Checkmate! Seaflower Pelagic Processing confirmed it has now commenced with the issuing of retrenchment letters to its entire staff at Walvis Bay, as it has finally been bullied into a checkmate scenario by the Ministry of Fisheries and Marine Resources. “A total of 650 people has lost their jobs. Prospects for the employment of another 450 people are also lost”, a senior manager in the company confirmed this week. Seaflower Pelagic Processing maintains it has a legally enforceable agreement with the Government fishing company Fishcor for a 50 000 tons annual horse mackerel quota. Furthermore, the company believes it is made the “fall boy”, in order for Government to create the impression it is dealing with the #Fishrot scandal and other corruption in the fishing industry. “We have a very crucial election coming up. Every opportunity for window dressing and sugar coating will be used by the Swapoled Government to convince the electorate to support the ruling party in these elections”, several Seaflower Pelagic Processing workers said this week. They subsequently urged the people of Erongo and wider Namibia to think carefully before again being misled by political promises which after three decades are exactly just that – promises.
They called for people to make their voices heard at the ballot box to end Namibia's skewered political landscape and to end the status quo where fish quotas, mineral rights and high value urban land are reserved for the political elite and those connected to them. These workers, fearing repercussions should their identities be known, asked for anonymity. Background: Government is allocated fish quotas every fishing season (Government Objective quotas) which is sold through Fishcor to the fishing industry. Government is obliged by the Marine Resources Act of 2000 (read with the United Nations Convention on the Law of the Seas) to use the proceeds of Government Objective quotas to fund socio economiccultural- or other objectives, on condition it benefits Namibians on a large scale . Seaflower Pelagic Processing, having secured a 50 000 tons per annum horse mackerel quota from Fishcor, constructed a fish factory in Walvis Bay during 2019. The Company based the design and construction of the factory and vessel purchases on this quota. The factory was commissioned early in Janu-
ary this year and was ready to receive its first contractual 50 000 tons quota from Fishcor. During November 2019, as Seaflower Pelagic
Seaflower Pelagic Processing inside goes down - entire staff of 650 Navy gets their retrenchment letters changes Processing was still putting the finishing touches to this massive factory in Walvis Bay, Namibia was hit by the #Fishrot scandal. The #Fishrot scandal is an alleged quotas-forbribes scheme, which
the then fisheries ministers Bernhard Esau and then justice minister Sackey Shanghala concocted in 2015 through an amendment to the Marine Resources Act 2000. The amendment was passed to give a
sitting fisheries minister (at the time Esau) sweeping powers to enter into fishing agreements at will. The minister need not to consult on his/her decision over these agreements. Continues on page 2

Seaflower Pelagic Processing NBS Short Online Course - Gigonomics goes down - entire staff of 650 gets their retrenchment letters Continued from page 1 Armed with his newly acquired power, Esau through Angolan cronies, entered into a fisheries agreement with an Icelandic seafood company, Sanjeri International. The quotas were allocated to Sanjeri in exchange for bribes (#Fishrot). In fact, it is suspected the quotas that were allocated to Sanjeri International were taken away from at least one Namibian fishing company, which in turn led to this company's financial destruction and massive job losses. Soon after #Fishrot surfaced in the public domain in 2019, President Hage Geingob summonsed the two ministers to State House. After explaining their side of the story, both resigned. Weeks later, both ministers along with other accomplices were arrested for what is now commonly known as the Fishrot scandal. They are awaiting trial and made several unsuccessful bids since to be released on bail. In the weeks and months after #Fishrot surfaced, Government (the Ministry of Fisheries and Marine Resources) decided to end the deal with Fishcor with regard to the Government Objective quotas. Subsequently, Seaflower Pelagic Processing could not get its 50 000 tons quota. Government instead in line with a recommendation by a High-Level Panel on the Namibian Economy decided to auction its quotas every season to the highest bidder. In fact, the first auction took place at the end of August and results will be known by today (Friday 4 September 2020). Seaflower Pelagic Processing was in a predicament now. Fishcor could no longer honour the quota agreement. Subsequently the Company requested fisheries minister Albert Kawana to allocate it a quota. Dr. Kawana allocated the Company a 5 000 metric tons horse mackerel quota. As Seaflower Pelagic Processing cannot survive to the end of the fishing season (31 December 2020) with a 5 000 tons quota, it approached the High Court of Namibia on an urgent basis, to cancel the Government auction. The High Court ruled there is no urgency in the matter. Having been effectively bullied into a checkmate situation, Seaflower Pelagic Processing decided to retrench its entire staff and to let the factory remain dormant. “It is a sad situation for us all. We have tried everything in our power to convince Government that we are not part of the #Fishrot saga. Seaflower Pelagic Processing is a bona fide fish processor, and bona fide investments were made to make this dream come true. For hundreds of our workers, mainly young people and women, this dream lies in shatters”, remarked a senior manager on Wednesday afternoon.

The resumption of face-to-face Teaching Eileen van der Schyff and learning The Namibian Constitution, the Ministry of Education, Arts and Culture consulted further with the Namibian National Teachers Union (NANTU) on the fear parents and teachers have around the current rising infections of Covid-19. This comes after the announcement by the President of Namibia, Dr Hage G. Geingob on 28 August 2020, and the Proclamation No. 48 on Stage 3: State of Emergency – Covid-19 Regulations. The fear around transmissions of Covid-19 when schools open is of concern. To facilitate additional advocacy for education, these deliberations resolved and agreed upon the following phasing-in of school's resumption of face-to-face reaching and learning.

Change of command at Namibian Navy Rudi Bowe
The Namibian Navy recently changed command. Rear Admiral Alweendo Paulus Amungulu has taken over the command from Rear Admiral Sinsy Ndeshi Bamba Nghipandua. The change of command ceremony was officiated by the Chief of the Defence Force, Air Marshall Martin Pinehas, with various high-level officials from the armed forces in attendance. The ceremony was conducted on Monday at the headquarters at the Captain P.N Sacharia Naval Base in Walvis Bay. Air Marshall Pinehas used the opportunity to praise both top commanders for their service to Namibia and their contribution to maintain peace and stability in Namibia. “This second change of command in the Navy means there is development happening in the Namibian naval force and there is positive and forward movement with youngsters being groomed for future positions.” Pinehas urged Amungulu to continue with the course set by the outgoing Rear Admiral Nghipandua. “I am aware that you are bringing vast experience, knowledge and the necessary leadership to propel the Navy further forward" Pinehas said. Admiral Nghipandua said that it was an honor to serve as navy commander and expressed gratitude to all navy personnel that served under him for their commitment. Admiral Nghipandua has been with the Navy from its establishment as a Maritime Wing and later as a fully-fledged Navy. He was among the first group of officers sent to Brazil to be trained as ship captains. He was the founding commander of Namibia's first naval vessel, Oryx.

New Isolation ward inaugurated Rudi Bowe
The second phase of construction of additional 24 bed prefabricated isolation facility for Covid-19 cases at the Walvis Bay District Hospital have been inaugurated by Erongo regional governor Neville Andre. The new facility is equipped to accommodate patients with minor to more serious symptoms related to COVID-19 and will increase the number of isolation beds where oxygen supply is available at both the state and private hospitals in Walvis Bay to 250, including 12 intensive care unit beds. Andre said, “With the increase in COVID -19 cases in our Region and Walvis Bay as epicentre of the pandemic in particular, there is a dire need for additional beds.” “These measures are also done with the future in mind and that the equipment to be utilized, and health personnel to form part of these facilities, should be retained to strengthen our healthcare system well beyond the COVID-19 pandemic” Andre said. Therefore, I would like to implore on the Health Director and her team to take good care of these facilities, Andre added. The state-of-the-art two prefabricated 24 bed ward facility is funded by the fiscus to the tune of close to N$12 million and constructed by a Chinese company Nami Prefabricated Housing CC, which has been operating in Namibia since 2011. The health ministry is currently constructing similar state facilities, most with a 12-bed capacity, at Rundu, Okongo, Oshakati, Opuwo and Keetmanshoop with Gobabis and Mariental also earmarked for the same projects. These facilities support other dedicated Covid-19 isolation facilities such as at the Covid-19 ICU and Windhoek Central Hospital, the 47-bed capacity ward 8 at Oshakati State Hospital, the military mobile field hospital, and other dedicated spaces at health facilities around the country. The first phase isolation facility was the conversion of the old garages at the Walvis Bay District Hospital into a 13 bed isolation wards that were made possible by Namdock at an estimated cost of N$700 000.

Rössing Uranium and Swakop Uranium jointly support road safety Eileen van der Schyff
In a recent media release, CNNC Rössing Uranium stated that they together with Swakopmund Uranium installed Stimsonite road studs on the B2 highway between Swakopmund and Arandis. The project aims at improving road safety on this stretch of road. As part of the Mine's efforts to support communities in which they operate, the project which was a joint venture, undertaken by the Rössing Uranium and Swakopmund Uranium mines, was handed over to the Roads Authority Namibia on Monday, 31 August. The road studs installed on the B2 road, covers the distance from the roadblock outside Swakopmund to the turn-off at Arandis. This covers over 40 km with a total cost of N$200 000. The media release further reads: “Stimsonite studs are embedded type of reflective road studs for use on highways and other roads to improve delineating road markings on the surface of a road and increase a driver's “preview” time before taking certain actions, particularly under wet or misty conditions and at night. In addition to the heavy flow of traffic on the B2, the employees of both mines also travel to and from work daily, using this stretch of the B2 road. Safety is a key priority for the mines and, therefore, this initiative received the mines' support as poor visibility brought on by low laying mist on the B2 road can be a hazard in ensuring safe driving conditions. Speaking at the event representatives from both mines highlighted that they are, “committed to ensuring the safety of their employees as well as those of other road users. Supporting the Roads Authority Namibia to improve safe driving conditions on the B2 road between the two towns is but one of the ways in which our companies reaffirm our commitment to contributing to a safer and prospering Namibia and truly living our motto's of “Working for Namibia,” (CNNC Rössing Uranium) and “More than Mining,” (Swakop Uranium). Research indicates that Namibia's road network is regarded as one of the best in Africa, yet road accidents are the third biggest cause of death in the country. This revelation is of great concern to our companies, who both value safety. It is our sincere hope that this donation can help decrease the number of accidents on Namibian roads.”

Retrenchments: The Reality of Downsizing Survivor Syndrome The increasing news and media reports on companies who are downsizing and/or cutting jobs across Namibia are a startling reflection on the faltering Namibian economy, which through COVID-19 experienced another severe punch. To try dealing with the impact, be competitive, efficient and sustainable through these trying times, organisations choose (or feel forced) to downsize and restructure their business models and pro-
cesses. But what about the people that are impacted through these measures? This article will not address the psychological impact of those retrenched, but rather shed some light on the effect downsizing
and retrenchments have on those not retrenched; those who were spared. These employees are, more often than not, left with countless questions and concerns which may potentially negatively affect the organisation in particular where the
people factor was not addressed with those remaining – the ones who are now supposed to continue driving the success of the company. So, the question is, how should organisations manage survivors of downsizing?
Richelle Coetzee- Direct tax manager At a first glimpse downsizing may look sustainable and favourable for organisations and the employees who were not retrenched may be labelled as “the lucky ones”. When taking a closer look at the “survivors”, it however becomes clear that downsizing instils fears in these employees left behind. This is referred to as “downsizing survivor syndrome”. Various studies have published findings on survivor syndrome. The emotional strain downsizing has on survivors can be immense. The entire process or series of events, from losing co-workers to increased workload or additional responsibilities may all lead to direct physical and physiological effects. This in turn may lead to absenteeism, decreased quality of work and/or decreased productivity. Organisations should be alert of the potential reactions of the survivors, which could include expression of grief for those laid off, feelings of resentment and anger towards their employers. All of which may somewhat diminish trust between the employer and employees. The aftermath of the downsizing also brings about the obvious fear of job security. Employees may continuously be faced with the fear that “they are next in line to leave” and with increased anxiety, motivation deteriorates and
job satisfaction fades. Immediate reactions of survivors It is likely that when downsizing happens, survivors left behind are likely to work harder and employees will put in more effort and increase productivity, however, Applebaum et al (1997) argues that this is normally short-lived as employees do it to stay safe and to keep their jobs. The negative factors that result due to downsizing can have a huge impact on the organisation if not addressed earlier and with urgency, preferably immediately following the retrenchments. Recommendation to deal with Survivors Susan Peppercorn (article from Harvard Business Review) advises leaders to exhibit care towards employees and to be willing to adapt and readjust in order to prioritize people over profits during this time. Organisations need to alleviate any fears and provide assurance to employees to safeguard against the compromise of the trust relationship. Several studies conducted by Bujang & Sani (2010) and Maertz et al (2010) all recommend that the organisation has a responsibility to communicate to those remaining on the next steps with regards to retrenchments and/or downsizing. Communication should be continuous to avoid
major surprises and for employees to remain informed. “Over communication” should be the key message here. Survivors of the downsizing also want to know how the organisation is taking care of those laid off, the support they are offering them and if possible, be included in this process. For those employees taking on new responsibilities, support structures are required, and help availed where possible to ensure employees are equipped to perform their duties with minimal strain. Support from leadership and line managers will assist to motivate increased productivity and maintain overall wellbeing. To sum up Organisations need to take cognizance of the fact that the way they treat employees being laid-off sends a message to those left behind and to those who would like to join the organisation in future. Organisational reputation damage is likely, along with mounting trust issues for those remaining. Therefore, proper communication should happen with the strategic direction of the organisation – during and well after the downsizing, to prevent as far as possible, the onset of downsizing survivor syndrome.

RMR and JOGMEG join Hands of Hope to support families affected by Sharlien Tjambari lockdown Reptile Mineral Resources and Exploration (Pty) Ltd (RMR) and its Joint Venture partner Japanese Oil, Gas, Metals National Corporation (JOGMEC) joined forces with the non-profit organization, Hands of Hope, to support families that are severely affected by the Covid-19 pandemic in Namibia. Since lockdown started RMR and JOGMEC have contributed N$91 000 to Hands of Hope, helping 210 families survive by providing food to more than a 1000 people for 20 consecutive days. RMR first got in touch with Hands of Hope in May this year. As Hands of Hope sent out boxes on a weekly basis during lock down, the first batch sent out with sponsored money from RMR started on 26 May 2020 and continued into June until the budget was depleted. The second round of the sponsorship budget was used in August over a three-week period. Katrin Kärner, the exploration manager of RMR said: “We basically had three lots of funding going in May and one in June totaling N$43 000. The third contribution was made on behalf of our JV partner JOGMEC in August to the amount of N$48 000 (hence N$91 000 in total)”. She further said, this roughly equals 200 food parcels; each parcel feeds a family of 5 for 20 days. RMR employees volunteered to pack and distribute the first lot. Distribution was done using company vehicles. The second and third lot was distributed by Hands of Hope. According to Kärner, the selection of beneficiaries, was done by Hands of Hope. They are doing thorough background checks to identify any fraudulent applications. They give preference to single mothers, the elderly and disabled or seriously ill people. “They have started off I think with 35 families that they supported but due to the extended periods of lockdown resulting in dramatic job losses across the country, the number of families they support increased to over 500 in the past few months, which they try to assist on a rotating basis”, said Kärner,. Hands of Hope continues its hard efforts to help the Namibian community during this difficult time.

Happy birthday Mom May Your Soul Rest In Eternal Peace Galatians: 2 v 20 “I have been crucified with Christ and I no longer live, but Christ lives in me. The life I now live in the body, I live by faith in the Son of God, who loved me and gave himself for me." ... And the life I now live in the flesh I live by faith in the Son of God, who loved me and gave himself for me."
We want to thank you for making a very difficult time for our family a little bit easier. Your kind words of sympathy, flowers, cards and phone calls are heartfelt. To the Rehoboth Oanob Hospital nurses and doctors, we can't thank you enough for all that you and your staff have done for us since our beloved passed on. We pray for your strength, health, and safety every day. Please don't give up during this pandemic. To the Catholic Church right across the country, thank you for sharing Holy Mass with us remotely and helping us say our goodbyes to Cecilia. We can't thank you enough for all the love and spiritual support you've provided to our family during this time of bereavement and great sorrow. The outpouring of love you've given us, has given us the strength and courage to face the difficult days ahead. Let's continue praying for one another and for the world at large. The prestigious Coastal Squash Open 2020 took place under all Covid-19 rules and regulations at the SFC Squash Courts in Swakopmund. Amid all the doom and gloom, a total of thirty two senior and junior squash players from the coastal squash community came out fighting fit and were on fire for seven weeks. It is widely acknowledged that this was the strongest squash draw in the history of the Coastal Open as the junior players could not believe the level of skill and agility of the senior players. Devon Savage and his wife Judy Savage from Swakopmund once again dominate the senior men and women divisions as they won all their games and were thus crowned as the coastal squash open champions in their respective divisions. In the juniors division Olé Steinsträter walked away with a trophy after beating Kai Düvel in the final. In third place were Justus Beulker, 4th Charldon Fourie and 5th Daniel de Wet with Ben de Wet the winner of the special spirit and determination awards. The organizers expressed their gratitude to all the players and the SFC Squash Committee for being such wonderful sports persons and look forward to the doubles championships later this month.
