The National Police Commission (NAPOLCOM) 12 made history as it held its inaugural CPD Program for licensed criminologists on June 19, 2024. The webinar on the Revised Rules of Procedure before the Administrative Disciplinary Authorities was a resounding success, attracting 131 participants from NAPOLCOM Central and Regional Offices, as well as personnel from the South Cotabato Police Provincial Office.

Participants were treated to an array of insightful presentations by esteemed speakers, with their lectures covering the provisions provided for in NAPOLCOM Memorandum Circular No. 2016-002. Atty. Meliton R. Caet Jr, Attorney V/Provincial Officer for South Cotabato, kickedoff the session by discussing the roles and jurisdictions of Administrative Disciplinary Authorities, Internal Affairs Service, and Appellate Bodies. He also delved into the creation, functions, composition, term of office, and quorum of the People’s Law Enforcement Board (PLEB).

Concluding the webinar, Atty. Mary Grace P. Guirhem, Attorney V/Chief of the Technical Services Division, provided in-depth discussion on Administrative Offenses and Penalties, shedding light on the various offenses and their corresponding penalties, giving the attendees a clear understanding of the disciplinary framework.

To build stronger ties with the local governments, NAPOLCOM 12 Regional Director, Atty Johnson G Reyes, together with Assistant Regional Director Veronica C Hatague, Atty Mary Grace P Guirhem, Chief of Technical Services Division, and Atty. Marlon H. Insular, Provincial Officer for the Province of Cotabato, recently paid a courtesy visit to the Governor of Cotabato, Hon. Emmylou “Lala” Taliño-Mendoza.

The esteemed official graciously welcomed the delegation to her office in Amas, Kidapawan City on May 7, 2024.

In a gesture of appreciation, the office presented a memento symbolizing the Local Chief Executive’s designation as deputy of the NAPOLCOM within her jurisdiction.

Accompanied by the exchange of pleasantries were discussions veered towards future collaborations between the NAPOLCOM 12 and Provincial Government of Cotabato. The executive’s receptiveness

On Tuesday, April 23, 2024, Atty. Johnson G. Reyes, Regional Director, extended a courtesy visit to Governor Rogelio “Ruel” D. Pacquiao of Sarangani Province. During the visit, Atty. Reyes presented a token of appreciation to Governor Pacquiao, NAPOLCOM Deputy, as a symbol of collaboration between NAPOLCOM and the provincial government of Sarangani This visit exemplified the Commission’s dedication to strengthening partnerships with local government leaders and improving cooperation and coordination in addressing law enforcement concerns.

Johnson G. Director Reyes, alongside Atty. Mary Grace P. Guirhem warmly welcomed the distinguished officer at their office.

Highlight of the meeting is the discussion of future collaboration between the two offices promising significant benefit to the Licensed Criminologists of the PNP. In its commitment to make the police officers more effective, responsive and credible public servants, NAPOLCOM 12 is gearing up to provide CPD units to police officers through partnership with other offices, with RSTU leading the way. NAPOLCOM 12 has recently received accreditation from the Professional Regulation Commission (PRC) as an Accredited CPD Provider. Consequently, it can design programs that will provide CPD units to licensed professionals, ensuring their continuous learning and in adherence to license renewal requirements of the PRC.

On April 24, 2024, the Height Waiver Committee of NAPOLCOM 12, chaired by Dir. Veronica C. Hatague, alongside Ms. Magdalena V. Parreño, Acting Chief Administrative Officer and PMAJ Ramil A Pacto, OIC-Chief of Regional Recruitment and Selection Unit (RRSU) 12, as members, convened and deliberated the applications received by the office. Following thorough consideration, the Committee recommends for the grant of height waivers to five (5) deserving applicants.

Upon recommendation of the Height Waiver Committee, the Regional Director granted waivers to members of cultural communities certified as such by the National Commission on Indigenous Peoples (NCIP) or National Commission on Muslim Filipinos (NCMF). These waivers offer opportunities for qualified applicants to pursue a career in the Philippine National Police (PNP).

The grant of height waiver is governed by the provisions of RA 8551 and NAPOLCOM Resolution No. 2022-076.

In continuation of the National Police Commission's (NAPOLCOM) Police Benefits and Welfare Administration's commitment to improving and expediting its services, NAPOLCOM Regional Office 12, under the leadership of Regional Director, Atty Johnson G Reyes, presented another disbursement of Death Benefit Claims (DBC) checks to the lawful surviving beneficiaries of police officers who passed away in line of duty.

The recipients included Teresita Villanueva Calzado and Alex Saling Calzado, the surviving parents of the late Police Corporal Alex Villanueva Calzado Jr., and Bascal Panogotan Salumandeg and Matabe Mangabpel Salumandeg, the surviving parents of the late Patrolman Mangued Mangabpel Salumandeg. Following the completion of the claims processing at NAPOLCOM Regional Office 12 with the assistance of Acting Financial Claim Examiner II, Ms. Shyrl Joy T. Cagande, the beneficiaries received their claims in the form of checks presented by Atty. Reyes himself at the Office of the Regional Director, NAPOLCOM 12, located in Koronadal City, South Cotabato

Tamayo, Chief of the Regional Staff (CRS), and other members of the Committee, deliberated and meticulously scrutinized applicants vying for promotion to the next rank.

The Police Promotion Board of Police Regional Office 12 (PRO 12) undertook a formal interview process to evaluate applicants seeking promotion to the rank of Police Lieutenant Colonel (PLTCOL) under the 2nd Quarter CY 2024 PLTCOL Continuous Promotion Program Convened at the Multipurpose Hall of PRO 12 Headquarters in Camp General Paulino Santos, Tambler, General Santos City, this meticulous evaluation served the critical purpose of identifying highly qualified officers for leadership positions within the region

Further underscoring the significance of a rigorous and transparent selection process, NAPOLCOM 12 Assistant Regional Director Veronica C. Hatague actively participated as Co-Chairperson of the Board This ensured that only the most meritorious and qualified officers were entrusted with the vital responsibility of protecting and serving the communities within the region.

In preparation for the plebiscite scheduled on April 13, 2024, Atty. Johnson G. Reyes, Regional Director of NAPOLCOM 12, ordered the conduct of inspection on the established COMELEC checkpoints in the municipalities of Kabacan, Carmen, Pikit, Aleosan, Midsayap, and Pigcawayan, all located in Cotabato Province.

There are 63 barangays in Cotabato Province designated as Special Geographic Areas (SGAs) of BARMM, where the electoral process has led to the creation of eight new municipalities.

During the inspection, checkpoints generally conforms with the required standards. The inspecting team confirmed their compliance with the guidelines set by the COMELEC and the 2021 Police Operational Procedures. They also assessed the readiness of PNP personnel at the checkpoints, focusing on their conduct, adherence to protocols, and use of equipment. Emphasis was placed on maintaining professionalism and ensuring the safety of the public and officers during the plebiscite.

NAPOLCOM 12 will continue monitoring the checkpoints until the plebiscite concludes to ensure transparency and accountability Atty Reyes stressed the importance of a secure and orderly election process, stating that all efforts are focused on this goal

CapabilityEnhancement SeminarforPLEBMembersof SaranganiProvince

NAPOLCOM Region 12 conducted a one-day PLEB Capability Enhancement Seminar at the Kasfala Conference Room, Provincial Capitol, Alabel, on Tuesday, June 11, 2024, for PLEB members from various municipalities in Sarangani Province. The seminar's objective was to equip PLEB members with the necessary skills to handle administrative cases against errant PNP personnel within their jurisdictions.

The seminar was attended by eighteen (18) PLEB chairpersons and members from Alabel, Glan, Kiamba, Maasim, Malapatan, Maitum, and Malungon.

The event commenced with a welcome address by Atty. Johnson G. Reyes, Regional Director of NAPOLCOM 12. In his opening lecture, Atty. Reyes underscored the civic duty and authority of PLEB chairpersons and members, elaborating on the creation, functions, composition, term of office, and jurisdiction of PLEB. He concluded with a session on legal writing, offering valuable pointers and techniques for drafting decisions

Following this, Atty Meliton R Caet Jr , Atty Eduard L Morado, and Atty Mary Grace P Guirhem delivered presentations on several key topics These included PLEB Administrative Disciplinary Authorities, Internal Affairs Service, Appellate Bodies and their respective jurisdictions, as well as Administrative Procedures outlined in NAPOLCOM Memorandum Circular 2016002 They also discussed Administrative Offenses and Penalties pertaining to cases under the same circular

The seminar concluded with a closing message from Atty. Irelan B. Ditchon, who emphasized the essential role of PLEB members in upholding the justice system. He also extended his gratitude to the participants and acknowledged the support of the Provincial Government of Sarangani.

The Multi-Stakeholders Advisory Council (MSAC) held its Full Council Meeting for the 1st Semester of 2024 on May 21, at Paraiso Verde, Koronadal City Attendees included Assistant Regional Director Veronica C Hatague and Atty Michelle Ann P Viejo. Led by MSAC Chairperson Liza Hora, the meeting highlighted DIG 12’s 2023 accomplishments, including its recognition as a topperforming LGRRC and the success of the CSO Academy.

Vice Governor Arturo Y Pingoy presided over the meeting on behalf of Governor Reynaldo S Tamayo Jr.

The meeting focused on the peace and order situation and updates on insurgency and violent extremism in South Cotabato, presented by the South Cotabato Police Provincial Office (SCPPO) and the Philippine Army

JRTF-ELCAC XII FULL COUNCIL MEETING

Director Veronica C Hatague, Assistant Regional Director, is grateful for the opportunity to collaborate at the CY 2024 First Quarter Joint Regional Task Force to End Local Communist Armed Conflict 12 Full Council Meeting, held at Grand Summit Hotel, General Santos City on April 1, 2024 At the helm is Hon Maria Antonia Yulo Loyzaga, Secretary of the Department of Environment and Natural Resources, along with JRTF-ELCAC XII officers and members.

This meeting is to facilitate the coordination of efforts and updates among government agencies, local government units, and other stakeholders to address and resolve issues related to communist insurgency within the region.

SCPPO reported its recent accomplishments in combating illegal drugs and gambling from April 1 to May 15, 2024, including successful apprehensions and seizures. The Philippine Army's 5SF Battalion, 39th IB, and 105th IB provided updates on their operations and ongoing concerns.

The meeting showcased the collaborative efforts among law enforcement, military units, local government, and other agencies in maintaining peace in South Cotabato

RLECC CY 2024 MEETING AND REGIONAL DRUG SUMMIT 2024

On May 14, 2024, Attorney Mary Grace P Guirhem, Attorney V/Chief TSD, attended the 1st Quarter Regional Law Enforcement Coordinating Committee (RLECC) 12 Meeting and Regional Drug Summit 2024 virtually. The event was chaired by PBGEN Percival Augustus P Placer, Regional Director of PRO 12

The meeting had two segments. The first covered the RLECC 12 Meeting with PCOL Ronald Allan A. Peñaverde presenting updates on the peace and order situation and accomplishments from October 1, 2023, to March 31, 2024. Representatives from various agencies also presented the Accomplishment Report of the Sub-Committee on Health and Disaster for the same period

The second segment was the Regional Drug Summit 2024, where representatives from multiple agencies presented anti-illegal drug accomplishments and discussed issues, concerns, and future priorities from July 1, 2022, to March 31, 2024

The meeting provided a collaborative platform for RLECC 12 member agencies to discuss law enforcement initiatives and community safety, demonstrating their commitment to public safety and community engagement

Developed by NAPOLCOM's Technical Committee on Crime Prevention and Criminal Justice, the program involves experts from various agencies and focuses on a whole-of-government approach, using evidencebased research to address crime as a complex issue requiring multifaceted strategies and com i participation. Additionally, the meeting featured a presentation on the 29th Police Community Relations (PCR) Month Celebration, scheduled for July 1-31, 2024, which will highlight PNP community policing activities aimed at fostering sustained policecommunity partnerships.

Two resolutions, Resolution Nos. 33 and 34 series of 2024, were passed, supporting the NCPP 2024 and the PCR Month Celebration, following motions by Director Hatague and PDEA 12 representative Ms. Kat Abad.

The MEDAFC XII CY 2024 Second Quarter regular meeting concluded successfully, addressing a range of operational and technical issues related to the development and administration of the SOCCSKSARGEN Region. The meeting saw active participation from committee members and resulted in the passing of a total of 21 resolutions

In accordance with Republic Act No. 11036, also known as the Mental Health Act (MHA) of 2018, and its Implementing Rules and Regulations, the National Police Commission (NAPOLCOM) Region 12 actively promotes mental health awareness and combats associated stigma and discrimination

Following this commitment, NAPOLCOM 12 conducted a Mental Health Awareness Seminar on May 30, 2024, at Isla Jardin del Mar, Glan Sarangani Province. The seminar, entitled "Mental Health: Coping Mechanisms to Promote and Develop Well-being," is aimed to equip employees with various coping strategies to enhance their overall well-being. Mr. Ivan Rey T. Romualdo, RPm, MPsy, RPsy, served as the resource person for this valuable session.

Furthermore, demonstrating its commitment to employee safety and empowerment, NAPOLCOM 12 held a lecture on the Safe Spaces Act (Republic Act No. 11313) on May 31, 2024. Atty. Michelle Anne P. Viejo, Attorney V/General Santos City Officer, led the session, which provided the latest jurisprudence on the act. This seminar aimed to educate and empower NAPOLCOM 12 employees regarding the significance of preventing genderbased sexual harassment and fostering awareness of the legislation.

These initiatives provided a valuable opportunity for NAPOLCOM 12 employees to gain knowledge and resources, ultimately contributing to a more balanced and supportive work environment.

On May 16, 2024, a collaborative effort between the Office of the Vice Mayor of Koronadal City, represented by Mr. Roger Camiring, Chief of Staff to the Honorable Erlinda "Bing" Pabi Araquil, and the Koronadal City Police Station, led by PLTCOL Hoover Tapang Antonio, facilitated the distribution of hygiene kits and essential goods to 34 detainees (32 male and 2 female) currently housed at the station

The event commenced with an invocation, delivered by Pastor Sorodel De Japon, which served as a moment of spiritual reflection for the detainees. Subsequently, Mr. Roger Camiring, Chief of Staff to the Honorable Erlinda "Bing" Pabi Araquil, provided opening remarks and introductions. Mr. Camiring then yielded the floor to PLTCOL Hoover Tapang Antonio, who offered a brief address and formally introduced the Regional Director of the National Police Commission (NAPOLCOM) Region 12, Atty Johnson G Reyes

In his address, Atty. Reyes conveyed a message of encouragement to the detainees. He underscored the enduring principle of hope, stating that a brighter future awaits despite present circumstances. He also emphasized the notion "there is always hope at the end of the tunnel” and the government's unwavering commitment to supporting their rehabilitation and ultimate reintegration into society. The DICT PNPKI is a crucial initiative for the Philippine government. It establishes a Public Key Infrastructure (PKI) that safeguards the security and authenticity of electronic transactions conducted within government agencies This system functions by employing digital certificates and encryption techniques to ensure the validity of electronic documents and communications.

The invitation of Mr. Argie Boy D. Magbagay, Planning Officer II under the Cybersecurity and PNPKI Project of DICT, as the subject matter expert for the orientation demonstrates NAPOLCOM SOX's commitment to providing participants with in-depth knowledge and insights into the DICT PNPKI system. This comprehensive user orientation equips participants with the necessary skills to leverage the system effectively, contributing to the overall advancement of digital governance within the National Police Commission XII (NAPOLCOM XII) and other government agencies in the SOCCSKSARGEN region.
