Zero Tolerance Namibia - Botswana - S.A. joint law enforcement project

inside Sinkholes: Municipality acts swiftly

Sharlien Tjambari

Various Government law enforcement agencies of Namibia, Botswana and South Africa launched the 10th Joint Law Enforcement Operation at Swakopmund this week. The law enforcement operation is carried out under the auspices of the Trans-Kalahari Corridor Management Committee (TKCMC) which oversees compliance with procedures for the smooth flow of trade on the Trans-Kalahari highway linking the port of Walvis Bay via Botswana to South Africa's economic hub, Gauteng. From official documents to loading and licensing, the law enforcement officers are leaving no stone unturned to ensure transporters comply with relevant legislation, policies and procedures. Well-functioning roads, railroads and border posts is important to ensure regional economic integration for SADC. The launch of the operation took place at the main road block near Swakopmund on the B2 and was attended by the Deputy Minister of Transport James Sankwasa and the Governor of Erongo, Clr Cleophas Mutjavikua and the Inspector-General of the Namibian Police General Sebastian Ndeitunga.

House burgled. Thugs then stole owner’s car and removed wheels and canopy Eileen van der Schyff

A Walvis Bay resident suffered a major loss this week when her house was burgled and the culprit or culprits then stole her vehicle to transport the stolen goods. To make matters worse, the vehicle was later discovered abandoned at Windhoek and stripped of its wheels and canopy. The vehicle was also damaged in the stripping process. A case of theft of a motor vehicle and housebreaking with the intent to steal and theft was opened. The culprits, who are still unknown, forced open the door of the house with a steel bar that was found on the premises. They took a Diamond television set valued at N$3 500 and the Ford Ranger valued at N$380 000. Residents of the harbour town are cautioned that housebreaking remains one of the major crime concerns and although vehicle theft is not common, it did show an alarming uprising trend in recent months. ¡Although the vehicle was recovered, the Namibian Police at Walvis Bay urged the public this week to come forward with information that could lead to the arrest of the culprit or culprits.

Sinkholes: Municipality acts swiftly Eileen van der Schyff

The Municipality of Walvis Bay responded swiftly in the past few weeks to repair sinkholes that formed at several locations across Walvis Bay. Leaking sewer lines are the main reason for sinkholes to form. Namib Times reported on the issue of sinkholes forming in the harbour town in recent editions. Sinkholes, it was explained to the newspaper form when a sewer pipe leaks underground. It erodes the soil and a large hole forms directly below the surface. At some stage the underground cavity's roof collapses, exposing a deep hole. The Municipality of Walvis Bay jumped into action and under emergency work invited four contractors to submit quotations for the repair work. All contractors were present when RCJS Pumping Solutions was chosen to do the job. The contractor already fixed four sinkholes and started with a 104 meter line replacement where a sinkhole formed in Mandume Ndemufayo Circle in Meersig. The contractor told the Namib Times in a telephonic interview this week the road will be partially closed off for some two weeks it will take to complete the repair job. Another line replacement is coming up in 6th Road East in Meersig where another sinkhole formed. They will do a sewer line replacement of 65 meters. This line replace-ment will take eight days. The work will also be conducted by RCJS Pumping Solutions.

NBC employees’ discontent with the national broadcaster’s Board Sharlien Tjambari Employees of the National Broadcasting Cooperation (NBC) at the Erongo Regional Office in Swakopmund participated in a nationwide peaceful demonstration on Tuesday, demanding permanent employment for contract workers and for better financial management at the national broadcaster. A petition was handed over to the NBC's Erongo office manager, Celle Nkuvi. The petition is addressed to the Board Chairman of the NBC, Sven Thieme. Employees say despite the NBC's current negative financial position, managers go on unnecessary trips and claim exorbitant travel allowances. Employees say these funds should be spent on more important issues within the broadcaster. Employees are also unhappy with the outsourcing of certain functions at the national broadcaster to independent contractors and this further drains finances. The petition further reads: “Favouritism, discrimination, nepotism and regionalism is an ongoing phenomenon at the NBC. This issue creates an unconducive environment for employees to work in and creates unproductivity of workers, which hinders the effectiveness of the organisation's operation”. The employees of NBC Swakopmund office expressed their disappointment in the Board of NBC which considered retrenchment as an option to reduce cost while the country's unemployment is so high. NBC reportedly has over 150 workers, some of whom are on contract for more than 7 years already. The workers feel it is not in line with labour legislation and these people could have been permanently employed, as then they took could benefit from a pension fund, medical aid and home loan assistance. Employees further demand the NBC honour its recognition agreement with the Namibia Public Workers Union (NAPWU). “They say an independent investigation should be lodged into the mismanagement of funds at the NBC by the Ministry of Information and Communication Technology. NAPWU demands NBC to get rid of the one month's contracts and employ all contract workers permanently. We demand that NBC stops with the use of independent consultants in disciplinary hearings and outsourcing services which can be executed internally”, the petition reads further. The Manager of the NBC in the Erongo Region, Celle Nkuvi, received the petition on behalf of the NBC Board and said employees have the right to stage a demonstration if it is done legally. “I have nothing to say but to receive this petition on behalf of the Board”, said Nkuvi. The employees have given the national broadcaster fourteen days to respond to the petition.

A helping hand reaching far Contributed The Namibian Ports Authority, through the Namport Social Investment Fund (NSIF) recently donated stationary and educational material to the Queen Sophia of Spain Primary School, situated 80 km from Otjiwarongo towards Otavi in the Otjozondjupa region. The donation valued at N$50,000.00 will be used by the 200 learners enrolled at the school. The Queen Sophia Primary School officially opened its doors to the marginalized farming community and is situated on a resettlement farm. The school's principal, Mr Patrick Sishwashwa, said that the school is special as it caters for the neediest of people in our community. “Most of the parents are either employed as farm workers or are unemployed and survive on the social grant from the government. Sishwashwa said. He further reiterated that although the school gets financial assistance from the government the funds can never cater for all the needs and donations such as this one from Namport is always a welcomed relief. The school currently runs a curriculum from grade 0 to grade 7 and the teaching aids and stationaries received will be used for all

grades. Mr Sishwashwa thanked Namport for their willingness to share with those who do not have regardless of the economic situation being experienced countrywide. He further appealed to other entities to follow the outstanding example set by Namport as the school still has future projects it intends to embark on. Since its inception in 2006, NSIF which focuses on four pillars of entrepreneurship, environment, health and education has left its footprints in all 14 regions of the country by ensuring that the fund makes a positive contribution to the upliftment of community members from the various regions. The Fund has so far spent close to N$20 000 000 in its focus areas. It recently also donated science kits valued at N$34 000 to the Flamingo Secondary School in Walvis Bay amongst other donations.

The 2nd National Clean Up campaign launched in April this year by the Minister of Environment and Tourism, Pohamba Shifeta, took place last Saturday, 21 September. The residents of Swakopmund did their part. The main event was hosted at Rundu, in the Kavango East region. The main goal of the National Clean Up Campaign is to cultivate a society where all citizens take action

Cyber bullying a rising terror Sharlien Tjambari in Namibia Cyber bullying, best described as messages of threat, insults or derogatory comments sent by cell phone, makes up 44 % of all forms of bullying. This was said earlier this week by Miss Namibia 2019 Nadja Breytenbach who visited the Namib High School at Swakopmund to sensitise learners on bullying.

What aggravates the situation is that cyber bullying is rarely reported by victims and is therefore classified as a “silent” evil. Bullying at schools is a problem in Namibia. With the age of cell phones cyber bullying too is on the rise. Breytenbach said she also experienced cyber bullying: “When photos of Miss Namibia 2019 were published on social media, we were bullied. All of us. I also received messages after I won, messages in which I was bullied. Luckily we all had each other and supported one another”, confessed Breytenbach. Her advice to learners was to find someone to talk to. “Someone you can trust. Save the messages as evidence when things get out of hand”, she explained. “Before you reply to any such messages think first You too can cause damage by replying”. If you know of someone or you see someone bullying another person, be that physical or through messages or verbal remarks, tell that person to rethink his actions at once. Before too much damage is done”, she added. Addressing the learners, the principal of Namib High School, Mrs Roosmarie September, too said bullying is a growing problem. She urged learners who are victims of bullying to come forward and speak out. September also had a message to the bullies by asking a simple question: “how would you feel if someone do to you what you do to others?” She expressed resolve that all forms of bullying at Namib High School will come to an end. “Nobody should stay at home and away from school because of bullying. If you are a victim, don't be quiet. Speak out”. The head boy of the school, Elago Ilonga, said bullying cannot be tolerated any more. He admitted he too has friends who are bullied and no one really knows how to help to resolve the problem. Ilonga's message to bullies were also clear: “For the bullies out there, I just want to say grow up and stay in your lane”.

CALL FOR INTERESTED AND AFFECTED PARTIES ENVIRONMENTAL CLEARANCE CERTIFICATE Permanent closure of Public Open Space erf 411 Myl 4 Extension 1 (274m² in extent) may not take place without an Environmental Clearance Certificate (ECC) in terms of the Environmental Management Act (Act 7 of 2007) and its Regulations. Stewart Planning has been appointed by Petrus Johannes Scholtz (as future owner), through the Municipality of Swakopmund (as current owner), in order to obtain an ECC from the Environmental Commissioner. The Public Open Space is not formally developed as a park and is, to all intents and purposes part of the beachfront. The Public Open Space is reserved as a park mainly to provide for a relatively narrow (9,0m. wide) pedestrian link to the beachfront for inland properties away from the beachfront and as an open stormwater channel. The Public Open Space is situated along the Mile 4 beachfront, adjacent to Local Authority erf (178 Myl 4) off Seal Street in the developing Mile 4 residential neighbourhood. This pedestrian link over the Local Authority erf is not a public place and/or a public thoroughfare. The Local Authority erf is partially occupied by an Erongo RED Substation which blocks easy pedestrian access between inland properties and the beachfront. The permanent closure is to enable the Municipality of Swakopmund to sell erf 411 Myl 4 Ext. 1 to the adjacent owner of erf 302 Mile 4 Ext. 1 and for the two erven to be consolidated. Interested and Affected Parties are invited to register and participate in the public consultation process to give input, comments, and opinions about the proposed permanent closure. Further information is available from the Applicant. Please submit your comments, in writing, to the Applicant not later than Friday 18 October 2019.
