a cultural CROSSROADS It takes time to make a good gumbo. The longer you let it simmer, the deeper and more developed the flavor. So, too, the gumbo of cultures in Natchitoches - Louisiana's Oldest City, took time to simmer and evolve into the unique body of people who call this region home. Established in 1714 and positioned at the edge of two colonial empires in the New World, Natchitoches and the Cane River region served as a cultural crossroads for much of its early years. It became a place where American Indians, French, Spanish, African, and later AngloAmericans came together to create a way of life dependent on the land, the river, and each other.

Our stories are brimming with the contrasts that comprise our nation's history—conquest and colonialism, militarism and peace, wealth and poverty, slavery, and freedom. Today, colonial forts like Fort St. Jean Baptiste State Historic Site and Los Adaes State Historic Site depict life on these early outposts. Downriver the Cane River National Heritage Trail, a Louisiana Scenic Byway, follows the winding river roads lined with majestic oak trees and pecan orchards that provide glimpses into the past. Here one can find stately creole architecture mixed in with the traces of a thriving agricultural industry dominated by cotton, cattle, and pecans.

At the Cane River Creole National Historical Park, generations of the same families of owners and

workers, enslaved and tenant, lived on these lands for over 200 years. The park tells their stories and preserves Oakland and Magnolia Plantations, two of the most intact Creole cotton plantations in the United States.

A National Historic Landmark, Melrose Plantation contains nine historic buildings, including the African House, which houses a collection by worldfamous African American folk artist Clementine Hunter. On the Isle Brevelle Trail, St. Augustine Catholic Church is the spiritual center and heart of the Cane River Creole community, where the Creole traditions and practices extend beyond attending church services on Sunday to include fairs, trail rides, and candlelight vigils.

Our Creole heritage is the secret ingredient that sets us apart from north Louisiana. The careful preservation and restoration of heritage sites and traditions have created many rare opportunities for visitors to experience Natchitoches's history and gain insights into the diverse cultures that continue to influence the city today. The City of Natchitoches and the beautiful Cane River possesses a captivating charm that echoes the past and calls to the future. A place where history lives and where history is made.

feed YOUR SOUL For over 300 years Natchitoches has been the destination of travelers, many of whom still find their way to this historic town that is known for its famous meat pie, Christmas Festival, Cane River, and as the film location of Steel Magnolias.

Natchitoches becomes the “City of Lights” from mid-November to January 6 each year during the Natchitoches Christmas season, now approaching its 100th anniversary. Throughout the year we celebrate music, food, and culture with annual events such as Natchitoches Meat Pie Festival, Melrose Arts & Crafts Festival, Zydeco Festival, Jazz & R&B Festival, and the Classic Car Show.

Visitors and locals experience “Where History Lives” right in our backyard. They follow the trails in Kisatchie National Forest and through the Cane River National Heritage Area to find centuries of history, culture, and natural landscapes that are ready to be explored by foot, car, or boat. They hike or bike the Grady Erwin Nature Trails or Longleaf Vista Trail or take in the scenic views along the Longleaf Scenic Byway and the Cane River National Heritage Trail. Whether fishing in Cane River, Sibley Lake, Black Lake, or Red River, one can easily find why our parish is considered a sportsman’s paradise. Kisatchie National Forest also offers fishing areas and recreational activities such as kayaking, hiking, and camping.

The city of Natchitoches sits within the Cane River National Heritage Area, a region known for Creole

architecture and sites that preserve the multicultural history of the area. Cane River Creole National Historical Park is located in the area and includes Oakland Plantation, considered the most complete Creole plantation in America, and Magnolia plantation, which houses the oldest wood screw cotton press in its original location in America.

For many, the thing you’ll love most about Natchitoches (aside from the famous meat pies) is the charming 33-block National Landmark Historic District – a shopper’s paradise and a bed & breakfast lover’s dream. The Historic District features beautiful architecture and attractions and is anchored by Fort St. Jean Baptiste and the Louisiana Sports Hall of Fame and Northwest Louisiana History Museum.

City of Natchitoches Sports The City of Natchitoches maintains a number of sports complexes that are available to residents. The City Pool offers swim lessons and open swim. Parc Natchitoches offers 5 turfed baseball/softball fields, 3 soccer fields, 1.5 miles of paved walking track and a stocked pond. East Natchitoches complex offers 6 baseball/softball fields, tennis courts, and playground equipment. 6 pocket parks offer play ground equipment, outdoor basketball courts and picnic areas. celebrating CREATIVES Music echoes throughout the courtyard of the Creative and Performing Arts (CAPA) Building at Northwestern State University (NSU) and the quad outside of the Louisiana School for Math, Science, and the Arts (LSMSA), where students are pursuing their dreams. Brightly colored canvases line the windows of historic Front Street, where galleries and shops display local artists' original works. Live music can be found at several local restaurants most weekends. Costumed folk dancers preserve tradition and delight crowds at seasonal festivals. Creative communities throughout Natchitoches share a passion for the rich history and natural beauty that inspires the creative mind. Art and the celebration of artists are interwoven into every aspect of life in Natchitoches.

The orchestra program at NSU Middle Lab School begins cultivating an appreciation of musical ability in students at a young age. Known for its prestigious talent, these young performers have famously played at both Carnegie Hall and Walt Disney World. At Natchitoches Central, students can become members of another award-winning orchestra, and Louisiana School students regularly qualify for all-state honor choirs and orchestra participation. College students perform in the “best sounding band in the land”, the Spirit of Northwestern, and the famous NSU Symphony Orchestra, preparing not only for careers in the arts, but also for leadership roles in any field.

Students in the Spirit of Northwestern band frequently participate in campus leadership and traditionally have the highest grade point averages among campus organizations.

NSU's CAPA and LSMSA act as a workforce pipeline generating internationally skilled creative talent, and are key contributors to the social capital of the Natchitoches community. Faculty and students produce several live performances, multimedia productions, and gallery events throughout the year, including NSU's acclaimed annual Christmas Gala. A creative and performing arts education prepares students for careers in the arts as well as production, management, education, and any other fields requiring creativity and rigorous work habits.

Natchitoches' vibrant arts scene draws worldwide visitors. At the Northwestern Louisiana History Museum and Magnolia Plantation (featured above), famed works of renowned folk artist Clementine Hunter are on display, and local artists are celebrated on a rotating basis in the Louisiana School's Art Gallery. Crafted works with the unique voice of the Cane River region are found at Melrose Arts and Crafts Festival, a tradition born from a century of honoring artists.

cane river CUISINE Ask anyone why they love Louisiana, and you might hear “The food!” One prominent aspect of Louisiana culture is the unique food prepared by generations of families, cooks, and chefs. The delicious fare ranges from boudin to beignets, po’boys to pralines, and crawfish étouffée to king cakes. Louisianians take their food culture seriously, and this pride is evident to every tourist who visits our state. In 2022, culinary and dining experiences were ranked second in the top three leisure activities for Louisiana domestic travelers.

Louisiana's 42.6 million domestic and international visitors brought $17.1 billion in spending during 2022, and would buy 106 pounds of crawfish for each Louisiana visitor.

Clearly, our food culture benefits our state by infusing tourism dollars. As hospitality and culinary educators, faculty recognize the importance of teaching Northwestern State University (NSU) Hospitality Management students about our unique food culture and how it draws tourists to our state, especially to Natchitoches.

In Natchitoches, visitors experience exceptional local cuisine worth writing home about – depths and flavor unique to the local culture. The food can only be rivaled by the dining experience in local Natchitoches restaurants. Many local restaurants add live music to the menu on week-

ends, making both taste buds and feet dance!

Cocktail connoisseurs enjoy a wide range of libations ranging from local and state-side microbrews and champagne on tap to our famous frozen daiquiris. Foodies can enjoy waterfront dining at restaurants overlooking Cane River or Sibley Lake (shown above), and outdoor boating enthusiasts can even call in their favorite dishes to go and have it delivered right to their boat downriver at Shell Beach!

Our food scene is fortunate to include fare such as Natchitoches meat pies and other specialties on the Natchitoches Food Trail (opposite page) that you can only find here. Currently, the region has a variety of restaurants on and off the beaten path, with several new restaurants that opened in 2023.

The Hospitality Management & Tourism program at NSU is excited about the future of the food scene in Natchitoches and has worked to enhance both culinary and hospitality education. Five years ago, Columns Café was started to implement another experiential learning opportunity in the program and provide even more hands-on learning to students in a real-world setting. Once a month, local diners enjoy themed meals prepared from scratch by students in a fine dining setting.

raising THE BAR Natchitoches’ rich history, delicious meat pies, and diverse culture are often the first things people associate with our city, but our powerhouse athletics scene is growing at a rapid pace. Whether you’re attending a t-ball tournament at Parc Natchitoches, taking in a local high school game, or cheering on our Demons, you’re guaranteed an action-packed experience in the tight-knit family atmosphere that Louisiana is known for.

At Northwestern State, we focus on supporting our student-athletes in their pursuit of all-around excellence as well as our coaches as they guide our student-athletes on that journey. We emphasize a philosophy built around success in sport, excellence in academics, and leadership in the community, and our teams continually step up to the challenge.

The last few years have seen top finishes for many of our teams in Southland Conference play, including championships for soccer and women’s indoor track & field. We saw record Graduate Success Rate (GSR) numbers in the 2022-23 season, ranking NSU second in the state and significantly higher than the federal GSR average.

Our athletes were the recipients of the 2023 Southland Conference Community Service Award, the highest honor a Student-Athlete Advisory Committee (SAAC) can receive in the Southland Conference for their exceptional work in the community.

Although we aim for the top when it comes to performance, this is about more than sport. Com-

petitive sport teaches our athletes resiliency and discipline. In Natchitoches, we are fortunate to have many opportunities for our young people to get involved in sports at an early age.

Communities that rally around our kids as they develop their skills and love of the game are a vital component of what makes the athletic experience so special and formative for our youth. It is a privilege to watch them share in the incredible experiences of learning to work as a team, translating discipline and hard work into positive results, and developing lifelong friendships that will prepare them for successful futures. It’s also an incredible experience to be united across generations by love of the game, and that is something we hope to continue to pass down.

living OFF THE LAND Natchitoches is an agriculturally diverse parish, producing almost every crop that can be grown in Louisiana. In 2022, the estimated value of agriculture in the parish was over $169 million, with forestry, cattle & calves, poultry, corn, and soybeans contributing over 70% of the total value.

Additional commercial crops include rice, grain sorghum, and wheat. Our parish is home to some of the state’s leading cattle producers, as well as smaller operations that include goats, sheep, and pigs. The Natchitoches Pilgrims facility is one of the world's largest poultry producers. Our parish is also a key contributor to the largest agricultural commodity in the state: forestry. We are home to several major players within the global forestry industry, including Weyerhaeuser, International Paper, and RoyOMartin.

Agricultural activity in the parish tends to follow major waterways like the Red River and Cane River Lake. Row crop producers rely heavily on these waterways for crop irrigation. The droughts of 2022 and 2023 have highlighted the importance of irrigation, with many non-irrigated fields being total losses for producers, but critical and everevolving agricultural technology provides better information than ever before to assist producers in their production. These advancements include everything from GPS-driven equipment, yield monitoring, and variable rate inputs to scouting and spraying crops with drones. Using information gathered from past harvests and sampling, producers are able to identify problem areas within fields and determine the best management options for those areas.

The LSU AgCenter is committed to agricultural research across the state that focuses on commodities and management practices. This information is distributed through local offices in each parish. In Natchitoches, variety trials of row crops show how new varieties of crops perform compared to other varieties, helping to make planting decisions for following years. 4-H is another service provided by the local LSU AgCenter. Natchitoches Parish has over 1,000 youth 4-H members who participate in community service projects, state contests, and attend many events across the state and nation. Natchitoches Parish Meat Judging won state and participated in the American Royal National Meats in 2023.

Natchitoches 4-H Forestry teams have won state 3 out of the last 4 years and will be competing in the National 4-H Forestry Invitational in 2024.

Natchitoches Parish also has two FFA chapters at local high schools: Lakeview and Natchitoches Central. These students learn about agriculture in a classroom setting and also have their own supervised agricultural projects based on their interests in the agriculture industry. Students participate in community service and compete in career development and leadership contests on the regional and state level. Additionally, students get the opportunity to attend the National FFA Convention in Indianapolis to compete in contests and receive chapter awards.

#goNatchitoches North Louisiana Economic Partnership (NLEP) is seeing steady growth and continued attraction in Natchitoches Parish. The business climate is increasingly developing, and the region is proving to be an excellent place for industries to thrive.

Throughout the year, several companies have shown interest in the region as a place to expand their services, specifically at the Natchitoches Parish Port (shown above). The Port continues to be an incredible asset to the area. It easily connects companies to national and global markets and enables an essential transportation option for moving goods. Site development at the Port is a top priority as we continue to focus on Natchitoches being a competitive location for businesses looking to expand or relocate.

Additionally, our location provides convenient access to I-49 and is just one hour south of I-20 with port access to the Red River. Furthermore, with two major railroad lines (CPKC and UP), our logistic advantages help local companies distribute nationally.

North Louisiana, including Natchitoches, has an excellent advantage for economic development as it sits in the timber basket of America. The timber basket creates a natural interest in wood-related industries to relocate and expand here. From powerhouses like International Paper, Weyerhaeuser, and RoyOMartin to feeder operations like Walsh Timber, many existing jobs in Natchitoches Parish have ties to timber resources.

Access to a skilled labor pipeline is critical to a company's productivity and success. Companies often look to community and technical colleges to assist with workforce training. We commend the upcoming partnership between the Bossier Parish Community College’s Natchitoches Campus and the Natchitoches Port, reinforcing the local training pipeline and filling an immediate need with many of the area's local companies searching for CDL drivers.

To sustain a thriving workforce, a community also needs a flourishing quality of life. Natchitoches Parish continues to draw people with its colorful downtown, beautiful scenery, and great food. The new Natchitoches NEXT Comprehensive Plan (See pages 30-31) will ensure strategic investments are made along major corridors to meet the community’s growing residential housing, retail, and entertainment needs.

Success in economic development is made possible through partnerships. In addition to working alongside the Natchitoches Port, we continue to work with the Natchitoches Chamber and CLECO as we recruit companies into northern Louisiana. These planned improvements in addition to the existing charm and culture make Natchitoches a great place to live and work.

live well NATCHITOCHES As a practicing physician in Natchitoches for 28 years, I have never felt more encouraged about the healthcare in Natchitoches. The African proverb states—“It takes a village to raise a child.”

I think this also applies to healthcare. It takes a village to achieve the aim of population health management and provide quality healthcare to a community. There are many other organizations that provide quality care to the citizens of Natchitoches and the surrounding communities.

There is synergy between these organizations that has not been present before.

Natchitoches has services for those who need home health, hospice, or long-term care services.

Natchitoches Regional Medical Center offers dialysis, physical and occupational therapy, and boasts an award-winning wound care center. This nationally recognized, award-winning hospital offers Ambulatory treatment services, Cardiology, Ear, Nose & Throat, Family Medicine, Internal Medicine, Nephrology, Obstetrics & Gynecology, Ophthalmology, Oncology, Orthopedics, Pain Management, Podiatry, Pulmonology, Surgery, Urology, and Wound Care. You can receive local cancer treatment at the NRMC Cancer Center.

For convenience and quality, there are urgent care clinics for those who do not need or wish to avoid an emergency room visit. Natchitoches is also home to Outpatient Medical Center, a Federally Qualified Health Center for the indigent.

Another aspect of the thriving healthcare in Natchitoches is the collaboration between healthcare organizations and the community; city and parish officials, schools, the university, and civic organizations, to name a few. There is a singular focus that is rewarding to see and be a part of.

I have always said that there must be a commitment to partnership between the patient and health care providers to achieve optimal health. Empowered by support from the Blue Cross and Blue Shield of Louisiana Foundation, NSU is revolutionizing programs aimed at facilitating the transition of paramedics, military medics, and individuals holding undergraduate science degrees into lucrative nursing positions. NSU is equipped to accommodate more students, particularly non-traditional students, with course offerings on nights and weekends and the addition of new nursing faculty and clinical sites.

This collaborative endeavor, assisted by our healthcare partners including Christus Health System, Natchitoches Regional Medical Center, RoyOMartin, Rapides Regional Medical Center, and Willis-Knighton Health System, aims to integrate 300 new nurses into the workforce within the next four years and exceed 1,000 new nurses by 2032.

The state-of-the-art NSU Entrepreneurial Innovation Center (NEIC) is set to emerge as the epicenter of entrepreneurial development in

northwest Louisiana. In partnership with the Louisiana School for Math, Science, and the Arts, the NEIC will furnish a polished business setting, complete with co-working spaces and adaptable office accommodations, complemented by a suite of support services and networking opportunities tailored to the needs of emerging ventures and small enterprises.

NEIC is poised to be a catalyst for new job opportunities in the region, composed to yield an annual economic impact exceeding $3 million.

80% of brain development happens before the age of three; 85-90% by age five. Children who participate in early childhood programs are more likely to graduate from high school, be employed and earn higher wages.

For these reasons, Natchitoches works continually on the progress of its Natchitoches Parish Early Childhood Network (NPECN), which serves children in their preschool years, birth through age 4. These programs work collaboratively with families and the community to provide high quality, developmentally appropriate, early childhood education that will meet the diverse needs of all participating children and prepare them for a positive and successful educational experience.

NPECN has 19 early childhood sites: 6 public schools, 9 private Type III centers, and 4 Head Start centers, all of which participate in rigorous teacher training and evaluation to ensure our earliest learners are receiving a quality education.

In fact, 100% of our early learning centers use a Tier 1 curriculum and 72% of our early learning teachers have a Certified Child Development Associates (CDA), a Bachelor of Arts, or higher.

Not only does Natchitoches Parish offer excellence in education for our earliest learners, but thanks to the collaborative efforts of the Early Childhood Network, tuition assistance is available for Natchitoches citizens. Free tuition is available to 85 children birth through 3, plus partially paid tuition assistance is available to 89 children birth through age 12.

Louisiana School for Math, Science & the Arts Recently named one of Fortune Magazine’s World’s Leading Boarding Schools, the Louisiana School for Math, Science, and the Arts has been providing a rigorous, college-level education to Louisiana’s highly motivated, high-achieving students since 1983. LSMSA enrolls sophomores, juniors, and seniors from throughout Louisiana who represent the state’s ethnic, cultural, and socioeconomic diversity.

Prospective students complete an application process during their 9th grade year. Dedicated to providing all eligible students with a rigorous, college-level education in a unique living/learning environment, the LSMSA Foundation provides assistance to ensure educational opportunities are available for all eligible students despite any financial constraints.
