First 50 000 tons done and dusted!
Walvis Bay Salt Refiners celebrated its first export of 50 000 tons of bulk salt to the United States of America during a quay side function on Monday night in the port of Walvis Bay. The salt was loaded by conveyer belt aboard the bulk carrier Condor and on the picture a grabber is seen spreading the salt evenly in the ship’s hull to maintain the vessel’s stability under the heavy load. Another lady who contacted the newspaper said she luckily called the hospital in advance. “I called to find out if I could come in to get an injection against pain, as I had a terrible migraine. The nurse informed me about the co-payment of N$250, otherwise
they could not call the doctor to come in and attend to the matter. “I found it very strange”, said the frustrated lady. In yet another incident a mother explained to namib times she recently took her four months old baby to the Cottage Hospital at around 04:00 in the morning. The baby had high fever and was vomiting. When she got to the hospital, the nurse on duty told her the same story. “What would happen
if a person has a serious emergency, like being stabbed with a knife? Will they refuse to treat the patient or send the injured person to the state hospital?”. According to her many people are not aware of this new fee and it most certainly caught people unawares. “When I asked when this tariff was introduced, I was shown a notice on the counter. Continued from front page this appalled mother. According to Mr. Peter Sander, the Manager of the Medi-Clinic Cottage Hospital, the introduction of the tariff was an initiative by the doctors and not by Medi-Clinic. Sander added he will only be in a better position to give feedback on this matter during the course of next week. namib times contacted Dr. William Schickerling who in turn also said the Medi-Clinic has contacted him regarding this issue and that they will discuss this matter soon. He could not give further information and neither confirmed nor denied that the introduction of the co-payment tariff stems from the doctors. A source employed in the emergency services speculated, saying there is a growing trend among patients to visit the hospital after hours, in order to avoid waiting in queues at medical practices during the day. Equally patients would call at the hospital with less serious medical issues which can be treated by a nurse, but demand seeing a doctor on the spot. The N$250 upfront payment is an effort to curb this phenomenon, but namib times can treat this as speculation only in the absence of a formal explanation yet to be forthcoming by Mr. Peter Sander or from the doctors. · “Every hospital has a different way in which they operate including the relationship with the doctors”, said Linda Schultz, Communication Officer at the Welwitschia Hospital in Walvis Bay when asked whether this hospital too demands such a fee. “The new co-payment tariff has not been introduced at this hospital. As a general rule Welwitschia Hospital will not refuse to attend to a patient, even if they don't have the required funds with them. We as hospital accept the responsibility of following up with the patient the next day or so, and when the patient is stabilised”, she said.

Psychiatrist van der Westhuizen to hear his fate on rape charge at end of March Erwin Leuschner Swakopmund psychiatrist Pieter van der Westhuizen will hear at the end of March if he faces trial on a charge of rape. Van der Westhuizen th made his 8 appearance in the magistrate's court in Swakopmund on Tuesday where he heard the Prosecutor-General is yet to make a decision whether he would be prose-
cuted, but reports on psychological assessment on him [van der Westhuizen] are still outstanding and the Office of the Prosecutor General still awaits it. Van der Westhuizen handed himself over to the police in Novem-ber
2016, after he was formally charged with rape. The complainant in the matter is one of van der Westhuizen's patients who claims he drugged her and then sexually assaulted her. During this week's appearance, van der
Westhuizen's lawyer Mr Morwe objected to a further remand of the matter for various reasons. “The accused has a right to be presumed innocent until proven guilty”, he said. Morwe argued that the matter has

Renate Witt of Swakopmund Lions Club handing over food to Kristine, the lady in charge of SPS Feeding Project
The Lions Club of Swakopmund kicked off its year with a huge donation towards the feeding project of the Swakopmund Primary School (SPS). The feeding project caters for over 70 learners per day. It is important for children to be well nourished, as it positively enhances concentration and participation in educational activities. On 22 January, Renate Witt, the coordinator of the Lions Club of Swakopmund surprised the school with soup bones, bread and bread rolls. "We are very happy about it, as our learners will receive more food, more vitamins and more nutrients", explained Annemarie Mater of SPS. She said the learners appreciate these extras very much. Thanks to the school's new freezing facility the SPS is now in a position to keep food products fresh and edible for weeks. It will also allow the school to exercise better stock control. This project would not have been possible if it was not for the generous donation the Swakopmund Lions Club received from Fruit & Veg City Swakopmund.
been repeatedly postponed for a decision pending by the Prosecutor-General since August 2017. No decision has been forthcoming. “He (van der Westhuizen) has to endure widespread public ridicule in newspapers as a professional”, Morwe told court. Coupled with the fact that the matter has been postponed numerous times “the defense cannot help but conclude that it is an unreasonable delay.” Added that van der Westhuizen is one of six psychiatrists in the country and one of four with a private practice. Apart from that he is the
only one not based in Windhoek. “He himself cannot be burdened psychologically. He himself needs a clear mind to do his work”, Morwe argued. In response state prosecutor Dalon Quickfall argued the matter is very complex, as the complainant was a patient of the accused and the witness is a vulnerable witness. He said it is not true that the public is prejudiced. Quickfall agreed it is not correct that the Prosecutor-General has not made a decision by now. “The Prosecutor-General wanted the accused to be evaluated by a private and a state doctor, in order to make
a well-informed decision”, he explained. Quickfall further explained the evaluation of Dr. Sieberhagen (private) is still outstanding, but that a report will be available within a month. He requested 60 days to acquire to have the decision by the PG. After hearing the submissions, Magistrate Jorina Jagger postponed the matter to 28 March. Should the decision not be available by that date, the matter can be withdrawn and struck from the roll. Van der Westhuizen is currently out on bail of N$10 000 with certain conditions attached.

Municipality's' rock garden flooded as pipe ruptures The rock garden at the Swakopmund Municipality became somewhat of a water feature on Tuesday night, when an old fiber cement water pipe sprung two leaks. The water flooded a large portion of the Henties Bay Road as well. According to the municipality, the first leak was located in Welwitschia Street, around midnight. The second leak was located in Daniel Tjongarero Street after it was reported just before 05:00. The water pipe supplies mostly the lower part of Vineta. The volumes of water lost is not known, but by judging the water pools that formed as a result the water loss was significant. No water damage was reported. “The water drained fast enough that the succulents on the rock garden were not affected. Succulents by nature are plants that don't like wet feet and when exposed to soggy conditions for extended periods develop stem- and root rot.
Upgrade of MR44 reaches the B2 Erwin Leuschner
The upgrade of the MR44 (behind the dunes between Swakopmund and Walvis Bay) commenced with new vigor in 2018. Construction has now reached the B2 highway at the current site of the roadblock where a new, modern interchange will be constructed. The new interchange will feature dedicated lanes to allow for a smooth flow of traffic to Walvis Bay when approaching from the direction of Arandis and vice versa. At the same site, the MR44 will connect to the C34 coastal road which is also being upgraded currently. Forming part of the new road upgrade is the construction of a new 110 meters long bridge over the Swakop River. The new highway behind the dunes is expected to be opened in 2019. By the end of the same year the new tarmac-standard road between Swakopmund and Henties Bay is also expected to be completed. Once the MR44 has been upgraded, the existing B2 highway between Swakopmund and Walvis Bay will also be upgraded. This road will be widened, supplied with a pavement and a bicycle lane. The traffic speed will also be reduced to enhance road safety. Road users are reminded to drive slowly and adhere to traffic signs while the upgrade of the roads is taking place. Heavy construction vehicles frequent these stretches.
A new 110 meters long bridge will be erected over the Swakop River forming part of the road upgrade of the MR44 and excavation works at the site of the current roadblock east of Swakopmund have commenced. A new interchange will be constructed to allow a smooth flow of traffic. Photos: Erwin Leuschner

South African ports are finding it increasingly difficult to handle manganese exports. Hence Namport's effort to position the port of Lüderitz as an export hub for manganese produced in the Northern Cape. There is a sufficient rail link between Lüderitz and the Northern Cape, hence mining houses in the area warming up to the idea of re-routing manganese exports to
Lüderitz. Currently the ports of Saldanha Bay and Port Elizabeth. "Let us see what our hard work the past decades has done. As South African ports are struggling to cope with the volumes of manganese to be exported, these mining houses are starting to pay attention to possibilities to link mines in the Northern Cape logistically to Lüderitz", explained this
source in Namport who was willing to explain the concept to namib times, but this person is not authorised to make public statements in this regard. Adding it is not only manganese, but any bulk mining commodity produced in the Northern Cape and even as far afield as Botswana [coal] that can be exported through Lüderitz.
Note: Namibia has sufficient manganese deposits to support a manganese mining sector, but mining output is very limited after one of the mines (Purity Manganese) closed down. A second manganese mining company is Otjozondo Manganese which could not be reached this week to confirm its current production and manganese export status.

World Class Show Coming To The Coast Following her enormous successes in Windhoek and Omaruru, well-known theatre producer Sandy Rudd is bringing her iconic show JACQUES BREL IS ALIVE AND WELL to the coast. The first show will be tonight at HAUS DE JUGEND on 26 January at 19:00 in Swakopmund and the second show is tomorrow 27 January at 20:30 on the RESTAURANT BOAT 'CYNTHIA' docked at the Walvis Bay waterfront. This is a great venue where guests can book a table for dinner to be enjoyed before the start of the show. The soul sisters, Lize Ehlers and Esther Fellner; two extremely talented performers were last seen together in the highly acclaimed musical 'Meme Mia!' - The biggest musical show to be staged in Namibia. They have remained very good friends, with Esther performing sometimes in Lize Ehlers' popular Song Night. It is tremendous that these two amazing women are coming together again in this show. Brel's songs are as timeless as they are universal. They demand the correction of injustices in society, they speak about the power of love, and they add a layer of gaiety to human weaknesses with selfdeprecating humour. Thanks to his powerful lyrics and charismatic songs, Jacques Brel will make you think, cry, and laugh; he will make you angry and he will make you fall in love. Also performing at this world-class cabaret will be Tuli and Oldile, two of Namibia's very best dancers. This is a night of stars that will take your breath away and have you just for a moment loving life and all the glorious things of living! The event is made possible by: The Warehouse Theatre, The National Arts Council of Namibia, BANK WINDHOEK, PLAYMAKERS and DB AUDIO

Scholarships for vulnerable learners Rudi Bowe
The Namibian College of Open Learning (NAMCOL) handed scholarships to 19 vulnerable and needy learners in the Erongo Region. The scholarships were made possible through the NAMCOL Scholarship Fund that was established as part of the corporate social responsibility to uplift the social wellbeing of less fortunate young Namibians. The Central Regional Manager Ms D Haufiku on behalf of the Director of NAMCOL Dr. Heroldt V Murangi said that “NAMCOL's combined enrolment for Grade 10 JSC and Grade 12 NSSCO stood at 12 044 and 29 181 respectively. The numbers support the fact that NAMCOL is the largest open and distance learning (ODL) educational institution in Namibia. The Erongo Region effectively contributes about 8.4% of these numbers. As I shared at the press conference last week, when reflecting on the perfor-mance of English 2nd Language for Grade 12 in the 2017 academic year, almost 18 000 candidates found it difficult to score the required D grade and above, generally required for admission to Institutions of Higher Learning. This effectively means that more than 30,000 learners might need to enrol with the College for 2018, whilst the College only was the capacity to accommodate 18,000 learners. From 18,000 spaces available, the Central Region projected a capacity intake of 2225 or 12.4% for the Erongo, Otjozondjupa and Kunene Regions of the complete NAMCOL English 2nd Language intake capacity for 2018”. Ms D Haufiku mentioned that the demand for NAMCOL's program offering is highly competitive in western and central Namibia; and that the enrolment process for 2018 secondary education has started on 15 January. The Director encourage all prospective learners intending to enrol with NAMCOL this year to reach out to the 59 enrolment points established for Central Region as early as possible to avoid disappointments. The Walvis Bay sub-regional office which is respon-
sible for centres in Walvis Bay and Swakopmund has already absorbed about 70% of subjects that are available for this year. During this academic year, NAMCOL expects to awards scholarships to the value of N$300,000.00 to approximately 250 beneficiaries nationally. Dr Heroldt V Murangi said that it gives him great pleasure to inform the community that the 19 learners will be receiving scholar-ships from the Fund hailing from the Erongo Region as awarded to date, to the value of N$17 000.00 The Chairperson of the Erongo Regional Council Honourable Hafeni Ndemula said “I am, and remain of the firm belief that education is the “greatest equalizer” as the late Nelson Mandela once said; therefore as human beings, we are never too young or old to develop ourselves academically. It is pleasing to note that young adults are afforded the opportunity to forge further in their quest to continue with their respective races of completing their junior and senior secondary education journeys. As nation, we will be lost, if we don't strategically and continuously develop our human resource base as a means of facilitating our development as a country. I do applaude NAMCOL for the establishment of the Scholarship Fund. Namibia needs more responsible corporate citizens like you; that carry the interest of the greater Namibia at heart. I am pleased that you have demonstrated your desire to improve the level of education of these young people. Honourable Hafeni Ndemula encourages NAMCOL to do more, and never to be disheartened as their efforts are not going unnoticed. NAMCOL might not realise what they
have done for these young people today. NAMCOL have given them hope, a reason to believe in themselves and find purpose in life. That is what is expected of responsible corporate citizens in our quest of building a better Namibia. “NAMCOL, I further took note of the change in your scholarship beneficiary identification process. Partnership with Regional Councillors as elected officials of our communities, in my view, is the best way of ensuring that opportunities that are created benefits their intended recipients. I therefore congratulate NAMCOL for the initiative and the ERONGO Regional Council for supporting this initiative by facilitating the application process for this scholarship programme” Honourable Hafeni Ndemula said.
The learners that received NAMCOL scholarships are: Omaruru Constituency Elizabeth Silverus, Tuhafeni Nawa Erika Soroses Walvis Bay Constituency Maria Ndara, Twahafifwa Amawaaliwa Secilie Ngidinwa Aili MN. Thomas Beatrice M Siyambango Inekela Mika Nampweya Enrich Kambueza Elia Mwaetako Maria Oabes Michael Kusch Johanna Lukas Elizabeth Haimbombi Pollycarpus Haiduwa Daures Constituency: Catherine Nancy Xawes, Josef Hoebeb, Mcbride E Pritzel

Brave Warriors vs 2018 Novanam Monthly Medal Atlas Lions We had a busy weekend at Rossmund – with various sections getting back into the swing after the December break. Weather conditions on the whole were good – maybe a bit hot and humid at times but nothing to divert the golfers from their (bi) weekly walk along the lush green fairways.
The Brave Warriors coaching staff
The Brave Warriors defeated Uganda 1-0 injury-time and secured a second successive injury-time victory against Ivory Coast to join Group B rivals Zambia in the quarterfinals at the 2018 African Nations Championship at the Marrakech Stadium in Morocco. On Monday night the Brave Warriors confirmed their quarter-final date with the Atlas Lions from Morocco after the Warriers draw 1-1 thanks to a goal from Absalom Limbondi in the 12th minute of the game against the Chipolopolo from Zambia to end second in group B. Namibian Coach Ricardo Mannetti states that “We are sniffing the semi-finals and we are not under pressure against Morocco. They are the host and the stadium will be full of their support. We will go out there as underdogs that we have been and enjoy ourselves. My team is ready to make another history. We deserve our moment with a packed stadium and on Saturday we will have just that”. Mannetti further reckons that the surprise package tag of the team will continue and that this competition is great for the team's maturity and
that it should stay on forever. “We have to see if we can spoil the host's party on Saturday and I'm sure we can if we play to our strengths yet again. Why should the surprise that we have ditched out stop against Morocco? It's possible it can continue against the favourites Morocco” Mannetti added. Mannetti said “We are not like the big nations in Africa that have players all over the world. We are Namibia and this tournament is ideal for our players to shine. To stay relevant and on top you need to play the best and move forward. We are on a good run for about three years now and I hope it continues on Saturday against Morocco. We hope for the best result for our team”. The 2018 African Nations Championship (CHAN) quarter-final game between Namibia and host Morocco will be tomorrow at 18:20 Namibian time at the Stade Mohamed V in Casablanca Morocco.

Walvis Bay “parkrun” Media Release
Walvis Bay joins global parkrun phenomenon. parkrun fever has firmly entrenched itself at the coast with Walvis Bay becoming the second town in Namibia to host a weekly parkrun. The inauguration event will take place on Saturday, 3 February hosted by Southern African parkrun CEO and running legend, Bruce Fordyce. The FISU World University Rugby Sevens Championship host organiser TISAN announces partnership with Air Namibia, the leading Namibian airline company. The Tertiary Institutes Sport Association of Namibia (TISAN) is continuing its preparations to host the 8th edition of the International University Sports Federation (FISU) World University Rugby Sevens Championship, slated for 12-14 July in Swakopmund, Namibia. The Organising Committee is proud to announce the partnership with the leading Namibian airline company, Air Namibia, following months of discussions and planning. This collaboration will be providing exciting and affordable rates for the European and African student participants and fans alike. This exciting partnership will further the reach and provide excellent competition opportunities for students worldwide. Options for other regions around the world are also being discussed. Regarding the Air Namibia proposal, rates will be communicated soon.
Swakopmund was the first town outside South Africa to join this global phenomenon when in April last year roughly 200 participants took part in the first event. The parkrun concept is simple – turn up every Saturday at 08h00 and walk or run 5km. All events are free, open to everyone, and are safe and easy to take part in. The only requirement is that you have to register beforehand. Says Fordyce: “parkrun is all about inclusiveness and wellbeing. There are no winners. It is just you and the clock. We want as many people as possible to feel part of a real local community brought together by our events, as well as the global parkrun family.” parkrun as a concept had humble beginnings when only 13 runners participated in the first parkrun in London's Bushy Park in 2004. Since then the event has spread to 19 countries worldwide, with neighbouring South Africa first adopting the concept in November 2011 when only 26 participants arrived at the first event. Now more than 50,000 participants pitch up every Saturday morning to run or walk 5km in
128 different locations across the country. At present the Namibian parkruns are hosted as a separate region within South Africa, but according to Fordyce, when there are several local parkruns, Namibia will establish its own identity. The first Walvis Bay parkrun will take place on Saturday, 3 February at 08h00 on the Lagoon walkway (in front of Flamingo Villas) in Kovambo Nujomo Road. There is no cost involved and participants are only required to register for the first run. In order for your time to be registered, participants are required to bring along a printed copy of their registration barcode. According to Michelle Wilson, coordinator of the Walvis Bay parkrun, the event is organised in its entirety by volunteers. If people wish to become part of the volunteer team, they can email walvisbayhelpers@parkrun.com or contact her on 081 360 7007. For more information or to register visit the Walvis Bay parkrun website at:ww.parkrun.co.za/walvisbay
Fordyce will officially launch the first Walvis Bay parkrun on 3 February
