Ex-Cop and minors nabbed for poaching Erwin Leuschner A former police officer, Joel Ochurub (43) and three minors were arrested in the early morning hours on Monday after they allegedly poached two zebras in the vicinity of Valencia northeast of Arandis. The arrest took place after a police chase which lasted close to four hours. The incident was confirmed by Detective Chief Inspector Jatikua Tjiramba, Acting Regional Crime Investigations Co-ordinator for Erongo. According to Tjiramba members of the police on patrol noticed a “suspicious vehicle” on the B2 highway close to the turn-off to Valencia Mine on Sunday evening at about 23:00. “When they stopped and turned around the suspicious vehicle sped off on the highway heading towards the coast,” Tjiramba said. The suspects were driving a white Isuzu Double-Cab bakkie with registration N81441W. A high-speed chase ensured which lasted a few hours. In an attempt to escape the suspects turned off on the left side of the highway and headed towards the Khan River. “Close to the old Khan mine the suspects got stuck in the thick sand,” Tjiramba said. It was there that the police finally caught

Continued from page 1 is also the father of the child, informing him that she had killed their daughter. Three minutes later she phoned her sister to inform her of the crime. “We realised it was a serious matter and reacted immediately,” Derks said. With help from the police the cell phone of Seas was traced to the area of Mile 108 north of Henties Bay. “I myself am a father and there was a child involved. I filled up my car and together with another member, Pine Pienaar, we drove towards Mile 108,” Derks continued. At about Mile 106 Derks saw the father of the accused standing next to the road. They all split up to look for her with Derks driving towards the fishing spot known as “Blare”. “I arrived there at about 23:00 and saw the car stuck in the sand,” he said. Seas was driving a dark blue Golf GTI. Derks walked towards the vehicle and saw a woman lying inside sleeping next to a child. He knocked on the window and Seas climbed out with the child in her arms. “I said let me take the child and when I held the toddler in my arms the head fell over backwards. She was cold and stiff and I knew she had been dead for hours already,” Derks said. He phoned the father of the accused, who had searched for Seas at the spot known as “Winston” to come to the scene. “There were tracks around the vehicle and the toys of the child were also there. She had played in the sand earlier that day,” Derks said. Shortly thereafter the 32 year-old mother climbed back into the vehicle, locked herself inside and started a fire in the vehicle, while the body of her daughter was lying on the back seat. She had packed wood in the front and lit some Blitz. Derks saw her throwing the toddlers blanket on the fire. “I rushed over to the vehicle, smashed the window, opened the door and put the fire out quickly,” Derks said. Shortly thereafter Seas attempted to light the fire again with matches she had hidden, but was unsuccessful yet again. According to Derks the police arrived at the scene at 2:20 on Tuesday morning, more than three hours after his arrival. “We only came back to Henties Bay at 5:00 in the morning,” he said. It is alleged that Seas overdosed on medication and fell asleep in the car. Derks showed concern, saying had he arrived later, Seas might have been successful by burning the car. According to him there was more Blitz and wood found in the boot of the car. “We also found a playdoll of the toddler,” he said. At the crime scene a notebook was found, in which Seas allegedly detailed the entire crime. As a motive it allegedly states that there were relationship problems with the father of the child and her ex-boyfriend. It is understood that her ex-boyfriend has another girlfriend who was set to give birth this week. Seas leaves behind another child. She was employed at Husab Uranium Mine.

up to them. On the back of the bakkie officers found flour bags, one of which was covered in blood. A blood trail from the vehicle led to a bush on the river bank. Two zebra carcasses were hidden there, which were allegedly poached only a few hours earlier. It is suspected that the animals were killed close to a water hole in the area of Valencia. The arrests took place at about 03:00 on Monday morning. In the car the police recovered “a few knives” as well as a silencer. No weapons were found though. The former police officer held the rank of Constable until his resignation about ten years ago. He was stationed in Arandis and was still residing in the town. Ochurub and the three minors appeared in the magistrates' court on Tuesday this week. While Ochurub was released on bail of N$3 000 the minors were released into the care of their guardians. They are charged with hunting of special protected game. The case was postponed until 12 October for further investigations.

Application for export Continued from page 1 equipment, vessel and boats to start the operation, and thereafter “harvest excessive marine mammals and other sea based fish type such as cetaceans, pinnipeds and penguins.” Dr Maurihungirire confirmed that such an application was indeed lodged and that it is not the first of its kind. “We received a similar application for the export of live (Cape fur) seals to China a few years back and that one was not approved,” he said. According to him a scientific enquiry was launched after the application was lodged, which considered various aspects. His office has made a recommendation which is now in the hands of the Minister. “He will inform the company on the outcome next week,” Dr Maurihungirire said. During the scientific enquiry various aspects regarding the application were taken into consideration, amongst others the fact that some of the species applied for export are protected under CITES, a multilateral treaty to protect endangered plants and animals. “Some of the animals in our waters are not available in tremendous numbers and most are on CITES Appendix 1 and Appendix 2,” he said. When asked about the controversial vessel “Ryazanovka”, which is currently in the port of Walvis Bay and apparently the vessel intended for the operation, Dr Maurihungirire said: “Maybe it is the intention to intimidate Government but that won't influence our decision. If I were them I would have left the vessel at home and have waited to see if approval would be granted in the first place,” he said. In the original application by the company it states that “the Chinese market for such a venture is enormous and the demand currently stands at “ten killer whales per year; 50-100 Indo-Pacific bottlenose dolphins; 50-100 heads of Common bottlenose dolphins; 500-1000 Cape Fur Seals; 300500 penguins; and various sharks (sic).”

there is a public outcry about the availability of alcohol which is easily accessible. He further said that the failure in schools, places of worship and so many more issues is attributed to alcohol. The outcry is that there are so many bars in residential areas and they are causing havoc “the gender base violence that we are getting is because of the drinking that is taking place in our residential areas, the rape, the fights, the stabbing of wounds, hospitals are flooded with people stabbed at shebeens and nightclubs. That is the problem the government is having, but this cannot be solved by the government alone and will depend from the will of the people” adds Kazongominya. This is why they want to get the public opinion on whether this is true or not and whether they are in agreement with the government and if the government can amend the act. Kazongominya said he was very happy with the outcome of the meeting and the way in which the stakeholders/shebeen and bar owners turned up “I am here to gather information and the information I am gathering here will go back to the National Council and Parliament, they will look into it and then we will decide what the Namibian people want. The committee is expected to report its findings, conclusions and recommendations to the house before or on 20 October. The meeting was attended by different stakeholders with the majority being the bar and shebeen owners, among them was the principal of a Ngaturihonge Day Care Centre Ms Gloria Zatjirua. She said she does not have a problem with bars in residential areas, as it is the only source of income for some owners and suggested that only if the bar owners can come to an agreement with the owners of the kindergartens or schools so that they can change their operating hours. “My teaching starts from 08h00 until 12h00 and the bars are opening at 10h00 during the weekdays and when they open they raise the volume of the music so loud to the point where the children cannot concentrate anymore. If we come to a mutual agreement that they keep their music down until the school is out, then I am sure that will be great” adds Zatjirua. Many other bar owners suggested that if the government is having a problem with bars and shebeens in residential areas, then the government must avail land where all bars and shebeens can relocate and requested that bars should be allowed to open from 10h00 to 24h00 during weekdays and 13h00 to 24h00 weekends. Even though the bar owners raised a few concerns they have about their operating hours and shared how the existence of their bars create employment, they all said they support the amendment of the bill and they are waiting for the government to make the best decision that will benefit all.

Gallery is frankly, world class. Congratulations to all involved in this work. Sadly the aquarium is disappointing...it needs attention and it needs quality input. Some Swakopmund magic is urgently needed there.

S.R.A. NEWS LETTER NO. 56 There seems to be no doubt that the new Waterfront Development, “Am Meer” is bringing in a lot of new business and this is going to attract a great deal of interest and support. The developers are working frantically to meet their opening deadline and there is still much to be done. Apart from business premises, there are also luxury apartments on sale for millions of dollars and yet we hear that many of the prestigious blocks of apartments in town, with good sea views, have unsold units because of the curfew on visa time for foreigners and the poor investment climate in Southern Africa. As we all have heard, the major banks, and food and retail chains will have premises there, including Dis-Chem, Woolworths Food, Pep Home, Checkers and Red Square/Edgars. Great interest is shown in the access road to this soon-too-busy centre. Those of us who use Fischreiher Street know about the ridiculous circle at the junction of Fischreiher and Albatross Street, which leads to the new development, and whilst average vehicles can squeeze around the circle it is yet to be seen how huge delivery trucks will manage, and it is foreseeable that many problems are going to arise from these large and noisy trucks on a normal residential street, in what should be a peaceful and relaxed neighbourhood. Much sympathy is felt for those homeowners who are going to be affected and there will surely be repercussions. Whilst on the topic of traffic disturbance, the residents of the Lions Retirement Complex continue to struggle with their traffic noise, with no help seemingly apparent – this has to be dealt with and not ignored as has been done. Those of us who love Swakopmund must be aware that our present town centre stands under threat. We should not allow it to become a dead centre, filled with shabby businesses and few shoppers as has happened in so many towns world-wide. Some years ago, when this topic was raised for the first time, businesses were warned that they would need to be innovative and forward thinking to keep on attracting people into town and a very attractive town plan was put forward by a leading architect. Hopefully, our business community will meet this challenge. It is also not a new concern, but more and more apartment blocks are being developed in our town as well and this is also a poor sign of future town development. As the years go by these apartment blocks deteriorate and their upkeep cannot be afforded by the apartment owners who are older, retired, non-earning residents. Look at the older apartment blocks in all of the big cities and they prove this fact. The Summer Fair (once known as the Christmas Fair) is already in planning and applications are invited. We hope that our Swakopmunders will support this event with new, interesting stalls, which are appealing and different. The Municipal organisers try to avoid stalls selling imported cheap toys and gimmicks or the usual African curios, but they cannot do this without the participation of people who have something of interest to offer. Regretfully, the municipality had to remove the parking bays marked “E” for 'Elderly.' These designated parking bays were greatly appreciated by many of the older residents but they had no legal standing as no by-law applied to them. Our green and attractive parks are enjoyed by all and they are a well-admired characteristic of Swakopmund. Many Swakopmund residents would greatly appreciate being connected to the town's “brown water” system, but their applications have been refused for various reasons. Some of those who are connected get poor service and poor water flow. Therefore, it is annoying to see that sprinklers are frequently left on in public parks over night or even over weekends, resulting in rivers of water being wasted and swamp-like conditions developing on the lawns. There is obviously no shortage of recycled water. On that topic Municipal gardeners are usually found sitting in the rockeries or under a tree – sometimes for hours on end and one wonders if they are provided with the correct tools to do any garden work? Last month we spoke about the dismal appearance of the Namib Primary School and its bell tower, which is in urgent need of repair. Sadly there is nothing further to report on that topic, but we hope for action. However, to add to that disappointing aspect, the school's hostel which is alongside the library is in an equally dilapidated condition. The fence around it is broken and the building needs a great deal of money spent on repair work. This scenario is repeated all over Namibia and one wonders what happens to the maintenance budgets in our towns. Mismanagement is the obvious answer. Swakopmund has become a town of traffic circles but so many drivers do not know how to use them correctly. Many people talk of near-accidents. We need to display basic guidelines for all to see and follow. Another source of amazement is the logic of a pedestrian crossing on the roundabout! This is a badly thought-out crossing place. Lastly, where is the common sense of pedestrians who boldly step onto a pedestrian crossing in front of traffic, almost inviting an injury? General education is needed for drivers and pedestrians. One also wonders what type of pedestrian is thoughtless enough to step out in front of the one or two cars approaching, when there are no other cars behind. Could they not wait for the car to pass, and then cross in peace and safety, hindering no-one? Ending on a generally positive note – Swakopmund has so much to offer. Apart from shopping or enjoying the restaurants of our most attractive and appealing town there are several tours and displays, which are undoubtedly first class. Our desert tours are outstanding, the Walvis Bay harbour cruises on our doorstep, are not to be missed and nor is lunch or dinner at the Walvis Bay Waterfront. The Swakopmund museum is of great interest and well presented; and the Crystal

Walvis Bay Residents warned against spike in home and business burgalries The Namibian Police in the Erongo region urged residents this week against a surge in burglaries both at residences and businesses. The good news, according to Erongo Police community affairs officer, Sergeant Ileni Shapumba, is that several arrests were made over the weekend due to vigilant residents who saw crimes in the process of being committed who then phoned the police who reacted promptly. Hannelie Bester They get caught, but within a few days out again so what is the point they are not afraid of doing it again. Something must be done seriously to keep the crew inals from doing again Go Liste Uba ChiDevi Arrest them and bring them onto justice. Councillors allowance and remuneration packages issue discussed At a council meeting held on Tuesday, 27 September, the Mayor of Walvis Bay, Alderman Immanuel Wilfried, spoke about the allowance and remuneration packages of council members, due to it being the latest topic of discussion. “I would first like to touch on an issue that has recently made media headlines, but needs some clarification as it might have been interpreted incorrectly. I am referring to the allowance and remuneration packages of Councillors. Following an instruction by the chairpersons of Council and Management Committee, the CEO was tasked

to review the total packages in view of the following reasons: the last increase was effected on 1 July 2013. Therefore no increases have been effected for the past three years; in its current format the remuneration does not compensate the elected office bearers appropriately, in particular as they also have to take unpaid leave from their places of employment; at times

they have to make use of their own or public transport to attend municipal activities,” commented Wilfriend on the subject. According to Wilfried the remuneration has not been in line with the responsibilities and activities of Councillors of a Schedule 1, Part 1 local authority. He emphasised on the point that the current remuneration of Walvis Bay office bearers is significantly lower than that of other Schedule 1,

Part 1 local authority office bearers – in fact, even lower than at least one Schedule 2, Part 2 local authority. The administration has said to have submitted a proposal, which has not been implemented as it must still be considered by the full Council. Wilfried added that the new allowances will not be out of sync with those paid by local authorities in the same category.

MARKET CONDITIONS. There is no doubt that the property market is in a state of slackness as a result of various macroeconomic factors that create uncertainties for especially the private sector. The government is the major contributor to job creation and development of the country which in essence brings money into circulation with much of the private sector being reliant on tenders to stay afloat. The recent downgrading of Namibia's credit rating on the international platform has caused the government and authorities to take precautions and corrective actions on spending which include the curbing of employment and expenses as well as a halt to further tenders being issued/awarded until conclusion of prioritising most crucial projects which will fit their revised financial strategy and plans. The proposed NEEEF or alternatives for economic equality and the reinstating of a Rent Control Board are lingering matters which contribute to indecisiveness in the open markets including the property market. However, although to a lesser extent, there are still notable activities taking place regarding property development, -investment, -buying, -selling and -renting. Fact is, it is not as vibrant as some eight months ago and in reality means that, irrespective which side of the spectrum one is, the pool of buyers and sellers (within the prevailing market conditions) have become a bit less whilst renting is found to, for now, still remain stable, irrespective the future influence a Rent Control Board might have. In general, if you're selling, and there being lesser immediate buyers, your opportunity to sell will be more likely if you spread your offering via two to four astute Estate Agencies. Sole mandates should have a particular reasoning for participation in such type “partnership.” On the flip side, lesser buyers, has caused sellers to adjust their prices downwards in competing with other available properties for sale. Also, sellers have become more approachable to consider offers. Therefore market opportunities are beneficial to buyers for “gaining the best deal”. To add momentum in the property market, the Home Loan Departments of some Commercial Banks have launched attractive new “products” which can assist potential buyers in concluding a purchase and become a first-time property owner! Nudeln

“Kein schöner Land in

Herbert Schier
