inside Eyewitness: Dippenaar was on Beware of inthe wrong side of the road voicing Erwin Leuschner A key witness in the murder trial against Jandré Dippenaar saw the fatal motor vehicle accident happening “right in front of her eyes” on 29 December 2014 – she saw Dippenaar driving “recklessly” in the “wrong lane” and thereby, having caused the head-on collision which claimed the lives of six people.
In the high-profile murder trial against Jandré Dippenaar in the Swakopmund Regional Court, Hazel Oosthuizen took to the witness stand yesterday. Her testimony was filled with countless incriminating statements. It was an emotional testimony for the family members of the victims present in court, as she relived the horrific events of that day. According to Oosthuizen, her husband, herself as well as three passengers were on their way to Henties Bay from Swakopmund on 29 December 2014. She too was paying attention to the road, although her husband was behind the steering wheel. About twelve kilometers from Henties Bay, she saw in the mirror a white car approaching, “which was very close to us.” There were no cars travelling in front of them. Her husband, who
was driving the vehicle, was traveling at about 95 kilometers per hour. “I saw a car overtaking us on the right side. It was a white Toyota FJ Cruiser. The driver was accelerating so fast that he lost control over the vehicle”, she said. “And, after overtaking, the FJ Cruiser tried to enter the left lane again, but the driver lost control and swerved from the left lane to the right.” All this, according to Oosthuizen, occurred at a blind crest. There was a blind spot and they were unable to see oncoming traffic. “We were a few seconds behind when he (Dippenaar) was going over the blind spot. I saw the FJ Cruiser collide with a Ford Ranger pickup”, she said. Oosthuizen maintained she clearly saw the accident occur on the right lane (when traveling from South to North.” “I saw the Ford overturn and land on its roof. The FJ Cruiser shook and came to a rest in the road and immediately burst into
flames”, Oosthuizen continued. She added that she was “upset and angry” as the accident could have been prevented. “The driver (Dippenaar) was driving recklessly. It wouldn't have happened if the person (Dippenaar) followed the rules of the road”, she said. Oosthuizen continued that her husband immediately stopped and together with another unknown person pulled Dippenaar out of the driver side window of the FJ Cruiser. “As he (Dippenaar) was lying on the road a short distance from the vehicle I remember my husband standing over him and screaming “Jy is gesuip, Jy is gesuip.” The former Rally driver Dippenaar is accused of having caused this head-on collision on the road between Swakopmund and Henties in December 2014, he was driving a white Toyota FJ Cruiser and was the sole survivor of that vehicle. Rare Whale washes ashore The newly constructed marine research vessel, Dr. Fridtjof Nansen, made it’s maiden call to the port of Walvis Bay in recent days and was introduced to the Namibian public during a media visit onboard over the weekend. The vessel is owned by the Norwegian Organisation for Development Cooperation (NORAD) which assists Namibia since the nineties to develop a sustainable fishing industry and capacity building for Namibia to protect her fish resources through scientific research and the implementation of strategies to ensure fish stocks are not depleted. Namibia today counts among the ten top nations globally for its responsible and sustainable fisheries. The vessel replaces her predecessor which sailed under the same name. Dr. Fridtjof Nansen is equipped for advanced and multidisciplinary marine research and will be playing a continued role in assisting African countries bordering oceans to develop and maintain sustainable fisheries practises and principles.

Anett Kötting HAN Personality of the Year A Swakopmund resident, Anett Kötting, received an award as the Hospitality Association of Namibia's (HAN) Personality of the Year. Kötting received her award on Friday in Windhoek, at the annual HAN tourism networking event for 2017. It coincided with HAN's 30th Anniversary. Other leaders who received HAN awards were Tristan Boehme (Hotelier of the Year) and Wessie Wessels (Tourism Personality of the Year). Since 1991, HAN has been awarding the title of HAN Personality of the Year to persons, who through their actions, efforts and commitments have helped shape not only HAN, but also contributed to greater tourism development, by engaging in efforts of marketing, promoting professionalism, social inclusion and safety within the tourism industry. Thus far, 26 people have received this prestigious award. Seven of these participants are females. HAN Personalities are nominated by previous recipients of this accolade, and this year the group had no trouble identifying a person, who fully deserves this title. “This person holds a full-time job, managing a royal-like establishment with professionalism, style, commitment and warm hospitality”, it was said of Kötting.

Family lucky to escape B2 accident unschathed Piquet Jacobs A family of four miraculously escaped death and injuries on Saturday after their double cab pick-up truck was hit by another vehicle causing it to swerve off the road and overturn. The pick up landed up on its roof. The incident occurred on Saturday evening approximately 30km from Swakopmund on the B2, when an oncoming vehicle reportedly swerved into the pick-up truck's lane at a high speed and struck the rear wheel of vehicle. It caused the pick-up to swerve off the road and overturn. The driver and family managed to crawl out of the vehicle unharmed. The other vehicle allegedly stopped several hundred meters away and the driver fled from the scene into the desert. By the time of going to press, it was unclear whether the driver had been identified and arrested, as it is a criminal offense to leave the scene of an accident without ascertaining whether there are any injuries or damage to property.

New scam: Criminals imitate suppliers and target local firms Sharlien Tjambari Swakopmund firm, African Flooring, recently came close to being scammed out of N$500 000, after receiving a “fake invoice” from hackers posing as one of the company's regular suppliers. The proprietor of African Flooring, Arno Coetzee, is warning the public, especially since similar cases have been reported since. This scam involves hackers targeting unsuspecting businesses and the sole purpose is to steal money. Coetzee regards himself as fortunate, as he did not lose any money. An investigation in the meantime determined that an e-mail correspondence between Coetzee and his supplier was hacked, which ultimately led the fraudsters to taking over the communications and providing him with a fake invoice. According to Coetzee, he received the invoice from one of his “regular suppliers” located in Johannesburg. The amount on the invoice: N$449 230.15. As he expected an invoice from his supplier during that time, with a similar amount, he did not think much of it, and contacted his bank, FNB. He requested FNB to upload the supplier as a beneficiary, as he cannot transfer such a large amount of money. Thereafter, he proceeded to transfer the money on 14 November. “After the transaction was completed, I sent the proof of payment to my supplier (the real one) who immediately informed me that there is a difference between the amount on the original invoice and the transferred amount”, he explained. It was only then that the supplier sent the real invoice – the one he received prior was a fake, sent to him by hackers. When he compared the two invoices, he noticed various discrepancies: The account was not the same – only the bank, Nedbank, was the same. He transferred N$449 230.15 into the “fake” account. “Obviously we were hacked. I immediately rushed back to my bank to stop the transaction from going through. I was sent to the police station to open a case, as the bank officials informed me they cannot cancel the transaction without a case register number of the police as a reference number”, said Coetzee. Luckily, and by mere coincidence, the South African Nedbank account Coetzee transferred the money into was
already closed two weeks prior to him transferring the money – the money was therefore transferred back into his account three days later. Coetzee was in the meantime interviewed by the Swakopmund Police's Criminal Investigation Unit. “The Police really went out of their way to assist me”, he said. He urges and warns the public to be vigilant and double check money transfers. He described himself as being extremely lucky that the account was already closed. “I believe that the person responsible for the scam is in Namibia”, he said. FNB's Group Communications Manager Elzita Beukes confirmed the incident and said that similar cases have been reported. “Our investigation has determined that Africa Flooring was corresponding with a supplier in SA independently from FNB. Along the line the correspondence (the email address) of the supplier was hacked and fraudsters took over communication and ultimately provided Arno (Coetzee) with a 'fake' invoice. The invoice looked authentic, it even had the logo of the supplier, and only the account details were different and were not the same of the legitimate supplier. He (Coetzee) made the payment believing that all was above board but it wasn't”, Beukes said. Beukes added that it is important that victims of fraud provide the bank with a case number as banks are unable to stop transaction while in “transit”. “Depending on whether we are notified before or after the payment has already reached the fraudulent account, a 'hold' is placed on that account and whatever available balance secured is remitted back to FNB via a legal process of indemnities”, she said. As it is a standard operating procedure, victims of fraud are required to supply the bank with a case number as well as an affidavit. “For our request to free an account, they (a bank) must be fully assured that our client was a victim of fraud and indeed scammed”, she added. This process covers all respective banks as no bank is allowed to place a hold on an account without a valid reason.

No bail for woman (24) accused Sharlien Tjambari of raping minor 24-year old Catherine Kooper, the woman who is charged with entering into a sexual relationship with a 15-year old teenager (a minor), will remain behind bars. State prosecutor Paulus Shilongo opposed bail, as sex with a minor constitutes statutory rape which is a serious offence. Kooper made her second court appearance in the Swakopmund Magistrates Court on 23 November. She is charged with rape. The case was remanded to 5 February 2018 for further police investigation. Kooper appeared before magistrate Conchita Olivier. Although her right to a formal bail application was explained to Kooper in her first court appearance on 9 October, the prosecutor Shilongo still opposed bail as there is a fear that the accused may abscond. He also argued it is in public interest that suspects accused of sexual crimes remain in custody. According to police reports, the suspect allegedly started a sexual relationship with the 15-year old boy in August this year. It is alleged the suspect accommodated the victim at her place and they performed sexual acts on numerous occasions. The police further state the victim dropped out of school due to the relationship. The relationship was ended on 5 October this year. Kooper was arrested on a charge of rape (combating of immoral practice Act, Act 21 of 1980). The charge was laid at the Mondesa police station.

Researchers wish to preserve skeleton of stranded Bryde's whale A Bryde's whale in its natural habitat. (Picture of the stranding at Swakopmund appears on page 6). The Namibia Dolphin Project (NDP) in coordination with the Swakopmund Municipality and the Ministry of Fisheries and Marine Resources have started the preservation process of a Bryde's whale carcass, which washed out north of Swakopmund last week. The stranding of this whale presents researchers now with an extremely rare opportunity to study this whale species in detail – currently, there is no skeleton of this particular species of whale available anywhere in the world. “It is important for accurate description of the species”, explained Simon Elwen of the Namibian Dolphin Project to namib times. The whale carcass washed ashore sometime in the night on Wednesday last week. The carcass was spotted early on Thursday morning. The whale was identified as a 15meter-long female Bryde's whale and thought to be older than 15 years. What is significant too is DNA of the whale carcass can officially confirm the species. On closer inspection of the carcass, it was found that the whale had a big injury in the middle of the body which is consistent with a ship-strike. It is therefore suspected the whale may have died at sea after being hit and injured by a ship bow. The sea current washed the carcass ashore. “We are trying to preserve the entire carcass to have a skeleton available for research in the future”, Elwen continued. This is no easy feat though, as the whale is estimated to weigh 16 tons. The most recent stranding is the eleventh large whale carcass to have washed out along the Namibian coastline this year. At present, a total of ten Humpback whales washed ashore. Some Humpback whales were thought to have starved of hunger. The diet of Bryde's whale differs to that of humpback whales. The Bryde's tends to feed on small fish. The Namibia Dolphin Project still intends to analyse stomach contents, in order to refine scientific knowledge of the diet of the Bryde's whale. The Namibia Dolphin Project has five records of Bryde's whale stranding since 2003. Some of these were from the “inshore” community, which was previously only thought to occur in South African water. One stranding was of a Bryde's from the offshore community. The last stranding of a Bryde's whale recorded in Namibia before the most recent was in August 2014.
The Swakopmund Police Public Relations Committee organised three public meetings to discuss the new system – there was not a single objection to the proposed implementation of this project. “Everybody was very positive and the general consensus is that residents feel it is about time (for such a system)”, explained Anett Kötting, the chairperson of the PPRC in an interview with namib times. Whilst Kötting is satisfied with the response received, she said more people could have been present at these public meetings. The first meeting was held at the Tamariskia Town Hall: three residents showed up. About 30 people attended the second meeting at the Multi-Purpose Centre. The largest number of attendees were at the third meeting held at the Dome where seventy people attended the meeting. “We all want a safe community and these cameras will create a safer environment”, she said. Adding the cameras are not there to evade any privacy whatsoever. After the public meetings the PPRC will once again submit the response by the residents to the Swakopmund town council. “We hope that is still gets discussed before the end of the year”, Kötting said. The last Council meeting for the year is scheduled to take place on Thursday (30 November). In the meantime, it was agreed that a control room for the CCTV system will be set-up at the Philipus Namalemo fire station.

Guestfarm Ameib to be expropriated Erwin Leuschner
The Minister of Lands and Resettlement, Utoni Nujoma, may choose to either expropriate or order a forced sale of the well-known Ameib Lodge (Ranch) located northeast of Usakos. This was ordered by the Supreme Court after the coowner of Ameib, Kai-Uwe Denker, failed at an appeal to regain a majority share in the farm and return co-owner, South African Michael Hercules Viljoen as the minority shareholder. The dispute over Ameib dates back to 2012. Viljoen acquired a 50% stake in what is known as Ameib Rhino Sanctuary. On Wednesday last week the Supreme Court found that Denker contravened Section 60 of the Land Reform Act, allowing a 50% stake to be acquired by a foreign national, and subsequently directed the Minister to proceed in terms of the specific Act. The matter started out in the High Court when Denker brought an application seeking an order to rectify the share register of the company making him 51% shareholder and the foreign national 49% shareholder. In addition, he sought an order declaring that the transfer of his 1% share in a Namibian-registered company owning agricultural land to a foreign national, was unlawful and invalid. Viljoen in turn opposed the application and brought a counter application, relying on the illegality of the transaction and asked the court in terms of section 60 of the Agricultural (Commercial) Land Reform Act to order the Minister of Land, Resettlement and Rehabilitation to direct a forced sale on public auction. When the matter was heard in the High Court, the application by Denker was refused, but on the contrary the High Court partially allowed the counter application which sought an invalidation of the purchase of the agricultural land by the company. The High Court found that the transaction was invalid for being in breach of the Land Reform Act. The Minister was thereby obliged to invoke Section 60 of the act. Denker thereafter lodged an appeal in the Supreme Court. The appeal judgment was delivered on Wednesday by Judge Petrus Damaseb, supported by Judges Dave Smuts and Elton Hoff. “What is apparent from the pleadings, based on the common cause facts and the version of Viljoen, is that the dominant motive on the part of both Denker and Viljoen was to find a way around the strictures of the Land Reform Act”, Damaseb remarked. After his 34 pages long judgement, Damaseb dismissed the appeal with costs against Denker, thereby upholding the decision by the High Court to expropriate or auction the farm.

The 26-year-old, Sylvester Duiker, a Walvis Bay resident accused of causing the death of Sebulon Handjamba (25) during a brawl outside a local club in the harbour town in the early hours of Sunday 12 November this year was granted bail. He appeared in the Walvis Bay magistrates court for his bail application. The incident lead to huge discontent among Walvis Bay residents who argue the Namibian Police was selective in who they arrested for the alleged murder. The brawl reportedly broke out between two groups at Shanghai night club whereby people allegedly struck each other with clenched fists and instruments which included a vehicle jack and a hammer. End of the road for Eclipse, Paradise and former Little Foot buildings Fly direct between Walvis Bay and Ondangwa The old Eclipse and Paradise buildings, located on erf 3777 sandwiched between Mandume Ya Ndemufayo Street and Theo Ben Gurirab Avenue in Swakopmund, were demolished. The unoccupied buildings were home to vagrants and the com-munity believed it to be the hideout for criminals. The buildings were also dilapidated and unsightly. The demolition of these buildings started about two weeks ago. First the roofs were removed and then the earthmoving machines moved in to demolish the empty brick and mortar shells. All rubble was also removed and the area looks neat and tidy. One of the structures that were demo-lished housed the Little Foot Nursery, but the unoccupied structures soon became a place for street kids to live and criminals to hide out. Peter Odendaal Apparently the problem is the land never belonged to Trans Namib but is still State Property - so Trans Namib had no right to try and sell the land to a private developer.
N$40 000 bail for Russian in underage-sex case Alexander Krylov, a Russian national accused of human trafficking, rape and committing immoral acts with underage girls has been released on N$40 000 bail, along with his alleged accomplice, Anna Katrina Engelbrecht, who was released on N$4 000 bail. During the bail hearing Krylov testified that the sexual encounters were consensual and he paid the girls N$100 each for sex, also that he had no idea that the girls were underage as their bodies were 'well developed'. Adding to this that one of the girls tried extorting money from him. He often engaged in group sex with his alleged victims and Engelbrecht allegedly also joined some of these sexual encounters. Also during this hearing, Engelbrecht testified that she too was under the impression that the girls were 17-yearsold or older, as this was what they told her when she inquired about their age. Mariette Brand I know life is unfair 'sometimes', but this is f@cking ridiculous! The 'cake boss' gets N$4 000.00 bail! Pathetic! and he gets N$40 000.00! the people who deserve nothing! are handed everything! it's like opening a candy shop the boss eats till she drops! and the dogs are left with the empty papers! I will stand up for my rights if I were Alex! Mornè Olivier If you follow the story you would know that Kreylof earns 80000 after deductions per month. The court usually take your income in consideration. Mariette Brand whahahaha! not! i know how does this work... and they do NOT i say they do not do this! don't know where you get your information from, but this is not so...sorry, Peter Odendaal What a shambles!..Obviously this is destortion - and that the court cannot recognise this is pitiful! NMC introduces affordable medical insurance product for young people in Namibia Medical Care (NMC) has announced the launch of its new exciting medical aid plan aimed at the younger generation of society. The comprehensive medical aid product aptly named Jade, offers a unique combination of benefits for young healthy active families in need of quality medical services at an affordable premium. Introducing the new option this week, NMC Principal Officer, Mrs Alison Begley said assessing the needs and desires of young people and single headed households, the Fund embarked on a journey to bring about a health product which speaks to a different demographic, mainly those on the go, who often have no suitable options when it comes to medical aid cover. “During the realignment process of our offerings we came up with Jade aimed specifically at Namibia’s young professionals, the single-parent households and young couples. Taking into account the current economic scenario, we designed Jade which is affordable; it is an exciting and attractive product with a low level entry premium for the younger generation. Our business is about inclusivity; and as NMC we are known for being innovative and we also like to keep up with the trends in this digital age.” “This new offering is tailor-made for a specific younger clientele to join the NMC family
by choosing the medical aid option that fits perfectly into their lifestyle. That’s why we call it the option with a difference,” said Mrs Begley. With Jade, NMC is migrating from a one-sizefits-all approach as this benefit is structured to have a main member and or another adult and children making health care cover accessible to the young professionals Earlier this year, and in line with keeping up with the digital age, NMC also unveiled its user friendly website and mobile application for easier access by its over 30 000 members and other stakeholders. Jade will be in effect as January 1, 2018. NMC also offers the Sapphire, Diamond, Opal, Ruby, Emerald, Amber, Topaz and Topaz Plus plans, which are all designed to make health care cover affordable to across the social divide. Annually, the NMC business
model assesses the economic climate to motivate people to make better and informed choices when it comes to living healthier lifestyles, by amending existing schemes and coming up with innovative offerings and other benefits. This strategy helps NMC transform, shape and develop products which are current and viable in a rapidly changing world. Said Mrs Begley: “We foresee huge potential in the Jade product offering, and hope this will significantly enhance our service offering to both our existing and incoming clients and also to our stake-holders we work with in the health sector.” NMC has the largest branch network in the industry, and prides itself in being attentive to the needs of its members nationwide.

The infamous Cat Tara Rally Photo's and story Contributed The tough annual Tara Rally took place on 17/18 November with 17 special stages run in and around Windhoek for the 49th year. Next year the Tara is going to be a big event as it reaches its 50th year since its first event. The Tara Rally is the longest-running international sporting event in Namibia with the first Rally in 1969. Allan Martin and Derek Jacobs took part in this year's rally in their VW Polo S2000 and got off to a cautious start as it was the first time that this driver and navigator combination had competed together and considering that whilst this year's Tara Rally was much shorter than in the past with 126 kilometres of special stage, it was by no means the easiest and lived up to its reputation of being tough and demanding. The rally got underway for the 15 entries with two short special stages of under 6 kilometres each at Rocky Crest and Prosperita before returning to the Tony Rust race track for 4 more spectator friendly stages including the ever-popular super specials where cars go head to head. Two of these stages were run in the dark adding to the spectacle with the rally car kitted out with their powerful spotlights. Stage 1 and 2 was fast and the surface was very pebbly and loose. Allan Martin and Derek Jacobs battled to keep up with the newer generation S2000 rally cars of Wilro Dippenaar and Riaan van der Westhuizen and Jaco Redlinghuys and Dries Booysen. Added to the mix at the front was Richard Slamet and Wiets Coetzee who had purchased the super-fast ex-Star Body Works Subaru STi and were making their intentions known. At the end of day one the order was Wilro Dippenaar and Riaan van der Westhuizen, Jaco Redlinghuys and Dries Booysen, Richard Slamet and Wiets Coetzee and Allan Martin/ Derek Jacobs in fourth. The first four positions were covered by less than a minute showing just how tough the pace was going to be on day two. Day two got off to a tough start with the new Harmony stage which had a number of rocks and narrow twisty sections. At the end of the 10-kilometre stage the order was the same but Richard Slamet hit trouble with a power steering problem and has to withdraw at the next stage when the leaking power steering fluid set the Subaru on fire. The fire was extinguished without serious damage, but it put an end to his rally. This allowed Allan Martin to move up into third and allowed Oswaldo Mendes and Kes Naidoo in their Subaru Impreza to move up to 4th. Allan Martin not only had to try and catch the leaders but now had to watch his back as Oswaldo Mendes had one of the fastest cars in the rally and what made matters worse was that there were 4 extremely fast stages still to come. Over the next 5 stages Allan Martin/ Derek Jacobs had their work cut out and at times were driving as fast as their equipment allowed them to and managed to stay in touch with the leaders in case one of them hit trouble. Allan martin also managed to keep Oswaldo at bay despite him setting blistering times on the 4 flat out stages and closing a gap of 1 minute to a mere 21 seconds. With the rally now past the midway point and the 2 technical
and demanding Aris stages still to come, everyone decided to hold stations and preserve their cars in order to get to the end as the infamous Cat Tara, after which the rally is named, is known to stick her claws out near the end. All Allan and Derek now had to do was to remain on the podium in 3rd as the two cars ahead were in a league of their own as their technology was newer and more superior. The rally ended with the last stage back at the Tony Rust race track. Tony Rust was a welcome sight for the 12 finishers after two days of hard rallying and everyone commented that the rally lived up to its tradition of being fast and tough. Jan Everson and Fanie Botes with their Seal Consulting Engineers VW Polo 1600i were first in the S2-class and 8th overall. Jan Everson said “It was a tough rally and hard on the car. We were still doing adjustments to the suspension between the stages during service parks. Our aim was to complete the rally because of the bad luck we had the past two years. A podium finish would have been bonus. We've managed to do both by winning the S2 class. Thank you to all the support that we've got from my service team as well as my friend's crew, they are the best. Thank you to the organizers of the event; it was really a good event and a special thanks to my sponsor Seal Consulting Engineers who makes it possible for me to partake in the events”. The chairperson of the organising committee, Anja Lingner, said “I am satisfied with the outcome of this year's competition, we are already planning for the 50th competition next year and we had a successful event this year, there were no negative vibes. The officials worked hand in hand, the team did a magnificent job, and I am sure the riders also enjoyed the race”. The sponsors for the 2017 Tara Rally was Windhoek Motor-club, Safari Engineering & Terrain Tamer, Gunite Pools, Sky-Way Investments, Atlas Copco, Chubb, Sat-Com, M + Z Motors, Super Tyres, Sign Factory, Kosmos 94.1, IS-Freight Services and City Clutch & Brake. The overall winners: 1. Wilro Dippenaar and Riaan van der Westhuizen 2. Jaco Redlinhuys and Dries Booysen 3. Allan Martin and Derek Jacobs S4 -class 1. Willem Hugo and Mandi Hugo 2. Oswaldo Mendes and Kes Naidoo 3. Marco Luis and De Wet du Plessis S3 - class 1. Wilro Dippenaar and Riaan van der Westhuizen 2. Jaco Redelinghuys and Dries Booysen 3. Allan Martin and Derek Jacobs S2- class 1. Jan Everson and Fanie Botes, 2. Gert Coetzee and Hugo Arangies, 3. Tinus Malan and Paul van Niekerk

The monetary value for the Tokyo 2020 scholarship consists of US$ 715 per month for each athlete, while US$ 5 500 per athlete has been granted to qualify for the Youth Olympic Games.
