Namibia and Nigeria to build oil refinery The Nigerian Government and the Republic of Namibia have agreed to jointly construct a new oil refinery at Walvis Bay and to improve bilateral cooperation in the field of energy. During his two-day official visit to Namibia, Nigerian President Goodluck Jonathan and President Hifikepunye Pohamba reached an agreement that their governments would work together on the construction of the oil refinery at Walvis Bay. The planned oil refinery would be privately financed in its entirety, according to a joint communiqué issued last week. The parties agreed that the project should be realised as soon as feasible and that the private sector in both countries should be involved. President Jonathan also agreed to provide assistance for training Namibian diplomats at the Nigeria's Foreign Service Academy and would provide volunteer health professionals to Namibia under the Technical Aid Corps (TAC) Scheme. The countries signed 11 Memoranda of Understanding in total, covering bilateral cooperation on issues as diverse as the Agreement on Youth Development, Bilateral Air Service Agreement and Agreement on Waiver of visa requirements for citizens holding diplomatic and official passports and an Extradition Treaty. The two governments also signed a Treaty on Mutual Legal Assistance in Criminal Matters and MOU's in the Field of Geology, Mining, Mineral Processing and Metallurgy, as well as Trade, Investment, Economic Cooperation and Cooperation in the Field of Tourism.
