Speed up the Page 2 numbering of taxis The Dance Factory in Walvis Bay

The municipality of Walvis Bay is currently making inquiries to ascertain whether the necessary safety measures were in place when the roof of this building in 10th Road was taken down this week. The contractor will be questioned whether safety guidelines were in place handling asbestos. That includes proper personal protective equipment (PPE), the proper sealing-off of the premises so that no asbestos dust is blown around and the mandatory disposal of the asbestos sheets at the Walvis Bay municipality’s hazardous waste disposal installation. Property owners in Walvis Bay and contractors are once more reminded to first consult the Municipality’s hazardous waste department before taking down roofs of older buildings, as asbestos is a highly dangerous substance that can cause deadly lung diseases to those exposed to asbestos fibre.

A municipal employee and the employee of a contractor was killed in an accident at the Walvis Bay municipal sewerage work shortly after mid-day yesterday. It is believed they were overcome by sewer gas whilst working in a pump station sump. It is believed their exposure to the sewer gas (which is odourless) caused the men to fall unconscious and they then fell into the water and drowned. On the picture: people at the scene of the accident yesterday. At least one co-worker of the deceased had to receive treatment for shock after the incident. The incident, which occurred at the Walvis Bay municipal water works, is now under investigation. · A similar incident in 1998 lead to the death of a municipal employee at the same water works.

Several neighbourhood watch formations in Walvis Bay called upon the municipal traffic authority to speed up the process for the number of taxis. These groups made this call as many taxi drivers actively assist criminals serving as getaway vehicles and transporting goods stolen during burglaries, smash and grabs and robberies. “The municipality’s traffic department is scheduled for a meeting in the near future with the transport ministry which is currently in the process of designing a new national system of taxi registry. The new system will entail the expiry of all current taxi licenses, re-registration and then for these licenses to be renewable every two years. “Up to that stage where the national system is not finalised we cannot commence with taxi registration and the numbering of the taxis”, a senior traffic official said yesterday. Adding the equipment is in place it is now up to the transport ministry to finalise the process. A second spokesperson also called upon the traffic authority to clamp down on the many vehicles that either has no number plates or only one number plate. “We know that criminals are now using vehicles with either false registration plates or no plates at all. Let us be proactive”.

License renewed Namibia's four most important airports, received their renewed operating licenses from the Namibia Airports Company (NAC). That includes the Walvis Bay International Airport. The other three are Hosea Kutako, Eros Airport and ya Toivo Airport. The licences are valid for a 12 months period.

Keep up the fight against Continued from page 1 Coronavirus These measures include washing hands regularly during the day with soap, to use protections like tissue or hanker chiefs when sneezing or coughing and to regularly during the day clean public area surfaces like customer counters, cashier desks, ATM's and the push handles of shopping trolleys with a proper detergent. Also, no spitting in public, to take sick leave when contracting a flu or cold and not to hesitate to consult a doctor should you start to feel symptoms like shortness of breath or other pneumonialike symptoms. Worldwide the Coronavirus infection poses a stiff challenge. At the time of going to press yesterday the death toll from Coronavirus stood at 563 people in mainland China and two deaths outside China, 1 in the Philippines (1) and now also Hong Kong (1). A total of twenty countries saw people testing positive for Corona virus and are under treatment. Central China remains worst hit where a total of 28 018 people tested positive. Both the death toll and the number of people infected are expected to grow with no clear indication whether China in particular is getting the grips on the situation. Although China's mammoth response to the Coronavirus infection is praised, there are also critic against this Asian nation's initial response when the virus was first detected in the epi-centre which is the central Chinese city of Wuhan. At the time of going to press the African continent along with Latin America remains unaffected. There is no guarantee though that this health status quo would remain. Globally the fight against Coronavirus comes through direct and indirect interventions. In China two hospitals with a total bed capacity of 2 600 have been constructed in a record eight days. Several hospitals in Wuhan has been re-purposed only for Coronavirus patients. In countries where patients tested positive there are specialist isolation wards and hospitals are on high alert should the infection rate start to grow exponentially. In Hong Kong for instance cases tested positive of people who became infected at home and they have not been traveling in the recent past. Indirect action against Coronavirus includes airlines cancelling schedules to and from China indefinitely, the closing of borders with China and frontline agencies like airports, ports and border posts on high alert and screening passengers coming and going. Any person that show flu-like symptoms are then isolated and medical services take over from there. In Namibia this is no exception. The Namibia Ports Authority (Namport) screens passengers and crew in both Walvis Bay and Lüderitz. The Namibia Airports Company this week installed scanning equipment at Walvis Bay and the Hosea Kutako International Airport. Airport staff were trained to handle detection and scanning equipment. The World Health Organisation (WHO) in the meantime issued the following statement with regard to the global situation around Coronavirus infection: “The continent has close ties with China, which lies at the epicentre of the outbreak and WHO assesses 2019-nCoV a high risk for the African region. Since the 22 January 2020, WHO has received dozens of alerts regarding possible novel coronavirus infections from 20 countries. Once countries investigate these alerts to determine if they meet the definition of a 2019-nCoV suspect case, samples are taken and sent to laboratories. As this is a new virus, up until early this week there were only two laboratories – one in Senegal and the other in South Africa - which had the reagents needed to test samples and they have been working as referral laboratories for countries around the region. Four more countries (Ghana, Madagascar, Nigeria and Sierra Leone) have now reported they can conduct tests as well. WHO is sending kits to 29 laboratories in the region which will ensure they have diagnostic capacity for novel coronavirus and can support testing samples from the neighbouring countries as well. “A new virus is always a challenge and most laboratories in Africa lack the key material they need to perform tests on a novel pathogen,” said Dr Matshidiso Moeti, WHO Regional Director for Africa. “WHO is working with countries to rapidly scale-up diagnostic capacity for 2019-nCoV. It is crucial that countries in the region can detect and treat severe cases early, preventing a widespread outbreak, which could overwhelm fragile health systems.” WHO has identified 13 top priority countries in the region, which due to their direct links or high volume of travel to China need to be particularly vigilant for the novel Coronavirus. WHO plays an active role in supporting countries to coordinate preparation efforts and surge staff have arrived in seven of the 13 countries and by the end of the week teams are expected to be in place in all. WHO is dispatching protective equipment for health workers, as well as thermometers and other essential supplies for screening and handling suspect cases at airports and other points of entry. While the top priority countries are WHO's first areas of focus, the organization will support all countries in the region in preparing for novel coronavirus. HO is engaging with partners to support preparedness in key areas, including community awareness raising and increasing treatment capacity should the need arise. Many countries are building on expertise they have gained in preparing for an influenza pandemic as coronaviruses cause illnesses similar to influenza. In addition, since the Ebola outbreak in the Democratic Republic of the Congo started in 2018, WHO and partners have helped countries at high risk to prepare for possible Ebola cases. These efforts which have led to increased capacity in surveillance and the handling of infectious cases can also support the response to the novel coronavirus. WHO recommends that to protect against the novel virus, people should practice good hand and respiratory hygiene and safe food preparation practices. These include washing hands with soap and water or alcohol-based hand rub, covering the mouth and nose with a tissue or sleeve when coughing or sneezing, avoiding close contact with anyone with flu-like symptoms, cooking food and especially meat. As reported to WHO by 4 February 2020, there were 20 471 confirmed cases in China, with 425 deaths. Outside of China there were 159 confirmed cases in 23 countries with one death.” Note: the figures quoted above to the WHO has in the meantime changed. See our report above for more information.

PRESS STATEMENT by Namport

Response To Media Reports Regarding The Disappearance Of The Icelandic Chartered Fishing Vessels That Left Namibia The Namibian Ports Authority (Namport) has taken note of the recent media reports regarding the disappearance of the fishing vessels F/V Saga (a Namibian registered vessel) and F/V Geyser (a foreign registered vessel) from the Port of Walvis Bay. Recognising the public interest in this matter, and more importantly to ensure that the public is provided with the correct information, Namport hereby wishes to provide clarity on the processes that led to the release of the vessels from the Port of Walvis Bay. Namport as an authority is mandated to manage and exercise control over the operation of ports, lighthouses and other navigational aids in Namibia and its territorial waters; as well as to provide facilities and services normally related to the functioning of a port. The movement of vessels into and out of port limits is managed by Namport under the leadership of the port Captain and the vessel traffic is managed by Port Control. All Namibian or foreign fishing vessels operating in Namibian waters are licensed by the Ministry of Fisheries to catch fish. The fisheries ministry has a monitoring system to monitor all vessels fishing in the Namibian water. Accordingly, all approvals for fishing vessels to enter and leave Namibian waters is given by Ministry of Fisheries. The Directorate of Maritime Affairs (DMA) is the custodian of the Namibian waters in terms of safety of navigation, pollution, and search and rescue for all vessels (fishing or otherwise) entering or leaving Namibian waters. Accordingly, DMA is the authority that gives final approval for a vessel to enter or leave Namibian waters. Namport therefore only permits vessels to enter or leave the port limits upon approval from both Ministry of Fisheries and DMA (in the case of fishing vessels) or from DMA (in the case on non-fishing vessels). Regarding the F/V Heineste (a Namibian registered vessel), Namport received a court order to move the fishing vessel to a designated area within port limits. This instruction was executed in line with the Namibian Ports Authority Act No. 2 of 1994, 15(1)(c) (as amended), which obligates Namport “to direct that any ship in a port which has been attached by order of court be moved to a designated place within the port, and, if necessary, to move such ship to such place”. This order was carried out as instructed. To this end, the fishing vessel F/V Heineste is still alongside berth and continues to be monitored as per the court order conditions. In the case of the F/V Saga and F/V Geysir, the clearance for both fishing vessels was done according to procedure. Namport carried out the necessary due diligence in order to comply with the Port Regulations and the Namibian Merchant Shipping Act, and requested for all the clearance certificates from the agents before releasing the fishing vessels. The following documents were presented to Port Control before clearance was granted for both fishing vessels, as per normal procedure: 1. Ministry of Fisheries clearance 2. Department of Maritime Affairs clearance 3. Namibian police clearance It is therefore important to highlight that the matter of the F/V Saga and F/V Geysir is different in that they were in port limits and subsequently left after being given all relevant approvals from both DMA and Ministry of Fisheries. There was no court order to arrest these two fishing vessels, so Namport had no obligation to detain them.

A family of 18 left homeless after a fire at Arandis Sharlien Tjambari

Mr Johannes Mwayuhamo a pensioner and his 17 family members were left homeless after a fire destroyed their house on 20 January this year. The family is currently sleeping outside and is asking the Arandis town council to help them with a roof over their heads.

Family (fltr): Mr Erastus Kandenge,Tate Johannes Mwayuhamo Cde Eino Epafras and Mr Jafet Jacob at the house

According to his wife, meme Magano, they have been living in Arandis for close to 40 years and their house consisted of seven bedrooms. On that fateful day, council offered them the community hall, some blankets and mattresses and food as temporary relief. They stayed in that community hall for a week before they moved back to what was left of their home. Council offered the family a house which they could not afford to pay. “They said we must move into a three-bedroom house and pay N$700 for rent, this excludes water and electricity, my husband is a pensioner, I lost my sewing machine in the fire and we have no means of making money. Normally I would make some clothes and sew people's clothes for a living, now I have nothing”, said Magano. Magano further said they are sleeping outside and luckily their neighbours offered one room for the small children (7) who are in school. “We just want council to help us with the roof, the walls we can fix, we cannot move into a house we cannot afford”, she said. Residents of Arandis who claim they are supporters of the Independent Candidate Dr Panduleni Iitula on 2 February 2020 visited Mwayuhamo after his house was burnt to ashes to donate blankets, beds, groceries and children's school materials.

When he was asked what caused the fire, he blamed it on faulty electrical wiring. Mwayuhamo worked for Arandis town council for 27 years. The residents said they found Mwayuhamo in a deplorable situation when they visited him at his house, there was ash everywhere and a very unhealthy environment for humans to live in, especially for the young children. The community of Arandis is urgently requesting that the town council inspect the electrical wiring of old houses because those who live in those houses are facing a huge threat of fire. “We are afraid to lose our properties that we have worked so hard on. Mwayuhamo house is the third house to catch fire and of all houses the cause of fire is unknown. In one incident a child lost his life” said a man who identified himself as Eino. They are also pleading with the fire fighters to be active and respond timeously. They allegedly failed to extinguish the fire. They claimed that on the day of the tragedy only the Rössing Uranium fire departments came to assist, but everything was already burnt. Town council must do something. At the time of going to the press Arandis Town council was yet to respond to queries send to them regarding this issue.

Family: Cde Eino and all the Supporters and Followers of Dr Iitula show love, respect and support visited Mr Johannes Mwayuhamo and his family

- “Ja!” - Liebe Leser, wo gibt es diesen tollen Kundendienst noch in unserer gierig gewordenen Welt? Ihre Susann Kinghorn

Tienie and Wynand DULUX Golf champs Tienie de Wet and Wynand Breytenbach are the winners of the DULUX Golf championships which was held last week at the Walvis Bay Golf Club. The club was painted red by DULUX with a whopping 54 players that turned up in good weather to enjoy the golf. This was by far the biggest field of golfers the club had for months, obviously all looking for a site to the DULUX PAIRS finals in Windhoek later in the year. Some good first nines with 25 points leading the field, but even better second nine - 26 points by Tienie de Wet and Wynand Breytenbach saw them win the day and take the 51 points into the second round. Remember that both scores from round one and round two [4 July] will be added to determine the finalists, so keep your partners for America Day. Second place went to Jaans Stander and Hannes Crafford on 47 points with David Peake and Bennie Lombard were third on 46 points, winning the count out. There were a few luck draws and even a prize for the last place which was connivingly won by Amandio Sardinha and Jason Barnard on, (well we won't publicise the points). Thanks to Fanie Terblance for being at the prize giving and handing out the prizes. There were 7 two clubs and the jackpot was not won, a few guys on 11 points with one ringer carding a 4 for 5 on the 5th, eish, no names to

save embarrassment. Thanks to Wouter who sent out the AIR NAMIBIA RACE TO CAPE TOWN results earlier in the week. Please note there are a few very minor changes which were necessary. The members draw for 500 bucks was not won last Friday as Des Benson was not present but then the 300 was won by a deserving Shane Westerdale and true to form he did not buy a round. Remember you just have to be present at 18h00 to win the money. Well well well, who would have thought that the JOKER could have travelled so far from the start at the end of June last year? Last Friday it pooled at 78 000 and it was TS [no not tomato sauce, not even toasted sandwich] but Thursday School who were drawn to have the chance to win the lolly. After a long debate amongst themselves, the responsibility was given to Koot Potgieter to hunt the JOKER but alas, and I might add to the joy of all the members present, he drew the ace of diamonds, and the crowd said “HARD LUCK. So this week it will surely be over 80 000 probably closer to 85 000. Without a ticket you don't have a chance, so get to the club before 18h00 on Friday and spend a tenner. Remember the BLACK FRIDAY special of 20 tickets for 200. Thanks to Kurt for the 'BET AGAINST THE JOKER' initiative. Kevin de Reuck won 165, Deon Grunschloss won 95, Shane Westerdale 65, Wynand Moller 55 and Linda Loots 35. The bets will be open from 17h30 on Friday, speak to Kurt This weekend is the PISCS/FOX DESIGNS MONTHLY MEDAL. Weather looks good so we look forward to have another full field, even if it is medal. The calendar for the next few weeks looks as follows: 15 February DISTELL 21 Friday February ROTARY FUND RAISER 29 February MOBILE SOLUTIONS 6 Friday February LIONS DAY/NIGHT 7 March PISCS/FOX DESIGNS MEDAL 14 March ESU PAIRS 21 March BEST DRIVE 28 March KWV/CIC
