#goNatchitoches Now in my fifth year leading the Natchitoches Chamber, I reflect on where we were as an organization and how far we’ve come. It is through the visionary leadership of our board, the tenacity of our staff, and the continual support of our members that we are able to report the exciting progress of the Chamber in this 2023 Annual Report. Natchitoches Parish is poised for tremendous and strategic growth in the coming years that will not only enhance the unique and authentic character of our communities but will also support the ever growing workforce opportunities of our businesses and industries. No other parish in the state with a population our size has the assets and resources that we have. The time to capitalize is now. In 2022, the chamber formalized a partnership with the Natchitoches Economic Development Alliance to manage economic development for the
parish. It is through this partnership that several invaluable community planning processes have come to fruition, from the 2023 chamber strategic plan, to the economic development strategic plan, and the most exciting Natchitoches NEXT comprehensive master plan. The chamber has had the honor of contributing extensively to each of these plans, together with many of our business, industry, and community partners, to outline the future of our great parish. The 2022 Chamber Board of Directors, together with a Chamber consultant out of Austin, embarked on a journey to create a three-year strategic plan that would inform our decisions on programming, positions, and initiatives. Once finalized, the 2023 board then decided the Chamber needed an outward facing set of guiding principles and position statements that would serve as a public testament to why we do what we do and why we encourage others to join us in our mission.

The Natchitoches NEXT comprehensive master plan for the city of Natchitoches is one of the most impactful projects the chamber has had the honor of being involved in in recent years. The chamber has been a persistent advocate for the investment of this plan for over a decade, and applauds the city’s financial commitment and strategic partnerships in the development of this plan. It is in that spirit of partnership that the steering committee was formed, that the relationship between the city, the parish, and the region was taken into careful consideration, and that the needs of our business community were at the forefront of conversation in the formulation of planned priorities for development. A RELENTLESS CHAMPION FOR BUSINESS As the premier champion for business in the Natchitoches region, advocacy is a key priority of the Natchitoches Chamber. In 2023, we: Continued strengthening relationships with local governing bodies and their elected officials, including the school board, city council, and parish council, as well as our state and federal delegation. Supported the industrial tax abatement renewal for RoyOMartin before local governing bodies. Supported the industrial capital expense incentives and renewals for Weyerhaeuser, Alliance Compressors, and RoyOMartin at the State Board of Commerce & Industry in Baton Rouge.
Educated candidates for local governing bodies on the priorities of the business community on behalf of the Chamber and NEDA, and the importance of the Natchitoches NEXT comprehensive master plan. Represented Natchitoches at the Louisiana Chamber of Commerce Executive’s (LACCE) Day at the Capitol. Supported the Citizen’s for Democratic Action at their Parish President and Sheriff candidates forums, and shared their recorded forums on our social media channels. Submitted nine letters of support to partner organizations for various grant, project, and investment opportunities.
STAFF DEVELOPMENT
A STRATEGIC EVOLUTION OF CAPABILITIES As the roles and responsibilities of the chamber grow and evolve, it is imperative that the capacity of our paid staff grow and evolve along with it. The Chamber Board was proud to support the following strategic professional development opportunities for chamber staff in 2023. LACCE Annual Conference, Lake Charles Dustin, Morgan, and Laura met nearly 100 chamber colleagues from across the state and participated in a myriad of discussions surrounding the complex and dynamic world of chamber work. Inaugural state Career and Technical Education (CTE) Summit, Baton Rouge, LA - Laura and Katrice Below joined education, business, and non-profit entities from across the state to discuss today’s workforce pipeline, how to reach them, and in what ways business and industry are partnering with educational institutions to trailblaze workforce development programs that meet the needs of both sides of the workforce equation.
Professional Development course on site development through the Louisiana Industrial Development Executives Association (LIDEA) at Southeastern University in Hammond. This course was not only timely and applicable, but is also on the path to Laura becoming a Certified Louisiana Economic Developer (CLED). Online Professional Development course on marketing and attraction through the University of Oklahoma (OU) Economic Development Institute (EDI). Professional Development workshop covering trends and politics in economic development, community development, and real estate and reuse in Austin through OU EDI. Upon graduation of the complete OU EDI program, Laura will be eligible to sit for the Certified Economic Developer (CEcD) exam through the International Economic Development Council (IEDC).

THROUGH THE LENS OF A YOUNG PROFESSIONAL With a population in decline and an aging workforce, it is more imperative than ever that our community rallies together to attract and retain young professionals between the ages of 21 and 40. The Chamber’s Natchitoches Young Professionals (NYP) are leading the way in this effort. With quarterly opportunities to network with other young professionals from various industries and backgrounds, NYP strengthens the fabric of the young professional climate in Natchitoches Parish while also offering opportunities for young professionals to learn and grow professionally.

NYP SAINT PATRICK’S DAY PUB CRAWL In March, the 8th Annual Pub Crawl took place, drawing over 400 enthusiastic participants. The event not only provided a lively celebration for St. Patrick's Day but also served as a Poker Run, supporting local businesses and raising funds for LYPC. Recognized as one of the top 15 places to celebrate St. Patrick's Day in Louisiana by Best Things Louisiana, the 9th Annual Pub Crawl is eagerly anticipated on March 24, 2024.

TALENT RETENTION THROUGH THE LENS OF OUR YOUTH The discussion of our community’s need for an innovative evolution of the traditional job fair has been in progress for 2-3 years. When our partners at Natchitoches Parish Schools asked us to host a job fair in the spring of 2023, it became clear that the planned timeline to develop and launch this idea needed to be accelerated. The chamber gathered the most talented and experienced group of workforce professionals possible to serve on the steering committee, and the Work Natchitoches Summit was born. In its inaugural year, the Work Natchitoches Summit attracted 450
k-12 students that were bussed in from across the parish. We attempted to meet the needs of our members by incorporating a soft skills seminar for all attendees, and a workforce pipeline seminar that explored a deep dive into the students’ choice of three tracks based on our parish’s top three industries by employment: manufacturing, healthcare, and hospitality. As it was coined, the first Work Natchitoches Summit was truly “not your mama’s job fair.”

LEVERAGING CHAMBER MEMBERSHIP TO CONNECT COMMUNITY Learning and networking looked different in 2023 than in years prior. Our members are busier than ever, and are looking for relevant, applicable take aways from their valuable time spent at chamber events. You spoke. We listened. Quarterly Chamber Breakfast Clubs kicked off in 2023, and the reviews were overwhelmingly supportive. For 1 hour and 15 minutes first thing in the morning, attendees can get breakfast, hear an update on chamber happenings, and have focused, guided round-table discussions with peers and colleagues about various business challenges, resources, and tools, all while learning more about community and chamber members at a deeper-than-surface level. The commitment to community service was exemplified as Ambassadors engaged in service during two quarters of the year. Looking ahead to April 22, 2024, the Ambassadors are collaborating with the Cane River National Heritage Area, Northwestern State University, and the City of Natchitoches to organize a parish-wide cleanup to further enhance the community's beauty and sustainability. Their passion for community service, dedication to chamber events, and commitment to staying informed make our ambassadors indispensable assets to the organization.

RECOGNIZING EXCELLENCE IN EDUCATION AND BUSINESS The chamber firmly believes in the importance of celebrating and supporting business, culture, and the community. Through the annual Best of Natchitoches Awards Luncheon, a program that recognizes and honors outstanding achievements in education and business over the past year, the chamber continues to foster a positive community culture that supports further growth and developments. The Best of Natchitoches Awards Luncheon also serves as the chamber’s yearly membership meeting, a platform for the chamber to provide detailed information about its work throughout the year. This event offers insights into the chamber’s progress in meeting goals, expanding initiatives, and enhancing community events. By sharing this information, the Natchitoches community gains a better understanding of how the chamber’s efforts can have a positive impact on the talent pipeline, community culture, and local business. EMPOWERING THE WORKFORCE OF TOMORROW The chamber’s work in education looks very different than it did five years ago. After advocating for and working towards a stronger public school system in Natchitoches Parish to better support our workforce needs for the better part of a decade, we are beyond proud of the academic growth, continual success, and relentless pursuit of progress of Natchitoches Parish schools. The chamber remains involved in key discussions around early childhood education through participation in the Natchitoches Early Childhood Network board of directors, and in Career and Technical Education (CTE) through various partnerships with educational institutions and top employers in the parish. Science, Technology, Engineering and Math (STEM) remains a key focus of the A+ Coalition, as STEM job
growth out-paces general job growth and STEM careers earn considerably higher incomes than non-STEM occupations (forbes.com). Looking forward, the chamber is working to support the newly developed NSU School of STEM with the objective of sparking excitement about STEM careers in Natchitoches Parish and the surrounding region, from our youngest learners all the way up through our collegiate young adults. Through open and honest dialogue, participation in planning efforts across the broad spectrum of CTE partners, and a concentrated effort to strengthen our workforce pipeline, the chamber aims to diversify and grow workforce opportunities and connect qualified workforce to high-wage, high-demand jobs in the parish.

LEADERSHIP NATCHITOCHES STRENGTHENING THE FABRIC OF OUR COMMUNITIES In 2019, the Natchitoches Chamber launched Leadership Natchitoches, a dynamic new program to nurture and develop future leaders in our community. Today, Leadership Natchitoches remains one of the most impactful Chamber programs of recent years. Now in its fifth cohort, participants learn the complex and dynamic interconnectivity of Natchitoches Parish systems, assets, and challenges. Alumni of the program contribute to the curriculum each year, forming a stronger, better informed, and more closely
connected population with each graduating class. It is designed to provide participants with keen knowledge and understanding of what makes a good leader and to foster community and collaboration. Through interactive sessions, teambuilding activities, and networking opportunities, our graduates have formed strong bonds and are now a part of the growing network of leaders in Natchitoches Parish.
This program offers so much more than what participants bargain for. Leadership Natchitoches provides a comprehensive overview of our community, a wealth of knowledge to participants, and exclusive opportunities for firsthand experience and learning. ECONOMIC DEVELOPMENT PLANTING SEEDS TO CULTIVATE GROWTH As areas of our parish emerge as attractive and feasible opportunities to developers, the chamber works with landowners and community partners to pool our resources, connect stakeholders, design the most marketable package possible, and coordinate meetings with potential developers, non-profit planning partners, government funding agencies, and corporations. The types of development opportunities are varied and carefully designed to meet our unique community culture, identity, and needs. In 2023, the chamber: Partnered with Cane River National Heritage Area, Northwestern State University, and Tipton & Associates out of Baton Rouge to fine-tune plans for the outdoor recreation corridor, from the Northwestern Hills golf course to Parc Natchitoches. Supported the submission of over 20 RFPs through the Louisiana Economic Development (LED) project management system. The Natchitoches Parish Port’s North Port Tract is our region’s most submitted certified site for LED requests thanks to our partners at the port. The port and chamber remain in communication and in lockstep on strategy for applications, marketing, and planning for all site exploration, improvement, and development. Identified four tracts of land for potential industrial development. Together with local and regional partners, the chamber has identified three tracts in the parish and one in the city as potential additions to the LEDcertified site list for Natchitoches Parish. These four confidential tracts are at varying levels of exploration, from only having seen the site in person, to identifying utility capacity of the site, to having had initial conversations with landowners. The planned use for all of these sites is heavy industrial/advanced manufacturing, and the ideal candidate for development would be a 150-250-job project offering competitive wages and benefits, that complements existing industry and workforce capabilities.
Identified land for potential residential development. Multiple tracts of land across the city and parish have been identified as potential sites for residential development. The chamber-led 2022 economic development strategic plan revealed that Natchitoches Parish is in a workforce housing crisis, and as a result, the chamber, NEDA, and a growing number of community supporters are working towards an increase in market-rate residential development across every price point, from first-time home buyer options in the $125,000-$175,000 range, to the more median level $250,000-$350,000, to the higher-end $450,000-$550,000. This diversified housing inventory has been repeatedly reported by our top employers and business community at large as a crucial talent attraction need. Facilitated business recruitment discussions with potential new businesses. The chamber works to recruit retail businesses that fill existing gaps in the local market as identified by the ESRI report. Available buildings and sites are communicated to the chamber by landowners and realtors and the chamber often acts as the unofficial broker, identifying the best location for the success of the business, first and foremost, and connecting them with the landowner or realtor as appropriate. Grew NEDA member investment that directly supported the development of new Natchitoches branding, marketing, and website, as well as a new staff position focused on economic and community development. Contracted a web developer out of Franklin, Tennessee to rebuild the digital welcome mat of Natchitoches Parish and combine the websites of the Chamber and NEDA. GoNatchitoches.com will launch in the spring of 2024 and will focus on the community rather than our organizations.
FUNDRAISING
A FIRM FOUNDATION FOR COMMUNITY IMPACT The Natchitoches Area Chamber of Commerce Foundation account was created at the NSU Foundation in 2022 as a means to solicit charitable gifts to a 501c3 (the chamber itself is a 501c6) in support of our community initiatives: NYP, A+ Coalition, and Leadership Natchitoches. This foundation is growing and will help fund things like Leadership Natchitoches tuition scholarships
and transportation, guest speakers for NYP’s Louisiana Young Professionals Conference, and A+ Coalition welcome gifts for new teachers and formal recognition of our parish’s students, teachers, and principal of the year. In 2023, the chamber hosted two signature events that raised funds for the Chamber Foundation.
LIGHT THE WAY 5K & FUN RUN In its 5th year, the Light the Way 5k & Fun Run was bigger and better than ever. Runners of every skill level donned Christmas costumes and enjoyed the lights from a different perspective while supporting a good cause. 2023 Highlights 340 registered runners, a new record. $1,000 donated to the NSU Track & Field team for their assistance Costume contest named in honor of the late Jack Brittain, Jr. 5 community organizations in attendance for to show their support and encouragement
THRIVE GALA In its 3rd year, the Thrive Gala took place at the newly renovated Riverside Reserve. Record attendance enjoyed live music, gourmet eats and drinks, and a silent auction in support of the Chamber Foundation. 2023 Highlights 220 attendees, a new record. $4,000 Donated to the HMT Foundation at NSU for their student-driven menu creation and catering services Live music provided by NSU CAPA students
