retirer, à commencer par l’OTAN (l’Organisation du Traité Nord-Atlantique). Le retrait n’a pas été 14
clairement mentionné, mais la menace plane au-dessus de l’organisation. Le gouvernement américain estime qu’il n’a pas à participer à tous les conflits et veut le faire savoir d’entrée de jeu.

Elle est connue pour ses participations à des négociations économiques internationales et a gagné le respect de nombreuses nations en s’opposant au racisme et en retirant le drapeau confédéré du parlement de la Caroline du Sud. In a world where the most vulnerable and economically disadvantaged endure the heaviest brunt from corporate greed, there is an even more dire need for social entrepreneurs, innovators and creative minds to join forces in an unyielding collaborative effort. The further involvement of Silicon Valley, home to many of the world’s largest tech companies, would be a tremendous asset to the development projects engineered by global social enterprises. Given the incredible challenges associated with places throughout the world that are continuing to experience violent armed conflict, it is critical that those in positions of power have the opportunity to maximize their capabilities and fully utilize their vital skillsets to help minimize the horrible impact of war. As many post-conflict societies have discovered, the costs that
were allocated to fueling the conflict are nowhere near the amount of resources put into the process of rebuilding. Members of societies that undergo such extreme hardships are expected to rebuild their lives while working with less than before and often dealing with an unstable or dismantled political infrastructure. When we consider the abundance of resources that are promised to the military capabilities of some of the most powerful countries in the world, it is important that we reconsider where those funds, resources and capital are allocated in order to eliminate a lack of resources as being seemingly one of the acceptable responses from global leaders to turn the other way in the face of genocide, violent armed conflict and crimes against humanity. With great power comes great responsibility, and the unwavering commitment to explore every angle, every avenue and every last corner of the globe to find the answer to the pressing issues that threaten the civilized world.
