Cement from builders in residential Eileen van der Schyff areas a health risk A concerned resident of Walvis Bay contacted the Namib Times this weekend complaining about builders in her immediate neighborhood. The builders mix cement in windy conditions and this she believes is causing her and her family health issues. She calls out to Municipal inspectors to investigate the issue. Not only does the resi-
dent say she believes the fine dust of the cement in the air is causing her children symptoms like flu, but the noise is also too much to bear. “I believe this is the reason for my family's sudden flue like symptoms. We all started to have breathing difficulties, burning throats and sore chests. I have a three-month-old baby and the cement blowing in the wind and hanging in the air we breath is affecting all five
of us.” We have tried medication without success. Concerned, the resident explained the danger of the fine dust of cement on the lungs, and especially in little children and infants. “Are there no rules and regulations around the mixing of cement in residential areas? The cement mixer runs every day of the week, even on Sundays. We have no peace. We live in constant noise and pollution.” She explained.
After the First World War the Union of South Africa was given the territory of South Africa a Class C mandate to administer. Union of South African troops defeated the German forces in South West Africa during the South West Africa Campaign between December 1914 and May 1915, as part of the First World War. Martial law was was restored in South West Africa in 1921 and the administration of Walvis Bay was transferred to South West Africa under the South West Africa Affairs Act of 1922. In 1990, South West Africa gained independence as Namibia. Walvis Bay remained under South African sovereignty. In 1992, the two countries agreed to establish a transitional Joint Administrative Authority (JAA) for Walvis Bay and the offshore islands. The Authority was headed by two Chief Executive Officers, of which one was Nangolo Mbumba, today Namibia's Deputy President but back then then Secretary to the Namibian Cabinet, and Carl von Hirschberg, former South African Ambassador to the United Nations. In August 1993, prior to South Africa's first democratic elections (April 1994), the multi-party Negotiating Forum in South Africa passed a resolution calling for "the incorporation-reintegration of Walvis Bay and the Off-Shore Islands into Namibia”. The transfer of Walvis Bay to Namibia Act was passed by the Parliament of South Africa that year. Following the signing of a treaty between the two countries, South Africa formally transferred sovereignty of Walvis Bay and the island to Namibia on 1 March 1994. One of the main sponsors of the celebrations is Erongo Marine Enterprises (EME), a subsidiary of the Oceana Namibia Group of Companies. EME's Dr Martha Uumati said at a media briefing in Walvis Bay last week the Oceana Group of Companies in Namibia has a long history with Walvis Bay. Locally Oceana Group of Companies owns and operates Erongo Marine Enterprises, Commercial Cold Storage and Etosha Fishing Corporation. Dr Martha Uumati added that it is against this background Oceana Namibia Group of Companies makes available N$300000-00 as the headline sponsor of the Walvis Bay Silver Jubilee Celebrations. “The significance of Walvis Bay as part of our country's economy cannot be denied. In the same vein, the history and success of the town of Walvis Bay is inter-linked with the history and success of the Oceana Group of Companies in Namibia”, explained Dr. Uumati. Soon after Walvis Bay was reincorporated, Erongo Marine Enterprises was born as a young horse mackerel company. From humble beginnings and limited export markets, the company overcame the challenge and today counts among the leaders in the mid-water trawl fishery. selected to co-inside the Erongo Trade Expo”. Man behind bars for raping Sharlien Tjambari daughter A 49-year-old Swakopmund man is behind bars for raping his own daughter during the period of 2017 and 2019 at their house in Mondesa. The father made his second court appearance in the Swakopmund Magistrate Court yesterday. The case was remanded to 4 November for the bail application hearing and readiness of lawyers. According to a source, the mother of the child lives at a certain town in the Northern Part of Namibia and was the one who opened and registered the case at a police station in the North after hearing a confession from the daughter recently. The daughter, now 19-years-old, was a minor when the offences against her started. The father would allegedly send the victim's siblings to the shop to get time alone with his daughter where he would rape her. It is not yet known when the case was registered, but the 39-year-old father was only arrested on Friday, 18 October and made his first court appearance on Monday, 21 October in front of Magistrate Conchita Olivier of the Swakopmund Magistrate Court. The State was represented by Prosecutor Johannes Shangadi and Juané van Aardt was representing the accused. During court proceedings, Shangadi said the State is opposing bail due to the seriousness of the case. “Granting him bail will not be in the interest of the justice system”. Shangadi said. The case was remanded to 28 October for formal bail application.

Family of rape victim strongly opposes his bail Sharlien Tjambari
The family and friends of the grade 9 pupil who was raped by her teacher in Swakopmund are demanding that the accused remain behind bars while awaiting his trial. The accused whose name is withheld from publication to protect the victim was arrested earlier this month. Friends of the family of the victim gathered at the Swakopmund Magistrate Court on Friday, 25 October to oppose against the granting of bail as the accused was supposed to hand in his bail application forms that said Friday. Unfortunately the bail application hearing did not take place as the magistrate had other engagements. State Prosecutor Latoya Katjitundu received the petition from the family and said another date will be set for the bail application hearing of the accused teacher and it will be communicated with the family. In the petition, the family said they strongly oppose the granting of bail to the accused. The petition reads: “The horrific trend of child rape our country is currently facing is very disturbing and appalling and we would hereby like to also request for the Minister and
President of the country to intervene, putting in place drastic measures to immediately stop this horrendous crimes against children. None of this child rapists must be granted bail and life imprisonment should be given to them”. The family and friends of the victim said their slogan is “Today is my child, tomorrow might be yours”, they further said they will no longer stand on the side lines, watching their children being raped and abused. “Our children are not safe anywhere anymore, not even in schools and the country's justice system is failing our children by granting bail to childrapists, murderers and abusers”, the petition concluded. The accused will make his second appearance in court on 20 November this year.
A Golf and a sedan vehicle were involved in a head-on collision on late Saturday night. The collision happened on the stretch between Dolphin Beach and Langstrand on the B2 road. A third car, a pick-up was driving in front of the sedan moments before the crash. The driver of the pick-up managed to swerve out to avoid crashing into the Golf, but the driver of the sedan was not that lucky. Both drivers were very fortunate. Their injuries were described as less serious and minor. The wrecks of the two cars were obstructing both lanes on the B2 and traffic had to be diverted. According to West Coast Safety Initiative, an unconfirmed report stated it appears the driver of the Golf on way to Walvis Bay, was driving on the wrong side of the road when it crashed into the sedan that was driving towards Swakopmund.

Pilot Passport Data Capturing System Launched in Swakopmund Isaac Chikosi
In a bid to fast track the delivery system and improve the process of applying for a passport, the Ministry of Home Affairs and Immigration launched the initial phase of the passport data capturing system in Swakopmund on Friday. According to the Executive Director Etienne Maritz, in January 2018, Namibia joined other international communities by issuing biometric or e-travel documents with a chip designed to provide maximum protection of the documents. Speaking at the launch, Maritz said that members of the public will no longer have to bring in their own passport photos as the new system will allow applicants to have their photo taken at the premises. The applicant will receive an electronic receipt and a unique SMS code which will allow them to check up on the progress of their application. “This means there will be improved processes in the application of passports at the Erongo Regional Data capturing system launched Chief of Immigration Nehemia Nghishekwa and Executive Director Etienne Maritz Office, Maritz said. The ministry is in the process of rolling out the same system to other regional offices in the future. The validity of the new passports will be for a ten-year period and this will lessen demand for new passports. However, passports for applicants under the age of 21 will remain with a validity of five years. Maritz applauded the Swakopmund office for being selected to pilot the initiative and encouraged citizens in the region to make use of this gesture from the ministry.

Ford Celebrates Spirit of Volunteerism On 26 October, a team of volunteers from Ford franchise dealer Novel Motor Company generously gave of their time and skills to upgrade the facilities at SPCA Walvis Bay, to better accommodate and assist stray animals.
With a grant of US$1,675 (N$27,035) from the Ford Fund, which is the non-profit philanthropic arm of Ford Motor Company, the dealership was able to buy the tools and supplies needed to get the project done. “Our aim is to help offer food, shelter, and security until these vulnerable animals are placed in safe and happy homes,” said dealer principal Mandie Holloway. “We assisted by preparing the area where two kennels were built to which the public has access to. These kennels are a save place for stray and lost animals as well as for surrended animals. The initiative formed part of Ford's Global Caring Month, a signature programme of the Ford Volunteer Corps, which is a concentrated 30-day focus on community service, providing an opportunity for Ford employees and dealer partners to band together and find innovative solutions to social problems and community concerns. The Ford Volunteer Corps is the heart of a global network which enlists tens of thousands of Ford employees to give of their time and skills to perform service work in the community. Volunteers are engaged yearround at feeding schemes, care facilities, and schools. Since its launch in 2005 by executive chairman Bill Ford, the Ford Volunteer Corps has contributed 1.7 million hours of community service in 50 countries, representing nearly $45-million of in-kind community investments.
The Ford Fund is active in 60 countries on six continents, and in 2019 contributed more than $700,000 in grants to non-profits for Global Caring Month. In the sub-Saharan Africa region, a total of 772 volunteers spent over 10,444 hours physically supporting 70 projects across 30 nominated organisations. Some other stand-out projects in the region this year included establishing a water purification system for a special needs orphanage in Mozambique; installing a borehole and providing beds and stoves at a children's home in Zimbabwe; and in South Africa they included the refurbishing of an autism treatment centre; providing school and medical supplies to a paediatric hospice; a kitchen renovation for a primary school; and renovating shelters and safe houses for abused women and children. “Henry Ford believed in the responsibility of business to pursue a greater purpose, not just profits,” said Neale Hill, managing director, Ford Motor Company of Southern Africa. “Making an ongoing contribution to the socioeconomic and environmental sustainability of all the communities in which we operate always has been, and always will be, a crucial part of our business.” “Each and every one of us has the power to impact someone's life and make the world a better place,” he concluded. “While individual efforts may be relatively minor, in combination with the efforts of others, the collective impact can be profound.”

Sunday 27 October was the monthly SAGES Competition sponsored by Art Africa – Bruce & Bubble Burns – 23 senior golfers were up and about early. Some especially early in an attempt to get their round finished before the Rugby Semi Final between RSA & Wales – Hole Number 19 was a buzz and almost packed to capacity. As always everyone was a winner at the end of the day and we say a special thanks to Art Africa for the great prizes and to Bubble for officiating at prizegiving. Nearest to the Pin Prizes went to Dougie Smith on Number 7 & Tim Both on Number 12. Overall Winner: Dougie Smith winning a three way count out on 36 points from youngsters Theo Haimbondi and Des Benson; 4th: Tim Botha 35 points; 5th: Marinena Ludwig 34 points. Saturday 26 October was Monthly Medal time again proudly sponsored by Novanam/Pesconova – only one more to go and that is the “biggie” – this time around Robertha was back to officiate at prize-giving – great to see that smile again. Despite the windy conditions at times the weather played along and a field of 22 golfers or should I say real golfers took to the fairways. The Overall Medal Winner was Bertie Saunderson 72nett; “A“
