NOTICE IS HEREBY GIVEN that the Napa Valley Community College District, State of California, hereby calls for qualifications and proposals for the development of the Napa Valley College Educational Master Plan, including Strategic Directions and Goals from qualified firms to be delivered electronically by email to james.reeves@napavalley.edu no later than 5:00 P.M., Wednesday, July 12, 2023 at which time and place said proposals will be examined.

1. BACKGROUND AND INTRODUCTION

Napa Valley Community College District (NVCCD) located in Napa County requests proposals from qualified consultants to assist the District in preparing its Educational Master Plan within which Strategic Directions and Goals will be integrated and will operationalize the Educational Master Plan. The Educational Master Plan shall include a comprehensive review of existing and potential programs based on current data and future demographics.

The consultant shall take into consideration potential academic program development, growth, as well as program assessment for viability when appropriate, assessment of campuses and alignment with programming, and long-range program development and direction for the District as a whole.

Interested respondents to this RFP should go to napavalley.edu to learn more about the District. This website includes information, including the current academic, enrollment management, facilities, and technology master plans that will be useful in the preparation of a response to this RFP.

2. PROPOSED PROJECT

The consultant selected shall be required to produce deliverables in the form of written, graphic, and digital plans for an Educational Master Plan with integrated Strategic Directions and Goals. Given the unique strengths of Napa Valley College and the geography of the District, the plan must strategize for future student enrollment growth through improved service delivery and modified instructional programming, identifying potential over the next five years given the state system’s Vision for Success. The consultant shall be responsible for delivering a documented evidence-based plan with stakeholder endorsement at which point the work will be considered complete. Plans adopted by the District’s Board of Trustees are considered the final step.

The consultant will work with the District and College leadership, key divisions and departments of the college, participatory governance groups, and College and District stakeholders to develop the College’s Educational Master Plan with integrated Strategic Directions and Goals. The successful proposer will plan for significant stakeholder participation and schedule open forums, facilitate stakeholder work group meetings, and build an iterative public review of written, graphic, and digital documentation. The final product may include, but are not limited to:

 Planning documents that will outline the future direction of Napa Valley Community College District (District) to increase student educational achievement in alignment with Vision for Success outcomes; with

 Integrated Strategic Directions and Goals that demonstrate clear linkages with the overall Educational Master Plan; including

 Consistency with the seven main goals of the Strategic Enrollment Management Plan.

The College’s Educational Master Plan document will include, but not be limited to:

 District-wide background, including mission, vision and values;

 Distinct College identity and history;

 Trends in the College’s service area: population and demographics, employment rates, economic conditions, household income, educational attainment, and economic development potential;

 Analysis of instructional programs and provided services;

 Prioritization of activities;

 Trends in enrollment management, productivity, hiring, and student demographics;

 Growth and opportunity in terms of departments and services, with capacity and projection analysis, including identification of programs meriting assessment for potential modification; and

 Detailed assessment of college strengths, including an assessment of resources: human, technology, facilities, fiscal, and other.

 Integration of Strategic Directions and Goals, along with performance measures.

Planning Team and Process

The consultant should include resumes of those who will work on the project. The successful applicant will include qualifications of appropriate individuals familiar with educational program planning and technical planning in the California community colleges, as well as established methods for data-driven decision processes. Each potential consultant should be prepared to illustrate examples of relevant data and how they plan to use this data to guide future growth of NVCCD. The consultant’s proposal should include a description of working with the College as described in Section 3, Scope of Required Services. The planning process will require interactive meetings, planning narratives and visual aids, open forums, workshops, and presentations with stakeholders across the District and the college.

During the course of the process, the consultant will be responsible for producing all meeting minutes and associated handouts in electronic format consistent with District standards for review and distribution.

3. SCOPE OF REQUIRED SERVICES

The District seeks a consultant to develop and prepare a written Educational Master Plan for the College, which will include Strategic Directions and Goals. The Educational Master Planwiththeintegrated Strategic Directions and Goals are expected to guide District growth and direction over five (5) calendar years 2024-2029. The consultant selected through this RFP will also be required to coordinate preparation of Strategic Directions and Goals for this period.

Plan development will span the 2023-2024 academic year, with work to initiate in August 2023, initial drafts to be produced in Fall 2023, additional iterations developed in early Spring 2024, and the final version to be submitted to the Board of Trustees by May 2024. Based on this timeline, please provide a task and deliverables over this timeframe. Include the number of campus visits that you would recommend for completing these tasks.

Educational Master Plan

The development of the Educational Master Plan will require the consultant selected to engage and participate in a variety of tasks and activities with College leadership, to include shared governance leaders, administrators, faculty, classified professionals, and students. College leadership will lead the Educational Master Plans efforts, directing the efforts of the consultant team, resulting in plans that are a product of the College community and participatory governance structure. In order to achieve legitimacy, the plan will be crafted drawing from and relying upon the larger College community and the participatory governance structure. It is critical that the consultant see their role in assisting an authentic process that reflects the College community, works closely at the direction of senior leadership, garners broad input and feedback, and crafts communications to report progress to the College community.

College’s Educational Master Plan Scope:

The consultant shall take direction from the College to set the role expected to prepare a draft and a final document. The integrated Educational Master Plan shall be 30-60 pages in length. Proposers should submit a sample Table of Contents for the Plan, which may include elements below as well as any additional information believed to be relevant and important. Brevity, relevance, and impact are important domains to consider, along with recognition that the Plan should be accessible to a broad audience of readers.

Strategic Directions and Goals shall be integrated into the Educational Master Plan. The development of the Strategic Directions and Goals will require the consultant selected to engage and participate in a variety of tasks and activities with District Office senior leadership, College administrative staff, participatory governance leaders, students, community groups (external stakeholders), and others relevant to the process.
