President Geingob expected to make desalination plant sale announcement Erwin Leuschner

The long-expected take-over of the desalination plant at Wlotzkasbaken, which is still solely owned by mining giant Areva, might finally be answered soon. “We expect President Hage Geingob to make an announcement regarding the sale of the facility to government soon,” said Hilifa Mbako, Managing Director of Areva, yesterday at a press conference. Namibia has a top asset, sitting right at its coastline, which is currently the saving grace after the almost the entire country has been hit by a severe drought. “We are not in the water generation business and wish to help government alleviate the current crisis. That is why we made a good offer two years ago,” Mbako said during the press briefing. For the first time Mbako also gave an indication concerning more details about the value made to government. At the same time he criticised defamatory past media reports, which have exaggerated the figure greatly. “We are not here to make a profit. We offered the plant to government for the same value of the investment. We only wish to recover the costs,” he said. The Erongo desalination plant was constructed at a value of US$200 million. “That is the price we offered it for. We did not adjust it to the current exchange rate,” he continued saying. If government indeed would pay the abovementioned amount, the plant would change owners for what can be described a “bargain”. According to Suzie Nkambule, General Manager of Aveng Water, the company currently operating the desalination plant, a brand-new facility of roughly the same size would now cost in excess of US$300 million to construct. “We are now waiting for a counter-offer from government, which is expected to be made by President Hage Geingob,” Mbako said. During the press conference Mbako noted that currently the plant is supplying the national water utility NamWater with about five million cubic meters of potable drinking water per annum. This water is used to supply the uranium mines as well as the coastal towns. He added that NamWater has indicated recently to up the supply in the near future, depending on the demand by its customers. “We are not here to make a quick buck out of water. We must realise that the country, espe-cially the coast, is facing a very serious water supply situation. It is just not possible to rely on underground resources anymore, as these sources have been exhausted,” Mbako said, and added: “I shudder at the thought, where we would be now be, had Areva not built this plant. We would have been faced with a catastrophe.” To reiterate Areva's commitment to help out during the current water crisis, Mbako said that during the recent December holidays the water supply from the facility to Swakopmund was increased substantially, but Areva sold this water at a subsidized price. “The water demand more than doubles during the season and it was our intention, to help out the town,” he said.

17 New homes for Mass Housing beneficiaries Piquet Jacobs Another 17 houses constructed under the Mass Housing Development Programme were officially handed over to the beneficiaries and their families on Friday, 26 May, in the presence of Urban and Rural development Minister, Sophia Shaningwa. Among the 17 houses, 12 were handed over to ordinary beneficiaries and 5 to members of the Namibian police. Going forward it is claimed that about 30 houses will be handed over monthly to new homeowners in Walvis Bay, until the first phase of the Mass Housing Development Programme is completed. The Namibian Government through the Ministry of Urban and Rural Development have assisted the urban poor since Independence, especially in informal settlements through the informal settlement upgrading to enable communities access to basic services such as water, sewage facilities, electricity and housing. However, a larger portion of Namibians in urban areas do not have access to decent and affordable housing. The Government is said to have introduced various subsidies applicable to the social houses to ensure that the houses built under the Mass Housing Development Programme are affordable to the target group, the low income earners. After the introduction of subsidies, a person earning as little as N$2 700 will be able to afford a house. Efforts enhancing affordability and socio-economic empowerment to these homeowners; these efforts are in line with the SWAPO Party Election Manifesto, NDP4 and Vision 2030. In terms of the Harambee Prosperity Plan, the Ministry of Urban and Rural Development is expected to deliver at least 5 000 new houses; at least 6 500 new residential plots every year; the eradication of the bucket system during the 2016/17 financial year; and the construction of some 50 000 rural toilets over the Harambee Prosperity Plan period. “As long as land with basic services is not accessible and affordable to such a large portion of the urban dwellers, they will continue to live homeless. Therefore the Ministry of Urban and Rural Development is addressing these challenges through the programmes such as the Massive Urban Land Servicing Programme and the Mass Housing Development Initiative programme. It is under such programmes and through heavy financial

The Deputy Minister of Urban and Rural Development, Derek Klazen, Councillor, Penny Martin, Minister Shaningwa and Mayor Wilfried along with the beneficiaries investment by the Central Government that the houses we are handing over today were constructed and made available to the people. The housing backlog in Namibia is estimated to be over 100 000 housing units. Therefore under the Mass Housing Development Programme, only first time buyers will be catered for, no multiple ownership of houses in a single or various Local Autho-

rities will be allowed to enable us to reduce the backlog. No shacks should be erected around these properties. The beneficiaries of these houses must also destroy their shacks where they are moving from if they were living in a shack. These properties can also not change ownership for the next 10 years. The houses will be financed through the NHE and the proceeds

will be deposited in a revolving fund account which will be audited on a monthly basis. I would like to urge the beneficiaries to honour their monthly payment obligations towards their bonds, this will enable us to grow and use this fund to finance future housing development projects for the next citizen to benefit, commented Minister Sophia Shaningwa.

Disgruntled employees at Swakopmund Superspar Erwin Leuschner

About 20 employees of the Swakopmund Superspar in town took part in a peaceful demonstration on midday on Friday, voicing various issues they have with the management. The employees also stood in front of the main entrance, chanting various slogans, including “down Superspar, down.” The employees are part of the Namibia Food and Allied Wo r k e r s U n i o n (NAFAU). After singing and chanting for about 30 minutes the branch organiser of the Swakopmund NAFAU branch, Rosalia Albert, handed over a petition to the Superspar management. In the petition a total of nine demands are listed. They gave the management four working days to respond to the demands. While voicing various concerns in the document the employees also lift serious allegations against the management, stating they “are being treated like colonial times (sic)” and “like slaves.” The main bone of contention, as is alleged in the petition, lies in the fact that the company ended the employment contract of 15 employees and on the same day hired new employees. “It is for this reason that we ask the relevant authorities to come rescue us,” the petition reads.

Because of the above, the employees demand that the previous employees be reinstated and that the management defrays from giving the

employees short-term contracts. Furthermore they demand that the management “must stop giving empty promises” and implement a pension fund. Another important demand for the employees is the construction of a canteen, where the staff can “sit and eat their lunch.” “Inside the building and not outside in the

wind, cold and sunny weather like slaves (sic),” the petition reads. Amongst various other demands the allegations lifted against the management include the “intimidation of employees” and the deducting of money (salary) without informing the employees beforehand and the demotion of workers.

Selling Pancakes in support of lung cancer Water got more expensive – again The municipality of Swakopmund has increa-sed the basic charges for water starting 1 May 2016 for both the town as well as the small-holdings. The price increase of 10% was announced at the recent Town Council meet-ing. Clinton Lang: We still have very cheap water compared to other countries. Specially seeing as we live in a desert.

Swakopmund Council to provide30 000 erven The Town Council of Swakopmund has set itself the ambitious goal of providing 30 000 erven within the next ten years. This target forms part of the strategic action plan, which was decided upon after the Management of Council held a workshop to formulate Coun-cil's priorities in February this year. Georg Erb: Another 30 000 erven? Get real, people. I estimate that we might currently have 18 - 20 000 households in Swakopmund, maximum, including even DRC. To add another 30 000 sounds a bit ambitious, to say the least! A mere few years ago the municipality spent N$ 100 million to have large centralised office premises in Rakotoka street, within easy access for all parts of town. Now we want to spend yet another fortune to have satellite offices in various parts of town, in other words, now we wish to decentralise again? Come on, guys, make up your minds. And bear in mind that the boom cannot carry on forever. Every boom in the economy is followed by a slump. Big question: another 30 000 erven, - how are we hoping to create employment for another 120 000 people (if we calculate an average 4 people per household). Slow down, your ambitions might sound impressive, but realistic they are not. Paul Van Niekerk: Just a question - what about alternative energy source - solar panels to generate

electricity. In Portugal they just had two cities run on solar energy alone for two days!! The desert is huge with ample space out of eye sight to do this and it will be a cost saver!!! Clinton Lang: Some good news for a change smile emoticon. Anna Kee Maldri Josti: Please provide electricity to DRC asap.

On Saturday last week was National Pancake Day. To celebrate the occasion Marilynne Botha from the Swakopmund Municipality on Friday together with friends, family and co-workers set up a stand in front of the municipal offices, selling pancakes. She collected over N$1 000 through the sale, which she will now sponsor to the Cancer Association in support of lung cancer. “I just thought I want to do something good and thought to myself, everybody loves pancakes. As Pancake Day fell on Saturday, we decided to have it on Friday, when the municipality is open,” she said to namib times.

According to the Sales Manager of Steckel's Toyota Mr Bennie Thirion, the school had a need for a bus “the Owners of Toyota Steckel's Mr and Mrs Schoeman and I have children at Pro-Ed Academy and we could see the need of a bus and that is why we decided to sponsor the school with a bus to

assist in transporting the learners to sport activities.” Thirion further said that the school wanted to purchase the bus but it was very expensive. Thirion also said that the bus will be in the schools possession for a period of one year and after a year Steckel's Toyota will see what to do “if it is still in good condition or if it need replacement or any other decision.” (Fltr) Owner of Steckel's Toyota Mr Willie Schoeman, Dealer of Steckel's Toyota Mr Dirk Kotze, Pro-Ed's Headmaster Mr Christiaan Grobler and Mrs Hannellie Schoeman, also an owner of Steckel's Toyota, during the handover ceremony. “We had approx. 920 visitors on the day and our exhibitors were very happy with the turnout and the business they did – hopefully with lots more to follow after marketing themselves at the Kiss the Bride Wedding Expo” said Mrs Andrea Leech, one of the organisers of the Kiss the Bride Expo. The expo attracted photographers, cake makers, wedding dress suppliers, jewellery, wedding venues and décor exhibitors. There was something for everyone at the expo, even for the friends, family and flower girls of the brides and grooms. “We are proud to say the 3rd Kiss the Bride Wedding Expo was a great success and we anticipate that the next one will be bigger and better!” adds Andrea.

Fish exports from Walvis Bay Airport Fish exports directly from Walvis Bay via Johannesburg to international markets such as Spain is a dream that will become true in the next two months, several well-placed sources confirmed this week. By the end of July this year Walvis Bay Airport Services, a subsidiary of the Manica Group of Companies, will commence with the co-ordination of one flight per week for a local fish producer to fly 16 tonnes of high value fish products directly to Johannesburg and from this South African hub directly to Spain the next day. Currently fish pro-

ducts are only flown from the Hosea Kutako International Airport to Johannesburg, resulting in Namibian fish products aimed at the lucrative Spanish markets reaching its overseas destinations several days later. Two highly informed sources were willing to share the good news yesterday, but declined to be quoted in person as a formal

announcement is yet to be made by Manica Group. Initially it would be only one flight per week, but it would be increased to 3 flights weekly or nearly 200 tons of fish monthly, this source explained. A Boeing 737 freighter of South African Airways Cargo (SAA Cargo) will be placed at Walvis Bay Airport for fish exports.

Namibian produced hake is a major export product to Spain. Export schedules is to change dramatically if fish is flown directly from Walvis Bay

South Eastern United States, opening up opportunities for tourism and trade. The Saint Helena International Airport has been completed at a cost of £220 million and the first commercial flight from operator Comav/British Airways touched down there recently. At the beginning flights will only be

World dressage Challenge at the Walvis Bay Equestrian centre The Walvis Bay Equestrian Centre has the honour to host the prestigious FEI World Dressage Challenge again this year. This is an international competition that will take place on 4-5 June 2016. WHAT IS THE FEI WORLD DRESSAGE CHALLENGE? The aim of this Competition is to give the less experienced Dressage riders who, under normal circumstances, cannot take part in international Dressage competitions and live in the more remote countries, the opportunity to compete internationally without having to leave their own country. The Competition offers five performance levels and two age groups (12-16 yrs; 16 yrs and older). In order from easiest (although already very difficult), to most difficult level, these are: Elementary Medium Advanced Prix St. Georges Intermediate 1 Classification Individual Classification The FEI World Dressage Challenge offers a World Individual classification per Level. Team Classification The FEI World Dressage Challenge offers a World Team classification. A minimum of 3 and a maximum of 4 Team Athletes can be nominated. The Team members' ultimate results, expressed in percentages, will be added. The results achieved by the three best Team athletes will count for the Team Classification. Scores obtained at higher technical levels will have a higher co-efficient, this may impact the overall results and Team members' selection process. Development of the Sport The FEI World Dressage Challenge also serves as an educational purpose by linking the competition with the coaching. The Dressage tests are in correlation with the Levels 1, 2 (and soon Level 3) of the FEI Coach Education System, which is implemented in the same NFs that participate to the FEI World Dressage Challenge. National Federations that have applied through the FEI Solidarity for an ESEE (Equestrian Sport Educative Event) in Dressage have the possibility to link the competition to the education of their National officials, which is another important tool aimed towards the development of the discipline.

sincerely want to thank all the sponsors who made this happen. THANK YOU! The 2015 results were as follows: Preliminary Class Juniors: 1. Tanja Siebold on Dusty 2. Sheena Dürr on Claratal Duneside Kiera 3. Anike Maritz on Jason 4. Sarita Rossouw on Okakambe Oskar Preliminary Class Seniors: 1. Salom Nghinamito on Bastos Bodenhausen InKognito 2. What is dressage all about? Dressage is a French term, most commonly translated to mean 'training'. It is a path and destination of competitive horse training, with competitions held at all levels from amateur to the Olympics. Its fundamental purpose is to develop, through standardized progressive training methods, a horse's natural athletic ability and willingness to perform, thereby maximizing its potential as a riding horse. At the peak of a dressage horse's gymnastic development, the horse will smoothly respond to a skilled rider's minimal aids. The rider will appear relaxed and effort-free while the horse performs the requested movement.

Rossmund Golf News

Rossmund Golf Course played host over the weekend to the 2016 Bank Windhoek Namibian Ladies Open Championship. A small field of ladies from Omeya, Windhoek, Walvis Bay, Henties Bay and Rossmund entered, being an official event on the NALGU calendar there was the additional incentive of Merit List Points. Play commenced on Saturday morning at around 10.30 from the Number 1 Tee – having missed the sand the east wind was still making its presence felt and only subsided as the ladies entered the back nine. Despite the heat the “old Lister engine” Wilna Bredenhann pumped up steam and fired a brilliant 78 gross – to give her an overnight lead of 15 shots over her nearest rivals Hansina Hinda and Rina Knight who both shot a 93 gross. To add a bit of spice to the day the Ladies were joined by a field of men from Rossmund, Omeya and Windhoek to play a Mixed Pair Hidden Partner Competition - also sponsored by Bank Windhoek - this proved to be a huge success and resulted in a real buzz in the clubhouse as all waited to see who the winners were. There were 3 two-clubs Johan; Willie & George. Nearest to the Pin on Number 12 was Wilna whilst the Longest Drive on Number 9 went to Neil - Pairs - 1st: Wilna/Willie; 2nd: Fanus/Lucille; 3rd: George/Rina; 4th: Wayne/Hansina; 5th: Neil/Marina. Sunday morning was back to the serious business - hot and windy east wind greeted the ladies @ 8 o'clock and showed no signs of subsiding. So on with the show was the decision. Wilna managed to keep her momentum going throughout the round - finishing with a very well played 83 gross to secure the championship by an unbelievable 31 shots over her nearest rival Laetitia Brink. The tournament was rounded off with a prize-giving function which included a well earned lunch, compliments of the sponsor and the Clubhouse Kitchen. RGC Lady Captain Lynne van der Walt thanked Bank Windhoek for their generous sponsorship and their support of golf in Namibia. Thanks went to all the players who made time in their busy schedules to support the tournament and also to the Rossmund Golf Course for the use of the course and all their input over the weekend. The prizes were handed over by the newly elected President of NALGU Adri Pienaar. Results: Overall Gross Winner (Champion) – Wilna Bredenhann 161; R/U Gross – Laetitia Brink 192; 3rd Gross; Celonika Robinson 195. Overall Net Winner: Hansina Hinda 153; R/U Net and Winner of the Senior Ladies Trophy - Rina Knight 164; 3rd Net; Adri Pienaar 171 (c/o) Stableford Div: 1st: Zelda Nel 51pts; 2nd: Lucille Abrahams 50pts; 3rd: Gabi Adams 49pts.

Vries goes AWOL Goalkeeper Virgil Vries is missing from the Brave Warriors’ camp ahead of their 2017 Africa Cup of Nations (Afcon) qualifying match against Niger on Saturday.

THE JUDGES In the past the judges came from all over the world. This year we are very excited to welcome as International judge Mrs. Lesley Mawhinney from South Africa and our very own National Judge Mrs Brigitte Davidow. THE EVENT The format of the FEI World Dressage Challenge has changed somewhat this year and the level of the dressage tests has been raised a great deal. So much so that there are not many riders in Namibia who can actually pull this off. Most of those riders who compete at this level have entered though and we are very excited that one of our top Namibian dressage riders, Franziska Leinberger on her horse Camelot, will be competing in the very high Prix St George and Intermediate 1 classes. These dressage tests can really be considered a dance with the horse, or “horse ballet” and we want to urge the community to come and watch this rare event. This is the only time during the entire year that a Namibian rider will ride the Intermediate 1 test! ! This year we also added some dressage tests for our younger riders which will not form part of the FEI ranking, but which will be graded by NAMEF. Please come and support our riders. An event like this would not be possible without sponsors and we

Dressage is occasionally referred to as 'Horse Ballet'. Although the discipline has ancient roots, dressage was first recognized as an important equestrian pursuit in Europe during the Renaissance. The great European riding masters of that period developed a sequential training system that has changed little since then. Therefore classical dressage can still be considered the basis of modern dressage. Early European aristocrats displayed their horses' training in equestrian pageants, but in modern dressage competition, successful training at the various levels is demonstrated through the performance of 'tests', prescribed series of movements ridden within a standard arena. Judges evaluate each movement on the basis of an objective standard appropriate to the level of the test and assign each movement a score from zero to ten - zero being 'not executed' and 10 being 'excellent'. A score of 9 is very good and is a high mark, while a competitor achieving all 6's (or 60% overall) should be considered moving to the next level. Let the horses and riders enchant you with their skills and watch them dance!

A media statement issued by the Namibia Football Association (NFA) on Monday said Vries, who plies for Maritzburg United in the South African Premier Soccer League (PSL) has gone absent without official leave (AWOL). “His whereabouts are not known, with only Max Mbaeva and Dawid Petersen in the team as goalkeepers following the withdrawal of Edward Maova with injury on Friday morning,” read the statement. The statement quoted senior national football team coach Ricardo Mannetti saying Vries reported for camp on Friday before disappearing. “Virgil joined the camp on Friday and everyone was told that we have an assignment on Saturday (Cosafa trophy tour in Gobabis) and we are all going there. After this was communicated to him, he vanished and we have tried in vain to contact him. He has not contacted anyone of us - from the technical team to the players,” said Mannetti. The coach said he will make a decision on whether to replace Vries or keep him in the team once he resurfaces. In the same statement it was also communicated that striker Peter Shalulile will be available for the team’s opening Council of Southern Africa Football Associations (Cosafa) Cup match against Botswana on 18 June 2016.“I’m pleased to reveal that Highlands Park has agreed to release Peter for the game and we are very thankful to the club’s understanding, especially to coach Allan Freese. Peter is and remains key to our team…he is a player that gives 100 per cent and a source of inspiration as well,” stated Mannetti. Free State Stars striker Hendrick Somaeb remains a doubtful starter for the Niger clash on Saturday at the Sam Nujoma Stadium at 16h00. Namibia will defend the Cosafa Cup here from 11 to 25 June 2016. (NAMPA)
