Force protection exercise begins Tuesday, expect base delays From NAS Key West Public Affairs

he force protection and anti-terrorism exercise Solid Curtain-Citadel Shield 2016 begins Monday and will last through Feb. 12.

Personnel can expect an increased security posture

at Naval Air Station Key West for the duration of the exercise.

SC-CS 16 is a force protection exercise conducted by Commander, U.S. Fleet Forces Command and Commander, Navy Installations Command on all Navy installations in the continental U.S. to allow

Navy security personnel to hone skills and situational readiness using real-life training scenarios. SC-CS 16 is not in response to any explicit threat, but is a planned annual exercise.

Measures have been taken to minimize disruptions to normal base operations, but there may be

times when the exercise causes increased traffic around bases or delays in base access.

Sigsbee Park, in particular, will see increased security activities on Tuesday during the workday.

TRICARE is making some changes to OTC coverage to bring it in line with other TRICARE pharmacy coverage.

Beginning Monday, beneficiaries must pay the usual generic copays for covered OTC drugs.

OTC drug coverage will still require a prescription from their doctor.

Jan. 29 1944 - The battleship USS Missouri (BB 63) is christened. After her christening and launching Jan. 29, she is completed rapidly, commissioning on June 11 of the same year. She is the last battleship to enter active service in the U.S. Navy.

Jan. 30 1944 - Navy ships, including battleship North Carolina, and its aircraft, sink nine Japanese vessels.

Jan. 31 1981 - The era of enlisted Naval Aviators comes to a close when the last enlisted pilot, Master Chief Robert Jones, retires after 38 years of service.

Feb 1 1955 - Task Force 43 is established to plan Navy Antarctic operations called Operation Deep Freeze.

Feb. 2 1848 - The Treaty of Guadalupe Hidalgo ends the Mexican-American War and establishes the boundaries between the two republics.

Mary was puzzled. She waved her hand in front of his face.

Nothing. She thought for a moment, finally taking Tom by the hand and guiding that hand to where the glasses were resting. “They’re just glasses. You can take them off.”

Tom paused, and as he removed them was amazed to see everything around him. He wasn’t blind. He’d just been wearing the glasses. It was such a simple solution. “Why didn’t I think of that?”

The story is ludicrous, but I hope to make a point. It’s not unlike any struggle that you or I may have.

When we’re facing a significant challenge, that challenge can occupy our entire field of vision. We can’t see anything but that problem. At the same time, it may feel like we’re stuck with it. And oftentimes we feel powerless because we can’t see anything we can do to change our situation.

But in my little story Tom reached out. He went to Mary

with the problem, inviting her in, and she was able to see something different. Tom’s glasses were actually CHAPLAIN'S small, but he was CORNER too close to them to know that.

While our struggles are not likely to be as silly as Tom’s, they tend to present themselves to us in much the same way: pervasive and permanent. When you or I are too close to the problem and feeling anxious about it we can lose the appropriate perspective, and our anxiety can stifle our much needed creativity in overcoming the challenge. We feel like we’re at the mercy of the problem.

But talking with someone about a struggle can change all that. Like Mary, the person who is listening is more often not as

close to the problem. For her the glasses weren’t the only thing she could see; they were merely an object among other objects in the wide world around her.

So forgive the reference to the latest smarmy meme: Tom reached out. Be like Tom. Too often struggles thrive in silence. You and I don’t have to let them. Talk to someone: a shipmate, a family member, a trusted friend. Pull back the curtain and let that person in.

More often than not that very conversation can help to put the struggles into the proper perspective, and to address them with a creativity that wasn’t there before.

Constitution restoration rekindles our maritime history

T

he quest for a topic for my monthly essay came to an abrupt halt when I came across a newsletter from the USS Constitution Museum.

The feature story described the restoration of the oldest commissioned warship afloat in the world, USS Constitution.

The icon of the Navy is in dry dock one, within shouting distance of where, on the cold overcast day of Oct. 21, 1779, the order was given to knock out the blocks and shores, at which time the large frigate

moved promptly and swiftly into Boston Harbor waters.

As she went, Capt. James Sever, of Portsmouth, New Hampshire, broke a bottle of Madeira on the heel of her bowsprit, declaring HISTORICAL PERSPECTIVES her to be named Constitution.

She was the third “super frigate” to be launched after USF United Columnist States at Jim King Philadelphia

and USF Constellation at Baltimore.

Among the VIP witnesses to the launching was incumbent President John Adams, a native Bostonian. President Franklin Roosevelt changed the designation from USF to USS. The super frigate was an early example of American exceptionalism in the personification of Joshua Humphreys, an innovative ship designer.

Humphreys’ designs were two - three feet wider and 20 feet longer than their British coun-

terpart and 13 feet longer and a foot wider than the French frigate.

Humphreys was a master at building ships with a unique “inverted cantilever” construction, which gave the ship greater strength at the deck and hull, allowing for heavier armament than the European frigates. Additionally, his design improvements increased the ship’s speed.

NEX gives back to students with A-OK reward program From NEXCOM Public Affairs

T

he Navy Exchange Service Command has been offering students a chance to help pay for college through its A-OK Student Reward Program since 1997.

The A-OK Student Reward Program offers all qualified students to participate in a quarterly drawing for monetary awards of $2,500, $1,500, $1,000 or $500. The next drawing is at the of February.

Any eligible fulltime student, who has a B-grade point average equivalent or better, as determined by their school system, may enter the drawing. Homeschooled

students can also qualify with acknowledgement that the student has a “B” average or equivalent record of accomplishment.

Eligible students include dependent children of active duty military members, reservists and military retirees enrolled in first through 12th grade. Dependent children without an individual Dependent Identification Card must be accompanied by their sponsor. Each student may enter only once each grading period and must re-enter with each qualifying report card. To enter the drawing, stop by any NEX with a current report card or progress report and have a NEX associate verify eligibility.

Millions unknowingly infected with Hepatitus C virus this timeframe get screened for Hepatitis C. The virus is usually spread when blood from an infected person enters the body of someone who is not infected. Today, most people become infected by sharing needles or other equipment to inject drugs.

However, a person can get the virus through less common means, such as sharing personal care items (razors or toothbrushes), or sexual contact with an

infected person.

For some, the disease is a short-term illness, but for 70 - 85 percent of those who are infected, it becomes a long-term chronic infection that causes serious health problems, such as liver damage, cirrhosis and even death. Hepatitis C is a leading cause of liver cancer and in the U.S., it is the most common reason for a liver transplant.

People can live with Hepatitis C for decades

without feeling sick and without symptoms, even as they pass the virus on to others. There is no vaccine to prevent the virus but the chronic infection it causes is now treatable with medication.

In addition to those, a simple blood test can detect the virus.

could challenge any ships of their class; with effective seamanship and strategy they could expect to prevail.

In the event of being outnumbered or out-classed by ships of the line, these ships had the speed to disengage and escape.

In July 1812, Constitution was operating alone under the command of Capt. Isaac Hull when she was spotted

by a fleet of British war ships. The great chase was on until the wind died down, leaving all ships dead in the water. Constitution and the British ships resorted to “kedging,” repeating process in which long boats rowed the ship’s anchors ahead of the ship and the ship was winched to the anchors. Hull’s superior seamanship coupled with luck or divine intervention provided a breeze allowing escape.

The Constitution has a

battle record of 50 engagements and zero defeats. The best known battle is the Aug. 19, 1812, engagement with the British Frigate Guerriere, a decisive victory. It was here Constitution earned the name “Old Ironsides” and 1st Lt. William Bush became the first Marine to die in battle.

The restoration of Constitution is scheduled to take three years under the command of the 74th Commanding Officer Cmdr. Robert Gerosa.

Capt. Saumel Nicholson, the first commanding officer, wrote the first note in Constitution’s operational log on July 17, 1798: “Steady breezes and fine pleasant weather. At 8 p.m. took my departure from Boston light.”
