PROJECT APPROACH Project Understanding The McFate Group recognizes this as high profile project located on an attractive site. We understand that this project has been in the planning stage for some time. We would look forward to joining your team as your Construction Manager. The McFate Group (TMG) will include the following steps to complete the project: Upon award of the contract TMG would collaborate with Architect for design assistance as well as Value Engineering efforts. TMG will work with the Architect to complete the design of the Butler, Pre-Engineered Metal Building. This will expedite this long lead critical component of the project. Collaborate with the Architect and provide communications and applications for permits with all agencies. Assemble Bid Packages in priority order, for the critical path of project. (Emphasis on Site Work, Steel, and Masonry) Competitively bid all Bid Packages. Present to the Owner and Architect, a bid tabulation for each category and include Subcontractor recommendations. Identify and procure all long lead items via Subcontractors. Staff the project with a full time, on site, Superintendent. Also include a Project Manager and Safety Representative as necessary. Develop a detailed Schedule with Subcontractor input regarding availability of material. Commence construction per the enclosed Milestone Schedule. Hold weekly meetings with Owner and Architect to review project status, schedule, and budget. Hold weekly meetings with Subcontractors. Complete the work. Key Issues specific to this project: o Coordinate all site logistics, building access, paving, and utility shutdowns with Owner. Site Safety and security fencing to isolate the construction zones due to the occupied facility. o Existing roof structure reinforcement and necessary temporary protection. Complete all Close Out procedures including Agency approvals, Punch List completion, As-built drawings, and Commissioning.

Robert McFate graduated from Eastern Michigan University with a construction management degree and worked as a general contractor for a few years. In 1997, he started his own business. Frank is a veteran both in the construction industry and the military. Frank had a desire to build at an early age, so he enlisted in the U.S. Navy Seabees(Construction Battalions). After traveling the world, he learned several trades and management skills that led him down the path of becoming a project manager/estimator.
When Dennis graduated from Mount Royal College in Calgary he made the jump into construction shortly after he learned that construction is one of the few industries that offer immediate work results, translating to almost instant job satisfaction. He has over twenty years in the construction industry and brings a positive energy to each job site. He has managed numerous projects for The McFate Group and has a knack for bringing out the best in each of his construction crews.
Paul comes from a long line of masons and practically grew up on construction sites. He went to University of New York Albany to study preengineered interdisciplinary studies and went on to serve in the Navy for eight years. He brings over forty years of experience in the construction industry and has worked on all kinds of projects at The McFate Group, from small renovations, additions to ground-up construction.

PEACE LUTHERAN In 2006, we were hired by Peace Lutheran Church to build an addition that Dangerous Architects had designed for them. We acted as the construction manager for this pre-engineered steel building addition that included space for a gymnasium and child daycare.

WING LAKE SCHOOL The Wing Lake Developmental Center is a space suited for serving special needs students. This 40,027 SF facility includes universal accessibility, therapy space, a media center with sensory teaching materials, and group learning spaces for sensory development activities. The result is a space where kids can learn and thrive. The project was completed in 2008.

MERCY ELITE SPORTS CENTER In 2019, Schoolcraft College hired EBI to supply and erect a new multi-purpose space partnering with Saint Joseph Mercy Health System to construct a sports center located on Schoolcraft College’s campus. The new building features 74,000 square feet of multi-purpose which includes eight volleyball courts, a running track, soccer training space, and fitness and rehabilitation space and was completed in 2020.

CM FEE/AGREEMENT The McFate Group CM Agreement follows the AIA CM Agreement. We find that this is the most equitable for all stakeholders. The following is the summary of the typical General Conditions cost averaged by month.. This work sheet is a summary of an average one month period and is designed to identify the items included in our General Conditions budget. The overall General Conditions estimate will be determined once the project scope and duration is determined. Cost of the Work excludes and is not limited to:

SCHEDULE There are five major factors that will drive the schedule and determine the appropriate construction start date.
Receipt of all Permits. The RFP indicates a tentative date of Early Fall 2021 to submit the application. These schedules assume 10/6 application date and receipt of the permit on 11/2/2021
Pre-engineered metal building. The procurement will take between 26 to 30 weeks after the order is placed. Order is contingent on approved preliminary Site Plan Review and the project drawings complete to a point where they can be coordinated with the PEMB.
Steel availability and cost. The current steel market is uncertain for both cost and availability. Delays in ordering steel will add costs and uncertain delivery.
Inflation. Construction material costs continue to escalate.
Weather impact. Any delay in the receipt of the Permit will push the start date closer to winter conditions with associated costs.
Our recommendation is to commence construction as soon as the Permit is issued. The inherent winter conditions cost will be far outweighed by the material escalation cost created by any extended delays.

MANAGEMENT PROCESS Software The McFate Group utilizes the SAGE CRE 300 software for both Construction Management and Accounting. Detailed Logs are generated by SAGE to track project documents. PROJECT MANAGEMENT RFI’S RFI’s are submitted to the Architect and distributed via SAGE. RFI Work Flow RFI by generated by Subcontractor > TMG > Architect > TMG > Back to the initial Subcontractor and all Subcontractors on the Project as applicable Submittals Submittals are sent to the Architect and distributed via SAGE. A detailed Submittal Log is generated at the start of the project that specifies all required submittal items and identifies all long lead materials. Submittal Work Flow Submittal issued by Subcontractor > TMG > Architect > TMG > Subcontractor Change Management Changes in the Scope of work or cost impacts to the Budget are tracked in SAGE using detailed Change Requests and Change Orders. Detailed Logs are generated by SAGE to track project budget. SAGE ACCOUNTING All costs are tracked through SAGE. Detailed Cost Reports are generated for project budget reviews.

Cost Estimating The McFate Group provides estimates of increasing levels of detail at the Schematic Design phase, Design Development phase and at 50% completion of the Contract Documents. We can begin immediately in reviewing the Program and Schematic Design The McFate Group will provide estimates at major changes in systems or components and a pre-determined points in the design. We will price options to determine if a major system change should be considered. We can generally respond immediately with components pricing or within two weeks for a full project estimate. We propose estimates at the following times: SCHEMATIC DESIGN COMPLETE Project estimate #1 at the end of schematic design DESIGN DEVELOPMENT COMPLETE Project estimate #2 at the end of design development Propose Value Engineering (VE) session CONSTRUCTION DOCUMENTS COMPLETE Project estimate #3 at 50% CD’s AWARD COMPLETE Provide final Construction Budget upon Bid Awards to the Subcontractors. CONSTRUCTION COMPLETION Budget updated on a monthly basis.
Estimating Accuracy Our records concerning accuracy of design estimates and final bids is excellent. We account for unfinished documents by carrying a design contingency in the estimates. The design contingency reduces as more information is incorporated into the documents. We are historically 3-5% below the last project estimate.

Contingency We recommend to every Owner that contingency be included on a project. The contingency is to be used by the project team for design related issues, estimating and bidding budget modification, sub contract defaults, bidding errors, documentation omissions, and other construction manager related modifications to the contracted work. The contingency is established during the program estimate phase of the project. During all sequent design estimates the contingency will be reviewed by the team. Reduction of the contingency will be based on the completeness of the design documentation available. The contingency can range from 5 – 15% depending on whether the project is an addition, a renovation of an existing structure or a new freestanding building. In any case, as construction progresses, the funds may be released to the Owner to be utilized to cover Owner additions or changes. Any unused funds, unspent contingency or construction cost savings, could then be reallocated to another aspect of the project. If not used at the end of the project, money is returned to the Owner. Value Engineering The McFate Group is committed to delivering maximum value to our Owners. The majority of our contracts are performed on a negotiated basis, reflecting the mutual trust that exists in our relationships. We have extensive experience in Value Engineering. This does not mean budget cutting – it means presenting choices with associated costs so that the Owner and Architect can make informed decisions. Scheduling The Project Manager will develop a Critical Path Schedule based on the anticipated completion of construction documents and desired timeline. The schedule is updated and verified every month with the Owner at the Progress Meeting. Changes are only made with the approval of the Owner.

Constructability The Project Manager reviews the construction documents for quality and constructability issues. Findings are reviewed with the Architect before final documents are completed. Safety An independent Safety Director will make periodic on-site field inspections during construction. Quality The Project Manager will make periodic on-site field inspections during construction to verify the expected quality and adherence to contract documents is being maintained. Self Performed Work The McFate Group will supply the Butler pre-engineered metal building and provide subcontractors bidding for all other trades. All work scopes are performed by Subcontractors. Cost Controls Our system is proven to keep Owners up-to-date on costs during every stage of the project. Supporting documents can be available for review if requested. We track every single cost – labor, materials and subcontractor fees. All are coded and entered into our accounting system. The GMP is established at the start of the job based on the number of months to completion. Each month we project the costs to the end of the job. This tracks where we are financially at any given point in time, as well as the cost to complete the work. All of our projects are open book. We share all costs information with you. We can tell you how we are tracking compared to the estimate, original contract amount and GMP Throughout the project, The McFate Group will review and identify items, and present options for issues that have historically caused Owners additional expense. Such items might include changes in the bidding climate, long lead items, scope creep and delays due to decision-making. It is our goal to get you

the project you want when you want it and for the expected price. RFI/ Change Orders Our Philosophy regarding Change Orders is to keep them to a minimum – in number and value. Our goal is honesty and integrity – you get exactly what is paid for and no less. Unless threatening health, safety or welfare, no work will proceed without approval. In the event of changes, the following outlines our procedure: 1. Identify the issue requiring change or clarification. 2. Provide written response to the Architect by means of a Request for Information (RFI) including a possible solution with an estimate of costs. 3. Log the date/time the RFI was issued. 4. Receive response. 5. Log the date/time the RFI was responded to. 6. Request Proposals from appropriate trade contractors. 7. Present Proposal for the scope of work to the Owner and Architect for approval. 8. Provide written authorization to proceed with the work to the trade contractors. 9. Update the overall budget. Project Closeout COORDINATION Coordinate the delivery and installation of owner furnished equipment and furniture. SUBSTANTIAL COMPLETION Perform pre-Punchlist inspection and notify subcontractors of required work to complete. Mitigate the need for a Punchlist. Participate with Owner and Architect /Engineer in final inspections. Manage the Punchlist completion process. Make recommendations regarding final payment to subcontractors.

OPERATIONS Collect and organize all operations and maintenance manuals. Record drawings, warranties and guarantees and deliver to Owner. Coordinate training in the operations of building systems for Owner personnel. INSPECTIONS Perform pre-punchlist inspections and notify subcontractors of required work to complete. Participate with Owner’s Representative and Architect/Engineer (AE) in final inspections. Manage the punchlist completion process and coordinate the final inspection with the AE and Owner Representative. Make recommendations regarding final payment to subcontractors. OCCUPANCY Make sure final inspections are made by the necessary governmental units. Deliver final inspection tags and the Certificate of Occupancy to Owner. PROJECT HISTORY Create final project reports which summarize all significant reports issued during design and construction; accounts for construction costs and reconciles expenditures; and establishes the date of substantial completion for warranty purposes. FINAL PAYMENT Administer the final payment process and collect all required lien waivers, consents of surety and sworn statements. Deliver these documents to Owner. WARRANTY WORK Create and enforce a system for construction of defects and resolution of problems during the warranty period. Complete warranty work while subcontractors are on site, if possible.
