Marine Phosphate Mining the confusion deepens..... Erwin Leuschner
Who exactly is the competent authority to issue an environmental clearance for mining activities in the seabed off the Namibian coast? This is just one question on a long list that has once again cropped up after the Environmental Commissioner recently issued an Environmental Clearance for Namibia Marine Phosphate (NMP). “There are so many questions and so few answers. Marine phosphate mining remains a grey area and we simply do not know enough to say with utter certainty if it will indeed have an impact or not and what exactly this impact will be.” This was said by a marine scientist yesterday in an interview with namib times. The scientist, who wishes to remain anonymous, responded to queries after NMP got the green light to start mining activities. One main point of uncertainty is the question whether the original 18months long moratorium to prohibit such activities, which expired in March 2015, is still in place or not. “Yes, of course it is. We never heard that it was lifted,” said Matti Amukwa, Chairperson of the Confederation Continues on Page 2

of Namibian Fishing Associations, to namib times. The scientist had a different view though: “As far as I know the moratorium was never extended by cabinet. Therefore, there is no legal baseline to prohibit phosphate mining.” The expert further said that the issuing of the clearance has once again raised the question, who exactly is the competent authority to make this decision and have jurisdiction over such an activity on the ocean floor. The issuing of the environmental clearance certificate was sent to NMP in the beginning of September, but only recently became public knowledge. In the clearance the Environmental Commissioner (EC) Teofilus Nghitila states that the Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) submitted are “sufficient”. He grants the clearance for a period of three years and attached various conditions to it. Amongst others he orders constant monitoring of the possible effects and he indemnifies the Ministry for any adverse effects that may arise from the mining activities. After the news became public the Ministry of Fisheries and Marine Resources (MFMR) immediately took a stance and said it was “shocked.” In a statement the MFMR said it will conduct a high-level meeting to discuss the way forward. The Public Relations Officer of the Ministry could not be reached yesterday for comment. “We are still shocked, but moreover I think the entire country is shocked,” said Amukwa. The Confederation has in the meantime instructed prominent lawyer Sisa Namandje to assist in the matter. “Our lawyer has sent a letter to Nghitila requesting detailed information on which documents the issuing of the EC was based,” Amukwa continued. Till yesterday afternoon he had no answer. “Once we have the documentation we will decide on the next course of action.” In a press statement the Minister of Environment and Tourism, Pohamba Shifeta, defended the decision by the EC, but at the same time said that the “operation shall be closed and the Environmental Clearance Certificate shall be withdrawn, if significant negative environmental impacts have been observed to be associated with the proposed phosphate mining.” “That may very well be the case. Our concern remains though, who exactly will do the monitoring?” asked the scientist. “We cannot even properly monitor certain land-based activities in our country. What about the entire ocean? We simply do not have enough experienced people.” The scientist also questioned one condition of the EC, which states that a centre of excellence is to be established, where possible impacts are regularly monitored. “That is all well and good to build such a centre, but who will man it? It needs people with years of experience which we do not have in this country,” the scientist continued. In the meantime “Earth Organisation Namibia” has initiated an online petition with the heading “Namibia: Say No to Marine Phosphate Mining.” Yesterday afternoon more than 800 signatures were recorded thus far. Since the Environmental Clearance was granted, can mining activities begin soon? Even after the many years of meetings, debates and countless studies, this question remains in the air. So far NMP has no land-based infrastructure in place to process the mined product. NMP, as well as other similar companies like Lev Leviev Marine Phosphate and Chatham Rock Phosphate, intend to mine phosphate from the seabed to use in fertilisers. About the top three metres of some ocean floors is rich in the material, which is to be mined using a dredger and thereafter processed at a land-based facility.

Kraatz celebrates more graduates Kraatz – a subsidiary of the Ohlthaver & List (O&L) Group - celebrates another group of graduates from the Kraatz Welding School under its 'Learn to weld' program. To date, since the establishment of the Kraatz Welding School one year ago, 15 Namibians have been certified through the program. In partnership with Young Africa Trust, the 20-week program includes basic training in welding (theory and practical), as well as basic life skills inclusive of effective communication skills, decision-making and leadership competencies. The program also aims to develop entrepreneurs within the participants. Kraatz Human Capital Manager, Roberto January: “Kraatz identified the need for vocational skills in our country, which led to the purchase of a welding simulator as one of the first steps towards giving back to the community and contributing towards the O&L Group purpose of 'Creating a Future Enhancing Life.' The welding school is our initiative and
commitment to giving back to the community teaching young Namibians skills that can enable them to grow professionally and in business.”January adds that Young Africa Trust is an organisation that provides life skills to young people, and that Kraatz partnered with this organisation to add value to the 'Learn to weld' program by teaching the students how to infuse the skills they have acquired into their own cir-cumstances and everyday life, and make a success thereof. January: “Successful students re-ceive a certificate of participation. We have ap-pointed one student from the 2nd intake who is doing very well in his current role. Other students have taken what they have learned back to assist in family businesses.” Basic requirements to the Kraatz Welding School include a Grade 12 certificate with good results in Mathematics and Physical Science. Hopefuls must be between the ages of 19 and 25 years old. More information on the Kraatz Welding School can be obtained from the Human Capital Department.
At the handover of the machine, the Governor of Erongo Region Mr Cleophas Mutjavikua said the machine is for everyone and people should make use of the machine to form bricks so they can build their houses. According to the Spokesperson of the Swakopmund Municipality Ms Ailie Gebhardt low cost housing groups namely Shack Dwellers Federation, Benguella Low Cost Housing Association and Build Together were identified as beneficiaries of the machine now. “They continue to utilise this machine and the message will be spread to more people within the community who will thus also be accommodated”, said Gebhardt. She added that lending the machine to established organised groups such as Shack Dwellers and Benguella low cost housing project will contribute to the provision of low cost housing which promotes ownership. “Small scale brick makers run profitable businesses and would not accept to engage in community projects at lower benefits, council therefore resolved that the machine be used by registered organised groups such as Shack Dwellers Federation of Namibia, Benguella Low Cost Housing, Build Together groups etc”.Gebhardt said a steering committee has been established comprising members of Benguella low cost housing association, shack dwellers and build together to manage the leasing of the machine and they will be responsible for the implementation of guidelines and procedures for the use of the machine. So it is advisable to reach the Swakopmund Municipality for guidance should you need to utilise the machine to form bricks for building your house if you fall under the low income group.

Cell phone radiation: Manufacturers warn users not to carry devices directly on their bodies. In articles such as “Fighting Cancer in Namibia” in The Namibian of 19 October, there is usually no mention of the long-term risks of carrying cell phones and wireless devices on the body. Although cancer has many causes, by now the additional risk of cell phone radiation has been shown in many studies. Most significant is that, hidden deep in the fine print of their manuals and online instructions, manufacturers themselves are now warning that their wireless devices and gadgets must not be carried in direct contact with the body and should be used with hands-free devices. The manufacturers of Apple iPhone4 and other cell phones also warn that phones must not be carried in holders with metal parts. Most users are unaware of these instructions. As examples, see the manuals or online instructions for devices such as Samsung 3G Laptop, Apple IPad Manual, Blackberry Bold 9930, IPhone 4, Belkin WIFI Routers, HP Wifi Printers and Summer Baby Monitors, at http:// ehtrust.org/wp-content/uploads/2015/11/FinePrint-Fact-Sheet-.pdf. Namibia's Cancer Association reports that breast cancer alone has increased with 29% in the last five years, and that in recent years the number of young cancer patients has increased. Many Namibian women carry their cell phones in their bras, and many businessmen, project managers, etc., spend hours every week on their phones or carry their phones in their pockets. While certain types of brain tumours have decreased, “the incidence of glioblastoma multiforme, the most serious type of brain cancer, has increased in parts of the brain proximal to where cell phones are held,” according to Joel M. Moskowitz, Ph.D, School of Public Health, University of California. (http://www. cqlpe.ca/pdf/ SPINvsFACTS-Factsheet. pdf) The American Cancer Society states that the evidence of links to cancer is not conclusive, and that more research is needed. At the same time, the ACS and other responsible health agencies are publishing precautionary
guidelines for safer use. The South African Cancer Association says that “ just because there is no definite evidence at this stage, does not mean that there is no potential danger.” Their advice is simple: “Limit the number and duration of calls; use text messages when possible; switch sides of the head when the call is long; use hands-free kits or speaker phone mode to keep the phone at a distance from the head; instruct children and teenagers to limit calls to emergencies only as they are more vulnerable to electro-magnetic radiation.” At the time of the WHO's International Agency for Research on Cancer's (IARC's) classification of cell phone radiation as a “possible carcinogen” in May 2011, MTC warned that “the intensive use of cellphones (more than 30 minutes per day) is not recommended,” and that “youth and pregnant women are advised to use the phone mainly to send text messages.” (Namibian Sun, 23 June 2011). Our Atomic Energy Board subsequently issued a statement that our current safety guidelines “do not guarantee adequate protection against the long-term effects of exposure, such as increased risk of cancer.” Since 2011, many more studies have come out. In May 2016 the USA's National Toxicology Program published the results of a major 25million US dollar study that confirmed links between radio frequency radiation and a higher risk of two cancers, gliomas in the brain and schwannomas of the heart. In response to the NTP findings, the American Academy of Pediatrics has issued an updated statement, “Cell Phone Radiation and Children: What parents need to know.” For parents who want to make sure that their children are using their devices more safely, see the AAP's website and others such as Parents for Safe Technology, or The Environmental Health Trust's site at http://ehtrust.org/

This years theme is: 'Cultivating Business For The Future'. This theme is particularly important as the Expo aims to stimulate an environment and culture whereby PPP Investment models, cross sector partnerships and public dialogue play a vital role to grow the Namibian economy, said Namport CEO, Bisey Uirab in his opening remarks. Uirab added Namport's focus for the next financial period will be on growing cargo volumes. Cargo volumes are down due to the prevailing global economic meltdown he said. At the same time the port authority will continue its drive to improve performance and efficiencies, curb costs and harness the economic growth opportunities presented by our ocean. Uirab referred to it as the Blue Economy. “Business is extremely important to Namibia's economy because it is the main economic engine for the country. We need to be out there competing with big industries. Learn from their expertise and apply what we acquire to our businesses so that we can improve our efficiency and propel the economy growth. While it is important to attract foreign investments to Namibia; it is equally crucial to support and stimulate local businesses. Local businesses provide instant job opportunities for local people while foreign businesses often fly people in from their countries. Opportunities like this will only cultivate businesses for the future as the theme of this year's event clearly highlights, said the Acting CEO of Erongo RED, Nico Niemand in his statement at the opening. The year 2016 marks exactly 10 years since this exposition was launched right here in Walvis Bay. Over the years the Namport Erongo Business and Tourism Expo has become a household name for exhibitors. It is one of the main expo events on the Erongo Region's events calendar. It is the second biggest expo after the Ongwediva Trade Fair. Our coastal town is abuzz with visitors from all over Namibia and our neighboring countries; some with the primary focus to visit, to sell and promote their goods or services, to establish business to business networks, to conduct marketing research or to simply relax and enjoy themselves, it was said of the Expo.

A familiar road for Volvo Cars with upcoming V90 Cross Country Volvo Cars' instrumental role in defining the adventurous Cross Country segment is widely acknowledged across the globe. With the imminent reveal of the new Volvo V90 Cross Country, the Swedish carmaker is set to cement its leading role with the most capable and comfortable premium all-roader on offer and complete its 90 Series line-up. "Cross Country has become the true expression of a Volvo car in many peoples' eyes. It was a winning concept from the start, perfect for the
tough climate and road conditions that we experience in Sweden," says HĂĽkan Samuelsson, President & CEO, Volvo Car Group. Developed in 1996,
Volvo's first Cross Country estate combined functional flexibility and rugged capability. Today, 20 years later, the Cross Country segment is a familiar
sight across the premium car market, providing a capable yet comfortable driving experience. Extreme climate capability Designed to cope with
the demanding requirements of an extreme Scandinavian climate, Cross Country models perform in all sorts of road conditions - from muddy tracks and knee-deep snow to long distance highway driving. Proving a popular choice with horse and boat owners thanks to its high ground clearance, pulling power and responsive allwheel drive, the Cross Country has cemented its position as a premium mainstay and a true all-weather alternative to the SUV. "We were very careful from the very beginning to ensure that the Cross Country concept was not just an exercise in rugged styling. We placed high demands on real-world capability, and as we developed the segment we added the comfort and convenience elements that Volvo drivers have come to expect," says Dr Peter Mertens, Senior Vice President Research & Development at Volvo Car Group. The eagerly-awaited V90 Cross Country will be revealed in mid-September, and is under consideration for South African introduction in 2017. First generation: 1997 - 2000 Developed as a capable alternative to the SUV and other frontwheel drive cars, Volvo Cars' first Cross Country, the V70 XC, grew in popularity as
old-school SUVs began to morph into city dwellers. The Cross Country offered a new, adventurous take on motoring that delivered a competent mix of capability, functionality and comfort. The V70 XC was an instant success, especially in the North American market. Second generation: 2000- 2007 In 2000, the second generation V70 XC came with much bolder styling and higher ground clearance. When Volvo's first SUV, the XC90, arrived in 2002, the V70 XC received a newer, more modern all-wheel drive system and changed its name to XC70 in order to better align
with its bigger brother. Third generation: 2007 - 2016 The third generation Volvo Cross Country arrived in 2007 with added elegance and luxury. The XC70 continued its North American love affair, accounting for almost half of the total volume produced. In 2014, the XC70 gained recognition around the globe as Zlatan Ibrahimovic´s car thanks to a Volvo Cars commercial featuring the Swedish footballer. Such was the impact that sales of the model grew markedly during its last years of production.

When it comes to climate comfort, the enhanced automatic wind protection system AIRCAP, the AIRSCARF neck-level heating system, the heated armrests, the seat heating also in the rear plus the intelligent climate control ensure that this is indeed the case. In contrast to conventional systems, the climate is controlled fully automatically. This means that the driver does not need to select a mode for closed or open top, nor is it necessary to save a temperature setting for these driving conditions. As with all MercedesBenz Passenger Cars, the S-Class Cabriolet comes standard with the class-leading 6-years /100 000 km Premium Drive maintenance plan. You showed me a lot of things, I learned a lot I didn’t know, But you forgot to teach me one last thing, How to let go, I wish I got to say I love you, before you were given to the sky, If God could grant me one Last wish, I’d ask to say “Goodbye”. You always meant a lot to me, I could never love you less, I know it’s true when they say
“HE ONLY TAKES THE BEST”
YOUR LOVING SISTER RUTH
R.I.P
The special memories of you Will always bring a smile If only we could bring you back for just a little while Then we could sit and talk again just like we used to do. You always meant so very much. And always will do too. The fact that you’re no longer here Will always cause us pain. But you are forever in our hearts. Until we meet again.
With love Sylvie(Nannie), Sarita and family (Italy)
We did not see you close your eyes, We did not see you die, All we knew was that you were gone, Without a last goodbye, It was a sudden parting, Too bitter to forget, Only those who Loved you, Are the ones who will never forget, Your life was one of kindly deeds, A helping hand for other’s need, Sincere and True in heart and mind, Beautiful memories left behind.
With Love Rupert, Lindle & Sheneil Allisen, Beresford and the girls
