inside Former fisheries minister Bernhard Esau re-arrested Erongo’s The number rose to six, the people arrested in Namibia’s so-called Fish Rot scandal in which N$150 million in bribes were received in exchange for Namibian fish quotas to an Icelandic seafood company Sanherji International. Namibia’s former fisheries Minister, Bernhard Esau is among the people arrested. Esau was initially arrested last weekend, but a flawed warrant of arrest obtained by the Anti-Corruption resulted in Esau freed hours later along with co-accomplice, the former justice Minister, Sackey Shangala. Esau and Shangala tendered their resignations to President Hage Geingob when the fish scandal surfaced earlier this month. The other arrested persons in this scandal are: James Hatuikulipi, Fitty Hatuikulipi, Pius Mwatelulo and Ricardo Gustavo.

The long waiting period in queues at polling stations was yesterday singled out as the main challenge voters encountered in the Erongo Region. Some voters had to brave queues for up to six hours and more, with many people who lost interest and returned home without voting. The Electoral Commission of Namibia's coordinator for Erongo, Amos Nguaiko yesterday confirmed telephonically that indeed the long waiting period in queues was the main issue. Across the Erongo Region, a total of 224 polling stations, both fixed points and mobile points, accommodated tens of thousands of voters. In Swakopmund a total of 18 000 people cast their votes. Many polling stations closed
earlier, but there were polling stations working up to midnight on Wednesday to assist voters who were in the queue at 21:00 when polling stations closed. What Namib Times reporters picked up visiting as many as possible polling stations were that people accepted the long wait. The mood among voters was generally friendly and what was particularly pleasing at many polling stations is the fact that the premises were left clean and tidy. Rubbish
bags were available for voters queueing and the Namibian Police also conducted an excellent job to keep public order. There were frustrations with people reserving places for friends and family who pitched later, but police officers at many stations put an early stop to it. “You vote alone. Therefore you need to arrive at the polling station alone and see that you get your place in the queue without being unfair to the brothers and sisters Continues on page 2

Elections 2019 Continued from page 1 who are also here to vote and don't want to stand in the sun all day”, a police officer was overheard by a reporter at the Anglican Church voting point. People who brought babies along to be able to get preferential treatment from polling officers also only worked to one point. Police officers were questioning mothers pitching up with small babies. Officers were also observant to prevent the old frustrating practice of several people using the same baby to be able to be helped before other people. Some voters attempted to jump the long queues by pretending to use toilets on the voter stations' premises only to get into the queue. Soon police officers requested voters going to the toilet to hand over their voter cards and collect it after using the toilets. In a statement at the conclusion of voting day, the Electoral Commission of Namibia (ECN) expressed satisfaction with the manner in which the polling process went. A word of thanks went out to Namibian voters who conducted themselves orderly. The Commission admitted though there were challenges. The long queues was one of these challenges, the ECN admits. In what follows the full statement issued by the ECN on Wednesday night: “The Electoral Commission of Namibia hereby wishes to express our satisfaction with the manner in which the polling process went since the opening of polls this morning across the 121 Constituencies of the country. The Commission expresses its gratitude to thousands of Namibians who flocked to polling stations and stood in long queues across the country in order to cast their ballots in this very important national exercise. In terms of the deployment of polling teams to their respective polling stations, the ECN is pleased to inform the Namibian nation that this process went generally smoothly, and most of the polling teams were at their duty stations by yesterday evening. We however noted that a few teams in the Oshana and Khomas regions experienced delays with the verification of election materials before departing to their respective duty stations. Similarly, there has been slight delays with the distribution of some of the nonsensitive election materials especially in some areas of Khomas and Omusati region. The Commission deployed a total of 4241 polling stations countrywide. Of this number 1410 are fixed polling stations while 2831 are mobile polling stations. We are happy to inform the Namibian nation that approximately 97% of all our polling stations opened on time 07:00 [this morning]. We however wish to inform the Namibian nation about a number of issues that were noted at some polling stations across the country. DELAYED OPENING AT CERTAIN POLLING STATIONS: We have noted reports that a number of polling stations especially in the Khomas region could not open on time this morning due to issues related to the Electronic Voting Machines and Voter Verification Devices. In terms of our regulations, all Presiding Officers are required to conduct a prepoll test in which all polling officials and political party agents at the polling station are required to participate. This mandatory exercise is conducted with a view to ensure that there are no pre-recorded votes on the EVM and to demonstrate that all buttons are working and that they are recording the votes correctly, before the commencement of the actual election process. We have noted, after conducting the pre-poll tests, some Presiding Officers had challenges in preparing the EVMs for the commencement of the actual polling process. The ECN technicians who are strategically located at various localities around the country managed to resolve this matter and most of the affected polling stations where fully operational by 09:30 this morning. Similarly, Voter Verification Devices used to verify voters, experienced some problems at some polling stations during the opening of polls this morning. The most common error was the initial registration of the polling officials which caused some delays. Most polling stations had the VVDs working by no later than 10:00. Some stations reported problems with Voter Cards, of which most are voters that re-registered, either due to a lost or damaged voter card, but used the first card to try and vote. Thus the Voter Verification Device indicated 'invalid card'. A few polling stations had problems reading the voter cards, but were manually verified using their Voter Registration Numbers or the local constituency voter register. The polling stations that were affected because of these problems are the fol-
lowing: In Khomas region, IUM – Dorado Park; Kleine Kuppe Police Station; Cimbebasia Primary School; Susane-Grau-Heim Old Age Home; Pioneerspark Old Age home. MISALLOCATION OF ELECT FORMS: The ECN noted that certain administrative forms used at polling process at polling stations were not provided in sufficient numbers at a number of polling stations. These forms include Elect 23 (A) were particulars of persons voting outside their Constituency of registration are recorded and Elect 27 (A) used for recording particulars of all persons voting at a particular polling station. The lack of these forms at some polling stations affected the smooth running of operations at some polling stations especially in the Khomas and Oshana regions. The ECN took decisive steps to ensure that the relevant Elect forms were immediately taken where shortages were experienced. OBSERVERS TURNED AWAY/DENIED ACCESS AT POLLING STATIONS: The ECN noted incidents where accredited observers (local & international) were denied access to enter some polling stations across the country. The Commission further noted that this was a mistake on the part of the ECN Officials who interpreted the instructions in the training manual incorrectly. However, the Commission wish to state that a directive was issued immediately to all Regional Coordinators & Returning Officers to rectify the matter. This unfortunate situation has since been resolved. 4. LONG QUEUES AT MOBILE POLLING STATIONS: In terms of the Electoral Act, the law allows for the voters to cast their votes anywhere in the country for the Presidential and National Assembly Elections. The Commission observed long queues at some of the mobile polling stations in certain parts of the country especially around the Windhoek area. It should be noted that mobile polling stations are meant to serve at a specific point for a limited period of time before moving on to the next point. However, the Commission noted that the voters flocked to cast their votes at these mobile stations which caused unintended delays for the polling teams to move to their next point in terms of the polling timetable. In mitigation of this situation, new mobile teams were formulated and deployed to assist at some of the polling stations where long queues were observed. The Commission is fully aware that at this point in time, long queues are being observed in mostly urban centers around the country especially in the Khomas, Omusati, Oshana and Ohangewena region. The Commission is continuously monitoring the situation in all Constituencies through our regional networks and teams are being formulated and deployed to different venues where additional capacity is required. FAKE NEWS ON SOCIAL MEDIA: The Commission has noted with grave concern the perpetuation of misinformation or rather fake news posts circulating on social media platforms concerning certain aspects of the voting process, including the purported malfunctioning of the EVMs. We want to state that these reports are both incorrect and misleading. The ECN is aware of isolated cases reported associated with the EVMs, however, these cases were mainly due to the human errors as alluded to earlier within the polling stations and not necessarily technical issues. In addition, there have also been cases reported of technical issues related to the EVMs at a number of polling stations in Erongo, //Kharas, Ohangwena, Oshana. In Otjozondjupa region, we have received reports that Team 109 operating the Omatako Constituency, the EVM ballot paper on the ballot unit was misaligned. In another incident, an ink mark was placed by an unknown voter next to one of the Presidential Candidates. In both these cases, the respective ballot units where immediately replaced. The Commission further instructed regional structures to thoroughly investigate incidents of all technical issues experienced at various polling stations and report to the ECN Head Office. The ECN would thus like to once again caution the general public against trusting information shared on social media unless it was directly shared by the ECN through its various social media platforms and traditional media channels. The Commission would also like to encourage all persons at the polling stations that are dissatisfied with the process at polling stations to please record their complaints and incidents in the occurrence book provided at each polling station. The Electoral Commission wishes to assure the electorate and the Namibian public at large that all polling stations where voters are present on the stroke of 9pm tonight will remain operational until all the voters have cast their votes. Lastly, the Commission would like to reassure the Namibian public that the Commission is in full control of the voting exercise and everything is being done to ensure all eligible voters cast their votes and that the process is completed as scheduled”.

A beautiful desert oasis Sharlien Tjambari
“A good fertilizer and quality water. These are the most important elements to a successful garden in the arid desert”. This is the advice from Manfred Engling, a passionate gardener who along with his spouse Helga owns a house in the Rossmund Golf suburb of Swakopmund. Engling and his wife bought at the Rossmund twelve years ago and have been maintaining a beautiful garden ever since. “When we moved in, we first installed a sprinkler system with various control points. Then we planted the lawn first, followed by nine palm trees”, explained Engling who lives in Windhoek and visits his house at Rossmund once a month. The garden is well maintained, displays beautiful flowers and boasts a large olive tree as well. Engling added another key point in maintaining a healthy and beautiful garden in the desert is to pay attention to what grows and what does not grow or have difficulty growing.
“It doesn't help to keep on planting something that is not growing well or growing at all in this arid environment”. According to Engling, the olive tree produces quality olives which are normally harvested by two people who in return gives them bottled olives. There is someone tending to the garden once a week. “My wife and I enjoy gardening and it became a hobby for us. We visit our home once a month and spend most of the time in the garden when we are there. We love gardening”, Engling further said. Engling and his wife are in their mid-seventies and still has big plans for their beautiful garden right in the heart of the arid Namib.
Radiation myths Despite uranium mines and uranium deposits the radiation rate in the region is well within healthy limits Isaac Chikosi The Namibian Uranium Institute says the public need not to be concerned about radiation, given the fact that two uranium mines are operational in the Erongo Region and several more mines that would come online. The Institute on Tuesday hosted a free workshop for the general public at its headquarters in Swakopmund where it was stated in no uncertain terms there need to be no fears about uranium radiation. For many years already there is fear among segments of the public that the high uranium deposits and uranium mining activities can be directly attributed to a growing cancer rate. According to Dr Detlof von Oertzen, who presented the workshop, there is no need for concern as radiation levels experienced in the region are considerably low. “Radiation is all around us in everyday appliances and objects such as radios and microwaves. We also benefit from many forms of radiation such as microwaves and xrays”. According to von Oertzen, apart from background radiation which occurs naturally, terrestrially, cosmically and through inhalation and ingestion, exposure to radiation can also occur through exposed pathways such as the direct exposure to radioactive ores and waste materials, inhalation of radioactive dust in the air we breathe and ingestion of radionuclides in food and water. According to guidelines set by the Ministry of Health and Social services, the Namibian exposure limit for members of the public is 1mSv per year, while workers at mines have a limit of 20
mSv per year. Sievert(Sv) is the unit of measurement for human exposure to ionizing radiation. Safety features to monitor exposure to radiation by the Occupational Exposure Monitoring include monitoring the external gamma rays and internal exposure from dust or radon. Monitoring kits are attached regularly to some mine workers to monitor levels of radiation in the working environment. The average occupational exposure at a typical uranium mine in Namibia is approximately 1mSv while the natural background radiation in Erongo region is approximately 1.4mSv according to the mSv logarithmic scale presented by von Oertzen. Members of the public who attended the workshop were keen to know whether the water consumed in the region may be in any way affected by radiation. In response to this von Oertzen confirmed that although radiation occurs naturally, most of the region's water which is supplied from the Erongo Desalination Plant is treated using reverse osmosis which is safer than water procured from boreholes or other sources. Von Oertzen dismissed myths often associated with exposure to radiation, saying at the current exposure levels myths such as the possibility of becoming sterile due to exposure to radiation are simply not accurate as Namibia's 20mSv exposure limit is way below the risk level of 100mSv.

Mass Housing program hands Isaac Chikosi out more houses The official handing over ceremony of houses built under the Mass Housing Development programme at extension 7, Matutura, Swakopmund took place on Tuesday at the Mass Housing Development programme site in Matutura. Fifty-five houses were handed over by the minister of Urban and Rural Development Peya Mushelenga during the ceremony attended by beneficiaries, members of council including Swakopmund Mayor Pauline Nashilundo and Erongo Regional Governor, Cleophas Mutjavikua. The 55 houses are part of a total of 133 houses on the site. In his address at the occasion, Mushelenga said: “ This occasion serves as a tangible demonstration of the steadfast commitment of the government towards the provision of access to decent and affordable shelter. Overall at a regional level, out of a total of 1837 houses that were planned for construction under the first phase of the Mass Housing Development Programme in Erongo Region, 1254 of these have been completed”. Mushelenga emphasized the government's stance with regards to affordability. “In keeping with our resolve to provide housing and shelter that is not only decent but also affordable to our people, Cabinet in 2015 directed that the categories of houses that are being constructed under the Mass Housing Development Programme and are earmarked for the ultra-low and low income groups must be sold at prices that are lower than the actual cost of construction”. All 133 house on the site fall under this category and are priced at N$90 000 and will require the owner to pay about N$770 per month. The minister took the opportunity to remind residents and beneficiaries to avoid vandalism of houses which are still under construction or awaiting allocation. Furthermore, people applying as first time house owners while they end up not living in the houses and instead renting them out will not be accepted. The completion of the houses was made possible by the Swakopmund Municipality, National Housing Enterprise (NHE), Ministry of Works and Transport, including the Ministry of Urban and Rural Development. Matias Mutota, one of the beneficiaries could not hold back his joy and excitement when he received the keys to his new home. “ I just want to thank the Government, the contractors and everyone involved. I waited very long to get a house, but finally the time has come”, he said.

Senior citizens spoiled
Rudi Bowe A local Barber and Hairdresser as part of community service spoiled 31 senior citizens of the Kuisebmond Old Age Home in Walvis Bay. Petra Pelma of Petra's Hair Studio and Bradley Matthys of Kaka's Barbershop showed up at the old age home with their team of helpers, Myra Louw, Geraldo Bock and Benjamin Louw, to spoil the residents. The 14 elderly women's hair was washed and styled by Petra and her team whilst Bradley and his team cut and shaved of the hair the 17 elderly men. The senior citizens were delighted when Petra and Bradley showed up at the old age home with their teams to spoil them. One of the elderly, Ms Esme Lenders, thanked the Petra and Bradley on behalf of all the elderly in saying “We appreciate it from the depths of our hearts”. Lenders added that it is truly noteworthy that we did not have to ask for it and that you simply came and did it for us. May God richly bless you. Petra and Bradley plan to provide their services free of charge to senior citizens at retirement homes every two months and their plea to other barbers and hairdressers is to reduce their fees for the senior citizens. "I would like to give back and that is my way of thanking the community for their support” Bradley said. Matrone Amingorina Mupetami welcomed the initiative with open arms and said “The old people are really excited about the gesture as this is the first time in history since the existence of the old age home that something like this was done for the elderly”. Mupetami added that this is special for the senior citizens the fact that there are still young people who care and reach out to them as many of their children do not visit them at all and hope the initiative will be taken to other homes and children orphanages as well. “It's good to cheer people up at such institutions and especially with Christmas around the corner. I also sincerely hope that the municipality will, as usual, reach out to the senior citizens" said Petra. Petra added that she did what she liked and it gave her great joy to be able to make a difference and it's nice to give to someone, especially our elderly, a little joy. Petra and Bradley are challenging other hairdressers and Barbers to spread the initiative nationwide and give a little joy to the elderly people in Namibia. Photo contributed.

So sprach Frau Mode.

Toys for vulnerable children The annual Toy Run by Live to Ride Motor Cycle Club in Walvis Bay will once again bring smiles to vulnerable children this Christmas in Walvis Bay. The Toy Run is an annual event where bikers in the harbour town collect toys for the underprivileged children under the age of 14. This year all Toys collected will go to the Rotary Club in Walvis Bay from where it will be distributed to charities or children homes of their choice. The Live to Ride Motor Cycle Club members said that this was properly the last Toy Run as it has become hard and difficult to organise the event with no sponsors. Up to date most of the toys come from the Motor Cycle Club members. The club will hold a meeting to decide the future of the Toy Run in the harbour town.

Christmas Rinks 2019 The Namibia Bowling Association held their last event for the year this past weekend, the annual Christmas Rinks competition. Thirty-nine bowlers entered. Two games of ten ends were played. The winning team comprised of Kiewiet Rust, Patrys Partridge, Delyse Murch and Annelize Opperman. Bowls being a sport for all ages, the bowlers ranged from 8 to 80. Eric Luff who has been a bowler for a great many years is in his eighties, while two little girls, Danelle and Hailey van Wyk, are eight and nine years old respectively. While they had fun on Saturday, they intend to continue to play bowls on a serious level. Some bowlers really entered the spirit of Christmas and dressed up in a variety of Christmassy outfits. Red was the main colour of the day, which was to be expected. Husband and wife bowlers Quin-
tin and Merryl Butcher came dressed as Santa's elves. Usually, before a fundraiser, money is raised for charity by playing a “spider”. The jack (white ball) is placed in the middle of the green and a coin is placed on top. Everyone stands anywhere around the green with one foot in the ditch. On the “go” signal, everyone rolls a bowl simultaneously toward the jack. Whoever's a bowl land closest to the coin wins the “spider”. This was Marius Louw and he won the prize which was sponsored by Bokomo and consisted of a hamper of their products. The Bowls calendar has been very full this year, with the Atlantic championships being held in Wales in May, where the Namibian team qualified to play in the World Bowls championships in Australia next year. They
qualified in all eight disciplines, namely men's and women's fours, triples, pairs and singles. The Men's National team then played in the African States Tournament in Kenya in August, with the pair's team of Cabous Olivier and JP Fouche beating favourites South Africa to win gold. The Christmas Rinks was a very enjoyable competition and many bowlers felt it was good to relax and unwind so that they can be ready for another very busy year ahead.
