“Nice-to-have” projects off the table - Mayor
Passengers on cruise liner scanned for Corona Virus
Walvis Bay Mayor Alderman Immanuel Wilfried vowed at the year’s first Council meeting on Tuesday that no “nice-to-have” projects would be entertained for 2020.
Namport’s port health division boarded the cruise liner AidaMira in the port of Walvis Bay yesterday to screen all passengers prior to disembarking. Until further notice this will be standard procedure.
Tough economic times and a tight budgetary constraint leaves Council no choice than to focus funds as close as possible to the root of service delivery and maintenance of infrastructure. The Council meeting on Tuesday morning was called to announce the festive holiday recess has now ended and Council resumes its work for 2020. “We are already in the process of revising and compiling all our budgetary needs for the next financial year, which will focus entirely on affordability. In other words nice-to-have projects will not be considered at all, but sufficient provision will be made for maintenance of existing infrastructure”, the Mayor said. Adding: “In these tough economic times, it is essential that we set priorities as precisely as possible and allocate the right attention to the right things. Then we need to act as quickly as possible. We need to be on the same path by understanding how to make change happen, assign accountability, makes those key decisions, delegate where necessary and make sure that teams work well together”. Alderman Wilfried who retired recently also made use of the opportunity to recommit himself to the community as the first citizen. He said his retirement will now afford him more time to spend with residents, to listen and to consult. For the Swapo majority Council of the Municipality of Walvis Bay a challenging political year lies ahead. The Swapo Party took a huge dent in the Erongo Region during the 27 November 2019 Presidential and National Assembly Election. Opposition political parties combined received the majority vote from Erongo voters and independent Presidential candidate Dr. Panduleni received more votes in the Region than Swapo Presidential candidate Dr Hage Geingob. Equally in the recent by-election of the Erongo Regional Council for the Walvis Bay Urban Constituency, independent candidate Knowledge Ipinge took the majority vote. Swapo who has eight of the ten seats in the
Hundreds of passengers queued inside the cruise liner and where they were screened. The screening resulted in passengers somewhat delayed in disembarking. The cruise liner docked at berth number one to take on bunkers [there is currently no bunkering infrastructure on the passenger liner terminal] leading to most of the passengers having to walk to the South gate at 5th Street to exit the port.
Alderman Immanuel Wilfried Walvis Bay Town Council not only has to keep its eyes on the ball against opposition politics and independent candidates, but also has to manage division within the party. Swapo for many months only has seven members on the Town Council. The eighth seat is vacant following the death of Swapo Town Councillor Samson Nghilumbwa in a car crash in May 2019. Division among party members is so rife that no one could yet decide who is to fill this seat. The Town Council has ten seats. (Swapo - 8 seats; Popular Democratic Movement (PDM) - 1 seat and United Democratic Front 9UDF) - 1 seat. Namibia again goes to the polls at the end of 2020 for the Local Authority Elections in which it is predicted Swapo will again face a tough opposition as well as a host of independent candidates. Many Swapo party members opt to make themselves available as independent candidates in elections, as they feel the Swapo party is not doing enough to curb corruption and deliver service to the citizens of the country. The recent #Fishrot (fish quotas in exchange for bribes) and the excesses of the political elite at the expense of the wide majority of Namibians are regarded as main catalysts for Swapo’s poor performance in the 2019 elections. For the first time since Independence (1990) Swapo failed to attract a two thirds majority in the National Assembly.

Vandalism of street signs a great concern

Such act of vandalism not only inconvenience residents and visitors but compromise the safety of road users and places an extra burden on the municipality's resources to repair and replace resulting in high cost. In December 2019 alone, 240 traffic signs and 91 street names were vandalised while 147 traffic signs and 152 street names went missing in Walvis Bay. Close to N$205 000 00 will be spent to replace the vandalised and missing signs and these losses are inevitably and indirectly recovered from residents. The Municipality is working hard to replace or repair between 80 and 100 signs per month. There is a blatant disregard for public

Germany supports a feasibility study for the water supply to the central coast and central area of Namibia Namibia's Water Corporation (NamWater) held a workshop in Windhoek earlier this week where the country's future water needs were weighed against available options to counter water scarcity in the future. Two very important options that came under scrutiny were water desalination and infrastructure to source water from the Okavango. Germany, as one of Namibia's closest development partners, was also represented at the workshop. In fact the German KfW Development Bank funded a study that must come with recommendations for a long-term solution to Namibia's somewhat bleak water future. The German Embassy after the workshop issued the following media statement: “As the driest country in Sub-Saharan Africa, Namibia faces unique challenges with regard to its water resources. Windhoek as well as the coastal towns of Walvis Bay and Swakopmund are under pressure to meet the increasing water supply demands at a time when water As droughts would intensify, Nambia’s main water reservoirs like the Hardap dam will resources are becoming ever more unreliable and prolonged exploiincreasingly come under pressure. The water level of the Hardap dam in Southern tation of existing resources is not sustainable. Namibia is currenlty so low water cannot be supplied to irrigation farmers at Hardap. The German Government therefore supports Namibia to explore opportunities for the desalination of seawater as a reliable and sustainable source of drinking water. In cooperation with the German KfW Development Bank, a feasibility study was commissioned to provide recommendations at long-term solutions for the water supply to the central coast and central area of Namibia, including Windhoek as well as en route users. On 29 and 30 January 2020, the concept workshop for the desalination feasibility study was held in Windhoek, marking the progress of the study to date and bringing together all stakeholders in order to evaluate the preliminary findings as well as to guide the study to its successful conclusion. Long-term sustainable water supply: The desalination feasibility study is in the process of carrying out a detailed analysis of the projected water demand in the coastal and central region and will develop a proposal for, among other things, the proposed corresponding desalination option, water transfer system and power infrastructure required. Additionally, the study will provide a comparison of the desalination option for the CAN area with the already by the Namibian government examined possibility of sourcing water from the Okavango. The outcome of the concept workshop will guide the work for the Continued from page 1 remainder of the study and will conclude with a final workshop before assets, escalating mainly over the December holiday period and the study is finalised. Two ask for justice after unfair dismissal......... Sharlien Tjambari Despite winning on appeal in the High Court of Namibia, two remaining is the High coastal residents are still waiting to be compensated for unfair Court of Namibia. This comes at a cost for the dismissal from their former employer, Erongo Contract Services. Dale Kasuto and Leonard Heveleni decided to tell their story in public of the hardship they have endured since their dismissal at Erongo Contract Services after a disciplinary
inquiry found them guilty initially of taking part in unauthorised workers union activities and disruption company operations without authorisation. In Namibia, labour disputes can only be
handled by the Ministry of Labour, Industrial Relations and Employment Creation to a certain extent. At some point if the difference between the employer and employee is not solved, the only option
aggrieved person, as advocates of the law are now required and the person dragging his or her former employer to court often risk the case dismissed with cost. In the case of Kasuto and Heveleni they reported their unfair dismissals to the labour commissioner in June 2015. The ministry however, made a decision in favour of their employer and they then challenged the verdict in the High Court. On 12 September 2016 the High Court ordered in their favour. The court's order proposed Erongo Contract Service reinstate Kasuto and Heveleni in the position in which they would have been had they not been so dismissed. Alternatively, to pay the appellants' wages and emoluments on the
basis of their monthly average earnings. “We chose to be paid out. We knew what will happen if we go back to work. Calculations was made and forwarded to Erongo Contract Services. They ignored our email, they told Namib Times this week. Having opted to receive pay-outs instead of returning to work then became only the beginning of yet another hard road. Despite the order of the High Court, Erongo Contract Serviced paid out no money and eventually the obtained two default judgments against their former employer.
Assets were attached and sold on judicial auction. They only received N$29 000 so far. That is less than the actual monies owed to them. In October 2019 the owner of Erongo Contract Service's farm and a house were also attached, but to date there is no progress on this matter, allege Kasuto and Heveleni. In the meantime hardship continue for both. Despite loss of income, financial hardship there are also the emotional stress they and their families go through. That include the fact that one of them cannot afford a study policy
anymore which should have sent a child to university. Namib Times made further inquiries. The office of the Deputy Sherriff says there has not been any attachment order for the owner of Erongo Contract Service's owner. Kasuto and Heveleni's lawyer told the newspaper they have submitted the necessary legal documents for the attachment of the properties. Several attempts to reach Erongo Contract Services telephonically in Walvis Bay and Arandis were unsuccessful.

Testimony: Mr Daudi made my enemies confess to what they had done to me. Esther (Swakop) first heard of Mr Daudi on a community radio talk show: I took his number down and booked an appointment. He charged N$ 200.00 to read my fortune. I was shocked when he mentioned that my husband was involved with another woman which I could not believe and he showed me all the bad spell she had done to me in the mirror and I was shocked. I have lived for 20 years with unhappiness in my marriage until now, Mr Daudi cast a spell and the other woman separated from my husband and she later confessed to me. Today we live a happy life with respect and no fighting after Mr Daudi binded him to me. I recommend him to others who are suffering and I regard him as my guide. My husband has been to him and his business has been improved. We both agreed to go public so that the people get to know Mr Daudi this is the only way I can pay him back, I think he has been sent by God. Appointment number: 081 552 3053

Walvis Bay Open Golf tournament The first NAGU Golf tournament of a calendar year is the Walvis Bay Open and for the second year the Iris Hotel & Boutique group was a generous sponsor. A total of 44 players from all over Namibia teed it up in beautiful sunny weather for the two day, 36 hole medal competition. The course and greens were in immaculate condition thanks to tireless efforts from the green keeping staff and members with a passion for the cause. In his short speech Filipe Clara of Iris promised to be back next year. After day one Likius Nande of Rossmund GC was the leader by 4 shots after carding a great round of 68. His nearest pursuer was Kevin Wentzel on 72. In the net section a number of locals like David Peake, Jonas Nilenge and Pieter Burger exceeded themselves and everything was setting up for a grand finale on Sunday. Alas, it was Wentzel who came from behind to catch Nande with a round of 75 for a total of 147. Eddie Kutara's round of 71 was the best of the day. In the net section, only Peake produced the same form as on Saturday with a solid 72 to win on a total of 139, with Tienie de Wet and Pieter Burger finishing on 146. All the prize winners were: Overall gross – Kevin Wentzel 147 Overall net – David Peake 139 R/up gross – E Kutara 150 R/up net – T de Wet 146 A Division: Best Net – P Fox 147, Best Gross – G Mather 153, R/up Net – F Hamunyela 149, R/up gross – L Nande 153. B Division: Best net – M Polster 148, Best gross – A Burger 168, R/up Net – J Nilenge 148, R/up gross – H Njendja 168. C Division; Best Net – P Burger 146, Best gross – S Goabab 175, R/up Net – J Truter 149, R/up gross – K Johnson 180, Best Net Sunday – M Polster Jnr 68. The other big story of the day was Willie Els's Hole in One on Hole Nr. 11! Congrats young man and may there be many more. This Saturday is the first of 2 Dulux Betterball Stableford qualifiers and simultaneously a Windhoek Lager International Pairs qualifier for those aspiring towards a free golf trip to Portugal. The Joker STILL roaming free after Paul Sham against all expectations also failed to pull it from the remaining 22 cards. Pool will exceed N$75 000 this Friday. Be there on Friday evening to stand a chance!

The Series has the sole function of raising awareness on Autism and to raise funds for the Autism Association of Namibia. The Autism Association of Namibia supports many families across the country who has family members with Autism. The event is open to all golfers with an official handicap. The Series will then be played in ten different events and the winner of each event progresses to the final. At the final these winners team up as kingpins with teams made up of players selected by the sponsors. With a huge lack of awareness about Autism Spectrum Disorder (ASD), available therapy, treatments and support groups, but most importantly the funding required to help the Autism Association of Namibia in their need, Nedbank is proud to host this first-ever Autism Golf Series. The Managing Director of Nedbank Namibia, Lionel Matthews, explained there is indisputable need to support causes related to Autism in Namibia. Matthews thanked M+Z Motors Windhoek, Old Mutual Wealth, Gondwana Collection Namibia, AfricaOnline, Engen Namibia, Taeuber & Corssen, Dulux Namibia, Momentum Short-Term Insurance, ComputerKit Namibia, Khomas Medical Centre and our official media partner, Radio Wave for supporting Nedbank as co-sponsors. The chairperson of the Autism Association of Namibia, Petra Dillmann, in response said the organisation supports parents with children and adults with Autism Spectrum Disorder, as well as friends and professionals who are interested in promoting the well-being of persons with Autism Spectrum Disorders within Namibia.
“We act as a network linking the various ASD organisations worldwide. We are absolutely dedicated to providing support and assistance as well as training in the field of Autism to parents and professionals” Dillmann added. Dillmann said with the current economic climate it has become increasingly difficult to support the diverse needs of various members of the community. Dan Zwiebel, the Nedbank Golf Series for Autism's coordinator said that they are particularly excited to host quality golf events at centres where avid golfing enthusiasts rarely get the opportunity to play in a professionally organised event. And this virtually on their own doorstep. Zwiebel added: “Undoubtedly, we will also have the opportunity to scouts for talent and thus contribute to the overall development of the sport countrywide”, The dates of the Nedbank Golf Series for Autism events are: Saturday 22 February at Omeya Golf Club, Saturday 28 March at Oshakati Golf Club, Saturday 18 April at Walvis Bay Golf Club, Saturday, 30 May at Windhoek Golf & Country, Saturday 27 June at Mariental Golf Club, Saturday 18 July at Gobabis Golf Club, Saturday 22 August Rossmund Golf Course, Saturday 19 September at Otjiwarongo Golf Club, Saturday 17 October at Grootfontein Golf Club, Saturday 07 November at Tsumeb Golf Club with the Final on Saturday 28 November in Windhoek.
