Woodside Ranch HOA Information 02/26/2020 As I mentioned, the Woodside Ranch Homeowners Association has no common grounds, no community structures or obligations that would require a reserve study. Additionally, the WRHA was established twenty years before the Oregon Statute mandated reserve studies for Associations. (All associations created after October 23, 1999 must have a reserve study and a maintenance plan (ORS 94.595(5)(a); ORS 100.175(6)(a)).) Neither is Woodside Ranch a “planned community� as defined under the Oregon Planned Community Act. Thus, there is no need or legal requirement for a reserve study. The WRHA board of directors have liability insurance. There is no other insurance requirements or needs for the WRHA as there is no community property for which they are responsible. Homeowners are responsible for insuring their own properties and have no linkage to the WRHA in this regard. Below you will find the Annual Budget for 2019. Hi Trish, Here is a link to meeting minutes, CC&Rs for all 6 Phases, Articles of Incorporation, WRHA bylaws, Architectural Guidelines, etc. on the Woodside Ranch Homeowners Association website: http://www.woodsideranch.net/minutes.html There are no common HOA grounds in the subdivision that would require HOA oversight so no reserve study or community insurance. The WRHA administers CC&R compliance, sponsors a summer BBQ, publishes a quarterly newsletter, and works on behalf of Woodside Ranch in matters that affect the homeowners through a volunteer board. Historically, Woodside Ranch was segmented into six sections, or Phases, which were offered for sale at different times in the 1970s. Each Phase came with its own CC&Rs which were similar but not exact. Although the CC&Rs are legally binding documents, they do not specify an administrative body, other than the Architectural Control Committee. Subsequently, an amendment to the CC&Rs to establish an HOA was put to a vote in each of the Phases but only passed in Phase 1 & 3. With authority in half of WR and not in the other half, this became problematic for the HOA to fairly act within the subdivision as a whole. In the interest of a cohesive community, the WRHA works with homeowners in all Phases, but in a nonbinding way in unpassed Phases.
Woodside Ranch HOA Information Financials are available upon request but of little use for your needs, I suspect. Annual dues are $50 and not mandatory in half of the subdivision, leading to a rather small bottom line. Let me know if you need further information. Brian Firebaugh President, WRHA
