ii
Greetings, Honorable Mayor and City Council Members, The month began with the City Council Budget Retreat, where the Mayor and Council engaged in thoughtful discussions on priorities for Fiscal Year 2027, strategic initiatives, and operational needs. Your engagement and support are invaluable. I also want to thank the residents of our city who attended the retreat. I look forward to working together to strengthen our community and advance the vision of being a City on the Rise. Alongside the Mayor, I attended the Public-Private Partnership (P3) Institute on July 8–9, which focused on clarifying how P3 can benefit cities. This event was hosted by Mayor Danny Avula, U.S. Conference of Mayors, and the Association for the Improvement of American Infrastructure. The institute provided valuable opportunities to network with industry leaders, municipal professionals, and infrastructure experts while exploring successful case studies, emerging projects, and best practices from communities across the country. The experience offered a refresher and practical insights into how municipalities can leverage public-private partnerships to enhance infrastructure, improve service delivery, and develop sustainable solutions that benefit residents. I look forward to applying the knowledge and strategies gained to support future initiatives and opportunities within the City of South Fulton. The 2026 Business Licensing Amnesty Program and its summer internship program provided a meaningful opportunity to mentor college students and expose them to the inner workings of municipal government, equipping them with valuable hands-on experience in public service, regulatory compliance, customer service, and city operations. Under the program, our team also made strides in raising awareness around business licensing compliance throughout the City. Through proactive outreach, education, research, and strategic enforcement, we helped bring businesses into compliance while establishing a stronger framework for ongoing compliance efforts. The initiative not only enhanced the City's business licensing database and improved engagement with the business community but also reinforced the importance of balancing customer service with accountability. Kudos to every team member and intern who contributed their time, expertise, and commitment throughout this initiative. Your hard work has strengthened our organization, supported our local business community, and shown the positive impact we can achieve through collaboration and service. I especially want to thank ACM Carmen Davis, the Mayor’s Office and the leadership team for their dedication, collaboration, and guidance in making this initiative a success in partnership with the Mayor's Office. It is our hope that this experience inspires many talented students to pursue careers in local government and public administration. On July 21, the City proudly celebrated the installation of the Sandtown Mini Pitch, a vibrant new space that will inspire youth, promote healthy recreation, and strengthen our community through the game of soccer. The celebration brought together City Council members, city staff, residents, and community partners to recognize this exciting milestone. A special thank you to Tyler Adams of the U.S. Men's National Team for joining us and taking time to encourage our young athletes. His presence gave children in our soccer program the unique opportunity to meet a role model who demonstrated that with dedication, hard work, and perseverance, their dreams are within reach. Moments like these inspire the next generation to continue playing, growing, and dreaming big—both on and off the field. The Sandtown Mini Pitch represents more than a place to play soccer—it is an investment in our youth, our neighborhoods, and our future. This project advances the City's Strategic Plan by helping to Increase Community Collaboration and Improve Quality of Life, while creating meaningful opportunities for recreation, connection, and community pride. 1
"Real Talk" with City Manager Sharon Subadan continues to foster open dialogue, celebrate our employees, and strengthen connections across our organization. It is also an opportunity to celebrate the incredible work our employees do each day, recognize their contributions, boost morale, and reinforce our shared commitment to excellence in public service. At the close of the month, I invited employees to Cool Off South Fulton—a chance to step away from the daily routine, enjoy a little summer fun, connect with fellow colleagues, and, most importantly, celebrate our city employees. Every day, our staff makes a difference. Whether serving residents in the field, welcoming visitors, answering phones, maintaining our facilities, responding to emergencies, or working behind the scenes to keep our city safe, their efforts matter. Team CoSF, you are the backbone of our city operations and the heart of the exceptional service we provide to our community. Thank you for showing up each day with professionalism, compassion, and a desire to serve. Together, we are building a stronger organization, fostering a positive workplace culture, and making a lasting impact on the residents and business owners in our community. Mayor and Council, thank you for your continued support and for trusting us to oversee and manage the city’s affairs. Please accept this report as a summary of the city's successful outcomes for July 2026.

Purchasing Card (P-Card) Program The P-Card Program has shown measurable improvement overall. The Procurement Department launched training sessions to reiterate P-Card policies and procedures, including making sales tax an immediate control priority and standardizing required documentation to improve consistency and completeness. Focused training and transaction-level support are also provided to increase compliance and reduce administrative exceptions. Cardholders have responded positively to the training and recommendations. The program's focus is shifting towards prevention rather than correction. Emphasis will be placed on clearer submission standards, stronger workflow controls, and routine exception monitoring to reduce repeated errors and administrative rework. Monthly exception reporting will be implemented to track exceptions by category, identify trends and recurring issues, and pinpoint accountable process owners. Workflow safeguards will be strengthened to reduce incomplete or noncompliant submissions at the point of entry.

July 13–17, Code Enforcement collaborated with the Business License Division, Fire, Public Works, and Police to conduct proactive inspections along the Old National Highway corridor to improve its appearance, increase business compliance, address property maintenance issues, and remove litter from the public right-of-way. Operation Highlights • 21 total enforcement actions • 5 Notices of Violation (NOVs) • 16 Municipal Citations • 28 individual code violations documented Because several properties contained multiple violations, a single enforcement action often addressed more than one code violation. Key Findings • 13 businesses were found operating without a valid Occupation Tax Certificate. • 2 businesses possessed a valid Occupation Tax Certificate but failed to display it as required by City ordinance. • Occupation Tax Certificate-related violations accounted for 15 of the 28 documented violations (54%), making business licensing compliance the primary enforcement issue identified during the initiative. • Additional violations included illegal dumping, open outdoor storage, overgrown vegetation, vacant property issues, exterior property maintenance deficiencies, grading and drainage concerns, litter, inoperable vehicles, and parking on unapproved surfaces. Please note that the statistics contained in the attached report reflect only enforcement activities conducted during Operation Clean Sweep (July 13–17, 2026). They do not include ongoing investigations, previously issued violations, or active enforcement cases that predated the initiative.

Code Connex 2nd : Inter-Jurisdictional Collaboration
The second Code Connex Inter-Jurisdictional Collaboration Meeting was a tremendous success, further strengthening regional partnerships and reinforcing the value of collaborative code enforcement. Following the success of the inaugural meeting, participating jurisdictions agreed to transition Code Connex from a quarterly initiative to a bi-annual meeting, allowing agencies additional time to implement shared strategies and report measurable progress. A highlight of this meeting was the creation of a Regional Problem Wall, where participating agencies identified the code enforcement issues most impacting their communities. The exercise revealed that illegal dumping remains the region's most significant shared concern, followed by vacant properties, absentee property owners, commercial property maintenance, and repeat offenders. Additional challenges identified included unsafe structures, junk vehicles, staffing, court delays, rooming houses/short-term rentals, technology, and internal operational issues. The Regional Problem Wall confirmed that many enforcement challenges extend beyond city boundaries and are best addressed through continued collaboration, information sharing, and coordinated enforcement efforts. The continued participation and engagement of our regional partners demonstrates the growing success of Code Connex and its commitment to improving community standards through regional cooperation.

Right of Way Maintenance is required to provide safe and multi-use roadsides. A wellmaintained right of way promotes a positive quality of life and is integral to the other functions such as utility installations, vehicle emergencies and sign placements. Right of way Maintenance serves to maintain a safe zone adjacent to the road pavement, improves drainage of stormwater from the road surface, and creates an attractive vista along road corridors. The Traffic Operations Crew is on constant patrol in the City of South Fulton to ensure that all signs and signals are working properly and clear to see. This consists of approximately 35,000 static or fixed signs, 69 Traffic Signals, 2 signalized and 2 Solar Pedestrian Crossings, 14 Traffic B eacons, 40 School Flashers and numerous Solar Flashing signs. The following is a description of each of the 9 categories that is used by Traffic Operations and what each category represents. • • • • • • • • •
Sign – Long Term Repair is used if it is determined that a sign needs to be ordered. This category will remain open until the sign comes in and gets installed. Sign – Other Sign Dow n/ Missing is used for missing signs, installing new signs, replacing or upgrading signs. If there are other signs on that post, the crew will clean them while onsite. Sign – Preventative Maintenance is used for the cleaning and straighting of signs that are found to be dirty or leaning over more that 10 degrees. Sign - Stop/ Yield Sign Dow n/ Missing is used for responding to or finding a STOP or Y IE L D sign that has been knocked down or missing. The traffic crew will then either replace or correct the sign. Signal - I n Flash or Dark is used to let us know that the traffic signal is flashing all RE D lights, or no lights are visible. Signal – Long Term Repair is used if parts need to be ordered or if a contractor is being called in to make repairs. Signal - Other I ssues is used to let us know if there are any other problems with the Traffic Signal, this can include a L E D bulb not working, if the crosswalk is being problematic, or the signal not changing. Signal Preventative Maintenance is used for making any corrections to a traffic signal including replacing L E Ds that have burnt out or fixing signs on the wires that need to be corrected. Traffic Operations – Other is used to show the other things that Traffic Operations does. This includes responding to school zone issues, any type of traffic control, deploying/ retrieving message boards or anything that does not pertain to traffic signals or traffic signs.
This month, the Traffic Operations Department acquired 158 new requests and closed 160 out. The following are the 160 SeeClickFix items, along with the 9 Categories that Traffic Operations responded to and completed this past month. E xamples of work completed this past month are highlighted in E xhibit A.

Traffic studies are conducted based on the evaluation of day-to-day traffic concerns and also considering requests from the residents in the City of South Fulton. Recommendations are made for the installation of traffic control and traffic calming devices. Types of traffic studies include All-Way Stop Warrant Studies, Traffic Signal Warrant Studies, and Traffic Calming Studies. These studies follow the federal Manual on Uniform Traffic Control Devices (MUTCD) standards and Georgia Department of Transportation (GDOT) standards. The goal of these studies is to improve the mobility, safety, and capacity of the city’s infrastructure. Traffic Studies Completed – July 2026
Traffic Impact Study – Proposed mixed-use development project – Cascade Road at Cascade Parkway Staff reviewed a traffic impact study for a proposed mixed-use development and its potential effects on the existing roadway network. The mixed-use project includes a 21,831-square-foot grocery store, a 2,325-square-foot fast-food restaurant, and a 2,200-square-foot bank. Access to the site would be provided through a single full-access driveway aligned with the signalized intersection at Cascade Road and Cascade Parkway. Summary of Study Recommendations: • •
Provide a northbound left-turn signal phase for vehicles exiting the proposed development. Adjust the existing signal timings to accommodate anticipated new traffic patterns generated by the proposed development and nearby developments.

The Streetlight Program was established to address the need for adequate illumination of public streets or roadways within the City of South Fulton. The goal is to aid in the safety and systematic movement of vehicular traffic within the public travel roadway. L ighting on roadways is not provided for personal security, such as lighting of yards, driveways, or private property. In-house staff assesses requests from residents, conducts field visits and works with power companies to address inquiries about new lights, repairs, and upgrades. L ast year, Mayor and Council approved a resolution adopting the Streetlight Masterplan. The masterplan provides options for street and pedestrian light poles, styles, spacing, lighting technology and control, and appropriate lighting levels for various locations such as state roads, arterials minor residential streets, maj or street corridors including those with existing and proposed bike lanes, controlled intersections, roundabouts, uncontrolled pedestrian crossings, transit station street areas, and parks. On July 28, staff met with a Georgia Power representative to review a preliminary design for installing dual-arm poles along the centerline of Camp Creek Parkway, from Old Fairburn Road to the Douglas County line. Georgia Power provided an initial proposal covering the segment from Old Fairburn Road to Camp Creek Parkway, which includes the installation of 310 161W-L E D roadway lights and 159 new poles, per the lighting plan. The proposed work will require approximately 6.4 miles of directional boring, a GDOT permit, and traffic control in designated areas. All poles and light fixtures will match existing installations to ensure a consistent lighting pattern along Camp Creek Parkway. Staff requested that Georgia Power extend the proposed corridor to the Douglas County line and submit a revised proposal including updated costs, schedule, and photometric analysis.
Not actual photo. For illustrative purposes only
L astly, the department is finalizing a priority list to install and/ or upgrade streetlights on all corridors with proposed and existing sidewalks, State routes, and intersections. All sidewalk proj ects will also include pedestrian lights. U pon completion, staff will meet with the power companies to draft an implementation plan that will include costs and schedules. Requests for streetlights- new and upgrades- received to date are detailed in E xhibit A.
